SEATTLE — U.S. Customs and Border Protection Agriculture Specialists at Seattle-Tacoma
International Airport discovered a variety of prohibited ivory products in the luggage of a husband and
wife who arrived on a flight from the Philippines on May 11. ―While performing our traditional role
of enforcing trade and immigration laws CBP is vigilant at identifying and intercepting products
that violate hundreds of regulations for numerous other agencies,‖ said Mark Wilkerson, Area
Port Director for the Area Port of Seattle. ―We take our job of enforcing laws that protect
endangered species seriously and work hard to prevent the illegal importation of these products.‖
CBP agriculture specialists discovered the ivory when the travelers’ luggage was X-rayed and
they noticed inconsistencies in one of the bags. When the bag was opened, Agriculture
Specialists found 34 pieces of carved elephant ivory, two carved hippopotamus tusks and two
carved warthog tusks. The agriculture specialists contacted inspectors from the U.S. Fish and
Wildlife Service, who inspected and seized the items. The couple also received a $500 fine for
transporting the items in violation of CITES (Convention on International Trade in Endangered
Species of Wild Fauna and Flora). CITES is an international agreement between governments.
Its aim is to ensure that international trade in specimens of wild animals and plants does not
threaten their survival. Today, it accords varying degrees of protection to more than 30,000
species of animals and plants, whether they are traded as live specimens, fur coats or dried herbs.

LAREDO, Texas - U.S. Customs and Border Protection’s (CBP) Laredo Field Office (LFO) and
its South Texas ports of entry are preparing to open available lanes as needed, encouraging
travelers to obtain tourist permits early, use Ready Lanes or consider enrolling in trusted traveler
programs in anticipation of the expected surge in northbound traffic at the ports of entry during
the approaching summer travel season, one of the busiest times of the year.
―Our ports of entry have been conducting outreach campaigns to inform the public of the various
trusted traveler programs available, as well as coordinating with their local partners to establish
mobile I-94 sites. These initiatives encourage travelers to get their I-94s early, urge frequent
border crossers to enroll in SENTRI and those with RFID-enabled documents to use the Ready
Lanes in addition to operational facilitation measures,‖ said Director, Field Operations David P.
Higgerson, Laredo Field Office. The radio-frequency identification technology (RFID)-equipped travel
documents such as U.S. passport cards and the newer versions of the border crossing card and resident
alien card gives traveler’s access to the Ready Lanes. This technology coupled with the travelers’
readiness by having their entry documents ready as they approach the booth facilitates their processing.
The collaboration between CBP and city officials has enabled the establishment of Mobile Processing
Centers for the issuance of I-94 permits at Mall de las Aguilas in Eagle Pass and the Outlet Shoppes at
Laredo. Additionally, CBP strongly encourages travelers to apply for their tourist permits online via
https://i94.cbp.dhs.gov. Travelers receive a provisional I-94 after submitting their application and
payment online. To finalize the I-94 process, travelers must present themselves at a port of entry within
seven days of their application to be interviewed by a CBP officer, submit biometric fingerscans and a
photo is taken. Laredo Field Office ports of entry will extend front of the line privileges to travelers who
submit their I-94 applications electronically and present their provisional I-94 permit receipt.

HARLINGEN, Texas – On Thursday, agents assigned to the Harlingen Border Patrol station received a
report of several subjects loading bundles of narcotics into a vehicle near Los Indios, Texas. Responding
agents located the vehicle, a Chevrolet pick-up, driving along the highway and attempted to conduct a
traffic stop. The driver refused to stop and a pursuit ensued. The pursuit ended at the Rio Grande where
the driver and passenger abandoned the vehicle and the narcotics and fled to Mexico. Inside the pickup,
agents discovered 41 bundles of narcotics weighing over 2,700 pounds and worth an estimated
$2.2M.The vehicle was seized and the marijuana was turned over to the Drug Enforcement
Administration.

TORNILLO, TEXAS – It seemed innocent at first glance. An older woman entering the U.S. from
Mexico with nothing to declare. That all changed when U.S. Customs and Border Protection Office of
Field Operation officers discovered almost 17 pounds of heroin in her vehicle. ―This is not the first time
we have stopped a senior smuggler and it probably won’t be the last,‖ said Donna Sifford, CBP port
director at the Marcelino Serna port of entry. ―Smugglers will try just about anything and this case is
another example of why CBP must remain vigilant at all times.‖ Shortly after 1 p.m. Monday a 2008
Ford Escape SUV being driven by a 75-year-old female U.S. citizen entered the port from
neighboring Mexico and was selected for a secondary exam.

CBP officers using a non-intrusive x-ray inspection system located suspicious bundles in the
center console. Additional bundles were found in her purse. The contents of the seven packages
tested positive for heroin. The combined weight of the contraband was 16.75 pounds.

CBP officers arrested the driver of the car. She was turned over to U.S. Immigration and
Customs Enforcement's Security Investigations special agents to face charges associated with the
failed smuggling attempt.

PHILADELPHIA – U.S. Customs and Border Protection (CBP) Officers in Philadelphia seized 23
pieces of counterfeit designer jewelry on March 20, and 64 pieces on April 3, both shipments coming
from Hong Kong. If authentic, the combined seizure of jewelry would hold a manufacturer suggested
retail price (MSRP) of over $3 million. CBP officers initially examined the first parcel on March
20. The parcel was destined to Cincinnati and was manifested as containing bangles from Hong
Kong, a known source of counterfeit products. Officers discovered that the parcel contained
what appeared to be various designer brand jewelry products of poor quality and packaging, and
thus suspected it to be counterfeit. On April 3, 2018, CBP Officers examined a second parcel that
was manifested as containing an ornament, which instead contained various designer brand
jewelry. This jewelry was also poorly packaged and the contents were of poor quality, which led
to the suspicions of the authenticity of the product. Ultimately, the parcels contained bracelets,
earrings, and rings bearing the names Cartier and Tiffany. On both occasions, CBP officers
submitted samples of the seized products to CBP’s Consumer Products and Mass Merchandising Centers
for Excellence and Expertise, the agency’s trade experts. CBP’s CEE specialists worked with the
trademark holders and determined the jewelry to be counterfeit. Had the jewelry been authentic, the
combined seizures from March 20 and April 3 would have had an assessed MSRP of $3,014,750.00.
―Our primary concerns in situations like these are consumer safety and trademark protection.
Customs and Border Protection will continue to work closely with our trade and consumer safety
partners to identify and seize counterfeit and inferior merchandise, especially those products that
pose potential harm to American consumers,‖ said Joseph Martella, CBP Area Port Director for

the Area Port of Philadelphia.

This is Philadelphia CBP’s third significant counterfeit jewelry seizure this year. On February
28, CBP officers seized $233k in counterfeit designer brand watches from Hong Kong. And on
March 6, CBP officers seized $1.4 million in counterfeit designer jewelry, also from Hong Kong.
"The seizure of counterfeit items exhibits the commitment and expertise of Customs and Border
Protection officers and import specialists, and their vigilant attention to the ongoing mission of
preventing unlawful and potentially dangerous imports into the United States," said Casey Owen
Durst, CBP Director of Field Operations in Baltimore. ―We will continue to put substantial
efforts and resources into protecting our economy and American consumers, as well as securing
our homeland and keeping our families safe.‖ CBP protects businesses and consumers every day
through an aggressive Intellectual Property Rights (IPR) enforcement program.

In Fiscal Year (FY) 2017, the number of IPR seizures increased 8 percent to 34,143 from 31,560
in FY 2016. The total estimated MSRP of the seized goods, had they been genuine, decreased to

result of CBP enforcement efforts, ICE Homeland Security Investigations agents arrested 457
individuals, obtained 288 indictments, and received 242 convictions related to intellectual
property crimes in 2017.

PHARR, Texas—U.S. Customs and Border Protection, Office of Field Operations (OFO) at the Pharr
International Bridge cargo facility seized 2,119 pounds of marijuana that was concealed within a
commercial shipment of charcoal. ―Our frontline officers working at the commercial facility in
Pharr accomplished this excellent discovery of marijuana due to their diligence and
perseverance. Thanks to their effective use of all available tools and resources, these narcotics
will not cross the border,‖ said Port Director Carlos Rodriguez, Hidalgo/Pharr/Anzalduas Port of
Entry. The seizure occurred on May 16 after CBP officers working at the Pharr International Bridge
cargo facility encountered a commercial shipment of charcoal arriving from Mexico. CBP officers
referred the conveyance for a non-intrusive imaging system inspection (NII) and subsequently referred it
for further secondary inspection. With the assistance of narcotics detection dog (canine team), officers
discovered 484 packages of alleged marijuana with an estimated street value of $423,725. CBP OFO
seized the drugs and the case remains under investigation by Homeland Security Investigations
special agents.

BUFFALO, N.Y. – U.S. Customs and Border Protection (CBP) Office of Field Operations has
added the Buffalo Field Office to the list of locations now using the new Reporting Offsite
Arrival-Mobile (ROAM) application for small boat reporting.
The new application replaces the current system of utilizing one of sixteen Outlying Area
Reporting Stations (OARS), which were outdated and challenging to access. Small boaters in
the Great Lakes and Saint Lawrence regions will now be able to complete their inspection with a
CBP officer through an application on their personal smart phone device, or at one of the new
ROAM reporting locations, which will have the reporting application loaded onto an
iPad. Boaters can find more information on ROAM on CBP’s website at CBP Pleasure Boat
Overview - ROAM. The new program was first launched in Lake of the Woods Area in Minnesota, on
August 12, 2017, and has been very successful. The application allows small boaters the flexibility of
either reporting their arrival into the United States from any location using the ROAM application, which
can be found in both the Apple and Android stores, or by reporting to select locations with the ROAM
application loaded on an iPad. The ROAM application enables a video conference with CBP officers
located at the Ogdensburg, NY port of entry. ―This technology is a step in the right direction for the
boating community as well as for our officers processing these types of arrivals,‖ said Buffalo Area Port
Director Cary Frieling. ―Having the clarity of High Definition video, coupled with the traveler’s
information from the application is strengthening border security while facilitating legitimate travel and
commerce.‖ Small boaters can construct a profile within the application so the information required by
CBP is readily available to the traveler to submit for
their video conference when they cross the international
border and this information can be saved, or recreated
for future crossings. CBP is encouraging the small
boating community to take advantage of the ROAM
application on their personal smart phone devices,
however the ROAM application has been installed on
iPads which are available for reporting your arrival into
the U.S. at the following locations in the Buffalo Area:

HIDALGO, Texas—Officers with U.S. Customs and Border Protection, Office of Field Operations
(OFO) at the Hidalgo International Bridge intercepted $432,480 worth of cocaine in a commercial bus
coming from Mexico this weekend. ―Excellent teamwork from our frontline officers contributed to
this excellent seizure of hard narcotics,‖ said Port Director Carlos Rodriguez,
Hidalgo/Pharr/Anzalduas Port of Entry. ―The ability to detect inconsistencies and anomalies with
travelers and vehicles is how every smuggling interception is initiated and ultimately how drugs
are kept from being introduced into our communities.‖ The incident occurred on May 20, at the
Hidalgo-Reynosa International Bridge after officers inspected a commercial passenger bus arriving from
Mexico. While examining the bus and with the assistance of a CBP officer and his assigned (canine),
officers discovered 21 packages of alleged cocaine weighing 56 pounds hidden within the bus which were
seized along with the bus. CBP OFO arrested a 35-year-old male Mexican national in connection
with the failed drug smuggling attempt and ultimately released him to the custody of a Homeland
Security Investigations (HSI) special agent for further investigation.

TUCSON, Ariz. – Nogales Border Patrol agents arrested a 22-year-old Tucson woman after finding two
male Mexican nationals hiding in the trunk of her vehicle Monday night at the Intestate 19 Immigration
Checkpoint near Amado. Agents working the primary inspection lane referred the woman for a
secondary inspection of her Ford Taurus. When agents opened the vehicle’s trunk, they
discovered the two men inside, ages 21 and 24. Agents arrested the driver, identified as a U.S.
citizen, for human smuggling and seized the vehicle. The Mexican nationals were processed for
immigration violations.

CBP officers at the Peace Bridge encountered a 31-year old male U.S. citizen claiming to have
made a wrong turn onto the bridge. Officers noticed the subject’s nervous behavior and searched
his vehicle’s trunk, where 10 grams of marijuana was discovered inside a shoebox. The subject
and narcotics were turned over to the Buffalo Police Department. Also at Peace Bridge, CBP
officers encountered a 22-year old U.S. citizen, discovering 19.9 grams of marijuana in the trunk
of his vehicle.

At Rainbow Bridge, CBP officers encountered a 29-year old U.S. citizen and discovered 169
grams of tetrahydrocannabinol (THC), commonly found in cannabis, but laced into gummy
candies found in the traveler’s possession. At Lewiston Bridge, CBP officers discovered 40
grams of marijuana in a backpack in the trunk of a vehicle. A 31-year old U.S. citizen claimed
ownership of the narcotics and was turned over to Lewiston Police Department.

In addition to intercepting narcotics, CBP officers at Peace Bridge arrested two wanted
individuals. A 27-year old citizen of Iraq with U.S. Lawful Permanent Resident status was
encountered by CBP officers, who discovered the traveler was wanted on an outstanding warrant
from the Erie County Sheriff’s Office in Pennsylvania. The subject was wanted for failure to
appear in court on charges of unsworn falsifications to authorities, and turned over to the Buffalo
Police Department for extradition to Pennsylvania. CBP Officers at Peace Bridge also
encountered a 26-year old Jamaican citizen wanted on three outstanding warrants issued by the
New York State Police, Rochester City Police Department, and Monroe County Sheriff’s Office
for assault and forgery. The warrants were confirmed with law enforcement agencies, and the
subject was turned over to New York State Police.

TUCSON, Ariz. – Nogales Border Patrol agents arrested three commercial shuttle passengers in the past
seven days for attempting to smuggle dangerous narcotics through the Interstate 19 Immigration
Checkpoint. On May 2, agents conducting immigration inspections of shuttle passengers
discovered a 19-year-old Tucson woman with almost $6,000 worth of heroin concealed near her
groin. Friday, agents arrested a 38-year-old woman from Foley, Alabama, after finding her in
possession of close to $6,000 worth of cocaine.

Yesterday, agents found two packages of heroin, worth close to $10,000, hidden on a 14-year-old
boy from Nogales, Arizona. All three subjects, identified as United States citizens, were arrested and
charged with narcotics smuggling. The cases were turned over to U.S. Immigration and Customs
Enforcement’s Homeland Security Investigations.

CBP officers at Laredo Port of Entry recently seized a noteworthy amount of marijuana with a
street value exceeding $156,000 in one enforcement action over the weekend.
―I congratulate the officers for their hard work in advancing the CBP border security mission and
protecting the public from illegal narcotics, ―said Port Director Alberto Flores, Laredo Port of
Entry. The seizure occurred on Friday, May 18, when CBP officers assigned to the World Trade
Bridge seized 782 pounds of alleged marijuana in 576 packages concealed within cement blocks.
The contraband was discovered when a non-intrusive and canine inspection was conducted on a
2012 Wabash trailer hauling a commercial shipment of cement blocks. The narcotic has an
estimated street value of $156,438.

CBP seized the narcotics and the case was turned over to Homeland Security Investigations
special agents for further investigation.

agriculture specialists and members of our ―Beagle Brigade‖ canine unit at Charlotte-Douglas
International Airport teamed up to intercept multiple prohibited agricultural items and insects.
On March 25, CBP agriculture specialist and K9 Sheila alerted on a traveler’s checked bags that
arrived from Syria. Discovered by CBP agriculture specialist during the inspection process was a
collection of 22 types of seeds for planting, two live plants with soil, cactus, coriander, and
wheat berries. The coriander, also known as cilantro and wheat berries contained insects.
―These items, whether in commercial cargo or with an individual entering the country, could
cause serious damage to America's agricultural crops,‖ said Patricia Fitzpatrick, CBP Port
Director for the Area Port of Charlotte. ―CBP’s agriculture specialists and our K9 work side by
side to detect and intercept prohibited food items, invasive weed seeds and insects, all which
pose a significant threat to U.S. agricultural industries and our nation’s economy.‖ CBP
agriculture specialists on February 20, working with K9 Shelia, alerted to luggage belonging to a
traveler who arrived on a flight from Ghana. CBP agriculture specialist discovered three different
types of prohibited fruits, two species of peppers as well as a bag of nuts with husks were found
during the inspection. Due to the risks of pests and or disease, the fruits and nuts are prohibited.
During the examination of the peppers for the presence of insects, a lepidopteran larva was
discovered. CBP destroyed all the prohibited items and the travelers were not penalized though
warned about properly declaring of agriculture products to CBP. Travelers can check the general
admissibility of fruits and vegetables by consulting the Animal and Plant Health Inspection
Service website or the Fruits and Vegetables Import Requirements database.

On a typical day in fiscal year 2017, CBP agriculture specialists discovered 352 pests at U.S.

ports of entry and 4,638 materials for quarantine.

SALTON CITY, Calif. – El Centro Sector Border Patrol agents arrested two people suspected
of smuggling drugs inside the back seat of a vehicle early Tuesday morning. The incident
occurred on April 3, shortly after midnight, when a burgundy Ford Taurus approached the
primary inspection area of the Highway 86 Checkpoint. A Border Patrol agent at primary
inspection referred the driver and his female passenger to secondary for further immigration
inspection. While in secondary, a Border Patrol canine detection team alerted to the rear section
of the vehicle. After a thorough search of the vehicle, agents discovered 31 wrapped bundles
hidden inside the vehicle’s back seat. All substances were tested and proved positive for
methamphetamine and heroin. The total weight of the heroin was 2.38 pounds with an estimated
value of $33,320. The weight of the methamphetamine totaled 32.35 pounds with an estimated
value of $106,755. The man and woman, the narcotics, and vehicle were turned over to the Drug
Enforcement Administration for further investigation. In fiscal year 2018, El Centro Sector has
seized more than 46.10 pounds of heroin, and more than 483.91 pounds of methamphetamine.

LAREDO, Texas—U.S. Customs and Border Protection, Office of Field Operations (OFO)
CBP officers at Laredo Port of Entry recently seized a significant amount of liquid
methamphetamine with a total street value exceeding $2.8 million in one enforcement action.
―Smugglers are constantly attempting to bring in these dangerous and illegal narcotics,‖ said Port
Director Alberto Flores, Laredo Port of Entry. ―It makes me proud that our CBP officers
continue to utilize their extensive training and expertise to identify these smuggling methods.‖
The seizure occurred on Tuesday, May 29, when a CBP officer assigned to the Juarez-Lincoln
International Bridge referred a 2003 Toyota Tacoma for a secondary inspection. Upon a canine
and physical inspection by CBP officers, a total of 204 pounds of liquid methamphetamine was
discovered within the vehicle. The narcotics have an estimated street value of $2,856,191.CBP
seized the narcotics and the vehicle. The occupants of the vehicle were turned over to Homeland
Security Investigations special agents for further investigation. CBP conducts operations at ports
of entry throughout the United States, and regularly screens arriving international passengers and
cargo for narcotics, weapons, and other restricted or prohibited products. CBP strives to serve as

EDINBURG, Texas – U.S. Border Patrol agents stopped several smuggling attempts throughout
the Rio Grande Valley this weekend. On June 24, agents working the Sarita Checkpoint referred
a United States citizen driving a tractor trailer to secondary inspection as a result of a K-9 alert.
Upon further inspection, agents discovered an illegal alien underneath the sleeper compartment
and 31 bundles of marijuana weighing over 230 pounds along with five pounds of cocaine

hidden in
the cab.

Later in the evening, Falfurrias agents working checkpoint operations referred a United States
Citizen driving a tractor trailer hauling several vehicles to secondary inspection. Agents
discovered 18 illegal aliens within three of the vehicles in transit.

In all, agents detected 11 narcotic and 17 alien smuggling attempts, resulting in the seizure of
1,226 pounds of marijuana, the arrest of 22 smugglers and the discovery of 49 smuggled aliens in
just three days.

The Rio Grande Valley Sector currently has multiple campaigns focused on rescues and danger
awareness, such as ―Operation Big Rig‖ and ―No Se Arriesgue‖ to combat smuggling and
ultimately save lives. Call 911 to report suspicious activity; ―They’re humans, not cargo!‖
