PETALING JAYA: Sarawak’s backing for the unity government of Prime Minister Datuk Seri Anwar Ibrahim until the 16th general election has been hailed as a positive step towards ensuring a stable federal government. Gabungan Parti Sarawak (GPS) chairman and state Premier Tan Sri Abang Johari Abang Openg’s assurance, which was relayed on Sept 16 in a speech at the Malaysia Day celebration in Kuching, will allow Putrajaya to better govern the nation. It comes on the heels of a similar assurance given last month by Gabungan Rakyat Sabah (GRS) chairman and Sabah Chief Minister Datuk Seri Hajiji Noor, who said it will ensure the country moves forward progressively. In a show of their strong support, the two leaders were also present at a school during the nomination for the state election in Gombak on Aug 2. This was a first for any federal government. Since then, Pakatan Harapan (PH) has won in the by-elections for the Pulai parliamentary and Simpang Jeram state seat on Sept 9, further proving its growing popularity and strength. National Council of Professors head of governance, legislation and public management Prof Nik Ahmad Kamal said the reassurance by GPS provides the government with renewed confidence to implement its Madani policies without hesitation. “The assurance by GPS helps to maintain political stability, which is crucial as it strengthens the government’s focus and ensures effective governance.” He said GPS support for the unity government showcases its ability to work with PH and Barisan Nasional (BN). Anwar, who is also finance minister, said this is needed in the wake of post-pandemic challenges, geopolitical tensions and a host of other destabilising factors. He said Asean will remain as one of the fastest-growing regions, and it is vital for Asean and China to diversify their trade and investment strategies as the world progresses. “Despite global economic challenges, Asean remains an attractive destination for international investment, with an economic growth of 5.5% in 2022 and 4.6% growth projected for 2023. “This trajectory places Asean well above the global average, which the International Monetary Fund had forecast to be 3.5% for 2022 and 3% for 2023 and 2024,” he said at the 20th China-Asean Expo (Caexpo) and the China-Asean Business and Investment Summit here yesterday. Anwar also urged Asean and China to intensify their cooperation in digital economy to empower micro, small and medium enterprises (MSMEs) to thrive. He said the MSMEs contribute 85% to employment, 44.8% to the gross domestic product and 18% to national exports in Asean. “Hence, their role in contributing to valueadded activities, innovation and inclusive growth cannot be overstated.” On the Asean Economic Recovery Framework, he said it outlines the importance of uninterrupted supply chain connectivity and the facilitation of essential goods and services by eliminating trade barriers. “With robust infrastructure, I am confident there will be seamless continuation of trade activities, contributing to regional economic recovery.” On China’s Belt and Road initiative (BRI), Anwar said Malaysia, as an early supporter, envisions this initiative as a gateway to new connectivity horizons and growth opportunities across Southeast Asia, Asia Pacific, Africa and Central and Eastern Europe. Azmi said as the unity government promises to deliver substantive actions not offered by previous federal governments, Malaysians must practise patience and wait for its social and economic plans to be put in place. ‘Vital for Asean, China to focus on peace’ oParties must also diversify trade and investment strategies, says Anwar Prequalified tenders proposed for Pan Borneo project KUCHING: Deputy Prime Minister Datuk Seri Fadillah Yusof suggested that the Finance and Works ministries use the prequalified tender procurement method in the selection of contractors for the Pan Borneo Highway project. He said the use of the method will ensure the reliability of contractors appointed and the highway construction process will not be affected. “This is because if we do it through an open tender, it will take a long time, especially if there are many applications. So, I recommend a prequalified tender, which means the tender will be open with conditions. “Contractors who meet the criteria will be identified and those who qualify will be called to enter the actual tender,” he said at the statelevel Cost of Living Carnival at Dewan Hikmah yesterday. Fadillah, who is the coordinator for the Pan Borneo Highway project, said he was suggesting that the construction of the highway, which involves a total distance of 1,492km, be expedited. Prime Minister Datuk Seri Anwar Ibrahim, in his speech in conjunction with Malaysia Day 2023 on Saturday, vowed to fulfil the promises and agreements made during the formation of Malaysia, including the Malaysia Agreement 1963 and tasked Fadillah to expedite and resolve issues surrounding the Pan Borneo Highway project. Anwar had said that this was to ensure the construction of the highway could be completed earlier than the previously set deadline. On Aug 20, the media reported that Works Minister Datuk Seri Alexander Nanta Linggi said Phase 1 of the Sabah section of the Pan Borneo Highway project, involving 15 work packages, was at 82% of construction and scheduled to be fully completed in January 2025. I think the cost here is quite high, but that is a different matter. 3 NEWS WITHOUT BORDERS theSUN ON MONDAY | SEPTEMBER 18, 2023 ‘No impact from abolition of Form Three Assessment’ PETALING JAYA: The abolition of the Form Three Assessment (FTA) in June last year and its replacement with the Classroom Assessment (CA) will not impact the country’s education quality, said Universiti Kebangsaan Malaysia Center for the Study of Educational Diversity (Faculty of Education) senior lecturer Dr Anuar Ahmad, adding that FTA results are not used to stream students. He said there is no reason for FTA to be conducted compared with the previous Lower Certificate of Education and Lower Secondary Assessment. “However, the abolition of FTA will impact motivation of students as they will have less reason to study. Students also would not have a guideline in determining their abilities and their next course of study. “Teachers too will be impacted as they will now have to deal with students who are not motivated or focused. Sarawak KDCA chairman Gundohing James Samid said a total of 150 members of the association attended the event at the Perpaduan Stadium, dressed in traditional attire of Sabah ethnic groups, including Bisaya, Iranun and Kadazan Dusun. “We want to promote Sabah ethnic groups by highlighting our traditional attire, thus giving exposure to the public about the uniqueness of our ethnic groups,” he said. Gundohing, from Kota Belud in Sabah, said about 500 Sabahans residing in Sarawak have registered with the association. “Through such a celebration, it is hoped that more Sabahans residing in Sarawak, either working or furthering their studies, will be attracted to register so that this association can move forward,” he said. KDCA member Nurezaidatuliman Jamiran, 20, who looked resplendent in a traditional costume from the Iranun ethnic group, said many people are still unaware of the group’s existence. Nurezaidatuliman, who is from Kota Kinabalu and currently furthering her studies at the Teacher Education Institute in the Batu Lintang Campus, said she would wear traditional Iranun costumes whenever there was an event or celebration on campus. “I am proud to be able to wear the traditional costumes of my ethnic group. Explaining further why FTA is not required in the education system, he said the CA and annual exams at the school level would help students focus on their studies. “We are looking into more effective education systems from other countries, in which there is only one centralised primary school and secondary school examination.” Anuar said the government and schools could still monitor and follow through with their students’ development, even though the centralised examination has been abolished. “We have a CA system as well as mid-year and end-of-year tests to evaluate the performance and development of students. “CA uses a standard rubric or scoring guide that assesses and articulates specific components and expectations for an assignment. “However, it is subject to teacher assessment, which may differ between schools. It’s the same with mid-year exams, which may not have the same standard from one school to another,” Anuar said. “The Education Ministry has determined that all schools will implement the CA and the Academic Mid-Session Test according to its plan. Teachers need to key in CA data in a centralised online system managed by the ministry. “FTA is more organised and systematic because it is a centralised public exam that is consistent for all students. CA is centred on schools only.” Anuar said the current educational system is sufficient and no immediate changes are required, adding that the only improvements needed relate to execution. However, a secondary school teacher in Klang, who requested to be known only as Yana, said the constant changes in the education system is affecting the mental health of teachers. “It’s also a waste of resources. I’m not criticising the government, but a trial should have been done on a sample batch of students before implementing it on a wider scale.” Yana said a proper education system is required and examinations introduced after thorough discussions as that would avoid burdening parents, students and teachers. “Students do not know about education systems. They learn what we teach, so students cannot evaluate which one is best for them. State Housing and Local Government Committee chairman Datuk Mohd Jafni Md Shukor said the efforts will involve the State Housing Development Corporation, 16 local suthorities and all technical agencies. “Throughout 2022 and this year and leading up to next year, the property value of sick and abandoned projects that have been or will be completed will reach RM1 billion,” he said in a statement yesterday. Mohd Jafni said for 2022 and 2023, the state government completed six sick projects through intervention methods, involving 1,073 residential units with a property value of RM260.75 million. He said this included another abandoned project expected to be completed, with the keys handover by October. A 23-year-old, who asked to be known only as Shika, said she usually buys painkillers for her menstrual cramps and regular stomach aches. “I decided not to see a doctor because my cramps are infrequent and don’t seem to be a sign of a more serious underlying condition. “Although I self-medicate for minor issues every once in a while, I would still prefer going to the doctor because they can offer expert medical advice and ensure my health is properly assessed and treated, which self-medication cannot guarantee.”

Teo said due to the relatively small population, efforts must be made to increase tourist arrivals and attract more global brands into the country. He added that shopping malls must incorporate new attractions and trends into sectors such as food and beverage, entertainment, sports, culture and arts to draw more visitors. He also said the involvement of local governments is crucial in ensuring the sustainable revival and recovery of the industry. He said some local authorities have introduced licensing fees and procedures that hinder business operations. The rising cost of doing business increases risks and decreases chances of survival for mall operators. “But despite these challenges, shopping malls have been experiencing a strong recovery since the end of the pandemic. “The association is actively engaging with the Tourism, Arts and Culture Ministry and Domestic Trade and Consumer Affairs Ministry, apart from the relevant departments to boost tourist footfall and promote Malaysia as a shopping haven.” Teo added that the government should take a holistic approach in facilitating business operations in retail, food and beverage, and entertainment sectors through lower taxes and duties to generate revenue. For the road expedition, which took him almost four years to complete, Mohammad Lasim Deraman rode his Yamaha NMAX 155 scooter, starting off from Kota Bharu, Kelantan in December 2019, crossing over to Thailand, Myanmar, India, Nepal, China and Laos and finally returning home last June. Sharing his adventure, Mohammad Lasim, 57, said the expedition took quite some time to complete due to the Covid-19 pandemic and some routes through the Himalayas that were closed for several months to all vehicles due to heavy snow. “In May 2022 when the borders reopened, I returned to Mumbai to resume the expedition. However, after less than a month, I had to return to Malaysia again because the Zojila Pass, which connects Ladakh and Kashmir, was closed to all vehicles. “After the expedition was delayed twice, I made up my mind to bring my motorcycle home. Sometime last April, I took a flight to New Delhi and continued my tour. Finally, three days before Hari Raya Aidiladha, I arrived safely at the Rantau Panjang-Sungai Golok border in Kelantan.” Mohammad Lasim said he had to go through various challenges to complete the expedition, including encountering problems when his scooter broke down, travelling through rocky, muddy, narrow and steep mountain paths in India and Nepal as well as facing the extreme cold weather of -20°C, which could lead to acute mountain sickness. “Despite the setbacks, there were unforgettable moments, especially when riding through the Zojila Pass. If Li’s fate “reflects Xi’s increasingly inward focus, it is not good for those of us who want greater openness and lines of communications with China’s military”, said one Asian diplomat. – Reuters Mother who stalked daughter jailed SEOUL: A South Korean woman who stalked her adult daughter has been convicted and sentenced to six months in jail apart from being handed a two-year probation sentence. The harassment, from the woman in her 50s, took place between December 2021 and May last year. The mother sent her daughter 306 text messages and called her 111 times, according to a district court in the city of Daejeon. At the outset, the messages contained commonplace requests, such as inquiring about staying at her daughter’s residence, reported The Korean Herald newspaper. But as the daughter refrained from responding, the messages soon turned into verbal abuse, including derogatory remarks concerning the daughter’s sexual behaviour. It was unclear why the daughter refrained from responding to her mother’s texts. Neither the mother nor the daughter have been identified by local media. The court heard that the mother engaged in physical stalking as well. She reportedly made eight unauthorised visits to her daughter’s residence during the specified period. At times, she even surreptitiously peered into her daughter’s house, said court documents. Even after a police injunction was issued last June, the woman trespassed six more times. Search-and-rescue teams wearing face masks and protective suits kept up the grim search for any survivors who may still be trapped in the mud-caked wasteland of smashed buildings, crushed cars and uprooted trees. Traumatised residents, 30,000 of whom are now homeless in Derna alone, are in dire need of clean water, food, shelter and basic supplies amid a growing risk of cholera, diarrhoea, dehydration and malnutrition, UN agencies warn. “In this city, every single family has been affected,” said one resident, Mohammad al-Dawali. The small plane’s pilot was approaching the remote town in heavy rain, with low visibility, and appeared to inadvertently start landing halfway down the runway, Amazonas state security secretary Vinicius Almeida told a news conference. The plane ran out of landing strip and crashed, killing all 12 passengers and two crew, he said. Initial investigations indicated the passengers were all Brazilian men travelling to the region for sport fishing, the state government said in a statement. “Our teams have been on the ground responding since the moment of the crash to provide the necessary support,” Governor Wilson Lima wrote on X, formerly known as Twitter. “My solidarity and prayers to the victims’ family and friends.” Media reports showed the small white plane belly-down on a dirt track, its front end crumpled into the dense vegetation to the side. The girl, Heloisa dos Santos Silva, died on Saturday morning of cardiorespiratory arrest after spending nine days in the hospital with gunshot wounds, said the health department for Duque de Caxias, near Rio de Janeiro, where she was being treated. Relatives and witnesses told investigators she and her family were driving home on Sept 7 when federal highway police signalled them to stop, then opened fire on their car, hitting the girl in the neck and shoulder. The girl’s father told investigators he was bringing the car to a stop when police opened fire, according to federal prosecutors, who on Friday requested the arrest of the three officers involved. The officers said they were pursuing the vehicle because it was registered as stolen. According to Brazilian media reports, the officer who fired the shots told investigators he had heard gunfire and believed it was coming from the car. The family and witnesses denied any shots were fired other than by the police. Prosecutors have asked federal police to investigate. The soldiers were killed “in fighting against a residual armed group”, the ministry said in a statement, referring to the name used by authorities for armed groups that did not accept a 2016 peace agreement. The Estado Mayor Central (EMC), a dissident group of Colombia’s disbanded FARC guerillas, rejected the 2016 deal, but said in April it was ready to begin negotiations with the government. Its aim is to “establish an architecture of collective defence and mutual assistance for the benefit of our populations”, he wrote. It begins with a common understanding of the importance of having constructive relationships with neighbours and participating in communal activities, such as cleaning, organising events and extending friendship in times of necessity and grief. This culture of inclusiveness and unity transcends any political or religious ideology as well as ethno-religious divisions often exacerbated by elites in these spheres. Recently, my Indian colleague shared a heartwarming story of multi-ethnic solidarity with me. He narrated an incident involving his son, who was in a road crash during a heavy rainfall. He recounted how his son’s motorcycle skidded, leading to his fall. Due to the excruciating pain in his leg, his son found himself incapable of standing and had to sit on the wet road, helpless and in need of assistance. At that moment, a group of Malay youths who happened to be passing by on their motorcycles spotted his son and stopped to offer assistance. One of them retrieved a cloth and used it to shield his son from the rain while another Malay youth positioned himself behind his son to offer support. He added that the youths remained by his son’s side until the ambulance arrived. My colleague, who arrived at the scene shortly thereafter, was deeply touched by the concern and kindness exhibited by these youths. He said they sacrificed their time to remain by his son’s side, shielding him from the rain and ensuring he was not alone. As my colleague narrated this story, I could not help but reflect on how the nation’s prominent political parties often exacerbate ethno-religious issues and contribute to societal division. In contrast, these Malay youths from Ipoh demonstrated a commendable example of what a genuine Malaysian identity should embody. They displayed unwavering solidarity with the injured Hindu youth. The true meaning of Malaysia Day originates from grassroots efforts, rather than being dictated by elite politicians. The unity among diverse ethnic groups will compel politicians, especially those who emphasise ethnoreligious issues, to adopt a more balanced and moderate approach to politics. The conduct of the Malay youths serves as a prime example of what it means to be supportive neighbours, illustrating the essence of community cohesion. Instances of grassroots solidarity can also be observed in states such as Sabah and Sarawak, where local unity and cooperation between Muslims and Christians have effectively influenced the behaviour of politicians in those regions. Therefore, the Association for Welfare Community and Dialogue encourages all Malaysians to strive for grassroots multi-ethnic unity and solidarity. 9 SPEAK UP theSUN ON MONDAY | SEPTEMBER 18, 2023 Decision to enact Freedom of Information Act lauded THE Centre for Independent Journalism (CIJ) lauds the government’s announcement to enact the Freedom of Information (FOI) Act and amend the Official Secrets Act (OSA) 1972 accordingly. It is commendable that the Special Cabinet Committee on National Governance, chaired by Prime Minister Datuk Seri Anwar Ibrahim, noted that this is a positive step towards enabling the public the right to access government-held public information, thereby enhancing public services and encouraging public involvement in national policies. Establishing a progressive right to information will encourage a culture of transparency and play a significant role in bolstering public confidence in the governance process. As emphasised by the Prime Minister’s Office, the creation of clear parameters and guidelines is vital to ensure effective public access to information. Malaysia can soon join the ranks of Asean countries, such as Indonesia, Thailand, Vietnam and the Philippines, as well as 129 nations worldwide, in having legislation related to the Right to Information (RTI) or Freedom of Information. It would be useful to draw from good practices and learn from the experiences of other countries in the drafting of the RTI Bill as well as in developing effective mechanisms and structures of implementation towards building an enabling environment for the public to access information in Malaysia. An RTI/FOI legislation has two primary functions: 1. Sets a clear framework on how government-held information is managed and proactively disclosed to the public and setting the grounds for restriction of certain disclosures; and 2. Establishes a mechanism and service standards for the public to request access to government-held information. This creates an obligation for government agencies to receive and respond to requests promptly, mandates the allocation of organisational human resources and creates an appeals process where a formal, fair and independent process can be initiated to review the denial of information requests. Fundamentally, the RTI law is in line with international human rights principles and standards and should be guided by the following: 1. Access to information is a right a) Access is the rule and secrecy the exception; b) In principle, the OSA should be repealed. Notwithstanding, any amendments to the OSA must ensure that it is aligned with the new RTI legislation. 2. Any limitations or restrictions of access to information on specific grounds must be listed in the Act and apply the international standards of legitimate aim, necessity and proportionality. Public interest shall prevail based on a harm test. 3. Facilitate proactive disclosures and guarantee meaningful and easy access, including for persons with disabilities and across all digital and geographical divides. 4. Establish an RTI Commission, which shall act as the independent oversight body mandated to review refusals/denial of disclosures, establish progressive practices and advance RTI in Malaysia. 5. Ensure adequate budget allocations to support the implementation of the Act. In line with this, CIJ would like to urge the government to set up a Steering Committee, comprising civil society and other experts, to facilitate the drafting of the RTI Bill and the amendments to the OSA. We hope the government, through the Legal Affairs Division under the Prime Minister’s Department, continues its engagement with multi-stakeholders in guaranteeing progressive and substantive new legislation. The advent of these technological advancements has revolutionised the way we communicate, learn and coordinate, presenting unprecedented opportunities for expression and access to information. These platforms facilitate effortless information retrieval, help in sustaining social connections and enable the creation and sharing of content. Our society is not only limited to consuming media, they can also become media creators, provided they possess the necessary skills to fully engage in this modern media landscape. In this digital age society, the emphasis lies on generating and verifying content and information. Many individuals spend a lot of time searching for news and information online, and digital platforms augment and influence the information-sharing process, positively and negatively. However, are we sufficiently discerning when it comes to evaluating media information? In April, the global internet user count reached 5.18 billion, equating to 64.6% of the world’s population. Of this total, 59.9% were active social media users. Findings from the Digital 2023 Global Statshot Report by Meltwater also revealed that 59.3% of internet users, aged 16 to 64, use the internet to search for information. A policy brief on Information Integrity on Digital Platforms, published by the United Nations (UN) in June, highlighted that 75% of UN Development Programme country offices expressed concerns about information pollution based on a survey conducted in 2021. One study analysing survey responses from individuals in 142 countries discovered that 58.5% of regular internet and social media users worldwide harbour concerns about encountering misinformation online. Notably, young people and those in lowerincome brackets reported feeling especially vulnerable to this. According to the UN, youths are the primary drivers of global connectivity, with 75% of individuals aged 15 to 24 having access to the internet in 2022, compared with 65% for the rest of the world’s population. This situation has created unprecedented opportunities for them to engage in communication, education and social interactions while also exposing them to new ideas and more diverse sources of information. Worldwide, a child logs onto the internet for the first time approximately every half a second. However, this increased online presence puts them at risk of encountering hate speech and harm, which can, in some cases, adversely affect their mental well-being. The latest Unesco (UN Educational, Scientific and Cultural Organisation) Global Education Monitoring Report highlighted that only around half of 15-year-olds in OECD (Organisation for Economic Cooperation and Development) countries are able to distinguish facts from opinions. As online platforms become more accessible to all for content creation and information sharing, the proliferation of disinformation campaigns and the spread of conspiracy theories have gained momentum. Consequently, it is imperative for us to intensify our endeavours in improving the critical thinking skills of individuals of all age groups in digital environments and to enhance their understanding of the algorithms that govern these spaces. The lack of awareness about Media and Information Literacy (MIL) often leads individuals to assume that if something is on the internet, it is inherently truthful. Given this circumstance, we need to equip people with MIL knowledge. Educators, in particular, play a critical role in ensuring that students graduate with the competencies required not only to critically evaluate media content but also to thoughtfully create and disseminate mediated messages. Unesco identified MIL competencies as the ability to ethically and proficiently discover, evaluate and apply essential information; understand the roles of media and information providers; evaluate media content critically; and interact with these sources for selfexpression, continuous learning and contemporary content generation. It involves a range of competencies and skills necessary for navigating the vast and overwhelming digital landscape, making informed decisions and engaging with online content in a responsible manner. Unesco’s Global Media and Information Literacy Week helps raise awareness of the need for an international effort towards helping all people become informed creators and consumers and is a crucial platform for rallying worldwide stakeholders to remind people of the importance of MIL’s agenda towards a more literate and sustainable society. The theme for this year’s MIL Week, which will be held from Oct 24-31 is “Media and Information Literacy in Digital Spaces: A Collective Global Agenda.” Unesco highlights that integrating MIL in digital spaces enables citizens to: 0 Understand their online rights and respect the rights of others, including privacy and digital rights, such as the freedom of expression and the right to access information; 0 Be more critical about how they use information, digital technologies and media and, thus, become more resilient to hate content and disinformation that stir conflicts; 0 Develop more agencies and autonomy to self-protect and to protect others, thus, staying safe online; 0 Appreciate how transparency and accountability of digital platforms and media can facilitate openness and dialogue in digital spaces; 0 Know how to access information online and what ethical steps to take when access is blocked; 0 Meaningfully engage in dialogue and promoting equality and non-discrimination online, which include gender equality and respecting the perspectives of others while advocating for peace and inclusive digital spaces. This achievement closely mirrors our 10- year average of RM222.6 billion, emphasising our consistent efforts in attracting quality investments and driving economic growth,” Investment Trade and Industry Minister Tengku Datuk Seri Zafrul Abdul Aziz said in a statement yesterday. oMiti expects stronger growth in second half, says on track to achieve target for the year 364.99 28.39 Malaysia attracted a total of RM132.6 billion (US$28.4 billion) worth of approved investments in the services, manufacturing and primary sectors involving 2,651 projects from January to June and is expected to create 51,853 job opportunities in the country. Lee said how the country positions itself in the family office industry is important as these high net worth individuals and families will bring in huge investment opportunities to the country, through investing in the equity market or even subscribing to government bonds as well as tax collection. Lee pointed to Hong Kong and Singapore, saying they have wooed and continue to attract family offices resulting in a significant amount of investment. Malaysia, he said, should study them to create a framework that will attract the setting up of family offices in the country and syariah-compliant family office can be its unique selling point. I think expectations that a product can’t be one product fits all, (so) companies need to be more flexible with the products. Pricing needs to be much more flexible to meet the needs and most importantly the customer experience needs to be much smoother, especially now with digitalisation. The expectation is much higher in terms of the level of service. Those are the trends that we are seeing in the market,” Cho told SunBiz. Additionally, he said Zurich Malaysia is throwing its weight behind initiatives such as Digital Insurers and Takaful Operators (Dito) licence that is to be issued by the Bank Negara Malaysia (BNM). “What BNM is doing (Dito) is fantastic. It is allowing other players to have different methods to serve the underinsured or the noninsured. And I think that’s extremely important and Zurich is supportive of that,” he said. Cho went on to emphasise the company’s determination to leverage its existing digital licence to assist groups such as those in the B40 category, and persons with disabilities. He said Zurich Malaysia is using digital tools to streamline claims processes and offer customers the precise protection they need. Regarding growth expectations, Cho said Zurich Malaysia’s aim is aligned with industry which is 20% for takaful and 8% for general insurance. “If you look at the industry, it is growing. If that’s the industry, then you would expect that the company (Zurich Malaysia) should also grow. But the growth will come as long as we are committed to the customer. If we give bad service, I don’t think people will expect us to grow. So we want to make sure that we continue upholding the promise and doing the right thing,” he said. THE Inland Revenue Board of Malaysia (IRB) and the Royal Malaysian Customs Department (Customs) are expected to collect about RM270 billion in taxes. IRB collects income tax, real property gain taxes, stamp duties, petroleum income tax; Customs collects import duties, export duties, excise duties, sales tax, service tax, and tourism tax. Culturally, both these agencies are different. Customs originated from border control, and the mindset is one of preventing smuggling and policing illicit imports, whereas IRB is more accounting orientated and veers towards whitecollar crimes. However, with the introduction of sales and service taxes and good and services tax, there is an overlap in using accounting as a base for bringing transactions to tax. The key difference is that Customs is focused on transactions, whilst IRB is focused on profits. What is the case for the merger? There is a strong case for merging the two agencies. The only area that needs to be kept aside is border controls which involve the physical movement of goods to prevent illegal activities and smuggling. In many countries, both these agencies have been merged, particularly in the area of value added tax and internal taxes. Examples would be Singapore, New Zealand, the UK, Australia and Thailand, among others. Since both agencies are dealing with numbers and accounting information for the internal taxes such as sales tax and service tax and for income tax matters, it makes a lot of sense to merge these agencies because the same information can be shared to get the full picture of the taxpayer’s business. Currently, the lack of sharing such information has resulted in gaps and consequently leakages in tax collection. For example, is the information that is available to IRB on the income and expenditure and the balance sheets being reconciled with what is declared for sales tax and service tax purposes and vice versa? If the connection is made, then the revenue will be increased automatically since the opportunity to arbitrage on those gaps will be minimised. Another example is using the information provided for income tax purposes will also help trigger the timely registration for sales and service tax purposes. IRB cannot share information with Customs as the law is clear that all information provided to the Board is confidential. However, if this was a single agency, this issue will disappear. Merging both agencies will also provide economies of scale as far as the staff force and capital expenditure is concerned. There could be duplication of the same activities and investments in both agencies. With the developments in the digital world such as e-invoicing, merging of these agencies will be much easier since common data is being used to reduce leakages, improve economies of scale, increase operational efficiency, minimise transfer pricing leakages, etc. A good example of IRB and Customs coming into conflict in bringing taxpayers to taxation will be the area of transfer pricing, where broadly one agency is looking at increasing the transfer prices, while the other is looking to reduce the transfer prices. What cannot be merged? Border control that will deal with the collection of customs duties, excise duties, and sales tax on imports, and the policing against smuggling or illicit products should be left separately under an agency that deals solely with border control issues. It is about time for the government to start exploring the benefits of merging the two agencies because the advances in technology and the increased use of digital data in the financial world would outflank the tax authorities in capturing the information for tax purposes. To avoid this, the government has to invest significantly to capture the information and avoid the duplication by the two agencies. With the capacity to manage 50 tonnes of waste every day, RISE KL aims to support the government’s aspiration in increasing the national recycling rate to 40% by 2050, simultaneously pursuing the goal of meeting Malakoff’s own sustainability target to achieve 15% to 20% recyling rate by 2025. AFES director Datuk Mohd Zain Hassan said he is confident of the organisation’s progress towards these objectives. He expects that within the next five years, AFES will be able to produce 65 tonnes of recyclable waste from Kuala Lumpur and its surrounding areas. “AFES looks forward to RISE KL raising public awareness about the importance of recycling. “Additionally, we also hope to continue receiving support from the government in establishing more recycling facilities like RISE KL in the future,” he added. RISE KL started as a manual recycling facility before it gradually implemented a semiautomated process stemming from either a single stream or dual stream source. It became fully operational in January 2022 and is now capable of receiving up to 50 tonnes of dry waste every day to be segregated and recycled. Th establishment of RISE KL is part of the aspirations of Malakoff’s business pillar Malakoff Environmental Solutions to focus on environmental management and solutions that are dedicated to serving communities and the planet. Warrants over the Hang Seng Index (HSI) were the largest contributor with RM170.5 million traded, making up approximately 66.4% to the total turnover, followed by warrants over Malaysian stocks, which contributed close to 31% with RM79.7 million traded. The futures kicked started the week in a rather bearish tone, down 0.2% on Monday before extending losses for another two days, down 0.3% in total. The futures however snapped their three-day losing streak, rebounding 0.6% over two days, closing at 18,160 on Friday, amid China’s reserve requirement ratio (RRR) cut for the second time this year. The RRR for yuan deposits was cut by 0.25% to 7.4%, effective last Friday, in a move to “consolidate the foundation of economic recovery and keep ample liquidity”, according to China’s central bank. Trading in HSI warrants remained active last week with investors trading a mixture of calls and puts. Call warrant HSI-CRN claimed the top spot in the most active list, recording 356.9 million units traded with a total traded value of RM52.6 million. Put warrants HSI-HN8, HSIHNS and HSI-HNX were also active with 166.3 million, 93.8 million and 56.6 million units changing hands for the week. Investors should note that put warrants HSI-HN8 and HSI-HNS will be expiring at the end of this month i.e. Sept 29, with their last trading date on Sept 26. Investors should trade expiring warrants with caution because they experience a higher rate of time decay, meaning their time value will decline very rapidly towards their expiry. This will deliver improved production economics and reduced carbon footprint, underpinning PEC’s intent to deliver new benchmarks for the industry. Technology provider Honeywell UOP has completed its first phase of design-related works for the US$5 billion PEC (RM23 billion). As a result of its initial works on the PEC project as well as recent empirical evidence from multiple plants already in operation with its LD-PAREX technology, Honeywell UOP has come up with a new material balance – PEC will use the same quantities of feedstock to produce higher quantities of products. EMCC is principally involved in the provision of pawnbroking services and the retail and trading of gold and luxury products as well as pawnbroking consultancy and IT solution services to third-party pawnbrokers. Its IPO of 310.6 million ordinary shares consisted of a public issue of 267.6 million new shares and an offer for sale of 43 million existing shares to selected investors by way of placement. The group is raising approximately RM64.2 million at an IPO price of RM0.24 per share. EMCC received a total of 14,568 applications for 3,011,101,300 shares with a value of RM722,664,312 for the 55.7 million shares allocated to the Malaysian public, representing an overall oversubscription rate of 53.06 times. The bulk of the IPO proceeds will be utilised as capital for its pawnbroking business and to open more “Pajaking” pawnshops. EMCC is scheduled to be listed on Sept 26. With this new material balance, PEC will deliver more of its core aromatics products for the same amount of feedstock utilisation, which will lead to better Ebitda for the project. This improvement comes against a background of ongoing global uncertainty which has seen general increases in project and construction costs globally, primarily due to inflationary factors and overall project development pressures. Ultimately, this improvement has allowed PEC to navigate these pressures while preserving its underlying financial fundamentals, despite an overall increase of around 9% in total project costs. Pengerang Energy Complex Sdn Bhd CEO Alwyn Bowden said: “The increased cash flow from the new material balance will not only fully absorb the impact of macroeconomic factors being felt throughout the world but also produce surplus cash flow. “Therefore, all critical investment and credit ratios for the project remain intact. These latest developments have been presented to the leading global export credit agencies that are supporting the project and it is now anticipated that they will each go to their respective boards for final approval in the fourth quarter of 2023.” ChemOne Group’s sustainability roadmap includes the development of a potential downstream renewable fuels facility, which will utilise byproducts from PEC along with other waste products as raw materials to produce renewable fuels including sustainable aviation fuel, hydrogen, biodiesel and other biofuels. Worth a combined US$102 billion, these agreements will support the full needs of PEC for its initial twelve years of operation. PEC has been designed to optimise energy efficiency, minimise equipment size, and significantly reduce carbon footprint and has been developed in line with International Financial Corporation’s performance standards and Equator Principles 4. During its 45-month construction phase, PEC is expected to hire over 7,000 employees, and is expected to retain over 200 employees for operations and maintenance once commercial production begins. The Fed has raised interest rates 11 times over the last 18 months, lifting its key lending rate to a level not seen for 22 years as it tackles inflation still stubbornly above its long-term target of 2%. After falling sharply over the last year, inflation has ticked up again in recent months due to a spike in energy costs, keeping up the pressure on the Fed. But analysts and traders still broadly expect the US central bank to hold rates steady on Sept 19-20 in order to give policymakers more time to assess the health of the world’s largest economy. “We think the Fed is done with its tightening cycle,” EY chief economist Gregory Daco told AFP. “That view has not changed over the past couple of months.” “After raising rates in July, we expect the Fed to follow through on strong pre-meeting signals and hold rates steady,” Deutsche Bank economists wrote in a note to clients on Friday. The rate-setting Federal Open Market Committee (FOMC) now finds itself in a difficult situation as it seeks to address inflation through interest rate increases while avoiding a recession, a feat that economists call a soft landing. Recent economic data showing strong economic growth in the first half of the year, inflation trending downwards, and a softening jobs market suggests the Fed may just be able to pull it off. “I think, in general, the economy is doing relatively well, but we are seeing signs that there is an economic slowdown under way,” said Daco from EY. Analysts at Goldman Sachs recently cut their forecast for a recession in the United States from 20 percent likelihood down to 15%, while other economists – including those in the Fed’s research team – say they no longer expect the US to enter a recession. “Recent data should leave the Fed encouraged by ongoing disinflation but concerned about reacceleration in inflation because of the strength in activity,” Bank of America economists wrote in a note to clients. All but one of 65 economists polled by Reuters in recent days predicted the BoE will raise Bank Rate to 5.5% on Thursday from 5.25%, which would mark its highest level since 2007. Financial markets are less certain than economists – with rate futures on Friday showing a 25% chance of a pause – but both are coming to the view that the streak of rises in borrowing costs since December 2021 is in its last days. If the bank rate does peak at 5.5% – from a starting point of 0.1% – it would rank fourth on the list of Britain’s biggest tightening cycles of the last century, behind surges that took place in the late 1980s and in the early and late 1970s. Recession accompanied all of those prior sharp increases in rates – and a downturn is increasingly on the minds of the Monetary Policy Committee (MPC), with the 14 rate hikes it has already made yet to fully feed through into the real economy. Much of the data over the last week underlined governor Andrew Bailey’s comment this month that the BoE was “much nearer” to ending its tightening cycle. Economic output in July dropped more steeply than expected, even if one-off factors like strikes were behind some of the fall, and the unemployment rate has already overshot the BoE’s forecast for the third quarter as a whole. The European Central Bank also cited a weak economic outlook when it hiked rates last week and signalled that would be its last such move in the current cycle. But with inflation in Britain still running higher than in any other major advanced economy, the calculation for BoE officials is arguably more complex – with hot wage growth data in Britain still pointing to inflationary risks. “While we expect the critical mass of the committee to be grouped around a 25 basis-point hike, the uncertain, finely balanced nature of the turning point in the cycle means we believe there will be dissenters on both sides,” said Jack Meaning, chief UK economist of Barclays. Data between now and Thursday’s announcement could yet change the debate. Inflation figures for August due on Wednesday are likely to buck the falling trend thanks to rising petrol prices. Investors will be wary of the BoE’s tendency under Bailey to react strongly to above-forecast inflation prints – an approach that some economists say has undermined its ability to deliver a consistent message and control market rates. As ever, the language employed by the MPC on the path ahead, and shifts the balance of opinion, could have a big market impact. – Reuters France to let fuel retailers sell below cost in inflation fight PARIS: The French government plans to temporarily lift a ban on retailers selling road fuel below cost as part of efforts to stem inflationary pressures on households, Prime Minister Elisabeth Borne told newspaper Le Parisien. A renewed surge in pump prices this summer has complicated the government’s attempts to curb consumer inflation, with ministers calling on fuel and food industries to cut their margins. TotalEnergies has extended a cap on fuel prices past the end of the year while some supermarket chains have held promotions to sell petrol at cost. But a ban on below-cost selling of fuel, dating back to 1963, was preventing distributors from cutting prices further, Borne said, announcing that the ban would be lifted for “several months”. “With this unprecedented measure, we will obtain tangible results for the French people, without subsidising fuel,” she said in an interview published on Saturday. She rejected the idea of the government reducing fuel taxes, citing the need to reduce the public deficit and debt while saying that large companies should play their part. Finance Minister Bruno Le Maire said on Thursday that high petrol refining profit margins were a source for concern and may need to be addressed by government action. Regarding food prices, Borne told Le Parisien that companies from November would be required to indicate on labels when they modify the size of a product. So-called “shrinkflation”, whereby products are sold in a smaller quantity without any price reduction, has become a source of controversy in food retailing during a price spike in the past year. French supermarket chain Carrefour announced this month it would place signs in its stores next to products that it found to use such practices. – Reuters Several employees of Evergrande’s wealth management unit arrested BEIJING: Police in China have arrested several employees of a subsidiary of troubled Chinese property giant Evergrande, authorities said on Saturday. Employees at Evergrande’s financial subsidiary, Evergrande Wealth Management, were arrested, police in the southern city of Shenzhen said in a statement, without specifying the number of employees or the charges against them. The statement called on the public to report any cases of suspected fraud to the authorities. Evergrande’s enormous debt has contributed to the country’s deepening property market crisis, raising fears of a global spillover. The property sector, which along with construction accounts for about a quarter of China’s gross domestic product, is a key pillar of the country’s growth and has experienced a dazzling boom in recent decades. But the massive debt accrued by the industry’s biggest players has been seen by Beijing in recent years as an unacceptable risk for China’s financial system and overall economic health. – AFP California sues oil giants, says they downplayed risks posed by fossil fuels BOSTON: The state of California has sued major oil companies including ExxonMobil Corp, Shell PLC, and Chevron Corp, accusing them of playing down the risks posed by fossil fuels, according to a court filing on Friday. The lawsuit, which also targets BP and ConocoPhillips, alleges the energy giants’ actions have caused tens of billions of dollars in damages and accuses them of deceiving the public, the filing in a superior court in San Francisco showed. The American Petroleum Institute, an industry trade group, has also been listed as a defendant in the case. California has sought the creation of an abatement fund to pay for future damages caused by climate-related disasters in the state, the filing showed. California Governor Gavin Newsom, said in a post on X, formerly known as Twitter, “California is taking action to hold big polluters accountable”. The American Petroleum Institute said that climate policy is for Congress to debate and decide, not the court system, in an emailed response to Reuters. Shell echoed that sentiment in an emailed statement, saying “We do not believe the courtroom is the right venue to address climate change.” BP declined to comment while Chevron and ConocoPhillips did not immediately respond to requests for comment. He then explained that the letters were written due to Masterson’s family reaching out to them to write the character letters for the judge to take into full consideration relative to the sentencing. Kunis further claimed that the letters were not an attempt to invalidate the legitimacy of the American judicial system or ruling. In his letter, Kutcher explained that Masterson was a positive influence on him and claims that throughout their 25 years of friendship, he cannot recall being lied to by Masterson. “While I’m aware that the judgement has been cast as guilty on two counts of rape by force and the victims have a great desire for justice, I hope that my testament to his character is taken into consideration in sentencing”. In May, Masterson was found guilty on two counts of sexual assault and rape after being charged in June 2020 with raping three women in separate incidents between 2001 and 2003. At a recent red carpet interview at the Toronto International Film Festival, Studio Ghibli vice president Junichi Nishioka was quoted by CBC as saying that nothing has changed; Miyazaki is still going into the office with new movie ideas. For the past few years leading up to the film’s Japan release, Studio Ghibli has never released a single trailer to promote Miyazaki’s “final film.” The most they did was reveal the title and a lone poster. The film’s entire marketing relied on word of mouth that it would be Miyazaki’s final animated film. “Other people say that this might be [Miyazaki’s] last film, but he doesn’t feel that way at all,” Nishioka told the CBC. “He is currently working on ideas for a new film. He comes into his office every day and does that. This time, he’s not going to announce his retirement at all. He’s continuing to work just as he has always done.” For anyone even remotely familiar with Studio Ghibli, this is not the first time Miyazaki (and the studio) have done this. Speaking to Dexerto in a recent interview, the game’s general manager, Rod Fergusson, explained that Blizzard is aware that players want more from the game after its successful campaign. The thirst was briefly sated with Season of the Malignant, which allowed players to re-enter the gothic world of Diablo once again for a unique story mission and create new characters for different builds. But what comes after Season of the Malignant ? What are Blizzard’s plans moving forward? Will there be chunkier expansions, like Diablo II: Lord of Destruction or Diablo III: Reaper of Souls, that will elevate the base of Diablo IV further? Fergusson confirms that these are already in the pipeline. Responding to Dexerto, the general manager claims that Blizzard has plans and storylines that “go well into the future” and it’s something they are “going to do for a long time”. He even acknowledges that Blizzard did not live up to the players and community’s expectations in the 11 years between Diablo III and Diablo IV. “That’s something we are rectifying in Diablo IV with our seasons and our expansions,” Fergusson stressed. As to what players can expect, he said that the company is looking at quarterly seasons and annual expansions. The distinction between both is critical, as it shows that Blizzard will hopefully treat each as its own thing rather than releasing something small that would be better off as seasonal content but calling it an expansion. – BY MARK MATHEN VICTOR POKEMON GO players are eating better than their handheld console peers, as there are now more Pokemon in the mobile game than in any of the franchise’s main games. As part of the “A Paldean Adventure” in-game event, a new host of Pokemon from the franchise’s latest region Paldea – from Pokemon Scarlet and Violet – has been added to Pokemon Go. This brings the total number of species available in the popular mobile game to a staggering 814. In the franchise’s main games, the highest number of Pokemon available for use is in Pokemon Ultra Sun and Ultra Moon, with the number clocking in at 809. The famous Pokemon slogan “Gotta Catch ‘Em All” has always been a bit of a misnomer; it’s nearly impossible to catch every Pokemon in each new game because some are simply not available. After Ultra Sun and Ultra Moon, from Pokemon Sword and Shield onward, the games did not have the data for every species released up to that particular game’s release. This has been rather firmly set in place by the Pokemon company, with developer Game Freak stating that it’s no longer feasible to include every Pokemon in each new main game. Pokemon Go developer Niantic is clearly taking a different approach, as its game falls outside of the “rules” the latest main games are abiding by. First teased and announced early in 2019, Bloodlines 2 was initially being developed by Hardsuit Labs, with publisher Paradox Interactive eyeing a March 2020 release. In late 2019, to avoid the technical mistakes in the first Bloodlines, the game was delayed for a late 2020 release. After the pandemic hit, the game was delayed again to 2021. Then, in 2021, Hardsuit Labs was crippled by a series of layoffs before being removed entirely as the game’s developer. Over two years of radio silence later, Paradox Interactive has announced The Chinese Room as the game’s new developer in a Sept 3 announcement trailer. The developer behind Dear Esther and Awake and thirsty for blood Bloodlines 2’s lead character is balanced between being an established vampire and a canvas for players to roleplay. – PICS BY PARADOX INTERACTIVE The game is set in Seattle during a historic snowstorm. According to PC Gamer, Bloodlines 2 creative director Alex Skidmore claims that the game will be rebuilt using a “new code base with different gameplay mechanics and RPG systems”. The game will also retain the original setting of Seattle during Christmas by Hardsuit Labs, along with reusing a “significant amount of art and level design”. However, a central shift away from what the previous developer chose is the game’s lead character, who is now an “elder” vampire (PC Gamer states these vampires are over 300 years old) compared to Hardsuit Labs’ original recently-turned “thin-blood” vampire. “We don’t want it to be just a sort of poor homage or pastiche of the first Bloodlines. We want it to be its own thing. We’re not doing what Bloodlines did, which is a traditional RPG game start: the very first day you’re a vampire,” Skidmore explained to PC Gamer. “The actual character you are has been a vampire for quite a while. And that was to create something different from Bloodlines to give a different experience”. Running alongside the world’s oldest film festival, Venice Immersive is tucked away on a former quarantine island that transforms each year into a showcase for the latest frontiers of entertainment. This year showed how quickly technology is evolving. Some experiences had users interacting with the virtual environment using hand controllers. Thus, Wallace and Gromit in The Grand Getaway plunged them into the world of the famous animated duo. Players become Gromit, helping him fix his hapless owner’s contraptions and rescue them from an accidental trip to Mars. “The interactivity in those worlds is increasingly precise and diverse,” said Venice Immersive co-curator Michel Reilhac. “Makers are finding ways to hijack the technology and use it in really unexpected ways.” Another experience used VR helmets to put several people at once in the studio of Spanish architect Antoni Gaudi, allowing them to snoop around his workshop and watch as his famous Barcelona cathedral rose up spectacularly around them. AI was an inevitable talking point, with one experience using a mix of two AI apps, ChatGPT and Midjourney, to ask users about their deepest thoughts before creating a bespoke story and images based on their answers. Visitors don augmented-reality glasses to watch a 3D film come to life on a special book they hold in their hands, moving through different chapters as they turn the pages. It is the latest innovation from VR pioneers Felix and Paul Studios, who have created immersive tours of the International Space Station, the Obama White House and LeBron James’s training sessions. The interactive book was another “leap of faith”, co-founder Paul Raphael told AFP. “We wanted to realise the dream of what an augmented book could be,” he said, but that required “pushing the technology so much further”. Cameras in the glasses read the surface of the pages and track their position in real time, which the algorithm, designed from scratch, uses to calculate where to overlay the constantly moving 3D images. “The performance and speed at which it needs to happen are kind of insane,” said Raphael. With the emergence of new headsets from Apple and other companies, he believes augmented books could soon become widely available. “It’s early days and there’s so much ground to cover,” he said. “Even after 10 years, it feels like we could do this our whole lives and still just scratch the surface.” No longer solitary The festival highlighted social experiences, particularly VR Chat, an online platform that allows users to meet and play in virtual worlds. “VR immersion is no longer a solitary experience,” said Reilhac. “It’s gained a social dimension, and that’s where it will find its ‘killer app’ that wins over a much bigger audience.” As the tools evolve, creating these virtual worlds has become much easier, with free templates available for newcomers to use. “There is so much available technology now that it can be easily adopted by people who are not professionals,” said co-curator Liz Rosenthal. They welcome the recent shift of attention from the metaverse to artificial intelligence. “The hype has moved on to AI, which is great because it’s weeded out the people who were into immersive just for the hype,” said Reilhac. As the technology evolves, there is a “greater depth of quality in the creative side,” added Rosenthal. “People are here because they’re passionate. It’s an exciting time to be in this space.” – ETX STUDIO Inflation affecting consumer tech sales worldwide THE consumer tech and durables market is looking relatively lacklustre, according to the latest figures published by GfK. Sales are down, mainly due to inflation but also due to market saturation and new consumer habits. In the first half of 2023, the global market value for consumer tech and durables saw an overall decline of 6.3% compared to the same period in 2022, reaching US$390 billion (RM1.8 trillion). For the year as a whole, the decline is expected to be more moderate, at 3.4% overall, mainly due to inflation and market saturation. However, market value remains above 2019 levels, prior to the Covid-19 pandemic. What’s striking is that all the sector’s subsegments are affected, starting with consumer electronics (televisions, sound bars, etc) and IT (computers, peripherals, etc.), where revenue is down by 12%. For telecommunications (smartphones) and large household appliances (refrigerators, ovens, etc.) revenue is down by 5%. Inflation is the first reason cited by GfK experts to explain this trend, with price increases reaching nearly 30% in June 2023 compared with January 2020. However, consumers’ reluctance to buy new products varies from region to region. While sales are down in developed Asia and Western Europe, they continue to grow in Eastern Europe and the Middle East. The second factor that may explain the market’s slowdown is, of course, market saturation. With record sales during the pandemic years of 2020 and 2021, ownership rates have reached such a level in wealthy and developing countries that there are virtually no new markets left for manufacturers to conquer. This new feature should be available very soon. The free-to-play multiplayer online video game announced its latest incoming innovation for its platform at its annual developer conference, Roblox Connect. This new feature will enable players over 13 years old to make calls directly from inside the Roblox application. Rolling out “later this year,” the new feature, called Connect, will only be available for calling friends featured on a player’s friends list. As well as being able to communicate through audio, users will be able to convey their own facial expressions through their avatar. “Behind the scenes, we’re essentially packaging a Hollywood-style motion capture studio into something that runs on a mobile phone or laptop – without the need for equipment or motion-tracking dots. The device’s camera is all that’s needed to capture motion and translate it in real time,” Roblox explains in a blog post. And Roblox does not stop there. While they do not refer to the metaverse, this immersive experience will give both users the opportunity to meet virtually in “a shared immersive space” in order to have a conversation “sitting together by a campfire or standing beside a waterfall,” for example. “Today, someone who lives in San Francisco could meet up with a friend who lives in London at New York’s Metropolitan Museum of Art to check out the latest exhibit via the Met experience on Roblox. But with Connect, these friends could make a call on Roblox and teleport there together, hear their friend’s commentary about the art, and see their friend’s reactions, all in real time,” adds Roblox. Numerous platforms have now integrated call functionality directly into their applications, whether audio-only or with video support. Movies about legendary singer Paul Simon and Canadian rock group Nickelback also got their debut screenings at the Toronto International Film Festival. But the 24-year-old Lil Nas X, who rocketed to fame with the viral country rap hit Old Town Road captured all the attention when he stepped onto the red carpet last week. The artist and his entourage joined fans in the audience for Lil Nas X: Long Live Montero, which combines footage from his first tour and confessional interviews to explain his breakthrough and watch him navigate his monumental fame. In the film, the Grammy-winning Georgia native, born Montero Lamar Hill, also explains his decision to openly embrace his queerness in the wake of the blistering success of Old Town Road and how it affected his loved ones and his music. “I felt like coming out was very important if I wanted to progress,” Lil Nas X says in the film. On the red carpet, co-director Zac Manuel emphasised the singer’s wider societal influence as an out and proud black man defying stereotypes with his massive, quirky social media presence and his embrace of edgy fashion. “I think it’s so important to see just a different spectrum of what queerness, blackness and masculinity look like, and to be comfortable in that vision, I think, is something that he’s bringing to audiences,” Manuel told AFP. In the post-screening question and answer session, Lil Nas X offered this to his cheering fans: “My biggest advice is: do that thing you’re most afraid to do.” Last week’s late-night screening started 30 minutes late after a security issue. TIFF’s vice president of communications, Judy Lung, said police briefly looked into “a general threat” nearby that was “not directed at the film or the artist.” Toronto police told AFP in a statement that “a passerby uttered a threat towards private security,” also stressing that it was not specific. Venice welcomes first black US director US director Ava DuVernay said she hoped that her entry in Venice, Origin, would set a precedent as the first by “an African-American woman” at the world’s oldest film festival. “For black filmmakers, we were told that people who love films in other parts of the world do not care about our stories and do not care about our films,” DuVernay told reporters. “I cannot tell you how many times I’ve been told, ‘Don’t apply to Venice; you won’t get in.’ And this year, something happened that hadn’t happened in eight decades: an African-American woman in competition. “So now that door is open, I trust and hope the festival will keep it open,” she added. DuVernay has broken down many doors for black women in her country, however, as the first to earn best director at the Sundance Film Festival (with 2012’s Middle of Nowhere) and a Golden Globe nomination for 2015’s Selma about Martin Luther King. Origin is based on a book by journalist Isabel Wilkerson, Caste, which looks at the roots of racism in the United States as well as antiSemitism in Germany and the caste system in India. DuVernay, 51, said she was “fascinated by the ideas that Isabel Wilkerson had embedded in this book”. “Everything in the film that is about her life is not in the book. The brand also experienced a significant transformation by welcoming its new cocreative director, Raffiq Corbin, to the team, who was given full creative responsibility by its founder and creative director, Zulkifli Salleh aka Bob, to ideate and produce the collection. Originally from Kuala Lumpur, Raffiq has been an integral part of the Super Sunday family since March 2020. In addition to his fashion endeavours, Corbin is a passionate streetwear enthusiast, a talented rapper and a dancer with a keen awareness of the ever-evolving global fashion landscape. The runway as a collection is a true testament to his love for the culture, the street, and its community, honing in on his background of having lived in Kuala Lumpur all his life. “I feel that fashion that does not hit the street rarely has emotion. Clothes are meant to connect and communicate. A new study reveals that these everyday pleasures may actually stimulate brain activity and improve cognitive performance. The findings are based on new brain-monitoring technology that could one day enable people to self-assess their own level of cognitive alertness in real time and take appropriate action. The famous coffee break is a real ritual for some workers who take advantage of this moment of relaxation and social interaction to refocus, (re)motivate themselves, chat with their colleagues, take a breather, or simply take a few minutes to recharge their batteries. Rest time is far from trivial, as evidenced by the numerous debates that followed its temporary disappearance during Covid-19 lockdowns, and is said to contribute not only to well-being at work but also to productivity. Contrary to popular belief, grabbing a coffee appears to be anything but a waste of time, according to a recent study conducted by researchers at the New York University Tandon School of Engineering (NYU Tandon), the results of which are published in the journal Nature Scientific Reports. Listening to music or drinking coffee can be stimulants For the purposes of this study, the scientists relied on a new algorithm developed by Associate Professor of Biomedical Engineering at NYU Tandon, Rose Faghih. Called “Mindwatch,” it has been developed to monitor and analyse the brain activity of users wearing an electrodermal activity (EDA) sensor. Equipped with skin-monitoring wristbands and brain-monitoring headbands, study participants were subjected to cognitive tests – a specific task designed to assess their working memory and cognitive function – while indulging, or not, in certain daily pleasures (listening to music, drinking coffee, or smelling perfumes). The researchers’ findings suggest that music and coffee influenced the brain activity of the participants, even claiming that these pleasures were associated with “peak cognitive performance.” The results were also positive, though less conclusive, for fragrances. It’s worth noting that listening to music emerged as the most convincing stimulant to improve cognitive performance, particularly in tasks requiring concentration and memory, just ahead of coffee consumption, which led to “notable” performance gains. Analysing performance in real time “The pandemic has impacted the mental well-being of many people across the globe and now more than ever, there is a need to seamlessly monitor the negative impact of everyday stressors on one’s cognitive function,” says the study’s senior author, Professor Faghih, in a statement. With this study, the researchers shed light on two of the stimulants capable of boosting people’s cognitive performance. The paper also sheds light on how the algorithm developed could ultimately help people perform their professional tasks to the best of their abilities. “Right now, Mindwatch is still under development, but our eventual goal is that it will contribute to technology that could allow any person to monitor [their] own brain cognitive arousal in real time, detecting moments of acute stress or cognitive disengagement, for example. “At those times, Mindwtch could ‘nudge’ a person towards simple and safe interventions – perhaps listening to music – so they could get themselves into a brain state in which they feel better and perform job or school tasks more successfully,” concludes Faghih. However, it remains to be seen whether these stimulants, which could be potential strategies for improving cognitive performance, actually work on a large scale and for all individuals. City fought back from a 1-0 deficit at halftime to level within seconds of the restart, Doku cutting inside Vladimir Coufal with excellent footwork and sliding beyond Alphonse Areola for his first goal for City. Silva and Haaland struck in the final 15 minutes to ensure City maintained their perfect start and stayed top of the Premier League with a 3-1 triumph. All that had looked less likely when James Ward-Prowse headed in from Coufal’s cross in the first half to give West Ham a deserved lead and put them on course to overtake Guardiola’s side in the League. The manager said he had not expected such an immediate impact from the 21-year-old Doku, who cost £55 million (RM319m) to sign from the Ligue 1 side in the final week of the transfer window, and feared there was a shyness to his performance when he made his debut against Fulham before the international break. Guardiola watched that game remotely from Barcelona whilst he recovered from back surgery, but since returning to Manchester has been impressed by the progress the Belgium international has made following the 5-1 win against Marco Silva’s side. “I was in Barcelona, I had the feeling that he played a little bit shy (against Fulham),” he said. “He’d just arrived, had two or three days training, with a team that won the Treble.
