MIRROR REPORTER MASVINGO – Government is finally acting on illegal settlers and village heads who have been selling State land with 250 arrested and charged in Masvingo in the last one week alone, The Mirror can reveal. Arrested suspects are spending a night at Masvingo Central Police cells which are packed to the brim before they are taken to court for remand the next day. The action seems to follow a recent strong warning by President Mnangagwa to local authorities that land belongs to the State and anyone who sells it would face the full wrath of the law. The arrests are taking place under ‘Operation Order No to Land Barons’ and the suspects are charged with contravening Section 3 (1) of the Gazetted Land (Consequential Provisions) Act Chapter 20:28 as read with Section 5 occupation of gazetted land without lawful authority. Masvingo Minister of State for Provincial Affairs, Ezra Chadzamira confirmed the operation and said it would run from January 10 - February 9, 2024. Currently most of the arrested suspects are from within the 20km radius of Masvingo Central Business District (CBD). The charged appeared before Magistrate Elizabeth Hanzi and they would get trial dates. Zimbabwe has since 2 000 been bedeviled with illegal settlements particularly in resettlement areas where some chiefs have made thousands selling State land. Just before he died the then Minister of Lands, Retired Air Marshal Perrance Shiri gave notice to all illegal settlers to vacate within seven days but the notice was not followed through after his death. Illegal settlements in Masvingo are seriously threatening Lake Mtirikwi with siltation while in resettlement areas particularly under Headman Musara, people have run out of grazing land. In the cities, land barons have created haphazard settlements with no roads, water or power while many settlements are on wetlands. Chadzamira said those settled in catchment areas, wetlands, grazing land and agriculture land should immediately vacate and properly apply for land when he launched the campaign at his office last Friday. “Illegal settlers have occupied catchment areas, wetlands, grazing land and agriculture land hence affecting productivity and threatening dams and rivers with siltation. If you are illegally settled in the areas mentioned above in Masvingo, you are advised to vacate immediately and follow due procedures in acquiring land,” he warned. Minister of Lands, Agriculture, Fisheries, Water and Rural Development, Dr Anxious Masuka said illegal settlements will not be regularised and those that would have been arrested should relocate when he launched the national operation in Harare recently. “It is a criminal offence, in terms of the Zimbabwe land Commission Act [Chapter 20: 29] and the gazetted Lands (Consequential Provisions Act) [Chapter 20:28], for anyone to occupy state land without lawful authority in the form of a permit, an offer letter or a lease. “Government will not regularise those that settle themselves on State land without procedurally issued tenure documents. The full wrath of the law will be applied in such cases of illegal settlements,” warned Masuka. The private parking company initially raised the fee from ZWL$6 500 to ZWL$7 600 last Wednesday before further increasing to ZWL$8 500 last Friday. The amount was then hiked to ZWL$9 400 on Tuesday. “This notice serves to inform the motoring public that on-street parking tariff in Gweru will be adjusted from ZWL$8 500 to ZWL$ 9 400 per hour with effect from Tuesday 16 January, 2024,” reads part of the City Parking notice. City Parking Public Relations Officer, Francis Mandaza said the hikes have been necessitated by the unstable foreign exchange rates. “These adjustments are characterized by the current prevailing unstable foreign exchange rates and we encourage the motoring public to comply with the parking fees,” he said. Motorists have raised concern over the increments. Some alleged that City Parking is fueling the black market rate in the Midlands capital through its unofficial rates. One driver, Innocent Jaya from Mambo suburb said Gweru City Council and City parking should patch potholes and draw visible parking lines before hiking fees. Council Public Relations Officer, Vimbai Chingwaramuse said the patching of roads in the CBD and road markings will be done once the rainy season is over. “We have been patching all the roads in the Central Business District and marking of parking bays will be carried out once the rainy season is over,” she said. He told Two Nations in an interview that the vulnerable members of society are struggling to pay school fees and feed their families and should therefore be assisted every month. “I want to make the cheer fund a monthly event. I will pay school fees for vulnerable pupils and less privileged families will receive groceries. “When you go shopping every month please keep the less fortunate in mind and donate anything you can to support them. Clothes, food, and even cash donations are welcome,” he said. Last year’s Christmas Cheer Fund initiative raised US$10 000 that benefitted 200 less privileged Gwanda residents. The Mirror: Ihwai nekuhwikwa Page 6 19 - 25 January 2024 www.masvingomirror.com SIMBARASHE MTEMBO MIRROR REPORTER MASVINGO – The Zimbabwe AntiCorruption Commission (ZACC) seized and withheld a Pamushana High School teacher’s vehicle for seven months over a Zimbabwe Revenue Authority (ZIMRA) alleged clerical error. Ironically, ZACC used an undated certificate of seizure to withdraw Hassan Mutodzaniswa’s Nissan Note Reg number AFW 0525 in May 2023 and he approached the courts in December last year to recover the vehicle. The matter is before Masvingo Magistrate Tafadzwa Chikura under MSVPCG 477/ 23. ZACC seized the vehicle after Zimra allegedly mis-captured Mutodzaniswa’s Duty rebate reference number 1928 and captured 1927. Two Zimra Masvingo officers, Pardon Makanda (36) and Robert Jakopo (31) were arrested around the same time for fraud after they allegedly issued out fake rebates. Mutodzaniswa’s duty rebate was issued by the Ministry of Finance and Investment Promotion formerly Ministry of Finance and Economic Development for the duty-free importation of a vehicle entitled to civil servants. He imported a Nissan Note and Zimra conducted an audit in May 2023 when the error was realised. The findings were relayed to ZACC that went on to investigate and seize Mutodzaniswa’s Nissan Note under the pretext that it was fraudulently obtained. ZACC withheld the vehicle for seven months while carrying out investigations and Mutodzaniswa states that he approached the courts after efforts to engage Zimra and ZACC failed. “On the 24th of May the Duty rebate Ref number 1928 was duly issued by the Ministry of Finance. Zimra however mis-captured or for whatever intention captured rebate ref number 1927 as true copy of the original rebate contrary to the true and original rebate ref number 1928. This error originates and emanates from Zimra and has nothing to do with the applicant… “The applicant has explored other alternative remedies trying to engage ZACC and Zimra to no avail. ZACC claims that investigations are still on-going and that the people who made the error have fled to South Africa and do not know when there are going to be completed,” reads part of Mutodzaniswa’s application. Zimra and the Ministry of Finance have written to the court stating that they have no issues with the application. ZACC is insisting that Mutodzaniswa should iron out his issues with Zimra. Mutodzaniswa is seeking an order ordering ZACC to release the vehicle into his custody, that Zimra rectifies the error made on his Duty rebate and that he be barred from making any modifications to the vehicle. The Mirror: Ihwai nekuhwikwa Page 7 19 - 25 January 2024 www.masvingomirror.com The ZRP Masvingo Traffic, has noted with serious concern that buyers and sellers of second hand vehicles are not following the dictates of the law after successfully selling the car. According to Section 13 of the Vehicle Registration and Licencing Act, Chapter 13:14 stipulates that upon sale or other change of ownership of a registered vehicle the person selling or disposing of the vehicle shall not later than fourteen days after such change of ownership notify a registering officer. Section 13(2) penalises a person who contravenes this and is liable to a fine exceeding level 4 or to imprisonment not exceeding 3 months or to both such fine and imprisonment. Section 14 of the same Act, also give duty to the buyer or new owner of second vehicle. The Act states that the new owner of the second vehicle shall not later than fourteen days after the vehicle is acquired by him/her, apply to a registering officer for the change of ownership to be registered. Section 14 (5) (a) of the Act also penalises the new owner and states that a person who contravenes this and is liable to a fine exceeding level 4 or to imprisonment not exceeding 3 months or to both such fine and imprisonment. For new owners of a second vehicle, the following processes have to be followed in order to change ownership: - 1. Police clearance – this is done at CID Vehicle Theft Squad through the Form CVR 4. This form is valid within 14 days. 2. ZIMRA change of ownership and payment of VAT – at ZIMRA you will need original vehicle registration book, police clearance, proof of residence for both the seller and the buyer, National Identity Card for the seller and the buyer, the agreement of sale (if lost then an affidavit signed and stamped by a Commissioner of oaths). One will then be required to pay a Special Excise Duty whose tax depends on the engine capacity and the year of the car. 3. Insurance of the vehicle – you will need to insure the car. 4. The next stop will be the ZIMPOST – to complete the change of ownership of the vehicle. All the following documents will be required: - i. Application Form (CVR 4). ii. Most recent previous owner’s registration book. iii. VAT Certificate issues by ZIMRA after paying a Special Excise Duty. iv. Police clearance/CVR clearly shown on the CVR4 form. v. Copy of Insurance Policy Document. vi. Photocopy of acceptable personal identification in the form of National Identification Card, valid Zimbabwean Driver’s Licence and Zimbabwean passport. vii. Proof of residence in form of electricity bills, bank statements, e.t.c viii. Payment of the application fee. The ceremony took place on Monday in Shurugwi and the 43 km long road rehabilitation is expected to be completed before year end. Mhona told The Mirror in a sideline interview that the scope of the work includes construction, upgrading and widening of the road. “Government has entered into a partnership with a private company, Road Trackers Construction for the rehabilitation of Shurugwi- Mhandamabwe road. The work is expected to be completed before year end,” he said. The pothole infested road links Beitbridge Border Post with Chirundu Border Post and areas in-between as Gweru, Kwekwe, Kadoma, Chegutu, Chinhoyi and Karoi. The long awaited rehabilitation programme comes at a time when Shurugwi residents and motorists have expressed disappointment over the failure by Chinese miners operating in the district for failing to rehabilitate and upgrade roads as part of their Social Corporate Responsibility (CSR). Batanayi School Development Committee (SDC) chairperson, Ezekiel Chamisa confirmed the matter to The Mirror. He added that the school failed to submit its 2024 budget to the District Schools Inspector (DSI) Ronald Muganhu over the matter. “Yes parents withdrew their children from the school and there have been no lessons since Wednesday. We failed to submit our 2024 budget to the DSI last year because of the battles and we approached the DSI to intervene and he is yet to respond to us. The infighting has adversely affected the pass rate and this is the main parents why parents withdrew their children,” he said. Muganhu told The Mirror that the matter is before the Provincial Education Director (PED) Shylatte Mhike who had not responded to questions sent on her WhatsApp by the time of going to Press. School head, Aaron Tarugarira referred questions to Muganhu. Parents who spoke to The Mirror sad the fights between Tarugarira and his deputy Enock Sithole began in 2019. They alleged that Tarugarira sidelines Sithole and appoints other teachers to carry out his tasks. The fights are such that the duo reverses each other’s decisions and influence teachers to undermine the other. “The head doesn’t work well with his deputy. As we speak he is on leave and he left a senior teacher Mutero in charge while Sithole is there. Our pass rate is miserable. We recorded a 22% pass rate in 2022 and it slightly improved to 43% last year. We used to have better pass rates,” said one parent who spoke on condition of anonymity for fear of reprisal on his children. Town Secretary, Engineer Wesley Kauma told The Mirror that they have also written to the Ministry of Finance and Investment Promotion requesting permission to divert ZWL$2, 468 billion from devolutionfunds to the project. A masterplan is an overall land use document which shows policies and strategies regarding how land should be used and how developments should occur looking at future water supplies, road networks, housing, environmental management and transport. The plan should contain aerial photos, illustrations, maps, reports and statistical information to support future planning processes. “CTC adopted the masterplan process by way of a resolution and we have already budgeted US$50 000 towards the preparation of the masterplan. “Preparing a masterplan is an expensive process which requires more than US$50 000 so we have written to Ministry of Finance requesting to use part of our devolution funding towards the project,” he said. He added that the process of coming up with a town masterplan includes engaging consultants, setting up technical teams, trainings, inception workshops, situation analysis, validation and consolidation planning policies and approvals. He told a luncheon organised by his company last Friday and attended by Manicaland Minister of State for Provincial Affairs Misheck Mugadza and chiefs in Mutare that the statistics are giving them sleepless nights. Allied Timbers has more than 10 estates in Manicaland, Midlands and Matabeleland provinces. The company lost 343 ha in Chisengu, 178ha in Gwendigwe, 200ha in Tandai, 67ha in Mutema and 85ha in Nyangui. Nenzou added that equally worrying is that illegal settlers are occupying over 14 000ha in their plantations nationwide. He called upon chiefs and other stakeholders to join hands in preserving plantations and forests. “It is no secret that fire is a thorn in our flesh. In 2023 alone 958ha were damaged by fire. The numbers are giving us sleepless nights as we are losing our timber resource base. In 2021, we acquired fire-fighting equipment to tackle this problem through the Belarus facility-nevertheless this has brought little relief as we are unable to fully respond to outbreaks,” bemoaned Nenzou. Nenzou attributed the veld fires to illegal settlers, hunters and gold panners. “If timber plantations are razed down it also means that there is no timber to talk about. We need you Chiefs to campaign against invasions, fire outbreaks and other social ills like gold panning. We are an organization that values community growth hence we utilise every opportunity to assist communities the best way we can. However, with the rate at which fire is ravaging our forests our aim to promote socio-economic development of communities might be hindered. It is my fervent hope that chiefs, together with the Minister of State will help us protect our plantations because they are our heritage and history,” he said. Mugadza said traditional leaders are strategic partners in ensuring the sustainable management of timber plantations in the province. “We are gathered here because we have one thing in common, the availability of timber plantations in your areas of jurisdiction. Timber is one of the major economic drivers in the country, and especially in Manicaland and it is upon us to support this industry for the economic growth of our nation. “Chiefs have direct contact with villagers and have earned the respect of their subjects. It is on this that traditional leaders should take up the task of educating people on the need to preserve plantations,” he said. Peta consultant, Tabeth Ruvarashe Munyonga told The Mirror that the course has modules covering areas as animal feed formulation, pig production, mushroom farming, fish farming, maize production, small grains farming, horticulture, rabbit farming, goat farming, irrigation systems, green house farming and herbs farming. “The courses run from January to December for US$120. We have experts from various institutions such as SeedCo, Zimtrade, GMB, Farming Equipment Distributors, Ministry of Land, Agriculture, Fisheries and Rural Development, Agronomists and Syngenta Group. “We noticed that most farmers are failing to succeed in the business because they lack knowledge and thus we came up with the training course. Our goal is to get farmers equipped with farming techniques and ideas. We will take you through the farming journey from planting, rearing, marketing and value addition,” she said. The organisation began in 2020 with the thrust of equipping farmers with farming knowledge and new farming techniques. Munyonga said farmers will be given certificates at the end of the course. He told The Mirror that it is his duty to ensure that the fight against cholera is intensified. Mundungehama added that he will work with all stakeholders to ensure that the spread of cholera is stopped. “It is my mandate since my constituency is affected. I will work tirelessly to see that the fight against the disease is won,” said Mundungehama. The donated goods include sugar, beef, cooking oil, salt, washing powder, soap, dish washing liquid, toiletries, cabbages, cups and plates to be used at the camp. Chiredzi East Constituency has recorded the highest number of cholera cases in Chiredzi emanating from areas as Mkwasine and Mapanza. Mundungehama added that he has approached Masvingo Minister of State Ezra Chadzamira to have two boreholes drilled at the camp. “Most of the affected areas do not have adequate water supply. I have approached the Minister of State for a drilling rig and we are expecting to drill two boreholes. School Headmaster, Caxton Mukasvanga told The Mirror that the school has recorded 100 % pass rates since 2012 when he took over. He said the pass rate only fell during the COVID-19 era. “We are proud to record another perfect 100% pass rate. We have five students with 15 points and above. All of them were prefects who led by example. “We are very happy with this commendable achievement in all learning areas. We attribute this success story to God, supportive parents, the Ministry of Primary and Secondary education and the responsible authority. Our students exercised maximum discipline to ensure a positive school tone. We give thanks to all our hardworking teachers and we are expecting to keep on excelling in future,” he said. Mukasvanga said boys outshined girls. Anderson had 43 students (20 males and 19 females) sat for the exams. Malcom Muchenje is the best student scoring 18 points in Accounts, Chemistry, Mathematics and Physics. Chelsea Ncube was the second best student with 17 out of 20 points in Accounts, Business Studies, Computers and Mathematics. Tawona Mugore and Joel Mukwembi scored 15 straight points in Mathematics, Physics and Chemistry. The boarding school currently has an enrollment of 370 students and 30 teachers. It scooped the 2019 the Secretary’s Merit Award for a third time. MIRROR REPORTER MASVINGO- Organiser of the Engaging Men and Boys Affected by Toxic Masculinity in Promoting and Preserving Culture through Entrepreneurship project is engaging schools as the project winds down. The project kicked off on August 30, 2023, with facilitation and sponsorship from the Culture Fund and the European Union (EU) delegate of Zimbabwe. Its lifespan expires in March 2024. Great Zimbabwe University (GZU) Law student, certified civic leaderand Trinity Charity Foundation founder Angela Maduro who is spearheading the project told The Mirror that the project is now targeting schools in peri-urban areas as Nemamwa and a few from Masvingo City. She said they are taking the initiative to the schools with some male artists as sculptors, basket weavers and painters they trained when the program began. “We are taking the project to the next level. We have engaged the artists that we trained and its now time for them to pass on their knowledge to schools pupils around Masvingo,particularly in rural areas. “We held an art exhibition for the artists last year. The project also centred on engaging with artists to discuss the importance of cultural diversity and inclusion as well as introducing them to cultural entrepreneurship. We also engaged in mentorship sessions on how best men and boys can deal with toxic masculine norms,” she said. Maduro is carrying out the project with Kudakwashe Mutemachimwe a computer engineering graduate from Midlands State University (MSU). He is the project’s educator and events facilitator. Nyasha Makandise, another GZU law student is assisting with launching events and engaging with participants. Mutemachimwe said that the thrust of taking the project to schools is to help identify children’s talent at an early age. “Identifying children’s talents in artistic work at an earlier stage is vital as it contributes to societial advancement through creative ideas,” he said. He added that they have a pupil-teacher ratio of 30/1 for its primary and secondary classes. He added that they have recorded 100 % pass rates for their 2021 and 2022 Zimbabwe School Examination Council (Zimsec) A Level candidates. “We have opened another college at Rutenga Business Centre in Mwenezi and enrollment is ongoing. The statistics were released at the official opening of the 2024 Legal Year by Chief Justice Luke Malaba at the Constitutional Court. Matabeleland South recorded 223 cases followed by Bulawayo metropolitan province with 168 cases. Mashonaland West had 151 cases with Harare recording 143 cases. Manicaland had 107 cases with Masvingo recording 81 murders. Mashonaland Central had 63 cases while Mashonaland East had 45 cases. Matabeleland North recorded 23 cases. Midlands Police Spokesperson, Inspector Emmanuel Mahoko attributed the high numbers to illegal gold mining scuffles in a press statement. He said most murders were recorded in gold mining towns as Shurugwi, Kwekwe, Mberengwa, Gokwe, Mvuma, Zvishavane and Gweru. Mahoko said it is because of this background that Midlands Police has continuously issued prohibitions for carrying weapons as machetes, axes, catapults, swords, knives or daggers, knobkerries or any traditional weapons throughout the year. “We are appealing to members of the public to desist from engaging in violence when solving disputes. Murder is now a serious cause for concern in the Midlands as statistics from the JSC indicated that the province recorded the highest number of cases. “May all people in leadership positions talk about the issue whenever they address their subjects to help in reducing the crime. It is critical that all citizens play their part in preventing the crime,” he said. Midlands tops 2023 murder cases THERESA ZIBOWA MIRROR REPORTER MVUMA - Magistrate Constance Mutandwa has sentenced a Chaka Primary School teacher in Chivhu to a month in jail for ordering her students to assault a pupil who failed a Continuous Assessment Learning Activities (CALA) assignment. Magistrate Mutandwa wholly suspended the sentence and ordered Beatrice Chikomba (46) a Grade 7 teacher at the school to pay US$150 to avoid jail time. The assault happened on September 29, 2023, at the school and the pupil sustained a swollen face. Circumstances are that Chikomba ordered her pupils to assault the pupil for failing to properly do a CALA assignment. The pupils used fists and open hands to assault their fellow classmate. The assault stopped after some pupils intervened. Takudzwa Mutyavaviri prosecuted. SYDNEY MUBAIWA MIDLANDS BUREAU GWERU -Regional Magistrate Christopher Maturure has sentenced a Zaka man to 17 years in jail for raping a six-year-old girl. Evans Damba (27) of Veza Village, Chief Nyakunhuwa in Zaka raped the girl (name withheld) while her mother who is a sex worker was bathing. Damba had gone to the house to get the sex worker’s services. The incident happened on November 3, 2023, in Gweru around 7 am. Magistrate Maturure said Damba exposed the girl to Sexually Transmitted Infections (STI) and left her mentally disturbed. A medical report indicated that the girl suffered bruises on her knees and on the anal region with blood stains on her undergarments. Circumstances are that Damba arrived at the woman’s house around 7 am to have sexual intercourse and he found her bathing. He failed to control his sexual desire and grabbed the minor that was playing with friends and dragged her to a nearby bush where he raped her. Damba took the minor to the nearest shopping centre where he dumped her and fled away. The mother traced her daughter and found her at the shopping centre. The minor narrated the ordeal to her mother who alerted community members leading to Damba’s apprehension. A Police report was later filed. MARTIN MULEYA CHIPINGE TIMES REPORTER CHIPINGE – Popular Chipinge illegal money changer Irene Samupinda (33) of Gaza A was robbed of US$6 000 and Police is appealing for information leading to the apprehension of the thieves. Acting Manicaland Police spokesperson Assistant Inspector Wiseman Chinyoka told Chipinge Times that Samupinda also lots a Huawei mobile phone during last Thursday’s robbery. He said two identified male thieves pounced on her around 4: 30pm at Bundu Musika. Circumstances are that Samupinda received a phone call from a woman who identified herself as mai Sigauke. She allegedly told him that she was wanted South African Rands equivalent to US$2 000. “The woman advised Samupinda to drive to Bundu Musika, Gaza and meet her son who would do the transaction on her behalf. Samupinda was in the company of her sister Prudence and sisterin-law Alice Masase. The trio saw a man matching the woman’s description of her son. Samupinda approached him and he began counting money. “Another man approached them and paper sprayed Samupinda. He then took her car keys, unlocked her vehicle and stole money and a Huawei P36 mobile phone and her car keys. The two thieves fled from the scene and proceeded towards Mutipfa bush area,” he said. Samupinda reported the matter to the Police and nothing has been recovered. In an unrelated incident a Karoi based truck driver Tobias Karenga (39) of Aston farm was robbed of US$880 and a mobile phone by four unknown male adults, in Mutare Central Business District (CBD) on Thursday around 3 am. Karenga who is employed by Third Transport parked his truck on Thursday along Railway Street to relieve himself. He disembarked from the vehicle and four men approached him demanding cash and other valuables. They force-marched him back into the truck and took away US$880 and a cellphone. They fled from the scene and no arrests have been made. She said that she survives on piece jobs and is failing to raise school fees for her triplets. “I am a widow. Their father Shepherd Kwangari died in 2010. I survive on piece jobs and am struggling to pay school fees and buy stationery for my children. They did their primary school at St Don Bosco and their fees were paid by the Basic Education Assistance Module (BEAM). “I hope that I can secure scholarships for the two boys and a girl. It is hard raising three children when you are begging,” she said. Club chairperson Fredson Moyo told The Mirror that Mvura’s addition to the ethanol boys’ administration will improve their prospects in the Premier Soccer League (PSL). “I can confirm that we have appointed Mvura as our administrator. We had gone for some time without an administrator after Patience Dube resigned. We believe he is going to fill this gap. “Our team is complete and this will help us move forward smoothly and shape GreenFuel to give us better results,” he said. Team manager Paida Madziro described Mvura as a dedicated team player. Mvura who has had stints with Masvingo Cricket Club and Masvingo Polytechnic Cricket and Netball teams said he is elated to be appointed. He is also an award winning musician. “This post is a great achievement for me since the post needs someone who is dedicated. I am here to tackle all challenges that will come my way,” said Mvura. Mvura holds a diploma in Sports and Administrator from the Institute of Commercial Management UK and a degree in Business Management from the British College of Professional Management. He is a qualified class two referee. Mvura appointed GreenFuel FC Administrator Brandon Mvura.
