This pivotal role demands an individual who embodies both exceptional leadership capabilities and a deep-seated passion for fostering student success and driving campus initiatives. Reporting directly to the System’s Chancellor, the LSC-University Park President will function as the chief executive leader of their assigned campus, steering the institution towards its strategic goals and ensuring the highest standards of academic and operational excellence.

Castillo’s focus is the College’s students. He has reshaped processes and procedures to be student centric and student informed. He understands you cannot be what you cannot see, and therefore ensures he meets students where they are at. Castillo provides numerous student scholarship and internship opportunities and regularly meets with students to offer career advice. He prioritizes student speaking engagements and student outreach. Prior to joining the College, Castillo served as a Partner at Monty & Ramirez, LLP practicing Labor and Employment Law, earning Board Certification in Labor and Employment Law by the Texas Board of Legal Specialization. During this time, he represented the College as outside counsel in various matters. His legal experience includes litigation on cases in state and federal courts, various appellate courts and the Texas Supreme Court. He also served as a briefing attorney for the Honorable Felix Recio of the Southern District of Texas and was an adjunct professor. Castillo’s peer-reviewed articles have been published by the Baylor School of Law and the University of Houston Law Center. Castillo received his Juris Doctorate from the Maurer School of Law at Indiana University in Bloomington and received his Bachelor of Arts in Government from The University of Texas at Austin. Castillo is a firstgeneration high school (on his mother’s side), college, and law school student as well as a first generation American. He enjoys overly ambitious home improvement projects, recently completed Ironman Texas, and is an avid reader. OFFICE OF THE CHANCELLOR Mario K. Castillo, J.D. Castillo was named the fifth Chancellor of Lone Star College in August 2023. Prior to that, Castillo served the College as Chief Operating Officer and General Counsel. His responsibilities have progressed through the years; starting as the College’s General Counsel in 2015, he was promoted to Vice Chancellor and General Counsel in 2016 and again promoted to Chief Operating Officer and General Counsel in 2017. The Chancellor developed five goals for Academic Year 2023–2024 to support the College’s strategic goals. The goals are as follows: 1. Implement performance-based, LSC-specific budgeting and allocation models based on House Bill 8 for iterative testing by Spring 2024 to ensure the College maximizes new revenue and maintains current reserves. 2. Implement benchmarks for measuring First-Year Retention Rates, Graduation Rates, FullTime Outcomes, Part-Time Outcomes, Underrepresented Graduation Rates, and Pell Graduation Rates under the One LSC model by Spring 2024. 3. Implement benchmarks for employees’ attitudes and culture on a business-unit-level-bybusiness-unit-level basis by Spring 2024. 4. Implement benchmarks and service level agreements for advising and financial aid functions under the One LSC model consistent with the new One LSC policy by Spring 2024. 5. Implement benchmarks for measuring employment rates and post-program salaries for each workforce student that completes a credential of value by Spring 2024. Opened in January 2010, Lone Star College-University Park is the sixth campus of the Lone Star College System (LSCS). This state-of-the-art campus features academic classrooms, science labs, offices, full-service conference facilities, and premier commercial leasing opportunities. Spanning 71 beautiful acres with sky bridges connecting the buildings, LSC-University Park embodies the college of the 21st century, inspiring students with its unique design and endless opportunities for new and innovative programs. The vision for LSC-University Park began on April 30, 2009, when LSCS acquired five major office buildings and support facilities from the former Compaq Computer Corporation and Hewlett Packard’s world headquarters, aiming to provide the surrounding area with an affordable college facility and establish the LSC-University Center at University Park. This learning space of the future includes partnerships unique to LSC-University Park. iSchoolHigh, a public, early college, charter high school adheres to the college’s mantra of providing diverse opportunities and challenges. Lone Star Corporate College and Lone Star Conference Center are on site as well. The Corporate College partners with Houston-based, global corporations to identify and meet their workforce training needs. Today, LSC-University Park enrolls close to 13,000 students, employs more than 100 full-time faculty members and over 400 adjunct professors, and is home to one of two University Centers in LSCS – all in one convenient location. Along with its partner universities, the College offers more than 70 programs of study, including credit and non-credit courses, workforce training, and continuing education classes. Programs include education, corrosion technology, computer information technology, geology, journalism, law enforcement, nursing, philosophy, physics, music, teacher certification, and much more. LSC-University Park provides numerous opportunities for students to earn college credits through traditional and alternate scheduling. Minimesters permit students to take a typical 16-week course in just three or four weeks. The weekend college allows students to earn credits and degrees, including an A.A. in Business or Teaching by taking weekend courses online, face-to-face or hybrid. LSC-University Center at University Park also offers junior, senior and graduate-level classes through its university partnership with University of HoustonDowntown Northwest. Faculty are encouraged to try new teaching methods and to work with its diverse student body to find active learning paths that engage students and encourage them to try new approaches across the curriculum. The LSC-University Park Visual & Performing Arts Department creates educational opportunities for LSC students interested in art, drama, music, dance, and visual communications. At LSC-University Park, Student Life is the vibrant center that bridges academic learning with extracurricular experiences. It offers various co-curricular activities such as social, cultural, and wellness programs, community service initiatives, and leadership development opportunities. LSC-University Park is committed to the success of its students, both academically and professionally. GradUP, an innovative initiative aiming to increase graduation by 300% in three years, was launched in 2018. There are over 20 different clubs on campus to choose from, such as the UPRoar Club, International Culture and Engagement Club, Student Veterans of America, Artsy Lens, and Black Student Union.


The President, Lone Star College-University Park provides leadership and oversight for a large college campus in multi campus system, including off-site centers. The President develops new partnerships while maintaining and deepening existing external partnerships and community relations. In addition, the President must be a good and contributing team member of the Chancellor's Cabinet to help develop, coordinate, and collaborate with colleagues’ new system-wide initiatives. This role ensures the college is meeting needs of all constituents including students, community, taxpayers, school districts, and others. As a leader, the President works with key local, state, and national leaders to accomplish the mission of college and system. ROLES AND RESPONSIBILITIES President, Lone Star College-University Park Search Prospectus page 19 The LSC-University President is responsible to the Chancellor of the System for the performance of: Being the Chief Executive Officer of their college in every sense of the word. Satisfies the yearly Team Expectations set out by Chancellor’s Cabinet. Increases Student Success Outcomes for all student populations. Functions as an active member of the Chancellor's Cabinet. Develops and implements college educational and student development programs responsive to the needs of the students and the community, and consistent with the values and mission of the System. Develops and implements a plan of college organization including hiring, termination, and the assignment of responsibilities to college personnel in accordance with Lone Star College policies. Develops and implements a college planning and evaluation system and report the results of all such evaluations to the Chancellor in a timely manner. Represents the college in community and civic activities, supporting the programs of the LSC Foundation and maintaining positive relationships with governmental and educational entities within the college's service area, including members of the Legislature. Serves as the primary communication link between the college's students, faculty and staff and the Chancellor and Board of Trustees. Employee shall maintain a highly professional relationship with both College faculty and staff in all forms of communication and shall abide by all system Policies and Procedures. Performs initial assignment or reassignment of duties as directed by the Chancellor based on the needs of the System.

Doctoral degree and at least 10 years of related work experience, or an equivalent combination of education and experience. Experience must include at least 5 years of administrative experience in a President, Vice President, Vice Chancellor or Associate Vice Chancellor position at a comprehensive community college or system, or equivalent experience.


Hiring salary is $230,670. Prior experience as a college or campus president, or equivalent, may be considered for calculating additional compensation.
