1.1 WELCOME AND GREETINGS

On behalf of the Christian Community of the Diocese of North Ankole, that
of my wife Lydia and our family, I warmly welcome you to this day, and I
greet you all in the precious name of our Lord and Saviour, Jesus Christ.
Thank you for coming; thank you for all your love towards us.

Your Excellency, The President of the Republic of Uganda, General Yoweri
Kaguta Museveni, and your wife Honorable Maama Janet Museveni, thank
you very much for coming; thank you for honoring our Consecration and
Installation as the second Bishop of the Diocese of North Ankole. We
applaud your remarkable contribution towards the growth and development
of this country. We thank you for your efforts in protecting and caring for the
lives of all Ugandans, as well as the people of Africa in general. Your
visionary and God given leadership has done a lot for this great nation. At
this point, I pray and wish you and all Ugandans successful and peaceful
elections, come 2016.

Your Grace, The Most Rev. Stanley and your wife Maama Beatrice Ntagali,
we warmly welcome you to this auspicious occasion. Thank you for coming
to preside over our consecration and installation.
I humbly register my appreciation to you and the entire House of Bishops for
electing us on 11th April 2015, to serve The Diocese of North Ankole as the
second Bishop. The House of Bishops of the Church of Uganda and your
spouses, visiting Bishops and your wives, our partners in Mission from
Uganda and beyond, I warmly welcome you and thank you for demonstrating
this great love.

I further wish to congratulate the House of Bishops of the Church of the
Province of Uganda, our predecessor, Bishop John Muhanguzi, the Diocesan
Chancellor, the Electoral College, and all the Christians of North Ankole
Diocese. Thank you for demonstrating a high level of Christian maturity all
through the electoral and succession process. Thank you for managing the
details therein amicably which has kept the diocese in peace. Thank you also

particularly for the faith and trust you put in us to be Bishop. I thank you
clergy and all Christians for agreeing to the choice of the House of Bishops,
and receiving us as your Bishop.

Bishop John and Maama Naome, kindly accept our love and gratitude to you
for sacrificially setting the pace of ministry in the diocese amidst the many
challenges – as pioneers. God being our helper and guide, I pledge our
cooperation with you as we take on the pastoral leadership mantle of this
diocese and promise to build on your stable foundation.

2.0 MY PROFILE:
I was born on Tuesday, 2nd June 1959, to the Late Eldard Baguma and
Maama Aidah Baguma, at Kabuyanda, Kinoni Sub-County, in Nyabushozi
County. My father passed on three months before I was born. By His grace,
God has kept my mother to date and she is present here with us. My aunt,
Janet Kinyankwanzi, (RIP) who was the proprietor of her deceased brother’s
estates, is the one who named me “NAMANYA”, which is literally translated
“He knows”, implying that God alone knew the fate of this born baby boy!
Traditionally, women were despised. As a result, they themselves did not
have self confidence, a reason why my Aunt and Mum surrendered me to the
Lord. Indeed, I later came to learn and understand that God foreknew me and
predestined that I would be what and who I am. Glory to His mighty Name!

I was baptized on the 13th of March 1961, and later got confirmed on 17th
September 1977. I wedded my beloved wife Lydia Twikirize Namanya,
daughter of Mr. Wilson and Mrs. Hope Kasooma, on 7th May 1988. The
Lord has blessed us with 7 children, and some are here present. They are:
Kyobutungi Barbara, Nduhukire Sheilla, Kabibi Jean, Namanya Daphine,
Amanya Benjamin, Natushemeza Aidah, and Kwezi Vanessa. We have one
other under our care, of whom I am uncle, Mandela Justus.

3.0 MY CALLING
I received Jesus Christ as my personal Lord and Savior on the 26th of March
1980, while I was serving the Army under Fronasa, a force that liberated our
beloved country in 1979. Following this new birth in Jesus Christ, I soon

developed passion for preaching the word of God in order to bring people to
His saving grace. On 5th June 1980, I joined the Church Ministry and served
as a Catechist. God gave me the power and wisdom to plant a Church of
Ikumbagaza in the vicinity of where Kanyaryeru Parish COU headquarters
are. That became the beginning of my long journey of service - as a Lay
Reader, a Deacon, a Priest, an Archdeacon, and later a Diocesan Secretary. I
thank the Lord, Jesus Christ, my Saviour, my friend, and my strength, who
has enabled me to walk in him and to serve him all the way in different places
and capacities, until today when He has assigned us yet another and bigger
responsibility of serving his flock in North Ankole Diocese. What a glorious
and faithful God! Glory and honour to his Holy Name!

4.0 OUR ASPIRATIONS FOR THE DIOCESE OF NORTH ANKOLE

4.1 Vision
We are looking forward to seeing a church which is mature, committed, and
self-sustaining. We want to be a church whose individual Christians have
practical testimonies for their faith in the Lord Jesus Christ.

4.2 Mission Statement
Since North Ankole Diocese is evangelical in essence, believes in the Holy
Scriptures, and belongs to the Holy Catholic Church, we shall endeavor to
enhance her mission of reaching out to people for Christ through evangelism,
empowerment and proper Christian stewardship as we move towards holistic
development.

4.3 Theme
Our diocesan theme is “Christ the foundation” - derived from 1 Corinthians
3:11 - “For no one can lay any foundation other than the one already laid,
which is Jesus Christ.”

5.0 STRATEGIC GOALS
During our tenure of Episcopal ministry, priority will be given, but not
limited to: Mission and Evangelism, Infrastructural and economic
development, Family as a traditional unit of the church, Christian Education,

Formal Education, Health Services, Discipleship, Land resource
management and utilization.

5.1 Mission and Evangelism
During our Episcopal ministry, priority will be given to mission and
evangelism with a purpose of bringing people to our Savior Jesus Christ.
This is true of our Diocesan Theme. Basing on the Word of God from the
scriptures, we shall safeguard against the many social vices, false teachings,
traditional resurgence, occult, cultism, witchcraft, materialism, gender based
domestic violence at family level, and all other vices that are affecting our
church. A lot of effort shall be put on the gospel of Christ.

We shall emphasize outreaches to schools, discipleship of individual
Christians and Christian groups, pastoral care to the communities at risk - the
unreached population, and families. We shall strengthen the children’s
church, youth fellowships, Christian women fellowships, Cell groups,
pre-marital and post marital counseling, and ministerial formation.

5.2 Infrastructural and Economic Development
We intend to see that church ministers have good places of accommodation,
and that all people and churches have good income. We shall work together
with the government on the following infrastructural and economic
development items:

a. The Diocesan SACCO. This will be for all Christians’ economic growth
and development.
b. The Bishop’s house and other accommodation facilities for the staff. We
shall work to ensure good accommodation for all our staff, plus other
structures of the church.
c. Income generating projects. We shall encourage, challenge, and support
churches, Christian organizations, Church groups, fellowships, associations,
and even individual Christians, to set up projects for income generation.
d. Livestock and agricultural farming. We shall encourage animal
husbandry and agricultural farming.

5.3 Family as a Traditional Unit of the Church
Because parents exhibit the foundational tenets of faith that eventually shape
their children’s character, every child should have an opportunity to grow in
a loving, secure and caring family. Therefore, we shall empower the parents
to disciple their children at home on a daily basis, while exercising Christian
based parenting. It is important for parents to constantly teach biblical truths
to their children (Deut.6:7). In line with this, we shall equip the parents with
what to offer to their children spiritually.

5.4 Christian Education
By nature, man has a quest for God. Lack of adequate answers to questions
about our spirituality and life in general has had negative effects to both the
clergy and the laity. A good number of our Christians have easily believed
any person who comes to them with a teaching that attempts to offer any and
all sorts of answers to the challenges of life. As a diocese, we shall do
research and ensure that critical issues of life in general and of our Christian
walk in particular are indentified and organized into a curriculum that will be
taught at confirmation classes and to our Christians. We believe that guided
by sound teaching and nurture, the flock will be able to stand firm in the face
of the current spiritual perversion and false teachings.

5.5 Formal Education
There is a growing need to ensure accessible, equitable and quality education
at all levels. We shall ensure that children go to school, stay there and come
out with good grades that can take them to higher levels. Quality assurance
shall be strengthened by establishing a functional Diocesan Inspectorate. We
shall train our schools’ governance and leadership bodies. We shall work
together with the Government to appoint appropriate leaders and teachers, to
ensure proper teaching and learning, and to promote moral discipline. The
presence of the church in Church of Uganda Education Institutions shall be
underscored. One of our major priorities shall be addressing the challenges
of girl child education.

i. Vocational Training

We shall ensure that a Vocational skill training institution (formal and/or non
formal) is revitalized in a bid to embrace Skilling Uganda programs and so
pave the way for self-employment and economic sustainability.

ii. Diocesan University Project at Buremba
I do thank my brother Bishop John, together with the Synod of the Diocese
of North Ankole and all Christians, for the vision of starting a Diocesan
University Project at Buremba. This project is assured of our support. We do
appeal to the Christian community, development partners and people from all
walks of life to join hands with us so we can move this project to greater hori-
zons. I further wish to extend my heartfelt thanks to Bishop Emeritus George
Tibesigwa who accepted to coordinate this project in spite of meager resourc-
es and other challenges of pioneering.

5.6 Health Services
God’s mission through Jesus Christ is a ministry dedicated to transforming
the entire creation - all reality. Jesus was a healer who reached out in
compassion to heal the sick. He sent out the twelve disciples saying ‘As you
go, proclaim the good news. The kingdom of heaven has come near, heal the
sick, raise the dead, cleanse the lepers, and cast out demons (Mathew
10:7-8).’ Jesus’ ministry reflects his historic vision of salvation and
restoration of all life.

As a diocese, therefore, we shall also contribute to the implementation of the
Uganda Minimum Health Care Package that still remains a priority under
Health Sector Strategic Plan II (HSSP II), which includes all nutritional,
reproductive, environmental, interventional, preventive, and clinical
services. We implore the government and other partners to contribute
towards the development of infrastructure, especially in the areas of staffing,
supplies, equipment and staff houses; and perhaps Laboratory infrastructure
which still remains very inadequate in many of the Church of Uganda Health
Facilities in the diocese and beyond.

5.7 Discipleship
The Church today does an excellent work in reaching the lost through

evangelical crusades, but does very little on keeping the lost. We shall equip
Church Leaders and other Christian volunteers by providing sound biblical
teaching, using appropriate materials to disciple new believers. This will
maximize the chances for the disciples to reach maturity in their Christian
faith and walk.

5.8 Land Resource Management and Utilization
North Ankole Diocese covers 4301 sq kilometers of land. Of this, the church
land is estimated to be 11 sqkms which accommodates 248 churches. God
commanded man (male and female) to have dominion and control over the
earth, and that is land, primarily. He expects us to take charge of the
environment and effectively manage it for human use and preservation,
because it is a heritage for the next generations.

As a matter of priority, therefore, we shall work to ensure that every piece of
church land is surveyed as a secure means of ownership and utilization. All
stake holders from the Sub-Parish on to the diocesan level shall be involved
in church land management for the benefit of the Christian community
throughout her structures.

6.0 APPRECIATION
We are so grateful to God for this remarkable experience in our life history. I
do express our sincere thanks to our predecessor Bishop John and Maama
Naome, the pioneer Bishop, for setting the pace for us and the rest who will
follow. We humbly request you and your wife to be close to us in this new
ministry to which and for which we have been called.

I do appreciate you, Your Grace, The Archbishop of the Anglican Province of
Uganda, the Church of Uganda House of Bishops, the Diocesan Chancellor,
and the Electoral College. Thank you for electing us to this office.

We thank my Lecturer, our retreat Leader, who is also our preacher today, Rt.
Rev. Dr. Joel and Maama Beatrice Obetia, for the job well done! Thank you
for all that the Lord has done for us through you.

Joyfully, I recognize the presence of the Country Director and staff
Compassion International. Delegates from the Anglican Diocese of Jos,
Nigeria - Rev. Canon Mark Mukan, Rev Can Istifanus Saida, and Rev. Canon
Dr. Samuel Alabi - thank you so much for coming. My brother Bishops,
Clergy and Christians from all the dioceses within and outside Uganda, I
heartily thank you for coming.

I remember with gratitude those who assisted us during our theological
education at different levels namely: Educating Africans for Christ (USA),
Cross links and St Luke’s Foundation (UK), Mrs. Mary Katanywa, Hon.
John & Mrs. Naume Nasaasira, Hon. Col. Fred & Mrs. Enid Mwesigye, Mr.
Enos and Mrs. Connie Tumusiime, Rev. Canon Eric and Mrs. Jeninah
Kyamunimba, Mr. Andrew and Mrs. Phoebe Rwakishaija. The list is long,
and I thank all of you very deeply. May God bless and reward you!

We remember all Christians and all people of God who prayed for and with
us for our election, and for the thrilling congratulations you edified us with at
our home, at the place of work, through text massages, and through media.
Thank you so much! Please, continue to pray for the ministry journey a head.

My dear wife Lydia deserves a bolder ‘thank you’! She has been such an
exemplary and enabling partner. Thank you, dear.

Our children have also been an incredible source of encouragement
spiritually, socially and morally. I thank you very much.

My Mother Aidah deserves a distinctive mention and appreciation for her
selfless efforts in bringing me up single handedly - without a husband. She
became my role model. Without a mother like her, I don’t think I would have
come this far. May God bless you richly, Mum.

We heartily THANK The Archbishop of The Anglican Province of Jos,
Nigeria, The most Rev. Dr. Benjamin and Maama Gloria Kwash who hosted
and led us in a two weeks retreat in Nigeria. Thank you for the love, care,

gifts, and for flying a delegation to come and attend our consecration.

We thank Kiruhura District an all Local Government structure in the district
for your maximum cooperation with the church. We pledge our cooperation
in all developments.

7.0 CONCLUSION
Finally, we request for your continued prayers and support. I have no doubt
that the Lord has a lot in store for this diocese. Pray that he does more
through all of us together. I call upon you my beloved Clergy and the Lay
Readers to stay closer and committed to our calling and to the mission of this
diocese. I call upon all of you the Christians to join hands so we can do the

best for our Lord and Saviour, Jesus Christ. I call upon all of you our partners
to come on board and serve the Lord with us. I call upon the government to
support us as we all work together to serve God and His people.

Above all, let us all remain in Christ, without whose enabling we can do
nothing. With him, we shall bear much more fruit for this diocese and for our
beloved country Uganda. One day, this part of the world will notice the
legacy that we shall have left for our children and all humanity, a legacy for
which the Lord will reward us hereafter.

The blessing of God the Father, God the Son, God the Holy Spirit, be unto
you all.

I have said all these in service to God and my country!

N’ahabw’ekyo, nk’Obureeberezi, naitwe nitwija kubangira enteekateeka
y’eihanga rya Uganda, eby’amagara, erimu okugira obuheereza
bw’eby’okurya ebishemereire, eby’okuzaara, eby’okurinda obuhangwa
bw’ensi, eby’okurwanisa endwara n’okuzeerinda, kandi n’eby’okuraguza.
Nitushaba government hamwe n’ebindi bitongore ebi tukwataniise nabyo
omu by’amagara kutuha emikono omu kutaho ebirikwetengwa
omumarwariro okukira munonga omu bikwatiraine n’abakozi,
eby’okuragurisa, ah’okuragurira, n’obutaaho bw’abakozi; nari obundi
ahabw’okutaho emyanya y’okukyebereramu, ahakuba ebyo nibyo birikubura
haingi aha marwariro g’ekanisa, omu Bureeberezi bwaitu nangu
n’okurengaho.

5.7 Eby’Okureeberera Itaka n’Okurikoresa gye
Obureeberezi bwa North Ankole nibwingana Sq kms 4608 z’eitaka. Ahari
ezi, eitaka ery’ekanisa ni nka sq kilometers 11, eririmu amakanisa 248.
