Negotiable GARIKAI MAFIRAKUREVA MIRROR REPORTER MASVINGO - Masvingo Criminal Investigation Department (CID) Law and Order has opened a docket against former CCC national organiser Amos Chibaya and spokesperson Gift ‘Ostallos’ Siziba and others who visted stranded villagers evicted from Mushandike near Masvingo. The families were evicted from their homes by Government under Operation Operation No to Land Barons and Illegal Settlements On State Land. The team went to Mushandike to sympathise with victims of the operation, assess their needs with plans to mobilise resources including food and school fees for children. Masvingo Police spokesperson Kudakwashe Dhewa said he is yet to receive the report. Impeccable sources however, told The Mirror that a docket under Case number ER2/24 was opened at Masvingo Central Police Station on March 5, 2024. It is understood that Police want to arrest them under the Maintenance of Peace and Order Act (MOPA). Chibaya scoffed at the planned arrests. He said Police had no case at law and it is acting out of desperation and clutching at straws to victimse the opposition. “This is hogwash. We visited these people at their homesteads. The Maintenance of Peace and Order Act (MOPA) does not apply where you visit people in their homesteads unless it is a rally. It was not a gathering. We were just passing by empathizing with the affected villagers. This is madness. Anyway, we are waiting to hear from them,” said Chibaya. The Maintenance of Peace and Order Act came into effect on November 15, 2019, replacing the Public Order and Security Act of 2002 [Chapter 11:17] (POSA). The Act governs gatherings, processions and public demonstrations The law impacts negatively on the freedoms of assembly and expression in Zimbabwe. The evicted villagers sold their properties for a song to raise money for rentals in neighbouring villages or for transport to their rural areas. One man sold his Mazda B1600 for US$200. The student then confessed to the Police that the suspects had told him that they were into foreign currency exchange but they did not know their way around Masvingo. They asked to see the money he had. He did not realise that they had taken his money away. Gundu and Amidu were arrested and they will be guests at Masvingo Central Police cells tonight before they appear in court tomorrow. Njabulo Ncube who is the president of the Zimbabwe National Editors’ Forum (ZINEF) was appointed co-ordinator of the organisation with immediate effect. Willie Mponda of The Sun in Gweru is the General Secretary while Owen Matava will deputise Takaona. Chipo Gudhe was elected treasurer and there are three committee members namely Flata Kavinga, James Muonwa and Nyasha Marumbe. The elections were conducted by Voluntary Media Council of Zimbabwe (VMCZ) director, Loughty Dube. SANEF chairperson of the community media council sub-committee gave a key-note address and noted the absence of Zimbabwe community newspapers on international platforms. He urged CNAZ to forge a united front. Takaona who is a founder member of CNAZ and an immediate past chairman of the association said the organisation has been cocooned and yet the world is now a global village. “We are far behind and the thrust of this committee is therefore to network and connect. Community publishers must shun petty politics and forge ahead for the good of the sector and readers,” said Takaona in his acceptance speech. We do have a sizeable number of people living with disability in our society yet some of their urgent needs are not considered in many spheres. Coming to construction of infrastructure like houses, offices, business premises and street pavements architects rarely consider the needs and conditions of the disabled. Like any other human being people with disability need to access and use these facilities. Now imagine someone using a wheelchair having to get to an office on the third floor of a multi-storied building that has no lifts. It could even be on the ground floor where there are steps and no ramps. Also problematic are pavements that do not have ramps. Wheelchairs are not meant to go over steps and high places so there is need for constructing buildings, streets and roads in such a way that people living with disability will also be able to use them without having to face a whole lot of challenges. People with disability also face problems when accessing public transport. To get into a bus or train coach you have to climb several steps and after getting inside you will still need to get off at some point. A wheelchair-bound person will have to be literally carried into and off the bus or train coach. Someone on crutches with one leg will also find it very difficult to board a bus or train coach. We therefore appeal to architects to seriously consider the needs of people with disability when making house and office plans. Relevant authorities like government and business owners need to ensure that buildings are user friendly for people with disability. Our society is composed of people who have different physical needs. These have to be considered right from the planning stage in order to make life easier for everyone across the board. CHIBHORANI TALK WITH SEKURU TAURAI II have talked about killing before. I want to talk about killing again and will talk about it again and again because human beings continue to kill each other, different from being killed by natural causes. Human beings are meant to die anyway, but do we really have to kill each other. What I mean to focus on this time is the unfortunate issue of us humans killing each other in wars. So far from day one of human existence we have gone through countless wars where millions and millions of people were killed, injured and maimed while property worth trillions and trillions of Dollars was destroyed. Don’t forget the environment that was also negatively affected, consequently today we have climate change. Of course here in Chibhoraniland we had our own share of wars. Now what I want all of us to seriously take note of here is that wars are extremely expensive before, during and after the unnecessary fighting. There is this stupid notion that says to have peace prepare for war. So before the war countries have to buy or manufacture arms and hire soldiers who will need food, accommodation, transport, salaries and training. During the war more arms and soldiers will be needed. After the war wounded and maimed soldiers need to be cared for. More have to be recruited. A lot of buildings and infrastructure has to be repaired. More arms have to be made or bought. All this costs a lot of money, I mean a lot. Check out the destruction that is taking place in Ukraine and Gaza because of the fighting going on there today. Just to give you a picture of the amount of money that goes into the business of warfare killing and destruction, in 2022 USA, China and Rus- sia were the top three world mili- tary spenders with budgets of US 877, US 292 and US 86 billion Dollars respectively. Ukraine is currently asking USA to give it US $60 billion Dollars for its war against Russia. For one nuclear-powered ballistic missile submarine (SSBN) you will have to fork out 10 to 20 billion US Dollars. For the most expensive military plane ever built go to the US where they have the B-2 Spirit costing US $2.1 Billion. All of this meant to kill and destroy. Now for the past few years Chibhoraniland’s annual budget has been ranging around 4 to 5 billion US Dollars. Imagine what we could do with 20 US billion Dollars in this country, properly used of course. With what China is using in one single year for its military we could easily surpass our 2030 Vision of above middle income status overnight. Let’s say we did not have to fight each other at all, now put together all the money each country in the world is spending on the military and share it around. We would definitely be on the way to a poverty-free world and maybe get rid of most of the diseases that are killing people today. But alas we continue to kill ourselves and destroy our property and infrastructure in stupid and avoidable wars. How is it that when we fail to agree we have to resort to killing each other, often for very trivial reasons? Why don’t we totally ban wars, turn barracks into schools and hospitals, recycle all the military equipment into agricultural or any other non-military items and give all soldiers other jobs. THERESA ZIBOWA MIRROR REPORTER CHIKOMBA – Two people were killed in a head-on accident that occurred at the 44km peg along Chivhu – Harare Road on Sunday. Mashonaland East Police spokesperson Inspector Simon Chazovachii confirmed the accident. Circumstances are that on March 3 Tanyiswa Maxwell (32) was driving a Honda Fit towards Harare with no passengers on board. He tried to overtake another vehicle in front of an oncoming car, a Honda Fit as well. The other vehicle was being driven by Addington Bhiza (37) and this resulted in a head-on collision that saw both cars overturning on the same side of the road. Two passengers died from the vehicle that was coming from Harare; one on the spot and the other on admission at Beatrice Hospital. “Motorists should follow stipulated speed on the particular sections of the road. Drivers should avoid unnecessary overtaking”, said Chazovachii. PRISCA MANYIWA-MASUKU MIRROR REPORTER GOKWE – A man driving a Mazda Premacy and carrying six passengers died on the spot and one of his passengers died on admis- sion to Zhombe Hospital after the vehicle burst a tyre along Gokwe-Kwekwe Road. Midlands Police Spokesperson, Inspector Emmanuel Mahoko confirmed the accident that happened on Monday. Elliott Chuma (36) died on the spot and Watunga George Mkarati (59) died upon admission to hospital. Chuma lost control of the vehicle after the tyre burst after which it veered off the road and overturned several times. The car was travelling from Gokwe to Kwekwe.“Two people died and five others escaped with varying injuries. The accident occurred at the 69km peg along KwekweGokwe road at about 4:30 pm. “We appeal to motorists to exercise due care, diligence and avoid speeding. The issue emerged at a full council meeting that took place at the Civic Center on Thursday. The council heard that residents in areas where water is not being received are paying exorbitantly for a non-supplied commodity. The complaint came from Councillor Makomborero Mlambo of Ward 8. In response, Finance Committee chairperson Alex Senge of Ward 1 said council is rolling out a programme to all affected houses so that functional water metres are installed. The metres will ensure that the local authority will no longer use estimates in billing the houses. “We have sent details of households that are being billed exorbitantly and yet they barely get water. Is it not possible that they can be billed differently because they are being treated equally with those who get water frequently?” asked Mlambo. Senge called upon residents whose water meters are no longer functional to report to council for replacements. “Last year we bought 400 water meters and we are ready to install 200 meters in Amaveni in areas where there is no water supply so that they can be billed accordingly. “We ask those households that are not receiving water to come forward so that we install new meters. Where we run short of metres, the households can buy their own,” said Senge. A Mbizo 15 resident identified as Mai Praise who is affected by the water shortages said, “Council is treating us unfairly because in Mbizo 15 sometimes we get piped water supply once or twice a week during the night only but at the end of the month our bills are similar to those who get water on daily basis. The Finance Committee chair Alex Senge has allayed fears widely held by residents that the local authority no longer accepts ZWL$ for payments. “Nothing has changed in our billing system. We charge in US$ because that is the more stable currency but residents can pay in any other acceptable currency including the ZWL$ using the bank rate of the day. “If your bill for example is US$51, we convert to ZWL$ using the bank rate of the day,” said Senge. Residents and Rate Payers Development Association chairperson Alous Tinarwo Jakopo had expressed concern that the City Council is demanding US$ payments only. “The economic situation in the country right now is tough. Household bills range between US$50 to US$80 and they are not affordable. “As residents representatives, we ask management and our councillors to revisit their decision to pay in US$ and come up with a better arrangement,” said Jakopo. Ward 9 Councillor Juda Chimombo suggested that the local authority embark on an awareness campaign for residents to understand and appreciate the billing system. A female vendor Vongai Dhuro said council should have been considerate of people’s monthly earnings before taking up this initiative. “US dollars are burdensome to some of us considering our monthly earnings, council should have considered that some of us do not have a meaningful monthly income we are mere vendors,” she said. A female councillor Janet Ticharunga said, “Council needs a Public Relations personnel to inform residents about things like this explaining all the new initiatives that the council might introduce in a way that is easier for residents to understand. Without a PR personnel, the councillors should give an informative feedback to the residents in their respective wards telling residents on the advantages of the US$ billing, truly when you pay in US$ there is that US$ bonus component. For example my bill has US$43 but if I pay in United States Dollars I will pay 29US$,” said councillor Ticharunga. Simabvu Shiri, the founder of Spring of Living Waters Ministries faced three counts of assault against Peace Tapfumanei, Takudzwa Dube and Violet Ndhleleni. He was found guilty on one of the charges by Magistrate Cherly Tembo and there was no evidence on the other two. She found him guilty of assaulting Ndhleleni. Tembo suspended three months of the sentence on condition Shiri does not commit a similar offence in the next five years. She also commuted nine months to community service of 315 hours at Mbizo Police Station starting on March 6, 2024. The prophet was convicted on his own plea of guilty. Shiri was exposed when the audio of him assaulting Ndhleleni went viral on social media platforms. The State case is that on February 14, 2024, Shiri invited Ndhleleni together with two other church members identified as Mai Ndlovu and Mai Mutema to his place. Upon arrival, he accused Ndhleleni of gossiping about him with other church members. The complainant tried to explain herself but Pasi’s temper shot and he slapped Ndhleleni on the face and back several times. Ndhleleni was examined at Kwekwe General Hospital. The court agreed that Talent should not visit his mother’s house in Mbizo for the next five years and he should not harass her. “I no longer have peace at my own house because every time he comes he abuses me either physically or emotionally through insults,” said Shorai in her application to the court. The uptake of life policies is low and the figures are taken from the Insurance and Pensions Commision (IPEC) report of 2019. Matsekete was speaking at the Great Zimbabwe University (GZU) Vice Chancellor’s Invitational Public Lecture Series on Friday last week. He also said that apart from funeral policies, there is also a tendency for people to take medical aid which means that they are more cognisant of long life and death. “When you look at statistics, you see that people spend more in medical aid and the reason is they want to live longer but they skip the savings to take care of themselves as they live longer and jump that phase to prepare for death. They want to be well, and they are preparing very well for that then they want to know that they will be buried decently,” said Matsekete. He emphasised the importance of savings from individual level to national level adding that long term savings and insurance are a critical part of sustainable economic development. “We must promote a culture of savings through private or domestic arrangements, broad based aggregated savings arrangements, promoting capital market such as public listings, and the issuance of other securities for specific projects is part of enabling long term savings because then assets that can generate returns are visible and accessible to those that are saving. They can make choices and decisions and can optimise their savings,” said Matsekete. The theme of Matsekete’s presentation was “Long term savings, insurance and infrastructural development of Zimbabwe”. “One of the risks that people will always be aware of is death. In our insurance sector today, in the life premiums when we analyse them, we actually see that there is more funeral premium provision than life which means that we prepare more for this event called death than we do for living longer,” said Matsekete. Insurance and Pensions Commission (IPEC) Public Relations Manager, Lloyd Gumbo said, according to the 2019 IPEC Baseline Survey on Insurance and Pensions Awareness and Uptake, about 76% of the people with insurance, had funeral policies. He attributed it to the defined benefit characteristics of funeral assurance products and that funeral premiums are relatively cheaper compared to life assurance products. “This high uptake of funeral policies could be attributed to the defined benefit characteristics of funeral assurance products where people with valid policies receive services such as bus, hearse, and the actual burial of the deceased. “The other factor could be that funeral premiums are relatively cheaper compared to other life assurance products,” said Gumbo Old Mutual Managing Director-Life Assurance, Rutendo Magorimbo said on the risk side, there is more funeral and short term products rather than savings. Councillors resolved to acquire a small tow truck during a full council meeting held at the Civic Centre recently. Initially the councillors tasked Town Clerk Engineer Edward Mukaratirwa to explore reviewing the terms of the contract it entered with Thunder Run in the first full council meeting held in January. “On towing away fees, the committee raised concern that council was losing revenue by outsourcing towing services. The committee also raised the issue that Thunder Run was benefitting more from towing services by charging exorbitant fees while Council was charging minimal fees on offenders,” reads part of Health, Housing, and Environmental Services committee meeting minutes of January 10, 2024. Thunder Run charges US$100 for towing a clamped vehicle from the CBD to Masvingo City workshop opposite Chitima Market. Council charges US$20 clamping fees and a penalty for the offense committed by the driver. A full council meeting held last Monday at the Civic Centre, however, resolved that council should not outsource towing service and instead purchase its own town truck. “It is hereby resolved that we purchase a small tow truck and management should explore its options for buying the truck,” said Mayor Aleck Tabe. Meanwhile council also proposed a study tour to Harare City Council run Rufaro Stadium as the City is preparing to upgrade Mucheke Stadium. Councillors argued that Mucheke Stadium should be well maintained to host Premier Soccer League (PSL) matches. “Bikita Minerals opted for Gibbo Stadium in Triangle for its PSL matches but Mucheke Stadium is here. We need to upgrade our stadia so that we attract PSL team in the province. I suggest that we conduct a study visit of Rufaro Stadium,” said Ward 10 Councillor Sengerai Manyanga. The cheque was handed over by Old Mutual Zimbabwe Limited Group CEO, Samuel Matsekete at Vice Chancellor’s Invitational Public Lecture Series last Friday where the latter presented a paper on “Long term savings, insurance and infrastructural development of Zimbabwe. The Center’s mandate is to carry out cutting edge research into insurance industry-related issues particularly in the scope of Artificial Intelligence, Fintec and Smart Systems. The Centre will in its research work remain cognizant of Zimbabwe’s problems of poor savings that have become one of the impediments to development. GZU is confident that the center will become one of the best in southern Africa. GZU mooted the project last year and sought partnerships with commerce and industry to build the centre whose budget is US$380,418.81. Old Mutual then made its pledge in February last year. The cheque was handed over to GZU Acting Pro Vice Chancellor for Industrialization, Business Development and Strategic Partnerships, Professor Bernard Chazovachii and Council Chairman Mandivamba Rukuni at the Herbert Chitepo School of Law and Business Sciences. “As we gave our commitment to partner you in such collaborative efforts, I am pleased to officially handover to the University our cheque of US$ 20,000, being seed money to set up the University National Centre of Excellence. “Against this background, we at Old Mutual pledged to work with GZU and indeed other universities to promote research that is targeted at specific areas identified by industry and commerce. We believe this is one way to demonstrate that we respect the role that universities and other Institutions of Higher Learnings (IHLs) play,” said Matsekete. Zanu PF youth chairman Darlington Mandebvu who allegedly became violent after the slight side-swipe was seriously injured after an oncoming vehicle came and hit him while he allegedly stood in the middle of the road. Mandebvu was admitted at Masvingo Provincial Hospital. Another vehicle overturned on the same spot as it allegedly tried to avoid the Zanu PF vehicle which was parked in the middle of the road. The accident happened along Bikita Masvingo Highway near Mutendi Church. Efforts to get a comment from the Police were futile. Maboke however, told The Mirror that he was on his way from his rural home near Nyika in Bikita and the car was being driven by his wife Tariro Maboke and they had one other passenger, Simbarashe Matyei who is Maboke's relative. "At around 8pm, our vehicle sideswiped a Zanu PF vehicle coming from the direction of Masvingo which had encroached into our lane. The vehicle made a u-turn and blocked our vehicle. The occupants who looked drunk disembarked and assaulted my wife, myself and Simbarashe," said Maboke. Efforts to get a comment from Mandebvu were futile. Maboke said as they haggled there was a speeding oncoming vehivle that tried to avoid them and it overturned. Immediately behind it was another vehicle which could not avoid them and it hit the Zanu PF youth chairman. It is suspected that the youth chairman could have suffered broken legs. Maboke's vehicle only suffered a broken rear view mirror although he and his relatives have injuries to their faces after allegedly being assaulted with empty bottles. The damage is estimated at US$10, 000, and destroyed were a library, hostel blocks and other valuables including laptops, furniture, kitchen utensils, refrigerators, beds, blankets, solar panels, stoves, library books, clothes and cellphones. The cause of fire is not yet known but it is suspected that the inferno started from the reception area of the school. The students are currently housed at the remaining buildings and other contingent measures put in place to alleviate their plight include re-connection of WIFI donated by Chirumhanzu South MP Barbra Rwodzi. St Theresa has a student enrolment of 165; 130 female and 35 male. The deputy Minister of Health and Child Care Sleiman Kwidini visited the school last week to assess the damage and he pledged to assist the institution to rebuild the destroyed buildings. “The Ministry is mobilizing resources to reconstruct the buildings as soon as possible. We want continuity for studies by the students,” he said. He urged students who are scheduled to sit for their final examinations next week to remain focused. Minister of State for Provincial Affairs and Devolution, Owen Ncube last week handed over maize grain to help the school. He also called upon the corporate world to assist the school. Masvingo Province Assistant Police spokesperson Assistant Inspector Bright Simbi confirmed the matter to The Mirror. The circumstances are that Misheck Muwandi (41) of Mushagashe Street in Mucheke A left home for fishing along Mucheke River at 7am on February 28, 2024. He did not return home by 8:30pm and his wife Monica Chikava (40) phoned him but his phone was unreachable. A report was made but search parties only found fishing rods, fishing worms and his satchel on the side of a pool along Mucheke River. On Friday Police found Muwandi’s body floating in the river with no visible injuries. The body was taken to Masvingo provincial hospital for postmortem. GZU security guard goes missing, found dead Ass Comm Mbengwa visits Gutu for anti-stock theft campaign SIMBARASHE MTEMBO MIRROR REPORTER GUTU – Police commander Anti-stock theft Committee, Fredrick Mbengwa was in Gutu on Tuesday to meet Chief Gutu born Lawrence Chigariro, headmen and village heads as part of a nationwide campaign against stock theft. The meeting discussed and thrashed out strategies to contain rampant stock theft that is terrorizing farmers. Mbengwa was accompanied by National Police spokesperson, Assistant Commissioner Paul Nyathi and Masvingo East District Commander Chief Superintendent Passmore Nhetekwa and Gutu District Development Coordinator (DDC) Chiedza Tafirei. Among the strategies discussed included the formation of Village AntiStock theft Committees (VASTC) of 10 members each. The committee would carry out patrols during the day and night. The Committee has a right to question any suspicious individuals or search vehicles. Villagers were also told to train their dogs so that they sleep at the cattle pens where they will also be given food from. The villagers were also advised to erect a twine right round their cattle and connect it to tins near bedrooms. Stumbling into the twine would trigger noise on the tins. Every village is required to have a pound master whose duty is to keep an inventory of all stray cattle. Anti-stock theft Police details are also going to be deployed at all tollgates. They also agreed that during branding all cattle should have the phone number of the owner on the brand. Every village must apply for a brand certificate which costs only US$5. Villagers called on Police to have quick reaction teams in case of sightings of the Police. They also asked Police not to come for investigations in uniform. The villagers complained that Police demanded fuel from complainants and some cops work in complicit with stock thieves by issuing fake clearance certificates. Nyathi said they decided to engage traditional leaders because most thefts occur in their areas of jurisdiction and they are the custodians of the national herd and are privy to the problems caused by the thefts. “VASTC has the power to stop suspicious vehicles and search them. We have seen results that these committees are effective especially when its members own cattle. The committee will be charged with conducting day and nighttime patrols, search suspicious vehicles, and individuals, and keep records for all livestock in the village. Fredrick Mbengwa.

Mashonaland East Police Spokesperson, Simon Chazovachiyi told The Mirror that Talent Mudzinge (35) of Featherstone was arrested for raping his daughter (name withheld) aged eight. “We urge the public to quickly report rape cases so that victims can immediately get assistance. Anyone can be a potential abuser of children,” said Chazovachiyi. Mudzinge allegedly told arresting officers that he took Sekuru Mukanya’s advice and raped his daughter. He allegedly said that he had been told to either bed his mother or daughter and he chose the latter. The incident happened last Friday around 2 am. Circumstances are that Mudzinge went into a kitchen where the girl was sleeping with her brother (11). He sent her to go and collect some clothes in his bedroom and followed her into the room. Mudzinge then raped and ordered her to return to the kitchen and not to disclose the matter to anyone. The minor narrated her ordeal to her grandmother in the morning and she in-turn informed one of her children who then accompanied the minor to file a Police report at Featherstone Police Station. Mudzinge was arrested and he told Police details that he consulted a Zhombe sangoma known as Sekuru Mukanya who told him to have sexual intercourse with his mother or daughter to succeed as an artisanal miner. The minor was referred to Chivhu District Hospital to be examined. ALVINA CHIWANIKA MIRROR REPORTER SHURUGWI – A Shurugwi village head who sold stray goats is in court facing stock theft charges. Simbarashe Vhiya (34) of Vhiya Village, Chief Nhema is appearing before Shurugwi Magistrate Sithabile Zungula. It is the State case that 12 goats strayed into his village last year and he misrepresented that the goats belonged to him. He teamed up with Obert Mugazambi and Katazo Mugwira on February 23, 2024, and sold three goats to Tamuka Mabhonga who owns a butchery at Tongogara Business Center. Vhiya purported to be the goats’ owner. The goats were identified as stray by Sivangani Chiwenga, a villager and a Police constabulary who filed a report with the Police. Police recovered the goats from Mabhonga before he had slaughtered them and arrested Vhiya. Sangoma orders miner to bed mother, daughter to succeed Shurugwi village head in court for selling stray goats SIMBARASHE MTEMBO MIRROR REPORTER MASVINGO – A 23-year-old Masvingo man will taste freedom when he turns 47-years old after being sentenced to 25 years in jail for 17 counts of armed robbery and robbery. Tinashe Marufu of Shumba Street in Mucheke was sentenced by Masvingo Magistrate Elizabeth Hanzi on Monday. Magistrate Hanzi initially sentenced him to 36 years in prison and suspended 10 years for good behavior and another year on condition that he restitutes his victims. His co-accused Jacob Enjoyment Banda (36) from Gwanda was sentence to 21 years after he was spared the armed robbery charge only to be slapped with another three year and eight months jail terms for seven other robbery counts he committed alone. He will effectively serve 24 years and eight months in jail. Banda committed his counts on February 23, 2024, at Simbi Steel Makers employee residences. Four counts are for stealing goods valued at US$290 including work suits, jeans, flash drives, shoe polish, mobile phones and solar lamps from four employees. The other three counts are unlawful entries into their houses. Marufu and Banda committed the other 16 joint counts from February 21-25, 2024, in Victoria Range, Clovely, Zimre Park, and Plot 28, Glentor Farm. They stole goods valued at over US$5 000 including mobile phones, laptops, cash, clothes, electronic accessories, The State led by Godknows Mugondo said that the convicts terrorised Victoria Range residents on February 21, 2024, when seven counts of armed robbery and robbery were recorded. One victim, Dzikamai Martin Kazamula of Victoria Range lost US$250, two laptops, two Samsung mobile phones, a wallet, shoes, a jacket and a Wi-Fi router while Herbert Mavhere of Zimre Park lost US$173, a laptop, Samsung M53 mobile, a Sony camera, smart tablet, Samsung J5 mobile, Iphone XS Max, and a power bank. Misheck Diza of Victoria Range lost four laptops, US$12, a Samsung M14 mobile phone, and clothes to the convicts. Tawanda Muzuva of Zimre Park lost an Iphone XS Max mobile phone, and a laptop. It has come to the attention of the police that some vehicle owner are leaving their vehicles along the roads or parking places. It has been noted some cars are left parked at the parking places while the owners are even out of Masvingo. This behaviour is in direct violation of Part 1 of the Roads and Road Traffic (Rules of the Road) Regulations 1974. It is essential for us to understand the significance of this law and the consequences of failing to comply with it. Section 3(2) of these regulations states that no person shall abandon any vehicle on any road or parking place. Sub-section 4 further states that if any vehicle is left on any road or parking place in a position or in conditions or circumstances likely to cause danger to other traffic on such road or parking place, it shall be lawful for a policeman, road d or local authority to remove such a vehicle from such road or parking place to any other place. Sub-section 5 also further states that any policeman may break open any vehicle abandoned on any road or parking place, or any vehicle stopped or left stationary in a dangerous position on any road or parking place for the purpose of removing such vehicle. In the exercise of these powers, the police that no damage which is not necessary for gaining entry or access to such vehicle shall be caused. Also the police shall have to make reasonable arrangements for the custody or protection of the movable contents of such vehicle shall be made. The regulations further stipulates that no policeman shall be liable for any necessary damage caused to any vehicle or damage to or loss of its movable contents as a result of action taken in accordance with subsection (5) above where reasonable arrangements were made for the custody or protection of such movable contents. Sub-section (7) of the regulations further states any vehicle which has been left in the same place on ny road or parking place for a continuous period of ten days shall be deemed, after the expiry of such period, to have been abandoned by the owner thereof and may be removed by, or at the insistence of any policeman, road authority or local authority concerned to any other place. According to sub-section 8 of these regulations stipulates that a policeman, road authority or local authority shall as soon as possible, notify the owner of any vehicle which has been removed in terms of sub-section 7 above, by means of a registered letter of such removal, and, if such policeman, road authority or local authority is satisfied that such owner received such registered letter and he has thereafter failed to claim such vehicle within a period of three months, such vehicle may be offered for sale after fourteen days’ notice of the intention thereof has been given in the Gazette and in a newspaper circulating within the District in which the vehicle is to be sold. Sub-section 9 provides that if a person satisfies a policeman, road authority or local authority that he is the owner, or is acting on behalf of the owner of a vehicle which has been removed in terms of sub-section 7 above, he shall be permitted to take such vehicle from the place to which such vehicle has been removed in terms of sub-section 7, upon payment of any expenses incurred in any necessary inspection of the abandoned vehicle which shall in no case exceed a stipulated amount; where the vehicle has been removed and kept by a local authority such charges as may be prescribed by such local authority.; and where the vehicle has been removed and kept by a policeman or by a road authority or by a local authority, and no charges have been prescribed by such local authority, the expenses incurred in the removal and safe custody of the vehicle and the notification made in terms of sub-section 8 or 10. Sub-section 10 further states that if a policeman, road authority or local authority is unable to trace the owner of a vehicle which has been removed in terms of subsection 7, after taking all reasonable steps to do so, and the owner thereof has failed to remove such vehicle within a period of six months from the date of abandonment thereof, such vehicle may be offered for sale after fourteen days’ notice of the intention thereof has been given in the Gazette and in a newspaper circulating within the District in which the vehicle is to be sold. Sub-section 11 notes that the proceeds of any sale made in terms of subsection 8 or 10 shall be applied first to any expenses incurred in any necessary inspection of the vehicle; where the vehicle has been removed and kept by a local authority to such charges as may be prescribed by such local authority; and where the vehicle has been removed and kept by a local authority and no charges have been prescribed by such local authority to the expenses incurred in any notification made in terms of sub-section 8 or 10 and in the removal, safe custody and sale of such vehicles. Any balance shall then be paid to the owner of such vehicle, subject to his establishing his claim thereto. Provided that, if no claim to such moneys is established within one year from the date of sale of such vehicle, such balance shall, in the case of action having been taken by a policeman, be paid into genera revenue and in the case of a local authority or a road authority, other than the Minister, be forfeited to such authority concerned. Sub-section 12 states that if the proceeds of such sale are not sufficient to meet all the expenses and charges referred to in sub-section 11, the balance of such expenses and charges may be recovered by action in any competent court against the owner of such vehicle. In conclusion, abandoning vehicles can have significant consequences particularly when they are towed away by the police, local authority, or road authority which include financial penalties; obstruction of traffic and safety hazards; aesthetic and environmental impact; legal violation public nuisance; costs of removal and disposal and loss of ownership rights among others. To avoid these consequences, vehicle owners should responsibly dispose of unwanted vehicles through proper channels, such as selling, donating, or recycling, rather abandoning them on public or private property. The national statistics tar- get requires us to reduce crime by 5% of last year’s figure. The station was supposed to reduce crime by 3 cases of last year’s figure but managed to reduce by 16 cases. The station is right on track in reducing the traffic accidents. The number of fatal accidents also decreased by 3 from 5 cases last year to 2 cases the same period this year, thereby reflecting a -60% decrease. The station is quite appreciative of this decrease in fatal accidents. The number of serious accidents decreased by 6 from 11 cases last year to 5 cases same period this year, translating to a positive increase of 33%. The station failed to contain the number of serious accidents. The Station saw the total number of people killed falling from 10 to 2 as compared to the previous year. This was a significant decrease of 80%. The number of people injured decreased too from 27 of last year’s figure to 9 same period this year translating to a 67% decrease. 1.0 Causes of accidents Majority of the accidents were through human error which included speeding, distractions, fatigue, complacency, poor decision making and violations of traffic rules and regulations among others. Mechanical issues such as brake failure, tyre blowouts and engine failure among others also contributed to some of the accidents. Last but not least, some accidents too were caused by animals and as well as negligent pedestrians. 2.0 Conclusion To reduce accidents effectively, a multi-faceted approach is necessary, addressing both human and mechanical factors. Over and above, the Station is appealing for a multi-sectoral approach in order to harness the collective strengths of different sectors to develop comprehensive, synergistic solutions that address the multifaceted nature of traffic accidents and ultimately improve road safety for everyone. Masvingo Traffic is vigorously pursuing this Government policy of trying to reduce road traffic accidents and the thrust by the organisation to reduce the growth of crime through national targets that are set from time to time. The furniture in most public offices including town council are from the colonial time. This was confirmed by the mayor in an exclusive interview with Two Nations. The mayor told Two Nations that the offices have not been renovated since independence. He said he did this to set an example for other landlords in the town so that when he ask them to give their buildings a fresh look, he would be leading by example. He said the mining town desperately needs a new look as buildings are old. "As the new mayor I saw it necessary to work with stakeholders on the mayor's project of modernizing the mining town and its offices. I did not use any money from council but I used donations I got from the business community. I tiled and painted the interior of the offices, removing the Smith regime-built property. "It’s also important for staff to work in a conducive environment hence the renovations. We have installed three air-conditioners in the boardroom and this very necessary in Gwanda where temperatures can soar to unbearable levels," he added. All Municipality offices were painted, tiled and the curtains were replaced with new ones, Two Nations learnt. The mayor went on to urge other offices including the Government to take care of their working places. "I want to urge people in public offices to renovate and remove the old furniture so that we maintain our city," he added. Residents hailed the programme. "We appreciate this project by the mayor. Gwanda needs modernization. It is almost like a rural area," said Zanele Ncube. She however said the new look council offices are modern. "It is exciting that street lights are being renovated, water crisis is now not an issue in the town, we are happy and urges everyone to make sure we work together to maintain these developments," said Dube. Gwanda mayor raises US$10 000 for renovation of council offices GARIKAI MAFIRAKUREVA HARARE-The Zimbabwe Anti-Corruption Commission (ZACC) arrested Wayne Williams and Regis Maburutse (CRB2222-3/24) yesterday at Yagden Engineering Pvt Limited premises over missing thirty-Five motorbikes seized as exhibits by the Zimbabwe Republic Police (ZRP) Criminal Investigations Department (CID) with a selling value of US$87 500 that disappeared from their custody. This was after frantic efforts by Sarpo to engage the police to act on the matter hit a brick wall. He, however, made a formal complaint with the Police citing the Criminal Procedure and Evidence Act, [9:07] Section 58A (1) which stipulates that the exhibits should be returned to the owner within 21 working days from the date of seizure, but the police allegedly showed no interest in the matter. He was left with no choice but to approach ZACC. Williams and Maburutse has since appeared before Harare Magistrate Dennis Mangosi who remanded them out of custody to April 4, 2024 on $100 each. Prosecutor Thomas Chinakira told the court that 35 motorbikes belonging to Chiredzi farmer Tony Renato Sarpo were seized in 2017 after his partners at Yagden Engineering Pvt Limited, Williams and Maburutse reported him for theft of trust property The bikes were seized by CID Harare Commercial Crimes Division and instead of being kept at the Police Station, they were kept at a Yagden warehouse in Chiredzi after the company’s Loss Control manager Solomon Mateta signed an indemnity form. Williams claimed he gave Sarpo US$150 000 from the company but diverted the motorbikes to personal use. Harare Resident Magistrate Ruramai Chitumbura acquitted Sarpo of the charges in March 2023, after he produced the Customs Clearance Certificate for the motorbike kits. The critical project will see Chipinge increasing its water supply from 5 to 10Mega litres. The current demand is 9 Mega litres and this will leave the small agricultural town with excess supply. Chipinge town chairman, Kingstone Dhlumo confirmed the progress in a telephone interview with Chipinge Times and said that the project is 95% complete with the remaining 5% work expected to be complete by end of this month. The project which is being funded by the African Development Bank (ADB) began in October 2022. Chipinge Town Council acting spokesperson, Fungai Mutapati said the completed work includes pump house construction and installation, 500 mm parallel water pipeline laying from the water treatment plant to the Kabanga booster station and installation of air release and scour valves, construction and testing of the Aerodrome water reticulation works, upgrading of water treatment plant through construction of a new clear well and rapid sand filter and town tanks rehabilitation. He said Gaza A sewer reticulation works, communal septic tank and soak away construction is ongoing and the rehabilitation of existing filter unit has not yet been started. “Council is supplying 5 mega litres per day against the demand of 9 mega litres. Upon completion of this project, we will be able to supply 10 mega litres per day and this will address the water woes,” said Mutapati. The project will benefit about 35 000 Chipinge residents. Chipinge has perennial water problems with high density areas going for days without tap water. ELLEN MLAMBO CHIPINGE TIMES REPORTER CHIPINGE- Chipinge Chamber of Small to Medium Enterprises (SMEs) which is concerned by the lack of operating space for its members will soon approach council with plans to build a mall. Chipinge district Chamber of SMEs chairperson, Violet Banda said a few of her organisation’s members own buildings and the rest are renting and the space is not adequate. As a result her organisation has resolved to approach Chipinge Town Council for land where they plan to build a mall. Banda said that the project will be undertaken by the whole group. The land will be acquired on a Built-Operate and Transfer (BOT) arrangement. “As Chipinge SMEs, we have no operating space and we are planning to engage the local authority for a stand where we can put up a mall on a BOT arrangement. Most of the SMEs are renting premises or space, paying exorbitant rentals which is not conducive considering the profits they realise,” she said. Banda said a similar arrangement was done in Chiredzi and they are likely to go for a similar arrangement. Chipinge Chamber of SMEs has a membership of plus or minus 100 people. "It is not so among you, but whoever wishes to become great among you shall be your servant, and whoever wishes to be first among you shall be your slave." (Matthew 20:26-27) Thousands of books have been written on leadership,but few on servanthood. This theological Reflection seeks to highlight how prophets/pastors of yesteryear and those of today theologically coorelate and how they serve their ministries & congregations .,focusing on how their theology calls for participation in their various religious faith. Jesus says that servanthood is what makes a person great, and that no one can become great without it! What is a servant? A servant is one who lives to benefit another person—they sacrifice for someone else's joy or fulfillment. Sacrifice is the only status symbol in the kingdom of God. Everyone in Chuch or parachurch ministries wants to lead ,no one wants to be a servant. Real workers of Gods word are faithful to their ministry.They are truly servants who finish their tasks ,fulfill their responsibilities,keep their promises ,and complete their commitments. Servant leaders must not only teach, but exemplify servitude to those around them.Ministers of religion have their roots traced back from time immemorial and their theological discourse put to test even today. Servanthood leadership which is barren of the following principles is disastrous:- listening, empathy, healing, awareness, persuasion, conceptualization, foresight, stewardship, commitment to the growth of people, and building community. Are our contemporary prophets able to act like Amos in Amos 2:6-16 (Judgment Oracles against Israel)when in this oracle Amos points out the wrongs Israel is committing... including wrongs of idolatry,selling men and women for money and a pair of sandals.Are there still real servants of God who speak and rebuke even the elites and respect the innocent poor citizens and parishioners. What type of message is being preached in todays Churches?How many are being spiritually uplifted as prophets minister ?.Do the experiences of today still provide a foundational resource for christian theology.? Is scripture still relevant in churches of today.? Why scripture, ?..cause it is a norm in the theology of the community of faith,and so any theological preaching that claims to be Christian and Godly must maintain close and positive relations with the Bible. The Bible has the basic expressions of Christian faith.It is in light of the Bible that the Christian community can distinguish between appropriate manifestations of the faith(orthodox) from inappropriate manifestations (heresy) within the church. Theology in this reflections basically deals with God.The etymology of the word Theology is from the Greek word Theos ,which means God Thea,means Goddess and logos,word , knowledge or science.In this analysis theology can be said to be at the service of faith.and it is in light of this that I addreess the contemporary works of servants of God with special reference to prophets. Theology just like faith is a phenomenon of religion.With this in mind what is the role of our prophets today.? What theological view do they hold and uphold in our societies?.and what is their view of relation of faith to theology? As prophets mushrooming in every corner and space of our towns and cities with rural areas not spared,are we able to state issues in different situations or contexts relevant to their doing theology Thus ,Prophets should be theological minded too hence in turn are at the service of the church or faith community or the kingdom of God .As prophets, do their ministerial work uphold religion at all times?.Its vital to do so all the times as religion is a worldview which people develop to give a coherent interpretation of life ,that will sustain the social and personal order within which people of a given society are living when they pass through such experiences as suffering, sickness,deaths,success,joy,etc(Kauffm an1972:29-31) The prophets tracing back to the Eighth century era (Amos ,Hosea, Isaiah and Micah) formed an intergral part of the society.Prophets are individuals who speak from their experience of the suffering people or peasantry if we note the 8 the century prophets.Today do we have such prophets who stand up to address societal challenges?Do our prophets speak on behalf of the poor "peasants" who doesn't even have land to farm and use as farming ..? Peasants in this analysis refers to rural folk whose livehood is dependant on subsistence farming but are robbed of the little they earn through prophetic declarations and seeding but without taking their silent voices to the light of freedom. Practical theology involves creative proposals for what Christians witness of faith should become in order to create a more loving ,just and peaceful word. Most societies now experience challenges with discerning prophetic voices from our phophets of today which lacks addressing real life issues and its anormalies.Its a web of complexities with the poor being milked everyday rendering them prophetical rich but possessional poor and bankrupt. God himself is the source of power ,the ruler or king."I am the Lord your God ,who brought you out of Egypt,out of the land of slavery" (Exodus 20:2)So the question continues as to why prophets of today act more than they have more power than God himself with some even comparing their prophetic absurb powers to God.In most communities across the nation , because of the serious greedness of , the ruling class, peasants/ poor almost always live on the edge of subsistence with no voice from prophets to speak against evil. We serve God by serving others.According to Mark 10:43,he says that "Whoever wants to be great must become a servant."The world defines greatness in terms of power,possessions,prestige,and position.In todays society and church circles the me- first mentality is now a disastrous syndrome."You can tell what they are by what they do."(Matthew 7:16) With all this happening one asks if historical theology matters in prophetic ministries!.Why historical theology,because it asks questions about the meaning the Christian tradition had for human living in the past.Including within it biblical foundations of the Christian tradition.And further seeks to enrich life of today by demonstrating continuing viability of past insights by showing where and to what extent we need to go beyond past understanding of Christian faith. Jesus himself was humble and always assisted the poor and the needy.His demonstration of power and healing was permanent and never a show up to any one.As todays man of cloth and prophets jossle for too much authority and high class of life and riches,Jesus however measured greatness in terms of service not status.God determines your greatness by how many people or congregants you serve ,not how many people or parishioners serve you. The gospel must be defined within the parameters of God's word, The gospel is not a rumor or hearsay of something God wishes or is about to DO,it is good news too good to believe,too good to be true..It sounds like an exaggeration from God... Paul in his letter to the church at Rome defines the gospel as the promise of God fulfilled in Christ through his resurrection(Romans 1:2:4,16) What was the promise? That God will justify the ungodly(both Jews and Gentiles) through faith in Christ(Rom 4:4-5) Paul puts it this way in the book of Galatians, What’s more,the Scriptures looked forward to this time when God would declare the Gentiles to be righteous because of their faith. God proclaimed this good news to Abraham long ago when he said, “All nations will be blessed through you.” This was the promise given to the patriarch Abraham, Genesis 12:1-2,15vs6 Justification by faith alone in Christ The gospel reveals the beautifulness of God's character who declares righteous the ungodly on the basis of faith in Christ alone... The gospel is good/merry news not bad news,the gospel answers an ancient question which perplexed Job, 4 How then can man be justified with God? or how can he be clean that is born of a woman? Jesus is God's final solution to man having a right standing and relationship with God.. The gospel reveals the righteousness of God which is by faith in Christ Jesus, Rom 3:22-24.. Any gospel that accuses and brings condemnation towards man is another gospel.... Jesus took our punishment in his physical body He was condemned on behalf of humanity Isaiah captures these intricate details by the Spirit of revelation and wrote them down for our (LEARNING),he thus wrote, Isaiah 53:4-5 Surely he hath borne our griefs, and carried our sorrows: yet we did esteem him stricken, smitten of God, and afflicted. 5 But he was wounded for our transgressions, he was bruised for our iniquities: the chastisement of our peace was upon him; and with his stripes we are healed. Paul summarized what Isaiah spoke in prophecy, 2 Corinthians 5:21 21 For he hath made him to be sin for us, who knew no sin; that we might be made the righteousness of God in him. These are mind boggling details of our redemption realities in Christ that requires faith and removal of veils on people's faces for them to see clearly and fully understand God's wisdom in salvation.. Paul went further than Isaiah, Isaiah said,Jesus bore our sins and took the punishment we rightly deserved as our substitute.. Paul said Jesus who never knew sin was MADE SIN FOR US...wow glory,these truths sounds like a fictitious novel narrative or marvel script... This is the extraordinary, wonderful,working grace of God written and demonstrated in Christ His outrageous love verbalized in the sacrifice of his Son.... Jeremiah captured the goodness of the gospel well in prophecy in his explanation of the gospel truths contained in the new covenant, Jeremiah 31:34 34 And they shall teach no more every man his neighbour, and every man his brother, saying, Know the Lord: for they shall all know me, from the least of them unto the greatest of them, saith the Lord: for I will forgive their iniquity, and I will remember their sin no more God forgave all our sins in Christ, He doesn't remember our sins anymore forever Hebrews 8:12 This is the good news we were ordained to preach to all nations for the obedience of the faith... The gospel does not remind man of sins neither does it record them The gospel is not a fault finding machine. It announces the forgiveness of sins The gospel is not man coming to God rather the gospel is God coming to man in Christ... In the gospel of John Jesus said I am come that ye might have life and be abundant.... John 10:10,28 He came to give us his life hence the gospel is not man giving his life to Christ(a dead man needs resurrection,he is dead and bankrupt of life,therefore he cannot be in a position to give his life to Christ.... HOW????? )... The gospel says, Christ came Christ gave all He become a man laying aside his glory,Godly status,position,rights and privileges and become a servant to save us.. The humility and wisdom of God revealed in Christ... The gospel is not about what man must do to be forgiven,accepted,blessed,fav ored or to have a right standing and relationship with God,the gospel is about what Jesus did which sets man on the winning and advantaged side... To remind people of their sins is to speak lightly of the sacrifice of Jesus To preach condemnation is to undermine the the legality of the resurrection of Christ which is the basis of justification. To preach the gospel that has conditions IFS AND BUTS is to bring people back to the bondage of the law and legalism... The proof that one has clearly heard the right gospel is that it must left him/her seeing Jesus alone and what he did... If it reminds people of their sins and make them feel guilty and condemned it means they did not hear the good news which is over the top good news.. Nyabinde’s son Agga confirmed the programme to The Mirror. The 380-page book on Nyabinde was written by Munyaradzi Huni. The book launch could not take place last year because of Nyabinde’s illness. Agga said that the memorial service will be held at Nyabinde, popularly known as the headmaster’s house at Number 1096/16 Mbizo while the mini -jazz festival will take place at Gulez Gardens in Kwekwe. Artists like Kireni Zulu, Agga and Albert Nyabinde, Steve Makoni, Victor Kunonga among others will be performing. Nyabinde who became visually impaired died at the age of 68 in December last year after a long battle with diabetes. Senior Government officials are expected at the memorial. Nyabinde was born on March 10, 1955 in Mutare. He trained at Mutare Teachers’ College and worked as a teacher and headmaster before he retired. He ventured into the music industry and formed the Savannah Drive Band which plays Afro Jazz. She told the crowd at the opening of a five-night run for “The Celebration Tour” in Los Angeles that her doctor, Dr. David Agus, and more of her medical team were in the audience. “It was a strange thing to finally not feel like I was in control,” she said of the bacterial infection that landed her in the ICU last July. Ratidzo Tomu (50) who was disabled in 1999 due to an accident completed the 10km CBZ wheelchair race held at the Old Georgian Athletics Club in Harare on Sunday. She came second in a competition where participants were drawn from all CBZ branches, Police, and the army. Tomu who has won medals before earned herself US$300 and a silver medal. Tomu who was voted the 2017 Sportswoman with Disability of the year was over the moon as this achievement would see her participate in the regional competitions in Victoria Falls in June. She however, said that her biggest problem in previous competitions was to get money to register for the racing competition and transport to travel to the venues. “I am happy to win the CBZ wheelchair race. This means l will now proceed for regional competitions to be held in Victoria Falls in June. I am however, appealing to well-wishers to help me with registration fees for all future wheelchair competitions to be held this year. I always fail to attend these competitions due to financial constraints,” said Tomu. The 1999 an accident caused a spinal cord injury on Tomu. Some of the races that Tomu won are the 21km regional race in Botswana where she snatched a gold medal, the International OCC 21km marathon race held in South Africa in 2022 where she also got a gold. She won the same race in 2016 and 2017. Tomu is also talented in sewing and her specialty are bridal hats and clothes. She however, is currently not sewing as she rents a single room with no electricity.
