Tender for : Rate for rewinding of different make, HP, class of insulation and R.P.M. of
induction motors of Ahmedabad old limitand East Ahmedabad New Limit
water pumping stations including dismantling, installing and coupling with
pump sets and to & fro carting from pumping station to their workshop.

Quantity: Rate Contract for within Limit of Rs 5.00 lacs.

1. A demand draft of Rs 900/-for Tender fee in favour of Municipal commissioner should be
attached with the Tender and sealed Tender should be addressed to THE TENDER
OFFICER, Central Record Office, Municipal Corporation, Sardar Patel Bhavan, Danapith,
Ahmedbad-380001 should be sent so as to reach him before last date and time. Without
tender fee tender will not be considered.

2. EMD of Rs.5,000/- in the form of Cash/local MICR cheque / Pay Order / DD / Bank
Guarantee drawn on nationalized bank in favour of Municipal Commissioner, Ahmedabad
should be attached with the tender. Without EMD tender will not be considered. Cash
receipt must be attached with the tender.

3. Successful tenderer shall have to deposit 5% of the tender amount as security of bank
guarantee of nationalized bank and shall have to sign a contract with municipal corporation
as per rules within 15 days after receipt of order.

4. Sales tax, VAT/TIN /PAN no. should be mentioned in tender as well as in the bill. It will
be tenderer responsibility to deposit service tax in the service tax department.

5. Tenderer must be only motor rewinder having their own workshop in Ahmedabad city.
Necessary proof for this should be attached. Without this tender will not be considered.

6. Material used for motor rewinding, repairing and tender work must be new and of first
quality according to the specifications and shall be free from defects (Including concealed
fault, deficiency in design, material and workmanship.)

7. Prices should be F.O.R. Store/site delivery basis inclusive of Sales tax, vat tax, excise duty
and other all applicable taxes etc. Prices should be net. We do not possess „C‟ or „D‟ sales
tax form. Prices must be firm inclusive of any future taxes imposed in place of octroi,
service tax or vat or any other taxes which ever applicable.

8. Tenderer must have to complete the repairing work within the period specified in the
tender.

9. Our standard payment term is 30 working days after getting material in good condition and
satisfactory at our stores. No advance payment or Performa invoice payment or bank
through payment will be considered, even if any discount is offered for the same. This
standard payment terms is applicable only when the tenderer fulfills above condition
No. 3.

10. Tenderer must give validity of tender for minimum 120 days.

11. Municipal Commissioner reserves the right (i) to change, alter or to waive any
technical or commercial terms, conditions and qualification (ii) to reject all the
tenders or the lowest or any other tender in part or full without assigning any reason
whatsoever (iii) for making changes / relaxation in eligibility criteria at any time (iv)
to split the tender and award to more than one tenderer in the interest of the public.
The Tenderers shall have no cause of action or claim against the corporation or its
officer’s employee’s successors or assignee for rejection of his tender.

12. Contractor has to do all the works of decoupling, dismantling, carting of motors from
pump house to contractor's workshop, removing of old winding and insulation papers,
cleaning of slot and rewinding, varnishing, fitting of motors, transporting to pump house of
water pumping station, fitting, alignment and coupling with pump and motor termination
and satisfactory running of pump set to be complete within 48 hours for motors up to 75
HP and 72 hours for motors more than 75 HP otherwise penalty of Rs.500/- and
1000/- per day will be deducted respectively from the bill.

13. Failing the delivery schedule, penalty will be applicable as per tender documents. If
contractor will not complete the work during this penalty period than contract will be
terminated, security deposit will be forfeited and party will be black listed.

14. Conditions of tender issued by Municipal Corporation must be duly signed and should be
attached with the tender.

16. Xerox copy of the orders executed for similar items and their performance shall be
attached.

17. Tenderer shall have to submit two hard copies (one original + one duplicate) of the tender.
18. It is tenderer‟s responsibility on the occasion of any accident on site while repair / service

work, which results in any injury or any disability occurred or death of workman,
employed by the contractor or any, in respect of which compensation may become payable
under Workmen‟s Compensation Act has to be borne by the contractor.

19. Tenderer must have to give his Prices in the given price schedule in separate cover as
mention in the tender as per Two Bid system.

20. Conditional tender will not be accepted.

21. Data given by bidder must be supported by the work order and the work completion
certificate duly signed and stamped by department head from the concern office. Data
given without such supporting certificate will not be considered.

22.. The evaluation will be done only on the basis of information submitted with the tender.
Information will not be called for by A.M.C.

23. Fresh details if required will have to be submitted.

24. The bidders are requested to furnish their technical & financial details with the tender.

25.. If required, Original Certificate / Documents have to be produced by the tenderer at the
time of evaluation of tender.

26. Even though the bidder meets the above qualifying criteria, he shall be disqualified if he
has made misleading or false representation in the forms, statements and attachments
submitted in proof of the qualification requirements and / or record of poor performance
such as abandoning the works, not properly completing the contract, in ordinate delays in
completion, litigation history or financial failures etc.

27. Tenderer has to check the AMC website for Addendum if any before 48 hours of tender
submission date & time. Tenderer who quote tender without attaching tender or the
addendum will be rejected.

28 Bidder shall have to furnish name of bank, name of branch with address, A/c No., Type of
Account, MICR No and IFSE code no. of Bank for refund of EMD on separate letter pad
page.

29 Prices should be Quoted in our separate Price Bid format and inclusive of all taxes.
30 At the submission date and time, tenderer who quote the tender without attaching the

tender or the Addendum will be not considered.

SECTION – I

(A) Qualification

(a) Post Qualification: (Eligibility Criteria)

1. Tenderer who has own workshop for rewinding of motor can only quote Third

3. Offer of Joint venture in firm will not be accepted.
4. The Tenderer must have annual average turnover of works Rs. 5 lacs during last

Two years.
5. The bidder should provide accurate information on my litigation history or

arbitration resulting from contract ( s) completed or under execution by him over
the last five years. This should also include such cases, which are in process /
progress. A consistent history of award against the bidder may result in failure of
the bid. Incase the bidder has not provided such information and come to the
notice of the authority, the tenderer will be rejected at what so ever stage and in
such case all the losses that will arise out of this issue will be recovered from the
tenderer / contractor and he will not have any defense for the same.

(B) scope of contractor and Technical Specification.

1. Tenderer has to collect the motor from our water pumping station or any AMC sites.
2. Tenderer has to remove complete burnt out winding from the motor and clean the stator

slots.
3. Tenderer has to put A/ E/ B/ F class insulation material in all the stator slots.
4. Tenderer has to prepare coils of super enameled copper winding wire medium coating

PVC modified of polyester winding wire suitable for A/ E/ B/ F class insulation motor.
Wire should be ICC/ HPP/ BIC/ HWP make only for which tenderer has to give
inspection before preparing coils.
5. Tenderer has to sent the motor to our concern water pumping station complete with
varnished & duly tested and it is to be fitted as per our attached sheet.
6. At our concern water pumping station tenderer has to arrange for varnishing and heating
for getting required winding insulation resistance as & when as asked by our engineer
within 6 hours from the oral/telephonic intimation.
7. Tenderer has to give insulation test of Motor winding as per IS : 325.
8. Tenderer has to retain the scrap copper winding wire removed from the stator and
accordingly the prices should be quoted.
9. Tenderer has to give guarantee for the period of 12 months from the date of
commissioning of motor on load.
10. Tenderer has to quote the prices for decoupling, dismantling from base plate, carting to
& fro from pump house of water pumping station to the their workshop and refitting on
base plate and coupling with pumps with perfect leveling and balancing work. It is also
in contractor scope for lifting & lowering of chlorine pump / pump sets/ charging or
leakage pump set of submersible type working in U.G. Tank also. If motor will damage
then the same will be recovered from the bill.
11. Tenderer has to give confirmation letter of work given in attached sheet.
12. If motor fails during guarantee period the contractor has to do the rewinding, carting
fixing and any work required to do for running of pump set within 48 hours from oral,
SMS or any type of communication. Otherwise penalty of Rs.1000/- per day will be
deducted from his bill.
13. The contractor has to do all the works of decoupling, dismantling, carting of motors
from pump house to contractor's works, removing of all brunt winding & insulation
papers, cleaning of slot and rewinding, varnishing, fitting of motors, transporting to
pump house of water pumping station, fitting, allignment and coupling with pump and
motor termination, and satisfactory vibration free running of pump sets to be complete
within 48 hours and 72 hours for motors up to 75 HP and above 75 HP respectively.
Otherwise penalty of Rs.500/- & Rs.1000/- per day will be deducted from the bill.

SECTION – II

(A) INSTRUCTIONS TO TENDERERS

1. EXAMINATION BY TENDERERS:

1.1 Prior to submitting the tender, each tenderer must do following steps.
(a) Examine all instructions, eligibility criteria and specifications in the
tendering document.
(b) Familiarize him with all central, state & local laws, ordinance, rules,
regulations & codes affecting the services including the cost of permits &
licenses required for the work at site.
(c) No additional claim, discrepancy etc. shall be entertained after opening of
tender.

2. LITIGATION HISTORY:

The bidder should provide accurate information on any litigation history or arbitration
resulting from contract's completed or under execution by him over the last ten years.
This should also include such cases, which are in process / progress. A consistent history
of awards against the bidder may result in failure of the bid. In case the bidder has not
provided such information and later on has come to the notice of the authority , the
tender will be rejected at what soever stage and in such case all the losses that will arise
out of this issue will be recovered from the tenderer / contractor and he will not have
any defence for the same .

3. TENDER PRICES

The Tenderer shall fill the prices in the schedules indicated in price schedule of the
Tender Document. On acceptance, the prices shall be valid throughout the period of
contract.

4. Municipal Commissioner reserves the right (i) to change, alter or to waive any

technical or commercial terms, conditions and qualification (ii) to reject all the
tenders or the lowest or any other tender in part or full without assigning any
reason whatsoever (iii) for making changes / relaxation in eligibility criteria at any
time (iv) to split the tender and award to more than one tenderer in the interest of
the public. The Tenders shall have no cause of action or claim against the
corporation or its officer’s employee’s successors or assignee for rejection of his
tender.

5. DOCUMETS COMPRISING THE TENDER:

4.1 The original and duplicate tenders prepared by the Tenderer shall be in two cover
comprise of the following components:

Cover-A: Eligibility Criteria and Technical bid.

(i) Tender fee & EMD sealed cover.
(ii) Technical tender documents with all experience certificates and eligibility

criteria documents.
(iii) Executed order‟s details with Xerox copies of order.

Cover-B: Price Schedule Cover

(i) Tender price schedule duly filled.

6. SUBMISSION OF TENDER

6.1 The tenderer‟s shall seal the original and duplicate of the tender in one sealed
envelope.

6.2 Tenderers are requested to submit the original and duplicate tender documents in
two separate sealed envelopes and as per procedure given hereunder:-

(A) The Sealed Cover – A (Technical Bid, Tender Fee and EMD Cover)
Containing two sealed covers namely cover – I and II
(i) Cover – I (EMD and Tender Fee Cover)
It will contain only demand draft or pay orders payable at Ahmedabad or
cash receipt.
(ii) Cover – II (TECHNICAL BID COVER)
It will contain eligibility criteria and technical bid.

(B) The sealed cover – B (Price Bid Cover)
It will contain price schedule bid in which the prices are to be quoted by

the tenderer. No condition will be accepted along with the price bid.
6.3 Both the envelopes as mentioned above form the tender and will be placed in a

sealed common envelope. The envelopes shall indicate the name and address of
the tenderer to enable the Tender to be returned unopened in case it is declared
“Late Tender”. The outer envelope shall be addressed at the following address by
regd. A.D. Post. / Speed post / Hand delivery.

7. EARNEST MONEY DEPOSIT

The Tenderer shall furnish, as part of its Tender, Earnest money Deposit for the amount
as indicated in the invitation for tender.

7.1 The EMD shall be denominated in Indian rupees and shall be in one of the
following forms:

(A) E.M.D by Cash / Local MICR cheque / pay order / demand draft / bank
guarantee drawn of Nationalized Bank in favour of “Municipal Commissioner”
Ahmedabad valid for 120 days.

7.2 Any Tender without EMD will be rejected by the corporation as non-responsive.
7.3 Unsuccessful Tenderer‟s Earnest Money will be discharged / returned as

promptly as possible after the award has been finalized.
7.4 The successful Tenderer‟s Earnest Money will be discharged upon the tenderer

signing the Contract and furnishing the performance / security deposit.
7.5 No interest will be paid on Earnest Money deposit.

8. TENDER VALIDITY

8.1 Tender shall remain valid for 120 days after the deadline for submission of tender
opening prescribed by the corporation. A tender valid for a shorter period may be
rejected by the corporation as non-responsive.

9. FORMAT AND SIGNING OF TENDER

9.1 The Tenderer shall prepare two copies of the tender clearly, making one
“ORIGINAL” and other „DUPLICATE‟.

9.2 The original and duplicate of the tender shall be signed by the tenderer or a
person or persons duly authorized to sign the tender. The power of attorney in
favour of the person authorized to sign the tender shall accompany the tender. All
pages of the tender, must be duly signed by the tenderer.

10. SIGNING OF CONTRACT

10.1 On receipt of the notification of award / order the successful tenderer has to
execute the necessary agreement with the corporation as per the prevailing rules
& regulation of corporation, along with performance / security deposit.

10.2 Contract shall be constituted according to and subject to laws of India and State
of Gujarat and under the jurisdiction of court of Gujarat at Ahmedabad only.

11. SECURITY DEPOSIT

11.1 On receipt of notification of award from the corporation, the successfully tenderer
shall furnish 5 % security deposit in accordance with the conditions of contract,
in the form acceptable to the corporation.

11.2 Failure of the successful tenderer to comply with requirement of above clause
shall constitute sufficient grounds for the annulment of the award and forfeiture
of the EMD, in which event the corporation may make the award to the next
lowest evaluated tenderer or call for new tenders.

12. OPENING OF TENDERS

12.1 The tender will be opened in the office of the Tender Officer of Ahmedabad
Municipal Corporation by Tender Officer on due date at 4.00 p.m. hrs. in the
following manner:

12.2 At the time of bid opening first tender fee and EMD cover will be opened. Then
after only technical bid of all the tenderer‟s having EMD and tender fee will be
opened. After scrutiny of technical bids, the price bid of those tenderer‟s will be
opened who satisfy the eligibility criteria at a later date. The price bid of those
tenderer‟s not satisfying criteria shall be returned to them unopened.
The tenderer‟s representatives who are present shall sign a register or
paper evidencing their attendance.

payable by the bank under this guarantee.However,the liability of the Bank under this agreement
shall be restricted to an amount not exceeding to

We the Bank further agree that the guarantee herein contained shall remain in full force
and effect during the period that would be taken for the performance of the said agreement and
that it shall continue to be enforceable till all the dues of the Corporation under or by virtue of
the said agreement have been fully paid and its claim satisfied or discharged, and till a certificate
to the effect has been received by the Bank from the Corporation.

However, unless a demand or claim under this guarantee is made on the bank in writing
on or before the ___________________________________________(specify the date)the bank
shall be discharged from all liabilities under this guarantee.

We the bank further agree with the Corporation that the Corporation shall have the
fullest liberty, with the consent of the Bank and without affecting in any manner its obligations
hereunder to vary any of the terms and conditions of the said agreement or extend time for
performance by the said time to time any of the powers exercisable by the Corporation against
the said contractor and to forbear to enforce any of the terms and condition relating to the said
agreement and the Bank shall not be relieved from liability by reason of any such variation or
extension granted to the contractor or for any forbearance act or omission on the part of the
Corporation or any indulgence by the Corporation to the said contractor or by any such matter or
thing whatsoever which under the law relating to sureties would but for this provision have the
effect of so relieving the Bank.
