n fall of 2021, a group of senior land-
scape architecture UConn students
and their professor, along with
I representatives from the National
Park Service, Groundwork Bridge-
port, Trust for Public Land, local community
members, and many Connecticut landscape
architects met in Bridgeport, CT, to conduct
a three-part workshop to analyze and plan
for a series of riverside parks and pathways
along what is being referred to as “The
Pequonnock Loop Trail,” a small segment
of the much larger Bridgeport Waterfront
Pathway. This incredible gathering was facil-
itated by the Rivers, Trails, and Conservation
Assistance (RTCA) program of the National
Park Service.
For the first meeting in late October,
after a two-mile walk around the loop on
a beautiful sunny day, three groups were
formed in order to focus on three aspects of
design for the loop trail. One group, led by
Tom Tavella, FASLA, focused on the Sliver
by the River site, which is the largest of the
proposed activation sites along the trail, and
located close to the downtown Bridgeport
area. A second group, led by Louis Fusco,
ASLA, focused on youth programming for

in the donation of 26 impressive

reports and a few measured
drawings to include in the
HALS collection, representing
19 different states from coast
to coast.”2 As we know, land-
scapes are ever-evolving works,

Phil Barlow, ASLA, AICP, of To Design, has
worked on many historic landscapes and met the
2018 Challenge — Memorialization, Commem-
orating the Great War — by documenting New
Britain’s World War Memorial.3 I was curious as to
why he chose the Memorial, which is within Walnut
Park, a site listed twice in NRHP.4 Having worked
on the park for many years, Mr. Barlow wanted to
ensure that the monument was fully documented
because of its significant architecture and land-
scape architecture. The memorial was not part
of Olmsted’s original plan for the park but is an
example of how subsequent layers of design may
achieve their own importance and create the parks
the public enjoys today.
So, now the question of “Why should we
bother with a HALS when there is already a
National Register of Historic Place designation?”
is answered. Many of those listed may document
the landscape as relevant and may even have
some images and perhaps some drawings. But
the focus in most of the older listings was primarily
architecture and engineering, and the descriptions

then completely renovated by 2010. And the reservoir’s

changes can reflect new ideas about the role of safety in
the park and also society’s changing taste in parks use.
Documentation helps us understand this layering and
provides a valuable resource for restoring areas to their
original intent if desired by the next generation of users.

HALS coordinator, explained to me that when
working on historic sites, the HALS information
can provide verified documentation of historic site
elements, identifying them as contributing to the
historic landscape character and elevating their
value to lessen the impact of any interventions. This
helps to ensure that they will not be erased, reduc-
ing the authenticity and landscape significance of
the site.
HALS does not require concurrence by the
owner of the site to be listed. At the basic doc-
umentation level, it provides a contemporary
description of the site and its history and, depend-
ing on its integrity, can make its listing a priority
in the National Register of Historic Places. HALS
documentation can also be used to expand ASLA
Connecticut’s Olmsted Legacy Trail website. This
website informs the public about the Olmsted leg-
acy in Connecticut in an easily accessible format.
