CONDITIONS OF RELEASE
1. This mess rules are for the use of officers in WISMA PERWIRA PULADA.
2. These rules may, on occasions, modified to suit local conditions, but they will NOT
BE amended or altered in any way without the prior approval of the Mess Committee and
the concurrence of the Commandant.
3. It will be the responsibility of each individual officer to keep his own copy of the
Mess Rules amended up-to-date and ensure that they are familiar with the rules and
customs of the Mess.

FOREWORD
PULADA Officers’ Mess is an establishment to facilitate officers of Malaysian
Armed Forces and official military guest.
This mess rule aims to provide information and comprehension to mess member on
various issues related to management, rules and administration of the PULADA Officers’
Mess. All members and guests of PULADA Officers’ Mess are to abide to this mess rules.
Any proposal to amend this mess rules must be discussed by General Mess Meeting
for agreement of 2/3 members with consent of Commandant.

CHAPTER 1
GENERAL INSTRUCTIONS
SECTION 1
GENERAL
101. The name of the Mess shall be “WISMA PERWIRA, PUSAT LATIHAN
TEMPUR TENTERA DARAT (PULADA)” and hereinafter be referred to as “ The Mess”.
102. Term “The Commandant” is referring to The Commandant of PULADA.
103. The Mess will be administrated in accordance with the following:
a. Queen’s Regulations (1955) paragraphs 1296-1324.
b. AFCI.
c. Notes and Instructions on the Method of Keeping the Accounts of Regimental
Funds.
d. The Mess Rules.
104. These rules may be modified to suit local conditions and occasions, but they will
NOT BE amended or altered in any way without the prior approval of the Mess Committee
and the concurrence of the Commandant. Officers proposing a change or amendment will
submit their proposal in writing to the President of Mess Committee (PMC) at least seven (7)
days before a General Mess Meeting. The PMC is to consult the Commandant before
including it in the agenda.
105. A copy of these rules will be prominently displayed in the Mess for easy reference of
members. Visitors and every officer of the Centre will be issued with a copy on first
appointment. All members are required to read and understand this Mess Rules in order to
comply with the requirements.
106. It will be the responsibility of each officer to keep his/her own copy of the Mess Rules
amended up-to-date and ensure that they are familiar with the rules and customs of the Mess.
107. The Mess includes the main mess building, the dining hall, the officers’
accommodation and Seri Panti.

SECTION 2
MEMBERSHIP
108. Membership of the Mess are as follows:
a. Ordinary Member. All commissioned officer (Malaysia and Allied Armed
Forces) and Civilian Executive Officer on posted strength of, or permanently attached
to the Centre.
b. Associate Member. All commissioned officers of the Malaysian Armed
Forces (including officers of the Territorial Army), Police officers and Allied Armed
Forces officers on course in PULADA automatically become associate members of
the Mess.
c. Temporary Member. All commissioned officers of the Malaysian Armed
Forced Including Territorial Army officers and Allied Armed Forces officers who are
attached to the Centre for a period of ten (10) days or more. Temporary membership
terminates when the officer cease to be attached to the Centre.
d. Honorary Member. Certain selected civilian gentleman or ladies of high
official or public status and commissioned officers of the Allied Armed Forces may
be accorded as honorary member.
SECTION 3
SELECTING THE HONORARY MEMBERS
109. The following practice will be observed when selecting Honorary Members:
a. Sponsorship. Each Honorary Members nominee proposed by two Ordinary
Members. The sponsors will be responsible for posting a signed notice on nominee
and should be posted at least one week prior to a General Mess Meeting. Members
will NOT sponsor an individual solely because they are requested to do so by that
individual.
b. Consideration. Every Ordinary Members will be expected to consider the
nominee before the General Mess Meeting and should they have any reasons as why
the nominee should NOT be accepted as the Honorary Members, he/she must advice
the PMC immediately. The PMC will consult with the sponsor and with advice of the
Commandant make his/her decision accordingly.
c. Voting. Each Ordinary Members present must vote. The fact that the nominee
is unknown to a member must NOT be the reason for that member to cast a negative
vote. A member who intends to cast a negative vote must advise the PMC of his/her
intention with reasons at least 24 hours in advance. One negative vote, if fully
justified, will disallow the motion.

d. Introduction. The PMC should arrange for those elected to visit the
Mess and be introduced to as many members as possible including members of the
Mess Committee at a convenient time agreed by the Mess Committee after
being accepted as the Honorary Members of the Mess.
e. Limitation. The number of Honorary Members will be compatible with the
facilities of the Mess as decided by the Mess Committee with the concurrence of the
Commandant.
f. Renewal. The Honorary Membership will be reviewed annually and may be
terminated at any time if is decided by the General Mess Meeting with consensus of
the Commandant.
g. Outstanding Bill. An outstanding bill of the Honorary Members will be
born by the sponsor members.
SECTION 4
MESS PRIVILEGES
(MEMBERS RESTRICTION)
110. All members may enjoy all facilities of the Mess with the following restriction:
a. Only Ordinary Members can be elected to serve on the Mess Committee. They
are entitled to nominate, second and vote for a motion on Mess matters or have any
voice in the management of the Mess.
b. Associate and Temporary Members may NOT invite guests to the Mess
function without permission of the PMC or any appointed senior member of the Mess
Committee. However, this does not apply to their partner.
c. Honorary Members may only attend formal military functions including Mess
Guest Dinner Night by invitation.

202. The PMC, normally a Lt Kol or Mej of the Centre, the Deputy President, the
Secretary and Treasurer (Mess Manager), will be appointed by the Commandant, while
remnant members will be elected by votes at a General Mess Meeting with the approval of
the Commandant.
203. The Mess Committee shall serve for not more than one year but this period may be
extended or reduced at the discretion of the Commandant. If the PMC or any other
Committee Member leave prior to completion of his/her tour of duty, another member
recommended by the PMC and approved by the Commandant will hold the appointment until
the General Mess Meeting is held to elect a new Mess Committee.
SECTION 2
DUTIES OF MESS COMMITTEE
PRESIDENT OF MESS COMMITTEE (PMC)
204. The PMC is responsible to the Commandant for the overall organization, supervision,
finance and administration of the Mess through the medium of the Mess Committee and the
Mess Staffs. The duties of the PMC are as follow:
a. He/She is to ensure that all members of the Mess Committee understand the
nature of their duties and those duties are properly carried out. He/She may, after
consultation with the Commandant, revise or amend the duties of the Mess
Committee members and Mess Staffs. Any such revision or amendment will be
displayed in writing on the Mess notice board and copies to the Mess Committee
members.
b. He/She is to keep the Commandant informed of all matters on the agenda prior
to any Mess Meeting.
c. He/She is to nominate a member to act as a Committee member should (if)
any of his/her Committee members be temporary away or posted out of the Centre
until a General Mess Meeting is convened to elect a new Committee. The
Commandant is to be consulted prior to such a nomination.
d. He/She is to ensure that all complaints by members of the Mess are promptly
and satisfactorily investigated.
e. He/She is responsible for dealing with all correspondence concerning the Mess
although he/she (and) may delegate most of these duties that are routines in nature to
the Mess Secretary.
f. He/She is responsible for the general conduct, discipline, customs and
etiquette of all members in the Mess and will at once (immediately) take steps (action)
to correct any irregularity.
g. He/She is responsible for the planning and running of all Mess’s social
functions and Dining-In Night and for supervising the issue for all Mess invitations.

h. He/She is to ensure that all invitation to the Mess are answered and detail on
behalf of the Mess to attend the entertainment to which the Mess, as such, is invited.
i. To notify all members (about Mess Meeting), Supervise the arrangement and
conduct of the Mess Meeting and ensure that the Meeting are held regularly as
stipulated in the Mess Rules or as called for by Commandant.
j. He/She is to sign (verify) the minutes of all Mess Meetings.
k. He/She is to arrange and call the Mess Committee Meeting as deemed
necessary.
l. He/She is to ensure that all officers (members) pay their Mess bills on time
and to bring to the notice of the Commandant the name of any officer (members)
whose Mess bill has not been settled, within 7 days of presentation.
m. He/She is responsible to ensure that the Mess Rules are (is) kept amended and
up-to-date and bring to notice (of) the Commandant (.) and changes required.
n. He/She is responsible for maintaining the honorary membership list and to
keep the honorary members informed of the Mess activities.
o. He/She is to ensure that the Mess account is properly maintained and by that
the Mess does not incur any excessive debts beyond the payment capability of the
Mess. He/She is to check the Mess account once a month and bring to notice of the
Commandant of any irregularity.
p. He/She is to ensure that the Mess Treasurer (Mess Manager) prepares the
Mess account for audit at the end each half-year and that (all) observations by the
Audit Board as agreed by the Commandant are put right.
q. He/She is responsible for the administration of the Mess Staffs and their well
being (welfare).
DEPUTY PRESIDENT OF MESS COMMITTEE
205. The vice PMC is responsible to assist the PMC in all Mess matters.
MESS SECRETARY
206. He/She is responsible to the PMC for the routine correspondence of the Mess.
207. He/She is to maintain the following:
a. Mess Suggestion book.
b. Mess (Minutes of) Meeting Minutes book.
c. Visiting (Visitors) book.

208. He/She is to deal with all routine correspondence of the Mess and as such he/she may
open all letters addressed to the PMC. He/She is, however, to keep the PMC informed of all
affecting the Mess.
209. He/She is, on the discretion of the PMC, responsible for sending festival greeting
cards on behalf of the Mess on the discretion of the PMC.
210. He/She is to record the minutes of all Mess Meeting and to submit them for approval
of the PMC.
211. He/She is responsible for all notices on the Notice Boards of the Mess.
212. He/She is to sign, on behalf of the PMC, clearance certificates of the students prior to
their leaving the Centre.
213. He/She is to ensure the reception of officers/guests staying the Mess temporarily.
MESS TREASURER (MESS MANAGER)
214. He/She is responsible to the PMC for the proper maintenance of the Mess accounts.
215. He/She is to maintain the following books:
a. Mess Fund Ledger (BAT E 43).
b. Mess Bill Summary Book.
c. Debtors Book.
d. Creditors Book.
e. Petty Cash Book.
f. R&C Book.
g. Receipt Book.
h. Property Book.
i. Container Book.
216. He/She is to ensure that all cash and bank transaction are entered into the ledger in ink
as they occur.
217. He/She is to prepare the officers Mess bills and to ensure that the Mess bills are
presented to the officer NOT later that the second of each month or prior to the officer
leaving the Centre.

218. He/She is to ensure that the monthly charges and subscriptions raised against officers
are correct.
219. He/She is to ensure that officers pay their Mess bills 7 days after the date of
presentation and bring to notice of the PMC the names of those officers who failed to do so.
220. He/She is responsible for the security of all cash and cheques book in the Mess.
He/She is to ensure that all cash or cheques received are put into the bank immediately and
that he/she is not keeping cash exceeding the account allowed in the Mess Rules.
221. He/She is to ensure that all expenditures are authorised either by the Mess Rules,
Mess Meeting, The Commandant or the PMC and that the mess incurs no unauthorized
expenditure. He/She is also to ensure that all bills incurred by the Mess are settled by the
fifteenth of each month.
222. He/She is to prepare all accounts, receipts, ledgers, sheet, stock, etc on behalf of the
PMC for the Audit Board.
223. He/She is to close the account month and prepare it for checking by PMC on the first
week of each month.
MESSING MEMBER
224. He/She is responsible to the PMC for all the messing arrangement and the cleanliness
and efficient running of the dining hall, kitchen and pantries of the Mess and its staffs.
225. He/She is to prepare the daily menu and ensure that the standard of messing is as high
as possible, he/she is to consider the suggestions put forward by other officers in the
suggestion book.
226. He/She is responsible for the ration store and will ensure that it is kept locked when
not in used by the cooks. He/She is to certify himself that correct quantities of rations are
received and recorded in the Messing Stock Book.
227. He/She is responsible for the outside of the Mess building as far as it concerns the
kitchen premises and he/she will see that all drains are kept clean and that grease and traps
are emptied daily.
228. He/She is to ensure that messing charges do NOT exceed the agreed rate for the daily
messing, except on special occasion, when the PMC may authorized the extra expenditure on
messing.
229. He/She is to ensure that messing expenditure does not exceed the income collected
neither should his messing fund make any profit. He will ensure that the messing account
does NOT show the credit balance of more than RM 100.00 per month.
230. He/She is to arrange the purchase and control of extra messing based on income
available.

231. He/She is to present all messing bills to the Mess Secretary by the third day of every
month. He/She will also ensure that the list of messing and claims for the refund of ration
debit are submitted to the Mess Secretary by the third day of each month.
232. He/She is to check all crockery, cutlery and utensils on charge to the Mess at least
once a month. All losses and breakage are to be reported to the PMC and the Housing
Member.
233. He/She is to supervise all cooks and dining-room waiters and ensure that their hair and
nails are cut short and clean at all times and that they are medically checked as required.
He/She is also responsible for their uniform and livery.
234. He/She is to ensure that charges are raised when necessary for losses or breakage of
crockery, cutlery and utensils by members and Mess staffs.
235. He/She is to consult the PMC for menu for official Mess functions and supervise the
layout of the dinner table.
HOUSING MEMBER
236. He/She is responsible to the PMC for the accounting of all furniture on charge to the
Mess and the overall orderliness, cleanliness, sanitation and general maintenance of the Mess.
237. He/She is to check monthly all Mess property, public property and stores for which he
is responsible and to report any losses or breakage to the PMC.
238. He/She is to ensure that papers and periodicals as agreed at a Mess Meeting are
regularly purchased and properly kept and that they are not removed from the Mess.
239. He/She is responsible for the allocation of rooms to officers after prior consultation
with the PMC. This includes the allocation of rooms to visitors to the Mess.
240. He/She is responsible for the Mess staffs’ uniforms and will ensure that they are kept
in proper condition.
241. He/She is to ensure that there are up to date fire orders in all Mess buildings and that
fire precautions are adequate.
242. He/She is responsible for the care and maintenance of guest/transit room. Whenever
there is a visit/temporary attachment of officers, he/she is to get the necessary
accommodation ready.
PROPERTY MEMBER
243. He/She is responsible for the safe custody of all public and mess property by ensuring
that all items are thoroughly checked physically and on ledger at least once a month.
244. He/She is to maintain the property book and inform the Mess Secretary of property
purchased from the Mess Fund, value of mess property sold and the total amount depreciation
during the period as recorded in the Property Book.

245. He/She is to ensure that chargers are raised to members and Mess Staff where
necessary for any loss or breakage of glasses, crockery, cutlery and etc.
WINES MEMBER (BEVERAGE MEMBER)
246. He/She is responsible to the PMC for the accounting, purchase, receipt, safe custody
and sales of drinks, minerals, tobacco and sundries for sale in the Mess.
247. He/She is to ensure that sufficient stocks of drinks, minerals, cigarettes, etc, are not
allowed to fall below the requirement of the Mess.
248. He/She will be responsible for the overall maintenance of the Bar with emphasis on the
following:
a. Frequent checks on stocks.
b. Cleanliness/functioning of the Bar.
c. Charge of property issued to Bar.
d. Supervise and manage barman.
e. Charged accordingly members who bring glasses, ashtrays, etc, to their rooms.
GARDEN MEMBER
249. He/She is responsible to organize and plan the landscaping and beautification of the
Mess surroundings.
250. He/She is to plan suitable trees and plants in order to improve the general view of the
Mess.
251. He/She is to plan and allocate duties to gardeners allocated to the Mess.
252. He/She will be responsible for cleanliness of the surrounding and fertilizers for the
Mess.
253. He/She will purchase and account for gardening tools, new plants and fertilizers for
the Mess.
254. He/She is to organize the Mess nursery in order in order to plan for the turn over and
recycling of plants.
ENTERTAINMENT MEMBER
255. He/She is responsible for organizing the music band within the Mess and outside the
Mess when required for any official Mess function.

256. He/She is to ensure that all entertainment facilities in the Mess like Hi-fi, TV, etc, are
well maintained and serviceable.
257. From time to time he/she is to consult the PMC on the need for the improvement of
the general entertainment facilities available in the Mess.
258. The entertainment member is to advice the PMC on purchase of new entertainment
items like VCD and CD, etc.
259. He/She is to liaise with the Garden and Housing Member for the interior decoration of
the Mess. All proposed arrangement must be approved by the PMC.
260. He/She accounts for all VCD and CD, etc, and other entertainment items purchased
by the mess.
SPORTS MEMBER
261. He/She is responsible for organizing sports activities of the Mess and draw up a
quarterly program to be circulated to all members.
262. He/She is to ensure that available sports facilities in the Mess are well looked after
and maintain.
263. He/She is to advice the PMC on purchase of new sports equipment.
264. He/She is to organize sporting activities for the members on PULADA Games Day.
Whenever required he/she is to organize inter messes games within and outside PULADA.
265. He/She accounts for all sports equipment purchased by the Mess.
266. He/She is responsible for the general organization and cleaning of the billiard room.
267. He/She is to display clearly the rules and regulations of the various games and
disciplinary rules for every player.
268. He/She advises the PMC on the repair and replacements of the equipment and parts of
the billiard table. He/She is to ensure there is supply of chalk and powder for the billiard
room.
269. He/She is to draw up the timings for opening and closing of the billiard room.
270. He/She is to make sure that actions are taken on willful damages and losses on billiard
and related equipment. Cost of damage through willful damage and loss will be borne by the
individual or the group concerned.
271. The overall safety of the billiard room (table) is the responsibility of the billiard
(sport) members.

ASSISTANT MEMBERS
272. All assistant of respective Committee Members are to assist Committee Member
concern in carrying out their duties or to take over their duties in their absence.
SECTION 3
SUB COMMITTEE
273. Although the normal administration of the Mess can be efficiently run by the Mess
Committee, there may be occasions when additional work involved requires the assistance of
the other officers. In such a case the Committee may appoint a sub committee comprising a
number of officers, each detailed for a specific task. The composition of the sub-committee
will depend on the number of task in hand.
274. A sub-committee will not incur any expenditure without first obtaining approval of
the Mess Committee, and when expenditure is authorized, it will not exceed the sum laid
down nor will it be expended for purposes other than those specified by committee.
SECTION 4
MESS STAFFS
275. The Mess Staffs, under the direct supervision of the Mess Manager, implements the
orders given by the Mess Committee.
276. The Mess Staffs will normally consist of:
a. Mess Sergeant.
b. Mess Corporal.
c. Barman.
d. Dining Hall Waiters.
e. Kitchen Hands.
f. Cooks.
g. House Boys.
h. Storekeeper.

277. Members will NOT interfere with the Mess Staffs other than to put right minor
infringements such as dress and manners. Complaints and dissatisfactions will be submitted
to the PMC or in his absence to the Vice President or the Mess Secretary for investigation
and other action as deem necessary. Members of the Mess Staffs will NOT be ridiculed or put
into embarrassing situation by the members.
278. The duties of the Civilian Mess Staffs are as per stated in Lampiran A kepada KP
(PEK)/884/46 Jil 7 (2) dated 11 June 1983.

CHAPTER 3
GENERAL MESS MEETING
SECTION 1
GENERAL
301. A General Mess Meeting will normally to be held twice a year as suggested by the
PMC and agreed by the Commandant. In addition to the normal General Mess Meeting, an
extraordinary meeting may be convened when necessary under these conditions:
a. Ordered by the Commandant.
b. Requested by 2/3 of the Mess Members.
302. Notice of the General Mess Meeting will be circulated to members by the Mess
Secretary not less than one week before the meeting.
303. All Mess meetings will normally be conducted by the PMC who sits at the table with
the Mess Secretary on his right and other committee members sitting on both sides. Should
the Commandant wish to pride then the PMC will be on his right and the Secretary on his
left.
304. The Mess Committee will hold its committee meeting at least once in two months to
review and discuss matters pertaining to the affairs of the Mess.
SECTION 2
QUORUM
305. The quorum of General Mess Meeting must be at least 2/3 of overall strength on
parade of that day. All officers in station will attend Mess meetings. Officers who are unable
to attend due to duties will notify the PMC at the earliest possible opportunity and ask
whether they can be excused.
306. Any officer who is prevented from attending a Mess meeting for reasons of duty may
vote by proxy.
307. Voting at all general meetings shall normally be by show of hands. Only ordinary
members shall be eligible to vote.
308. Motions except any alterations to the Mess Rules shall be declared by a simple

AGENDA
309. The agenda shall consist the following:
a. The Commandant’s or the PMC’s address.
b. The reading and passing of the minutes of the last General Mess Meeting.
c. The reading and passing of the audited statement of the Mess Account for the
previous half year.
d. Election of committee if necessary.
e. Any other business/ matters.
310. Any business for inclusion in the final agenda shall be given in writing by any
member to the Mess Secretary at least 72 hours before the meeting is due to be held. The
provisional agenda will be distributed to the members 48 hours before the meeting.
311. The Minute of Meeting will be recorded by Mess Secretary following the detail in
Chapter 6, MAF JP 0.01 (2012). Copies of the Minute of Meeting will be distributed to all
members at least 3 days after the meeting.

CHAPTER 4
MESS MANAGEMENT
SECTION 1
FINANCE
401. The administration and accounting of the Mess funds shall be undertaken (managed)
by the Mess Secretary/Treasurer (Mess Manager).
402. The Mess shall operate current accounts in the bank or banks which the Mess
Committee may decide and all money received shall be kept in these accounts.
403. The Mess Committee has the power to transfer funds as it may decide in the form of
bank deposits, securities or such other assets with the approval of the Commandant.
404. The PMC may authorize expenditure by the committee members on behalf of the
Mess up to RM 500.00 (Ringgit Malaysia Five Hundred only) at a time but NOT exceeding
this amount unless approved by the Commandant. This restriction does not apply to the
purchase consumable goods.
405. The Mess Secretary/Treasurer (Mess Manager) is allowed to hold on amount not
exceeding RM 500.00 (Ringgit Malaysia Five Hundred only) in cash at any one time.
406. There should be two signatories to the Mess cheques. PMC is to suggest the
appropriate person to the Commandant to select. i.e. the Mess Secretary/Treasurer and the
PMC.
407. The account of the Mess will be audited half yearly (twice a year or ordered by the
Commandant). It should be carried out by an Audit Board comprising of NOT less than three
members as convened by the Commandant.
408. The balance sheet for previous half year will be placed on the notice board for
inspection by officers (members) at least 48 hours prior to the half yearly General Mess
Meeting.
SECTION 2
MESS BILL
409. Mess bills are normally (must be) prepared and presented to individual officers
(members) during the first week of each month and certainly NOT later than the seventh day
of the month.
410. Any member who has any query on his Mess bills should see the Treasurer (Mess
Manager) for clarification as early as possible.

411. All members must pay their Mess bills within 7 days after (receiving it) the bills have
been presented to them. If any officer (members) is unable to settle (pay) his/her bills on time
(within any valid reasons would be suspended from using the Mess facilities) his/her name
will be submitted (the matter will be notified to the PMC and) to the Commandant by (on) the
15 day of every month.
412. Any officer (members) who is proceeding on leave, course or leaving PULADA will
(must) pay his/her Mess bills before leaving the Centre.
413. If officers (members) incur bill at other messes, he/she will settle them at the earliest
possible opportunity or he/she may request the Mess Secretary/Mess Manager to make
payment on his/her behalf, the amount to be recovered through his/her Mess bills.
414. Mess bills can be paid either by cash, cheque or money order. All cheque or money
order must be crossed and made payable to ‘WISMA PERWIRA PULADA’.
415. Any members failing to settle his Mess bills in time, without any valid reasons would
be suspended from using the Mess facilities, and would be called up to face the Commandant.
SECTION 3
MESSING SUBSCRIPTION
416. All ordinary and temporary members will pay monthly subscriptions to the following:
a. General Subscription.
b. Entertainment.
c. Maintenance.
d. Staff Fund.
e. Sports.

417. The rates to be paid will be in accordance with those laid down at a General Mess

MESSING EXPENSES
419. Limit of daily messing expenses will be determined by Mess Committee from day to
day base on current good rate in the market. Messing account will be managed by Mess
Sergeant under supervision of Messing Members.
420. Book Out/In. Any members who do not require meal in the Mess must notice Mess
Manager at least 48 hours before intended date and if fail to do so, messing will be charged
on to him/her. Any SOP members who wish to have his/her meal at the Mess, is required to
notice Mess Manager at least 24 hours before intended date.
421. Casual Rate and Extra Messing.
a. Member:
(1) Break - RM 2.50.
(2) Lunch - RM 5.00.
(3) Evening Tea - RM 1.50.
(4) Dinner - RM 5.00.
b. Non Member:
(1) Break - RM5.00.
(2) Lunch - RM 10.00.
(3) Evening Tea - RM 3.00.
(4) Dinner - RM 10.00.
c. Extra Messing for living in members is RM1.00 per day.
SECTION 5
MESS EXPENDITURE
422. Mess Guest. The cost of all Mess guests is to be shared equally between (amongst) all
dining and non-dining ordinary members unless it has been decided at a Mess Meeting and
approved by the Commandant. For official functions, Mess guests will be stipulated by the
PMC and Commandant. An officer entertaining his/her private guests will bear the whole
expenses of their guests.
423. All officers on the strength of the Centre are to pay their share unless absent, sick or
away on duty or leave for the complete month.

424. An officer entertaining private guests will bear the whole expenses of their
entertainment.
425. The cost of official Mess function and entertainment may be borne partially or
entirely by the Entertainment Fund as decided at a Mess Meeting and agreed by the
Commandant. The balance of the expenses will be shared equally as per paragraph 422 of this
section unless stipulated by General Mess Meeting all expenses will be borne by individuals.
426. All officers (members) attending any functions in the Mess are to pay their share.
427. The expenses for the general maintenance of the Mess are to be paid from the
Maintenance Fund. Any member on course and staying in other Mess will not be charged for
Maintenance Fund, provided they can prove that they have paid in the other Mess.
428. Presentation (Mementos). The expenses of the presentation of plaque (mementos to
be presented) and the like to posted out members, distinguished visitors and (or) other messes
will be shared equally by all ordinary members.
429. Expenses on wedding present will be shared equally by all ordinary members.
430. Expenses on the presentation of plaque to any member who is being posted out of the
unit will be shared equally by all members.
431. Extra Duty Pay. The payment of extra duty for the Mess Staff will be equally paid by
all members attending the function. The rates are as follow:
a. Civilian Supervisor. RM 10.00 per hour, effective after 2100 hours.
b. Cooks. RM 10.00 per hour, effective after 2100 hours for on duty Cook and
1800 hours for off duty Cook.
c. Kitchen Hands/Waiters. RM 10.00 per hour, effective after 2100 hours for on
duty Kitchen Hands/Waiters and 1800 hours for off duty Kitchen Hands/Waiters.
d. Head Barman. RM 10.00 per hour, effective after 2300 hours.
e. Bartender. RM 10.00 per hour, effective after 2300 hours for formal function.
ED pay for Bartender off duty will be effective after 1800 hours.
f. Members who wish to make use of the services of the Bartender or Waiters for
private functions at their residence may request the matters from the PMC. The rates
of ED pay per head will be RM 10.00 for the occasion.
432. Breakage. Breakage or damages to public property on charge to the Mess are to be
paid through the normal channel. Method to deal the damages of Mess property is to be
decided by the Mess Committee and agreed by the Commandant.
433. Whenever possible charges are to be attributed to individual members through the
Mess bills, if it is not possible, the cost is to be charge to Maintenance Fund.

434. Damages by a members or his/her guest is to be charged to the members concerned.
435. Members found keeping property in their rooms such as glasses, crockery, ect, will be
made to pay accordingly.
436. Recovery and Contra. The Mess may advance payment on behalf of a member for the
following:
a. Outstation Mess bills.
b. Other matters approved by the PMC.
c. Mess bills from outstation Mess will first have to be referred to the officerS
concerned before payment is being made on their behalf.
d. The sum is to be recovered immediately through the officer’s Mess bills.
437. Occasionally, members will have to represent the Mess for functions or events
organized by other Mess or organizations. If the function is a formal dinner then the cost will
be borne by all members equally less the member who represents the Mess. If the function is
a game of golf, all members including the member representing the Mess will share the cost.
The PMC is responsible to rotate the members to represent the Mess to such events.
SECTION 6
ACCOMMODATION
438. All those officers who are not occupying married quarters or renting will stay in the
Mess. They are to ensure that their rooms are properly maintained and kept tidy at all times.
439. They are responsible for the accommodation and bedding issued to them. On
occupying a room, they will sign the inventory form and on leaving will hand over to the
Mess Sergeant. Any loss or damage will be made good by them.
440. All occupants of the rooms in the Mess are to adhere to these rules strictly:
a. A deposit of RM 100.00 will be collected from each officers who intent to stay
in the Annex. The deposit will be used to replace/repair all defects to the room or
equipments. The deposit will be returned when check out if there are no repairs to be
done in the room.
b. All occupants are to sign a debit voucher when reporting. The debit voucher
will be used for major repairs to be done in the room.
c. No hanging of clothes allowed in the balcony or the railings in the block.
d. Occupants are not allowed to nail the wall.
e. Cleanliness of the room and the toilets are the responsibility of the occupants.

f. No padlocks are to be fixed to the door.
g. Occupants required to inspect the room properly when checking in and will be
held responsible for all repairs and damage that occur while they stay in the room.
h. Occupants are allowed to use black mah-jong paper to cover the window.
441. There will be a periodic room inspection.
442. A collective barrack damage will be charged to all occupants for damages done to the
block.
443. REMEMBER OCCUPANTS ARE GIVEN TEMPORARY OCCUPANCY IN THE
ROOM. OTHERS WILL BE USING IT AFTER THEY LEAVE. SO PLEASE BE
CONSIDERED AND KEEP THE ROOM IN GOOD CONDITION AS RECEIVE IT.

CHAPTER 5
MESS REGULATION
SECTION 1
RULES OF CONDUCT
501. PMC is responsible to the Commandant to ensure the discipline of the Mess members
in the Mess at all time.
502. It is a conduct of gentlemen for all members to stand up as the Commandant coming
in and going out of the Mess.
503. If the Mess receiving guests or visitors, available members at the Mess should provide
assistance if required by them. Some distinguished visitors may be entertained at the Mess
appropriately.
504. Members are to maintain the good manners of an officer when talking to ladies. Any
attempt of provocation and sexual harassment is extremely prohibited.
505. All members are prohibited to perform violent action towards other members, guests,
mess staffs either military or civilian staffs. Any displeasure and complains should be brought
to the PMC’s knowledge and an appropriate Mess Committee Member is to be notified.
506. Members may be asked to attend functions on behalf of the Mess.
507. Members attending function on- capacity of his/her appointment in the unit or corps
will bear the expenses individually.
SECTION 2
DRESS CODE
508. Members are expected to be properly dressed and be presentable while they are in or
around the Mess. Ordinary members will conform to the dress regulations set out by the
Centre Standing Order.
509. Members who are in slippers, without socks or stockings or who are bare footed not
allowed to enter the Mess. After playing games, those dressed in their sports attire NOT
allowed to sit in the Mess but may have their drinks (at reception area outside of the bar).
After 1900 hours all officers not dressed for the evening shall leave the Mess.
510. The normal civilian dress to be worn by members between 1900 hours to 0600 hours
in the Mess will be Planters Order (trousers, long sleeved shirt with tie and shoe) on Monday,
Wednesday and Friday night. On other nights are casual smart. Short sleeved shirt are
allowed. Wearing of jeans, T-shirts without collar and scarves are not allowed in the Mess.

511. The order of dress for various functions will be notified accordingly. For lady
members and guests, appropriate and lady-look attire should be used.
SECTION 3
MESSING
512. Meals will only be served in the dining room at the following times:
a. Mondays to Friday.
(1) Breakfast - 0645-0745 hours.
(2) Lunch - 1230-1400 hours.
(3) Tea - 1615-1730 hours.
(4) Dinner - 1930-2100 hours.
b. Weekends and Public Holidays.
(1) Breakfast - 0700-0900 hours.
(2) Lunch - 1200-1400 hours.
(3) Tea - 1615-1730 hours.
(4) Dinner - 1930-2100 hours.
c. In the month of Ramadhan, day meal will only be prepared and served to Non
Muslim members. For Muslim members, timings for meal are as follows:
(1) Morning Meal (Sahor) - 0400-0500.
(2) Breaking the fast (Iftar) - 1900-2000 (subject to changes).
513. Members who require late or early meals will notify the Mess Sergeant at least 24
hours in advance. Failure to give the notice may result in no meals for those concerned.
514. All living in members are to “book-in” and eat in the Mess except on weekend, public
holidays, on leave, on exercise out of PULADA or performing temporary duties outstation. A
notice of 72 hours should be given by any member who wishes to “book-out” from the Mess.
A “book-in/out” book is on display at the staff dining hall. After ration has been received or
purchased in respect of an officer, he/she would be charged at the normal messing rate
although no meals are taken.
515. Meals will not be served or kept in the living in members’ rooms. Though, when
members are sick, the Mess Sergeant will arrange for meals to be served in his room.

516. The rate for casual meals and extra messing will be as laid down at a Mess Meeting
and approved by the Commandant from time to time.
517. Should members have any query or suggestion on messing, they should write in the
“suggestion book” normally placed in the Mess. All queries and suggestions will be
considered by the Messing Member who will keep the PMC informed of all actions taken.
SECTION 4
BAR FACILITY
518. The bar will be opened at the following times:
a. Mondays to Friday.
(1) 0700-1100 hours.
(2) 1230-1400 hours.
(3) 1900-2300 hours.
b. Weekends and Public Holidays.
(1) 1000-1430 hours.
(2) 1700-2300 hours.
519. The senior or ordinary member present will direct the bar to be closed at 2300 hours.
If they want the bar to remain open after 2300 hours, they will be required to pay an extra
duty pay at the rate of RM 10.00 per hour shared equally by the officers using the facilities.
Every officer (members present) will be charged the specific rate of extra duty pay if he
makes use of the bar out of the normal bar hours.
520. The PMC with the advice of the Wines (Beverages) Member will set bar items prices
and post the changes when necessary. When considering the price, the Committee Members
should aim to bring about approximately (consider to gain maximum of) 10% of profit.
521. Although it is customary for an officer to offer drinks to other members present, each
and every individual will pay for his own drinks. An officer may however treat other officers
to drink on special occasions such as promotions, birthdays, celebrations, etc.
522. No drinks may be served in officers rooms unless for reasons of sickness.
523. No alcohol-based drink is to be served and consume at the bar regardless of the
situation.

MESS FUNCTION
524. Dinner nights will be held once in every three months or at any other time as laid
down (suggested by the PMC and agreed) by the Commandant depending on the local
condition (activity of PULADA). On such nights, officers may invite private guests provided
that the (approved by the) PMC is informed at least one week beforehand (in advance).
Officers shall not invite private guests beforehand. Officers shall not invite private guests
until the PMC has given his approval.
525. Regimental Guests Night will (may) be held from time to time as the Commandant
deem necessary. On these occasions guests will be invited by the PMC with the approval of
the Commandant. Members may be requested to bring their spouse along for Regimental
Guests Night. Other Mess functions will be decided by majority vote at a Mess Committee
Meeting.
526. The following may be invited for Regimental Guests on Dinner/Guests Nights:
a. Officers of the Centre on leaving the unit.
b. General Officers Commanding and Brigadier (Brigade Commander) under
whom the Centre is locally administered and their staff officers.
c. Former officers of the Centre as directed by the Commandant.
d. Other officers of the Malaysian Armed Forces or Allied Armed Forces officers
as directed by the Commandant.
e. Civilians either government or private as directed by the Commandant.
f. Associated and honorary members of the Mess.
527. The Commandant, PMC and members of the Mess Committee or ordinary members
detailed by the Commandant or PMC to entertain official Mess Guests may sign bar chits for
such entertainment.
528. In circumstances where a person visits the Mess without prior notice and who, in the
opinion of the ordinary member receiving him, is deemed worthy of being an official Mess
Guests may do so considered at the members’ discretion, the member will report such
circumstances to the PMC at the earliest opportunity.
529. While it is the responsible of the PMC to ensure that all guest are made welcome, the
Commandant receives the guest on behalf of all members.
530. Any member who wishes to hold a special party in the Mess will apply to the PMC in
writing diving full details of the proposed party including the date, time, members of the
Mess and Mess Staff and guests involved at least 72 hours before the party is schedule to take
place. The member will then be informed whether his application is approved or not.

531. The procedure for drinking the toast at dinner and/ or parties will be as per para 534.
532. Other Mess functions and/or parties will be decided by majority vote at a Mess
Meeting.
533. On all these occasions i.e. Dinner/Guest Night and Mess parties, all officers
(members) shall attend unless prevented by duties, sickness, on leave and specially excused
by the PMC or Commandant. Officers (members) will NOT leave the Mess until all guests
and the Commandant have departed.
534. Procedure of Guest Nights (Regimental Dinner) is as follows:
a. Proposing a Toast to His Majesty the King. After every glass is filled, the
PMC knocks once on the table for silence; he then stands up and says; “ Tuan Naib
Yang Dipertua, Sri Paduka Baginda Yang Dipertuan Agong”.
b. The Vice President is then to rise to his feet (stand up) and say; “Tuan-Tuan
Yang Hadir, Seri Paduka Baginda”.
c. The other members of the Mess are to rise their feet (stand up) leaving their
glasses on the table while the National Anthems; “Negaraku” is being played.
d. At the end of the National Anthems; “Negaraku”, all present are to raise their
glasses in their right hand and say (toast); “Seri Paduka Baginda” and drink the
toast.
e. In the presence of ladies the dinner should start with the toast first. For formal
dinner night without ladies the toast is done after dinner.
f. Water will be used for toasting. When more than one toast is required, the
glasses are to be refilled after each toast, or members are to drink half the glass of the
first toast.
g. After the toast, (dinner will be served accordingly by course. At the end of the
dinner) coffee will be served. After coffee the senior member may ask the senior
guest if he/she is ready to retire to the ante-room. On their leaving, all other officers
and guests will leave except the Vice President. The Vice President will be the last to
leave.
h. Members do not leave the Mess until all official guests have left. When no
guests are present, officers will leave only after the Commandant has left.
535. Under no circumstances will be private party be held in the Mess without the PMC’s
approval.
536. Any officer who is posting out from PULADA may be dined out or be given a
farewell party at the discretion of the Mess Committee with the approval of the Commandant.

SECTION 6
PRESENTATION OF MEMENTOS
537. It will be customary for the Mess to present a piece of silver or any form of
presentation (gift) to any members who celebrates his/her marriage (wedding ceremony).
538. The presentation (gift) will be decided by the Mess Committee and the expenses will
be borne by all ordinary members of the Mess not exceeding worth RM200.00. The cost will
be shared equally by all ordinary members. This presentation (gift) will only take effect for
ordinary members who have served the Centre for more than 3 months.
539. Any officer (members) who has served the Centre less than a year on his/her posting
out will receive a PULADA plaque. For those serving more than one year but not exceeding
5 years will receive a souvenir/momento not exceeding RM 200.00 in total. Those who had
served more than 5 years and leaving the service at the same time will receive a plaque and
souvenir/momento not exceeding RM 250.00 in total. All expenses will be borne by all
ordinary members.
540. Any officer (members) or wife (spouse) admitted to the hospital for the first 3 days
will be presented with (received) a token not exceeding RM 50.00 (Ringgit Malaysia Fifty
only). If more than 3 days and additional RM 20.00 (Ringgit Malaysia Twenty only) will be
given. The overall amount shall not exceed RM 70.00 (Ringgit Malaysia Seventy only). The
amount shall be charged under R&C in the monthly Mess bills.
541. Any officer (members or his) wife giving birth shall be presented a gift not exceeding
RM 50.00.
542. On occasion of a soldier’s or officer’s death (serving the centre), the Mess will make
donation of RM 5.00 on behalf of each officer (members). The amount shall be charged
under R&C in the months Mess bills.
543. On the occasion of birthdays of ordinary member, the Mess will present a token of
(gift) not more than RM 30.00. All other members who are not celebrating their birthday at
that time will be charged under R&C in their Mess bills.
SECTION 7
MISCELLANEOUS
544. Pets is not allowed in the Mess.
545. Telegrams and letters will NOT be opened in the dining room nor will newspapers,
periodical or any reading materials be read at lunch or dinner (No correspondence is to be
read at the dining table) without the prior permission of the PMC. Newspapers may, however,
be read at breakfast.
546. Officer (members) having lunch or dinner may take drinks into the dining room if
they wish.

547. Smoking is prohibited in the Mess. Members shall smoke at respective areas outside
the Mess building.
548. Matters regarding the business arrangements of the Mess or other official matters will
not be discussed at the dining table.
549. At all times, radios and gramophones, both in the Mess and officer (members) rooms
will be switched to a reasonable volume particularly during the hours at 2200 and 0600.
550. Mess newspapers and magazines will not be removed from the bar. Officer
(members) reading these papers and magazines will put them in their correct places after use.
551. There Mess will be closed after 2300 hours unless permission to extend the opening
hours of the bar has been obtained as provided in the above rules.
552. The highest standard of Mess discipline, etiquette and custom is expected of all
members and proper respect and courtesy will be accorded to whose senior to them.
553. All officers present will stand up whenever the Commandant enters or leaves the ante-
room on the first occasion during the day and before supper or dinner.
554. The Mess is the home of the Centre; as the conduct of a horse reflects upon the
horse’s holder, so does the conduct of the officers reflect upon the Centre. It is the unsworn
duty of all officers to ensure that the Mess has a good name in all aspect.
555. All members including accompanied guest are allowed to use all Mess facilities.
556. Members are not allowed to remove any property of the Mess to their rooms.
557. All civilians staffs and military personnel (other ranks) working in the Mess will be
given cash amounting not more than RM 30.00 each once a year during Hari Raya Puasa. The
total amount will be borne by the Mess charged to the Staff fund.
558. Visitors to the Mess will be entertained by officers present at the time. Visitors calling
on the Mess will be introduced to the senior member and be offered the hospitality of the
Mess by him/her and charged to the mess guest the cost for the first two drinks. Any other
drink will be charged to the officer ordering them.
559. All officers are responsible to see that no visitor is left unattended. In the event of a
visitor arriving at the Mess when no officer is present, the Mess waiter present will send for
the Duty Officer or Field Officer.
560. On no account will civilian visitors be brought into or entertained in officer’s rooms.
561. Ordinary members only may invite private guests to the Mess. Any restriction for a
particular function or entertainment will be announced by the Committee. Members inviting
guests will bear the cost for their entertainment.

562. Ordinary members may invite personal guests, other than a partner for Mess functions
or parties and with the approval of the PMC or the Commandant.
563. Private guests may be entertained in the ante-room and the member will be
responsible for the dress and conduct of any guest he may bring into the Mess.
564. Members are requested to entertain their guests at the reception area outside the Mess
if their guests are not properly dressed.
565. Ladies may be however entertained in the Bar at bar opening time of the day.
566. Under no circumstances will lady guests, excluding members’ wives (spouse) be
brought into or entertained in officers’ room.

SENARAI TUGAS PELAYAN WISMA TINGKATAN KANAN
Pelayan Wisma Tingkatan Kanan adalah bertanggungjawab kepada Yang Dipertua Wisma
(YDP) untuk melicinkan perjalanan Wisma dengan tugas-tugas seperti berikut:
1. Mengawasi semua kakitangan Wisma iaitu tukang-tukang masak, penolong dapur dan
pelayan Wisma.
a. Melaporkan permohonan cuti dan cuti sakit kepada Pengurus Wisma.
b. Menentukan tatatertib, tingkahlaku, kebersihan diri dan pakaian seragam
dipatuhi.
c. Mengatasi masalah-masalah yang dihadapi oleh anggota Wisma.
2. Menyediakan jadual bertugas untuk kakitangan Wisma serta memastikan ianya
berjalan dengan lancar dan teratur.
3. Menentukan kebersihan kawasan Wisma dengan membuat pemeriksaan harian di
tempat-tempat berikut:
a. Dapur.
b. Dewan makan.
c. Stor Simpanan ransum.
d. Bilik Bar.
e. Tempat sisa makanan.
f. Tandas dalam Wisma.
g. Parit di sekitar Wisma dan disekelilingnya.

Catatan
Para f dan g, Pelayan Wisma Tingkatan Kanan hendaklah berhubung dengan Mandor/Buruh
Am/Pencuci Tandas yang bertugas di kawasan/unit itu setelah mendapat kebenaran dari
pegawai yang berkenaan.
4. Menjaga pinggan mangkuk Wisma:
a. Memegang lejer pinggan mangkuk dan barang-barang perak yang dikeluarkan
oleh Kuartermaster iaitu Hak Kerajaan sahaja.
b. Keselamatan ke atas pinggan mangkuk dan barang-barang perak (jika pecah
atau hilang hendaklah membuat laporan).
5. Menjaga dan menggantikan barang-barang perabot:
a. Memastikan serta menjaga barang-barang di dalam Wisma (tidak termasuk
perkakas-perkakas di dalam bilik Pegawai) dalam keadaan baik dan teratur.
b. Menghantar ke pejabat KM barang-barang yang perlu diperbaiki atau untuk
diganti baru.
6. Mengadakan bilik untuk pelawat/ tetamu:
a. Menyediakan bilik dengan menentukan ianya dalam keadaan bersih dan
lengkap dengan barang-barang perabot.
b. Mengaturkan penyerahan dan mengambilalih bilik pelawat.
7. Mengambil stok dan menyimpan minuman keras seperti yang diarahkan oleh
Pengetua Wisma.
8. Bertanggungjawab menyediakan ‘Wine’ dan minuman di dalam pesta dan keramaian.
9. Menerima mana-mana arahan daripada Pengetua Wisma berhubung dengan tugas
rasmi hariannya.
SENARAI TUGAS TUKANG MASAK
Tukang masak adalah bertanggungjawab kepada Pengurus Makanan/Pengawas Sajian yang
ditempatkan di Wisma-wisma Tentera dan menguruskan kerja-kerja di bahagian dapur
dengan tugas-tugas seperti berikut:
1. Bertanggungjawab bagi memasak mengikut mana yang telah ditetapkan dan
menyiapkan masakan dalam waktu sajian yang telah ditetapkan.
2. Bertanggungjawab bagi menentukan bahawa kuantiti yang dimasak adalah bersesuian
dengan jumlah mereka yang makan supaya penyediaan makanan tidak sia-sia.

3. Menolong Penolong Dapur dalam menyediakan makanan apabila dikehendaki.
4. Bertanggungjawab menentukan perkakas dan lain-lain alat untuk digunakan untuk
memasak dijaga bersih dan disimpan dengan teratur.
5. Bersama dengan Penolong Dapur menentukan untuk mengikut pergerakan unit
tentera.
6. Mengambil catuan basah dan kering dari rumah masak yang telah ditentukan oleh
Ahli Sajian.
7. Tukang masak boleh dikehendaki untuk memasak mengikut pergerakkan unit tentera.
8. Menerima arahan dari Pengurus Wisma yang dikeluarkan dari masa ke semasa
berhubung dengan tugas rasmi hariannya.
SENARAI TUGAS PENOLONG DAPUR
Penolong dapur bertanggungjawab kepada Pegawai Sajian yang ditempatkan di Wisma-
wisma Tentera untuk menguruskan kerja-kerja di bahagian dapur dengan tugas-tugas seperti
berikut:
1. Bertanggungjawab bagi menentukan tukang masak dalam penyediaan dan persiapan
bahan-bahan makanan yang akan dimasak supaya semua teratur dan bersih.
2. Bertanggungjawab menjaga kebersihan depan kawasan dapur, perkakas dapur dan
alat-alat memasak dalam keadaan bersih dan teratur.
3. Bertanggungjawab untuk menyediakan makanan yang telah dimasak untuk
dihidangkan di dewan makan oleh Pelayan Wisma.
4. Bertanggungjawab mencuci alat-alat memasak yang digunakan dengan bersih dan
teratur.
5. Mengambilalih tugas Tukang Masak apabila dikehendaki.
6. Penolong Dapur dikehendaki untuk bertugas mengikut unit (permohonan hendaklah
diperolehi terlebih dahulu).
7. Menerima arahan daripada Pengurus Wisma yang dikeluarkan dari masa ke semasa
berhubung dengan tugas rasmi hariannya.
SENARAI TUGAS PELAYAN WISMA
1. Pelayan Wisma adalah bertanggungjawab kepada Pegawai Sajian untuk melicinkan
perjalanan kerja melayan dengan tugas-tugas seperti berikut:
a. Ia hendaklah sentiasa menjaga kebersihan diri, memakai uniform, berpakaian
kemas dan melayan pegawai dengan tertib semasa menjalankan tugas rasmi
hariannya.

b. Bertanggungjawab untuk mengemaskan dewan makan dan menjaga
kebersihan dalam kawasan Wisma (tidak termasuk mencuci parit, mengemas bilik
pegawai di Wisma, mencuci tandas dan memotong rumput di sekitar Wisma kerana
ini adalah tugas buruh.
c. Bertanggungjawab mengatur serta memastikan kebersihan perkakas-perkakas
yang digunakan seperti sudu, garfu, cawan, pinggan dan lain-lain sebelum dan selepas
digunakan.
d. Bertanggungjawab untuk menghantar makanan-makanan yang telah
disediakan oleh Tukang masak/Penolong Dapur pada waktu yang telah ditetapkan ke
dewan makan (tempat di mana yang telah dikhaskan untuk pegawai-pegawai makan,
tidak termasuk bilik-bilik pegawai di dalam Wisma atau dalam pejabat).
e. Membuat perhiasan di dalam Wisma apabila dikehendaki.
f. Apabila sesuai ia hendaklah menolong tukang masak.
g. Menjalankan tugas pelayan bar apabila dikehendaki berbuat demikian. Tugas
ini adalah untuk penantian sahaja, tidak termasuk menjaga akaun dan
menyediakan/menaung/mencampur minuman.
h. Pelayan Wisma boleh dikehendaki bertugas mengikut pergerakan unit tentera.
i. Menerima arahan dari Pengurus Wisma yang dikeluarkan dari masa ke semasa
berhubung dengan tugas rasmi hariannya.
LAIN – LAIN PERKARA KEPADA KAKITANGAN WISMA
1. Kakitangan Wisma mestilah berkeadaan bersih dan kemas sepanjang masa betugas,
iaitu seperti pakaian (uniform), rambut dan kuku jari hendaklah dijaga dengan bersih.
2. Mereka hendaklah mengikut giliran berkerja yang disediakan.
3. Kakitangan Wisma tidak dibenarkan membawa pakaian seragam balik ke rumah.
Pakaian seragam mestilah disimpan di dalam Wisma. Sekiranya pakaian itu kotor hendaklah
diserahkan kepada Sarjan Wisma untuk dihantar ke dobi. Sarjan Wisma adalah
bertanggungjawab untuk menghantar pakaian seragam yang kotor ke dobi.
4. Kakitangan Wisma hendaklah berkerja lebih masa apabila ada keramaian di Wisma
misalnya jamuan MalamWisma, jamuan tetamu, jamuan BBQ dan lain-lain, dan akan
dibayar extra duty pay seperti di dalam undang-undang Wisma. Unit hendaklah menentukan
bahawa ED Pay ini dibayar pada hari berikut selepas keramaian itu.
5. Pihak Wisma adalah bertanggungjawab sendiri jika berlaku kemalangan atau
kerosakan ke atas perkakas-perkakas pingan mangkuk persendirian yang digunakan seperti
Noritake Set dan lain-lain (barang-barang yang bukan dikeluarkan oleh Kem iaitu bukan Hak
Kerajaan).

6. Unit tidak dibenarkan untuk membuat sebarang potongan gaji atau mengarahkan
pekerja membayar atas, kehilangan atau sebarang penyelewengan ke atas barang-barang
Wisma, tetapi hendaklah membuat laporan kepada Cwg Naik Pangkat dan tatatertib Bhg
Perkhidmatan.
7. Kakitangan Wisma tidak boleh dibenarkan atau diarahkan untuk membuat tugas-tugas
peribadi di rumah-rumah pegawai-pegawai lain selain daripada tugas rasmi.
8. Pegawai sajian adalah bertanggungjawab bagi kakitangan Wisma dan boleh
berjumpanya jika ada apa-apa kemusykilan. Saluran Pegawai adalah seperti berikut:
a. Sarjan Wisma.
b. Pegawai Sajian.
c. PMC.
d. Pegawai Tadbir Awam.
TUGAS –TUGAS LUAR BAGI KAKITANGAN WISMA
1. Syarat-syarat. Semua kakitangan Wisma boleh dibawa bertugas di luar stesyen bagi
menjalankan tugas-tugas rasmi (operasi/latihan) dengan syarat berikut:
a. Perkhidmatan kakitangan Wisma adalah di situ.
b. Keselamatan mereka terjamin.
c. Tempoh bertugas tidak melebihi 3 bulan pada satu-satu ketika.
d. Ada kemudahan tempat tidur dan makan jika Wisma jauh dari bandar.
e. Kebenaran/kelulusan hendaklah terlebih dahulu diperoleh daripada Pegawai-
pegawai Tadbir Awam mengikut struktur organisasi masing-masing sama ada Peg
Tadbir Awam di Bhg atau Tad awam di MK Panglima Armada dan mawilla 1.
2. Tuntutan.
a. Semua Kakitangan yang berkhidmat di perengan 1 layak membuat tuntutan
Perbendaharaan dan Pekeliling Perbendharaan Bil 8/80 (jika kemudahan– kemudahan
tidak dapat disediakan dengan sepenuhnya oleh unit).
b. Segala tuntutan hendaklah dimajukan kepada Pegawai – pegawai Tadbir
awam yang berkenaan (Ruj para 1. e.).

3. Waktu Bertugas.
a. Tempoh bertugas di luar melebihi 3 bulan pada satu-satu ketika, unit
hendaklah menentukan bahawa kakitangan Wisma bertugas mengikut giliran
pusingan.
b. Dibenarkan bercuti mengikut kelayakan selepas balik/kembali daripada
operasi.
MASA BEKERJA BAGI KAKITANGAN WISMA
1. Masa bekerja bagi kakitangan Wisma – Tukang Masak, Penolong Dapur dan Pelayan
Wisma hendaklah mengikut waktu berkerja bukan pejabat.
2. Mengikut Perintah Am Bab G Para 6, kakitangan Wisma bekerja mengikut giliran
disebabkan jenis kerja mereka tidak bersambung terus menerus, maka waktu bekerja hari
biasa iaitu boleh jadi lebih daripada 8 jam tetapi tidak melebihi 12 jam. Ini bermakna
seminggu bekerja dalam 7 hari berjumlah 48 jam dan tidak melebihi 72 jam. Sehari cuti
hendaklah diberi dalam minggu tersebut.
3. Sekiranya waktu bekerja melebihi 12 jam sehari, hari kelepasan hendaklah diberi pada
hari berikutnya.
4. Waktu Bekerja Yang Sesuai. Disebabkan semua Wisma ATM mula berkerja dari 6
pagi hingga tengah malam, kakitangan Wisma hendaklah bekerja mengikut giliran iaitu dari 6
pagi hingga 6 petang dan 6 petang hingga 6 pagi. Walaubagaimanapun waktu-waktu bertugas
dan habis bertugas itu boleh diubahsuaikan asalkan waktu berkerja itu tidak melebihi 12 jam.
5. Bagi Wisma-wisma yang menjalankan tugas mengikut waktu pejabat tidak tertakluk
kepada waktu bertugas di atas.
6. Berikut dikemukakan beberapa waktu kerja yang telah diubahsuaikan mengikut tariff
di atas. Wisma-wisma ATM bolehlah menggunakan masa-masa salah satu waktu kerja yang
dibenarkan ini.
7. Waktu menghadirkan diri untuk melakukan kerja bagi Tukang Masak, Penolong
Dapur dan Pelayan Wisma ialah pukul 6 pagi.
8. Unit hendaklah mematuhi arahan masa bekerja tersebut. Sebarang perubahan/amalan
masa bertugas harian yang diamalkan oleh unit hendaklah mendapat kelulusan bahagian ini.
9. Waktu bekerja A.
a. 0715-0730 (setiap hari) - Sarapan Pagi
0700- 0830 (Ahad dan kelepasan)

b. 1000-1030 - Rehat
c. 1200-1430 (setiap hari) - Makan Tengahari
. 1230-1330 (Ahad dan kelepasan)
d. 1545 - 1630 - Minum Petang.
e. 2000-2100 - Makan Malam.
Jumlah masa bekeja adalah 15 jam (melebihi 12 jam sehari)
10. Kelayakan Cuti.
a. Mereka layak mendapat cuti tahunan yang dibekalkan mengikut Perintah Am
Bab C.
b. Hari kelepasan diberi pada hari berikut selepas hari bertugas.
c. Layak mendapat cuti-cuti kelepasan Am lain dengan syarat diberi secara
bergilir-gilir.
11. Waktu Bekerja B. Waktu yang dicatatkan adalah untuk masa bekerja bagi 2
giliran. Jadual makan dan minuman adalah seperti di A juga.
a. 0600-1400 - Bagi giliran pertama.
b. 1300-2100 - Bagi giliran kedua.
Mereka yang bertugas di giliran pertama dikehendaki menyerahkan tugasnya kepada mereka
yang bertugas di giliran kedua. Giliran mereka bertugas berpusing dari masa ke samasa.
Jumlah masa bekerja adalah 8 jam bagi setiap hari.
12. Kelayakan Cuti.
a. Mereka layak mendapat cuti tahunan yang dibekalkan mengikut Perintah Am
Bab C.
b. Mereka layak mendapat satu hari kelepasan pada hari-hari yang sesuai selepas
6 hari bertugas (seminggu).
c. Mereka layak mendapat cuti-cuti kelepasan am lain dengan syarat diberi
secara bergilir-gilir.
