FOOD CONTACT MATERIAL REVISION
The European Commission started a thorough revision of the
EU rules on Food Contact Materials (FCM). The revision is
expected to restrict the use of substances in FCM that are
classified as mutagenic, carcinogenic, persistent/
bioaccumulative or mobile/toxic, endocrine disruptors and
other hazards, and focus more on the materials in final
consumer products and the most vulnerable groups of
consumers (such as infants). The revision is likely to extend its
scope to also cover machinery and storage conditions, as well
as incentivise the development of bio-based alternatives to
plastic FCMs. The Impact Assessment in preparation will
assess whether the current regulatory framework should be
updated, or if a new one should be developed from scratch.
At the time of writing of this yearbook a public consultation on
this topic was ongoing until 11 January 2023.

CELAB-Europe Annual Report
THE JOURNEY TOWARDS A CIRCULAR
ECONOMY FOR LABELS CONTINUES
CELAB-Europe was set up in March 2020 as a joint industry initiative with the aim to build a circular
economy for self-adhesive label materials in Europe. It is a collaboration of the whole label value chain to
allow stakeholders to collect and recycle their used release liner and matrix material. The goal of the
initiative is to have more than 75% of the used release liner and matrix to follow a circular business model
by 2025. As the legal entity hosting the consortium, FINAT and FINAT members are actively engaged in
the various workstreams of CELAB-Europe. Two years after its foundation, a lot has been achieved, while
other programmes are well in progress.
The consortium meanwhile counts six workstreams covering a
range of different aspects contributing to its ambitious end
goal: the collection and analysis of relevant data; the
identification and classification of recycling solutions; the
establishment of a logistics network; the understanding and
influencing of the legal and regulatory framework governing
the liner and matrix landscape, and, finally, informing and
educating target audiences about the outcomes of the work
done within CELAB, and the availability of recycling solutions.
value chain, but work still needs to be done at the end of the
value chain, but most importantly, about the growing
availability of recycling solutions. The launch of the interactive
map on the CELAB homepage this spring was a promising
start (see below).

RECYCLING SOLUTIONS
On 6 April, CELAB-Europe launched an interactive map to
enable visitors to select recycling solutions in their respective
region. With the support of internal and external industry
professionals, and under the leadership of workstream
chairmen Uwe Düsterwald (BASF) and Juha Virmavirta (UPM
Raflatac), CELAB-Europe validated 13 first solutions providers
for the collection and/or recycling of used release liner and
matrix materials in Europe. Soon after the launch, in May, six
additional solutions were added to the map, reflecting the
continuous work of the Recycling Solutions and Logistic
workstreams to identify and develop new CELAB partners.

the identification of additional
options.
PROMISING MATRIX SOLUTIONS
Last year, PA Consulting provided a list of 47 technologies to
enable the recycling of the matrix. From this list, the 16 most
promising options that could be used in Europe have been
listed for further investigation. Some of them are mechanical
recycling or reprocessing of the different materials but most of
them are chemical recycling, sometimes used in combination
with an enzymatic or purification treatment. Most of them can
treat polyolefin material (pure or mixed streams of PE and PP),
and only a few of them in combination with paper. Several
trials have started with some of the partners. The workstream
will continue the investigations and trials in the coming
months to validate more options.
PET LINER SOLUTIONS BEING TESTED IDENTIFYING THE COLLECTORS OF USED LINERS
Regarding the recycling of used PET liner materials, some AND MATRIX

FINAT Sustainability Awards 2022
CONVERTERS TAKE THE LEAD
The 2022 FINAT Sustainability Award recognizes the efforts of the self-adhesive label industry to increase
sustainability. This year five initiatives were entered in the competition, covering innovative paper-based
labels, renewable energy generation, decorations optimized for environmental impact, and compostable
flexible packaging. The winners were recognized during a ceremony at the FINAT Technical Seminar 2022

#LABELicious competition 2022 – the search for future label talents continues
CONNECTING THE FUTURE WORKFORCE
At the opening of the European Label Forum 2022 in Baveno (IT), FINAT presented the winners of the
#LABELicious competition 2022. This 3rd edition of #LABELicious (or #L in short) proved to be a
continuous opportunity to strengthen the relationship between future talents for the label industry and
the current active professionals in the field. During the conference, the theme of future workforce
development was addressed at multiple occasions, concluding that the innovative label and packaging
sector is a work environment that suits most, if not all, considerations of generations that enter the
workforce in the near future.

#LABELICIOUS 2022 COMPETITION – THE BRIEF
The brief of the 2022 edition, invited young talents (between
the age of 18 and 25) to design a label for the fictitious
company HUMANDATE. The company name is a contraction
of the words Human and Mandate. The company uses the
mandate given by people and planet to develop beautiful and
relevant brands. Their new brand is called Genergise; again a
contraction of two words: Generation and Energise. Genergise
aims to offer health and wellness products to make consumers
aged over 60 feel like being under 30. In a way, young
designers were challenged to develop a brand experience
and label for the generation of their parents and grandparents.
THE WINNERS
The Jury, all professionals actively working at national
associations in Europe, trade media, and (inter)national
companies across the entire value chain of the label industry,
selected the following three winners from the nearly 100
completed registrations in the categories Design, Smart
Labelling and Sustainability.
