Assalamualaikum Warahmatullahi Wabarakatuh,
Selamat Sejahtera and Salam Sayangi Malaysiaku.
I would like to congratulate the Institute of Teacher Education Ipoh Campus for organizing the
International Conference on Education and Teacher Development (ICETD) held at Casuarina Meru , Ipoh
on 23 -25 July 2019. It is my sincere wish that this intellectual assembly will further develop the potential
of individuals in a holistic and integrated manner.
The conference particularly encourages the interaction of research students and developing academics
with the established academic community in an informal setting to present and to discuss new and
current work. Their contributions will help to make the conference an outstanding platform in ensuring
that our education system evolves to meet 21st century demands. The conference is hoped to reflect
IPGM’s vision in creating professionals with innovative teaching strategies.
Educators not only need to keep up with the changes and transformations, but also must unravel and
repackage knowledge, skills, pedagogies and learning outcomes to stay relevant and connected to the
future. Teachers can do this by using varied, effective strategies to guide and instruct diverse learners,
using assessments and other information on students' performance in instructional planning, and
focusing on literacy and numeracy development. Their best practices must be shared with all teachers
so that they can collectively change communities and nations for the better.
I would like to take this opportunity to welcome all speakers, paper presenters and participants to this
conference and wish all of you a fruitful event. My deepest gratitude goes to all sponsors and
individuals who have contributed to the organization and success of this conference. I greatly
appreciate and look forward to the academia in providing the best and the highest quality of education

Almighty, for giving us the opportunity to hold the International Conference on Education and Teacher
Development at Casuarina Meru , Ipoh on 23 -25 July 2019.
Heartiest congratulations to all parties involved in making this conference a success. IPGM is proud to
acknowledge the collaboration and unwavering commitment put forth in organizing this conference.
The strong ties have initiated the best pedestal for everyone to discuss and share their expertise of the
academic world.
It is with greatest hope that this conference be used as a platform where international and Malaysian
education professionals can be self-directed and autonomous in the pursuit of professional
development while supporting the programmes of the Ministry of Education and government of
Malaysia to improve the education standards in Malaysia.
I would like to call upon educationists and scholars to perform a mind shift and take on the role of
drivers of change in achieving the goals as manifested by the National Education Philosophy. In order
to contribute towards the development of a progressive and knowledgeable society, we need to be
attentive and proactive towards the current educational issues.

areas of interest from pedagogy, linguistics to discourse analysis. With such wide ranging subjects,

In the name of Allah, the most Gracious and Most Merciful.
I am grateful to the Almighty because with His grace and blessings, Institute of Teacher Education Ipoh
Campus, for the first time has successfully organized an International Conference on Education and
Teacher Development at Casuarina Meru Hotel Ipoh this year.
I would like to express my appreciation and thanks to our Minister of Education and the Rector of
Institute of Teacher Education Malaysia for their unfailing support. Not forgetting our presenters and
participants who have come from all over Malaysia as well as overseas for consenting to participate in
this conference to share their knowledge and expertise. Let us take this opportunity to pool our ideas
and resources together for the development and dignity of the education knowledge internationally.
The theme that has been chosen for this conference is in accordance with the world scenario of
education today. We all know that the world of education is dynamic, always changing and will
continue to change in line with the growth and development in science and technology. Hence, we as
educators should heed the call to embrace this change and the best mechanism for this is migration.
Migration not just in terms of physical changes of behavior but more importantly is the migration of our
minds. This is essential because our minds control all our actions. Competent behaviors are a mirror of
a healthy and current mind. Individuals who do not leap forward and move together with the
development as well as always giving limited responses to the current challenges are those who are
passive and pessimistic.
I would also like to take this opportunity to record my word of thanks to the Conference Organizing
Committee for their total cooperation and commitment. I pray that this conference will benefit all of us
and become the starting point of our success in the future.
Finally, I would like to once again congratulate all our participants and presenters for their research

About the Conference
The ICETD 2019 international conference is dedicated to the advancement of
the theory and practices in education and teacher development. It is a platform
for researchers, educationists, academics and policy makers to share
experiences, discuss research findings and new opportunities, acquire the
desired knowledge in the subject and discuss recent development and issues on
education and teacher development.
Conference Objectives
1. Providing opportunities for educators from within and outside the country
to present and share research findings and innovations in education as a
stepping stone of soft skills excellence through education;
2. creating and strengthening collaborative networks globally in educational
research and innovation;
3. generating best practices of research and innovation towards a globalised
first-class education; and
4. strengthening knowledge and generating lifelong learning aspirations in

About the Workshops
EFFECTIVE TEACHING AIDS USING LOW-COST
Workshop

Mr. Yuji Otsuka, Mr. Hiroshi Onishi
• This workshop will introduce participants to a variaties of hands-on science activities. Each
activity uses very common and affordable daily items to be made into useful teaching
materials based on STEM education. Through this workshop, participants will be able to
obtain practical science skills and knowledge to create effective teaching materials in their
own lessons.
Workshop EXCELLENT TEACHERS’ PRACTICES FOR ALL
2 Mr. Norhailmi bin Abdul Mutalib
• Sharing of inspiring experience as teacher teaching in the remote area in Sarawak for 8
years is the main idea of this workshop. The workshop also shares tips and secret of
career pathway as an excellent teacher and how to be on the lookout for international
programs for teachers development. Session ends with hands on to develop and produce
a 30 minutes teaching learning video as part of the flipped classroom strategy.

3 FUNDAMENTALS OF INQUIRY AND STEM EDUCATION

• The goal of science education is for all learners individually master the science process
skills and to teach them how to engage in inquiry. Learners should acquire scientific
thinking – scientific skills and processes, and scientific attitudes in order to develop
conceptual understanding of the scientific concepts. Science process skills are a necessary
tool to generate and use scientific knowledge, to perform scientific investigation and
research and solve authentic real world problems.

4 GLOBAL EDUCATIONAL CHANGE
Professor Stephen Dobson
• This workshop will explore the meaning and practice of social and emotional learning (SEL)
through different questions: Is SEL nothing more than a new coin made from old metal? Is
it really another way of saying 21st century skills or the importance of wellbeing? How can
educators improve student social and emotional learning? Is Minister Maszlee Malik
correct, ‘Something like social and emotional learning cannot be the responsibility of
schools and teachers alone’? Professor Dobson will set the context for this workshop with
an introduction and then all will break into groups to share experiences and views.

Professor Stephen Dobson

Stephen Dobson has a Ph.D in assessment and a Ph.D in refugee work. His is currently Professor
and Dean of Education in the Faculty of Education, Victoria University of Wellington,
New Zealand. He teaches courses on student assessment to undergraduates and post-graduates and
has held many workshops for in-service teachers.
Professor Dobson is the guest professor at the Centre for Life Long Learning, Inland Norway
University of Applied Sciences, Norway and recently completed a term as a member of the
Teacher Education Expert Standing Committee for the Australian Institute for Teaching and School
Leadership (AITSL).
His research and teaching interests include assessment and evaluation (oral assessment,feedback
processes, assessment for learning), professional development, educational philosophy(bildung),
inclusion, classroom studies, youth studies and refugee studies.
His most recent books are Learning Cities - Multimodal Explorations and Placed Pedagogies (co-
edited Sue Nichols and Stephen Dobson, Springer 2018) and Assessing the Viva in Higher
Education - Chasing Moments of Truth (Springer 2017).
He was previously Dean of Education at the University of South Australia and continues in an
adjunct professor role. Professor Dobson was appointed to the position of Dean of Education at
Victoria University of Wellington in July 2018, a position that draws upon his global experience of
education systems and expertise in many areas of pedagogy, including early childhood, schooling
and lifelong learning.

Professor Mustak Al-Atabi

Professor Mushtak Al-Atabi is currently the Provost and CEO at Heriot-Watt University, Malaysia.
His research interests include thermofluids, renewable energy, biomechanical engineering,
engineering education and academic leadership.
He is an Honorary Chair at the School of Mechanical Engineering of the University of Birmingham
(UK) and the Editor-in-Chief of Journal of Engineering Science & Technology.
Professor Al-Atabi has published three books, “Shoot the Boss,” “Think Like an Engineer” and
“Driving Performance” and he has numerous research publications, awards and honours. He is a
Fellow of the Institution of Mechanical Engineers (FIMechE) and a member of the Global
Engineering Deans Council.
Professor Al-Atabi is an innovative educator and he has pioneered the CDIO (Conceive, Design,
Implement, Operate) and delivered the first MOOC (Massive Open Online Course) in Malaysia.
Under his leadership, Taylor’s School of Engineering became the first non US school to have a
Grand Challenges Scholar Programme aimed at developing graduates able to address the 14 Grand
Challenges for engineers in the 21st Century. He trains executives from Multinational Corporations
including banks and energy companies.

Mr. Yuji Otsuka is serving as a Science Education Specialist in SEAMEO RECSAM, Penang since
March 2019. He served as a Senior Volunteer of Japan International Cooperation Agency (JICA) in
Training Programme Division, SEAMEO RECSAM since 2016 to 2018. He conducted several
practical science courses and workshops in the last three years. He was a science teacher in Japan
for over 30 years. He had also served as JICA Senior Volunteer on Science and Mathematics
Education in the Independent State of Papua New Guinea. He was engaged in Super Science High
School (SSH) Project organised by the Ministry of Education Japan as a SSH project promotion
chief. He had also conducted research on “Teaching Methods for Encouraging Motivation to Learn
Science” at Graduate School of International Development and Cooperation, Hiroshima
University, Japan. He had been involved in JICA Long-Term Expert on Science Education (Project
for Improving Science and Mathematics Education in Elementary and Junior High Schools in
Ghana) in the Republic of Ghana. He had been also engaged in preparatory education on physics
for Malaysian students preparing to study in Japan at Malaya University in Malaysia under the
long-term teacher dispatch project organised by the Ministry of Education, Culture, Sports, Science
and Technology of Japan.

Hiroshi Onishi

Mr. Hiroshi Onishi is a Senior Volunteer of Japan International Cooperation Agency (JICA)
serving as a specialist at the Training Programme Division, SEAMEO RECSAM, Penang since April
2019. He was a science teacher in Japan for 30 years. His work was published in the “Science
Education November Issue” in 2010 which was edited by the Teaching Society of Japan. He had
been involved as a JICA Senior Volunteer on Science Education in the Strengthening of
Mathematics and Science Education in Ethiopia, attached to Addis Ababa Education Bureau in the
Federal Democratic Republic of Ethiopia from 2015 to 2017. Prior to that, he had also worked on
‘Developing apparatus in Lahore Education College in the Islamic Republic of Pakistan in 2006-2008.
He had served at the Japan Overseas Cooperation Volunteer of JICA as a Science teacher at
Magawa Secondary school in the Republic of Malawi in 1994-1996.
Norhailmi bin Abdul Mutalib

Mr. Norhailmi is the icon of Malaysia STEM Teacher, Ambassador of MOSTI Science and award
of Agent for National Transformation 2014 by SKMM. He is actively involved with international
pasticipation, including the exchange of Malaysian teachers to Korea in 2015 at Daegu Girls
Commercial High School, facilitator for STELR STEM Bandung Workshop, Indonesia, best practices
for the SSAEM 2016 Seminar in Seoul and NASA’s international space programme in collaboration
with US Space and Rocket Center, United States. In September 2018, he was awarded Malaysia’s

Mr. Dominador Dizon Mangao works as Specialist (Science Education) and currently the Acting
Deputy Director, Research & Development Division of the Southeast Asian Ministers of Education
Organization Regional Centre for Education in Science and Mathematics (SEAMEO RECSAM) in
Penang, Malaysia. He also served as Specialist (Science Education) at the Training Programme
Division for almost seven years at the same institution. At RECSAM, Mr. Mangao is actively
involved in conducting research, publication, and training in the courses designed for science
educators from the SEAMEO Member Countries, Asia-Pacific and African countries. He is
presently the project coordinator of the Southeast Asia Basic Basic Education Standards (SEA-BES)
which published the Common Core Regional Learning Standards in Science and Mathematics and
the Editor-in-Chief of the Journal of Science and Mathematics Education in Southeast Asia
(JSMESEA), the Centres’journal publication. He also served as the Executive Secretary of the 7th
International Conference in Science and Mathematics Education (CoSMEd 2017) and presently the
Head of Secretariat, 8th CoSMEd 2019 to be held in 11-15 November 2019 organized by SEAMEO
RECSAM.
Before his stint in RECSAM in February 2007 as a seconded officer, Mr. Mangao was an Education
Program Specialist II at the Curriculum Development Division, Bureau of Elementary Education,
Department of Education Central Office, Republic of the Philippines. He was the co-chairperson of
the project ‘Search for the Most Effective Public Elementary Schools in Science and Mathematics
in 2005, coordinator of the Elementary English Curriculum under the Restructured Basic Education
Curriculum (RBEC 2002) and National Evaluator of the Accreditation Program for Public
Elementary Schools (APPES) as well as involvement in the School-Based Training Program in
Science and Mathematics (SBTP) with the HRDS and JICA and member of the monitoring team for
the TEEP .

Keynote Address 1
The Most Important Demand Placed Upon All Education

Abstract
“The most important demand placed upon all education is that Auschwitz [does]
not happen again.”
These are the words of philosopher and sociologist Theodor Adorno, a German
who gave a famous radio lecture in 1966. His point was that teaching knowledge and
skills means nothing if it results in pupils and later adults who undertake acts of
racism, violence, persecution and bullying. These actions do not contribute to
justice, social justice and social inclusion in the immediate or longer term.
In this presentation Professor Dobson will explore what this means for education
and teacher development as we come to terms with the recent terror attack in
Christchurch (New Zealand) and many other violent instances around the world.
He proposes a pedagogy of resentment informed by the Māori words tūpuna
(grandparent), mokopuna (grandchild) and konene (the young drifter). Central to his
argument is the role played by oral activity and the struggle for recognition as we
measure what we value, rather than value what we can measure.

Abstract
“Today, as the Fourth Industrial Revolution unfolds, automation and technological
advancement are changing the skills landscape and transforming the nature of work.
This will have far-reaching consequences on human motivation, productivity and the
sense identity. According to McKinsey Global Institute’s report, ‘Jobs lost, jobs
gained: Workforce transitions in a time of automation’ as many as 375 million
people in the global workforce will need to switch occupational categories as the
technological advances of artificial intelligence take place. Graduates are expected to
deal with the uncertainties of the future, while constantly upskilling themselves,
developing resilience, cultivating strong social networks and having a clear sense of
purpose to make a difference to the world.
In this talk, Mushtak will provide a framework for understanding the dynamics of
job creation and destruction and what skills and attributes our teachers should focus
on developing in order for our youth to remain relevant, productive and connected.
