PETALING JAYA: The unity government must promote its strengths, accomplishments and ignore the constant attacks on its agenda by the Opposition, said Universiti Malaya political analyst Dr Awang Azman Awang Pawi. “The government will need to concentrate on improving the economy and restoring it to its previous position. This would help it win over voters who might likely support the Opposition. “It should also pay attention to urban and rural Malay voters because they have differing views on what is important to them. “The gulf is especially wide between those in the east and west coasts, with those in the west coast being more concerned about good governance and stability and not so much on ideology, which is being widely promoted by PAS.” Selangor, Negri Sembilan, Penang, Kedah, Kelantan and Terengganu are set to hold state elections soon as their state assemblies have been dissolved. Awang Azman said PAS, which is part of Perikatan Nasional (PN), is more focused on promoting its brand of religion, which is less attractive to voters in urban areas. He said Malay voters in urban areas are more interested in the economy, upgrading their lifestyle, social mobility and their family, adding that ideology holds very little interest to them. Awang Azman also said for the unity government to woo voters, it must showcase its success and show them the path to prosperity. “PAS has focused solely on race to win over voters rather than issues that are affecting them. This is unlikely to garner the support of voters, especially those in urban areas. “Those in the east coast tend to support PAS but the PN component party could lose support as Prime Minister Datuk Seri Anwar Ibrahim ramps up his campaign and promotes the success of the unity government.” He said Anwar has been working hard on resolving issues faced by the people, especially infrastructure woes facing those in East Malaysia. Awang Azman said the Malaysia Madani programme has captured the imagination of voters in the east coast as the unity government works towards uplifting not only the Malays but every race out of poverty to ensure no one is left behind. He added that although the programme has been criticised by PN, its attacks have not gained traction among voters. “It is important for Anwar to continue promoting Malaysia Madani while showcasing its success to win over voters.”. The issue of limited and crowded space in Mina also drew the attention of the King. Minister in the Prime Minister’s Department (Religious Affairs) Senator Datuk Dr Mohd Na’im Mokhtar said the King, who expressed concern about the welfare of Malaysian pilgrims in Mina, sent a message asking him to look into it. Mohd Na’im said he has discussed it with the top management of Tabung Haji (TH) for the haj pilgrimage advisory committee to provide suggestions on improving the situation. “Islam is a religion that provides solutions to every problem that arises. Deputy Finance Minister Datuk Seri Ahmad Maslan said the ministry would hold a meeting with the Communications and Digital Ministry today to discuss the matter. The credits-for-cash offer is believed to have been the work of irresponsible parties on social media. “Discussions will be held to ensure this matter can be publicised on platforms such as the ministry’s social media pages, television and radio. “We do not want some two million youths who are recipients of the initiative to be cheated by scammers in their attempt to exchange the credits for RM200 in cash,” he told a media conference after a visit to the Johor valuation and property service department yesterday. He said the redemption in cash of the RM200 credit for youths aged 18 to 20 or full-time students studying at higher education institutes is not allowed. Ahmad added that this is because the provision of credit to that group via one of the three e-wallet service providers, namely Boost, Setel and Touch ‘n Go eWallet, is part of the government’s efforts to encourage cashless spending among youths. He expressed hope that youths would fully spend the credit and help support the local economy. It was reported that there were many advertisements on social media offering services to convert eBeliaRahmah credit into cash, after it was credited to the e-wallet accounts of recipients from June 26. In a statement yesterday, the Academy of Sciences Malaysia (ASM) said 22-year-old Tee, a Bachelor of Science (Physics) undergraduate, will be in Geneva for at least eight to 13 weeks, which will allow him to meet young scientists from around the world. This will also allow Tee to share his knowledge in the field of particle physics and computing, both theoretical and experimental, Bernama reported. Meanwhile, ASM president Datuk Dr Tengku Mohd Azzman Shariffadeen Tengku Ibrahim said students participation in the CSSP Clarity sought on Penang LRT project GEORGE TOWN: The state government is seeking clarity on the role of SRS Consortium Sdn Bhd, the project delivery partner (PDP) for the Penang Transport Master Plan (PTMP), now that the state’s light rail transit (LRT) project will be owned by the federal government via MRT Corp. Chief Minister Chow Kon Yeow said it is imperative to decide on the direction of SRS Consortium given that the company had carried out some work. “The state government has appointed SRS Consortium as the PDP (and it) did the (necessary) work (to enable) the project to be implemented. We are still waiting for the federal government and MRT Corp’s decision regarding the role of the company. “If it is decided that SRS Consortium has a role (to play), they can continue to do the work even if ownership of the LRT changes from the state government to MRT Corp,” he said. Otherwise, MRT Corp would need to take over and resume the work carried out by SRS Consortium. Considering that the LRT work packages are targeted to be tendered out by year-end, this issue has to be ironed out immediately, he said. On the project’s financing model, Chow added that it would be fully funded by MRT Corp. He said the state government and MRT Corp have identified two potential sites for the LRT depot located near each other. “MRT Corp has identified a site that is suitable for the depot. It is a private property and we believe they are negotiating with the site owner. If the owner approves, we have no problem with the depot being built there. “We also have a suggestion for a site that is near that location. So we are looking at these two options. We need to make a final decision and deal with the matter accordingly.” The LRT depot was supposed to be built on a reclaimed island under the Penang South Island Project. However, Transport Minister Anthony Loke said in May both the federal and state governments have agreed to build the depot on the state’s existing land to expedite project implementation. Loke said phase 1 of the project, initially planned from Penang International Airport to Komtar, would now be extended to Tanjung Bungah, covering 29km with 27 stations. – Bernama will promote excellence among young researchers to conduct cutting-edge international research and build a wider network of collaboration. “This experience will have a great impact on their career development in the field of science and technology,” he said. The ASM has opened nominations for the CSSP to all students from public and private universities every year since 2012. So far, 23 have been nominated for the programme. The ASM is responsible for shortlisting Malaysian candidates, while the final selection is made by the CSSP committee members. All participants are funded by the CSSP and they will attend meetings as well as visit the CERN. They are also required to write a report at the end of their participation. Umno must show it is equal partner in govt: Expert He said to gain the support of Malay voters, Umno must be ready to criticise DAP as and when needed to show it is an equal partner in the government. “This is because PN, which has been ignoring bread and butter issues, is playing up race and religion to win votes. Hence, Umno voters may not mind voting for PN because they might feel the coalition is not betraying anyone. “By going on the offensive against DAP, Umno will show its supporters that it has what it takes to be in power and to help the Malays. Although it might not go down well with DAP supporters, they will still vote for Umno as PN does not appeal to them.” Azmi said nearly 80% of the non-Malay voters support the unity government, and Umno’s criticism of DAP will not have a major impact on their support, adding that Umno is at its weakest at the moment, although it has purged the enemy within it. Azmi also said Umno now has to show that the party is willing to criticise a member of the government as it shores up the support of Malay voters. He added that any turmoil as a result of Umno’s criticism of DAP would not have a long-term impact as it is a way for the party to show it still places the interests of Malay voters first. The 40-year-old suspect hit his 11-year-old daughter in the face twice and slapped his three-year-old son’s face, leaving bruises. Ampang Jaya district police chief ACP Mohd Azam Ismail said the suspect became aggressive when his wife asked him for her and their children’s passports. “Both the children have been warded at the Ampang Hospital for treatment and monitoring while the suspect has been remanded for seven days until July 7.” Mohd Azam said the suspect threatened his 37-year-old wife and told her not to lodge a police report on the incident. He said the suspect, a tow truck driver, was arrested on June 30 in Kampung Ampang Indah, and checks showed he has no previous criminal record. The case is being investigated under Section 31(1)(a) of the Child’s Act 2001 and Section 506 of the Penal Code for criminal intimidation. Meanwhile in Johor Bahru, a fire broke out at a student hostel block of SMK Seri Kenangan in Segamat yesterday morning. However, no casualties were reported. Segamat Fire and Rescue Station operations commander Senior Assistant Superintendent Mohd Aizad Mamat said 20 firefighters were dispatched to the scene after receiving a distress call at 1.58am. “The firefighters used a fire engine water pump and a fire hydrant in the two-storey building to put out the blaze. “About 30% of the building was destroyed by the fire.” Mohd Aizad said the cause of the fire and the losses incurred have yet to be ascertained. – Bernama Another two Malaysian pilgrims die in Mecca MECCA: Two Malaysian men died here on Friday, bringing the total to four pilgrims from the country who died in the holy land during the haj pilgrimage this season. Minister in the Prime Minister’s Department (Religious Affairs) Senator Datuk Dr Mohd Na’im Mokhtar said the two pilgrims, both men aged 72 and 60, died from a lung infection, stroke and heart failure. “These two men are among the three pilgrims who were not taken to Arafah for wuquf (the act of standing before God) because they were in a coma in a Saudi Arabian hospital.” He said there are 95 pilgrims at the Tabung Haji treatment centre in Mecca and 15 Malaysian pilgrims in Saudi Arabian hospitals. Meanwhile, Mohd Na’im said the Masyair operation, which is the culmination of the haj, has officially ended with the return of all the Malaysian pilgrims to Mecca from Mina. He said 13,219 pilgrims or 56% left Mina on Friday after performing the Nafar Awwal (an abridged haj with a slightly shorter duration), while the rest began their return to Mecca at 6.23am on Saturday after performing the Nafar Thani (the usual haj). According to the World Bank’s HighFrequency Phone Survey, almost 70% of the lower-income households in Malaysia have insufficient financial resources to cover their monthly necessities, and more than 60% have reportedly no savings. Prime Minister Datuk Seri Anwar Ibrahim has proposed RM64 billion in subsidies, assistance and incentives to aid the populace in coping with the growing cost of living. Anwar, who is also the finance minister, said recently the government hopes to eradicate poverty across all socioeconomic groups. To successfully handle the rising cost of living issue, the government must move past the current subsidybased approach and come up with ways to pay a living wage. According to forecasts from 2022, inflation will remain at 3.3%. However, the prime minister has emphasised that if global supply chain problems intensify, the situation could get worse. To address and prioritise the issue of eradicating poverty, it is essential we rationalise the supply chain to reduce the cost of living. This process involves optimising and improving the efficiency of the supply chain to reduce the costs of goods and services. This can be done by reducing the number of suppliers, consolidating suppliers and improving logistics. The strategies that can be used to achieve supply base rationalisation include choosing a single or dual source of supply, creating an approved or preferred supplier list, outsourcing a variety of services to do away with individual suppliers and grouping purchases with other customers to make larger suppliers more economically viable. Management or employers must recognise OSH as an integral part of business management. OSH issues at the workplace must be looked at with equal gravity as with the bottom line. After all, they are both concerned with the viability of the business enterprise. Employees are often regarded by the management to be the most important asset of any organisation. Hence, it makes sense that this particular asset should be protected in terms of health and safety, and nurtured to ensure that it continues to be productive. In any business enterprise, the issue of preserving and retaining employees is most critical. Management must take a hard look at their asset and actively show how much they value their employees, with a responsible OSH policy, backed up by the necessary organisation and systems to implement accident prevention programmes. Many people are not conscious of the importance of OSH until an accident, injury or death occurs. Some industries do not want to invest in safety and health at the workplace because of the cost factor. They do not seem to realise that if accidents or deaths occur due to their disregard for OSH, the costs they have to bear will be greater. Common sense tells us that “safety is good business”. If a company gives priority to safety at the workplace, it will be beneficial to the business. Companies must seek to adopt a work safety culture and do more to prevent or minimise industrial accidents through good OSH practices. OSH education and training are of paramount importance and employers should see training as an investment and not an expense. In the global economy, OSH issues are among the key determinants of a company’s competitiveness through productivity enhancement and efficiency. Observations and evidence have shown that increase in productivity and improvement in the workplace environment are results of good safety and health work practices and the adoption of a workplace safety culture. Safety culture is part of the overall corporate culture, which must be given the highest priority. A culture is an environment that has a philosophy that permeates the daily activities of an organisation. An organisation plays a vital role and should take the lead in shaping the safety culture of its employees. Safety needs to be embraced and practised by the top level of management. Employers need to develop a culture of trust and encourage their employees to change behavioural attitudes and negative perceptions towards safety. Both employers and employees should work side by side to nurture a positive attitude towards safety and seek empowerment to challenge unsafe behaviours in others. This may be achieved in several ways, including by putting warehouse management systems into place, using robots to do picking and packing duties and utilising transportation management systems to plan delivery schedules and optimise routes. Automation and technology can help in decreasing labour costs while accelerating and improving decisionmaking, speeding up processes and minimising waste and mistakes. This may result in additional supply chain cost reductions, leading to a reduction in price and cost of living, hence, achieving the Sustainable Development Goal One. 9 SPEAK UP theSUN ON MONDAY | JULY 3, 2023 Key role of ethical oversight executive S UCCESSFUL companies have a management structure comprising high-level executives who ensure that administrative operations are well supervised, growth opportunities are capitalised on, resources are allocated effectively and productivity levels are sustained optimally. These responsibilities are shouldered by chief executive officers, chief operating officers, chief financial officers and chief human resources officers. They constitute the companies’ anchors, ensuring that the organisation is firmly rooted amid the uncertainties and ambiguities of an ever-changing global landscape to maintain an ideal trajectory that achieves short- and longterm goals. In recent years, companies have had to place greater emphasis on strategies that address the vicissitudes of this global landscape, one that is replete with issues that perturb the moral conscience of important stakeholders. There are growing demands for morally guided company practices and governance. Many stakeholders have been disillusioned with practices that have achieved little progress in addressing injustices and iniquities. They point to corporate encroachments that have resulted in the exploitative treatment of workers, poverty exacerbation, seizure of land and properties, denigration of the environment and a panoply of pressing issues that are afflicting the world. Some argue that companies have a moral obligation to incorporate resolves to these issues into their policy-making to prevent potential catastrophes. Development in key areas intended for further expansion and growth has been subject to criticism and intense scrutiny as it has been characterised as a threat to ethical sustainability. The shift in today’s world towards the adoption of ESG (environmental, social and governance) policies has caused companies to reconsider their practices and to be aligned with the agenda at large. This sentiment has been amplified by ethically conscious consumers who place greater expectations on companies to integrate ESG policies to not only develop new technologies but ensure healthy ecosystems with ethical practices. This pressure on companies has also been intensified by institutional investors. According to a survey by PwC Malaysia and Micpa (The Malaysian Institute of Certified Public Accountants), 91% of respondents agreed that how a company manages ESG risks and opportunities is an important factor in investment decision-making. Company practices that deviate from sustainable or ethical trajectories can incur substantial reputational damage and sour relations with important stakeholders. Improving dengue diagnosis and reporting systems for early detection and timely response are measures that can help. Healthcare professionals can identify cases more quickly and initiate appropriate management strategies by improving the efficiency of diagnostic processes. Furthermore, it is crucial to provide training and resources to healthcare professionals. The management of dengue is continuously changing with the rapid development of technology to ensure better patient outcomes. Thus, continuous medical education and workshops are vital in keeping healthcare professionals up to date with the latest advancements in dengue management. A comprehensive mosquito surveillance system is essential for identifying high-risk areas and monitoring mosquito populations. Regular larval and adult mosquito surveys should be conducted to assess the abundance and distribution of dengue vectors. Targeted control measures can be implemented by collecting data on mosquito breeding sites and population dynamics. Integrated Vector Management (IVM) is a holistic approach to mosquito control that combines various strategies. Source reduction, which involves eliminating or modifying mosquito breeding sites, is a crucial component of IVM. This can be achieved by promoting proper water storage practices, ensuring proper drainage and regularly cleaning and emptying water containers. In addition, larvicide (treating water bodies with larvicidal agents) and adulticide (controlling adult mosquitoes) should be conducted. Targeted adult mosquito control measures, including space spraying, should be implemented in high-risk areas to reduce the adult mosquito population. The public can also play a crucial role in ensuring that dengue transmission is curbed. Public awareness campaigns to educate individuals about dengue transmission, symptoms and preventive measures should be carried out. Participating in these campaigns will make the public aware of the dangers of dengue and be responsible, leading them to be more proactive in protecting themselves. Personal protective measures are vital in reducing mosquito bites, such as using mosquito repellents, wearing protective clothing and using bed nettings. It is also essential to minimise mosquito exposure by avoiding outdoor activities during peak mosquito activity times, typically early in the morning and late afternoon. Individuals can significantly reduce mosquito breeding sites in their homes and communities by taking simple steps. These include emptying and cleaning water containers regularly, covering water storage containers to prevent mosquitoes from accessing them, and ensuring proper drainage to avoid stagnant water accumulation. Combating dengue is everyone’s responsibility. By engaging in community clean-up campaigns and efforts to eliminate mosquito breeding sites, individuals can contribute to creating a dengue-free environment. Community-based surveillance can also be established, with community members reporting and monitoring potential breeding sites. Experts have cited various factors, including external downside risks, moderating growth momentum, slow consumption drivers, need to avoid risks of overspending and overborrowing, inflation moderation and a focus on sustaining growth. In addition, improved supply and reduced cost pressures shall keep inflation under control. In May, BNM increased the OPR by 0.25% to 3%. This is the first time this year that the OPR has been raised, after being kept at 2.75% twice in January and March. Bank Islam Malaysia Bhd commented that the 25-basis point hike in May was more of a “now or never” situation considering that the second half of the year could be challenging from the growth perspective. It added that Malaysia’s inflation rate continued to trend down (April: 3.3% against March: 3.4%), marking the lowest print since March last year, though the core inflation is still trending higher than the headline rate at 3.6% in April. “Unlike in many parts of the world, Malaysia’s inflation reading gives limited clues on the trajectory of the monetary policy. In our view, labour market recovery means the OPR should progressively return to its new terminal level as it correlates more strongly with the unemployment rate rather than inflation (-86.0%). “At the current rate, we do not rule out the possibility of another OPR hike during the second half of 2023 should the unemployment rate steadily improve, reaching 3.3% in August when the official data released in October, a month before the scheduled final MPC meeting in 1-2 November 2023. Failing which, the OPR may rest at 3% until the year-end,” it stated. “Gold players are worried about LGT, that it will worsen the demand. More so, they’re seeking authorities to consider this prior to implementation,” he told SunBiz. He opined that the exports of gold jewellery were affected severely during the pandemic and had only recovered in recent years. However, he believed that “Malaysia is bound for another fall when the impending LGT is imposed on gold products”. There’s always a cost to keep housing affordable THE Singapore Housing Development Board’s (HDB) model has always been regarded as the most successful affordable housing programme, where nearly 80% of the population live in government-built public flats that are sold below market value and with about nine in 10 owning their homes. At the risk of oversimplification, such astonishing success is attributed to the establishment of an integrated approach to housing, from planning and design, through land assembly and construction, to management and maintenance. Besides, the capability of building below-market-value public flats is deemed as the result of using latest construction technology that enables fast supply of mass housing to meet ever-increasing demand. However, the long-term and strong political commitment is the real key of success, among others. In Singapore, public housing is not just a social welfare programme providing shelter for those who are unserved by private housing, but is also a national development strategy by which socio-economic change is exercised on the majority of the population. To note, HDB flats are built and sold at subsidised prices by the government. The cumulative government grants provided to HDB since its establishment in 1960 until 2022 amounted to S$42.972 billion (RM128.9 billion). Given that the amount collected from the sale of HDB flats in every financial year is less than the total development cost, HDB has been consistently facing deficits. Apparently, the high level of government support through continual public subsidies to HDB is vital to ensure that public housing remains affordable, accessible and inclusive in Singapore. This contrasts with Malaysia, where the private sector has been playing a critical role in building price-controlled social houses – low-cost, low-medium cost, medium cost and rumah mampu milik (affordable home) – where a quota is imposed across the board nationwide. According to the National Housing Policy 2018-2025, every private housing development is required to dedicate 30% of its project to affordable housing. This requirement has been in place since 1981. Inevitably, “cross-subsidisation” from the free-market housing products will continue to be the biggest unaddressed issue, and is expected to aggravate the already distorted housing market. Certainty – cornerstone of cooperative compliance TAXPAYERS want certainty and finality to their tax affairs. They do not want to be revisited by any tax authorities many years after they have fulfilled their compliance obligations by filing the relevant tax returns. If the law is clear, why should the tax authorities revisit them? Currently, there is an increasing number of disputes between the Inland Revenue Board (IRB) and taxpayers. Why is it so? One of the reasons is the uncertainty due to the divergence of views between taxpayer and IRB. If the gap is narrowed, the resources of IRB and taxpayers can be redeployed productively elsewhere rather than wasting them on arguing with one another. What is ironic here is that there are many tools and measures available for taxpayers to obtain certainty, but the question is: Are these measures working? If they were working, the disputes should be reducing instead of increasing. Tax certainty is a cornerstone of an effective tax system that provides a level playing field for taxpayer and IRB. This means that the tax liability should be certain and not arbitrary in nature. The tax laws must be clear, specific and nondiscretionary. Benefits of tax certainty The benefits of certainty are that it increases predictability of the tax liability, reduces costs for taxpayers in interpreting tax rules, promotes good faith in the tax system, making tax collection more acceptable, and guarantees the correct application of tax laws. Tax laws should be understandable to an average taxpayer. Where does uncertainty arise? Uncertainty largely arises from the interpretation of the tax laws and the timing of the implementation of the new laws. When policymakers enact new laws, they are unable to anticipate all business practices they intend to tax, and taxpayers in turn need time to adjust to accommodate the new laws. It is not uncommon for laws to be introduced and tweaked within a short timeframe. A recent example is foreign-sourced income, where the intention of the authorities was to tax such income remitted into Malaysia, but shortly thereafter the authorities reversed the decision and exempted such income from taxation subject to certain binding guidelines to be issued by IRB. These guidelines came out almost six months after the law. Some of the conditions surprised taxpayers, and this is the kind of uncertainty that could have been avoided if the guidelines were issued closer to the change in the policy decision. Similarly, the Transfer Pricing Rules which came out in May 2023 but were effective retrospectively for the year of assessment 2023. There is a gap period where taxpayers could be caught without knowing the rules that came out only in May 2023. There are good tools available from the IRB to obtain certainty in advance such as the Advance Pricing Agreements, Advance Rulings, Tax Corporate Governance Framework Programme. The problem with these tools is the protocols attached to them are rigid and the authorities dealing with these mechanisms need to exercise greater flexibility and use their discretionary powers to make exceptions to ensure that commercial transactions are encouraged. An example is where one seeks an advanced ruling, the biggest impediment is the requirement that the transaction must effectively go through. The tax authorities should not look at it from a tax collection perspective, but instead look at the economic reality and the benefit to the country. The mindset must change. Way forward The introduction of the Tax Corporate Governance Framework (TCGF) and the Special Voluntary Disclosure Programme is a breath of fresh air. The certainty provided here is that there will be no audits and in the case of TCGF, continuous certainty will be provided with constant engagement between IRB and taxpayer during the three- to five-year agreement. The existing avenues such as Advance Pricing Arrangements, Advance Rulings, etc. need a revamp and realign them with the needs of the industry. Rubber smallholders to receive output incentive payment this month KUALA LUMPUR: Smallholders in Malaysia are eligible to receive Rubber Production Incentive (IPG) payments from July 1 to 31, 2023, based on June 2023 rubber production. In a statement, the Malaysian Rubber Board (MRB) said IPG rubber cuplump and activated latex for June 2023 in Peninsular Malaysia is 30 sen per kilogramme (kg) for 50% dry rubber content (DRC) and 60 sen per kg for 100% DRC. For Sabah, the rate is 65 sen per kg for 50% DRC and RM1.30 per kg for 100% DRC, while for Sarawak the rate is 60 sen per kg for 50% DRC and RM1.20 per kg for 100% DRC. Meanwhile, the IPG rate for latex is 90 sen per kg for 100% DRC. In June 2023, MRB said, the average farmgate prices for cuplump is RM2.40 per kg for Peninsular Malaysia, RM2.05 per kg for Sabah and RM2.10 per kg for Sarawak. The IPG is activated if the average monthly price at the farm level for cuplump rubber is below the RM2.70 level per kg starting January 2023. Hang Seng Index issues dominate trading, MyEG active too TRADING turnover in warrants was sharply lower last week, falling to RM147.8 million from RM196.4 million the previous week with the local market being shut on Thursday (June 29) in conjunction with Hari Raya Aidiladha. Despite coming in 24.7% lower week-on-week (w-o-w), warrants over the Hang Seng Index (HSI) still dominated, recording RM123.9 million in value traded and representing 83.8% of the total warrants turnover for the week owing in part to the volatility in the underlying Hang Seng Index (HSI) futures. The Hang Seng Index (HSI) Index futures saw a rollercoaster week where prices capped the week with four red days out of five after chopping within a weekly range of 18,676 to 19,231. The HSI futures started off Monday with a 0.4% loss before rebounding strongly on Tuesday, gaining 1.8% amid hopes that the central government will roll out more economic stimulus. Prices then proceeded to finish marginally lower on Wednesday before sliding on Thursday through Friday, losing 1.7% and 0.1% respectively to finish the week down by 0.4% at 18,806 as sentiment was dampened over weak China factory activity in June. Special Voluntary Disclosure Programme 2.0 – second chance at a fresh start ON JUNE 2, the Finance Ministry officially announced that the Special Voluntary Disclosure Programme 2.0 (SVDP 2.0) would take effect from June 6, 2023 until May 31, 2024. The SVDP 2.0, administered by the Royal Malaysian Customs Department (RMCD), comes hot on the heels of the successful Voluntary Disclosure and Amnesty Programme (VDP) (also administered by the RMCD), which ran in two phases between Jan 1, 2022 and Sept 30, 2022. Both the SVDP 2.0 and the VDP demonstrate government efforts to boost the country’s fiscal position and improve its revenue collection by incentivising non-compliant taxpayers to report any incorrect or undisclosed taxes that were previously unknown or undiscovered by RMCD. In the past, non-compliant taxpayers were offered incentives such as partial or full penalty remissions in return for coming clean and making the necessary tax repayments under the VDP. RMCD published a guideline and a set of FAQs on the SVDP 2.0 for indirect taxes on June 2. The guideline is only available in Bahasa Malaysia, and it can be accessed at https://myvdp.customs.gov.my. Briefly, the SVDP 2.0 covers historical noncompliances and therefore, any underpaid/unpaid taxes until Feb 28 that falls under the ambit of the SVDP 2.0 shall be entitled to the incentives offered, in respect of the following legislations: Sales Tax Act 1972; Service Tax Act 1975; Goods and Services Tax Act 2014; Tourism Tax Act 2017; Sales Tax Act 2018; and Service Tax Act 2018. Under the SVDP 2.0, the incentives offered for voluntary disclosures include 100% remission on penalties; no compounds will be issued under the programme; and the period declared under the programme will not be audited unless there is an element of fraud. It is prudent to note that the SVDP 2.0 only involves voluntary disclosures made for underdeclared or undeclared taxes. There is no avenue for persons to seek reimbursement for the overpayment of taxes under the programme. Further, the incentives under the SVDP 2.0 are not available to any person whose declaration involves tax liabilities that are being or have been investigated by the RMCD’s Enforcement Division; taxes where a Bill of Demand has been issued by the RMCD; tribunal/court cases that are currently being tried; or cases that are being audited by the RMCD’s Compliance Division. The SVDP 2.0 should be seen as an opportunity for taxpayers to make good on any underpaid or unpaid taxes. In comparison to the hefty penalties provided for under the various legislations, the incentives offered under the programme are a mere slap on the wrist. Further, seeing as the specified period will not be audited (unless there is fraud), submitting a voluntary disclosure will provide the taxpayer with protection against future audits, which may be tedious and time consuming. Having said that, disclosures should be made in good faith and taxpayers should not view this as an opportunity to thwart the tax authorities. Lastly, the disclosures made under the SVDP 2.0 need not be accompanied by any supporting documents or tax computations. This reduces the administrative burden on the taxpayer and the potential barriers for taxpayer participation. It is worth noting that there is also an avenue for the unpaid/underpaid taxes to be paid by instalments under the programme. The SVDP 2.0 presents a golden opportunity for taxpayers to make good any underpaid/unpaid taxes and to start afresh on a clean slate. If there are doubts about whether taxes have been accurately declared and paid in the past, taxpayers should conduct an internal assessment of their tax affairs to identify any potential non-compliance of the legislation that falls under the SVDP 2.0. In undertaking said internal assessment, taxpayers should also consider obtaining independent legal advice to ascertain any noncompliances with tax rules and legislations, as well as to understand the parameters of the SVDP 2.0 before making the necessary declarations to RMCD. New unverified accounts would be limited to 500 tweets. The property sector accounts for a roughly a quarter of China’s economy. – Reuters Nestle steps up reforestation project in Ivory Coast VEVEY: Nestle is stepping up its project to combat deforestation in Ivory Coast caused by the growth of cocoa farming, bringing cocoa trading firms directly on board. Ivory Coast is the world’s largest cocoa producer, at 40% of the global market. The west African country had 16 million ha of forest in the 1960s – a figure which is now down to less than three million, mainly due to cocoa plantations. Nestle, the Swiss food giant behind chocolate brands like KitKat and Smarties, launched a project in 2020 aimed at restoring and protecting the Cavally Forest in southwest Ivory Coast. One of the last remaining dense forests in the country, Cavally is a biodiversity reserve covering more than 67,000ha, but is threatened by deforestation linked to the cocoa industry and illegal gold panning. The Nestle project was a partnership with the Ivorian government and the Earthworm Foundation, an NGO that led the project’s implementation. At a media briefing this week at its headquarters in Vevey on Lake Geneva, Nestle said the first phase had led to “a significant reduction in deforestation”, with the natural regeneration of 7,000ha and the reforestation of almost 1,500ha. For its second three-year phase, the Swiss trading firm Cocoasource and the French firm Touton, which work directly with cocoa and rubber cooperatives in the area affected, have been brought on board. The project has a budget of four million Swiss francs ($4.45 million). It aims to strengthen the resilience of the communities on the edge of the forest, and improve the transparency and traceability of the cocoa and rubber supply chain. Besides commodity traders, the Swiss economy ministry has joined the Cavally project. My intention was for the title to prepare the audience to immerse themselves in this world for the next two hours, understanding that it’s more than just entertainment – it’s an engaging experience.” Centring marginalised voices The director also discusses the challenges and conflicts involved in his work. The idea of an allmale ensemble of Indian men was a new one, putting him in an unusual position. In the past, his familiarity with the nature of the work allowed him to q u i c k l y recognise his involvement. “There were times when I thought, ‘I have no idea what I am doing or what I am trying to give it,‘ because it is difficult for me to visualise the end result,” Dhinesha explained. However, the production proved to be one of Dhinesha’s finest, captivating audiences and leaving them craving more unique concepts. Aside from that, another issue that has arisen, particularly in the aftermath of the show, is the realisation that the intention was never to represent the entire community. It was never intended for the show to represent every Malaysian story or to speak for all Malaysians. However, due to its focus on the experiences of the all-Indian ensemble, centred around the director’s perspective, certain situations arose during press interactions or when audiences attended the show. Some individuals expressed that it didn’t feel like a comprehensive Malaysian-Indian narrative. In response, Dhinehsa said, “Yes, because we discovered talented individuals whose stories needed to be told, who happen to be Malaysian-Indian. This is a personal story; this is a personal struggle; this is a personal issue. A single show cannot encompass the entire community’s story or struggle. That’s why I always focused on myself and my actors, highlighting their experiences.” A unique collaborative concept Soon after, the script was brought up as well. Dhinesha, who has a passion for writing, acknowledges that the script was a collective effort involving the entire team. “The script was a collaborative effort between me and my actors. I cannot claim full credit for it. The actors played a significant role in its creation. It was a blend, not even a 50/50 split. Some actors wrote their parts entirely, incorporating improvisation, which was then re-recorded and refined. At times, I contributed certain sections, editing, and writing, but ultimately, the script was a product of the entire team, including the cast and my actors.” Following the discussions, Dhinesha thanked everyone who discussed the show and shared it with others. He also emphasises the importance of audience support for the theatre industry, particularly for smaller productions like his. Encouraging those who have experienced theatre before, he urges them to support local art by purchasing tickets and attending shows. “Because every show that does well or covers its cost, and things like that, means people get paid well or properly. And then we get to keep making art. Consequently, I believe that is what I would tell audiences, support local art and theatre,” Dhinesha said. THEATRESAUCE’S second theatre production of the year, They All Die At The End (TADATE), wrapped up its run with six shows from 25 to 28 May. This remarkable theatrical event, presented in collaboration with KLPAC, took place at Pentas 2, KLPAC. Led by the creative team at Theatresauce, TADATE captivated audiences with its exploration of the human experience. The allmale ensemble of actors exhibited exceptional skill and unwavering dedication, breathing life into every scene and leaving spectators spellbound and eager for more. A successful production In a conversation with the production director, Dhinesha Karthigesu, it was revealed that the show experienced overwhelming success. With an impressive record of five out of six sold-out shows and an average occupancy rate of 96%, the production resonated deeply with audiences. “Approximately 860 attendees had the opportunity to witness this groundbreaking performance, and the response was overwhelming,” Dhinesha told theSun. After working on a previous production, Dhinesha realised the importance of cultivating a space where individuals could connect on a shared wavelength regarding culture and identity. This revelation sparked an idea that significantly influenced the direction of the show. “After working with two of the Malaysian Indian male actors, I found myself pondering the idea of forming an all-male ensemble,” shared Dhinesha. “I was fascinated with the idea of a group of men coming together to create art and collaborate on a theatrical production. The idea stayed with me for an entire year.” “So when I got an opportunity to produce a show, I pitched this concept,” Dhinesha further explained. “I expressed my desire to establish a male ensemble – a group of talented actors – and explore the dynamics that would unfold when they collaborated.” Dhinesha then delved into titles, analysing their complex parts, and found one that e n c o m p a s s e d multiple concepts. Though the film is a sequel to 2019’s Captain Marvel, which starred Brie Larson as Carol Danvers, The Marvels is also a sequel to Ms. Marvel, and it will also feature Teyonah Parris’ return as Monica Rambeau. She was last seen in WandaVision. In the Disney+ series, Rambeau gained powers similar to his comic book alias, Photon. Rambeau is also the daughter of Maria, who was a close friend of Carol. The third and youngest member of The Marvel triumvirate is Iman Vellani’s Kamala Khan. As the lead of the Ms Marvel Disney+ series, Khan is also the first official mutant in the Marvel Cinematic Universe. She uses a magical bangle, rumoured to be related to the bangles in Shang-Chi, that allows her to use cosmic energy to create hard-light constructs (imagine the powers of DC Comics’ Green Lantern). Joining the trio in the film is a cast of returning and new characters. Currently in the ongoing Disney+’s Secret Invasion miniseries helping Skrulls, Samuel L. Jackson will return as Nick Fury in the film-side of the MCU in The Marvels, but the timeline is unclear on whether the series takes place before the film, or the other way around. Standing on the opposite end of the spectrum to the Marvels and Fury is DarBenn, a Kree general and the film’s main antagonist. Coincidentally, Dar-Benn is played by Zawe Ashton, who is engaged to Tom Hiddleston, a permanent fixture in the MCU. Ashton’s version of Dar-Benn may be different from the source material, as in the comics, the character was a male. Another actor confirmed for the film is Park Seo-joon, whose official role is yet unknown. And the good news is that streamers will get a share of the revenue. Twitch is only too aware that livestreams have become an integral part of the social networking experience. They are a real business for creators because they boost engagement and time spent on the platform. Livestreams also enable creators to earn money, thanks to monetisation functions already in place, such as Bits, the virtual currency that enables viewers to support creators. Now, streamers will be able to earn money through the chat function too. Twitch has launched Hype Chat, a service that lets users pay to pin their comments to the top of the chat window. During streams, viewers can post comments in the chat window. But the more popular a creator is, the more comments come in one after another and get lost in the stream. With Hype Chat, Twitch hopes to tempt users wishing to get noticed by the creator to pay for the privilege. For this reason, Hype Chat is reserved for Twitch partner creators for the time being. When it comes to money, the user is in control – more or less – since they can choose the amount they wish to pay, from US$1 (RM4.68) to US$500 (RM2340). Apart from Saif, the naturally beautiful Kriti portrays the innocence and vulnerability of Janaki’s character, while Sunny Singh as Seshu is fine and Bajrang is just average. The background score is not consistent with the scenes; sometimes the same music is repeated constantly and does not uplift the spirit, but the songs are worthy of listening to. The director, Om Raut, has a noble intention to make an impact on the future generation by bringing one of the most important stories in Hinduism to cinema with modern technology. His aim was to make the story more relatable and appealing to the youth using the visual effects, but sadly, the movie is not engaging Sunny Singh, Prabhas, and Kriti Sanon in a promo shoot for Adipurush. – A INSTAGRAM DAPTED from the Ramayana, the storyline of Adipurush revolves around the story of the prince of Ayodhya, Ram, whose wife Sita is kidnapped by the demon king Ravana and held captive at his palace in Lanka (presently Sri Lanka). However, in this movie, the main characters are known by different names: Raghav (Ram), Janaki (Sita), Seshu (Lakshman), Bajrang (Hanuman), and Lankesh (Ravana), although Raavan is mentioned at times. In the first scene, Lord Brahma grants a celestial boon to Lankesh (played by Saif Ali Khan) that he will not be killed “on a night or day, in the air or water, on the ground or in the sky, nor in the hands of god or demon”. This made him invincible, although Lankesh wanted to attain the immortality boon from Brahma. Many years later, Lankesh’s sister Surpanakha desires Raghav (played by Prabhas), who has been in exile from Ayodhya and lives with Janaki (Kriti Sanon) and his brother Seshu (Sunny Singh) in the forest. The married Raghav politely declines, but the relentless Surpanakha gets her nose cut from an arrow shot by Seshu. Later, she complains to Lankesh and entices him to marry the beautiful Janaki and make her his queen. One day, Seshu hears Raghav calling for help from the forest. Seshu puts up a magical barrier to keep Janaki safe in the cave before leaving to help Raghav. At this point, Lankesh arrives, disguises himself as a sage, and asks for food from Janaki. Janaki refuses to cross the barrier, but Lankesh persuades her to walk a few more steps towards him. As soon as she crosses the barrier, she faints and gets carried away by Lankesh on a giant bat-like creature. Meanwhile, Raghav and Seshu realise something is wrong and return to save Janaki but are unable to. Thus, begins their long journey, in which they meet notable characters like Bajrang, Sugreev, the Lord of the Ocean, and others. Spoiler alert: In the end, all the characters land in Lanka, where a battle between Raghav and Lankesh begins and ends with a victory of good over evil. Too far of a deviation As it’s a retelling, some scenes and certain aspects or appearances of the characters are re-imagined, but the makers “deviated” a little too far, perhaps compromising the essence of the film somewhat. The villain Lankesh seems to have undergone a major “transformation” with his appearances. Spotted with an edgy, spiky hairstyle with a shaved hair design, Lankesh wears fur and a long beard that have audiences questioning if it was inspired by KGF movie characters. Saif’s character is huge in size, taller and larger than a human, and he walks in a different style, but the modernised look and his futuristiclooking palace don’t seem to fit the story. Yet, the biggest flaw was the visual effects, and the quality of the film looks a bit outdated, especially compared to many other Indianmade movies with better quality. The looks of “rakshasha,” or demonic creatures, in battle scenes felt like they came out of Lord of the Rings, and the superhero-style fight scenes at the climax were like watching one of the Marvel movies. Another moment is when Lankesh descends stylishly from his huge bat creature and comes face-toface with Raghav, and the final showdown between the hero and the antagonist begins. Acting-wise, Prabhas perfectly exudes a good-natured, kind, and sincere personality with a calm demeanour, but it felt like much of his talent was wasted. Prabhas, in his character, speaks with conviction and builds courage among the army, but other inspiring qualities (for which Lord Ram is admired) were not explored or showcased. On the other hand, Saif’s evil character attracts attention from the opening scene, but his portrayal of Lankesh leans more towards a supervillain character in a futuristic world that does not capture the essence of the character of the Saif Ali Khan plays the evil Lankesh. – IMDB enough; it lacks thrill and excitement, but the conclusion is noticeably heartwarming, especially when the hero wins over the demon. Overall, if you have heard or read about the Ramayana, you may not like the way it is presented, but if you haven’t, then the battle between good and evil creatures would be interesting and entertaining to watch. Vivid green rice paddies and fruit orchards cover the kingdom’s countryside, but dairy accounts for a tiny proportion of agriculture, and cheese has not traditionally been part of the Thai diet. Rachanikorn is part of a small but growing community of cheesemakers that attracts attention from top chefs in Michelin-starred restaurants in the capital of Bangkok. Incorporating local flavours into cheese After growing up in rural Thailand and eating little dairy, she had to learn from scratch what good cheese should taste like. When she started out some seven years ago, she felt “like a blind painter”, unable to judge the quality of her work. “I paint very beautifully, and people say, ‘Oh yeah, your cheese is very delicious.’ But I am blind; I cannot see my picture,” she tells AFP. “My mother never fed me cheese when I was young. She fed me tofu with rice.” From a herd of around 30 goats, Rachanikorn produces 15 varieties of cheese, some with a local twist, such as coatings of bamboo ash, wild rice, and pandan leaves. The 47-year-old studied cheesemaking books and “read until I could smell it”. But ultimately, she found her connection to the punchy flavours of goat’s cheese through the pungent, distinctively Thai condiment pla dak – fermented fish paste. “I grew up with pla dak. That is the way I understand how fermented food gives us umami amino acids (just like cheese),” Rachanikorn said. “That umami makes you happy and relates to what your mother feeds you (in childhood)... your brain will connect the smell with this umami, with love.” Success comes after many failures On her small farm in Nakhon Pathom, an hour’s drive from Bangkok, Rachanikorn lives in a modest wooden hut, but her herd enjoys a palatial double-storey barn under the shade of trees, carefully positioned to catch breezes. Making cheese in Thailand, where the weather is hot and humid almost all year round, is no easy task. “If I use the culture from Europe or France, the bacteria suffer from the hot climate,” Rachanikorn explains. The early days were hard and she “had to fail in every way you can fail”, she says. Even after one success, “the second, third, fourth, 10th (attempts) – fail, fail, fail, fail”. But as a self-confessed “science nerd”, she relished the challenge of getting bacteria to behave, and persevered. After weeks of careful preparation, she hand-delivers her product to more than 10 high-end restaurants in Bangkok, including four with Michelin stars. This is a vegan ice cream, developed by Finnish startup Solar Foods, with a recipe designed to prove that it’s possible to reduce the carbon footprint of the food chain without relying on animal farming. While legumes and other plant-based produce are usually the go-to ingredients to produce vegan food, this innovation defies the codes of anything we’ve seen before by using microbial protein produced by air and water. Developed in conjunction with the European Space Agency, this new ingredient is called Solein. In concrete terms, scientists cultivate bacteria in the laboratory. These are fed with hydrogen bubbles, carbon dioxide, and nutrients. This process, which the company likens to winemaking, results in the release of proteins. The researchers are then able to capture them and dehydrate them, giving rise to a protein powder. Solar Foods has already obtained authorization to market food products made with this ingredient in Singapore. While 2024 was envisaged as the target for the first sales, a chocolate ice cream containing this ingredient has just been released. It is being served in an Italian restaurant in the city-state. So why is ice cream the first food to be made with this protein ingredient? Since approval was given in Singapore last September, the company has taken particular interest in the dietary preferences of the local population, who are big ice cream fans. As for the choice of chocolate, it’s the most universally appealing flavour. This ice cream will not be one-of-a-kind since Solar Foods has already entered into a partnership with Japan’s Ajinomoto Food Company. But his ingredient could also be used as an alternative to meat or poured into drinks. It’s an all-purpose tool that’s simply indispensable. Long gone are the days when you had to invest in ultra-sophisticated beauty products and tools to achieve the perfect makeup look. The advent of social networking sites, and more recently TikTok, has brought to the fore some disconcertingly simple tips and tricks for transforming your beauty routine without breaking the bank. An instant lift It’s impossible to miss the face taping trend, a kind of facelift performed with, you guessed it, adhesive tape. It might look like a joke, but the technique has already racked up almost 100 million views on TikTok. It simply involves applying facial patches or adhesive tape to certain areas of the face – notably the forehead, cheekbones, under the eyes, and above the lips – before going to bed. The contour tape hack, for example, has some 150,000 views on TikTok. This trick involves creating a perfect contouring effect by applying tape to strategic areas that will sculpt the face. Simply place a long strip of adhesive tape between your lips, grab each end with your fingers, then pull it up towards the ears, and stick it in place. Once you’ve done this, simply apply the contouring product along the top edge of the tape, up to the hairline. All that’s left to do is remove the tape and blend in the product for a perfectly sharp, even contouring effect. Trimming bangs While it’s always preferable to go to the hairdresser to trim your bangs, it’s also possible to save a few bucks without worrying about the end result. And for that, sticky tape is indispensable. Not only does it hold the hair in place on the forehead, but it also ensures a straight cut. A number of techniques are discussed on social networks, but essentially, it’s a case of combing the bangs through carefully on dry hair to get them perfectly in place, making sure to tie the rest of the hair back. All you have to do is take a strip of adhesive tape long enough to attach it end-to-end next to the outer corner of each eye, passing under the nose, then stick another, shorter strip on each eyelid so that all that’s left is a small triangle of visible skin. The final step is then child’s play: simply fill the hole with eyeliner or eyeshadow, as desired, then remove the tape to admire the result. Pro-level nail art Adhesive tape has long been a musthave for manicures, and even more so for nail art, since it allows you to create patterns effortlessly. There are now hundreds of techniques, but beginners can start by using pieces of sticky tape to create asymmetrical effects with different materials and colours. Simply place strips of adhesive on each finger so that they divide the nail in two, diagonally if possible, then apply nail polish to the visible part. They didn’t really look good because I barely slept. “I had a stomach ache, but I don’t know if there was something wrong or not. Later in the day I felt OK so I’m pretty sure it’s going to be fine. “I really feel like I used my time in Bad Homburg to practise and get used to the grass court. “I feel every year that I’m getting into the rhythm a little bit faster. So I feel like I’m ready and I’m pretty excited for the tournament.” The Pole, who faces China’s Zhu Lin in the first round on Monday, is a former junior champion at the All England Club and sees no reason why she cannot excel in the senior game as well. “Some years I felt really good on grass, like when I was a junior, then I had some tournaments that I was hoping to play a little bit better,” she said. “For sure getting used to the grass was always a tricky part because when you play well at Roland Garros, then you have less time to prepare for Wimbledon. “Last year when I didn’t play any matches before Wimbledon, it was hard to use my intuition because there was pressure. “I felt like I’m playing a grand slam and I played so well at Roland Garros that I should play well here as well. The Gunners look set to lead a fruitful summer recruitment drive as they edge closer to agreeing a deal with West Ham to land Rice, who is known to be Mikel Arteta’s top target ahead of next season. A nine-figure transfer fee has reportedly been settled upon, with Arsenal now working to finalise the structure of the deal in line with West Ham’s demand for a larger upfront payment. The north Londoners have also made significant progress in their efforts to land Timber, who was targeted by Manchester United last summer but now looks set to join Arsenal over the coming days. The Ajax man is expected to move for a fee in the region of £40 million (RM232m) after impressing during his time at Ajax, where he made 47 appearances in all competitions over the course of last season. He will be poised to strengthen Arsenal’s back line by filling his natural position on the right side of defence, with the likes of Ben White and Takehiro Tomiyasu set to serve as back-up options. Arsenal’s focus will then switch to extending the contracts of two key players, with William Saliba and Reiss Nelson set to be handed new deals at the Emirates Stadium, according to The Mirror. It is said that Saliba is poised to sign a new four-year contract, while Nelson will be offered a deal of the same length in a bid to prevent him from leaving the club this summer. Arsenal have already strengthened their ranks this summer with the signing of Kai Havertz, who recently joined the club from Chelsea for a transfer fee of around £65m (RM377m). Former Tottenham striker Darren Bent recently said that he can see Rice playing in a slightly more advanced role at Arsenal next season in order to make the most of his playmaking talents, with Thomas Partey more than capable of keeping things ticking in the deeper midfield position just behind. “I want him to be in the No. 8,” Bent told talkSPORT. “So (Martin) Odegaard, him, and then I don’t know what’s going to happen with Partey, but if not Partey, Jorginho. That’s the three. If Partey stays, I’d like Partey, Declan and Odegaard.” – Express Newspapers Chelsea reboot Only three stars left from Blues 2021 Champions League winning team J UST three members of the Chelsea side that won the Champions League in 2021 remain at the club today, with their huge squad turnover in recent years having seen plenty of key players move on. The Blues have been the Premier League’s biggest spenders in the last two transfer windows but a high number of sales have also been engineered as of late, with no less than seven players having left the club since the end of the previous campaign. Chelsea have already made over £134 million (RM777m) by selling Kai Havertz, Mateo Kovacic, Kalidou Koulibaly, Edouard Mendy and Ruben Loftus-Cheek this summer. Joao Felix and Denis Zakaria have returned to their parent clubs after spending last season on loan at Stamford Bridge, while N’Golo Kante and Cesar Azpilicueta have left on free transfers to join Al-Ittihad and Atletico Madrid respectively. Mason Mount’s impending exit will leave Thiago Silva, Reece James and Ben Chilwell as the only surviving members of the team that beat Manchester City in the Champions League final just two years ago. Mendy, Kante and Mount were all selected to start the game by former boss Thomas Tuchel, while Havertz scored the only goal of the match to seal a narrow victory for the Blues on the biggest stage of all. The other members of the side were sold in previous transfer windows, with Antonio Rudiger joining Real Madrid last summer before Timo Werner returned to RB Leipzig on a permanent basis. Jorginho also featured in midfield against City but moved to Arsenal back in January to provide additional cover in the engine room for the Gunners. It seems as though Todd Boehly is determined to usher in an era of his own at Chelsea, with his aggressive recruitment strategy having completely transformed the Blues’ dressing room since taking over from ex-owner Roman Abramovich last year. The west Londoners will also be expected to sign a number of additional players this summer following the early arrivals of Nicolas Jackson, Diego Moreira and Christopher Nkunku. Not everybody has been left impressed by Chelsea’s free-spending transfer policy, with Gary Neville among those to have criticised the Blues for tying many of their expensive new recruits to lengthy eight-year contracts. “I don’t see how it brings any benefit to the club apart from the FFP and the accounting mechanism, the accounting benefit,” Neville told Sky Sports. “For me, I’m struggling with it, that the wheel can be reinvented and they’ve found something really clever here that someone else hasn’t spotted. “They could look like the smartest people in the room in two years, or they could look pretty stupid.” – Express Newspapers Mourinho offers lifeline to United outcast Greenwood MANCHESTER UNITED ace Mason Greenwood doesn’t believe he’ll be offered a fresh start at Old Trafford, according to reports. But the forward has been handed a lifeline by former boss Jose Mourinho, with the Portuguese manager ready to take Greenwood to Roma on loan according to reports. Greenwood last appeared for United during a Premier League clash with West Ham in January 2022. But he was then charged with attempted rape, engaging in controlling and coercive behaviour and assault. Those charges were ultimately dropped in February, with the Crown Prosecution Service saying “the withdrawal of key witnesses and new material that came to light meant there was no longer a realistic prospect of conviction”. United are yet to bring Greenwood back into the frame after launching their own internal investigation into events to decide his future. There have been some suggestions he could resume his United career but will first spend a season out on loan first and a move to Italy could be on the cards if that is the case. According to The Sun, Mourinho has contacted Greenwood to offer him a second chance if his current employers opt to ship him out on loan or even cancel his contract altogether. And a source told the publication: “Jose rang Mason’s dad and also spoke with Mason. He told him the best way out of his current situation is to start playing football – and that eventually all the hassle will fade away. “Mason was pleased that he got in touch and it has lifted his spirits. Following last year’s ban due to the illegal invasion of Ukraine, Russian and Belarussian players will be able to play in this week’s showpiece tournament after Wimbledon organisers were heavily fined and threatened with further sanctions by tennis’ governing bodies. Women’s No. 2 Sabalenka will find herself in the spotlight once again, having opted out of some media obligations at the French Open citing mental health and well-being concerns following some terse exchanges with journalists. Sabalenka made it clear ahead of a pre-tournament press conference held at Wimbledon yesterday that she had no intentions of addressing the issues once again. “Before we continue I would like to say I’m not going to talk about politics. I’m here to talk about tennis only. Please respect that,” Sabalenka said. “If you have any kind of political questions, you can ask WTA or the tournament. They can send you the transcript of my answers from the previous tournaments. It’s my personal decision.” The world No. 2 recalled how last year’s ban had been tough to endure. “I was at home having a little vacation, then practicing, but, no, I didn’t watch Wimbledon a lot,” she said. “I felt so bad and I just couldn’t watch it. Every time if Wimbledon would be on TV, I would cry, so I decided just to stay away from Wimbledon last year. “I am always telling myself that the best I can do is focus on things I have control on. That is really helping a lot to not think about anything else on the tennis.” Having enjoyed a run to the Wimbledon semifinals in 2021, Sabalenka is hoping for another deep run in the tournament, which starts against Hungarian Panna Udvardy tomorrow. “I’m super emotional right now. I’m super happy to be back. I really miss this place,” she said. “When I got here first time, I was just like enjoying (it). I couldn’t believe that I’m here. “I’m feeling good. I don’t have any kind of expectations. The only one expectation I have is just to bring my best tennis every time I’m on the court, and hopefully I’ll do it. “I only have hope that they (Wimbledon crowd) will support me as they did last year – hopefully.” Sabalenka won her first Grand Slam at the Australian Open in January, but suffered a disappointing defeat to unseeded Czech Karolina Muchova in the semifinals at Roland Garros. “That was really tough, tough end of the tournament,” said Sabalenka, who only made it to the second round in Berlin. “I was really disappointed with that loss, but then we spoke with my team. It was a good lesson for me. “I just had few days off, and then start my preparation for the grass season.” Participation of players from Russia and Belarus was dependent on them signing a personal declaration of neutrality. Men’s world number three Daniil Medvedev will also return to Wimbledon this year, where the Russian is set to face British debutant Arthur Fery. Medvedev was happy to front questions over the on-going conflict when he faced the media later on Saturday afternoon. “I don’t like to force others to say anything. If anyone doesn’t want to raise his voice, that’s his position,” the Russian said. “Mine, I always said the same. I am for peace, so not much more to add.” As for what reaction he could expect from the Wimbledon crowd, Medvedev added: “For the fans, I have no idea. I don’t know. I go on the court, then I see. “As I said last year, I am following the rules. I am happy I’m able to play this year, a tournament I love. “Hopefully I can show some good tennis and stay here for longer.” – The Independent NOVAK DJOKOVIC remains hungry for more success as he starts the defence of his Wimbledon crown and goes in search of a 24th Grand Slam singles title. Djokovic’s victory at the French Open saw him pass rival Rafael Nadal to stand alone at the summit of the men’s game. The 36-year-old Serbian could go on to equal Margaret Court’s all-time singles mark with another triumph at SW19 on July 16. Despite the focus on his longevity, Djokovic is determined to stay true to himself ahead of opening the tournament against Argentina’s Pedro Cachin on Centre Court today. “I don’t feel more relaxed, to be honest. I still feel hungry for success, for more Grand Slams, more achievements in tennis,” Djokovic said at a pretournament press conference at Wimbledon yesterday. “As long as there’s that drive, I know that I’m able to compete at the highest level. “If that goes down, then I guess I’ll have to face probably different circumstances and have a different approach. “So far there’s still the drive – a few days after Roland Garros, I was already thinking about preparation for grass and what needs to be done. “The tennis season is such that it doesn’t really give you much time to really reflect or enjoy. Of course, I did enjoy with my family, but not for so long.” Djokovic, who will bid to equal Roger Federer’s record of eight Wimbledon titles over the next fortnight, added: “A lot of people are coming up to me and congratulating me, reminding me of the historic success, which is nice of course, it’s very flattering. “But at the same time my mind was already and is already directed towards Wimbledon, what’s the next slam, what’s the next task. That is the life of the professional tennis player. “I think that kind of mentality is necessary for I guess maintenance of that intensity. “If you really want to have a chance and have a go at more slam titles, you need to maintain that concentration and devotion. “Part of me is very, very proud and very thrilled to be able to be in this position and have 23 slams. “I want to try to use every Grand Slam opportunity I have at this stage where I’m feeling good in my body, feeling motivated and playing very good tennis, to try to get more.” With Djokovic having won the last four singles titles at Wimbledon, the veteran Serbian remains very much the man to beat. After picking up his maiden grasscourt title at Queen’s Club, world No. 1 and top seed Carlos Alcaraz has been tipped as the biggest threat. “There’s always someone out there. There always has been and always will be,” Djokovic said. “Carlos is a very nice guy who is carrying himself very I think maturely for a 20-year-old. He already has plenty of accolades to his name, making history of the game so young. “He is great for the game as a player who brings a lot of intensity, energy on the court, and also being very humble and having a nice personality off the courts.” Djokovic added: “For me, I don’t need to have Carlos or anybody else really to find that extra drive and motivation when I enter slams because I know that I have to win seven matches to win a title. “Whoever I get to face across the net, it doesn’t make a difference for me.
