“เกษตรทฤษฎีใหม่" คือ การบรหิ ารจัดการทีด่ ิน

เพื่อการเกษตร ตามแนวพระราชดารแิ หง่ องคข์ องพระบาทสมเดจ็
พระปรมินทรมหาภูมิพลอดุลยเดช ที่ทรงคดิ คน้ /วจิ ยั เกษตรทฤษฎี
ใหม่ มาตัง้ แต่ปี พ.ศ.2532 ใน พื้นทีส่ ่วนพระองค์ที่ ต.ห้วยบง อ.
เมือง จ.สระบุรี เพือ่ แกไ้ ขปัญหา เกษตรกรรมทีใ่ นเขตแหง้ แลง้
ขาดแคลนนา้ ในการเกษตร โดยเฉพาะการเกษตรที่อาศยั น้าฝน
เป็นหลัก

ในทุกๆครา ที่พระบาทสมเดจ็ พระเจา้ อยู่หวั ฯ เสดจ็
พระราชดาเนินไปทรงเยี่ยมราษฎร ตามพืน้ ที่ตา่ งๆ ทัว่ ประเทศ
ทรงถามเกษตรกรและทอดพระเนตรพบสภาพปัญหาการขาด
แคลนน้าเพื่อการปลูกขา้ ว และเกิดแรงดลพระราชหฤทัย อันเปน็
แนวคิดข้ึนวา่

1. ข้าวเป็นสง่ิ จาเป็นในวิถีชีวิตของคนไทย เป็นพืชที่
ตอบสนองตอ่ นา้ หากได้น้าเพียงพอจะสามารถเพม่ิ ปรมิ าณเม็ด
ขา้ วได้มากยิง่ ขนึ้

2. หากเก็บน้าฝนที่ตกลงมาไว้ได้แลว้ นามาใช้ในการ
เพาะปลกู ก็จะสามารถเกบ็ เกีย่ วได้มากข้ึนเชน่ กัน

3. การสรา้ งอ่างเก็บน้าขนาดใหญ่ นัน้ ยากทีจ่ ะ
ดาเนนิ การได้ เนือ่ งจากการขยายตวั ของชุมชนและ ขอ้ จากัด
ของปริมาณทีด่ นิ เป็นอปุ สรรคสาคัญ

4. หากแต่ละครัวเรือนมีสระนา้ ประจาไร่นาทุก
ครัวเรือนแล้ว เมือ่ รวมปรมิ าณกันกย็ อ่ มเทา่ กบั ปรมิ าณใน อ่าง
เกบ็ นา้ ขนาดใหญ่ แต่สิน้ ค่าใชจ้ า่ ยน้อย และเกดิ ประโยชน์สูงสุด
โดยตรงมากกวา่

ทฤษฎีใหม่ขัน้ ที่ 1

เปน็ ระบบการผลิตแบบเศรษฐกิจพอเพียง ที่
เกษตรกรสามารถเลีย้ งตวั เองไดใ้ นระดับทีป่ ระหยัดก่อน
ต้องมีพื้นทีส่ ว่ นหนึง่ ทานาขา้ ว และต้องมีนา้ สารองไว้ใช้
เพียงพอตลอดปี เพือ่ การเพาะปลูกในระยะฝนทง้ิ ช่วง หรือ
ในฤดูแลง้ โดยใช้อัตราสว่ น 30 : 30 : 30 : 10 ในการแบ่ง
พื้นทีอ่ อกเปน็ 4 ส่วน ไม่ว่าจะมีพืน้ ทีด่ ินมากนอ้ ยเทา่ ใด

ทฤษฎีใหมข่ ั้นที่สอง

เกษตรกรรวมพลังกันในรูป กล่มุ หรือ สหกรณ์ ร่วม
แรงร่วมใจกัน ดาเนินการในดา้ น การผลิต การตลาดและการ
เป็นอยู่

ทฤษฎีใหม่ขัน้ ทีส่ าม

คือติดตอ่ ประสานงาน เพื่อจัดหาทุน หรือแหล่งเงนิ
เชน่ ธนาคาร หรือบริษัท ห้างรา้ นเอกชน มาช่วยในการลงทุน
และพัฒนาคุณภาพชีวติ













อัตราสว่ น หมายถึง การเปรียบเทียบปรมิ าณของสิง่ ของ

ต้งั แตส่ องสงิ่ ขนึ้ ไป

กลา้ มีต้นกล้วย 2 ต้น และต้นมะม่วง 3 ตน้

อัตราสว่ นของตน้ กล้วยตอ่ ตน้ มะม่วงของกล้าเปน็ 2:3
