Majome, who chaired the Commission also highlighted cases where participants were allegedly barred or threatened for opposing the Bill.In related developments, Mnangagwa through an official statement signed by Cabinet Secretary Martin Rushwaya restructured the Ministry of Lands, Agriculture, Fisheries, Water and Rural Development into two Ministries, the Ministry of Agriculture, Mechanisation and Water Resources Development led by Anxious Masuka and the Ministry of Lands and Rural Development under Vangelis Haritatos. Former ambassador Paul Chikawa was also appointed Director General of the President’s Department, replacing Fulton Mangwanya.Majome reassigned after ZHRC slams CAB3 hearingsJessie Majome.

The Mirror: Ihwai nekuhwikwa Page 310 - 16 April 2026 www.masvingomirror.com136 pupils, teachers at Chikwanda use 1 toiletFrom page 1ment Committee chairperson, Samuel Mabwazvike, confirmed the situation in a telephone interview with Masvingo Mirror.Provincial Education Director, Shylatte Mhike’s number has not been available and several visits to her office yielded nothing as she is said to be away the whole week. The classrooms which are an improvisation of an old homestead are a death trap. They have yawning cracks, collapsed roofs, potholed floors and windows have no window panes. Children are dismissed from school at the first sign of rains for fear of the worst. The Minister of Primary and Secondary Education, Torerai Moyo said Government is aware of such schools, adding that there is a substantial allocation in the 2026 Financial Budget to deal with the problem. However, education administrators expressed scepticism at the Minister’s claim considering that Government has not released budget allocations (except salaries) to the Ministry for the last five years. The first quarter of 2026 is over and there has not been a word on such allocation.Teachers at Chikwanda have no accommodation and they commute to and from Masvingo at a cost of US$8 a day. Student teachers attached to Chikwanda share accommodation with a security guard. There are three teachers who take care of 9 classes from ECD B to Grade 7.“This school is at the same place where Matuke has established a brick moulding company and I wonder why as a senior Government Minister he is not moved by these disgusting conditions the children learn under here. More baffling is that his workers share this overcrowded toilet with kids. We are not happy at all with a situation where men are using the same toilets with ECD and Grade 1 girls,” complained a parent who declined to be named for fear of victimisation. After being alerted to the issue, Matuke hung up the phone. Educationists said the arrangements at Chikwanda Primary where one teacher teaches ECD A, ECD B and Grade 1 concurrently and the children are lumped in one classroom is a disaster which cannot be imagined under a 21st Century education system. They accused the Provincial Education Director and the District Schools Inspector for sleeping on duty.Another teacher is responsible for Grade 2 and Grade 3.“You cannot have Grade 2 and Grade 3 pupils learning in the same class. Grade 2 pupils are infancy and Grade 3 are juniors and the material they learn are worlds apart,” said an educationist.Another teacher teaches Grade 4 and 5 while the last one teaches Grade 6 and 7.Masvingo District Schools’ Inspector, Ishmael Chigaba as usual referred all questions to Mhike.“We have challenges but the biggest is on toilets. We have one toilet shared by pupils, teachers and workers from Matuke’s brick moulding company. We are happy that Matuke has drilled 10 squat holes. We currently have four teachers, three females and one male. Three of them commute daily from Masvingo to Chikwanda, and they spend about US$8 each day on transport, which is very costly.“Our married staff member is staying in accommodation we arranged for her, but the conditions are overcrowded. She shares the house with workers from the brick moulding company.“The classroom block that is collapsing poses a serious risk to our students,” said Mabwazvike. After being alerted to the issue, Ward 8 councillor Munyaradzi Guni has been avoiding Masvingo Mirror reporter for the last two weeks.Masvingo North Constituency MP Brian Mudhumi said he will soon be donating cement for the construction of toilets on Tuesday and Matuke pledged some bricks.Reason Mudare, a parent who lives near the school and has four children enrolled at Chikwanda Primary, appealed for urgent intervention.“It is our plea that the school be assisted with proper toilets. Learners are sent home whenever it rains because of the dilapidated structures. There is also a need for clean, portable water, as the school relies on a borehole which frequently breaks down,” she said.Another parent, Maggie Dhliwayo said, “our appeal as a community is for toilets to be constructed. Vana havana pekuendera (our children have nowhere to go). After the rains, most of the toilets collapsed, leaving only one usable. Our teachers have no accommodation, only two student teachers are staying here. The buildings are old, dilapidated, and close to collapsing. Workers from the nearby company owned by Senator Matuke are also using the same toilets meant for our learners, and it is our children who clean them,” she said.Progressive Teachers’ Union of Zimbabwe (PTUZ) president Takavafira Zhou said the ministry must take stalk of schools with pathetic infrastructure and design intervention measures to ameliorate the situation. “As PTUZ we expect the government to invest in quality public education. Such investment must cater for infrastructural development at schools that must ensure adequate classrooms and toilets for learners and provision of good accommodation for teachers, let alone paying lucrative salaries to teachers who are managers of every country’s best asset, pupils. Sadly, we have officials that lack educational taxonomy and major in trivialities, like errands to schools to merely see schemes of work. “Pupils must have adequate ablution facilities at every school and must never share these with villagers, particularly members of a company of an elite politician who ordinarily must be ploughing into the development of such a school. Commuting from Masvingo as a result of shortage of accommodation also limits the teacher-pupil contact time and the government must invest in construction of houses in rural schools as a way of intrinsic motivation that can also improve results in rural schools. We condemn out rightly the government failure to ameliorate deplorable conditions of schools in rural areas across the country,” said Zhou. Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) president Obert Masaraure said the infrastructure deficit in our schools should have been resolved way back if government had adopted the Nziramasanga Commission recommendation of setting up an education equalization fund.“It is also disturbing to note that the local business owner is failing to support infrastructure development at a school close their workplace. We urge business to be responsive to the socioeconomic needs of the communities they work inWhen teachers commute they spend less time in the classroom putting the learning program into jeopardy. Toilets should be a priority. A school with one toilet serving hundreds of people is sitting on a health time bomb. The Union treats this as a matter of urgency demanding intervention from all stakeholders. Union will deploy its leadership to the school and produce a report to be shared with responsible authorities,” said Masaraure.Sando Bricks( Brick by Brick Production Lovemore Matuke brick moulding company.Chikwanda Primary classrooms.Margret Dhliwayo. The Mirror: Ihwai nekuhwikwa Local News Page 410 - 16 April 2026 www.masvingomirror.comThe Reserve Bank of Zimbabwe (Reserve Bank) is pleased to advise the public that the upgraded BiG5 ZiG Banknotes will commence circulation in the economy from 7 April 2026 as advised in the February 2026 Monetary Policy Statement and in line with Statutory Instrument (SI) 37 of 2026. The issuance and circulation of the new series of ZiG Banknotes was preceded by a successful Nationwide ZiG educational and awareness campaign undertaken by the Reserve Bank from 1‑31 March 2026, wherein the issuance and rollout plan was also comprehensively articulated by Reserve Bank Staff. The Reserve Bank and banking institutions have put in place all the necessary logistics and operational modalities for the seamless rollout of the upgraded BiG5 ZiG Banknotes. Accordingly, the family of new BiG5ZiG banknote Series have since been distributed throughout the whole country in sufficient quantities to meet anticipated cash demand, consistent with the stipulated daily and weekly cash withdrawal limits. As stated in February 2026 Monetary Policy Statement and emphasised during the one‑month long ZiG educational and awareness campaigns, the upgraded ZiG banknotes series will be availed in a phased and orderly manner starting with the ZiG 10 and 20, and the new issuance of ZiG 50 denomination, effective 7 April 2026. The higher ZiG100 and ZiG200 denominations will gradually be introduced in due course, guided by transactional demand, and monetary and financial conditions in the domestic economy. The ZiG coins, introduced on 5 April 2024, and have been re‑issued in sufficient quantities, which include the ZiG1, ZiG2, ZiG5 denominations, will remain in circulation to support small‑value transactions and reduce pressure on low‑denomination notes.Members of the Public are further reminded that the old ZiG banknote series will continue to co‑circulate with the new “BiG5 ZiG” banknotes indefinitely. The old ZiG banknotes will naturally and automatically be phased out of circulation once they are deposited into the banking system. The upgraded ZiG Banknotes series will be available through normal banking platforms, including banking halls, Automatic Teller Machines (ATMs) and HomeLink Kiosks. The Reserve Bank has also encouraged merchants and retailers, such as supermarkets, pharmacies, hardware shops, among others, to offer ZiG cashback facilities to their customers on demand and Mobile Money Operators (MNOs) to resume cash‑in and cash‑out provisions in ZiG. Accordingly, the Reserve Bank assures the public of the availability and adequacy of ZiG banknotes to meet cash demand. As a result, individuals will be able to withdraw up to ZiG10,000 per week, while corporates will access up to ZiG100,000 per week. The Reserve Bank affirms its strong commitment to 'stay the course' with prudent monetary policy management, which is critical for sustained price, currency, and exchange rate stability now and in the future. In this context, the Reserve Bank strongly urges the public to embrace and use the upgraded BiG5ZiG Banknote Series with pride and confidence. The number of books that they are supposed to buy is not stated but they cost US$17 each.In this regard, you are implored to make necessary arrangements to procure this invaluable book for the benefit of your communities,” reads part of Dr Basera’s letter dated March 31, 2026.Bhasera said the book is an important account of the President’s life and legacy.Opposition leader and former Minister of Finance, Tendai Biti said the directive to force councils to buy the biography is unlawful and should be ignored.“Daniel Garwe has lost his marbles. The directive is unlawful and unconstitutional. It must be ignored with the contempt it deserves” said Biti.Political analyst, Ibbo Mandaza said it is embarrassing to see a whole government ministry being involved in marketing a private book.“I saw the letter and it is an embarrassment to us as a nation. However, we will start with councillors and headmen before moving on to other community members,” said Baloyi.Baloyi said the move is necessitated by the high number of residents practising open defecation due to a shortage of sanitation facilities in the district.“Our district has a high number of people who openly defecate, which is not good for public health and the image of our district.“We are starting with councillors and headmen because our chiefs have their houses in order and already have toilets,” said Baloyi. The local authority is also planning to construct toilets at business centres and marketplaces as part of broader efforts to curb open defecation across the district. 10 - 16 April 2026 ww.masvingomirror.comThe Mirror: Ihwai nekuhwikwa Page 7ALVINA CHIWANIKA MIRROR REPORTERSHURUGWI – A long-running land dispute in Chachacha Business Centre has spilled into the courts, with a magistrate referring the matter to Tongogara Rural District Council (TRDC) after conflicting ownership claims between two parties. The dispute, dating back to 2015, pits Primrose Mkwamba, who holds a lease agreement for the stand, against Monica Mahwero, who claims the land as ancestral property inherited from her grandmother.Mkwamba approached the civil court seeking a peace order, accusing Mahwero of harassment and interfering with construction works. She alleged that Mahwero chased away builders and dug holes on the disputed land. However, Mahwero denied the allegations, maintaining that the land belongs to her family and that she only erected poles to demarcate and protect it.The matter was heard on March 12, 2026 before Shurugwi magistrate Sithembinkosi Gowero, who noted that both parties presented conflicting documentation to support their claims. In her ruling, Gowero said the court could not determine ownership due to the complexity of the case and referred the dispute to TRDC, the responsible authority for land allocation. The application for a peace order was subsequently dismissed.ALVINA CHIWANIKAMIRROR REPORTERSHURUGWI – The Apostolic Women Empowerment Trust (AWET) has shifted focus to gender-based violence, low vaccination uptake and girl child discrimination in Chironde after successfully improving sanitation in 23 villages dominated by the Johane Marange sect. The organisation constructed 560 toilets under a programme sponsored by Anglo American Unki Mine, significantly improving hygiene in Ward 19 of Shurugwi. However, AWET says the project exposed deeper social challenges that now require urgent attention.AWET national chairperson Hope Dunira said the initiative has moved from infrastructure to behavioural change.“We built 560 toilets across 23 villages, but during implementation we identified gaps such as gender-based violence, low clinic visits and discrimination against the girl child,” said Dunira. She added that AWET will now focus on changing social norms and empowering youths to curb early marriages and other social ills.Shurugwi District Development Coordinator Romeo Shangwa said high maternal mortality and resistance to health services remain a concern in the community.“The programme is critical in addressing high mortality rates and encouraging communities to seek medical care while promoting equal education for girls,” said Shangwa.Johane Marange community chairperson Simon Manenji also condemned early child marriages, urging members to protect the girl child.“Early marriages must stop as they harm girls. 10 - 16 April 2026 www.masvingomirror.comThe Mirror: Ihwai nekuhwikwa Business News Page 8CATHERINE MUROMBEDZI INSURANCE CORRESPONDENTPart 1. Historic two decadesThe foundations have been poured and the promises made; now comes the harder task of turning policy into reality. The mist from the Victoria Falls does not just dampen the skin; it clears the air. Recently, in the spray of the Zambezi, the architects of Zimbabwe’s financial future gathered to mark twenty years of the Insurance and Pensions Commission (IPEC). They did not meet merely to celebrate a birthday. They met to solve a crisis of faith. For two decades, IPEC has regulated a sector that breathes life into the economy. Yet, in Zimbabwe, the relationship between a citizen and their pension has often been a strained one. Inflation and instability are thieves that steal from the future. At the Insurance and Pensions Symposium, the message from all delegates present was blunt. \"The era of just getting by is over.\"The new goal is value, fairness, and a trust that can survive the seasons. The promise of the single digit inflation was high. The hall was filled with policymakers and regulators, but the most important voices were those of the treasury and the central bank. Their message was a foundation stone.Professor Mthuli Ncube, the Minister of Finance, stood before the assembly with a pledge. He spoke of a new era. In the past, inflation was a ghost that haunted every ledger. Ncube promised to exorcise it. \"As long as I am here, stability will be guaranteed.\"He spoke of a \"new normal.\" This normal is defined by single-digit inflation. It is a world where a dollar saved today is recognisable a decade from now. For the insurance and pensions industry, this is not just good news; it is the only news that matters.Without stability, there is no yield curve.Without a yield curve, pension funds cannot play the long game. They cannot invest in the infrastructure, the power plants, and the industries that build a nation. Minister Mthuli's promise is the foundation. If the inflation stays low, the markets grow deep. If the markets grow deep, the people’s money has a place to hide and multiply.Dr Innocent Matshe, the Deputy Governor of the Reserve Bank, hammered the point home. The central bank, he said, is unrelenting in pursue of stability. There will be no compromise. This coordinated front between fiscal and monetary authorities is intended to be a signal to the world and the worker: the foundation is finally set.Beyond the rulebook is the Commissioner's mantra.Dr Grace Muradzikwa, the IPEC Commissioner, is not a woman who settles for signatures on a page. Her address was a challenge. She called for a shift \"beyond compliance.\"In the world of regulation, compliance is the floor. It is the bare minimum required to stay out of trouble. Dr Muradzikwa wants the industry to reach for the ceiling. She framed the symposium not as a talk shop, but as a catalyst.\"It is a call for regulators to regulate with purpose and for industry to innovate with integrity.\"To the Commissioner, a pension is not a financial product. It is a shield. It protects a life's work. It preserves dignity when the hands are too tired to labour. When an insurance company fails to deliver value, it doesn't just lose a client; it breaks a social contract. The shift she demands is psychological. The industry must stop asking \"Is this legal?\" and start asking \"Is this fair?\"Innovation, she noted, is the tool for this transformation. She spoke of microinsurance and the \"Farmer’s Basket\" indexbased products. These are not luxuries for the elite. They are safety nets for the many. By leveraging technology and expanding inclusion, the sector can move from the periphery of society into its heart. From the Ministry of Finance basement to independent oversight is a historic journey. The story of IPEC is a story of evolution. Mr Albert Nduna, the IPEC Board Chairperson, remembers the early days. In the 1980s, he was the Registrar of Insurance and Pensions. Back then, regulation was a quiet desk inside a massive government building. It was a function, not a force. It lacked the tools, the staff, and the independence to truly lead.Today, the landscape is different. Mr Nduna reflected on the transition to a fully-fledged, independent statutory regulator. The tools are now modern. The supervision is risk-based rather than reactive. But independence brings a heavier burden. Mr Nduna acknowledged: \"While the institution has grown, the task of restoring public trust remains the tallest mountain to climb.\" The regulator has moved from the shadows of the Ministry of Finance into the light of international best practices. Now, it must use that light to ensure every policyholder is seen and protected. The \"two-pot\" lesson came from the neighbours down south. The symposium looked beyond Zimbabwe's borders for a glimpse of the future. Ms Astrid Ludin, Deputy Commissioner of South Africa’s Financial Sector Conduct Authority (FSCA), brought a map of the road ahead.South Africa’s pension assets are massive, totaling roughly 83% of their GDP. Yet, they face familiar demons: high costs, weak governance, and the leakage of funds before retirement.Ms Ludin spoke of the \"Two-Pot\" system, a reform that balances the immediate needs of the worker with the long-term necessity of the retiree. It allows for limited access to funds for emergencies while locking away the rest for the future. It is a pragmatic solution to a human problem. She also raised a warning: the ghost of unclaimed benefits. \"In South Africa, over R88 billion sits in limbo because the connection between the fund and the member was severed.\" For Zimbabwe, the lesson is clear. Build the data systems now. Engage the members today. Do not let the fruit of a worker's life rot in an abandoned account. The road from Victoria Falls is a testament to expectations of all.As the delegates left the spray of the Falls, the path forward was marked by four signs: governance, stability, regulation, and innovation. The government has promised the stability. The regulator has promised the oversight. Now, the industry must provide the integrity. The 20-year journey of IPEC has been one of building the machine. The Mirror: Ihwai nekuhwikwa Crime & Courts news Page 1410 - 16 April 2026 www.masvingomirror.comSIMBARASHE MTEMBO MIRROR REPORTER MASVINGO – Patience Mapfumo, a controversial former Rujeko Primary School Development Committee (SDC) chairperson has dragged Provincial Education Director, Shylatte Mhike, Masvingo City Director of Housing and Social Services, Simbarashe Mandishona and Rujeko Primary head Phineas Muchati to court over SDC elections that she lost in February.Mapfumo, a well-known Zanu PF activist filed her papers at the High Court in Masvingo last Friday under HCMSC137/26. Rujeko Primary is a Masvingo City run school and Mandishona presides over council schools SDC elections. Mapfumo who won a heavily disputed election in 2025 after allegedly bussing hundreds of Zanu PF youth from Mucheke is arguing that her ouster had irregularities and was irrational. She argues that teachers who vetted voters were themselves allowed to vote and that parents who were supposed to vote were treated like intruders and intimidated by the presence of Police summoned by Muchati. Mapfumo managed a paltry 31 votes against the new chairperson, Clemence Muzondo who garnered 120. Other candidates who got high votes are Ruth Mujeuri 95 votes, Dhemba 91 votes, Vandirai Chipunza 90 votes, Chirambamurivo Chirambamurivo 73 votes and Prosper Dendere 50 votes. “Respondents denied the SDC access to the attendance register, preventing verification of voter eligibility…this breach goes to the root of the election as non-eligible persons were allowed to vote in order to usurp the vote of legitimate parents and guardians…,” argues Mapfumo. Mapfumo is also claiming that Mandishona who presided over the elections allowed the assembly to vilify her which created ‘undue influence’. She says there was disparaging and denouncing language during the election. She also contends that a certain Mrs Mugadza who counted the votes was an interested party that had voted and had a preferred candidate.“The counting of votes was conducted by Mrs Mugadza, a member of the school administration who also was a voter, a person who had vested interest to see her candidates of choice sail through…“The housing director threatened to dissolve the committee if the meeting was postponed to address these irregularities even though the applicant challenged the irrational decisions at the material time, effectively usurping the chairperson’s authority and forcing a compromised process…,” argues Mapfumo in her application. Appreciate the financial landscape schools are operating in;2. Explore alternative revenue streams appropriate to our contexts;3. Share notes on income generating activities (IGAs) and4. Interrogate government policy on entrepreneurship education (E.E) PreambleThe harsh economic environment currently prevailing in Zimbabwe has resulted in most parents failing to pay fees for their children leaving many schools in financial dire straits (www.zimeye.net, 10 August 2016)In the light of the above, most Zimbabwean schools' financial pockets, particularly rural schools, continue to be in a deplorably flaccid state. In consequence, schools continue to be crippled, physical infrastructural development stalled and quality service delivery remains hindered if not compromised notwithstanding the fact that we are expected to offer quality education. So as school heads, we are further admonished that there are no some miraculous solutions to where we can sit back and watch money roll in. The situation compels us to move out of our cocoons and make things start happening. \"lt always seems impossible until it is done\"- Nelson Mandela. The contextMany schools around the country are labyrinth in financial quagmire caused by the wider socioeconomic issues (or lack of initiative on our part). Due to this problem, there is a high demand for entrepreneurship education seen in the introduction of technical, vocational education and training institutions. The former Minister of education, Cde Cain Mathema, urged schools to utilize land in their premises to venture into income generating activities (IGAs). He further advised that schools should engage companies for commercial activities on a Build, Operate and Transfer (BOT) basis. In April 2021, the Cabinet approved Joint Ventures for Schools and commercializing of practical subjects (kubatana net).Taking the initiativeUnless and until school heads start to appreciate the essence of Education 5.0 and the competency based curriculum, their schools will continue to dawdle in the area of income generating activities. Please note that the difference between your dreams and reality is ACTION. Napoleon Hill once said, “Have an open mind in all subjects at all times\". Let's draw inspiration from this!Main steps for IGA settingOne does not wake up to become a butterfly _ growth is a process. Starting a business venture is no mean task. The following steps can be handy.1. SelectionSelect an activity suitable for your individual circumstances. Activities include but are not limited to: food drying, processing, preservation, vegetables, and agronomic projects like tomato, onion, beans and potatoes. More enterprising schools can venture into handicrafts, mushroom and bee keeping or making use of event space such as halls, classrooms and dormitories or selling cookies and deliciously baked edibles like cupcakes. On technical feasibility, establish if those involved eg learners, staff or sdc officials have the required skills as only competitive goods should be produced. If not, think and plan about empowering them.Remember, an income generating activity must be profitable, produce income or surplus and work without subsidies. Also plan adequately, listing all operations logically and in chronological order. Schedule and time table these Finally, on the issue of management, for the income generating activity to match expectation it has to be managed efficiently. Also keep the risk involved within manageable limits.Benefits of income generating activities. They put school heads in a stronger position to utilize funds from non-traditional sources:. Schools can tap into IGAs to raise revenue to fund other programs;. Increased institutional visibility; every income generating activity represents an attraction;. An entrepreneurship focused education can help learners develop critical life skills that will serve them beyond the classroom walls;. IGAs help to develop personnel grit i.e. passion and sustained persistence applied toward long term achievement;. IGAs give room for creativity and collaborationConclusionStarting something new can feel daunting but remember nobody starts as their best self-right away. Embrace the learning curve.. Thinking you need anything else before you start a business is a trap. Take action now, it's the only way out of the trap. A change in mind-set informed by the entrepreneurship perspective can easily rescue us from the financial conundrum we always find ourselves trapped in.. If you don't step forward, you will always remain in the same place.. Give yourself permission to dream big. Nobody is going to give it to you.. Hard work is the chisel that sculpts your dreams into reality. The sweat you invest today paints the masterpiece of your future.School based business ventures as alternative revenue streams for performance improvement

This is a common condition, and we treat many children with it. In Kupakwashe’s case, the swelling increased over time because the canal did not close,” he said. He explained that the testicles develop in the abdomen before descending, and the canal through which they pass is supposed to close. When it remains open, fluid accumulates in the scrotum, causing swelling.“We carried out what is considered a minor procedure, which takes about 30 minutes. Kupakwashe has since been discharged, and I will review him in a week to monitor wound healing,” he added.Dr Mudimu urged the public to seek professional medical advice early. Kupakwashe got help thanks to businessman Sternly Kondongwe who funded the operation and several other Zimbabweans who donated to the cause after an SOS from Masvingo Mirror Helpline. Kupakwashe is an orphan who stays with his grandmother who sells roasted cobs and sometimes earns as little as US$4 a day.Kondongwe paid US$1 380 and Masvingo Diagnostic Centre offered free scan. Well-wishers from all walks of life raised US$365 through Masvingo Mirror Helpline and US$1 453 direct to Kupakwashe’s grandmother.“It is unfortunate that many people turn to other explanations instead of consulting medical professionals. I commend the efforts made to assist Kupa. I am told they got help through Masvingo Mirror and from other well-wishers which is commendable. I am impressed by what Masvingo Mirror did, they sought for assistance for the child and they were able to understand the problem first,” said doctor Mudimu.
