Negotiable MIRROR REPORTER MASVINGO – Gutu Police is partisan; depriving opp The Zimbabwe Human Rights Commission (ZHRC) has passed a negative report on Gutu Police, concluding in a document released towards the end of last year that senior officers are partisan, depriving opposition CCC members of administrative justice, political and property rights and the right not to be subjected to cruel inhuman or degrading treatment. The report, compiled from complaints raised in the run-up to last year’s harmonised elections has since been shared with the Commissioner General of Police, Zanu PF, National Peace and Reconciliation Commission (NPRC), CCC and other stakeholders. ZHRC chairperson Fungayi Jessie Majome confirmed the report in a written response to The Mirror and said recommendations were made to the Commissioner General. “Recommendations were made to the Commissioner General of Police to ensure opening of dockets, investigation of cases and giving of feedback to the com- plainants. ZHRC will continue to engage and follow-up its recommendations to ZRP guided by its applicable Regulations Statutory Instrument 77 of 2026,” said Commissioner Majome. Mentioned in all the 10 complaints submitted to the Commission is Gutu Officer-in-Charge, Chief Inspector Cames Myambo. Complainants accuse him of being partisan, refusing to open dockets against Zanu PF activists and arresting opposition supporters who would make reports at the Police Station against Zanu PF activists. His then immediate boss, Chief Superintendent Taurai Mambure, Officer Commanding Masvingo East District was also cited in several complaints. The report also mentions Masvingo CID Law and Order Officer-in-charge, Inspector James Nyoni who is accused of sitting on reports from complainants. The three senior Police Officers are cited by complainants as enablers of human rights violations because of their alleged lack of professionalism. The report noted that Police at Gutu did not open dockets, did not attend crime scenes and did not arrest suspects timeously. It said complainants have the right to get feedback from Police but Gutu Police and the CID Law and Order Section did not give any. The rights Commission made seven findings in the 21- page report and blames the violence that ravaged Gutu District partially on the three senior officers. The Commission concluded that political violence in Gutu was worsened by lack of Police action and recommended for the National Peace and Reconciliation Commission (NPRC) to conduct conciliation and mediation of disputes among political parties. National Police Spokesperson, Assistant Commissioner Paul Nyathi said he had not seen the report and will only comment then. All the three senior officers refuted the allegations during interviews with ZHRC. They said they are not partisan and the allegations against them were made up. Nyoni denied the blame and said he did not investigate the cases because they were never forwarded to his office by Myambo. ZHRC made its conclusions against various human rights frameworks including the Constitution of Zimbabwe, the Criminal Law, regional and international instruments including the Universal Declaration of Rights, African Charter on Human and People’s Rights, the Maputo Protocol, International Covernant on Civil and Political Rights etc. The report urged Police to investigate cases in a non-partisan manner, to attend to scenes of crime and arrest suspects for criminal human rights violations. The report called for Police to create an environment of political tolerance among political parties and that Police give complainants progress reports to investigations. All the complainants interviewed said they would rather not report cases to Police because they have lost confidence in the law and order maintenance organ of the State. ZHRC investigated violence in Gutu after receiving 10 different complaints from victims in wards 27, 33 and 37 which are in Gutu Central. The complaints were against Zanu PF District Coordinating Committee (DCC) chairperson Josephat Sarukore who allegedly commandeered violence against the opposition, and Police top brass for being partisan. After receiving the complaints at its Harare office, ZHRC send out a team of investigators who interviewed the complainants and the respondents. They also interviewed independent individuals. The process is to fill posts left vacant through natural waste and deaths. An advert posted by JSC on its X handle says nominations closes on April 2, 2024. “Members of the public intending to nominate candidates can obtain nomination forms from the office of the Secretary, Judicial Service Commission at JSC House, No 161 Josiah Chinamano Avenue, corner Josiah Chinamano Avenue and Seventh Street, Harare; or The office of Provincial Magistrate in charge of the Province at Harare, Bulawayo, Masvingo, Bindura, Chinhoyi, Mutare, Gwanda, Marondera, Hwange and Gweru or visit the website www.jsc.org.zw where they can be downloaded,” reads part of the advertisement. JSC spokesperson Daniel Nemukuyu said the Administrative Court Judge, Justice Herbert Mandeya retired while there is high workload at the High Court. “Some judges passed away in recent years. Others resigned while some were removed from office in terms of the constitution. All such judges were never replaced, hence the need to recruit judges to beef up the High Court bench. “The vacancy at the Administrative Court arose following the retirement of Justice Herbert Mandeya. Recruiting new judges helps replenish the pool of judicial talent and maintain an adequate number of judges to handle the workload. It ensures that the judiciary remains robust and capable of delivering justice effectively,” said Nemukuyu. The High Court has five stations in Harare, Bulawayo, Mutare, Masvingo, and Chinhoyi manned by 36 judges. Some stations, particularly Masvingo has two judges instead of the minimum of three. JSC looks for 10 new judges GARIKAI MAFIRAKUREVA HARARE - Zimbabwe’s first Education Minister at independence, Dr Dzingai Mutumbuka was on Wednesday granted a condonation order which gives him 10 days to file an application for the rescission of Justice Chinamhora’s judgment. Mutumbuka was evicted from his plush US$600 000 house in Chisipite, Harare late last year after alleged fraudsters forged title deeds to the home and sold it for US$45 000. His eviction was granted through a ruling made by Justice Webster Chinamhora who later resigned amid allegations of corruption. The condonation was granted by consent by High Court Judge, Justice Benjamin Chikowore after the application faced no opposition from Advocate Method Ndlovu who appeared for Harrison Marange and his wife Dementia Zirenga (the defendants and buyers of Mutumbuka’s house). Mutumbuka is being represented by Tomukudza Mudzimbasekwa of Sawyer Mkushi Legal Practitioners. The next stage after getting the condonation order is to file papers for the rescission of Justice Chinamhora’s judgment which process must be done within the next 10 days. The challenge that Mutumbuka’s lawyers might now face is that the transcript of Justice Chinamhora’s ruling is not available including on the electronic case platform. The complainants said Mambure called for a multi-party meeting for dialogue but CCC members were not allowed to talk at the engagement. After the meeting Zanu PF suspects made counter reports at the Police station that they were assaulted and the CCC members were immediately arrested although they were the first to make reports. Chifunyise died on Wednesday at Harare Hospital where she was admitted after a short illness. Sun Group Editor in Chief, Willie Muponda confirmed the tragic loss to The Mirror. He said the news is devastating coming so unexpectedly. Muponda described Chifunyise as the heart and soul of The Sun. “We have lost the engine and the heart of the paper. She was a hardworking person who did everything with passion,” he said. Meanwhile Community Newspaper Association of Zimbabwe (CNAZ) chairman Matthew Takaona has sent condolences on behalf of his organisation. “It is with deep sorrow and shock that we have learnt of the sudden death of Chifunyise. On behalf of CNAZ and on my own behalf I wish to extend our deep condolences on the passing on of a dear friend, a fellow professional and an outstanding woman. “Tendai’s loss is a big blow to all of us and it is a blow to gender parity. Tendai is one of the few women who made it in the male dominated field of journalism. Her contribution was therefore immense considering the suffocated voices of women in the media,” said Takaona Born on November 23, 1983, in Makoni District, Chifunyise studied at Bamba Primary School in Rusape before proceeding to Inyati Mine Secondary School in the same district. She did secretarial studies and editing at The People’s College and joined The Sun in 2012 as a sub-editor and was promoted through the ranks to become the newspaper editor. At the time of her death she was also in charge of The Sun’s other ventures including The Bluegate Family Leisure Centre in Mkoba 6 which is a project to compliment the newspaper’s earnings. Muponda said funeral arrangements will be announced in due course. Mourners are gathered at 17254 Stoneridge Park in Harare. She left behind two children. Disability has always been with us human beings and will always be there. Some people are born with different kinds of disability while some get disabled after an accident or illness. However a major issue here is how people living with disability are viewed and treated by people without disability. Oftentimes they do face stigma, discrimination, ridicule, poverty, inferiority complex, depression, stress and heaven knows what else, a life no one would want live. This is definitely not how human beings should treat each other. Yes, anyone living with disability is a human being no matter how serious the disability is. Being blind or having one leg does not make someone less human. If today I have all my limps and tomorrow I lose an arm does this make me less human? Gone for good should be the day when people living with disability are looked down upon and seen as incomplete human beings. There is need for a change of attitude that will see people living with disability being accepted for who they are – human beings. Efforts being made to get everyone to appreciate people living with disabilities as they are are most welcome. Let us do much more. Calls made for inclusivity in all aspects of life should be heeded. Yes, disability is not inability however we need to go beyond that and give any person living with disability the respect and love he or she deserves. There is no place for stigma and ridicule here. Words like ‘’chirema’’ should be permanently deleted from our vocabulary as they are derogatory. It takes time and effort to change attitudes, all the same society should do more for people living with disability to be fully accepted in the human family. People have been known to hide their children or relatives living with disability locked up behind doors, completely barring them from any human contact besides themselves; this for fear of being laughed at by other people. This kind of behaviour denies the person living with disability the ability to live like a normal human being. Obviously some persons living with disability will need a lot of attention, sometimes almost all the time. This is a task that has to be accepted by the carer just as the disability has to be accepted by the effected person. No one chooses disability. It is an unwelcome part of life that happens and can happen to anyone and we cannot run away from it completely, however we can and need to humanely go beyond it because we are dealing with human beings here. Speaking at Kwekwe Doves Funeral Parlour on Sunday afternoon, Minister of State for Midlands Province, Owen Ncube said that Government accorded the five teachers state assisted funerals. The deceased are Mitchel Maticha, Tsungirirai Joe, Sithabile Nothando Moyo, Everjoice Ngwenya and Lesley Mugwidi. Ncube said he approached President Mnangagwa for the assistance and this was granted immediately. He thanked the President and his wife for sending condolence messages to the bereaved. “We have lost our Government employees as Midlands and the whole country is mourning our teachers who perished in a road traffic accident. “We appreciate President Mnangagwa whom we asked to assist us. Everything will be done by Government until we bury our relatives in Midlands,” said Ncube. Midlands Provincial Education Director (PED) Jameson Machimbira said the death of the five PRISCA MANYIWA-MASUKU MIRROR REPORTER KWEKWE – Losing five female teachers in one stroke is too ghastly to contemplate. At around 1pm on 15 March 2024, five female Munyati Primary School teachers dismissed their pupils after work and waved them goodbye. They packed one of the teachers, Joe Tsungirirai (57)’s Toyota Acqua and set on a 20 km trip to Kwekwe City from where they would find their way to their different residents. No one could imagine that this would be the last time they would see the five alive. Just a few kilometres away from the school, along Harare – Bulawayo Highway, the unimaginable happened. The Acqua got involved in a head-on-collision with a Homano Sino truck. The five teachers Joe, Mitchell Maticha, Everjoice Ngwenya, Lesley Mugwidi and Sithabile Nothando Moyo all perished on the spot. Their vehicle was reduced to a wreck. It is suspected that Tsungirirai was trying to overtake another vehicle without having realized that there was an oncoming Homan truck. Tsungirirai’s car was new; she acquired it last year. Today, the pupils need counselling; they cry all over the place, said a source at the school. The place is gloomy and counselling sessions may start this week. Chiherenge was speaking at Rugare Shopping Centre in Torwood on Saturday afternoon where Zanu PF launched a campaign for its party candidate in the Ward 3 by-elections. He said Government has a lot of food aid available but it is only Zanu PF supporters who are going to get it. The meeting was also attended by President Mnangagwa’s son David Kudakwashe who is the Deputy Minister of Finance and Investment Promotion. The by-elections follow the death of Torwood Mayor Clayton Masiyatsva who was a member of the opposition CCC. “When you come to Zanu PF meetings please don’t bring your stress. However, when it comes to this year’s drought we have enough food for everyone excluding those who are not members of the party,” said Chiherenge. ZANU PF candidate Christine Sigauke will face two independent candidates Tinei Siziba who is said to be aligned to Nelson Chamisa and Rangarirai Sibanda. Mnangagwa pledged to support a youth tournament with US$1 000 for men, US$600 for women, trophies and 10 balls for men and 10 for women. PRISCA MANYIWA-MASUKU MIRROR REPORTER KWEKWE - A Kwekwe man who always threaten violence on his ex-wife and to suck her blood was slapped with a protection order by magistrate Itai Kagwere. The man will not visit his ex-wife for five years; the period prescribed by the order. Morris Mugwagwa however, made a u-turn and pleaded with the court to make his wife make amends with him. Loyce Sibanda of Mbizo sought a protection order against Mugwagwa and told the court that she did not want him anywhere near her parents’ place of residence where she stays. “He is in a tendance of harassing me, threatening me with violence. He also threatens to drink my blood. I don’t want him to come to my parents’ place where I stay,” read part of the application. Mgwagwa consented to the protection order but begged the court to talk to Sibanda to make amends with him again. “I am in agreement with her application so that maybe she can think again and come back to me,” he said. Kwekwe man threatens to suck wife’s blood PRISCA MANYIWA-MASUKU MIRROR REPORTER GOKWE - A Gokwe man has appeared in court for allegedly raping a sex worker (37) who usually provides service to him. The alleged rape took place on Xmas Day. Braceley Sibanda of Munyaradzi Village, Chinyenyetu area under Chief Chireya in Gokwe appeared before local Magistrate Sthembiso Ndebele on Wednesday facing charges of raping the sex worker. Sibanda pleaded not guilty. Prosecutor Malvin Nzombe said sometime in October last year at Chinyenyetu Business Center Sibanda saw the sex worker and they had sex after they agreed on a charge of US$4. During the same, he asked for sex again and they had nice time but Sibanda did not pay. After the free service, Sibanda allegedly felt like he owned the complainant and he started claiming she was his wife. On the fateful day, Sibanda saw the complainant and claimed that she was his wife which the complainant refuted. Sibanda allegedly produced a knife and stabbed the complainant on the buttocks, force-marched her to his house. Along the way he reportedly severely assaulted the complainant and used his knife to cut off her clothes until she was naked. Ladeo Green (34) and his wife lost a motor vehicle, cash, cellphones and other valuables on Friday night. Midlands Police Spokesperson, Inspector Emmanuel Mahoko confirmed the robbery to The Mirror. The incident happened at around 8 pm last Friday. The couple was inside their house when a gang of seven suddenly entered. They tied the couple’s hands with shoe laces before demanding cash from the couple who then surrendered US$100. The robbers also took cellphones, car keys and drove away in the couple’s white Honda Fit old shape registration number AFS 3373. “We are appealing to members of the public who might have information that can lead to the arrest of the suspects and recovery of the stolen property which include the vehicle to approach any nearest police station,” said Inspector Mahoko. The service station which shares the same premises with KFC is the most glittering and beautiful spot in Masvingo at night with unique tower lights and neon signs. It becomes Puma’s second service station in the Ancient City. Minister of State for Masvingo, Ezra Chadzamira officially opened the service station at a function on Wednesday morning. Puma Energy Zimbabwe General Manager/ Managing Director, Donatien Kodog said the opening of the service station and the planned new investments show Puma’s confidence in investing in Zimbabwe. “Today we celebrate the commissioning of our second retail service station in Masvingo. Strategically located to serve local businesses, tourists, entrepreneurs and the motoring public. This site is a notable addition to our 50 retail sites across Zimbabwe, of which 6 are along the Masvingo Highway up to Beitbridge and this site has become the 7th. “We will continue to increase the number of service stations by seven throughout the country on an annual basis for the next three years,” he added. Some projects included in the US$30 million investment are the provision of tailored commercial renewable energy solutions where they will solarize 19 retail service stations, introduction of modern lubricant bays, roll out of LPG gas kiosks and the refurbishment of existing sites within the organisation’s network. Green Climate Fund is a fund established within the framework of the United Nations Framework Convention on Climate Change as an operating entity of the Financial Mechanism to assist developing countries in adaptation and mitigation practices to counter climate change. The objective of the multi-faceted project which is being implemented in Manicaland, Masvingo and Matebeleland South is to support vulnerable communities, in particular women against the increasing negative effects of climate change. The name of the project which is jointly funded by the government, GCF and United Nations Development Programme (UNDP) is Building Climate Resilience of Vulnerable Agricultural Livelihoods in Southern Zimbabwe. The project will run for seven years from 2020 to 2027 with the UNDP being the fund manager while the Ministry of Lands, Agriculture, Fisheries, Water and Rural Resettlement is the implementing partner. To achieve its goals the project will finance a host of activities including water harvesting, irrigation, training, marketing, technology, inputs, and knowledge management of for climate resilient agricultural production. Last week, UNDP took 18 journalists from different media houses through a two-day workshop to appraise them of the project. There were three key presentations from UNDP and the Ministry of Land. The presentations by Babra Machekano, acting director communication and advocacy department at the Ministry of Lands, UNDP communications associate, Anesu Freddy and Communications Officer for the GCF project Pylaia Chembe focussed on the project overview and the role of the media in the project. The second day of the workshop saw journalists touring Pikinini Jawanda Irrigation Scheme under Chief Mawarire in Ward 4, Mwenezi. The project has 156 hectares of land under it and so far 80% of that land has been cleared. It will use water from Manyuchi dam and the focus is to grow small grains. Jawanda is going to have its first crop this month when they will plant small grains. Some 300 people from 14 villages are going to benefit from the project and of those 123 are women and 177 are men. Irrigation management committee chairperson Chizivano Shava expressed the community’s joy over the project and the support that the villagers are getting from UNDP and Government. He said that the community had been clamouring for an irrigation project for the last 37 years and the implementation which started last year is a dream come true. We are excited with the development and the support we are receiving from UNDP and Government. We have since received two centre pivots which should cover 60 hectare Machekano emphasised the importance of acceleration of irrigation rehabilitation and she added that this would eradicate poverty and promote food security. GCF Communications Officer Pylaia Chembe particularly emphasised the need to put women at the center of the projects. She said women in particular need to benefit from the project. Chief Mawarire born Elliot Jawanda said his area is poverty stricken and the situation is getting worse with climate change. He hailed the irrigation scheme as a source of hope. Fiona Chinyani, a participant said the project is a source of empowerment for women. “We have been empowered as women,” she said. Mary Jakarasi (22) said crops have wilted as a result of this year’s drought. She called upon the media to assist Government achieve this milestone by inviting the private sector to join in the irrigation programme. Putting agriculture under irrigation is necessary to mitigate the country against the accelerated negative effects of climate change and for food security. Machekano said the total irrigable land in Zimbabwe is 2 million hectare and ultimately that target must be reached. “Between 2020 and 2022, Government managed to increase land available to irrigation by 17% from 173 500h to 204 300h,” said Machekano She said irrigation development and rehabilitation is essential for enhancing household and national food security in the face of climate induced drought. The two-day workshop held at Chevron, a Regency Group Hotel for the Global Climate Fund (GCF) project was organised by United Nations Development Programme (UNDP). Machekano emphasised the media’s crucial role in encouraging the corporate sector to partake in the development of irrigation schemes. Zimbabwe has 10 700 water bodies which can irrigate 2 million hectares. “With Zimbabwe expected to become drier in the decades ahead due to climate change, acceleration of irrigation rehabilitation and development is required to sustain production of crops, fisheries, and livestock to meet local and increasing export demands,” she said. Machekano said Government is pushing the irrigation thrust to increase area under irrigation to 350 000 hectares by 2025. “Climate change remained a constant threat to the implementation of the Agriculture Food Systems and Transformation Strategy. We want to start irrigation from small holder. As a nation we have 10 700 water bodies which can irrigate 2 million hectares but we are currently irrigating about 270 000 hectares. We have to increase it to 2 million. “The media has a role to play to invite corporate sector to help us in this. Drought is a threat to everyone and as long as the situation remains like this, all sectors suffer and even our economy goes down,” she added. She added that as a result of drought, the country may be forced to import food to feed the nation when the money could be channelled towards other needs. She said communities that are settling nearby dams including Tokwe Mukosi have no irrigation yet they have access to water close by. “The current El Nino induced drought has taught us that we cannot rely on dry land agriculture for guaranteed food security. As such Government is pushing the irrigation thrust to increase area under irrigation to 350 000 hectares by 2025,” she said. Government recently adopted a new project model where dam construction is accompanied by irrigation, domestic water supply, fisheries, and electricity development. The 12 dam projects scope was expanded accordingly in 2021. Storage capacity of these is 12.5 billion by 2025 and should avail an additional 74 000ha for irrigation. The Ministry of Lands intends to transform 460 rural irrigation schemes into viable Irrigation Scheme Business Units (ISBU) under the Vision 2030 Accelerator model and to build a modern, technology-driven, resilient, inclusive and climatesmart agricultural sector by 2025. Muputa was arrested together with Lovemore Hungwe (64) who is also a freedom fighter. The two appeared before Gweru Provincial Magistrate Beaulity Dube today facing allegations of contravening Section 63 of the Land Commission Act Chapter 20:29. They were remanded out of custody to April 14, 2024. The State represented by Gweru District Lands Officer Nyasha Nyamakaru said during the period stretching from 2011 to January 17, 2024, war veterans grabbed Umhali Farm in Chiundura and subdivided it into 5 hectare pieces of land which they illegally allocated to Zanu-PF supporters. They contravened the Lands Commission Act which says it is a criminal offence to allocate, distribute, transfer, apportion, assign, subdivide, sell, dispose of, donate or otherwise alienate any piece of land without the written authority or consent from the State. Zanu PF Chiundura chairman arrested for land grab MIRROR REPORTER CHIREDZI - Sugar Milling and Allied Workers Union of Zimbabwe (SMAWUZ) president Nelson Muzamani has appeared in court facing allegations of raping his brother's daughter. It is the State case that on July 22, 2023, Muzamani of 7A Makaza Road, Nzimbe location in Triangle asked his brother's 17-year-old daughter whom he stays with to accompany him to a neighbour’s house where his sister-inlaw was doing extra lessons. Muzamani is employed as a security supervisor. On the way, Muzamani asked the girl if she had any boyfriend and the latter’s answer was not in the affirmative. Muzamani allegedly turned vulgar and told the girl that if her boyfriend doesn’t satisfy her in bed she should tell him. "While we were walking, uncle unzipped his trousers and said look at this, showing her his erect penis. He took me by force, unzipped my trousers and unclothed me down to the knee. He forced me to bent forward and forced himself into me from the back," said the girl. The girl later told her cousin (Muzamani's son) who reported the issue to Muzamani's wife. Muzamani refuted the allegations upon being approached by his wife. The complainant later reported the case to her mother who in turn reported the case to Police leading Muzamani’s arrest. SMAWUZ president in court for raping brother's daughter MIDLANDS BUREAU CHIEF GOKWE - A man from Gokwe who had an altercation with a Zanu PF activist and ended up telling him that President Emmerson Mnangagwa looks like an old scud (an opaque beer container) has been arrested for undermining the Office of the President. Mark Mandiki (40) was remanded out of custody to April 3, 2024, by Gokwe Magistrate Tatenda Mukurunge Doma. According to State papers, on February 25, 2024, Mandiki had a squabble with a Zanu-PF member Doubt Tonhorayi. During the heated debate, Mandiki allegedly uttered the words; "Your President Mnangagwa looks like an ancient opaque beer container known as 'scud'. That is the reason why it was named ED because it is as rotten as him," reads part of the charge sheet. Three witnesses testified in the matter and Mandiki who is represented by the Zimbabwe Lawyers for Human Rights is expected to submit his defence on April 3. Mandiki says Tonhorayi is framing him to settle political scores. He said the two were both opposition activists before Tonhorayi switched to Zanu-PF. However, one of his coaccused James Mulongo was found guilty on another charge of stealing solar panels at President Mnangagwa's farm and was slapped with a 14 -year jail term. Mukuli who is based at Nehanda Police Station in Mkoba, Gweru was freed by Kwekwe Magistrate Mildred Matuvi last week together with two other accused, Silas Musindo and William Urayai. They were represented by Esau Mandipa of Mutatu and Mandipa Legal Practitioners. Matuvi said the State failed to provide compelling evidence that the four had stolen copper cables from the President's farm. Allegations were that on September 14 ,2023 at 11pm Mukuli, Musindo, Mulongo and Urayayi connived and hatched a plan to steal solar panels from Mnangagwa's Brownland Estate Farm which is close to Precabe. The court further heard that the four went to the farm where they allegedly stole three solar panels supplying power to a borehole and hid them in a bush. It is further alleged that the four were spotted in a Honda Fit vehicle with registration number AEA 6642 by a security officer at Precabe. The other three ran away leaving Mukuli behind and he was arrested. During investigations, a water pump attendant at Precabe Farm, Liberty Zunga identified Mukuli as one of the people who stole copper cables at the farm on September 7, 2023. Madali area was administered by a Lozi Chief and Chivhule got employment as a Police Officer. Chivhule gained favour with the Rozvi Chief such that when the clan moved north wards inland to join their other kinsmen in Zambia, Chivhule was given the Chieftainship throne. Chivhule remained at Madali and was recognised as a Chief. Ex-Gwanda mayor heads to prison for rape Harare, (New Ziana) – Former Gwanda mayor, Rido Mpofu is headed to prison after losing an appeal at the High Court against both conviction and sentence for rape. He was convicted of repeatedly raping his 15-year old niece between 2019 and 2020, and sentenced to 15 years in jail. Mpofu appealed against both conviction and sentence, but the High Court in Bulawayo upheld the judgment, citing overwhelming evidence against him. Evidence led in court showed Mpofu repeatedly raped the girl, and bought her silence over the crime by threatening to stop paying her school fees, and ejecting her from his home. He appeared before Gwanda magistrate Musaiona Shotgame. Adolf Dube resides at Sibonginkosi Dube's homestead, Chief Masuku at Silozwi area in Matobo. The victim is of Tombo Village, Matobo. According to the State, in 2020 during the day Dube found the juvinile cleaning his bedroom and threatened to kill her, forcibly removed her clothes and had intercourse without her consent. Using the same mode of operation, Dube would follow the girl as she went to fetch water, coming from church and rape her in her bedroom. Prosecutor Karen Gungani, told the court that Dube would threaten his niece not make noise and remove her clothes in all counts. Five years of the sentence were suspended. Happiness is in our blood, happiness has become our nature. Of course in happy Chibhoraniland we have our own problems enough to make us one of the saddest nations on the globe. Our economy is down we don’t even have a currency of our own. As a result corruption is on the rise finding ourselves as one of the most corrupt countries in the world. There are no jobs for youths who end up doing drugs, stealing and robbing leaving their victims, poorer, injured or dead. In urban centres water taps run dry and electricity blackouts leave people in darkness. In spite of all these challenges and numerous more you will find happy Chibhoraniland people smiling those beautiful infectious smiles. Tinokorokoza, nokujingirisa, tigongwavhangwavha nokugumaguma, tichimbokwarakwata nokukiyakiya, but we are always happy. In life some things you can never change. You just have to accept them and go on happily. You see, hap- piness does not come from outside a person. You can have heaps of money, live in a man- sion, own beautiful cars, private planes and boats, eat, drink and dress the best and still be one of the unhappiest persons in the world. People who lack knowledge can be easily convinced, even when falsehoods are presented to them. The effects of convincing such empty individuals are profound, as they confidently spread the information they have been convinced of, assuming they possess all the necessary knowledge. It is true that individuals who lack knowledge or critical thinking skills may be more susceptible to being convinced or influenced by false information or propaganda. This can be problematic because they may unknowingly spread misinformation or hold misguided beliefs. The effects of such convinced individuals can be far-reaching. Individuals who are easily convinced without proper knowledge or critical analysis may unknowingly spread false or inaccurate information. This can contribute to the spread of rumours, conspiracy theories, or baseless claims, leading to confusion and mistrust within communities. In the absence of knowledge or critical thinking, individuals may be more prone to accepting information that aligns with their existing biases or beliefs. This can reinforce and amplify those biases, creating polarized communities and hindering constructive dialogue and understanding. When individuals lack the necessary knowledge or critical thinking skills, their ability to make informed decisions may be compromised. They may rely on faulty information or fall for manipulative tactics, leading to poor judgment or choices that do not align with their best interests or the well-being of the community. Consequently, misinformation and the spread of false beliefs can weaken societal resilience, making communities more vulnerable to manipulation, division, and conflict. It becomes challenging to address societal problems effectively when a significant portion of the population is misinformed or lacks the necessary knowledge to engage in constructive problem-solving. When CCJP Masvingo conducted a Stakeholder engagement meeting in Gutu district, under the project Churches promoting social cohesion for democracy in Zimbabwe, the idea above was proven. The activity invited stakeholders from Ministry of Public service, labour and social welfare, department of social development; ministry of youth empowerment, development and vocational training; Zimbabwe National Water Authority (ZINWA) and Gutu Rural District Council. Zimbabwe Electoral Commission was also invited. However, because of the tight schedule related to the by-elections, they couldn’t attend at the last minute, they only attended to excuse. The community was represented by CCJP Local peace committee, Zimbabwe Council of Churches (ZCC), Gutu Residents and Rate Payers Assocciation (GURRA), People With Disabilities (PWDs), Ministry of Ministry of Information Communication Technology, Postal and Courier Services and strategically selected community members. One of the most pressing issues for the Department of Social Development has been the delay in the payment of the Basic Education Assistance Module (BEAM) fund. As a result, participants highlighted to the ministry that children were being turned away from school due to unpaid fees. This situation has a psychological impact on the child. In response, the parent or guardian may have to make sacrifices, or the child may resort to finding a part-time job to pay for their own fees. In light of these concerns, the question arises: If the BEAM money eventually arrives, will the student be reimbursed for the fees they paid out of their own pocket? The ministry provided a clear response, stating that BEAM was established in 2001 by the government of Zimbabwe as part of the Enhanced Social Protection Programme (ESPP). Its objective was to provide basic education to all Zimbabweans, including students who could not afford school fees, such as orphans and vulnerable children (OVC). This program was specifically designed for those who cannot pay for themselves or whose parents or guardians are unable to cover the fees. Therefore, if the child, parent, or guardian pays the fees, a refund is not possible. However, in cases where fees have been paid, the selection process for the child should be reviewed to ensure that they truly meet the criteria for the program. However, in practical terms, should the child continue to suffer until the money for beam is sent through or what exactly is the solution? The school or educational institution can consider temporarily waiving the fees for the child until the BEAM funds arrive. This would allow the child to continue their education without interruption. Another alternative might be local community organizations, NGOs, or charitable foundations may provide emergency assistance to cover the child's fees in the interim period. These organizations often have programs in place to support vulnerable children and can offer financial aid or resources until the BEAM funds become available. The child's parent or guardian should communicate with the school administration to explain the situation and explore possible solutions. In some cases, schools may be willing to offer flexible payment arrangements or make temporary arrangements to ensure the child can attend classes until the BEAM funds are received. If there are significant delays in the disbursement of BEAM funds, concerned individuals or organizations can escalate the issue to relevant government authorities or the Department of Social Development. Drawing attention to the problem may help expedite the release of funds or prompt alternative solutions to support the child's education. For, Zimbabwe National Water Authority (ZINWA), the question was on the unavailability of water and the plans to provide water for the growing population in Mpandawana. When the participants presented the issue, it was in a way of proving the organisation that its not doing enough. It was only when ZINWA explained the progress it have made and how they engaged the council for land and they are kick-starting the construction of other water reservoirs when the heated debate culmed. The council explained the challenges and milestones achieved so far as far as water was concerned, as this was one of the main ignites of conflicts. The clarification was solid as it was eye-opening. The ministry of youth empowerment, development and vocational training emphatically prrsented many issues. It was clear that community members may have limited knowledge or awareness of the specific programs, services, and opportunities offered by the Ministry. To the attention, the issue of Nano loans was a new concept as the EmpowerBank has launched a groundbreaking initiative to empower young individuals with access to small loans for their micro-business projects. The Collateral-Free Nano Loans offer up to $500 without requiring collateral, providing an opportunity for youth entrepreneurs to finance their bankable ventures. Loan Application Process: •Drafting a Business Plan/Proposal: To begin the loan application process, aspiring youth entrepreneurs must develop a comprehensive business plan or proposal. This document should outline the projected growth and profitability of the micro-business project over time. A well-prepared plan increases the chances of loan approval. •Completing the Loan Application and Account Opening Forms: After finalizing the business plan/proposal, applicants need to complete the loan application form and account opening forms provided by EmpowerBank. These forms capture essential details about the applicant and their micro-business project. •Submission of Required Documents: Applicants are required to submit specific documents to support their loan application. These typically include a copy of their identification document (ID) and proof of residency. The submission of these documents helps verify the applicant's identity and establish their eligibility for the loan. •Business Plan/Proposal Assessment: EmpowerBank carefully evaluates the submitted business plan or proposal. The assessment focuses on determining the potential growth and profitability of the micro-business project. One of the key benefits of stakeholder engagement is informed decisionmaking. When stakeholders are actively involved in the decision-making process, their insights and input provide valuable information that can shape policies, programs, and initiatives. Stakeholder engagement helps to build trust and relationships. When stakeholders feel that their voices are heard and their contributions are valued, it fosters a sense of transparency, accountability, and collaboration. Effective stakeholder engagement also enhances the implementation of programs and policies. When involving stakeholders from the early stages of planning, organizations and the government can gain a deeper understanding of the context, challenges, and opportunities. Stakeholder engagement also serves as a platform for identifying and addressing challenges as well as promoting ownership and support. When stakeholders are involved in decision-making processes, they develop a sense of ownership and commitment to the outcomes. This leads to increased support, cooperation, and active participation in the implementation of initiatives. Stakeholders become advocates for the programs or policies, helping to mobilize resources, promote awareness, and ensure long-term sustainability. Chipinge community including Government heads of departments and school heads bade farewell to Gabaza at a party held at Chipinge Junior School on Monday Dignitaries who attended the farewell include the District Development Coordinator William Mashava and Officer Commanding Chipinge District (Dispol) Superintendent Godwill Chinyanganya. The promotion is with effect from January, this year. Gabaza attributed the promotion to his personal dedication and commitment to duty and courtesy of the hard work of Chipinge and Buhera districts where he was District Schools Inspector and District Education Officer respectively. “I attribute the promotion to my dedication to duty particularly when I headed Buhera and then Chipinge. My PED Manicaland Province, Mr Edward Shumba is my mentor. He mentored me into that post,” said Gabaza. Gabaza who was DSI for Chipinge for five years from late 2016 to late 2021 was promoted to acting Provincial Education Director and ran the province for almost a year to September 2022. He then acted as deputy Provincial Education Director, a post which was changed to Director Education Services (DES) from late 2022 to January 2024. Before transferring to Chipinge, Gabaza was Buhera DEO from January 2014 to late 2016. He attained a Master of Education degree in English Language obtained from GZU in 2011. He is a holder of a Bachelor of Arts in English and Communication studies (ZOU) and Degree program in Educational Management with ZOU. Etymologically speaking , eschatology is the study of the "last things"(Greek eschatos meaning ultimate or last and logos meaning discourse or doctrine (http://www.religioustolerance.org/ millenni.htm).It deals with questions concerning consummation of history, the completion of God's work in the world. According to Father Ayre,a priest of the Diocese of Victoria, British Columbia, Eschatology is a vital subject in Christian faith and, "One of the most important questions surrounding this discipline is the nature, meaning and purpose of death. While we recognize, through faith, that death occurs because of sin’s reign in the world, certain questions arise. Our theological understanding of the human person tells us that man is an embodied soul. But we also know that, through death, the soul and body are separated. Eschatology considers how this works, such as what happens to the soul, or what is the dignity owed to the body as a preparation for the general resurrection." The Christian life of faith is constantly oriented to eschatology and this eschatological faith brings into the present possibilities for Christian existence here and now.While Eschatology empowers Christian faith,it also enforces the decision to live in accordance with Christian principles in the sense that it looks forward to the consummation of the divine work in creation and reconciliation. In our New Testament eschatology,it is vital as preachers to note and take heed that The term “eschatology” is used to describe the critical nature of human decisions, the fate of the individual believer's soul after death, the termination of this world order and a setting up of another, events like the last judgment and the resurrection of the dead, and a convenient way of referring to future hopes ... Today's Church's Eschatological teachings daily focuses on belief system concerned with the end of days. As Christians foster their Christian values and principles in their different sects , churches and denominations,their Christian faith needs nourishment through studying Eschatology,which is so important as it predicts the continuation of Christ's works of salvation in human and cosmic history. Consequently, one cannot separate eschatology from the salvation without distorting the meaning of both. Furthermore,the study of Christian eschatology is vital to one's Christian life and faith as it focuses on Christian religious beliefs concerning all future and final events (end times),as well as the ultimate purposes of the world,of humankind and the Church and the prophesied purposes of God as documented in the Bible. The Bible contains many prophecies about the future.The Christian Scriptures (New Testament) in particular talks extensively about the return of Jesus Christ to this earth.This is usually called his "second coming" or " parousia".Most Christian traditions teach belief in life after death as a central and indispensable tenet of their faith. The gospel is the power of God unto salvation Rom 1:16 The gospel reveals the width and length,height and depth of the love of God which he voluntarily and freely demonstrated in his Son Jesus Christ,the death of Jesus is the love of God in ACTION,we cannot measure the love of God but we can understand his love by REVELATION when we understand his substitutionery death and sacrifice.... The apostle of love puts it this way, 1 John 4:10 This is how God showed his love for us: God sent his only Son into the world so we might live through him. This is the kind of love we are talking about—not that we once upon a time loved God, but that he loved us and sent his Son as a sacrifice to clear away our sins and the damage they’ve done to our relationship with God. This is the beauty of good news we preach, Its a message of peace not war or vengeance Its not sinners in the hands of an angry God but sinners in the hands of a Loving and Merciful God... The apostle of grace has this to say about the love of God, Romans 5:6-8 Christ arrives right on time to make this happen. He didn’t, and doesn’t, wait for us to get ready. He presented himself for this sacrificial death when we were far too weak and rebellious to do anything to get ourselves ready. And even if we hadn’t been so weak, we wouldn’t have known what to do anyway. We can understand someone dying for a person worth dying for, and we can understand how someone good and noble could inspire us to selfless sacrifice. But God put his love on the line for us by offering his Son in sacrificial death while we were of no use whatever to him. The love of God defines the gospel message we preach The love of God is what makes the gospel good news Another man died for our sins(grace) One man's pain another man's gain His sufferings brought us peace and wholeness By his stripes we were healed... John 3:16 says, For God so loved the world(humanity) that he gave his only Begotten Son that whosoever believe in him should not perish but have eternal life.. Jesus is God's gift to mankind,he is the definition of the love of God. God gave his Son in sacrificial death, Jesus died for rebels,the ungodly, unrighteous,evil,sinners His death was a ransom His death was a substitution It was a divine exchange(he died the Just for the unjust) His death was a payment for sins. We can only understand the love of God through the lenses of the redemption story.. Paul says, For whilst we were without strength Jesus died for the ungodly. God commended his love towards us in that whilst we were yet sinners Christ died for us,(Rom 5vs6-8) There were no conditions whatsover for Jesus to die, In submission to his Father's will he died for sinners even the death by crucifixion(Phil 2:5-8).. This act was based on unconditional love,unfeigned love. The love of God was the motive for his death. God did not pity us he showed us mercy, What we didn't deserve(life) he gave us freely God gave us everything in his Son,that is the gospel, The gospel is summarized in four letters(LOVE). Any gospel that promotes hurt and strife is not the good news.. The love of God is the platform on which grace operates. The love of God is the basis for forgiveness of sins The love of God is what makes our salvation a reality.. The preacher is a sent one,a messenger/ herald of good things. All the good things he announces as good news are based on the fact that (God is love)and his love was fully revealed in what he did(he gave his Son to died for the sins of the world) (John 1:29,3:16,1 John 2:10 4:10,Eph 1:7,4:32,Col 1:13,2:12,3:10-13,Heb 1:3,10:12) The love of God is the charter of the GOSPEL. The love of God is what sets the Christian faith apart from all world religions,in every religion there is no god who ever died for his people.. DUMISANI KUFARUWENGA Decadent enjoyed dagga. It elevated him. It made him insightful. It gave him immense powers of observing the motives that drive human nature. Under its influence, he could read the mind of man, and in this particular instance, he observed the workings of the mind of woman. Tongogara is a tiny Growth Point which refuses to grow. When Zimbabwe got independence from oppressive British colonial rule in 1980, the Government embarked on an ambitious decentralisation program whose aim was to develop designated rural shopping centres and turn them into urban outfits. So a rural outspot called Chirashavana situate deep in Shurugwi Communal lands was designated a growth point and was renamed "Tongogara" after the hero of Zimbabwe's liberation war, Josiah Magama Tongogara. Despite being named after the name of the colossal hero himself, nothing significant happened at Tongogara. But hold your horses: Tongogara High Sxool was built by the Government adjacent to the Growth Point. A formidable foreman called Xanda superintended over the construction works at Tongogara High Sxool. And Decadent marvelled at Xanda's good workmanship, and observed how he walked with an aggressive gait with his trademark hat, and how he drank and bullied everyone and fought with other patrons at Nyaguze bottle store, and how sometimes Xanda made a fool of himself. In his dagga induced wisdom, Decadent said to himself, this is what I want to be; reckless and courageous and heroic, not giving a fiddler's fart what society thinx. A police station was also constructed at Tongogara. A no nonsense police boss called Mbofana was in charge of it. Prior to the reign of Mbofana, jobless youths came down to Tongogara from the destructive goldfields of Boterekwa. Yes, Boterekwa, the spectacular mountaneous site where the unemployed youths dug for gold and destroyed the environment and made small fortunes, which small fortunes they transported to Tongogara, solely to show off how prodigals like themselves squandered their ill-gotten wealth. They would prance and boast about their new found fortune, they would deride the elders and hit anyone who so much as questioned their behaviour and inquired into their wayward ways. They were fierce. Until Mbofana arrived. Decadent observed Mbofana 's solitary fight against the forces of destruction. One day, Decadent was present when a drunk and troublesome gold panner called Dhovera misbehaved in the bar, challenging everyone and anyone to a fight. The whole bar fell silent. Mbofana rose from his barstool, camly, confidently, and walked up to Dhovera. Mbofana slapped and struck Dhovera with a stern open palm across the face, and the sound of the blow was heard as far afield as Jobolinko and Juchuta. The blow is called "mbama" in formal Shona, or "zenya" in the colloquial language of the street. Dhovera turned and fled. From that day going forward, the rowdy gold panners bowed down to Mbofana's quiet authority. And there was peace. A Grain Marketing Board (GMB) depot was also set up at Tongogara. It's employees were paid fortnightly and they were generous with their wages and purchased liquor galore at Mudhara Svoba's counter, and at Sly's congenial joint. But one of the GMB employees was odd. He didn't drink and stayed with his wife at the blue shop which was adjacent to Decadent's father's shop where Decadent worked during skool holidays. From his father's shop, Decadent could observe, after a few puffs of Kandhlera's potent dagga, how the odd GMB employee's wife had a volumptous posterior, and how she shook it in her husband's face, and how the husband always obeyed her. And Decadent saw how every Sunday the woman of the bountiful posterior would take a bible and lure her husband, again by shaking her assets, to make him follow her to a prayer session in the woods. Again, Decadent noted, the husband always complied. One Sunday afternoon, Decadent secured a vaunted grade of dagga from George the Jazzman, Jazzman being the street lingo for a reputable dagga supplier. George the Jazzman's twists were reputed to be the best of the best. And Decadent wanted to savour George the Jazzman's sample in solitude, which is the only the best way to test the quality of George the Jazzman's dagga against the human intellect. Mind over matter. Good dagga sharpens the human intellect for the intelligent, and blunts human intelligence for the obtuse, Decadent had discovered this truism in his dagga smoking career. So Decadent, with George the Jazzman's twist of dagga safely ensconced in the sox he wore, descended from the rocky out crop next to the GMB depot and found a cool rock under the shade of the Mushavi tree and sat down on the smooth cool rock, happy that the dangling branches of the Mushavhi tree concealed his presence. And there in the cool shade of the Mushavi tree Decadent withdrew George the Jazzman's twist of dagga from his sox and expertly rolled it into a neat cigarette and lit it and dragged it vigorously, ravenously. This is it! And Decadent felt the potent sweetly sick smoke of the dagga hit the bottom of his lungs in pleasurable pain. And his nerves sent a sensation to his brain, that all is well, and that good will overcome evil, no matter what happens. So Decadent strode confidently back to his father's shop after finishing his joint, content that justice always overcomes injustice. But next to GMB, under the big Muchakata tree, was the odd GMB employee with his wife of the volumptous backside. The wife with the accentuated bottom was holding a bible in her hand, knocking it against her husband's head, the way a teacher knocks the head of a dull pupil with a ruler. In response thereto, the husband, the odd GMB employee, was nodding his head in the way the meek of the world accept subjugation. And captivity. The Barcelona provincial court sentenced Alves on February 22 to four-and-a-half years in prison for sexually assaulting a woman in one of the city’s nightclubs in late December 2022. In the court’s 13-page ruling on the bail, viewed by CNN, the court said Alves has already served 14 months in prison, including in pre-trial detention since his arrest in Barcelona in January 2023, and more recently, since his conviction. Alves’ lawyer has announced an appeal of the conviction and the sentence. In the bail ruling, the court said that if Alves actually pays the $1.08 million bail, he then would have to surrender his Spanish and Brazilian passports and report weekly to the court. Dani Alves played for Barcelona and Brazil during his career. Not even the predominantly urban provinces like Harare and Bulawayo could stop Mash west in its triumphant march to victory. Mash West so comfortably sat at the top that second placed Midlands Province could not even get half the gold medals that the former got. Midlands had eight gold medals. The Deputy Minister of Primary and Secondary Education, Angeline Gata was the guest of honor at the event. Masvingo was unluck not to snatch the second position as she came third but with the same number of gold medals with Midlands Province. Although it had 8 gold medals, Bulawayo was offloaded from second and third position because it had less silver medals than Masvingo and Midlands. Bulawayo therefore settled on number 4. On number 5 is Manicaland which got seven gold medals and on number 6 is Harare with 6 gold medals. On number 7 is Mash East with six gold medals, on number 8 is Mash Central with six gold medals. On number 9 is Matebeleland North with 3 gold medals and on the tail end is Matebeleland South with 2 gold medals. All participants and athletics who participated in the competitions received US$10.00 each and the athletes who broke national records got food hampers. Gata thanked all NAPH members for making the competitions a success and she urged parents to support their children in sports. "I am very happy today to be part of the national athletics competitions and I want to salute NAPH for making this competitions a success. Sport is life and now sport is included on our curriculum. “Parents should support their children in sports because we have a lot of people who a now make a living through sports. THE Sport THE Mirror 22 - 28 March 2024 www.masvingomirror.com masvingo mirror masvingomirror MIRROR REPORTER MASVINGO – Blessing Garirai (13), an all-rounder athlete and a netball star from Domborenikiti Primary School in Nyazvidzi and her friend Memory Maruvamba (14) tragically died on Sunday when they drowned while swimming in Nyazvidzi River. Philip Tarwirei an uncle to Blessing and Ward 4 councillor confirmed the deaths and told The Mirror that the two girls who are related and come from neighbouring farms in Nyazvidzi, Gutu were buried on Tuesday. Memory attended a school across the river in Buhera. The girls had gone for fishing but decided to swim later. Apart from being the head girl at Domborenhikiti, Blessing was a rising star. At age 12, while she was in Grade 6 she became the netball team captain for Zone 4, a cluster of nine schools in the then Gutu North. The team was only defeated in the finals at district level. This year, there was all the hope that her team would go to the province because of her immense experience in last year's games. She played as a defender, and was the sports cpatin said Austin Chagwiza who was her teacher. Zone 4 which she captained comprised Domborenhiti, Shumbayarerwa, Guvamatanga, Rafamoyo, Chikara, Zvavahera, Mutanda, Mutunduru and Chatikobo primary schools which are some of the biggest schools in Gutu District. Apart from netball she was a good athlete and an excellent javelin thrower. She went all the way to the district in javelin competitions last year. “We have lost a star and this piece of news has shattered us. Her fellow athletes throughout Gutu District are shocked by the news and they will miss her dearly,” said Chagwiza who is now deputy head at Badza Primary in Serima South. Tarwirei said there has always been talk of mermaids being seen in the part of the river where the two girls drowned. After drowning on Sunday, the bodies only emerged on Monday at 11am after some rituals were performed, said Tarwirei. Masvingo Police Spokesperson Inspector Kudakwashe Dhewa said no foul play is suspected and a postmortem was waived at Gutu Magistrates Court. Tarwirei said seven minors went fishing along Nyazvidzi River. As they swarm, Blessing suddenly complained that she was tired and she began sinking. “Her young brother who is in Grade 2 tried to assist her swim to the river bed but failed. Memory then went into the river to assist her but the two ended up drowning. “The other minors rushed home and informed us of the incident. We went to the spot. We later called traditional healers and spiritualists and it was after they performed rituals that the bodies started coming out to the surface,” he said.
