The stay of eviction was granted by Magistrate Jawona at Masvingo Provincial Magistrates Court this week. Some of the 16 had stayed at their current homes for 42 years. They are being represented by Philip Shumba of Mutendi, Mudisi and Shumba Legal Practitioners and they made their appeal at the High Court in Masvingo on Tuesday before filing their stay of execution papers at Masvingo Magistrates Court. Getrude Hove, Lindiwe Chihuri Stephen Mufundikwa and 13 others are among thousands of people who are being evicted by the Ministry of Lands, Agriculture,Fisheries, Water and Rural Development. throughout the country under an operation called Order No to Land Barons. The accused were arrested for settling on gazetted State land without the necessary documents. The lawyers argued in the appeal papers that the magistrate erred in both conviction and sentence because there are reasonable grounds to suspect that the land cited by the State was never gazetted. They also argue that the magistrate misdirected himself by failing to attend to constitutional issues raised by the appellants. Shumba further argues even if the magistrate did not err on the above two issues the seven days’ notice given is too unreasonable for people who have stayed and developed the place for 42 years. The Mirror: Ihwai nekuhwikwa Local news Page 4 16 - 22 February 2024 www.masvingomirror.com 071 689 5703 Chipinge Times & Two Nations Editor: Ellen Mlambo Editorial Comment Chibhorani Talk With Sekuru Taurai Please repair the Chimusana Bridge Road The dust road that crosses the Mucheke River over the Chimusana Bridge in Masvingo is a very busy road used by public transporters, private vehicles, cyclists and pedestrians traveling to and from town and the nearby popular Chitima Marketplace. This road is very important as it also serves as a relief valve that takes pressure off the Masvingo – Beit Bridge Highway as it enters the city. The road also offers a short cut as compared to going via the main bridge taking off one kilometre. Now during peak hours motorists have to endure traffic jams that force the police to come and control the movement of vehicles even when it is raining. What is worrisome is that the Chimusana Bridge Road has not been maintained for many months. As a result from the bridge to the Mucheke road motorists are being forced to avoid it and go on to improvise other roads. Right now there are six dust roads that feed into Charumbira Street going into Mucheke suburb. It is now a torture to get in and out of town using these roads that are not are not roads. That Masvingo City Council is failing to maintain this 200 metre stretch of dust road is totally puzzling. The question is why has Council stopped maintaining this important road? All that is needed from time to time is to send a grader to grade this very short stretch of road so that motorists can travel in some measure of comfort and spare their vehicles from damage. There was talk that the low level Chimusana Bridge was going to be replaced by a new high level bridge and there were sighs of relief when a construction company moved on the site and did some preliminary works. However work was halted and to date nothing is happening. The same happened at the main bridge where a bridge is supposed to be constructed as part of the widening of the Masvingo – Beit Bridge Highway. Nothing is now happening there too. Is all this poor planning, inefficiency, negligence or heaven knows what? The community needs answers. Chibhorani Talk With Sekuru Taurai Fellow citizens, today I am welcoming you all to Thiefland which you can also call Mbavhaland. Yes, this is what our beloved Chibhoraniland is fast becoming, a land of thieves for the rate at which we are stealing is now alarming and has reached pandemic levels. In the new Thiefland or Mbavhaland people are turning into robbers, burglars, muggers, shoplifters, extortionists, blackmailers, swindlers, conmen, conwomen and heaven knows what other types of thieves there are who steal from their fellow countrypeople. Now according to the dictionary to steal is to ‘’take another person's property without permission or legal right and without intending to return it,’’ and a thief is ‘’a person who steals something without the consent or knowledge of the owner.’’ The majority of thieves in Thiefland are employees in both the private and public sectors. You will find government employees from the highest offices to the lowest ranks stealing cash and goods. The same is happening in the private sector where people in managerial positions right down to the employee who is sweeping the shop floor or herding cattle are taking their employers’ property without permission or legal right and with the intention of keeping and using it in one way or the other. Many more thieves steal in different ways. We do have land barons stealing land to sell to desperate home seekers. Numerous rob- beries are taking place where armed rob- bers force victims to surrender something they would not have voluntarily given them. Burglars break into homes and premises to steal cash and other valuables. Bribery is another way of stealing and there is a lot of it happening on the roads and in offices. Talk of stock theft in farms and villages and you get a lot of farmers really sick. In our beautiful country you even get thieves stealing children to kill them and steal body parts for ritual purposes. Corruption is a way of stealing as it involves taking another person’s money or property without legal right to it and having no intention whatsoever to return it. Because of all this thievery our own Thiefland is currently ranked as one of the most corrupt or thieving countries in the world. Now all this thieving is forcing people to secure their homes, business premises and institutions using burglar bars, call them thiefbars, or simbidzembavha, razor wire, electric fence, alarms, dogs, durawalls, CCTV, etc. Vehicles are secured using alarms, steering locks, locknuts, tracking devices with some keeping their fuel tanks empty overnight for fear of thieves. At major shops customers have to submit their receipts to security guards who make sure that nothing is being stolen. I still remember the good old days when in the villages rickety doors were secured by a string and nothing else. However today in Thiefland we have to imprison ourselves in our own homes because we are stealing from each other. In Thiefland we now have countless security companies all meant to counter the scourge of thievery. The country is turned into a war zone as gun totting thieves exchange fire with the police. Mabhemba taingomaonera kuLowveld kwaaitemesa nzimbe. But now the bhemba or machete has become a common everyday tool used by thieves to terrorise, injure or even kill their victims. This is what we have reduced ourselves to in Thiefland, a country of thieves where people sleep with one eye open for fear of thieves. Who would want to live in a country of thieves? Unfortunately that is what we here in Thiefland or Mbavhaland are doing. Ndazvitaura, saSekuru Taurai kuti tisiyane neumbhavha for it is better to live in Chibhoraniland than in Mbavhaland. Welcome to Thiefland Mazhunga leaves Gokomere From page 1 Mazhunga’s deputy, Cephas Vhurumuku is the acting head. “Mr Mazhunga has transferred to Harare and his wife is also in Harare. He left at the beginning of this term,” said Father Mutsvanga. Father Mutsvanga who is also the Priest-in-Charge at Gokomere Mission said the school is now looking for a new head. “Yes, I am no longer at Gokomere. I will come back and properly notify you,” said Mazhunga. Gokomere had over the last few years generally lost its lustre due to a number of factors including high staff turnover that saw teachers joining private schools while others left for the diaspora to do menial work because of poor teachers’ salaries in Zimbabwe and the hard economic times. Mazhunga joined Gokomere in 2018 following a transfer from Mukaro High. Gokomere for many decades remained Masvingo Province’s best academic school. It was also a great sporting institution. The Mirror: Ihwai nekuhwikwa Page 5 16 - 22 February 2024 www.masvingomirror.com ELLEN MLAMBO MIRROR REPORTER MASVINGO – Masvingo Province is seeing probably it’s first ever headman living with disability after the installation of Cover Mugwadhi as headman Chimbani (Magudu) in December last year. Mugwadhi (44) has partial eyesight and he attended a school for the blind. Mugwadhi who is of the Chauke clan and Mlilo totem presides over an area that falls under Chief Nyajena but his area of jurisdiction is in both Chiredzi and Masvingo Rural districts. The Mirror had an interview with Mugwadhi whose roles as a headman are to represent local government, protection of land from land barons and presiding over traditional courts. The determined Mugwadhi’s motto is disability is not inability. Efforts to get a comment from Masvingo District Development Coordinator (DDC), Ray Hove were futile as his mobile phone was not answered. A visually impaired consultant, Masimba Kuchera said the installation of headman Chimbani is an important and welcome development. “It’s a welcome development and it’s a sign that the understanding of disability is changing where the community needs to look at what the person is able to do instead of what they are not able to do. We would also encourage other clans to do the same when it is possible to look at what a person can contribute to the community,” he said. Chief Director for Traditional Leaders Support Services in the Ministry of Local Government and Public Works Felix Chikovo said they celebrate the traditional destination of Headman Chimbani. He added that People Living With Disabilities and the girl child also need to be in positions of influence so that they articulate issues more appropriately than others do for them. “Traditional leadership is guided by succession tradition and those successions are virtually scientific in that it specifies how one ascends to the throne. We celebrate those who will have been installed as they will be champions towards the promoting and preserving of our culture. “In the past, it used to be a male child who was eligible and with the current constitution it’s no longer just the male side but every child. We are getting to a situation where we get to an eligible girl child. The discussions coming in are of succession tradition versus gender,” said Chikovo. Mugwadhi’s appointment defied traditional norms as he landed the post against elder brothers in his family. He is the youngest in the family. He told The Mirror that the clan chose him ahead of others because of his education and leadership qualities. Mugwadhi says that the worst setback for People Living With Disabilities (PLWD) is not inability but discrimination and lack of empowerment through education. “The hurdles against progress of People Living With Disabilities are obviously stiff. We are resisted and therefore it is difficult to rise. It is a ‘war’ for a PLWD to get to the top. We face the same challenges as are being addressed through gender but ours are worse. “We need to have integrated communities against segregations of PLWD. PLWDs also need to know their rights,” Mugwadhi said. He said although Government has programmes to address this, it lacks resources. Mabel Machonesa, a woman Living With Disability said Mugwadhi is very intelligent. “I am physically challenged, I work with Mugwadhi in several areas, he leads people living with disabilities in Masvingo at the Consumer Council of Zimbabwe, Health Centre Committee and is a member of the National League for the blind,” she said. Mugwadhi has qualifications in Theology obtained from Nehemiah Bible Institute in Harare and Cornerstone Bible Institute in Kwekwe. He also has a qualification in Computer Programming. Such qualifications are not common among village heads, headmen and chiefs. Many traditional leaders are either illiterate or semi-illiterate. He is planning to advance his education and do a Special Needs Program with the University of Zimbabwe. “My appointment is unusual; I am the youngest in the family and I live with a disability. Instead of appointing an elder brother, I was appointed. The family did not look at my disability, they considered my leadership qualities, knowledge and education and the value that I would add to the community,” said Mugwadhi. Indeed Mugwadhi has a track record in leadership. “I represented People Living with Disabilities at the Consumer Council of Zimbabwe. I am a leader for Masvingo PWDs at Health Centre, and a church leader at Christ Life in Masvingo. I am also a member of the National League for the blind. At school I was head boy at Capota,” he said. Mugwadhi is also a musician who has released six albums. Apostle Blessing Musindo, a woman congregant at Christ Life Church described Headman Chimbani as a God fearing person who is committed to God’s work. One notable person living with disabilities who made it as traditional leader is Nelson Sculptor from Binga. Mugwadhi’s wife Irene who is an A Level Accounts teacher at Mucheke High School said her husband is intelligent and is God fearing. Mugwadhi has four children namely Gabriel, Rachel, Jael and Michelle. Masvingo gets first headman living with disability Cover Mugwadhi.

The Mirror: Ihwai nekuhwikwa Page 8 16 - 22 February 2024 www.masvingomirror.com Business News ALVINA CHIWANIKA MIRROR REPORTER SHURUGWI – The 31st of March 2024 is the end of the road for thousands of artisanal miners at Hwandama Mine in Shurugwi as mine magnate Ian Saunders returns to his claim with modern equipment to start mining. Shurugwi artisanal miners from all over the country are making a living, digging for the yellow metal at Hwandara. The development comes after Saunders of Falcon Gold Mine gave notice to Shurugwi Empowerment Trust for the cancellation of the free lease for youth to mine at the blocks. Hwandara was closed to formal mining in the 1990s when Falcon had to stop it’s operations. The mine is expected to produce 100 tonnes of gold per year. Hwandara has of late seen an alarming increase in fatal accidents and the development could be good news for safety. Saunders had for many years an arrangement with Zanu PF MPs where he allowed artisanal miners free lease at Hwandara on condition that he could remove them on three months’ notice. The mines were leased to Shurugwi Community Empowerment Trust. The development will at least see more than 3000 youths losing their only source of income and sources allege that Saunders is giving the mine to some Chinese companies. Joseph Mupasi, MP for Shurugwi North confirmed the development and hoped that the new investors will create employment for the youth. Saunders was not reachable for a comment. The agreed mining blocks included Trust Lulu 3, Lulu 19, Umcima 12 and Pacific pm1647,B and B. “The grantor will have the right to terminate this tribute agreement by providing the tributor with three months’ notice. Falcon entered into four standards tribute with Shurugwi Community Empowerment Trust Lulu 3, Trust Lulu 19 ,Umcima 12 and Pacific Band B. Kindly make all necessary arrangements for the Trust and its subcontractors to vacate these claims at the latest date by 31 March 2024. “As indications of our intent to continue to work with the Trust to develop the district and empowering the community via Trust. I am pleased to be able to offer as replacement for these cancelled tribute of title Falcon Gold Zimbabwe of four precious metal claims in immediate areas,” reads the letter to Shurugwi North MP. “Saunders wrote a letter to me about the termination of the Tribute contracts. My mission is to save Shurugwi residents and Saunders has given us an alternative mining claim which is safer,” said Mupasi. He called upon artisanal miners with queries to approach him. Falcon is now bringing machinery at Hwandara and thousands of our youth will be employed there,” said Mpasi. Some parents are celebrating the development because of the high fatality rate at the mine. “I support the closure of Hwandara Mine to illegal miners because we have lost children. I lost my child last week after he entered into a mine and got trapped by a huge stone. I appeal to the Ministry of Mines to close all unsafe mines,” said Elisha Mufiri. Provincial Mining Director, Contilda Chimasha told The Mirror that they did not receive any information concerning the termination of Falcon and Trust tributes. “As ministry of mines we are yet to receive such document for the termination of contract between Shurugwi Trust and Falcon. Falcon had a tribute with Shurugwi Trust and terms and if Falcon feels that it wants to terminate the contract it can do so. They do what they want with their claims depending with their terms and conditions. Hwandara Mine belongs to Falcon Mine,” said Chimasha. End of the road for thousands of Shurugwi illegal miners SYDNEY MUBAIWA MIDLANDS BUREAU GOKWE – Growing funeral services provider, Remembrance has opened a branch in Gokwe in a bid to bring services to marginalized communities. We are happy to announce that we have opened our fourth branch in the cotton growing district. “We are also going to open another branch in Shurugwi. The whole idea is to provide cheaper services to our clients because we want every person to have a decent burial,” she said. Remembrance Funeral Services is headquartered in Gweru and has branches in Filabusi and Plumtree and the latest one in Gokwe. Gokwe Residents Development Association chairperson, Mike Gwasha said the opening up of a funeral insurance company in the Midlands town was going to bring positive development. “The coming of this investment is going to bring development to our community. We are now able to get affordable funeral insurance which is always close to our doors,” he said. The company was established last year and is on a growth drive through the opening of branches across the province. Remembrance Insurance opens branch in Gokwe Ian Saunders.

Nyoni confirmed his appointment in an interview with The Mirror. “Yes I can confirm that I am now the new acting Town Secretary for Gokwe Town Council. I was appointed on December 1, 2023,” he said. Nyandoro who held the position from 2021 was forced to resign following allegations of abuse of office late last year. Nyoni was facing criminal abuse of office charges for allegedly flouting procurement and tender procedures that prejudiced Gokwe Town Council of over US$200 000. He was allegedly working in cahoots with dismissed Town Secretary Melania Mandeya. Amongst the raft of charges, the duo allegedly purchased a 10 KV /10 KWA solar power system from Nerenchia Power Rite Company for US$14 792.50 but paid US$325 435 using the official foreign currency exchange rate thereby prejudicing council. Nyoni was reinstated by the Local Government Board in September 2022 but faced resistance from councillors. Mandeya is the last substantive Town Secretary. She was dismissed for abuse of office in February 2020 over the solar payment prejudice. Joseph Madlokuwa was appointed acting Town Secretary following Mandeya’s dismissal. Hon S.Kwidini I was attacked over boundaries- Chief Murinye TRYMORE TAGWIREI MIRROR REPORTER MASVINGO - Chief Murinye, born Ephias Munodawafa has told Masvingo Magistrate, Ivy Jawona that he was attacked over boundary disputes with other chiefs by seven villagers who manhandled him at a funeral in June last year. He told the court that the attack was premeditated because the family of the deceased person knew that the burial spot they chose is forbidden and only did so to spite him. "Your worship my attack was premeditated because the father of the deceased knows that the place was of cultural value in our area before he illegally settled there. “I have a strong belief that the attack against me was organized because the discontent started when I arrived at the funeral. As you may know I am related to Chief Shumba and Chief Mugabe and we are having boundary disputes. This is the major cause of my attack not the issue of the burial site," he said. Magistrate Jowana postponed the matter to February 22, 2024, for continuation of trial. The seven villagers are Jennifer Shumba Mhande (70), Amen Munyimo (46), Moses Mugabe (42), Charles Ngoma (48), Gilbert Musiiwa (36), Muza Muza (46) and Christopher Maromo (52) from Boroma Resettlement area in Masvingo Rural. They are charged with Public violence and assault charges. The incident happened on June 28, 2023, at the burial of Jairos Zindoga in Village 33B under his chiefdom. Circumstances are that Chief Murinye was informed that Zingdoga was about to be ready at an undesignated place at his homestead. He went to the homestead and ordered the burial to be stopped. He allegedly told mourners that Zindoga illegally settled at the place which holds cultural significance and he therefore could not be buried there. He said that he should be buried at a community cemetery. The seven villagers then allegedly assaulted him for stopping the burial rites. The accused told the court that they did not assault the chief and he is merely framing them because they are from the Mugabe chieftainship family that Chief Murinye is having boundary disputes with. Several villagers including Wakemore Gavhure were convicted of the same charge last year. Tichaona Chakavarika prosecuted. Ephias Munodawafa. The ruling was made after Mlambo changed her statement during cross-examination on Thursday. Mlambo is a key witness in a case in which three suspects are facing charges of forging title deeds to former Minister of Education Dr Dzingai Mutumbuka’s US$600 000 Chisipite house in Harare before selling it for US$45 000. The house was sold to Harrisson Marange and his wife Demetria Zirenga. By being declared hostile, it means that Mlambo will be impeached and her evidence disregarded. She may also be arrested for giving false statement to Police. During cross-examination at Harare Magistrates Court, Mlambo accused Police of threatening her and said she made her first statement under duress. Mlambo told Police that she pulled out Mutumbuka’s title deed from the Deeds Office and handed it over to her boyfriend Prosper Bizwark who is one of the suspects. Bizwark kept the deed for a week before returning it after changing the name ownership into Jonah Ngome’s name who is at large. However, Mlambo changed her statement in court on Thursday and said she did not know the suspects forcing Prosecutor Zebediah Bofu to ask the magistrate to declare her a hostile witness. In her statement to the Police she admitted giving the document to Bizwark who kept it at home for a week before returning it to the Deeds Office. Magistrate Chichera postponed the matter and the trial is expected to continue on February 27, 2024, and the Registrar of Companies and Deeds is expected to testify on the day. Chivara had told the court that Gwatipedza is abusing and depriving her family of freedom by throwing out her property. “My landlady is in the habit of insulting and physically abusing me, recently she threw my properties out and ordered me to leave the house. Therefore, I need an order that would stop her from abusing me and my family,” pleaded Chivara. Gwatipedza told the court that Chivara owes her rentals of over three months and she should leave her house. She denied claims of her being violent and throwing out Chivara’s household property. “If I was violent and abusive she wouldn’t have stayed at my house for so many years. I went to the house asking for the rentals that I am owed. I have been understanding and even gave her a three months’ notice because she is not paying rentals,” said Gwatipedza. Magistrate Kagwere told Gwatipedza to follow the legal eviction route and not harass her tenants. “The court orders you to keep peace towards each other and if she hasn’t paid your rentals take legal action against her. The appointment is with effect from January 2024. His ordainment was held at the Parish’s chapel on Sunday. Speaking at the occasion, Eastern Region Diocese Bishop, Vushebwashe Mhaka said it was their tradition as ELCZ to change pastors every 5 years although some may go beyond 5 years. Speaking on the sidelines, Mano told The Mirror that he has plans to construct a chapel at Chishamiso. THE Sport THE Mirror 16 - 22 February 2024 www.masvingomirror.com masvingo mirror masvingomirror ROSELINE MUTARE MIRROR REPORTER MASVINGO- Members of Persons Living With Disability in Sports (PWDIS), Masvingo province are seeking for donations so that they can excel in sports. In an interview with The Mirror, Masvingo provincial chairperson for PWDIS, Moses Chitimbo said they are appealing for better facilities to produce better results in their sporting activities. “As PWDIS we appeal for more wheelchairs so that we will be able to compete with other provinces in sports like wheelchair race, wheelchair basketball, and wheelchair tennis. As a province we only have four wheelchairs and it is demotivating capable players to continue with sports,” said Chitimbo. He said that these wheelchairs are not locally supplied which makes them expensive. “These sports wheelchairs are found outside the country, making it difficult to acquire them, hence our appeal to the Government and well-wisher to help us,” he said. He added that the other thing which hinders them from participating in sports is the issue of transport. “The other hindrance which demotivates people is the issue of transport to go to different areas for competitions and interactions. When we want to go out, we have to contribute cash so that we may be able to hire a bus,” he added. PWDIS in Masvingo is also appealing for accessible facilities for its members to conduct trainings properly. “We also request for better facilities, grounds and courts that are specifically constructed for our sports so that when we are training it will be easy and we also want to host games in the province,” emphasized. In recent years the Government of Zimbabwe crafted a disability policy with the aim of including people living with disabilities in issues of national interest. PWD in sports appeals for wheelchairs INCREASE GUMBO MIRROR REPORTER CHIREDZI – Fifteen U19 cricket players drawn from Hippo Valley, Mufakose, Terry Goss High schools, and South Eastern College will compose the Chiredzi district team that will compete at the provincial team selection trials. The 15 were selected last Friday at Triangle Country Club. Triangle Cricket Club Manager, Tinashe Magocha told The Mirror that they considered consistency for bowlers and technique for batsmen during selection. “We selected players based on team composition. Most of our analysis was on consistency for the bowlers and technique for the batsmen. For all-rounders we were considered batting keepers with the ability to bat up the order and or middle order as well as being good behind the stumps,” said Magocha The selected players are Lloyd Musasa, David Matikinyidze, Panashe Makapane, Nyasha Chigambare, Tiseletso Nyathi, Braverly Murove, Daniel Bolton, Gullam Patel, Fine Chakama, and Tatenda Mutopo, Desire Mulambo, Prosper Matsiru, Nyasha Magwapandi, Eric Afriki and Ngonidzashe Machamba. The trials were sponsored by Bain Company and its Triangle branch manager Paddington Govere said it is their way of giving back to the society. “It’s our own way of giving back to the community. This is our community and the parents of these players are our clients,” he said. South Eastern College cricket coach, Melusi Ngwabi said the selection process was fair. “I am happy with the selection. It’s high time we introduce cricket in rural schools. This is not an elitist sport,” he said.
