THE PROVINCIAL Government of Bataan convened the 2026 First Quarter Joint Meeting of the Provincial Peace and Order Council (PPOC), Provincial Anti-Drug Abuse Council (PADAC), and Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) on January 30, 2026, at The Bunker, Balanga City, Bataan.02 news reportsThe joint council meeting was presided over by Governor Joet Garcia, with the participation of council members, local chief executives, heads and representatives of law enforcement agencies, national government agencies, and other key stakeholders committed to maintaining peace, order, and public safety in the province.During the meeting, the councils shared updates on peace and order efforts in the province, including security measures, anti-insurgency and ELCAC programs, anti-drug initiatives, and community welfare activities. Sa Barangay Palili sa bayan ng Samal, Bataan, ang daan noon ay hindi lamang putikang tinatahak—isa rin itong araw-araw na pagsubok para sa mga taong umaasa sa lupa at sa sariling sikap.Tuwing umaga, bitbit ng mga magsasaka ang kanilang ani habang pilit nilalabanan ang madulas na kalsada. Sa bawat hakbang, may kasamang pangamba: makararating kaya sa pamilihan ang kanilang pinaghirapan? Sa gabi naman, ang dilim ay nagiging kaagaw ng lakas ng loob ng mga estudyanteng naglalakad pauwi. Ganito ang matagal na realidad sa kahabaan ng Guizo Road—isang daang puno ng pangarap ngunit kulang sa pagkakataon.Nagbago ang takbo ng kuwento nang maisakatuparan ang Construction Improvement of Guizo Road with Solar Lights, isang 10 milyong proyekto sa ilalim ng LGSF-FALGU FY 2021 na natapos noong Mayo 12, 2022. Halos 2,949 residente ng Barangay Palili ang direktang nakinabang—lalo na ang mga magsasaka at kabataang araw-araw dumaraan dito.Bago ang proyekto, halos hindi madaanan ang kalsada kapag tag-ulan. Ang putik ay hindi lamang sagabal sa biyahe; nagiging dahilan din ito ng pagkaantala ng kabuhayan. May mga ani na nasisira bago pa makarating sa bayan. May mga batang napipilitang mag-ingat sa bawat hakbang sa madilim na daan.Ayon kay Punong Barangay Nestor Layola, malinaw ang pagbabagong dala ng proyekto sa kanilang komunidad.“Noon po, napakahirap ng daan dito sa aming lugar. Malaking hadlang ito sa paglalabas ng aming mga produkto tulad ng buko, pinya, at kamoteng kahoy. Ngayon po, dahil sementado na ang kalsada, mas madali na naming naipapadala sa pamilihan ang aming ani. Mas marami na rin pong nahihikayat na magtanim, at unti-unti pong sumisigla ang agrikultura sa aming barangay.Malaki rin pong tulong ang solar streetlights. Dati delikado ang pag-uwi sa gabi, lalo na sa mga estudyante. Ngayon maliwanag na ang daan, kaya mas kampante na ang mga magulang.”Hindi lamang ito proyekto ng kalsada at ilaw. Isa itong patunay kung paano nagtatagpo ang suporta ng pamahalaan at ang pakikiisa ng komunidad upang tugunan ang matagal nang pangangailangan ng mga mamamayan.Ramdam ang pagbabagong ito ng mga residente mismo. Si Normita Detrus, isang magsasaka mula Sitio Guizo, ay saksi sa unti-unting paggaan ng kanilang pamumuhay.“Malaki po ang pag-asa namin noon na kapag maayos ang kalsada, mas madali naming maibebenta ang aming mga produkto tulad ng gatas, kape, at papaya. Ngayon po, ramdam na ramdam namin ang pagbabago. Hindi na nasasayang ang aming ani dahil mas mabilis na itong naihahatid sa bayan. Mas gumagaan na rin po ang aming kabuhayan.Bilang magsasaka, alam namin na kung hindi ka magsisikap, hindi ka kakain. Kaya malaking tulong po ang ganitong proyekto para mas mapabuti pa namin ang aming buhay.”Sa paglipas ng panahon, higit pa sa transportasyon ang nabago. Dumami ang nagtatanim. Unti-unting sumigla ang maliliit na kabuhayan. At sa gabi, ang dating madilim na daan ay ginagabayan na ng 24 solar streetlights—tila mga ilaw na nagsasabing may direksyong patutunguhan ang bawat pagod na hakbang pauwi.Ngunit ang tunay na tagumpay ng proyekto ay hindi lamang nasusukat sa pagkakatayo nito, kundi sa pagpapatuloy ng silbi nito. Mula nang matapos noong 2022, nananatiling maayos ang kalsada at gumagana ang mga ilaw dahil sa sama-samang pangangalaga ng Barangay Palili. Sa pamamagitan ng regular na maintenance, paglilinis, at malasakit ng komunidad, napapanatili ang liwanag na minsang ipinaglaban nilang makamtan.Sa huli, ang Guizo Road ay hindi lamang konkretong kalsada. Isa itong daan patungo sa mas maayos na kabuhayan, mas ligtas na pamayanan, at mas maliwanag na kinabukasan. Sa bawat paang hindi na lumulubog sa putik, sa bawat batang ligtas na nakauuwi sa maliwanag na daan, at sa bawat aning umaabot na sa pamilihan nang hindi nasasayang—doon nasusukat ang tunay na pag-unlad.Sa Barangay Palili, ang daan ay patuloy na tinatahak.
