GARIKAI MAFIRAKUREVA HARARE – The chances of five British investors that former Minister of Information Monica Mutsvangwa said were coming to invest US$5 billion in Zimbabwe last year are next to zero, according to investigations carried out by The Mirror. Mutsvangwa announced during a postCabinet briefing on August 21, 2023, that Government secured investment from five British companies namely Clear Mobitel, Newbridge Resources, Better Energy Company, Financial Markets Indaba and Private Infrastructure Development Group (PIDG). The investments were allegedly secured when Mnangagwa went to the coronation of King Charles. This week The Mirror called Mutsvangwa who is now the Minister of Women Affairs, Community, Small and Medium Enterprisesand she said that she no longer had authority to speak on the matter and she referred questions to the Minister of Information, Publicity and Broadcasting Services Jenfan Muswere. Muswere could not be reached for a comment by the time of going to Press. Zanu PF director for information, Farai Marapira could not deny the matter and said not all investments come to fruition. He insisted that there was a lot of investments that were coming into Zimbabwe. “It is undeniable that investment is pouring into Zimbabwe after engagements and re-engagements by the new dispensation. It is, however, not all investments that come to fruition,” said Marapira. The Mirror gleaned information about the said companies and established that they were unregistered, dormant or dissolved. Opposition leader, Nelson Chamisa described the announcement by Mutsvangwa last year as a lie and cheap propaganda for elections. He said Zimbabwe has lost moral values and it has always been untrue that there are investors eyeing Zimbabwe. “It is known that no company would want to invest in Zimbabwe because the country has no rule of law,” said Chamisa. The Mirror established that Clear Mobitel Ltd’s (Company No. 07067025) has two directors, Harpal Mann and David Holder and it has a balance sheet as at August 31, 2022, with Cash at Bank and Cash in Hand of £1. Mutsvangwa said Clear Mobitel was going to connect a 5G network across Zimbabwe, invest in health and education technology and areas of financial technology (FinTech). Newbridge Resources Limited was incorporated on November 25, 2016, (Co. No.10497680) and its sole director is 93-year-old Barbara Kahan. Its address is Vantage House, East Terrace Business Park, Euxton Lane, Euxton, Lancashire, United Kingdom, PR7 6TB. The company was dissolved on January 2, 2018. Mutsvangwa said Newbridge expressed interest in a remote sensing project, through which collection of information about the Earth can be done from a distance. Meanwhile, there is no company registered in the UK as Better Energy Company as Mutsvangwa claimed because it was dissolved on August 19, 2023, a few days before Zimbabwe’s general elections. Mutsvangwa said Better Energy wanted to invest in a massive 1 000MW solar energy project and the construction of housing and conference centres, mining, and other infrastructures. Financial Technology (FinTech) and Financial Markets Indaba could not be found on the list of registered companies in the UK. Monica Mutsvangwa.

The Mirror: Ihwai nekuhwikwa Page 6 31 May - 06 June 2024 www.masvingomirror.com Chibhorani Talk With Sekuru Taurai The road from Willowgate is still open Corruption continuous to be one of the most debilitating challenges facing Zimbabwe and there is no imminent end in sight. In the last 5 years the country has lost US$9 billion to corruption at the rate of US$1.8 billion per annum. At the current national budget levels this amount could have been enough for at least two years. This is an example of how bad the situation is. Zimbabwe finds itself among countries that have the highest levels of corruption with Transparency International placing it at number 152 out of 180 countries worldwide. Although the adoption of the National Anti-Corruption Strategy 2020-2024 and the establishment of the Zimbabwe AntiCorruption Commission (Zacc) give the picture of a government that is trying to fight corruption the Commission has so far recovered only US$100 million in assets of looted funds. The first serious corruption wakeup call came with the Willowgate Scandal of 1988-89 when government ministers abused their official positions and enriched themselves by buying and selling cars at exorbitant prices when new cars were then a scarce commodity. From then on corruption slowly but surely became endemic and is now a full blown cancer that is milking the country. One of the major problems here is that the seed of corruption was allowed to germinate in Zimbabwe and after germination it was nurtured as government officials turned a blind eye because they were and still are involved in corrupt activities. Here it is the poor who continue to suffer due to high levels of unemployment and poor service delivery. The poor continue to get poorer while the corruptly rich become richer and richer. It is therefore critical for the government and everyone else to make more fruitful efforts that can lift the nation out of corruption. It is clear that what we have been doing so far is not bearing significant results because as it is corruption is actually getting worse in the country. The road from Willowgate is still wide open and too many Zimbabweans are frequently travelling on it and if things continue as they are we can certainly kiss Vision 2030 goodbye. Mastering the Master Plan in Chibhoraniland CHIBHORANI TALK WITH SEKURU TAURAI These cool days in Chibhoraniland it is master plans here, master plans there and master plans everywhere. Master plan season when I am hearing of urban and district councils going through the process of coming up with urban and district master plans. Well, it is not so difficult to come up with a master plan. You can just hire professional planners to walk you through the process. They will look at your weaknesses and strength, what you have and what you don’t have, what you did and what you didn’t do while consulting a few stakeholders and finally give you some advice on what you should actually do and not do and there you are, master plan in place! You then have to reward them for their efforts of course, mind you these consultants don’t come cheap, and off they go their wallets fat leaving you with a very, very nice document. A good master plan will of course need to be realistic, able to help you solve your problems and should leave you living a more comfortable life during and after implementation. The main question here then is, what are you going to do with the nice master plan document? You see to succeed with your master plan you have to master the technic of master plan implementation. First of all the process of putting together a master plan exposes your weaknesses, kuita kufukura hapwa chaiko as the master plan maker will show you and the world where you are doing it all wrong while of course patting you on the back for the few good things you would have done. So you got to be ready to swallow your pride, apologise and promise to do better. The big BUT however is that this is not enough because you will still need to go on and implement the master plan otherwise the nice master plan document will just be there to gather dust on the shelve or remain hidden in the darkness of a filing cabinet, thus keeping beneficiaries standing in square one. We are soon going to see a lot of beautiful master plans being thrown around all over Chibhoraniland giving us hope as we journey towards Vision 2030. Now implementing a master plan is not a walk in the park. You will need adequate human, financial and material resources. To all this please add commitment and transparency. This is where we usually get it wrong and fail dismally when master plan implementers are just not committed to their work. Then they wouldn’t care if garbage is not collected, roads are not repaired, health services are not provided, kids have to walk 20 kilometres to school and a host of other unsolved challenges. To that add inefficiency and corruption when allotted resources are abused, misused, diverted, converted and heaven knows what other evil practice. In the end the master plan comes to naught as the deflated progress balloon comes down to land on the ground leaving the people of Chibhoraniland walloping in worse poverty. So after planning let us see some serious implementation of the master plans. With all its material and human resources Chibhoraniland should have landed the Above Middle Income status way before countries like Botswana and Namibia but unfortunately we have been making poor master plans that fail and failing to implement the good ones. Please let’s do better with our master plans this time around. Ndini venyu Sekuru Taurai vanotaurisa nezvimwe zvisingasitaurwi. From page1 ZEC runs an advertising budget of over US$15 million every harmonised elec- tion and the adverts are flighted on ra- dio, TV, digital and print newspapers. In 2023 the electoral body cancelled adverts to all community newspapers without giving any reason. Takaona, a former Commissioner with the Zimbabwe Media Commission said in a statement that recent reports in News Hawks of a local businessman receiving US$40 million from ZEC after allegedly inflating tenders by 265% have raised eyebrows. “If this report is true, it points to corruption and abuse of office detri- mental to many facets of the economy including the media sector,” said Takaona.Election adverts have in the last two decades provided a critical lifeline to community newspapers fol- lowing an arrangement by the Ministry of Information, the Zimbabwe Media Commission under the then CEO Tafa- taona Mahoso and ZEC to support the fledgling sector with revenue from the election body, said Takaona. Income from election adverts enabled community newspapers to retool, recapitalise and expand their operations because it is quite substantial, he said. The cancellation of adverts saw a large number of community newspapers folding, retrenching or scaling down operations, he added. Takaona called on the Ministry of Information, ZMC, ZEC and media stakeholders to come together and come out with a clear, transparent, fair and progressive policy on the alloca- tion of ZEC adverts. He said the pillars of the State including the executive, judiciary and legislature can only be strong if the Fourth Estate is strong. He called for the building of a strong media sector in Zimbabwe. The committee fears that if government does not provide funds for transportation of the grain before month end, the grain will be taken back by the Grain Marketing Board (GMB). Speaking to The Mirror on the sidelines of the drought relief committee meeting, Kwekwe District Development Coordinator, Fortune Mupungu highlighted some of the challenges that the committee is grappling with in trying to make sure that people get food aid in time to avoid hunger and starvation in the district. “The government policy is clear on that everyone should get their grain free of charge so we are currently waiting for the approval of that budget and once it’s approved we will immediately start to distribute the grain to the beneficiaries. “Our biggest challenge is that, if the budget is not approved before month end grain will be forfeited to GMB so we are trying to resolve such challenges to make sure that we collect all our grain before the end of the month. “We are also grippling with the issue of double dipping since chiefs are getting their own allocation for the same wards where we are distributing grain we need to come up with a strategy to makesure that there is no double dipping,” said Mupungu. Furthermore, the District had an increase in grain allocation from 440 metric tonnes to 950 metric tonnes of which 180 metric tonnes are allocated to seven Chiefs in the district. “We have a significant increase interms of our allocation from 440 metric tonnes to 950 metrics tonnes so we have allocated 180 tonnes to our Chiefs who are supposed to allocate 5 tonnes per ward to distribute to the vulnerable households. “We are going to meet with the Chiefs to come up with some arrangements that will ensure that there is no double allocation of the grain to the beneficiaries since we are working in the same areas,” said Mupungu. In addition, Mupungu also revealed that their committee and the traditional leaders will put strategies on grain storage place, how the Chiefs are going to work on their monthly returns and the security of the grain whilst at the storage facility. Masukume said this during the presentation of findings of the research into the district’s Masterplan at Gokwe community Hall on Thursday. We are working on the public toilets starting with Craft Center. “We have the materials and from tomorrow we will start to fix the toilets at Craft Center. We are addressing the public toilets challenge in phases. The process may be slow due to financial constraints but we assure you that everything will be fixed. “After Craft Center we will go to Chimusoro public toilets, the bus rank and other areas,” said engineer Masukume. He also said that the place around Craft Center will be tarred. “We will also tar the Craft Center and make the place more friendly for business. The Mirror: Ihwai nekuhwikwa Page11 31 May - 06 June 2024 www.masvingomirror.com Business News SIMBARASHE MTEMBO MIRROR REPORTER MASVINGO – City of Masvingo lost US$359 152 in Non-Revenue Water (NRW) in April alone, according to the local authority’s Public Works and Planning committee minutes of May 9. The minutes were produced for confirmation during Monday’s full council meeting. The amount has decreased from US$432 714 (45.7%) in February and US$384 135 (43%) in March. “It was reported that the non-revenue water for April 2024 was 42.31% which translated to USD359 152.51. The report was noted,” reads part of the minutes. NRW is the difference between the amount of water produced by a water utility for consumption/use and the amount of water that is actually billed to consumers. NRW is lost through theft and faulty infrastructure as pipe leaks, bursts and non-functional meters. Masvingo City pumped on average 690 000 litres of water daily to the City from Bushmead Water Works. The local authority has the capacity to pump 30 million litres a month. The city recorded 68 pipe bursts during the same period. Acting Director Engineering Services, Engineer Kudzai Mbetu told the committee that a study was conducted to find the major causes of NRW. He said that free water supplied to residents through water bowsers contributes to high NRW. Mbetu also noted the need for quick reaction from council when attending to pipe bursts. He added that residents should be informed on reporting channels when there is a pipe burst and illegal connections should be dealt with speedily. The Mirror: Ihwai nekuhwikwa Page12 31 May - 06 June 2024 www.masvingomirror.com About Master plans THERESA ZIBOWA MIRROR REPORTER SEKE — Mashonaland East Local Government Services Director, Maxwell Mabhuro has urged all stakeholders to take the master plan processes seriously as they a bearing on their children’s future. He told a two-day Manyame Rural District Council (RDC) Master plan validation meeting held at Stephen Margolis Resort last week that the final outcome particularly in the social and economic spheres will affect the next generation. The meeting was attended by Manyame RDC Chief Executive Officer (CEO) Farirai Guta, members of the farming community, business community members, traditional leaders and Manyame RDC lead planner Sheila Mundondo among others. Mabhuro said it is sickening that most stakeholders do not attend such important meetings and instead enjoy attending donor funded meetings where they are given snacks and T-shirts. “I urge everyone gathered here today to take the collective commitment master plan planning meeting seriously as this will help the future generations which are your kids. Everyone must co-operate since all the issues that are discussed at master plan meetings affect everyone in the community. “I get surprised by most people in Zimbabwe as they are comfortable with being poor to an extent that they do not give value to meetings that will be meant for development but give priority to meetings with donors where they will be singing songs glorifying the donor for giving them food or something else. Therefore this clearly shows that we now have people who are proud of being poor and not concerned about the future generations,” said Mabhuro. She said that putting up deterring measures will ensure that land use is planned and no haphazard suburbs and villages that local authorities won’t be able to service will be established. Mundondo said this during a Manyame RDC masterplan validation workshop at Stephen Margolis Resort last week “There is need to for the Government and council to set hash penalties for each and every traditional leader who will be implicated in illegal land selling. “Councillors, Chiefs and community members must work together to stop illegal settlements. We also need a planned village settlement but we should also preserve fertile lands for farming,” said Mundondo. She also said there is a need to build a school for every 500 residential stands to ensure quality education and reduce hot sitting in schools. Mundondo also recommended the construction of a secondary school in every 10km radius in rural areas and one for every three primary schools in urban areas. Pupils in the district hot sit while others have to cross flooded rivers to get to school. Manyame Farmers Association chairperson, Justin Munemo said farmers need spaces to showcase and sell their products. He also highlighted the need to down size underutilized land. “Council should build more market places for farmers to sell their produce since the district mainly depends on farming. The remaining 25% should be planted by June 15 which is the deadline. Late crop could be affected by rains that have been forecasted for October by the Meteorological Services department. Dr Masuka was speaking at a Provincial wheat seminar held at the Zion Christian Church (ZCC) Mbungo Estates in Masvingo last Thursday. The country targets to plant 120 000 hectares of wheat this season and to harvest 624,000 metric tonnes of the crop. The planted hectarage is an increase of 33% from last year’s 90 000 hectares. Last year farmers produced 465,458 metric tonnes. Dr Masuka said that 100 800 hectares of wheat were contracted countrywide to CBZ, Food Contractors Association, NMB and Presidential Scheme among others. Of the total hectarage, Masvingo Province accounts for just 4,500 hectares and only 442 of that have been planted so far. The largest producer in the province is Mutendi Mbungo Estates and it has so far this year planted 174 hectares with an expected harvest of 1 000 metric tonnes. Masuka said the remaining 25% hectarage will at the latest be planted by June 15 which is in two weeks’ time. “Ordinarily, we want all the wheat to have been planted by May 31 depending on Agro ecological zone but others can plant by the deadline of June 15,” said Masuka. “Currently, we have 100 800 hectares of wheat that we have contracted countrywide to CBZ, Food Contractors Association, NMB, CBZ and Presidential Scheme among others. We want 33% increase in wheat production,” said Masuka. Representing ZCC, Herbert Mtendi appreciated Government for choosing to hold the winter wheat productivity enhancement seminar at Mbungo Estates. 75% of total wheat hectarage planted by this week - Masuka Dr Anxious Masuka.

The guest of honour and Utsinda Christian College Board chairman, Professor Rangarirai Masanganise told students and people gathered at the event that culture is important because it links people with their past and roots and therefore is a source of identity. He said a nation without its own culture is easy to destroy. The event which saw pupils doing drama, poems, traditional dance, preparation of traditional dishes was attended by traditional leaders from the district. Utsinda Christian is one of the few private boarding schools in Gutu District and is located 8km away from Mpandawana. The event was also attended by traditional leaders from Gutu who were offered a chance to talk to the pupils about culture. “Yes it is true that as a school we offer Cambridge syllabus. This event is also for our traditional leaders to see for themselves that we have not forgotten our culture. “We consider our culture as very important and we acknowledge that it is the basis of heritage-based learning that is being encouraged by Government. We also want our traditional leaders to see that our students are doing holistic learning through a wider curriculum,” he said. The school head Albert Maramba said the annual culture day event was merged with Africa Day because there is a link between the two. “It’s good for learners to find time to reflect on the cultural diversity of Zimbabwe and Africa as a whole. The Mirror: Ihwai nekuhwikwa Page 17 31 May - 06 June 2024 www.masvingomirror.com International News ANC loses ground in South Africa elections South Africa's ruling party, the African National Congress (ANC), is on course to lose its majority in parliament for the first time since it came to power 30 years ago, partial results from Wednesday's parliamentary election suggest. With results from 65% of voting districts counted so far, the ANC is leading with 42%, followed by the Democratic Alliance (DA) with 23%. The uMkhonto weSizwe Party (MK Party) of former President Jacob Zuma has received 12% of the vote and the Economic Freedom Fighters party, about 10%. Final results are expected over the weekend. The online system streaming the election results crashed on Friday morning, leaving poll screens showing zero results. South Africa's electoral commission has apologised for the issue and later restored the service. It said the poll results had not been compromised. Many voters blame the ANC for the high levels of corruption, crime and unemployment in the country. The respected Council for Scientific and Industrial Research (CSIR) and the News24 website have projected that the party's final vote will be around 42%, a big drop from the 57% it obtained in the 2019 election. This would force it go into a coalition with one or more of the other parties in order to form a majority in parliament. The DA has liberal economic policies, while both the EFF and MK favour more state intervention and nationalisation, so the choice of partner would make a huge difference to South Africa's future direction. It is unclear whether President Cyril Ramaphosa will remain in power, as he could come under pressure from the ANC to resign if the party gets less than 45% of the final vote, said Prof William Gumede, chairman of the non-profit Democracy Works Foundation. "The ANC could turn him into a scapegoat, and a faction within the party could push for him to be replaced by his deputy, Paul Mashatile. The EFF and MK are also likely to demand his resignation before agreeing to any coalition with the ANC," Prof Gumede told the BBC. South Africans do not directly vote for a president. Instead they vote for members of parliament who will then go on to elect the president. South Africans still battling ‘economic apartheid’ 30 years on Cynthia voted for Nelson Mandela. Now she's abandoning his successors The initial results show that the ANC is suffering heavy losses to MK, especially in KwaZulu-Natal, where Mr Zuma's party has been leading with 43% of the vote to the ANC's 21%. Mr Zuma caused a major shock when he announced in December that he was ditching the ANC to campaign for MK. KwaZulu-Natal is the home region of Mr Zuma, and the province with the second-highest number of votes, making it crucial in determining whether the ANC retains its parliamentary majority. Although Mr Zuma has been barred from running for parliament because of a conviction for contempt of court, his name still appeared on the ballot paper as MK leader. If MK wins KwaZulu-Natal, it would be a "major upset" and herald the "potential decimation" of the ANC in the province, Prof Gumede said. The ANC also risks losing its majority in the economic heartland of Gauteng, where the party currently has 36% to the DA's 29%. Wednesday's election saw long lines of voters outside polling stations late into the night across the country. Getty Images Queues of voters outside Johannesburg city hallGetty Images The queues, like this one in Johannesburg, are said to be reminiscent of the 1994 vote According to the electoral commission, the last polling station closed at 0300 on Thursday morning local time. One electoral official in Johannesburg told the BBC the queues were reminiscent of the historic 1994 election, when black people could vote for the first time. Sifiso Buthelezi, who voted in Johannesburg's Joubert Park - the biggest polling station in South Africa - told the BBC: "Freedom is great but we need to tackle corruption." Change has been a recurring sentiment, especially among young voters. "The turnout amongst them was high, and they voted against the ANC," Prof Gumede said. Ayanda Hlekwane, one of South Africa's "born-free" generation, meaning he was born after 1994, said despite having three degrees he still did not have a job. “I’m working on my PhD proposal so that I go back to study in case I don’t get a job,” he tells the BBC in Durban. But Mr Hlekwane said he was optimistic that things would change. Support for the ANC is expected to be higher among the older generation. One 89-year-old woman, Elayne Dykman, told the BBC she hoped that young people in South Africa did not take their vote for granted. South Africa election: Here's what voters had to say A record 70 parties and 11 independents were running, with South Africans voting for a new parliament and nine provincial legislatures. The DA has signed a pact with 10 of them, agreeing to form a coalition government if they get enough votes to dislodge the ANC from power. But this is highly unlikely, with the ANC expected to remain the biggest party, putting it in pole position to lead a coalition. www.bbc.com

The Mirror: Ihwai nekuhwikwa Page 18 31 May - 06 June 2024 www.masvingomirror.com Crime and Courts News TRYMORE TAGWIREI MIRROR REPORTER MASVINGO – Michael Zumba arrested on suspicion of dealing in foreign currency was acquitted by a Masvingo magistrate yesterday after spending 30 days in remand prison. His three-year daughter died last week while he was in detention. Magistrate Nomagugu Sibanda ruled out that the cops who gave evidence were not credible witnesses as they gave conflicting information in court. Zumba was represented by Knowledge Mabvure of Chihambakwe Law Chambers. When Police arrested him at Yeukai Business Center in Mucheke, they only found US$20 and ZAR20 on him. Magistrate Sibanda found out that one of the cops said that they saw Magugu shouting for foreign currency customers from a distance while the other said they saw him selling airtime. The other one said Zumba had an Econet bib to show that he was selling airtime while the one said he had no bib. Zumba was released last week by the court to attend the funeral of his child. Money changer acquitted after 30 days in remand prison TRYMORE TAGWIREI MIRROR REPORTER MASVINGO - Police in Masvingo has launched a manhunt for Tal- ent Chifa who is wanted for the murder of a colleague whom he allegedly struck on the head with an axe as revenge for burning his catapult. Masvingo Police Deputy Spokesperson, Assistant Inspector Masauso Patinyu told The Mirror that the incident happened on May 18, around 1 am at Boss Mine in Mashava. Chifa allegedly struck Nkosilathi Mubango (23) and he succumbed to the injury a week later at Sally Mugabe Hospital in Harare. Circumstances are that Mubango burnt Chifa’s catapult on May 15, at Chiramadondo Shopping Centre as they were drinking beer together. The two got into an argument and did not fight. Chifa allegedly vowed to take his revenge on Mubango. Three days later Chifa ambushed Mubango at Humali shop in Mashava as he was drinking beer with other patrons. He allegedly struck him with an axe once on the head. Mubango was rushed to Masvingo Provincial Hospital where he was transferred to Sally Mugabe Hospital in Harare. He died a week later on May 25. “We are appealing for informa- tion that can lead to the arrest of Chifa. We also implore the public to resolve differences amicably,” said Patinyu. Mashava man kills friend over catapult TRYMORE TAGWIREI MIRROR REPORTER MASVINGO - Magistrate Elizabeth Hanzi has sentenced a Zaka couple to six months in jail for attempting to defraud EcoSure Funeral Cover by faking their daughter’s death and forging certificates. Magistrate Hanzi commuted the sentence to 105 hours of community service at a Zaka school. Talent Rutindingwe (33) and his wife Rungamirai Machinjike (27) from Chief Nhema’s area in Zaka were arrested before EcoSure paid them the lump sum. Circumstances are that Machinjike has an EcoSure account and added her daughter and cousin as dependents. She misrepresented that her daughter died in November 2023 to EcoSure. She fraudulently obtained a death confirmation letter from the local headman and several witness identity documents. Her husband went to process the claim forms and signed on behalf of the witnesses. EcoSure staff noted that the claim was forged before giving the couple the money. Investigations were conducted and they showed that the couple had made a false claim. The matter was reported to the Police leading to the arrest of the couple. Godknows Mugondo prosecuted. Zaka couple fakes daughter’s death to defraud Ecosure Michael Zumba. MIRROR REPORTER MASVINGO – Most people in remand prison for allegedly dealing in foreign currency are airtime vendors as the actual forex dealers were allegedly tipped off about the operation by their Police connections, sources have said. Vendors who spoke to The Mirror complained that of the 13 suspects swooped by Police in Masvingo in April, only two could be forex dealers and the rest were airtime vendors who were caught by surprise. The vendors said foreign currency dealers were tipped ahead of the operation and they moved out of the streets. They said most of the arrested suspects were found with less than US$20 on them. Efforts to get a comment from Masvingo Police spokesperson Inspector Kudakwashe Dhewa were futile. The vendors spoke after the acquittal by magistrate Nomagugu Sibanda of Michael Zumba who was an airtime vendor. The vendors who spoke to The Mirror asked not to be named for fear of victimisation. They accused Police of acting unjustly as some of their colleagues are now 40 days in remand prison. “There is no foreign currency dealer who operates with a float of US$20. They carry thousands of US$ and ZiG on them and why should Police arrest someone they find with US$20 and airtime,” said a vendor. Zumba who also spoke to The Mirror said almost all arrested suspects are airtime vendors and he knows them personally. “Big foreign currency dealers are known but not one was arrested. If you want to know the big foreign currency dealers in Masvingo, ask for video footages from OK and Pick and Pay and they will all be there. Forex dealers were not arrested because they have their networks in the law enforcement agencies,” said one vendor. “All the arrested suspects that I met in remand prison are known airtime vendors,” said Zumba. ’Police tipped off forex dealers about operation’

The Mirror: Ihwai nekuhwikwa Crime & Courts news Page19 31 May - 06 June 2024 www.masvingomirror.com SIMBARASHE MTEMBO MIRROR REPORTER MASVINGO – Magistrate Elizabeth Hanzi has issued a warrant of arrest for Zanu PF Masvingo youth chairperson Delight Mandebvu after he failed to turn up for court on Tuesday. Mandebvu is facing three assault charges. He allegedly assaulted prominent Masvingo lawyer and former mayor Collen Maboke, his wife Tariro and Simbarashe Matyei a relative after their vehicles sideswiped along the Masvingo - Bikita road on March 3, 2024. Prosecutor Godknows Mugondo applied for the warrant because Mandebvu neither showed up nor communicated with the court. A warrant of arrest is a document giving a Police officer power to arrest a person and to bring him or her before the court. The Mirror is however, in possession of a letter purportedly written by Mandebvu’s lawyers Machaya and Associates dated May 27, 2024, informing the prosecutor that Mandebvu is in South Africa where he is part of a Zanu PF youth contingent to prop up the African National Congress (ANC) election bid in tomorrow’s national elections. The letter states that Mandebvu is away on national duty in South Africa as part of the Zanu PF youth league election observer team. “Please note that our client indeed advised us of the date, however we are requesting a postponement of the matter to any date in June. This has been caused by the fact that our client is out on national duty in South Africa where he is part of the Zanu PF youth league observer team. He will be back on 30 May 2024…We are proposing the 10th of June 2024 as the trial date,” reads part of the letter. Mandebvu limped into court last Tuesday with crutches and a plaster on his left leg. Video footage of him dancing and toyi-toying clad in ANC regalia last week has since surfaced online. He initially appeared in court two weeks back and alleged that Maboke ran him over. He claimed that he cannot walk and needs time to look for a lawyer outside the province because all lawyers were shunning him. Mandebvu appeared in court again last Tuesday and pleaded for another week to find a lawyer. Zanu PF youth leader issued with a warrant of arrest Delight Mandebvu.

The Mirror: Ihwai nekuhwikwa Page 21 31 May - 06 June 2024 www.masvingomirror.com Development of an effective TB vaccine crucial Health News BY CATHERINE MUROMBEDZI HEALTH CORRESPONDENT The call for an effective TB vaccine grows. Dr. Suvanand Sahu of Stop TB Partnership, virtually addressing the Call to Action TB conference in Goa, India recently spoke on the critical need of making the existing latest technologies available to all. He urged effective systems to be in place so that when there is an effective TB vaccine in the future, there will be an equitable roll out. The stakeholders conference across the health sector divide was organized by TB People India, and TB People Zimbabwe, with financial support from Molbio Diagnostics. Stop TB Partnership is a global alliance of organisations working together to end the TB epidemic. "The development of new TB vaccines is a critical step towards ending the TB epidemic. We need vaccines that are more effective than BCG, especially for adolescents and adults, to prevent the spread of TB and save lives. We are encouraged by the progress made in recent years and are committed to supporting the development and introduction of new TB vaccines that can help us achieve our goal of a TB-free world. More funding should be directed to research and development of vaccines. There are several TB vaccine Clinical Trials. We remain hopeful for an effective TB vaccine for adults in the near future,” said Dr. Suvanand Sahu, Deputy Executive Director, Stop TB Partnership. As of now we do not have any effective vaccine against TB. We only have BCG which offers protection to children and that too from severe forms of TB like TB meningitis. Shobha Shukla, Editor of CNS Health News, India, emphasized the importance of using vaccines to protect against any disease. She called on people to demand vaccines where necessary. “It is not enough to have a vaccine for any disease. We have to ensure that vaccines reach the people who need them. Vaccines kept in boxes are of no use unless they are made accessible,” said Shobha Shukla. Tuberculosis is one disease that is vaccinated against, especially among the young. The need to take action and use vaccines effectively to achieve the Sustainable Development Goal (SDG) of combating TB needs to be drummed up. All children must be vaccinated against TB. Vaccines are a proved effective tool for protection against diseases. We remain hopeful of getting an effective TB vaccine in the near future. How near that future is, we do not know TB is a major public health problem in India, and vaccines play a crucial role in preventing and controlling the disease. The Bacillus Calmette-Guérin (BCG) vaccine is the only available TB vaccine currently. It is highly recommended for use in all children. In Zimbabwe, BCG is administered to newly born babies. Mothers who give birth at home are encouraged to bring their babies to clinics for immunization. All immunizations are free in public health facilities. The Mirror: Ihwai nekuhwikwa Religious news Page 23 31 May - 06 June 2024 www.masvingomirror.com Ps Trymore Dzobo The ministry of the word will never be effective if the seed is sown amongst thorns. Jesus shows us this clearly in that Parable of the Sower. He shows us that whatever the word is surrounded with determines whether or not the word will yield the desired fruits or not. You see, it is possible for a local church to truly be given to the accurate teaching of the word, yet the members are not yielding fruits of the same. And I'll tell you why. If the local church overcelebrates and hypes other ephemeral and mundane things, it will frustrate the fruitfulness of the ministry of the word. Anyone who desires to see real and tangible fruits will do his best to keep things that have no bearing on the ministry of our Lord at a very low key. It is good for a church to have and do good music. Very very good. It is good to have solid instruments to make the music more musical. But you see, there's how we can over-do it, that in the consciousness of people, music begins to take preeminence over the word, and members now start preferring the praise session to the prayer and the teaching. I know folks, back in the day, who organise themselves to arrive church just when the music is about to begin. And after they've danced and sweated, they start dozing when the word is taught. While indeed, people are responsible for their actions, it is the job of the church to do its own best to kill the protential for such behaviour in the people. Emphasis matters. Everyone should be conditioned in their minds, to anticipate church because of the ministry of the word and the Spirit, and training for the work of ministry. If the Pastor preaches Christ, finished work, soul winning, prayer, etc, but the kind of testimonies he celebrates the most are miracle jobs, business breakthrough, etc, that attitude in itself is doctrine to the people. The people are subconsciously being taught what exactly matters the most. It's the same effect that is produced when the Pastor is unnecessarily loud about money and other strange stuff. These things choke the consciousness of ministry in people. It is my own personal opinion, that in starting a new work, there must be a deliberate effort to keep side attractions at the barest minimum. Whether you can afford it or not, it helps lay a solid foundation. Those who come around and stay with the work when there's no "beauty and colour", are much easier to initiate and indoctrinate with the consciousness and practise of the ministry of Christ. All eyes must be on the word and the Spirit. And all minds must be focused on it. All emphasis must be on it. It should be the centre of testimonies. It should be what the Pastor is very loud about. It should be the core determinant of ministry activities. May we never forget that the church of the living God is to produce ministers of our Lord. Blessed [email protected] +263774740407 Take heed BY FR ISIAH DHLIWAYO In Theology, Predestination, is defined as ," the doctrine that all events have been willed by God, usually with reference to the eventual fate of the individual soul. Explanations of predestination often seek to address the paradox of free will, whereby God's omniscience seems incompatible with human free will."(The American Heritage New Dictionary of Cultural Literacy (Third ed.)) In its fundamentals, the problem of predestination is as universal as religion itself, but the emphasis of the New Testament on the divine plan of salvation has made the issue especially prominent in Christian theology. Predestination has been especially associated with John Calvin and the Reformed tradition. Believers owe their salvation to the fact that God chose to give them life in Jesus Christ. In Him they share relationship with God and their destiny is in God. Thus they are pre-destined in God Himself. This is the heart of the doctrine of predestination. Romans 8:28-30 29" For those God foreknew he also predestined to be conformed to the image of his Son, that he might be the firstborn among many brothers and sisters. 30 And those he predestined, he also called; those he called, he also justified; those he justified, he also glorified." The church believe in predestination mainly because the Bible mentions predestination, and all Christian groups have a belief in the concept. However Christians differ about whether God chooses to save some while some are destined for eternal separation from God , eternal death .Many Christians also define predestination as identical to the fore -knowledge of God . Ferguson 1988 pg 528 in The New Dictionary of Theology says,"God in his omniscience has foreseen how all individuals will respond to the offer of the gospel and has predestined to eternal life those whom he has foreseen responding in faith and obedience." Anglicans, like all biblical Christians, believe in predestination, which doctrine is clearly taught in the Old and New Testaments, and especially by Saint Paul, but we hold the positive doctrine of election to salvation in tension with the rest of the Catholic Faith, in which predestination is considered an aspect of salvation provided by Christ freely to all men in His Word and Sacraments. Contrary to many ,Catholics can't accept predestination, because He is all-powerful and all-knowing, God foresees our choices, but He does not compel anyone to make these choices. The Catholic Church teaches that we must freely choose God in order to build a relationship with Him. When we come to the subject of foreknowledge and predestination, the limitations of our thinking are truly realized .When we contemplate these subjects we finally understand that we are truly human in understanding,we are absolutely limited in knowledge. The Bible talk about "foreknow", "predestine",and "chosen before the foundation of the world."As such ,these are certainly concepts that are within the realm of God 's omniscience . Thomas Aquinas maintains, “Predestination is not anything in the predestined, but only in him who predestines.” The reason anything is foreordained to its end lies in God. From all eternity God has preconceived the idea of ordaining some to salvation. These are not human workings or abilities. We only have glimpses of revelation that open to us what God did before either time or history came into existence. However ,these glimpses of revelation excite our imagination as to the omniscience of a God that is beyond our full understanding. Augustine (354-430) taught that the fallen will of humans is so corrupt that they will not on their own seek salvation. Humanity has no free will.Salvation is initiated by God .It is God 's grace that seeks for the sinners ,saves and restores them to be preserved for their destination in God .He also maintained that the reason why some are not saved is in God . Augustine's doctrine has certain clear attractions. It gives distinguishable biblical teaching about sin while it magnifies the grace of God in salvation. However ,there still is the question of why God leaves some in sin and condemned to destruction and eternal lost situation. Some like many Lutherans are said to reject the doctrine of reprobation while they hold onto the teaching that God in His sovereign will passes over some sinners leaving them to die in their sins so that they will be condemned .They accept the passive saving side of predestination. Conversely and negatively, the Church has always rejected ‘double predestination,’ or the idea that men are reprobated to eternal punishment apart from their exercise of free will, by an eternal decree of God that does not take into account man’s actual use or rejection of divine grace. The Second Council of Orange and the subsequent theological reflection of the Church through the course of centuries have definitely excluded from the Church’s Faith the heretical notion that God would condemn men to Hell without any consideration of their actual moral state. The judgement of the Church in this respect certainly ‘reprobates’ the excesses of the Calvinist theological method and system. ‘God desires all men to be saved and to come to the knowledge of the truth,’ ( I Timothy 2.4) yet ‘many are called but few chosen’ (Saint Matthew 22.14) because many reject the call and do not accept the free gift of salvation. +263773426115 [email protected] Systematic Theological Reflection On Predestination

Una Una spent the better part of the second half cowering behind injuries and time wasting antics as the diamond boys pressed on for an equalizer. The main highlight would probably be Masvingo United goalkeeper Blessed Madzimure being attended to about eight times in the last 20 minutes of the match by the referee and club medical staff. The match ended 3-2 in favor of Una Una. The club was leading 2-0 by halftime and failed to maintain the momentum. Manica Diamonds equalized in the first 5 minutes of the final half and kept pilling pressure on the old boys. Una Una managed to squeeze one in within 10 minutes and it is from that the club adopted time wasting antics and multiple injuries. Masvingo United coach George Magariro didnot pick upm calls when contacted by The Mirror. Manica Diamonds U19 Coach Hibron ‘Adala Chomie’ Makukutu condemned the referee for not being professional. He said he is pleased with his charges and condemned Una Una for its time wasting antics. “Generally we had a good game despite losing. My charges created lots of chances in the second half. I blame the referee for entertaining Masvingo United time wasting antics. He attended to their goalkeeper at least seven times in a space of 20 minutes. “The referee did not even give us extra time of play after stopping play for close to 15 minutes. The ball boys held the ball when it went out to our disadvantage. There is need for fair play,” he said. Meanwhile Masvingo United is playing Triangle FC at Mucheke Stadium this Sunday. Triangle lost some of its key players when it was relegated from the Premier Soccer League (PSL) last season. The sugar boys have won only three of their six encounters, drew one and lost two. Log leaders FC Wangu Mazodze have won six matches and drew one bringing their tally to 19 out of a potential 21 points. The team thrashed Ruwa Queens 100 - 25 and hammered Belvedere Technical College Queens 136 – 20. The bubble was held at Torwood Netball Court in Kwekwe. Glow’s Goal Shooter (GS) Christine Kadandara won the golden hand in both matches netting 67 and 51 scores respectively. Ruwa consoled itself with a 53- 42 win over Belvedere Technical College. Siachitema applauded her team for winning all games as they seek to retain the RNL title. “My team played extremely well, they played according to instructions and won as a team. Our target was to have many scores and they managed to do just that. “Goal difference also comes in handy especially considering that we drew against Correctional Queens. For now I cannot tell whether we will defend the championship or not. But our wish is to defend the title again for the fourth time”, she said. Ruwa Queens coach, Mellissa Dengesi said she was impressed with her team’s performance. She however, bemoaned lack of sponsorship that is affecting her team’s performance. “We don’t have a sponsor and we get support from Ruwa Local Board in the form of transport and fuel and on match days we contribute a dollar, each for lunch and refreshments. I appeal to well-wishers to come on board as we need financial and material support to motivate the team. Netball is helping the young girls in Ruwa as it takes them away from early child marriages and drug and substance abuse,” she said. SIMBARASHE MTEMBO MIRROR REPORTER MASVINGO – The Zimbabwe Football Association (ZIFA) is rolling out consultative meetings for the formulation of a national coaching philosophy. A coaching philosophy is a set of beliefs and principles that guide one’s coaching decisions and therefore dictates how you want to coach a team. Without a clear philosophy, it can be difficult to make decisions. This was confirmed by a communiqué addressed to all coaches signed by ZIFA technical director, Jethro Hunidzarira dated May 28, 2024. The consultation follows the realization that there is no national coaching philosophy. The coaching philosophy is a requirement for Confederation of Africa (CAF) licence modules. The consultative meetings are running from June 3- 7, 2024, and are targeting all coaches, coach educators, strength and conditioning coaches and teachers with coaching certificates. The Masvingo consultative meeting is slated for June 6 at 9 am at the Civic Centre. “The consultative meetings held by the Technical Director revealed that Zimbabwe has no coaching philosophy. Based on that assumption, it is imperative to conduct follow up consultative meetings on the national coaching philosophy to feed on the CAF modules. This will proffer ownership to stakeholders... Focus groups will be used to collect information on the proposed Zimbabwean Coaching Philosophy…,” reads part of the communiqué. The first meetings will be held at Chaplin High School in Gweru on June 3, at 9 am and in Bulawayo at YWC at 3pm. The next meeting will be held at Little Theatre, Hwange on the next day at 9am. Gwanda consultative meeting will held on June 5, at 9 am at the SRC boardroom. Mandava Stadium will host Zvishavane’s meeting on the same day at 3 pm. The last consultative meeting is slated for Sakubva Stadium, Mutare at 9 am on June 7. SYDNEY MUBAIWA MIDLANDS BUREAU GWERU – Newly appointed TelOne FC coach, Herbert Maruwa has been tasked to identify a Gweru school to partner with as an academy for the struggling Premier Soccer League (PSL) outfit. Club president Oscar Nduwure told stakeholder who attended Maruwa’s unveiling last week that one of his immediate tasks is to identify a school to partner with. He said the club should have an academy where it identifies and grooms talent as part of its development programme. “I was telling Maruwa that we need to develop young players for the club and as such going forward we will identify and adopt a school we will provide coaching and expertise for the benefit of the club,” he said. Nduwure added that the club also has plans to come up with a women’s team as part of FIFA licensing requirements. He however, said most of the pans are hinged on the club competing in the PSL. The club is on position 15 on the 18 team log with two wins, six draws and six losses. The poor form resulted in the sacking of head coach Tendai Chikuni. TelOne only spent a season during their maiden year with the big boys in 2019, when they were under the late Rahman Gumbo.
