Gov takes drastic action at Deeds Office From page 1 NYORE MADZIANIKE Government has moved in to investigate the Department of Deeds, Companies and Intellectual Property following public complaints on corruption including the case of former Minister Dzingai Mutumbuka’s US$600 000 house whose title deeds were allegedly forged and the property illegally sold. In addition there will be restructuring and sweeping changes at the department in order to curb corruption. Justice, Legal and Parliamentary Affairs Ministry Permanent Secretary, Mrs Vimbai Nyemba confirmed the developments in an interview with a local weekly, The Sunday Mail. Meanwhile the Reserve Bank has called for drastic action to contain problems at the Deeds Office. The Reserve Bank of Zimbabwe’s Financial Intelligence Unit (FIU) is one of the entities that complained against the state of the Deeds Office. The Unit pointed out that the shambolic state of recordkeeping at the department creates loopholes that could be used for money laundering. FIU also fears that chaotic record-keeping at the Deeds Office could compromise Zimbabwe’s listing as a low-risk country for money laundering and financing of terrorism by the Financial Action Task Force. This would see Zimbabwe being penalised by the global financial crimes watchdog. Nyemba said that her office is inundated with complaints against officials at the Deeds Office. Sources said that the Zimbabwe Anti-Corruption Commission (ZACC) and Police are already inside looking into a number of complaints of misconduct and corruption by the office. In particular, Nyemba said, the investigations are looking into the case of a Deeds Office supervisor, Lyna Mlambo who appeared in court two weeks ago on allegations of facilitating suspects who forged Mutumbuka’s title deeds. “There will be changes in the way of doing business including introduction of staff rotations across different sections, random searching of all staff members, collaboration with stakeholders such as the Registrar-General for authentication of IDs and working closely with the Zimbabwe Republic Police to address any suspected cases of corruption. “Additionally, the department has implemented thorough interviewing procedures for clients seeking replacement of documents and those entering the office. “The Deeds supervisor was implicated in a case involving the fraudulent sale of a property. “As a result, a criminal case has been opened against this employee and the case is ongoing in the courts,” said Mrs Nyemba. Cases involving fake, stolen or duplicate title deeds have been on the increase over the past few years, with some homeowners losing properties. The new measures, Mrs Nyemba said, are meant to prevent fraudulent activities. In a recent interview, FIU director-general, Oliver Chiperesa said: “Sadly, those tasked with running our companies’ registry have over the years let us down, and it is about time something drastic is done to ensure efficiency and effectiveness at our companies’ registry offices.” ALVINA CHIWANIKA MIRROR REPORTER ZVISHAVANE – The Minister of State for Midlands, Owen Ncube last Monday commissioned a firetender and four service vehicles procured by Zvishavane Town Council. Mataga (84) breathed his last at Zvishavane District Hospital on Monday after a short illness. He was buried at his rural home in Mberengwa yesterday (Friday). Minister of State for Midlands, Owen Ncube said Mataga was declared a provincial hero. "Ben Mataga died on Monday in Zvishavane after a short illness and has been declared a provincial hero. He deserves the hero status because of his contribution to the country before, during and after the war," said Ncube. Zanu PF Politburo member, Simbarashe Mumbengegwi said he worked with Mataga in Mberengwa and Shurugwi and described him as a a dedicated member of the party. Mataga was born at Mataga Growth Point on August 8, 1940. He trained as a teacher and taught at schools like Chaora, Zvishava and Chamakudo in Mberengwa from 1960 to 1977. He was in the Zanu PF wings in Highfields from 1963 to 1964. He joined the liberation war in 1977 and trained at Nzou and Mapaye bases in Mozambique and operated in Chivi, Mwenezi and Mberengwa. After independence he became Mataga District chairman in 1980, He became a Member of Parliament from 1985 to 1990. He was a councillor and council chairman for Mberengwa Rural District Council for 15 years. He was involved in the integration of Zanu and Zapu in fulfilment of the Unity Accord in Midlands province. In 2009 he was appointed into the Zanu PF Central Committee at the Goromonzi conference and has been serving at that level. He saved as Midlands political commissar for 20 years. His son, Believe Mataga said that the family had lost an icon and a father. "He was a family man, a man of virtue. He unified the whole family," he said. In 1997 he won Cold Storage Commission (CSC) for the Southern Region number one prize for being a cattle producer of the year. Mataga is survived by his spouse Spelile Siziba. His late wife Fadzai Sibanda died in 2013. He is survived by 12 children and 24 grandchildren. Tingati ndiko kushanduka kwekunze. There is no doubt that the climate is changing and now changing fast, not for the better but unfortunately for the worse and may be even the worst. This is happening here in Chibhoraniland and everywhere else in the whole world. You see, during those days when I was still a young boy, days of the mugwada, the rain used to rain, call it cats and dogs, not literally of course. Very often buses could not cross flooded rivers or could spend days stuck in the mud. Many times urbanites could not reach their rural homes for Christmas celebrations as buses failed to cross flooded rivers. Kutodzokera dhorobheni namadhazeni echingwa. Now temperatures get so hot you can fry an egg on the rock and it can get so cold you would think you are at the North Pole. The normal to below normal rainfall we were promised by the weather people is turning out to be nothing but way below normal. Although the rains were late Chibhoraniland farmers eagerly planted crops hoping they would get normal rainfall in their areas. However their crops are now bowing to the sun as if in reverend worship. Some crops lift up their heads during the night but during the day they bend down thirsty and hungry. No water, no food. Very soon animals both domestic and wild might soon find themselves travelling long distances to get the most precious liquid in the world; that is if it doesn’t rain in the next few days. The same will also happen to their owners as wells and dams begin to dry up. In this kind of scenario Chibhoraniland people will need a chibhorani in every village and street. Here government needs to wake up and put in place a national Chibhoraniland Water Provision Agency (CWPA) that will ensure that every Chibhoraniland citizen and animal gets adequate water for survival. We currently have large and small water reservoirs whose water is not fully utilised. It is not good enough to have numerous dams without adequate irrigation infrastructure. We need more irrigation schemes if we are going to avert starvation in the face of a possible serious drought. A lot of wild animals, birds, reptiles and insects in game reserves and bushes will need to be provided with drinking water. There will be need for a lot of zvibhorani in these areas as well. Water is life and we human beings are said to be more of water than anything else. Without water we will definitely perish. Let’s have more water and use it properly. So says your Sekuru Taurai. Masvingo Provincial Disability Network Organisation (MPDNO) founder and Chairperson Purazeni Jakata told The Mirror that the office of the Minister of State for Masvingo is not accessible to PWDs. Equally worrying is that most buildings only have ramps allowing PWDs into their ground floor whilst most offices are situated on the first floor. “Important places that PLWDs cannot enter are the Minister of State’s Office, Masvingo Polytechnic Library, Masvingo Teachers College and almost all shops around town,” said Jakata. Minister of State for Provincial Affairs Ezra Chadzamira did no pick his mobile when contacted for a comment. Masvingo Poly Principal Engineer Callisto Muzongondi said their works department is currently building ramps at most buildings to allow PWDs access. Masvingo Town Clerk Engineer Edward Mukaratirwa said it is mandatory for all new buildings to have ramps. He the town council itself now has a policy in hand that emphasizes the recruitment of PWDs. “It is mandatory for all CBD and commercial buildings to have ramps. We don’t approve the plan if the building does not cater for PWDs. All recently constructed buildings and those under construction all have ramps. “We have an employment policy that caters for PWDs. Mahwende told The Mirror in an interview that women under Zimbabwean culture are valued according to the amount of domestic chores they perform for the family and their husbands. Unscrupulous men also use women living with disabilities for rituals, added Mahwende. Another burden and a humiliating one is that women with disabilities have to depend on others for their private health issues and hygiene including managing menstrual periods. She called upon society to support women living with disabilities. “Women with disabilities have so many challenges that they experience daily and chief among them is patriarchal societies. The expectations around a woman in a Zimbabwean society are high particularly with regards to the house chores. "A woman who is not able to accomplish some or all house chores is looked down or frowned upon by the community and hence you find women with disabilities going beyond what they can handle in order to please the patriarch. “I personally am living with disability and there are chores that I cannot do as a result. This puts a lot of pressure on me to match what able bodied women can do. When I fail to match that, I like other women with disabilities feel inadequate because our societies don’t empathise and support us. "The whole system of womanhood in Zimbabwe is centred on what a woman can do at household level,” she said. Mahwende said many women and children with disabilities are rejected by their families and communities for failing to meet society’s expectations. "We are calling upon people who live with people with disabilities to support them and love their wives in this journey of life," she said. Nyasha said the greatest test for women with disability is when they start dating or are getting into marriage. She said a number of women with disabilities have been abused by unscrupulous men who use them for rituals. “Marriage is a big headache for women with disabilities because in-laws and other members of the extended family have expectations of the duties that the new daughter-in-law must perform. Failure to perform such duties results in frosty relationships. "We receive a lot of reports that some men use women living with disabilities for rituals. There is a belief that sex with a woman who has a disability makes a man rich. “Some women with disabilities face humiliation daily of having to depend on others, especially on private issues like menstrual health management,” said Mahwende. He said such structures were not available in most hospitals, courts, schools and other public places. It was necessary for the City to ensure pavements and buildings that can easily be accessed by people using wheel chairs, said Tahwa. He also said that the abuse of dangerous drugs was getting out of hand for PWDs. At the same time youth with disabilities are failing to access hospital drugs for their health. Tahwa works with organisations like Jairos Jiri, Mudavanhu, and St Daniels among others. Gweru City Council spokesperson Vimbai Chingwaramuse said they are working to improve services for PWDs. She said they recently opened a disability desk at council to ensure that their concerns are heard. "As PWDs, we are calling upon Government and development partners to strengthen our access to public places so that we get equal services. "We are also having challenges with some of our counterparts who are abusing drugs and substances. We are calling upon development partners to step up campaigns against gender based violence as well as drugs and substances abuse," he said. Gweru City urged to enforce disability friendly infrastructure INCREASE GUMBO MIRROR REPORTER CHIREDZI - Bothwell Mahachi (23), a wheelchair bound musician living in Ward 4, the most drug infested area in Chiredzi has joined the fight against drugs. He composed a single called Siya Mutoriro. Mutoriro is one of the most abused drugs in the country. He however, is looking for money to record the song and is reaching out to people by playing the song at gatherings. "I wrote the song after realizing that many young people in my ward are abusing drugs. The song is for awareness," said Mahachi. Mahachi who was born with both legs and hands impaired. "My hope is for my music to reach many youth so that they see the dangers of drung abuse," said Mahachi. Mahachi was born in Chiredzi and did his primary and secondary education at Jairos Jiri in Harare. Apart from writing songs, he is also an artist who does fine art but however all of this is not providing him with income due to lack of exposure. "I am also an artist, I do fine art but the biggest challenge is that I have nowhere to showcase my drawings and I do not have enough equipment for drawing," said Mahachi. Sigauke who is from Triangle Mill Group was also noted for being hands on and was good on Safety Health Environment (SHE) issues. Tongaat outgoing Chief Executive Officer, Aiden Mhere who was the guest of honor said the awards were there to increase yields by encouraging farmers to produce more. Twenty-three other farmers won prizes in different categories. Sigauke walked away with 45 bags of Urea, 20 bags of Single SuperPhosphate(SSP), 20 bags of Muriate of Potash(MoP), 20 litres of pre emergency, 20 litres of post emergency, a shield, a certificate and a trophy. The farmers are also grouped according to their mills and these are Triangle Mill Group, Triangle Estate, Hippo Valley Estates Mill Group, Hippo Valley Mill Group and Mkwasine Mill. The six categories in the competition were Best Female, Best Youth Outgrower, Best Small Scale Plot, Best Medium Plot and Best Large Plot Sigauke started sugarcane farming as a medium scale farmer in 1998 at his 49 hactre farm in Mpapa. Sigauke who is a former Tongaat Agriculture assistant worked for the company for 25 years before he retired to focus on his farm in 1998. Speaking in an interview with The Mirror, Sigauke said his secret is being hands on and working full-time on the farm. He said he continues to learn about sugarcane even though he has been involved for almost his entire life. “My secret is being a hands-on and working fulltime on the farm. I always look for and embrace new knowledge. “I am one of the first farmers who was enrolled for the sugarcane farmer certificate when it was introduced by Zimbabwe Sugar Association (ZSA) in 2018 and the knowledge I attained from that is out of this world,” said Sigauke. Other winners were: Small scale catergory, Taona Bande (Triangle Mill Group), Ishmael Chigumo (Hippo Mill Group), Kuche Njodzi (Mkwasine Mill Group), Effort Musandinani (Hippo Valley Estates Mill Group) and Musisisnyani Livombo (Triangle Estate Milling Group). Machaya told Midlands Resident Minister of State, Owen Ncube during the commissioning of a fire tender on Monday that his council was planning to approach Chinese mining companies in Shurugwi so they can also be involved in the building and maintenance of roads. He said that roads in the town are in a bad state and the local authority did not have enough resources to attend to them. He also alluded to the problem of water and said there were plans to approach Zimasco for assistance. “We are happy with the Minister’s visit and the guidance he gives us. What we however, lack are good roads and we want to engage Chinese miners so that they can help us in that regard as part of their social corporate responsibility. “We also have plans to approach Zimasco so that it helps us with projects to enhance water supply,” said Machaya. He said the situation at the local hospital was also bad and the local authority was forced to make some donations recently including lights. He said the mortuary was also in a bad state. Ncube hailed the local authority for implementing devolution projects. “Devolution funds play a critical role in enabling local authorities to implement various crucial projects that are directly benefiting our rural communities. Devolution ensures local decision making targeted at development that addresses the unique needs and challenges faced by communities,” said Ncube. Shurugwi Town Council had implemented several key projects through Devolution and they include Mambowa nickel shaft water projects , construction of Sebenga Clinic and Makusha ablution facilities. Jaison Javangwe, a resident expressed her appreciation at the acquisition of the fire tender. She said two shops were gutted by fire at Mumvurwi Business Center in January this year. “We had an incident at Mumvuri where two shops were gutted by fire in January and a lot of property was lost. Ndhali villagers told the Minister Environment, Climate and Wildlife, Mangaliso Ndlovu at a meeting on Wednesday that small grains are proving to be worse than maize because they harvest nothing completely because of quail birds. The meeting was an engagement between the Ministry and the community. Also attending the meeting were Masvingo Provincial Affairs Minister, Ezra Chadzamira, District Development Coordinator (DDC) Lovemore Chisema, Chiredzi East Legislator, Siyaki Mundungehama and Chief Tshovani. “You tell us to grow small grain crops but we get nothing because quail birds from Gonarezhou always destroy our crops and we are left with nothing, there is hunger every year caused by these birds,” said Fanuel Chizhombe. Ndlovu said there is funding set aside to control quail birds and he was going to ensure that Chiredzi gets its allocation. “I have heard you. I am sure there is an allocation for the control of quail birds so I will make sure that the problem is solved,” said Ndlovu. It would cause an outcry when the figure got to 21. In 2023 the Midlands Province alone recorded an astounding 45 fatalities and another 13 were killed in January 2024 alone. Under normal circumstances this situation must be declared a national disaster. On Monday, the Environment Management Authority (EMA), Ministry of Mines and Mining Development, mining groups and other stakeholders gathered at a lodge in Shurugwi to create awareness on mining safety and reduce accidents and fatalities. A ministry official who spoke at the workshop blamed haphazard mining systems and the failure to employ qualified mine managers as some key causes of accidents. The officer accused miners of not complying with mining and safety rules. Ministry of Mines Midlands engineer, Joel Musekiwa said miners were too daring and working at old mines like Germany shafts where rocks are loose and poisonous gases are frequently encountered. "Accidents are increasing and we are here to educate you on how to curb this problem. We realise that inexperienced miners are sometimes put at the forefront in underground shafts thereby causing accidents. People come straight from Gokwe where the core business is growing cotton and suddenly they are thrown in the deep end of the mines without any experience. What should you expect? Accidents of course. “Avoid mining in old shafts like Germany shafts, they are now death traps and don't cut off pillars supporting the mine. Gas and loose rocks are also causing fatalities in the mine sector," said Musekiwa. Julio Majera, a mines engineer said that Shurugwi and Mberengwa had the highest fatality rates in the Midlands Province. "During the year 2023 an estimated 45 miners were killed in accidents in the Midlands Province. A further 13 were killed in January 2024 alone. Let us be vigilant when mining especially during the rainy season. Mine owners should take safety measures to the employees to avoid loss of life," said Majera. EMA spokesperson Oswald Ndlovu emphasised the need to do Environment Impact Assessment as this results in well informed decisions. "This year every miner should put their houses in order. Whenever you contract someone to mine on your area make sure they close the pits. It's not EMA's responsibility to close those dumping areas," said Ndlovu. EMA also complained against littering at the mines. "We are witnessing a lot of littering at mine premises. Cleaning up is now compulsory and if you don’t do that the law will punish you," said Ndlovu. Delegates at the workshop complained against the absence of Chinese mining entities and Zimasco. "We had complaints against Zimasco's dumping sites where three children lost their lives. The company should also be here attending this workshop. This is according to a notice released by the Ministry. Masvingo Provincial Medical Director (PMD), Dr Amadeus Shamu confirmed the development to The Mirror. Obstetric fistula is a serious childbirth injury causing a hole in the birth canal that results in abnormal connection between rectum and the vagina. The problem of obstetric fistula in Zimbabwe is so serious that for three campings done at Mashoko in March, September and November last year, a record of 89 women were repaired. Tendai Shayamano, a woman who spoke to The Mirror said the surgical closure of an obstetric fistula is the most effective way to treat the condition. A female medical doctor who preferred anonymity said symptoms of obstetric fistula include flatulence, urinary incontinence, or fecal incontinence, which may be continual or only happen at night, foulsmelling vaginal discharge, irritation or pain in the vagina or surrounding areas and pain during sexual activity among other symptoms. “The Ministry of Health and Child Care with support from partners has a program of free treatment to women with a condition of fistula. The venue for the free treatment is Mashoko Christian Hospital from March 5-16, 2024. “Assist every woman who have such a condition of seepage urine and faeces or those who have child birth injury. They should call for free booking and referral-toll free at 08080231 and get free treatment. Booking is ongoing from 5 pm to 7pm,” reads the notice. This was said by Kwekwe Ward 3 Councillor, Pikurai Msipa at the local authority’s full council meeting held two weeks ago. The local authority is as a result struggling to rid the roads of illegal pirate taxis and collect revenue from designated vendors’ stalls, alleged Msipa. ZANU PF councillor Makomborero edu Mlambo of Ward 8 Amaveni conceded that council was losing revenue but disputed allegations that marshals illegally collecting money from pirate taxis were from his party. Msipa alleged that the marshals move around in Zanu PF regalia and they are controlled by powerful party officials in the Midlands. “The situation is so bad that even the local authority’s marshals take orders from the illegal party marshals. “We are losing revenue as council because there are some people who wear certain party regalia and collect money from transporters in our bus terminus daily. “These people have the power to control our council police officers. Our officers are taking orders from them that is why we are struggling with pirate taxis. “We have pirate taxis for Amaveni and we always see these people wearing a certain party T-shirt collecting money from those pirate taxis operators,” said Msipa. “I beg to differ because there is no one from my party doing that. It’s true that we are losing money and we expect council to do something but this money is not being lost because of people from my party,” he said. Acting Chamber Secretary, Athunas Chidzurira said the only people responsible for collecting revenue are council officials. “We only know of our council officers who collect revenue from our residents and we encourage residents to pay to our officials,” he said. Sources however, told The Mirror that the illegal collection of revenue from the ranks is a corrupt activity that has been going on for many years. She is now the Provincial Director of Education Services, a new post that has just been created in the Ministry of Primary and Secondary Education. She will be the first to occupy the position and she will assist the Provincial Education Director (PED). The promotion is with effect from January 2024. Nyangwe confirmed the development in an interview with The Mirror. “It is true that I have been promoted to the Director of Education Services post and my appointment is with effect from January 2024,” she said. Nyangwe served in Chiredzi District for 21 years as a school head, Schools Inspector and District Schools Inspector. Her landmarks include the construction of the Better Schools Programme of Zimbabwe (BSPZ) Resource Centre in Chiredzi. Nyangwe became Chiredzi Government Primary School head in 2000 and was promoted to Schools Inspector in 2011. In 2014, she moved to Chegutu where she became a DSI. She stayed there for only two years before she was transferred back to Chiredzi to become the substantive DSI. Nyangwe graduated with a Certificate in Education (1984) from United College of Education (Bulawayo). She then obtained a Bachelor of Education (Administration, Planning and Policy studies from Zimbabwe Open University -1997), Masters of Education (Educational Administration, Planning and Policy Studies) from ZOU (2004). Magistrate Judith Zuyu found Sinfree Makhado guilty of two counts of raping a mentally challenged woman and he was slapped with 15 years on each count and will serve an effective 15 years. In his defence Makhado of Munjanja Village, Chief Bota in Zaka told the court that the woman was his girlfriend and she consented to the sex. According to the law a mentally challenged person cannot consent to sex. It is the State case that sometime in November 2022, Makhado had sex with the woman in the fields and on another date he had sex with her in a disused building. The matter came to light when the woman’s young sister found Makhado having sex with the mentally challenged woman in the disused building. The young sister reported the matter to her father who asked the mentally challenged woman who told her father everything about the abuse. This led to the arrest of Makhado. Makhadho in his defence told the court that the two were in love and he was not aware that the woman was mentally challenged. Tanyaradzwa Tinago prosecuted. ALVINA CHIWANIKA MIRROR REPORTER SHURUGWI – An artisanal gold miner died after he was pushed into a 30-metre shaft in one of the many fatal cases of violence that beset illegal mining sites in Zimbabwe. Midlands Police Spokesperson, Inspector Emmanuel Mahoko confirmed the death of Decide Sibanda (36) at Blue Bird Mine Dija, Shurugwi. Allegations are that Sibanda and Marches Ncube were walking around the mine when they saw Prosper Moyo (36) seated under a tree. They asked Moyo what he was still doing at the mine after the owner of the mine had ordered him to leave the mining site. An angry Moyo then allegedly grabbed Sibanda by the collar and pushed him into an open disused shaft. The suspect fled into the darkness after committing the offense. Shurugwi Police is investigating the case. The armed robbers hit Chiredzi Lyonnais on Tuesday and escaped with US$860 and then Chivi Lyonnais on Thursday and got away with US$588. Mahakwa confirmed the incident and said three robbers were seen at the service stations. “Three robbers pounced at Chiredzi service station at around 2.30am on Tuesday. At Chivi they also went away with 2 cellphones, 60 litres of petrol and 40 litres of diesel,” said Mahakwa. Meanwhile cases of armed robbers are on the rise in Chiredzi. This was after Citizens Coalition for Change (CCC) Member of Parliament for Dzivarasekwa, Edwin Mushoriwa brought the the proposed law to Parliament through a Private Members Bill. The Government has already gazetted the bill after it sailed through the lower and upper houses. Zimbabwe last had execution in 2005 and 61 inmates have been on the row since then until Tapiwa Makore’s two murderers were sentenced to death by Judge Justice Munamato Mutevedzi. However, Mushoriwa said the death penalty must be abolished in totality since there is a high risk that future Parliamentarians might re-enact the law because the constitution provide for that. “I am worried that other MPs who might come in the future could re-eanct the law because our constitution has that loophole. So, I hope the death penalty is going to be totally abolished,” said Mushoriwa. The move was lauded by Amnesty International Zimbabwe as the right step towards ending the inhuman punishment. Amnesty International has been opposing the death penalty for a long time without exception because it violates the right to life as proclaimed in the Universal Declaration of Human Rights. South African-based lawyer, Advocate Tererai Rector Mafukidze who is a member of the Johannesburg Bar buttressed Amnesty International Zimbabwe’s position on death penalty and told journalists that the abolishment of the death penalty was overdue as the law is archaic. “The death penalty serves no purpose. The Mirror: Ihwai nekuhwikwa Crime & Court news Page 21 23 - 29 February 2024 www.masvingomirror.com The Masvingo Traffic station has noted with serious concern the vehicle owners who are venturing into Passenger Service Vehicle or Public Service Vehicle business without the necessary permits and insurances as mandated by the Road Motor Transportation Act, Chapter 13:15 in Zimbabwe, as an area of grave distress to the police. The Road Motor Transportation Act is meant to provide for the control of certain form of road transportation and allow proper planning and management of transport operations. In order to operate a Passenger Public Service vehicle in Zimbabwe the Act has some four requirements which need to be fulfilled. The Act also provides with pertinent definitions which have a bearing on the Passenger Public Service vehicle and it may be prudent to have a conversant with the definitions which are as follows: - “passenger transport service” - Passenger transport service means the carriage of passengers, whether for hire or reward or otherwise, in an omnibus; or the carriage of passengers for hire or reward in a metered or unmetered taxicab. “taxicab” means a motor vehicle which has seating accommodation for not more than seven passengers and which is used to carry passengers for hire or reward; “stage carriage service” means a passenger transport service provided by an omnibus which conveys passengers or goods or both at separate fares or tariffs for a journey from one or more points specified in a timetable to one or more common destinations so specified and stops to pick up or set down passengers or goods or both along the line of route. To operate a Passenger Public Service Vehicle is a business like any other business which has to follow some certain procedures and processes in order to start operating legally within the transport business. The following are some of the requirements that have to be fulfilled in order to legally operate a Passenger Public Service Vehicle business: - Operator’s licence Section 8 of the Road Motor Transportation Act requires for an application of an operator’s licence before commencement of Passenger Public Service Vehicle business. In order to apply for an operator’s licence the following requirements are needed for consideration: • Schedule of drivers employed. • Garage Inspection report from Vehicle Inspection Department (VID) • Prescribed fee • Identity Card IT should also be noted that an operator’s licence is issued for a specific service for example, omnibus, tour vehicle, taxi operations or goods and is not transferrable. Route authority Section 12 of the Road Motor Transportation Act requires that a route authority should be applied for hence a route authority is another requirement which is needed for one to operate legally in the Passenger Public Service Vehicle business. The following requirements are also needed for consideration of route authority application: - • Copy of Operator’s Licence • Certificate of Fitness (valid for more than a month) • Passenger and vehicle insurance • Vehicle registration book • For stage carriage service of 120 km or less, a fare. • For stage carriage service of more than 120 km, a fare and timetable are required. • Prescribed fee. • Recommended letter from city/town only for stage carriage within 40 km radius of city/town. It should be also noted that validity of route authority is dependent on the period of the passenger insurance cover. Issue of certificates of fitness Section 31 of the Road Motor Transportation Act requires that a route authority should be applied for hence a route authority is another requirement which is needed for one to operate legally in the Passenger Public Service Vehicle business. The following requirements are also needed for consideration of route authority application: - • A person who wishes to obtain a certificate of fitness for a vehicle shall apply in the prescribed form to any inspecting officer and at the same time shall pay the prescribed fee. • As soon as possible after the receipt of an application for a certificate of fitness, the inspecting officer shall examine the vehicle concerned and, if satisfied that it fulfils such conditions of fitness as may be prescribed, shall issue a certificate of fitness in the prescribed form and manner. • An inspecting officer shall specify in the certificate of fitness the maximum number of passengers and additionally, or alternatively, the maximum mass of goods that is permitted to be conveyed in the vehicle concerned. • A certificate of fitness shall be valid for the period stated therein, not exceeding such period as may be prescribed, and shall expire on the last day of a month. Transport operators who continue to operate without an operator's licence, route authority, certificate of fitness, and passenger insurance are hereby warned that they will face strict penalties and legal consequences. These penalties may include fines, suspension of operating privileges, and even imprisonment in extreme cases. We urge all transport operators in the Masvingo Region to review their compliance with the Road Motor Transportation Act and ensure that they possess all the necessary permits and insurances. The annual event will take place at a local lodge on March 23. The awards which fall into 35 categories are meant to promote and award leadership, service excellence and community service in the border town. Zimborders is a consortium of Zimbabweans, South Africans, international entrepreneurs and financial institutions and experts who were awarded a US$300 million contract to upgrade and modernise Beitbridge Border Post. The awards are organised by Beitbridge Business Expo Association (BBEA) in partnership with the Municipality of Beitbridge. BBEA chairperson and Lanaheil Investments director, Dr Anna Muleya confirmed the development to Two Nations. Priscillar Masuku, an association Provincial Secretary General, stated that they purchased the street lights out of worry for the rise in nighttime crimes. "The donation is intended to transform the community into a smart city, the town's darkness was concerning since it encouraged crime, the town was formerly somewhat gloomy, but as an association, we are a part of it. We felt it appropriate to help to better our town,” said Masuku. The association will continue donating and helping the town, we promise to try our best and share the little that we have with the local authority,’ she added. Speaking at the donation, Gwanda Mayor Councillor Thulani Moyo expressed gratitude to the kind and charitable gesture by the association. “We are grateful for the donations we have received and they are going to go a long way in improving our city status and alleviate crime in the town, this has opened doors for many donations from well-wishers to come through so that we can make this city safe for everyone," said Moyo. Gwanda Municipality receives street lights donations SIMBARASHE MTEMBO MIRROR REPORTER MASVINGO – A consortium of three Non-Governmental Organisations (NGOs) supporting Mwenezi youth through entrepreneurial projects held an expo to link beneficiaries with suppliers and clients last Friday at the Neshuro Better Schools Program building (BSPZ). Junior Achievement Zimbabwe (JAZ), Silveira House and Plan International Zimbabwe are implementing a three year project titled Youth Community Empowerment and Social Coercion. JAZ and Silveira House are the implementing partners while Plan International Zimbabwe funds the project through grants from Plan International that receives funding from the German Federal Ministry for Economic Cooperation for Development. The expo ran under the theme: Propelling Value Chains for Economic Development. Several organisations including leading distributor of farming and agricultural inputs, agrochemical supply and poultry products Eben Hardware, Zb Bank, micro finance institutions, and the International Maize and Wheat Improvement Center (CIMMYT) exhibited their products and services to the youth. Silveira House Projector Coordinator Duduzile Moyo told The Mirror that the expo was meant to give exposure to the youth while creating business linkages with possible suppliers and clients for their products. “Project participants are aged between 15 and 30 and they have been equipped with vocational skills as cosmetology, baking, building, conflict management, and poultry. 60 % of participants are female while males constitute 40 %. We have conducted exchange programs with youth in Chiredzi and Mutare,” she said. JAZ programs coordinator for Masvingo Province and the project coordinator, Aubrey Chimanga said that the project began in May 2021 and ends in May this year. He said participants are less privileged youth from Wards 1, 2, 5, 6, 9 and 18. The youth would pitch their ideas at a boot camp before receiving US$1 000 worth of equipment as starter packs for their businesses. “JAZ trains the youth in entrepreneurship and financial literacy. Over 800 youth have benefitted from the project since its onset. JAZ has taken some of the beneficiaries to platforms as the Zimbabwe International Trade Fair (ZITF) and Zimbabwe Agricultural Show (ZAS). We also tackle policy issues surrounding youth empowerment,” he said. JAZ Project manager, John Kennedy said youth are also able to access a US$1 000 revolving loan to boost their businesses. One of the project beneficiaries, Trish Cindy Sithole is supplying 600 baked buns to Neshuro and Mwenezi on a daily basis. She told The Mirror that she joined the project in 2022 and was taken through a baking course and given equipment worth US$1 000. This will become the first showground for Zimbabwe’s largest border town. BBEA is known for organising such annual events as Beitbridge Business Expo and Beitbridge Corporate and People’s Choice Awards which are also attended by people from across the border in Musina. BBEA chairperson and Lanaheil Investments director, Dr Anna Muleya confirmed the development to Two Nations and said the ground was allocated in January this year. The proposed structure of the ground is that it will have Expo Committee offices, a stadium, a cattle holding pen, ablution facilities and exhibition halls. The showground whose size has not been disclosed to Two Nations will be 5km from the town along the Beitbridge – Bulawayo Road. “The plan is to host this year’s Beitbridge Business Expo at the show ground in July. We are raising funds for the development of the grounds. A Memorandum of Understanding (MOU) was drawn up between us and the Municipality of Beitbridge,” she said. Chipinge Town Council chairman Kingstone Dhlumo confirmed the development in a telephone interview and told Chipinge Times that the appointment is from Tuesday this week. The appointment is done by the Local Government Board. Mutemera has been the eastern border acting town secretary since April 2021. He was among five candidates invited for the interviews and came out best. “I can confirm that James Mutemera who has been acting town secretary has sailed through to substantive position. Council will sit and deliberate on the official communication. The interviews were done and everything is above board. Local Government board has been doing the processes up to February,” he said. It is of great social and economic importance that worship brings to the community and its members a sense of the enduring qualities of life, hope for a doubtful future, and a sense of well-being and health in the midst of trials and illness and danger. Organised worship which includes praise and thanksgiving ,music and song,and the sharing of the Word improves the spirituality of individuals and communities for better.Worship can be the channel through which people's spirituality is made better even in economic dire situations and make church/ worshippers become economically stable. Worship it's when we praise God above everything else and put Him first in our hearts. As it says in Deuteronomy 6:4-5, “The Lord our God, the Lord is one! Economic challenges however increase opportunities for the church to minister to the members who are going through tough times through worship.These economic difficulties may also be catalyst for people to realize their need for Christ and appreciate the willingness of the church to reach out and help them and their spirituality through worship. Regardless of this double standard,the church keeps people grounded, flushing out the burden of life by providing a bedrock of faith and answers to humanity's deepest needs.The role of the church is vital as it fills a void that the church can only can. If a car needs fixing ,it is brought to the mechanic workshop.If someone is sick ,the health centre or hospital is the best place to seek medical attention .The church is where people go if they are in need of a "spiritual fix".God alone is worthy of our worship.(1Chronicles 16:25) People need to have their spiritual, emotional and physical needs met.2 Timothy 3:1 says "But be certain of this, that in the last days times of trouble will come." The spirituality of a community is improved in economic difficulties by worship,when the church show God's love and through economic hardships,the church shines brighter. Many of our religious teachings from our traditions,offer useful correctives to the practices that can improve the spirituality of community in economic difficulties.The pastoral strategy for financial crisis must be used to develop Christians and hence her spirituality.The church has a mandate to recognise the gospel 's message of commitment to and responsibility for others who exists within the context of economic difficulties so as to provide resources and reabsorb. Working together and learning together and sharing love, praying together are all forms of worship that are vital. Economics is not the monopoly of the economist.How a society organizes the economic activity through worship that sustains life will be rooted on beliefs and values of all its members.As a Christian they rather do not work to earn money for social status rather to help neighbours and give glory to God through worship hence improve one's spirituality within a community. The gospel is good news/glad tidings of the good things which God did in Christ, Authorized (King James) Version Romans 10:15 and how shall they preach, except they be sent? as it is written, How beautiful are the feet of them that preach the gospel of peace, and bring glad tidings of good things! In his letter to the Romans the apostle of grace established a fundamental fact that the gospel is about a PERSON who is the Son of God, Jesus Christ our Lord(Rom 1:3). The gospel is good news not BAD or SAD news,contrary to popular opinions and religious beliefs in christendom the gospel is not about hell fire,the wrath of God or the coming judgement. The gospel is a specific,detailed and well collaborated message with its own facts,tenses,charter and commitment. Paul in his letter to the Corinthian church highlighted the three cardinal facts of the gospel(1 Cor 15:3-4),the death,burial and resurrection of Christ,these facts are the basic foundation of the apostolic message. These facts must be painstakingly explained in light of Christ within the framework of the Scriptures, It is in explaining these facts that faith for salvation is birthed as the Scripture says faith cometh by hearing and hearing by the word,the preaching of Christ, Rom 10:17 The good news is not telling people to forsake theirs sins first before they come to Christ(stealing,lying,drinking, prostitution or adultery),the good news is telling people what God DID in Christ FREELY which made forgiveness of sins,reconciliation,the free gift of salvation,life and immortality,the indwelling of the Spirit and justification available to ALL men. We tell people that the death He(Jesus) died was substitutionery in nature(it was our own death)just as the book of Romans states the the wages of sin is death[Rom 6:23],Jesus died for us,with us and as us its called identification,this he did to free humanity from the penalty,power and presence of sin,his death removed the barrier,hostility and enmity that existed between God and man(Rom 5:6-11),he(Jesus)died the Just for the unjust that he might bring us back to God. His death brought PEACE. The death of Jesus was a substitution It was a payment of sins[John 1:29,Mat 26:28,Heb 9:22] It was a reconciliation(Rom 5:10) It was a ransom[Mark 10:45,1 Tim 2:6] Its not what we DO that save us but what was DONE for US,we are only asked to believe and rest in the finished work of Christ as Jesus once told the Jews of his day as he was answering their question. Kudzai Matondo the director of 2-kings entertainment and DTL records confirmed the show to The Mirror. He said ordinary advance tickets are US$5 and US$15 for VIP access. “We are hosting Musa keys at the Caravan Park and we are expecting a huge turnout since this will be his first time performing in the country. “Other artists that will perform on the day include the Chillspot family, rising hip hop crooner Bagga and Masvingo’s own Jungle Loco and D’ Varren. Our first batch of advance tickets sold out and the current batch is found at Booties and Diamond pharmacies,” he said. Masvingo Mayor Aleck Tabe said the hosting of regional and international artists in the Ancient City promotes tourism and uplifts local artists. “This event is going to be an opportunity for our local artists to interact and take notes from internationally established artists. The exhibition was organised by a Great Zimbabwe University (GZU) Law school graduate Angela Maduro and Trinity Charity Foundation co-founder Kudakwashe Mutamachimwe who is the project facilitator. They are carrying out a six-month-long project titled: Engaging men and boys affected by toxic masculinity in promoting and preserving culture through entrepreneurship. Masvingo Urban legislator Martin Mureri was the guest of honor, Masvingo Mayor Aleck Tabe, and representatives from the Ministry of Sports, Recreation, Arts, and Culture, Masvingo Disability Network Chairperson Purazeni Jakata and Disability Amalgamation Community Trust executive director Henry Chivhanga among others attended the exhibition. Mureri applauded the initiative as it is reducing drug and substance abuse, crime rates and delinquent behaviour that most men and youth are indulging in. Maduro said the exhibitors were trained under her project and GZU lecturer in the Department of Technical Education Art and Design Solomon Imbayago was an art tutor during the project implementation. “The project mainly focused on exhibiting fine art. We have 30 project participants but only 14 exhibited. Some of the outstanding exhibitors are Takunda Mashamaire, Lynyale Reason Charuka, and Prowess Chirombo. We also took the opportunity to raise our grievances to the responsible authorities for the establishment of an art gallery,” she said. Maduro held a similar exhibition near Great Zimbabwe Ruins last year at the inception of her project. The club lost the championship after the points were deducted after the 2022/23 season had ended. Club chairperson, Marufu Madhuveko told The Mirror that they are frustrated because ZIFA has failed to address their concerns since petitioning the football governing body in November last year. “We are worried that our issue is yet to be resolved. Our complaint is genuine, and we feel that what our executive did is anti-football. We wrote several letters requesting to discuss our complaint with them but they merely acknowledged receipt of the letters and it ended there. “We even wrote a letter requesting to be referred to an independent board, but they just ignored our request. We wrote letters to the Eastern Region Soccer League (ERSL) and ZIFA Normalization Committee but the processes are taking too long to conclude and quite frustrating. The delay in concluding the matter is affecting our preparations for the upcoming season,” said Madhuveko Chivhu FC finished the ERSL Division 2 league on position one but finished second after ZIFA deducted points. Rusununguko FC benefitted from the deduction and will compete in the ERSL Division 1 league should the matter not be finalized in favour of Chivhu FC. ZIFA Mash East administrator, Rumbidzayi Georgeno Makoni told The Mirror that they received Chivhu FC complaints but referred questions to the league’s Vice-Chairman who could not be reached for a comment by the time of going to press. Sources, however, told The Mirror that the matter will be swept under the carpet alleging that Rusununguko FC paid ZIFA officials to secure a slot in the Division 1 league. “The appeal will not be heard. There are a lot of underhand dealings and this is affecting football. Rusununguko bought its place in the Division 1 league,” said the source. Last season’s unaffiliated teams were Orange View, Auto Beatrice, Kotwa United, and St Lucy. Meanwhile the 2024/25 season ZIFA division two affiliation fee is pegged at US$800 for the 16 team league. THERESA ZIBOWA MIRROR REPORTER CHIKOMBA -- The national schools cadets’ chess championships are currently underway at Liebenberg High School and Runyararo Primary School in Chikomba district. Queens of Chivhu Chess Club coach, Godknows Dembure told The Mirror that the tournament features Under 8, 10, 12 and 14 players. The tournament kicked off yesterday and ends on Sunday. He said the tournament is meant to select players for the national chess team and players for the 2024 cadets’ chess championship and Youth Chess Championship. “We are hosting this years’ national schools cadets’ chess championships to select the national chess players. The championship is an initiative of the Zimbabwe Chess Federation to select the best chess players from the Under 8 to Under 14 categories.
