1.0 PRESIDENT’S NOTE
A NOTE FROM THE PRESIDENT
Bismillahirrahmanirrahim.
Assalamualaikum wbt and Salam Sejahtera to all PSAM members.
Children of today are leaders of tomorrow. They are God’s trust upon us. They are, indeed,
the very reason to living. For these reasons alone, playground safety is therefore a sacred
term and a monumental task to secure. However, playground safety in Nation Building is
even more sacred and a huge divine trust for everyone to shoulder.
Playgrounds play a very important role in child development. This is because play is an
essential component of the social, emotional, cognitive, physical and spiritual development
of children. Parents and grandparents especially, want playgrounds that are not only safe
for their little loved ones to play, free from all potential hazards and dangers, but also
playgrounds that are exciting, stimulating and enjoyable places where their children and
grandchildren could actively play and interact with other fellow children.
Some eleven days ago, on December 18, 2020, PSAM had celebrated its 7th birthday and
during these 7 years of existence, the Association has gone through ups and downs in its
struggle to champion the cause of playground safety in the country. After 16 long years, the
unwavering effort of PSAM in championing playground safety saw two new Malaysian
standards being introduced in 2017 for playground namely MS 966-2017 Playground
Equipment, and MS 2665-2017 Playground Surfacing, which among others, would place the
countries Playgrounds in the same standard of safety with that of developed nations.
In championing playground safety, PSAM had before this initiated a competency course in
collaboration with the US International Playground Safety Institute (IPSI) aim at producing
competent Certified Playgrounds Safety Inspectors (CPSI) whose sacred task is to certify the
safety of playground in Malaysia. In response to this and to complement PSAM’s effort, the
Government has introduced the Playground Safety Policy for the Federal Territory in 2013,
primarily aimed at ensuring playgrounds in the federal territory are safe for children to play.
However, the big question remains, are our children playgrounds safe enough for the future
leaders of this blessed country to play on?
Admittedly, despite all this effort and achievement, there is a lot more to be done by PSAM
in
championing Playground Safety in Malaysia in the real sense of the words. Among PSAM’s
urgent tasks for the coming year would include an all-out and comprehensive Playground
Safety Awareness campaign for all the 155 Local Authorities in the country. Besides, PSAM
need to work very closely and in collaboration with Governmental bodies and agencies like
the Ministry of Housing and Local Government (KPKT), Ministry of Women, Family and
Community Development, Ministry of education, MOSTI, Ministry of Health, and the Prime
Ministers Department. Specific entities like the Institute of Landscape Architects Malaysia
(ILAM), the Malaysian Institute of Planner (MIP), National Landscape Department and
PLANMalaysia, need to play a much greater basic and supportive role to ensure Playground
Safety is secured at the very inception of their planning, design and development.
Playground Safety awareness must also be a culture to be inculcated among Resident
Associations and community organizations and program like Town Hall engagement would
have to be organized involving these groups as well as other social organization.
However, one big task that need to be urgently addressed is the acute shortage of certified
Playground Safety Inspectors (CPSI) and the timely need to set up an IPSI equivalent local
body responsible at producing as many competent and accredited certified Playground
Safety Inspectors at affordable cost to potential candidates interested to sit for such course
and examination. To date, the number of CPSI in the country is critically small to be an
effective force to handle safety inspection, auditing and certification of playgrounds safety
throughout the entire country. I therefore call upon all PSAM members to come forward
and raise to the occasion to contribute ideas and to be actively involved in all PSAM
programs and activities as well as playing your role as members in your communities to
champion the cause of playground Safety so that playgrounds in your communities will be
truly an effectively safe for our children, the Nation’s Future leaders to play on.
To all PSAM members, thank you so much for making special effort to attend this Zoom
Online AGM 2020.
This is an election year. I call upon all members to exercise your voting rights responsibly
because PSAM has a heavy task to secure the support and assistance from some key
ministries and agencies at all level of decision making and other relevant parties in order
for PSAM to be an effective and respected organization championing the cause of
playground safety in the country.

SECRETARY GENERAL REPORT 2019 / 2020
2019 has been an exciting year for PSAM as we had exceeded the minimal numbers of
Council Meetings required for a year, our President is always making sure we are on the
same page and in the same direction. PSAM has also successfully undertaken few programs
and awareness campaigns with all the relevant authorities nationwide, building
relationships and planning collaborative activities with them.
Our PSAM 2019 AGM was held on the 3rd July 2019 at Dorsett Putrajaya followed by our
Raya Aidilfitri gathering. After that, the various PSAM activities are as follows:
1. Organised the Introduction to Playground Safety seminar on 24th August, 2019. The
response from the industry was overwhelming.
2. Seminar “Kearah Pembangunan Mampan” held on 10th December, 2019 was
organised by MPSepang where our Datuk President was one of the keynote speaker.
There was a session on playground safety that was delivered by Lar. Ruhaila, En.
Norazri and En. Song Lih, all key personalities of PSAM.
3. PSAM President and council members also paid a courtesy call to the Ketua Pengarah
of Jabatan Landskap Negara, Puan Hajah Rotina on the 6th January, 2020.
4. Another awareness campaign took place at MBPP on the 18th – 20th February, 2020.
5. Datuk President and all Council members were also invited to the Hari Landskap
Negara held on the 1st March, 2020 officiated by the Prime Minister of Malaysia.
6. A meeting between PSAM and SIRIM was also held on the 12th March 2020 to set the
way forward.
Our Certified Playground Safety Inspector Course scheduled to be held in April, 2020 was
cancelled due to the global pandemic COVID-19 lockdown which started on 18th March,
2020. No new dates have been proposed due to the unpredictable global conditions.
The ultimate goal of PSAM to implement safe playground for our children remains. The
Council Members as a whole will continue to find ways to make a constructive approach to
the Ministries and parties concerned in the industry. I believe that the newly elected Council
will continue to carry this forward as this is a concerted effort and everyone should move in
the same directions with the same intentions in order to build a better nation for all
Malaysians.
