Welcome to this edition of the Water Herald,
our bi-annual supplement re-designed for
the satisfaction of not only the esteemed
customer but all stakeholders. As a nation we
might be living longer, we however want to
help you live better, too.

With this issue, we have chosen to bombard
you with not only news, accountability but
also tips to understand our service and also
to better your intake of said services.  

We aim to cut through the confusion and
give you clear, sensible and reliable
information from a committed and delighted
workforce that you can trust.

We want it to be both entertaining and
informative, but above all useful.

Welcome to yet another issue of the Water Herald.
National Water and Sewerage Corporation has
made great strides toward achieving our vision of
being the leading customer centered water utility
in the world as our new NWSC Strategic Direction
takes into account the strategic and overarching
Government Policy of transforming Uganda from a
peasantry to a modern and prosperous economy
as enshrined in the National Development Plan
(NDPII), NRM manifesto (2016-2021) as well as
Vision 2040. Water supply and Sewerage services
offer many developments related benefits in
addition to improved health.

As a company that seeks to be a part of the
communities in which it operates, NWSC has
taken the message of "Water for all" to every
community and we look forward to significant
improvements in all our operations.

As a key yardstick, we shall endeavor to fast track
the implementation of the various performance
improvement programs and projects. Furthermore,
we shall continue seeking innovative solutions so
that the fruits of safe, clean, affordable and
effective water and sewerage services are
delivered to all urban areas.

I wish to pledge my support to the corporation's
management and staff and in addition remind all
the stakeholders that besides all the achievements,
there is still an enormous challenge that lies ahead.
I have faith that through cooperation and
dedication, we shall rise to the occasion and take
the performance of NWSC another notch higher.

NWSC Continues Expansion
to Serve More Ugandans 

National Water and Sewerage Corporation
has expanded its services footprint from 197
towns to over 200 towns of operation
following the handover of an additional 25
towns by the Minister for Water and
Environment, Sam Cheptoris. Notably,
NWSC covered only 23 urban centers in
2013 but the corporation, one of the few
well-run public companies, has also been in
massive infrastructure growth with an
annual average of over 1,000km of water
pipe network extended across the country
compared to an annual average of only 80
km five years ago.

NWSC’s Managing Director, Dr. Eng. Silver
Mugisha said the expansions are in line with
the corporation’s 5-year strategic direction
(2013-2018) launched in November 2013. The
objective of the expansion is to ensure that
NWSC meets the accelerating growth in
demand for services. Dr. Mugisha added that
the increase in urban centers and the
growth within the existing towns comes
along with challenges related to
inadequacies in service delivery.

However, the corporation’s projects under
Infrastructure Service Delivery Programme
(ISDPs) and the Water Supply Stabilization
Programme (WSSP) in various towns under
NWSC’s jurisdiction are expected to address
the supply challenges, officials highlighted
by Dr. Mugisha who stressed that the ISDP
and WSSP have seen access to water grow
in leaps in and bounds with more people
being served through increased access and
supply reliability.

In addition, NWSC is now laying an average
of 1000kms of water mains per year to
which Dr. Mugisha attached significance as
because it is funded from the corporation’s
internally generated resources.

the Budaka Town Council
members who were so
impressed and resolved to
release their private
operator, Trandit, to pave way
for NWSC. Reportedly, the
council resolution, minutes
and letter to the Hon.
Minister of Water and
Environment were almost
immediately prepared.

National Water Takes
over Anaka Town

A team from NWSC-Gulu comprised of the Area Manager, Area Accounts
officer, Regional Human resources officer and the Area Engineer called
on Anaka Town council to establish an office. The team was welcomed by
the District leaders who were impressed and assured NWSC of their
support. The town clerk expressed utter joy and promised to liaise with
the local council leaders so that we extend water to viable places and
grow biz.

Godffrey Ocitti was more than delighted and assured the local that they
will never suffer from water related diseases now that one of the
continent’s finest water utilities has taken over. Notably, Anaka is an
upcoming and promising town in the north.

Apac Area officially takes
over Kayei Water
Scheme 

National water and Sewerage Corporation
under the Apac Area has officially taken over
Kayei water scheme following the Gazette by
the Ministry of Water and Environment.

The vibrant team of NWSC led by the Cluster
Manager Engineer Samuel Akol, Cluster HRO
Ms. Jane Amito, BM lbuje and cluster TS were
available to receive the New Scheme on
behalf of NWSC. The chairperson LC3 Mr.
Olinga Robert officially welcomed NWSC to
his Area and also shared the water challenges
with the sub county and further urged NWSC
to extend water to at least all the schools and
thus promised full support.

The sub county chief Akokoro sub county
gave a brief background of the scheme and
informed the members of some of the
facilities handed over which included a
borehole to be redeveloped, reserve tanks, 5
Connections unmetered and a Treatment
Unit.

the residents to stop encroaching on the water

Eng. Mahmood Lutaaya, the Corporation is
doing similar projects in various areas of
operation. He went on to mention that NWSC
would extend 100kms of water mains and
install 100 public standpipes in the next one
year. In total, the Corporation will extend a
total of 300kms of water mains and install 300
public water points to serve over 212 villages in
the next 3 years. “We want to install more
public water points and reduce on the
influence of middle men selling water at
500shs or more per jerry can. NWSC sells a
jerry can of water at public stand posts at only
25shs.” he added.

Nyakahuma Godfrey commended the
Corporation for the commitment
towards service delivery and water for
all Ugandans. “We had a problem of
water in this Masindi town and the MD
NWSC Dr. Eng Silver Mugisha
promised that the Corporation
would address it. Indeed, the promise
has been fulfilled.

NWSC is at the forefront of pushing
government programs,” he said. He
added that the new system would
greatly contribute to the economic and
social development of Masindi town.

SERVICE DELIVERY IN JINJA AREA
TO GO UP 

National Water and Sewerage Corporation in partnership with development partners,
commissioned new service delivery innovation at Masese Water Works under the Innovative
Energy Contracting private public partnership between NWSC, GIZ and KSB Pumps Ltd.
In a bid to better service delivery, the corporation working with development partners
researched and devised means of improving water supply and subsequently save the corporation
over 18% in energy loses.
The development partners present at the commissioning ceremony included the Embassy of the
Federal Republic of Germany, KSB Ltd and GIZ. NWSC was however represented by the DMDTS,
the Director Engineering Services, Manager Static Plant and the NWSC Jinja Area General
Manager.
Markedly, an MOU was signed between NWSC and KSB which provided for GIZ to fund 57% of
the technology advancements while NWSC is to fund the remaining 43% from the energy savings.
The works are part of ongoing initiatives under the corporation’s Water supply stabilization Plans
(WSSP) using innovative approaches to better service delivery in all its areas of operation.
Following the successful launch, plans are underway to roll the partnership in all NWSC
operational towns.

NWSC AND BARCLAYS
BANK PARTNERSHIP BARES
FRUIT 

On the 6th of July 2017, Barclays Bank
Uganda Ltd and National Water and

Posts (PSPs) in 23 select towns in

NWSC HAILED FOR OUTSTANDING
PERFORMANCE YET AGAIN!! 

Following back to back wins (African Utility of the year 2013/2014 and African Utility of
the year 2015/2016), the World Confederation of Businesses has awarded the
corporation for its distinguished excellence in utility management, business leadership,
quality of service, management systems, innovation and creativity, Corporate Social
Responsibility, and benchmarking services/capacity building of other utilities in the
world, for the third year in a row.
The move comes against the backdrop of a massive water extension rollout programme
that has seen NWSC increase service coverage from 23 towns in 2013 to now 200 towns
across the country. NWSC board chairman Dr. Eng Christopher Ebal, Corporation
Secretary/Deputy Managing Director Board affairs Mrs Edith Kateete and the Senior
Corprate Marketing Officer John Fisher Sekabira received the award on behalf of the
Corporation at the event held St Thomas, United States.
Receiving the award, NWSC Board Chairman Dr. Eng. Christopher Ebal shared the
Corporation’s strategic direction and commitment towards clean safe water for all
Ugandans.  “The annual water mains network expansion has grown from 80km in 2013

Partnership with Huawei International Company
Ltd

National Water and Sewerage Corporation partnered with Huawei International to pilot the
use of pre-paid water meters in select parts of the Kampala Service Area. The water meters
once installed will improve collection efficiency, real time monitoring of the customer
consumption and reduction of Non-Revenue Water. This is in line with NWSC’s Strategic
objectives of promoting innovations and improving revenue performance.

The celebrated International Company developed the water meter solution that uses IoT
(internet of things) to perform functions of prepayment and reduction of Non-Revenue
Water among other benefits. The solution has been provided to improve collection
efficiency, real time monitoring of the customer consumption and reduce operational costs.
The pilot project shall include providing Two Hundred (200) IOT water meters of varying
sizes from DN 15 to DN 150 according to the manufacturer’s instruction and monitoring for
a period of four (4) months from date of the last meter being installed.

The pilot shall also include report generation assessment and analysis. Huawei will act as
End-to-End solution provider and the Corporation will act as supervisors and coordinators
of the Project. This project is purely a pilot aimed at demonstrating the functionality,
suitability and applicability of the IOT water meters’ solution in Ugandan field environment.
  
The MD NWSC in his remarks stated that the pilot is a study phase to check how viable the
water meters are and if found effective, the corporation will call for proper competitive
bidding for supply of the prepaid water meters which at that point will be rolled out
carefully and systematically. “However the primary focus for the corporation at this time is
to ensure supply reliability for those already on supply and extend supply to those not yet

BUSHENYI IN MASSIVE
OUTREACH

The MD, Dr. Eng. Silver Mugisha, a team from
Kampala led by Mr. Samuel Apedel and other
delegates together with the Bushenyi team visited
the Kyabugimbi health Centre in a CSR drive. They
visited wards handing out an assortment of goods
like sugar, soap and other goodies. A health camp
was also organized and sponsored by NWSC.

 This was geared towards encouraging the
residents to test and know their status. The
community had been ridden with disunity and
mistrust due to misinformation but as many
attested to, the NWSC team in Bushenyi worked
tirelessly sensitizing the community with the help
of the local leaders till they helped them see the
light

Proceeding to kyabugimbi secondary school, Dr. Mugisha
pledged 4.9m for the roofing of the teacher’s quarters. He
promised to help them in fundraising for a laboratory and
called upon the administration to start a SWAS club. The
MD commended them on this and called for them to keep
the community-national water partnership going. The MD
went on to commission 2 PSPs one in Kitwe and the other
in kyamutiganzi. 

The excitement of the residents was unmistakable. In
attendance was the RDC, Deputy DISO, LC3, LC5 religious
leaders and several other local leaders. They had a chance
to each address the gathering and besides the over
whelming praise for the area manager Bushenyi cluster,
Mr. Francis Kateeba and his team, they also urged the MD
to extend supply further noting that they were ready to
do their own trenching.

To this the MD offered that 5km of pipes would be ready
for laying in the next 2 weeks. The day was concluded
with the official opening of the new Kyabugimbi NWSC
offices and tree planting at the hospital and the offices.

SWAS GOES REGIONAL

The SWAS Clubs Committe led by The SWAS

communication officers), the launches were
held at IREC for (Central region), Mbarara for
(Western & S.Western region) and Lira for
(East & Northern region).

The main aim for the week long activity was
to further sensitize on the purpose and goal of
SWAS Clubs. To this end, the corporate
communications manager, Ms. Sarah
Namuwenge gave a detailed presentation fully
covering all things SWAS at all the Regional
workshops.

The other point of focus was coming up with
the regional action plan which the patrons
were able to do after careful deliberation and
discussions, with the SWAS Task force keen on
the relevance of SWAS to the protection of the
environment.

The workshops attracted a host of schools and
the number of SWAS members is set to double
or even triple. The school patrons showed
commitment and pledged to work on
respective action plans to ensure that SWAS
clubs become the ultimate powerhouse for
enriching the future generation.

 Markedly, sessions included formal
introductions of attendees, presentations,
group discussions to forge action plans, and
harmonization of the mother action plan to be
adopted by all regions.

be people of substance through hard work if
they are to position themselves better in
society. To inspire them further, she shared
about her time of service with the Corporation
(25 years), and the various mile stones she has
attained in this time.

Blend of Glamour, Pomp, Entertainment
and Elegance as NWSC Celebrates 2017

The NWSC Board Secretariat, Management and Staff
closed 2017 with what many labelled “the party of the
year”. Championed by the Management Services Business
stream, the event was dubbed “a black and gold affair”.
  
In what turned out to be a fun-filled occasion saw lots of
entertainment from different bands, performances from
various NWSC departments and Uganda’s best Disc
Jockey- Selector Jay (Club Guvnor Head of Djs and DJ of
the year 2016/2017) entertained the guests at the
occasion.
The event also witnessed the corporation’s most
outstanding employees awarded. The meals were
something to write home about but one couldn’t dispute
the legendary dance moves that loomed over the dance
floor painted with the Board and management, joined by
staff.
