Packages containing 655 pounds of marijuana seized by CBP officers at Pharr International Bridge in shipment of
jalapenos.

PHARR, Texas—U.S. Customs and Border Protection, Office of Field Operations (OFO) at the
Pharr International Bridge cargo facility discovered 655 pounds of alleged marijuana within a
commercial trailer.
―This is another outstanding seizure from our CBP officers at the Pharr cargo facility;
remarkable interception,‖ said Port Director Severiano Solis, Hidalgo/Pharr/Anzalduas Port of
Entry.
The seizure occurred on May 27, when CBP officers assigned to the Pharr International Bridge
cargo facility encountered a white 2000 Freightliner tractor trailer. After the conveyance was
referred for a secondary inspection, CBP officers utilized a non-intrusive imagining (NII) system
to locate the narcotics. CBP officers extracted 57 packages containing a total of 655 pounds of
alleged marijuana co-mingled within a shipment of jalapeños.
CBP OFO seized the drugs, valued at approximately $130,953. The case remains under

Packages containing 11 pounds of cocaine seized by CBP officers at Laredo Port of Entry from a member Page6
of the SENTRI Trusted Traveler Program

LAREDO, TEXAS –U.S. Customs and Border Protection (CBP) officers recently seized a
noteworthy amount of alleged cocaine valued at more than $81,000 in one enforcement action
this weekend from a Secure Electronic Network for Traveler’s Rapid Inspection (SENTRI)
program participant.
―We trust but we also verify that users are complying with the rules of the SENTRI program and
the laws of the U.S.,‖ said Port Director Gregory Alvarez, Laredo Port of Entry. ―SENTRI
participants are not exempt from inspection and must declare all items such as fruits and
vegetables, merchandise and souvenirs. Failure to do so places a SENTRI participant at risk of
being fined or arrested, and removed immediately from trusted traveler programs.‖
The seizure occurred on Saturday, May 27, at the Lincoln-Juarez International Bridge, when a
CBP officer referred a 29-year-old male Mexican citizen from Nuevo Laredo, Tamaulipas
traveling in a 2010 Nissan Sentra for an intensive inspection. A canine and physical inspection of
the vehicle resulted in the discovery of four packages containing a total of 11 pounds of alleged
cocaine. The cocaine carries an estimated street value of $81,090.
SENTRI members are informed upon enrollment that any violation of U.S. law or violation of
the SENTRI program rules is grounds for termination from the program. In this case, the driver’s
SENTRI card was revoked and he will no longer be a participant of the SENTRI program.
CBP officers seized the narcotics and the vehicle. The driver was arrested and the case was
turned over to U.S. Immigration and Customs Enforcement-Homeland Security Investigations
(ICE-HSI) special agents for further investigation.

CBP's Air and Marine Operations detect suspected traffickers

JACKSONVILLE, Fla. — A U.S. Customs and Border Protection, Air and Marine Operations Page7

(AMO) aircrew detected a go-fast vessel loaded with more than 2,425 pounds of cocaine off the

coast of Panama City recently. The estimated wholesale value of the drugs is approximately

$31.6 million.

An AMO crew aboard a P-3 Airborne Early Warning Aircraft used sophisticated air surveillance

equipment to detect the suspicious vessel and coordinated with interagency partners to interdict

the suspected transnational narcotics traffickers. The crew maintained surveillance of the vessel
and coordinated an intercept with Joint Interagency Task Force – South and a nearby U.S. Coast

Guard cutter.

The U.S. Coast Guard intercepted the vessel and arrested three Colombian nationals onboard.

The vessel was sunk as a hazard to navigation.
―Extremely successful multi-layered joint operations with a variety of federal, state and local
partners keeping tons of illicit drugs from reaching the United States is what we do,‖ said Robert

Blanchard, Director, Air Operations, National Air Security Operations Center - Jacksonville.
―CBP's Air and Marine Operations lends critical capabilities and cohesion to an array of border
security and maritime law enforcement efforts.‖

The latest interdiction is part of Operation Martillo (Spanish for 'hammer') targeting illicit

trafficking routes in coastal waters along the Central American isthmus. The international

operation includes the participation of 17 countries committed to a regional approach against

transnational organized crime moving illicit cargo. Operation Martillo is coordinated by JIATF

South, a component of U.S. Southern Command, focused on sharing information and bringing

together air, land and maritime assets from the U.S. Department of Defense and the Department

of Homeland Security, as well as Western Hemisphere and European partner nation agencies, to

counter illicit trafficking.

Officers aided by a CBP narcotics detection canine discovered and removed 39 pounds of meth from
the center console of a Volkswagen sedan

TUCSON, Ariz. – U.S. Customs and Border Protection officers at the Port of Nogales seized a

combined $342,000 worth of heroin and methamphetamine during three recent incidents.

Officers working with a canine at the Mariposa crossing Tuesday evening, found almost 8

pounds of heroin inside the rear passenger door of a Pontiac sedan, driven by a 76-year-old

Mexican man. The drugs have an estimated value of approximately $136,000.

Officers working at the Mariposa crossing Saturday morning, again with a narcotics-detection

canine, referred a 28-year-old Mexican man driving a Ford SUV for further inspection and
discovered almost 5 pounds of heroin taped to the subject’s back. The drugs were estimated to be

worth nearly $83,000.

A few hours earlier, officers working with a canine at the Dennis DeConcini crossing removed
$117,000 worth of meth – 39 pounds – from the center console of a Volkswagen sedan driven by

a 25-year-old Mexican man.

On May 25, officers working the DeConcini pedestrian lanes referred a 38-year-old Tucson

woman for further questioning. A records checks revealed she was wanted on an outstanding
U.S. Marshals’ warrant for alien smuggling. When the woman was searched, officers found

packages of meth under her breasts and in her crotch area. The meth weighed more than two

pounds and is worth almost $6,500.

Agents found 14 people inside a dump truck. Page9

SALTON CITY, Calif. – El Centro Sector Border Patrol agents assigned to the Indio Station
arrested 14 undocumented immigrants hiding in the bed of a dump truck this morning.

The incident occurred at approximately 4:40 a.m., when a white 1997 Ford Dump Truck
approached the Highway 86 checkpoint.

During primary inspection Border Patrol agents questioned the driver as to his immigration
status and asked for consent to further inspect the truck, the driver consented and was sent to
secondary.

After further inspection of the truck, Border Patrol agents discovered 14 undocumented
immigrants in the bed of the truck.
The people inside of the dump truck were unsecured with no means of safety in the bed of the
truck. They were also unable to get out of the truck without help as a heavy duty carp covered
the bed and was securely latched down over the top of the truck.

―This is an example of the blatant disregard for human life and safety to those being smuggled
by these smuggling organizations,‖ said David S. Kim Assistant Chief Patrol Agent. ―This could
have turned into a very bad situation if the vehicle would have gotten in an accident or left
unattended for a long period of time.‖

NORFOLK, VA — With five seizures in two weeks including four counterfeit seizures and one
export weapon seizure, U.S. Custom and Border Protection (CBP) in Norfolk have been able to
stop over $3 million in illegal goods from entering and leaving the country. This is one of 29,000
bottles of counterfeit perfume
seized by U.S. Customs and Border Protection.
CBP officers intercepted a .44 magnum revolver and 300 rounds of ammunition concealed in a
paint can along with other various household items being exported to Montenegro, May 4. Over
the next week, CBP made four additional seizures of counterfeit trademarks totaling a
manufactured suggest retail price of $3.1 million.
The largest seizure was a shipment of perfume imported from India bearing the trademarks of
Chanel, Paco Ramone and Calvin Klein. The seizure totaled 29,000 bottles of perfume worth
$2.9 million. Additionally, 1330 counterfeit Bluetooth speakers, 570 jackets with YKK brand
zippers and 500 safety helmets with UL markings were also seized. All were determined to be in
violation of Intellectual Property Rights (IPR).
―Protecting intellectual property rights is a critical part of Customs and Border Protection's trade
enforcement mission and critical to protecting American consumers, businesses and our nation's
economy,‖ said Mark J. Laria, Area Port Director for Port of Norfolk. ―Violating trademark
protections is very serious in nature. This seizure illustrates the hard work CBP officers perform
every day in combating the illegitimate trade in counterfeit goods.‖

CBP seized these and other counterfeit electronics headed DALLAS -- U.S. Customs and Border
to Laredo, Texas. Protection officers at the Dallas/Fort Worth
International Airport intercepted a slew of
counterfeit merchandise, May 18, bearing the
brand name of company logos valued at
nearly $500,000.
CBP officers discovered the counterfeit
shipment of over 22,000 separate electronic
items after its Anti-Terrorism Contraband
Enforcement Team selected the shipment for
examination.
The shipment of 64 boxes contained various
electronic adapters bearing the brand name of
Samsung. The shipment originated in Hong
Kong and was destined for Laredo, Texas
before CBP intercepted it.
―Our officers work tirelessly to ensure
commodities making entry to the United
States are legitimate, abide by U.S. laws and
regulations, and will not bring about harm to
the American public or the economy,‖ said
CBP Port Director Cleatus P. Hunt Jr. ―Our
first responsibility is to the American eople.‖

Officers suspected the trademarked merchandise of Intellectual Property Rights (IPR) violations

because the logos appeared to be of poor quality and markedly different compared with the
company’s previously shipped products. Additionally, the plain, unmarked boxes suggested there

was no affiliation with the popular brand names.

CBP import specialists sent two separate letters to the shipper requesting license information

granting the importer permission to produce and ship the imported commodities; however, no

response was received and the merchandise was subsequently seized for trademark violations.
Representatives for Apple and Bluetooth’s Intellectual Property Rights confirmed that the
adapters bearing their logos were in violation of the company’s protected trademark. The

suggested retail value of the items totaled $470,502.50.

Intellectual Property Rights enforcement is a CBP Priority Trade Issue and seeks to disrupt the
importation of counterfeit and illegitimate goods which threaten America’s innovation, economy

and the livelihoods of U.S. workers. In this instance, these substandard electronic adapters could

pose a health and safety risk to potential consumers.

Bath Salts Seized At Peace Bridge Port of Entry

BUFFALO, N.Y. – U.S. Customs and Border Protection Officers at the Peace Bridge seized
over 400 pills containing the properties of ―Bath Salts.‖
CBP officers at the Peace Bridge commercial facility selected a shipment from Mississagua,
Ontario, bound for Middletown, N.Y., for further inspection on May 18. Shipping documents
listed contents as face masks and vitamins. An examination of the package revealed more than
400 pills which tested positive for the properties of ―Bath Salts.‖ The pills weighing
approximately 93 grams, were seized for violations of U.S. law.
Alpha PVP and N-ethylpentylone, commonly known as bath salts, can induce hallucinations,
paranoia, seizures, violent behavior, and death. These drugs are synthetic derivatives of
cathinone, a naturally occurring psychoactive compound found in the fresh leaves of the khat
plant. Bath salts are classified as Schedule I drugs under the Controlled Substances Act.
―We continue to encounter unique, prohibited products that individuals attempt to smuggle into
the U.S.,‖ said Acting Port Director Cary Frieling. ―The lethal nature of designer drugs
reinforces the important job our officers perform in defending our borders and preventing the
importation of these drugs.‖
In fiscal year 2016, the Buffalo Field Office made more than 600 narcotic seizures, a 35-percent
increase from the prior year.

she was returning from Mexico.
A short time later, officers referred a 40-year-old Mexican man from Nogales, Sonora, for a
closer inspection of his Nissan sedan when he applied for entry into the U.S. Using a CBP
narcotics-detection canine, officers located more than 31 pounds of meth and 2.5 pounds of
cocaine hidden in the vehicle’s floor area. The drugs were estimated to be worth $123,000
combined.
That afternoon, officers referred a 47-year-old woman from Nogales, Arizona, for further
inspection when she attempted to enter the U.S. via the pedestrian lanes. Officers found the
woman to be in possession of close to 3 pounds of heroin, worth more than $45,000.
Officers later referred a 26-year-old woman from Rio Rico, Arizona, for an additional inspection
of her Honda sedan as she was returning from Mexico. A CBP narcotics-detection canine alerted

CBP officers discovered heroin concealed inside lollipops at Washington Dulles International Airport April 14, Page19
2017

STERLING, Va., – U.S. Customs and Border Protection (CBP) Office of Field Operations

(OFO) at Washington Dulles International Airport seized over one pound of heroin from a

Salvadoran man on April 14, which was concealed inside lollipops.

The man, who requested entry as a courier on business, arrived on a flight from El Salvador. As

a courier, he was referred for a routine secondary examination to have his packages

inspected. These inspections ensure that the contents comply with all laws and regulations.

In secondary, an inspection of bags of candy by a CBP officer resulted in the discovery of 709

grams or 1.56 pounds of a powdery substance that field tested positive for the properties of

heroin concealed inside the candy shell of lollipops.
―CBP officers routinely inspect items upon entry to the U.S.,‖ said Wayne Biondi, Area Port
Director for the Port of Washington-Dulles. ―In this case, our search revealed illicit narcotics
from entering the United States and ultimately our communities.‖

After extensive interviews with the courier, authorities were satisfied that he was an unwitting

accomplice and he was not criminally charged. However, CBP found him inadmissible and he

will have to obtain another visa in order to re-enter the United States in the future.
The Privacy Act prohibits releasing the man’s name since he was not criminally charged.
―Every day, CBP Officers welcome thousands of citizens, visitors, and lawful permanent

residents to the United States, while enforcing applicable laws to protect the United States
commerce and citizens from illicit activity,‖ said Casey Owen Durst, Director, Field Operations
for the Baltimore Field Office, ―This seizure demonstrates the vigilance of our CBP officers and
their commitment to ensuring the safety and security of our nation‖.

Counterfeit merchandise seized by CBP officers at Charleston Seaport

CHARLESTON, S.C. – U.S. Customs and Border Protection (CBP), Office of Field
Operations, at Charleston seaport seized an estimated $1.1 million in counterfeit mobile phone
accessories, including phone cases, chargers, cables, and headphones on March 14. The
merchandise arrived into the port from China and was destined for upstate South Carolina.
The shipment details were scrutinized and it was determined that the cargo was worth a closer
look. Examination and appraisal revealed 85,000 individual accessories bearing images and
markings from Apple, USB, Bluetooth, Blu-Ray, LG, Marvel, DC Comics, Hello Kitty, and Dr.
Dre. Representatives from these companies confirmed their images and markings were being
used without their permission, making them counterfeit and subject to seizure.
In addition, 38,000 power adapters were discovered bearing the Federal Communications
Commission (FCC) mark, signifying they’d been tested in an accredited FCC laboratory and met
certain operating standards. These were found to be unauthorized markings as well – a
potentially significant safety risk to unwitting consumers.
―I’m proud of the work our officers and import specialists are doing to keep counterfeit
merchandise, some of which could be dangerous to consumers, out of U.S. commerce,‖ said
Charleston Acting Area Port Director Joanne Fogg. ―CBP continues to work hard to protect
legitimate businesses from unlawful use of their intellectual property.‖
If you have information about counterfeit merchandise being illegally imported into the U.S.,
CBP encourages you to submit an E-Allegation. The E-allegation provides a means for the
public to anonymously report to CBP any suspected violations of trade laws or regulations
related to the importation of goods into the U.S.
