On 26 July 2023, a cargo lorry was carrying ten (10) drums of hydrochloric acid (HCl) from Pasir Gudang Industrial Area moving towards Singapore using Second Link Expressway. During that time, moderate traffic heading to Singapore. At KM -1.7 from CIQ Malaysia, an accident occurred between a motorcycle and a car on the middle lane of the bridge. The truck driver lost control in this incident while attempting to avoid the collision and collided with the left barrier wall of the bridge across the Malaysia-Singapore border. OBJECTIVES Establish a notification procedure to allow an early alert by the two countries on any incident involving release of hazardous chemicals occurring at the Second Crossing. Establish a response procedure to facilitate and co-ordinate emergency response actions by the agencies of both countries to control and mitigate an incident of spillage or release of chemicals occurring at the Second Crossing. Within Malaysia area, two (2) drums of HCl were ruptured and cause the chemical spillage, whereas one (1) drum was not ruptured. Another two (2) drums rolled over to Singapore area and causing spillage. The lorry conductor and the motorcyclist suffered serious injury. DOE Johor arrived at the scene and reported to OSCP . Region Manager will update the incident information to MHA and PLUS Top Management. TMC PLUS will update the incident information in the TMC MHA’s WhatsApp group and PLUS Top Management 13 ➢ BOMBA ➢ SCDF ➢ CCM (An 8 ton recovery lorry) ➢ CCM (CES Team ) BOMBA and SCDF successfully control the leakages and spillages and carry out decontamination. BOMBA informed OSCP to bring in CCM (Recovery Lorry) and CCM (CES Team) for transportation of drums . 14 ➢ CCM (An 8 ton recovery lorry & an ERV CCM (CES Team ) transferred drums that fell off to recovery vehicle . Transfer of drums completed . 15 ➢ BOMBA ➢ DOE Johor ➢ RVO RVO arrived on the scene . BOMBA informed OSCP to bring in DOE Johor to inspect the level of air pollution. SCENE PARTIES INVOLVED CHRONOLOGICAL SEQUENCE OF EVENTS 10 ➢ BOMBA (Fire and Rescue Station Iskandar Puteri & HAZMAT) ➢ Ambulance (HSA & Gelang Patah Health Clinic ) ➢ CCM (An 8 ton recovery lorry & an ERV) ➢ CCM (CES Team ) BOMBA carry out the following task : ➢ Rescue victims to the Green Zone ➢ Stabilise, control and neutralise leakages and spillage of HCl ➢ Conduct air quality monitoring ➢ Informed OSCP that the incident scene are safe for rescue of victims , cleaning works and monitoring works . ➢ Gather of drums at safe place HSA Ambulance, Gelang Patah Health Clinic Ambulance and CCM (Lorry Recovery & ERV) arrived at the incident scene and report to OSCP . Note : CCM (CES Team ) will use ERV . 11 ➢ BOMBA (Fire and Rescue Station Iskandar Puteri & HAZMAT) ➢ SCDF ➢ PLUS Southern Regional Chief ➢ S5 Section Chief ➢ MHA Southern Regional Assistant Director SCDF arrived at the incident scene (Singapore Territory) to control spilllages and leakages from drums (HCl) and rescue the victims (car driver and conductor) SCDF carry out the following tasks : ➢ Confirm the case with SCDF Ops Centre ➢ SCDF Ground Commander will link up with BOMBA Ground Commander to discuss the plans and tactics After surveying the ground situation , SCDF will perform : ➢ Establish zoning (hot and warm zone ) ➢ Prioritise extrication of casualties ➢ Control and mitigate the leaking drums using absorbent pads and socks. The leaking drum will be mitigated using mini leak sealing bag and the patched drum will be packaged with Overpack Jacket /Drum. ➢ Set up entry and decontamination lanes ➢ Set up projection jet(s) for vapour dispersion ➢ Set up staging control point to monitor the incident ➢ To provide pre -hospital care the casualties (2 pax )
