STANDING ORDERS
OF

IIUM STUDENTS PARLIAMENT GOMBAK AND PAGOH LOCALITY

PRELIMINARY

1. Name
1.1. There shall be an IIUM Student Leaders Assembly that shall be represented by
the group of leaders to hereinafter referred as IIUM Students Parliament.

2. Objective of IIUM Students Parliament
2.1. To carry out the power of General Meeting vested in the IIUM Students Union
Constitution.
2.2 To gather all student’s leader’s voices in responding to any issue related to
students.
2.3. To nurture the potential of students’ communication and leadership skills;
2.4. To inculcate students with a respect for the University’s rules and regulations;
2.5. To cultivate good moral standards and attitude among students.
2.6. To promote intellectual and constructive debate among students;

3. Functions of IIUM Students Parliament
3.1 To sanction on the ruling made by IIUM Students Union as provided by the
constitution.
3.2 To check and balance on the power of the IIUM Students Union which have
been vested in the constitution.
3.3 To check and balance on the IIUM Students Union to run the motion which has
been approved in the IIUM Students Parliament.
3.4 To debate on student’s welfare issue from aspect covering:
a) Hostel;
b) Health;
c) Security;
d) Finance;
e) Internet;
f) Facility;
g) Academic;

h) Spiritual;
i) Rules and regulations which have been approved by university

authority;
j) any topic deemed necessary by the Selection Motion Committee.
3.5 As a platform for the student to debate and serve as the most accurate platform
to voice out any concern on students’ affairs.
3.6 To debate on current issue:
a) Within IIUM;
b) Outside IIUM.

4. Language
The official language used by the IIUM Students Parliament shall be in English,

however Malay and Arabic may be used with the leave of Speaker.

5. Address
The address of the Parliament shall be the address of the International Islamic

University Malaysia, which is set out in the First schedule.

6. Application
6.1 Anything under this standing order, which contradicts, or in conflict with, or in
contrary to, or deviates from the spirit of the IIUM Constitution and IIUM
Students Union Constitution, shall be null and void.
6.2 The motion approved by the IIUM Students Parliament, shall be applied to IIUM
Students Union.

7. Reference to Gender
Any reference to “male” gender shall include “female” gender in this standing

order and otherwise.

8. Interpretation
In this standing order, unless the context otherwise requires, the following

expressions have the meanings hereby respectively assigned to them, that is to say: -

“Standing Order” means the standing order of the IIUM Student Parliament,
International Islamic University Malaysia.

“Constitution” means the constitution of the IIUM Student Union.

“Student Disciplinary Rules” means University Rules and Regulation passed by
the University Authority.

“Chairman” refers to the Chairman of the IIUM Students Parliament
Commission.

“Check and balance” means to debate, to enforce and to ensure.

“Secretary refers to people assigned to carry any duty deemed necessary to
ensure the smooth running of the student parliament. The secretary and
assistant secretary of IIUM Students Parliament Commission would
automatically holds this responsibility”.

“Political Activities” means an activity dealing or involvement with any political
party including by doing anything, which may be construed as expressing
support, sympathy or opposition to any political party.

“Rector” means the Rector of the International Islamic University Malaysia.

“The Committee” means the IIUM Student Parliament Commission, IIUM.

“The University” means the International Islamic University Malaysia.

“The Parliament” means the IIUM Students Parliament.

“University Authority” means the Board of Governors, the University
Management Committee (UMC), the Senate, the Standing Finance Committee,
The Kulliyyah of Academic Board, Board of Academic and Admission, Board
of Student Affairs, Disciplinary Boards and such other bodies as may be
established by the University.

“Political Party” as defined in Societies Act 1996 (Act 335) means: -
(a) any society which by any of its objects or rules regardless whether
such rule or object is the principle object or the rule or constitutes
or objects or to its principal rule or rules, make provision for the
society, to participate, through its candidate, in elections to the

Dewan Rakyat or to The Dewan Undangan Negeri or to a local
election of a person proposed or supported by it to the Dewan
Negara;
(b) any society which, notwithstanding anything contained in its object
or rules; carries on any activity or pursues any objective which
involves its participation, through its candidates, in elections to the
Dewan Rakyat or to a Dewan Undangan Negeri or to a local
authority or which involves its seeking an appointments or election
of a person proposed or supported by it to the Dewan Negara.

PART I
PUBLIC BUSINESS

9. Proceedings of first meeting of the Parliament
9.1 On the first day of the meeting of the IIUM Student Parliament, members having
assembled at the time and place duly appointed and being seated in
accordance with the provisions of University Authority by which the meeting
was summoned, and thereafter the Order of Business on such day shall
include:
a) the taking and subscribing by Speaker of the Bai’ah in the form set out
in the Second Schedule of this Rules and Regulations;
b) the taking and subscribing by all members present of the Bai’ah in the
form set out in the Second Schedule of this Rules and Regulations; and
c) Presentation of the motion decided prior to the meeting as approved by
the committee

10. Seating of members
10.1 On the first day of the meeting of the IIUM Students Parliament, members shall
be seated in accordance with such arrangements as the Secretary may
determine.
10.2 Seats shall be allotted at the discretion of the Speaker, whose decision thereon
shall be final.

11. Election of a Speaker
11.1 Whenever there is a vacancy in the office of Speaker whether as the result of
dissolution of IIUM Students Parliament or otherwise, the meeting between the
parliament shall be conducted to choose the Speaker, Deputy Speaker and
Secretary.
11.2 The procedure for the selection of a Speaker shall be as follows:
a) Every member of the Parliament who wishes to propose a student
leader who is not a member of the Parliament or any registered students
for election as Speaker shall ascertain previously that, that member is
willing to serve if elected, and shall notify the Secretary of his proposal
in writing at least seven days before the meeting.
b) A member addressing himself to the Secretary shall propose some
other member or person then present to the parliament for its Speaker
and move “I propose …. (naming the member) to take the chair of this

Parliament as Speaker”. The proposal shall be seconded but no debate
shall be allowed.
c) If only one member or person be so proposed and seconded as
Speaker, he shall be declared by the Secretary without question put, to
have been elected. If more than one member or person be so proposed
and seconded, the Parliament shall proceed to elect a Speaker by show
of hand.
d) Where at any show of hand between two or more candidates the votes
are equal, another ballot shall be held; and if at such subsequent ballot
the votes are equal, the Secretary shall randomly pick any name in the
ballot box.

12. Duties of Speaker
12.1 The duties of a Speaker shall be as follows:
a) To preside sittings of the parliament;
b) To coordinate the agenda;
c) To approve amendment of motions;
d) To facilitate any deliberation;
e) To ensure proper voting process;
f) To enforce rules and regulations of the Parliament;
g) To adjourn the meeting;
h) To expel any member who breach out rules of sittings;
i) To be a member of IIUM Students Parliament Commission;
j) To ensure IIUMSU Question Time is to be held within twenty minutes.

13. Election of a Deputy Speaker
13.1 At the first convenient sitting, the Parliament shall proceed to the election of a
Deputy Speaker.
13.2 The procedure for the election of a Deputy Speaker shall be, as nearly as may
be, the same as that of the election of a Speaker.

14. Duties of Deputy Speaker
14.1 The duties of a Deputy Speaker shall be as follows:
a) To preside over the sittings of the Parliament in the absence of Speaker;
b) To be responsible on the running of the Parliament, as same as the
duties of Speaker, in the absence of Speaker;
c) To assist the Speaker during the sittings when and if necessary.

15. Bai’ah
15.1 Bai’ah of the members of the Parliament shall be led by the President of IIUM
Student Union.
15.2 The Bai’ah to be taken in the form set out in the Second Schedule of this Rules
and Regulations.
15.3 Every member taking the Bai’ah shall sign the pledge paper to be kept for that
purpose by the Secretary at the table.
15.4 On any day on which the Parliament sits, a member who has not previously
taken the Bai’ah may present himself at the table, taking the Bai’ah and sign
the pledge paper; and it shall be administered by the Secretary.

16. Duties of Secretary
16.1 The Secretary General of the IIUM Students Parliament Commission may be
appointed as the Secretary of the Parliament.
16.2 The duties of a Secretary shall be as follows:
a) To prepare all correspondence required by the Parliament and
Speaker;
b) To discharge all orders of Speaker in relation to all matters pertaining
to the business of the Parliament;
c) To notify members of the Parliament in writing of the dates of meeting
at least 5 (five) days before sitting;
d) To make available to each member as soon as possible before each
meeting a copy of the Order of Business document for that meeting;
e) To keep the minutes of the sittings of the Parliament and circulate a
copy of such minutes, to be known as the Votes and Proceedings, to all
members within 14 (fourteen) days after the adjournment;
f) To record the names of members attending and all decisions by them
in the Votes and Proceedings including the numbers voting for and
against the motions;
g) To be responsible for the custody of the records and documents laid
before the parliament session.
h) To prepare an official report of the Parliament and thereof shall be sent
to the IIUM Students Union for further action.

17. The Committee for Motion Approval
17.1 Selection Committee is a committee responsible to receive, filter and select all
motions deemed important and relevant to be tabled in the parliament. It shall
be chaired by the chairman.
17.2 The committee has the power to elect any non-registered member of the
Parliament to hold the position of Speaker, Deputy Speaker and Secretary
among the committee.
17.3 This committee shall consist of members as follows:
a) Speaker of IIUM Students Parliament
b) Secretary of IIUM Students Parliament Commission
c) All members of the IIUM Students Parliament Commission

18. Sittings
18.1 The Parliament shall meet at least twice in one academic calendar year.
18.2 Each sitting shall begin at 8.30 a.m. until 5.30 p.m. for one whole day and the
Speaker may at any appropriate time suspend the sitting for recess.
18.3 The Speaker may extend the time of sitting after 5.30 p.m. as to complete the
matter that ought to be completed on that day itself.

19. Quorum
19.1 At least one-half of the Parliament members must be present at the Parliament
for its proceedings to be valid to the constituted quorum.
19.2 If half an hour after the time appointed for the parliament a quorum is not
present, the parliament shall be postponed to a date (not exceeding 30 days)
to be decided by the Chairman of the IIUM Students Parliament Commission;
and if a quorum is not present half an hour after the time appointed for the
postponed parliament session, the members present shall have the power to
proceed with the business of the day but shall not have the power to alter the
Standing Orders.

20. Order of Business
20.1 The business of each sitting shall be transacted in the following order:
a) Formal entry of the Speaker
b) Prayers as shall be approved by the Parliament
c) Taking of Bai’ah by any new member
d) Message from any representative from the University Management
Committee

e) Announcement by the Speaker
f) IIUMSU Question Time
g) Presentation of motions by members
h) Debate of motions by members
i) Approval of motions
j) Adjournment of the sitting
21. Adjournment of the Parliament
21.1 The Speaker shall adjourn the Parliament by 5.30 p.m.
21.2 The Speaker, if necessary, may extend the time of sitting after 5.30 p.m. to
attend to unfinished business.
22. Conducting the Parliament virtually
22.1 The Parliament shall be conducted through an online medium if it is necessary
to do so.
22.2 The manner of giving motion during virtual Parliament shall adhere to the rules
provided under part II.
22.3 The conduct of Parliament through an online medium shall adhere to the rules
provided under part III.

PART II
MOTION

23. Notice of motion
23.1 All motions shall be screened by the Selection Committee seven minimum (3)
days before the sitting of the Parliament.
23.2 All motions that have been screened shall be given to the members of the
Parliament minimum (3) days before the sitting.
23.3 Selected motions will be presented to the Secretary for the purpose of
documentation and presentation during the sitting.

24. Manner of Giving Motion
24.1 Notice of motion shall be sent to the Secretary in writing (hardcopy/ softcopy)
five (5) days before the sitting of the parliament.
24.2 The Secretary shall hand over the motion to the Selection committee latest
before (5) days prior to the sitting.
24.3 Upon approval from the Selection Committee, the Secretary shall prepare all
relevant documents related to the approved motions to be tabled in the
Parliament.
24.4 Any motions related to amendments of IIUM Students Union Constitution
cannot be proposed by members which are not a registered society in IIUM
Student Union.

25. Alteration of Motion
25.1 If a proposer desires to alter the terms of a motion standing in his name, he
may do so by giving to the Secretary an amended notice of motion, provided
that such alteration does not alter any principle embodied in the original motion
or the scope thereof.
25.2 The amended notice shall run from the time at which the original notice was
given.

26. Withdrawal of Motion
26.1 A member of the Parliament may, by notice in writing to the Secretary, withdraw
any notice of motion previously given by him.
26.2 When any notice of motion has been withdrawn, the Speaker shall announce
the withdrawal to members of the Parliament.

27. Amendment to Motion
27.1 When any motion is under consideration in the Parliament, an amendment may
be proposed to the motion if it is relevant there to.
27.2 The motion may be amended in all or any of the following methods:
a) By leaving out certain words in order to insert other words;
b) By leaving out certain words;
c) By inserting or adding other words.

28. Debating Motion
28.1 When a motion has been moved, debate may then take place upon that motion
and continue so long as any member wishes to speak.
28.2 The Parliament shall express its decision on any motion by voting process
under the supervision of the Speaker.

29. Approval of Motion
29.1 Once a motion has been placed, debate may then take place upon that motion
and continue so long as any member wishes to speak.
29.2 At the end of the debate, should the need for a vote arise, the Speaker shall
call for a simple voting process of either to approve or reject the motion.
29.3 The voting process is to be held through the method of show of hands by all
members and the Secretary is responsible for the counting of votes.
29.4 Each member shall decide whether to approve, reject or abstain during the
voting.
29.5 The result of the voting will be announced by the Speaker immediately before
the Parliament proceeds to the next motion.
29.6 If the motion is approved by the majority of members present, it becomes the
official position of the Parliament.
29.7 Only members represented by societies administered by IIUM Students Union
can put and vote for the motion to amend the IIUM Students Union Constitution.

30. Emergency Motion
30.1 To inform the speaker and pending from his approval.
30.2 The speaker may exercise his own power to approve the emergency motion or
he may choose to call for a simple majority vote.
30.3 The maximum number of emergency motions that can be allowed shall not
exceed 3 motions.

30.4 The emergency motion can only be approved after the third motion has been
voted.

PART III
DEBATE

31. Time and Manner of Speaking
31.1 A member desiring to speak shall rise in his place and if called upon shall stand
and address his observations to the Speaker. No member shall speak unless
called upon by the Speaker.
31.1A During online sessions, a member desiring to speak shall notify the Speaker by
the “raise hand” function in the online platform (if available) or in the chat box
by writing ‘’Representative Name’ want to speak’ whichever method that the
Speaker deemed best to use.

31.2 If two or more members rise at the same time, the Speaker shall call upon the
member who first catches his eye.
31.3 The Speaker may, if he thinks fit, prescribe the time limit for speeches.
31.4 A member who has spoken may again be heard to offer explanation of some
material part of his speech which has been misunderstood but he shall not
introduce new matter.
31.5 A member shall not speak on any matter in which he has a direct personal
pecuniary interest without disclosing the extent of that interest.
31.6 Should the time do not permit, the person shall answer in writing.

32. Content of Speech
32.1 When debating a motion, a member of the Parliament shall be allowed to speak
on matters relating to the motion only.
32.2 It shall be out of order to attempt to reconsider any specific motion which the
Parliament has come to a conclusion during the current session.
32.3 It shall contain at least the name of the motion, justification and suggestion.
32.4 It shall be out of order for members of the Parliament to use offensive language.
32.5 No member shall refer to any other member by personal name.
32.6 No member shall impute improper motives to any other member.
32.7 It shall be out of order to use:
a) Treasonable words;
b) Seditious words;
c) Words which are likely to promote feelings of ill-will or hostility between
different University communities.

33. Interruption
33.1 No member shall interrupt another member except:
a) By rising to a point of order, when the member speaking shall resume
his seat and the member interrupting shall simply direct attention to the
point which he desires to bring to notice; or
b) To seek clarification on some matter raised by that member in the
course of his speech, provided that the member speaking is willing to
give way and resumes his seat and that the member wishing to interrupt
is called by the Speaker.
33.2 During an online session, should a representative would like to seek
clarification from another member, the representative must notify the Speaker
by the “raise hand” function in the online platform (if available) or by typing in
the text box of the respective platform, the society/club and the phrase Point of
Order (POO), whichever method that the Speaker deemed best to use.

33.2 The Speaker may disallow any member from seeking clarification if it appears
that the Parliament does not have adequate time to dispose of its business or
if the Speaker believes that the intention of the member seeking clarification is
simply to interrupt the member making the speech.

34. Behaviour of Members
34.1 During a sitting:
a) All members shall enter, leave and behave in the Parliament with
decorum;
b) No member shall cross the floor of the chamber unnecessarily;
c) Members shall not read newspapers, books, letters or other documents
except such matters therein as may be directly connected with the
business under debate;
d) While a member is speaking all other members shall be silent and shall
not make unseemly interruptions;
e) Male members shall wear either dark lounge suit, corporate shirt, blazer
or jacket; female members shall wear appropriate muslimah attire with
blazer, corporate shirt or jacket.
34.2 During an online sitting:
a) All members shall enter, leave and behave in the Parliament with
decorum;

b) All members shall turn on their camera throughout the session except
with the leave of Speaker;

c) All members are required to mute themselves unless they are required
to speak;

d) While a member is speaking all other members shall be silent and shall
not make unseemly interruptions;

e) Male members shall wear either dark lounge suit, corporate shirt, blazer
or jacket; female members shall wear appropriate muslimah attire with
blazer, corporate shirt or jacket.

PART IV
MEMBERSHIP

35. The members of the IIUM Students Parliament must consist of the followings:
35.1 Fixed members, which consists of:
a) President, Secretary and Treasurer of IIUM Student Union.
b) All Executive Committee members of the IIUM Student Union Gombak
and Pagoh Campus;
c) All presidents or representative from each Kulliyah Based Societies (KBS)
Gombak and Pagoh Campus;
d) All presidents or representative from each Mahallah Representative
Committee (MRC) Gombak and Pagoh Campus;
e) President of IIUM Ibn Ummi Maktum Club (I-MAC).
f) President of Post Graduate Student Society (PGSS).
35.2 Special members, which consists of:
a) All Executive Committee members of the IIUM Student Union Kuantan
Campus.
35.3 Ordinary members, which consists of:
a) President of clubs under the purview of:
i. Student Affairs and Development Division (STADD)
ii. Centre for Community Engagement and Services
(CENSERVE) – BUDI
iii. Sports Development Centre (SDC)
iv. Entrepreneurship Development Centre (EDC)
v. Centre for Arts & Cultural Sustainable Development (CiTRA)
vi. IIUM World Debate and Oratory Centre (IWON)
vii. Office of International Affairs (IO)
viii. Sejahtera Centre for Sustainability and Humanity
ix. Sultan Haji Ahmad Shah Mosque
x. Uniform Bodies

36. Attendance of Members
36.1 All fixed and special members are invited to all the parliamentary seating.
36.2 All ordinary members are invited to each parliamentary seating with a limited
quota of 30 members to attend in each parliamentary seating. Members
attended shall consist at least 1 (one) representative from the categories listed
in clause 35.3 (a). Seats are to be reserved on the “first come, first serve” basis.

Should the categories are not fulfilled, the commission may fill up the seats
based on the “first come, first serve” basis.

37. Rights of Members
37.1 All fixed (excluding members of IIUM Student Union) and ordinary members
are allowed to send a representative from office bearers of their society to
represent their seat.
37.2 All fixed and ordinary members have their rights to motion, debate and vote in
the parliament.
37.3 All special members have their rights to debate, but not to motion and vote in
the parliament.

38. Proxy Any commission established in the IIUM Student Parliament can motion in the
38.1 parliament by proxy.
38.2 Motion by proxy should be coming through their principal, offices of IIUM
Student Union.
38.3 Proxy may motion and debate on the discretion of their principal, without the
power to vote.
38.4 Motion proposed by the proxy must only concerning anything related to their
specific jurisdiction.

39. Other Matters Relating to Membership
39.1 Maximum of 25 observers who are registered students of IIUM and being
appointed by the Secretary of the Parliament based on their involvement in co-
curricular activities and academic performance.
39.2 The terms of appointment shall be on the per one academic calendar year
basis.
39.3 The Parliament shall have the power to make, amend or repeal rules to regulate
the conduct of any Election for members and observers of IIUM Students
Parliament.

PART V
DISCIPLINE

40. Code of Conduct
40.1
(1) The members of Parliament shall dress in a manner permitted
and not forbidden by the Shariah and shall not behave contrary
to the Shariah code of conduct or neglect Islamic Duties, which
are obligatory upon them in private or in the public within or
outside this campus.
(2) The members of Parliament shall observe all the rules and
regulations prescribed by the University Authority, from time to
time.
40.2
(1) No student shall organize, form or promote any political activity
within the campus
(2) For the purpose of this Article, a ‘political party’ is an
organization defined as such by the Societies Act 1966 (Act
335).
(3) Any member of Parliament who has been found guilty of
disciplinary offence or has been declared and published as
disqualified to hold a position on the Parliament and has
exhausted all avenues of appeal under the University
Constitution or Disciplinary Rules and Regulations, shall
automatically lose his membership in Parliament permanently.

PART VI
AMENDMENT OF STANDING ORDER
41. Amendment
41.1 The proposal for making any amendment to the standing order coming from its
members shall be submitted in writing to the IIUM Student Parliament Commission 5
(five) days prior to the sitting.
41.2
(1) The proposal shall not be passed to be brought to parliament

unless it is approved by the IIUM Student Parliament
Commission.
(2) After its approval, the amendment shall be read to the
Parliament and any objection shall be discussed in the
parliament.
(3) In this Article, “Amendment” includes addition and repeal.

PART VII
ADVISOR
42. Advisor
42.1 The Advisor of IIUM Student Union shall be the Advisor of the Parliament in
relevant matters.
42.2 Both expenditure and program report shall be submitted to the Office of Activity
of IIUM Student Union.
42.3 The advisor may give any unbinding advice pertaining to any matter related to
IIUM Student Parliament.

SECOND SCHEDULE
BREACH IN RULES OF SITTINGS

1. It is an offence for the members of Parliament to use words that are deemed to be
rude.

2. The members of Parliament are not allowed to mention the name of other members in
their speeches. Members of Parliament shall use the notion of Brother/Sister/Observer
or any other notion approved by the speaker.

3. Members of Parliament are not allowed to give out any statement which is deemed to
offend other members.

4. In any debate, it is not allowed to mention an act of members of Parliament except act
in executing his duty.

5. It is extremely prohibited: -
a) to use any words that would tarnish the image of the university
b) to use any words that may lead to anti-government or anti university
c) to use words that cause hatred among races

6. If in the judgement of the speaker that any motion or amend motion or any debate on
the motion or on its amendment constitute to breach this law, the speaker has all the
power to reject the motion or the amendment of the motion according as he wishes, or
stop the debate and dictate that the motion or the amendment of the motion shall no
longer be debated.

7. If any members of Parliament give out any statement which misleads the members of
Parliament with the intention to insult the speaker, the speaker with his power of
discretion, may expel that member effective immediately to sit on the Parliament for
one semester.

THIRD SCHEDULE
OBSERVER

1. Any registered student shall be allowed to apply for a place as an observer
2. The criteria would be as follows:

a) Students who are of good moral character and who observe the Islamic code
of conduct as required by the University which have been provided for in the
University Rules and Regulation.

b) Students who by their leadership qualities serve as good example to others
c) Students who obtained at minimum of 2.7 CGPA
d) Students who have never been promoted on probation
e) Students who have never been found guilty of any disciplinary offence by the

university disciplinary authority
3. The observer may only give an opinion when the speaker allows it during a special

session.
4. Special session refers to one specific time after all Parliament members’ debate but

before the voting session took place.
5. The observers shall not have any power to vote for any motion.
6. The application would be open to all by the Secretary minimum 1 week prior to the

FOURTH SCHEDULE
IIUM STUDENT PARLIAMENT COMMISION ELECTION
1. The parliament shall conduct an election to appoint the commission to conduct the
parliament.
2. The appointment of the commission will be one term, as per tenureship of the IIUM
Student Union.
3. Shall there is an empty seat, the parliament shall take the necessary steps to fill it up.
