1.0 PROJECT OVERVIEW

Prime Minister of Malaysia announced that Movement Control Order (MCO) and Conditional
Movement Control Command will be conducted in the states involved as part of the
government's efforts to curb the spread of the COVID-19 epidemic.

For this reason, any individual who wants to move across the state or district is required to fill
in the PKPB Movement Permit Form to obtain permission from the police before moving.
PKPB Movement Permit Form using the traditional way of keeping records where individuals
had to fill out paper forms. This caused the police station to be filled with numerous paper
records.

This lead to the idea to create the database about PKPB Movement Permit Form. PKPB
Movement Permit Form was created to ensure all the records in police station are stored
safely. This is the benefits of PKPB Movement Permit Form:

 This database project is created to help Police Station in keeping all the records about
PKPB Movement Permit Form because of Covid-19.

 This database is created to help the police officer manage all the records about PKPB
Movement Permit Form so the database will contain the records about people who
request for PKPB Movement Permit Form and the request that was approved by the
police officer.

 This database also will help the police station to retrieve the information quickly and
easily. It also will help the police officer to come out with evidence or prove if something
happen or needed.

 This database also will help to reduce the space in police station because it keep all
the records in digital form.

2.0 REVIEW SOME PREVIOUS STUDIES ON RELATED DATABASE PROJECT

Previous database that similar to this database is INTERPOL database. INTERPOL
databases was used by International Criminal Police Organization or also known as
INTERPOL. INTERPOL facilitates global information by sharing and managing a range of
criminal information databases which enable the global law enforcement community to
connect seemingly unrelated pieces of data, thereby facilitating investigations and enhancing
international police cooperation.

INTERPOL provides its member countries with instant, direct access to a wide range of
criminal databases, containing millions of records on fingerprints, DNA, stolen motor vehicles,

firearms, stolen and lost travel documents and more. The databases share information
contributed by member countries on a daily basis and with the following features:

 Information is shared through the I-24/7 secure police communications system;
 In compliance with international standards;
 Legal founded;
 Technological advanced;
 Embedded with security features;
 Flexible and can be customized.

3.0 DESCRIBE THE PROJECT BUSINESS OPERATIONS IN DETAIL

Royal Malaysia Police or also known as Polis Diraja Malaysia (PDRM) is a uniformed national
and federal police force in Malaysia. The force is a centralised organisation. Its headquarters
are located at Bukit Aman, Kuala Lumpur. The business operation of PDRM such as duties
and powers of the police force are specified and governed by the Police Act 1967.

The business operation of PDRM is to receive report about crime, conduct crime investigations
and detection, arrest and prosecute offenders.

4.0 DESCRIBE THE PROBLEMS IN MANAGING THE INFORMATION/ DATA

The problem in managing the information/ data is the records is in a traditional way. The form
of the records is paper for so it takes a lot of space in police station to keep the records. The
police station also will face a poor records management system because the records keep
increasing day by day.

The police officer also take a lot of time to retrieve the records because there are a lot of paper
records in the police station. This lead to loss of records and the police station may be unable
to provide evidence and prove if it is needed.

The next problem is lack of proper management of records because the records in the police
station is not organize by a professional records officer so it take a lot of problem to handle
the records in the traditional ways. By using PKPB Movement Permit Form database police
officer can manage the records because it just need a basic knowledge of computer system.

5.0 IDENTIFY THE PROJECT OBJECTIVES
 To develop the proper records management for the PKPB Movement Permit Form
database.
 To ensure all the PKPB Movement Permit Form records are manage and preserve
effectively.

6.0 DEFINE THE PROJECT SCOPE

All the records that PDRM keep is very important to the country especially PKPB Movement
Permit Form because of some people violated the orders to stay at home. In order to prevent
cases from increasing Malaysian Prime Minister told all Malaysian to stay at home and if they
want to go across the country they need to ask for Movement Permit from PDRM. Movement
Permit Form is in a traditional ways so it is needed to create the database Movement Permit
Form. This database project scope is to keep, manage and make the records easily retrieve
because nowadays SOP violations is a serious matter. Police duties such as receive report
about crime, conduct crime investigations and detection, arrest and prosecute offenders will
be much easier with the help of this database. Police station need to be able to provide all the
evidence related to SOP violations if it is needed.

7.0 WHAT KIND OF DATA AND INFORMATION ARE NEEDED IN THIS PROJECT
 Applicant Personal Information of people who want to request for Movement Permit
Form.

In this database project, the main information needed is personal information of Malaysians
people. Personal Information that had been mentioned refer to name, IC number, nationality,
passport number (not a citizen), Address, phone number, and email. Other than that date/
time of leaving home, date/ time is expected to return home, full address of the destination
and the reason for movement application.

 Reason

Applicant reason for why they request for a movement permit form and the reason Id is
needed. Reason police ID and date are also important.

 Police Station

Other than that, police station address are needed.

 Police officer

It contain information such as police officer name, police officer rank and position

8.0 WHO WILL USE THE INFORMATION?
 PDRM

All of the PDRM organization around the country can see the data and information about the
people who want to go across the country. When people request Movement Permit Form
from certain police station for example Police station in Kedah ad then that person go to

Selangor and police station in Selangor still can see the information that police in Kedah
register in the database.

 Court

Nowadays we can see, people who disobeys SOP will be prosecuted or prosecuted in court
so lawyer and court need this information as evidence. This information is really important to
complete the court process or to determine whether that people who disobeyed SOP guilty
or not.

 People who request for Movement Permit Form

People who request for Movement Permit Form can retrieve the information because all of
the information and data is recorded in this database. If some people questioning the cross-
state movement this data can prove that this person is not at fault.
