Except for Bata, most of Gweru’s industrial area is now a ghost town with large companies like Zimasco, ZimAlloys and even the National Railways of Zimbabwe having closed shop in the last two decades. Unemployment rate in the country is estimated at 85%. Bata’s decline is that last episode of the death of Gweru’s once vibrant heavy industry. Gweru and Kwekwe were considered the capital of Zimbabwe’s heavy industry but now they both have none. Bata Country Manager Simon Mutisya confirmed the development to The Mirror in an interview. He said the shoe company is failing to cope with a huge workforce. The workers expressed shock and surprise at the move and said that they were caught unawares with no plans for the future. They also said that there were no retrenchment packages for them even though they had served for up to 10 years each "As you might be aware that some sections of the factory caught fire and might take time to come back on stream. As such some of these sections will be restructured and approximately 10 percent of the workforce ha been affected. "Approximately 106 workers out of 1200 have been retrenched," he said. "We are very disappointed by the development. We weren't notified about the retrenchment and we don’t have plans as we are approaching a festive holiday. " The most worrying thing is that we don't have packages after we worked for more than ten years," said Michael Sibanda. Bata offloads 106 workers Dr Mutumbuka From page 1 GARIKAI MAFIRAKUREVA HARARE - Former Cabinet Minister and a senior employee at the World Bank in the USA has expressed shock at the level of corruption in Zimbabwe after suspected fraudsters, conniving with the Deeds Office in Harare forged documents to his US$140 000 Chisipite house and sold it. The matter is before the courts after Mutumbuka acted just in the nick of time. Justice Webster Nicholas Chinamora who resigned last week following corruption allegations is said to have granted the order for Mutumbuka to vacate his house on a technicality. The order issued on September 18, 2023, instructed Mutumbuka to vacate the house and assist the purported buyer with the necessary paperwork. Mutumbuka then appealed to the Supreme Court. The buyer of the house armed with Chinamora’s order sought for Mutumbuka’s immediate eviction. The High Court however, threw out Marange’s appeal yesterday. Mutumbuka said corruption in Zimbabwe was alarming and added that he was able to save his house so far because he is well known and influential. He felt sorry for poor people who are losing their properties daily with no chance for recourse. He said he met President Mnangagwa and told him that although he is doing a great deal of work for the country, he will not go far if he doesn’t address the problem of corruption. “I met President Emmerson Mnangagwa and I conguratulated him on his achievements, but I told him he will not achieve much if he doesn’t deal with corruption. “I am known that is why I am able to fight my case in the courts. What about those ordinary men and women in the streets who are not known? They easily lose their hard-earned properties to such fraudsters,” said Mutumbuka. He called upon ZRP to investigate the Deeds Office whose officials he allege, collude with fraudsters to produce fake documents and swindle people of their properties. Mutumbuka was the first Minister of Education and Culture Dzingai at independence. The Mirror understands that two men, Prosper Biziweck (43) and Tatenda “Shaft” Wakatama (44) crafted fake documents and sold Mutumbuka’s house to Marange. The duo which worked with officials from the Deeds Registry was arrested and has since appeared before Harare Magistrate Dennis Mungota. Ironically while they were still appearing in Court Marange approached the High Court and Justice Chinamora ordered (Case number HCH 4912/22) Mutumbuka out of the house. The allegations are that on June 22, 2021, the two, together with accomplices Jonah Ngome, Taurai Makata, Peter Chigayo and Kenias Mutyasira who are still at large forged title deeds of house number 90, Harare Drive, Chisipite in Harare which is registered in Mutumbuka’s name to be in Ngome’s name. Before the trial of the alleged fraudsters was finalised at the magistrate’s court, Marange approached the High Court and obtained the order from Justice Chinamora. Chinamora resigned last week after President Emmerson Mnangagwa set up a tribunal to investigate him. There were allegations particularly reported by Newshawks that Chinamora was not being investigated as recommended because he was receiving protection from Mnangagwa. Sources said the Mutumbuka case is probably the one that eventually led to the resignation of the Judge. The alleged fraudsters are set to appear in court on November 29, 2023. The Mirror: Ihwai nekuhwikwa Local news Page 4 24 - 30 November 2023 vwww.masvingomirror.com 071 689 5703 Chipinge Times & Two Nations Editor: Ellen Mlambo Editorial Comment SYDNEY MUBAIWA MIDLANDS BUREAU CHIEF GWERU – The Gweru City 2023 Mayor’s Cheer fund was launched last night at the Mayor’s Parlour and US$4 292, 1 000 Kgs of mealie meal and 40 litres of cooking oil were donated. The Village Lodge donated 100 x 10 Kg of mealie meal. Linda Rose, an individual in the tourism industry, donated 20 × 2 litres of cooking oil. Several companies and individuals donated the money. Mayor Martin Chivhoko said the cheer fund expects to raise US$50,000 to support vulnerable members of society, particularly foster and senior citizen homes. “This Cheer Fund is done to help the vulnerable members of the community. This year, we are targeting to raise goods worth US$50,000. Proceeds of the donations are intended to help in different aspects of their lives, such as bursaries and day-to-day needs. "As the Mayor of Gweru, I kindly make this plea to all of you honourable guests, to help through cash or kind so that we can assist the underprivileged members of society," he said. Some fundraising activities include a golf tournament set for December 2, 2023, followed by a fundraising dinner scheduled for December 8 at Fairmile, a Regency Group Hotel in Gweru. A marathon will take place on December 10. The Mayor's Christmas Cheer Fund is held annually. The targeted beneficiaries include the Jairos Jiri Naran Centre, Mudavanhu Foster Home and others. Gweru mayor launches 2023 Christmas Cheer Fund SYDNEY MUBAIWA MIDLANDS BUREAU KWEKWE – Kwekwe Municipal Council has been dragged to court for discharging raw sewage into Sebakwe, one of the largest rivers in the Midlands Province and a source of water for two major towns. The local authority is being charged for pollution in a case that came before the courts last month. Environmental Management Agency (EMA) District Officer, Daniel Magombedze told The Mirror in an interview that his organization was forced to take the local authority to court after persistent fines and warnings for the discharges that continued since 2019. He said the matter becomes dire considering the cholera epidemic that has hit Zimbabwe. Magombedze said tests have shown that the water from Sebakwe, a river that supplies Kwekwe and Redcliff is contaminated with raw sewage although, Kwekwe Town clerk Lucia Mkandla insisted that the water is safe for human consumption after purification. Also worrying, said Magombedze is that farmers who grow flowers and soya beans for export have been forced to stop after it was realized that the irrigation water they use is contaminated. The Mirror established that more than 30 000 and 20 000 tonnes of beans and flowers respectively have been affected by the disruptions. People living downstream of Sebakwe Dam are also consuming contaminated water, said Magombedze. "Farmers who are into flowers, soya beans and other export crops have been forced to stop as tests conducted indicated that the water they have been using is contaminated," he said. Mkandla confirmed the situation and said the City works are afflicted by illegal gold miners who vandalise pipes and sewerage equipment. “We went for some time without a proper pumping system after it was vandalised by illegal miners. The illegal miners are also targeting water pipes which they break to access water for use in their mining activities," she said. She added that the sewer is also blocked by the miners using soil and other material. "Recently, we issued tickets against Kwekwe City Council and the issue is before the courts. Raw sewer is flowing into Sebakwe river and our samples have proven that the water is contaminated. We resorted to the courts as this situation has not been remedied since 2019. We are left with no option especially during this time when a cholera outbreak has been declared," said Magombedze. HIV is still here The report from National Prevention of Mother to Child Transmission and Pediatric HIV Care and Treatment department under the Ministry of Health and Child Care that more 4 700 Zimbabwean children are born with HIV every year is alarming to say the least. What is more worrisome is that 30% of undiagnosed children eventually die by the age of two years as reported by DR Angela Mushavi, the Department Head, who says, “If you take 100 children born with HIV and parents are not aware, in the first year of life we lose 30 of them. By two years of age, if you do not do anything about it, we lose another third, because of lack of testing and treatment.’’ What this means is that we still have a lot of women who give birth without being tested for HIV first. It is obvious as it is that HIV is still with us and for us to make some headway in this war women should play their crucial part and get tested before getting pregnant so that mitigatory steps can be taken if found to be HIV positive. Every Zimbabwean woman should therefore make serious efforts to know her status before getting pregnant as this is a matter of life and death. For unplanned pregnancies HIV testing before giving birth should be taken as a must. Reduction of HIV transmission mother to child is of paramount importance that cannot be overemphasized if we are to save our children. Children need to be tested early and put on treatment once found to be HIV positive. Breastfeeding HIV positive mothers need to religiously adhere to their treatment regime in order to avoid infecting the baby. The world target is to end AIDS by 2030 which is only some few six years away. At the pace we are going one wonders whether Zimbabweans will play their part and achieve that goal in their own country. Agric exports disrupted as raw sewage runs into Sebakwe Lucia Mkandla.

The Mirror: Ihwai nekuhwikwa Local news Page 6 24 - 30 November 2023 www.masvingomirror.com GARIKAI MAFIRAKUREVA MASVINGO – Legal experts have roundly condemned the lifting of judiciary management at the 103-bed Lees Inn Hotel in Masvingo and called for an immediate investigation of the judiciary manager, Sitshengisiwe Msiza of RJC Executor Services Pvt Limited. Experts who spoke to The Mirror on condition of anonymity said the process leading to an order by Justice Sunsley Zisengwe to lift judiciary management is opaque and fraught with legal and financial inconsistencies. Many of the creditors have since died and it is not mentioned in the files how Msiza dealt with the deceased estates. The lawyers said the most important thing is that the books used by Justice Zisengwe to clear McDowells of its debts are shambolic and the creditors were not involved in the process as is required by the law. They said the situation doesn’t paint a good picture of Msiza as a judiciary manager. Msiza was evasive and and she then stopped picking calls when The Mirror called her for a comment. The Mirror visited Yousher House No. 80 Hughes Street which is given on papers as her current address but was told that the place was vacated two years back. The records at the Master of High Court don’t show how much the creditors were owed. A lot of yearly reports could not be found at the Master of High Court. Reports there start from 2018 but the reports for 2022 and 2023 are also missing. The judiciary management case started in 2013. Msiza’s June 2021 report says she paid creditors ZWL$6, 212, 820.60 and deposited unclaimed ZWL$5,594,868.15 into the General Fund Account at the Master of High Court. She also paid Zimra $1,617,369.20. The report gave a total payment of $13,425,057.40. Lawyers said this money is nothing compared to the US$ that McDowells raked from clients of his pyramid scheme. Some 1 107 creditors lost over US$5 million in the pyramid scheme whose proceeds were used to build Lees Inn Hotel and buy properties in Zimbabwe and in South Africa. Msiza claimed to Justice Zisengwe that MacDowell’s which is owned by Member Chipamba and his wife Linda paid off the creditors and this saw the High Court giving the two back the hotel. “The purpose of judiciary management is to ensure creditors get back what they are owed. The McDowells’ case does not have that as its goal,” said a lawyer. Creditors who received part of their money from McDowells told The Mirror that they just got 30% of what they are owed and this amount was paid at the the rate of US$1 to ZWL$1 using (S.I) 33 of 2019. Most investors decided not follow up on the money after the judiciary manager took advantage of the SI and paid back at the rate of US$1 to ZWL$1 even after the rate had fallen to 1 : 1 000. The bulk of the said deposits are lying idle at the General Fund Account at the Master of the High Court because creditors are allegedly not making claims. Creditors said there was no communication from Msiza and they did not even know where to find her. “The judiciary manager must be investigated and an audit of the books done, because all we know is that the books are in shambols and the rate at which the creditors are said to have been paid is not clear,” said one lawyer. One investor poured in US$870,000 from a family trust and he stands to lose the whole amount. Msiza said she had by March 2019 paid 527 creditors a total of ZWL$2,626,324.33 and a balance of ZWL$5.653.239.14 was expected to be cleared in the next 2 to 3 years. However, in her June 2021 Report, she said the company paid creditors $6, 212,820.60, deposited $5,594,868.15 into the General Fund Account at the Master of the High Court to cater for unclaimed monies and paid Zimra $1,617,369.20. The report gave a total payment of $13,425,057.40. Many analysts are questioning the authenticity of the reports as they grapple to find the rate used because the SI does not provide for that. “We were not consulted and we were only forced to accept 30% of our investments or risk loosing everything. We did not hold any meeting with the company. They were making their own decisions,” said one investor. A legal expert who also spke to The Mirror said the matter could be challenged in court if the creditors were not consulted or were coerced to take take part of their investments. “This matter can be argued in court and I am sure creditors are preparing lawsuits. Lee’s Inn was built out of the proceeds of McDowell’s illegal activities. So, it can be separated from the claims by the creditors. There are a lot of grey areas that need clarification The creditors can sue demanding the reports to be audited. What did the company do with deceased’s estates? Do they have an updated creditors database? Creditors can sue from different angles,” he said. Legal experts call for audit of McDowells books File pic.

The Mirror: Ihwai nekuhwikwa Page 15 24 - 30 November 2023 www.masvingomirror.com Political News THERESA ZIBOWA MIRROR REPORTER CHIKOMBA - Chikomba District Development Coordinator Michael Mariga openly bragged that he was a Zanu PF member after he ejected CCC Ward 12 Councillor Ishmael Maukazuva from a meeting where the full council was creating its subcommittees. After being jeered by Zanu PF councillors and refused an opportunity to read out the procedure of forming committees from the Rural and Urban Councils Act Maukazuva was ejected from the meeting. Mariga bragged after making the ruling in favour of Zanu PF that he indeed belonged to the ruling party. Mariga who chaired the meeting stopped Maukazuva from reading a section of the Urban Councils Act which showed that the procedure followed to set up committees was wrong. “I am a member of Zanu PF, it’s not a secret. Zanu PF won the recent elections and went on to form the Government and this council has majority Zanu PF councilors, so they form the committes,” bragged Mariga after refusing a CCC councilor a chance to argue his case. CCC is on record with complaints against Zanu PF’s conflation with Government. The utterances by Mariga are a brazen and contemptuous breach of the law which bars civil servants from active politics, said an angry CCC councilor as he left the meeting. Mariga gained notoriety in the small transit town when he used his Government allocated vehicle to crash vendors’ tomatoes displayed for sale on the roadside. He later apologized. The act was condemned as showing no empathy to poor unemployed residents who look after their children by vending. Mariga was also once dragged to court on allegations of demanding bribes from an NGO. He was later acquitted in a controversial ruling by Magistrate Sam Chitumwa, a local magistrate. It is however, not clear how the case ended with his employer after he was sent on three months suspension by the Ministry of Local Government and Public Workss During the meeting, Zanu PF councillors repeatedly made threats and insulted opposition councilors and Mariga did nothing to restrain them despite appeals for him to do so. Zanu PF councilors jeered Maukazuva when he tried to read the Rural District Councils Act. Maukazuva was insisting that the committees were formulated illegally. The outcome of the committees was endorsed and this means that the committees will stand for the next six months and only then would the case be reopened if there is still any objection. Maukazuva said it’s a tragedy that the democracy at Chikomba is one where some councilors are not allowed to speak in chambers because of their political parties. “It’s the death of democracy at Chikomba for the DDC to bar some councilors from speaking simply because they don’t belong to his party. How can a civil servant have the audacity to tell councilors that he belongs to a certain political party and he will act in the interest of that party?” said Maukazuva Top civil servant declares he is Zanu PF OFF Zimbabwe’s 2nd most widely read weekly paper (ZAMPS) Contact: Elizabeth Mashiri - +263 77 569 1380 Trevor Nyagura - +263 77 162 5821 Nomatter Mwanyisa - +263 71 481 2740 Advertise with The Mirror Michael Mariga.

The Mirror: Ihwai nekuhwikwa Page 18 24 - 30 November 2023 www.masvingomirror.com BY NOBERT MUZONDO. MUTARE Death by suicide is, at law, a death that comes as a result of non-natural means. On the other hand, the society views the same death as an abomination and most people are heard lamenting the advent of suicide preferring death by natural means which refers to a death that comes as a result of illness and is usually accompanied by hospital cards. Death by either means is a fearsome process that sends nerves to melt at the mention of its visit or when anticipated but pays an inevitable visit to humanity. Life being a one way precious ticket, it is clear that for one to commit suicide and meet with his or her dreaded dying moment he or she must brave himself and prepare for the painful moment. Some even do some researches on how to avoid the pain of separating body and spirit. Either way, this type of death which is self-inflicted is called suicide, usually occurring after one has failed to cope with diverse challenges of life. However, after one has prematurely ended his or her life, the living are left with the burden of carrying the lifeless body of the now deceased from its final moments position such that it undergoes all pathological processes as dictated by the law and also confer it with its burial rites as dictated by the society It is vital to note that the law concerns itself with ruling out foul play at the discovery of the body of the suicide victim whilst the society is mostly concerned with the rites to be conferred upon the body of the now deceased and other related after death traditional rites like "kugova nhumbi"or sharing of the deceased's property. It is believed that those who commit suicide leave no legacy hence the requirement to bury them with all their clothes. In Zimbabwe, the Coroner's Office Act of 2019, requires that a thorough and impartial investigation be carried out to determine the cause of death of one who has committed suicide. The law has to satisfy itself that the now deceased, indeed, met his or her death as a result of suicide. This vital legal requirement leaves no room for stage managed suicide done to cover murder cases. The Coroner's Office Act, 2019, states that any person who is 18 years and above is charged with the duty of reporting any non-natural death to responsible authorities and usually the police is the first port of call. Subsequently there is an invitation by the cops to their cop shop for statement recording and this must be understood in the context of foul play removal and not as a matter of nagging by the same cops. The invitation to the cop shop is a part not liked by many who rather remain numb after discovering the death by suicide than be subjected to questioning by "vana mugara dzakarongwa " meaning the police. However, our African traditional knowledge systems concur with the dictates of the law and encourage people to report to their traditional leaders upon discovering the body of the now deceased .It is said the dead person will be communicating through the discoverer, hence the need to take heed. In addition it haunts one to encounter a dead body and fail to share with others. Once reported, in no time the police will arrive at the scene and cautiously remove the body of the now deceased to the mortuary for post mortem to be done by a pathologist and resultantly a post mortem report indicating the cause of death is produced. The cause of death is usually indicated as death by suicide due to the means used to commit the suicide. For example, the cause of death can be poisoning, severe blood loss due to shooting, suffocation or such other causes. The post mortem results then give relatives of the now deceased the much needed go ahead to lay the body of the now deceased to rest as well as the State to satisfy itself that death was not due to foul play but suicide. In some countries, it is an offence to attempt to commit suicide. One wonders if this is deterrent enough considering that if one decides to commit the abominable act, he will have been in a perceived hopeless situation and punishing him will be tantamount to rekindling the motive to die. Others are of the view that psychotherapy is a good remedy. Usually, what pains mourners is the period of waiting extending from the date of death until the date of burial. Sometimes it takes unnecessarily long with the police taking their time and the pathologist dissecting the body until they are satisfied with the cause of death. During the mourning process of a non-suicidal death, last respects are given to the body of the deceased but if one commits suicide then it’s an abomination. Our Africa traditional religion forbids normal burial rites to be conferred upon the body of one who dies as a result of suicide. As Africans we believe in escorting the spirit of the loved ones through performing night vigils, mournful songs asking God to accept the spirit of the deceased into his Kingdom. The body of the victim of suicide is not allowed to enter into the homestead and there will be no night vigils, last respects or graveside speeches. In some Shona circles they say "kana ukazviuraya tinokurasa sembwa" meaning to say if one commits suicide they will be buried like a dog.. This practice is common in most Zimbabwean societies. If one commits suicide by hanging the traditional leaders and elders within the affected community would order the tree from which the now deceased hanged himself to be cut down and stumps dug out with the roots and all will be set on fire to avoid similar occurrences. However, this practice has its complexities in the event that one hangs himself from the roof of his house, or dies through carbon monoxide inhalation from the exhaust of his car. Some would then sell the car and the house on the basis of the suicidal abomination. The society is usually gripped with fear of death by suicide immediately after the occurrence of the sudden death by suicide. Some people are heard cursing the now deceased body saying that the now deceased was not supposed to be overcome by whatever forces that led to the non-natural death. Despite this unimportant corridor talk, society seems not to concern itself about the causes of suicide. It is worrisome to note that the number of people who decide to end their lives through suicide continues to rise. The adolescents, the youths, the middle aged as well as the elderly continue to add to statistics of those who die as a result of suicide. Even the rich are not spared. After the unceremonious passing on of loved ones life seems to return to normalcy and soon enough people return to their normal chores after suicide had robbed them of their loved ones. Reasons why people do commit suicide are usually known after the death of a loved one. Suicidal notes discovered by the police during their routine body search are common causal pointers, giving hints as to why one decided to end own life. Reported suicide cases reveal a number of causes such as hard economic conditions, terminal illness, neglect by family members, emotional dependence, drug and substance abuse, domestic violence, loss of loved ones, access to lethal weapons as well as poison and the family history of suicides. Economic hardships that our country is going through have led to most people failing to cope with the associated pressures. Most married people are engaged in domestic violence. For example, newspaper headlines were recently made after a Mutare, Bocha Marange couple, both committed suicide by hanging themselves from a tree after a dispute over the size of pot to be used by the now deceased 's wife to prepare sadza. It is said that the now deceased's wife hanged herself after being told by her now deceased husband that the size of pot was big for the available mealie meal. The now deceased wife just slipped into the darkness of the night and hanged herself. After discovering the death of his wife, the man then reported the incident to neighbours but followed suit leaving the society dumb founded with two bodies. One wonders if this type of suicide can be attributed to domestic violence or economic hardships. What appears plausible is the existence of deep rooted domestic violence emanating from economic hardships. People should learn to open up to others rather than allow hopelessness as well as the spirit of worthlessness to take over. Those within their adolescence, a rare suicide prone group, are increasingly adding to death by suicide statistics. Reported cases point to issues to do with emotional addictions towards love affairs which are engaged in by the adolescence discreetly hidden from parents. Once the adolescents test the forbidden fruit, they become emotionally attached to their lovers that if parents or guardians were to discover and have one or two harsh words of restraint, the adolescent would have nothing of it and take some poison or rope to end their own life. Parents or guardians have to be cautious when cautioning this age group to avoid suicide cases. Usually parents adopt a no nonsense approach upon their errand adolescent children. This has to be avoided owing to the different types of media that our children are subjected to. The social media becomes awash with pictures and videos of a primary school child whose body will be lying lifeless in the open before the police arrives. This social media practice of sharing pictures of the dead is contrary to our African culture which forbids children from seeing the dead or coming close to them. Our children emulate what they see and if they see pictures of one who 'died for love ' they too want to emulate that filled with a sense of gratification. Recent headlines which touched many are those of the numbers of suicide cases emanating from the neglected elderly who appear to be competing with the young in prematurely ending their lives. It is a shame that society, both at the individual or collective levels, no longer consider the welfare of the elderly. Most elderly people appear resilient but struggle to maintain a descent upkeep of themselves and their young siblings. To add insult to injury, our sisters and brothers act as if they are human breeding machines when they are in the city or rural areas. After giving or causing birth, the elderly are left to suffer the brunt of economic hardships, neglect and hopelessness until they unceremoniously end their life. Surely, this is avoidable. Drug abuse is becoming rampant across all age groups and due to the dependence syndrome one has to sustain the habit at the same time the mind is affected, ending up in hallucinatory moods that result in one being more inclined to suicidal tendencies. We have to join our hands in the fight against drug and substance abuse as a means to reduce suicides that are drug and substance abuse related. We have heard of very well to do people ending their lives through shooting self with guns, with the Marondera Business man dominating both print and electronic media headlines. The businessman was legally licensed to possess the firearm as a means of protecting his business earnings from thieves and robbers but to the contrary the family of the businessman ended up being robbed of their dear bread winner as a result of access to guns and other lethal weapons. Powers that be must be thorough in their vetting of firearms licence applicants. Though we are not our brother's keeper, knowing some of the causes of suicide is good. Death is feared by many people, therefore overcoming the fear of death takes time. One has to meditate and premeditate and prepare to end one’s own life. We have to take heed of repeated suicidal threats by those facing situations pregnant with suicidal causes and refer would be victims for early psychotherapy. Suicide is an abomination. The abomination of suicide
