Dear Readers, As we navigate through the challenges of 2022, we take note of our achievements and keep track of our future endeavors to further give service to the TVET systems of our member countries. From April to June, I have continued visiting our Governing Board members based in Manila, particularly the Embassies of Bangladesh and India, to further inform them of CPSC’s activities and plans for the coming months. In addition, we have made efforts to maintain contact with the Vietnamese and Lao Ambassadors and discussed their prospects of joining CPSC in the near future. I am optimistic that these meetings will produce positive results for the benefit of CPSC. We have also continued our technical assistance to the TVET instructors and master assessors in Nepal. With the assistance of Swiss Foundation for Technical Cooperation and Council for Technical Education and Vocational Training (CTEVT), we have successfully sent a CPSC-engaged international TVET expert in Kathmandu to develop Competency Standards (CS) and further strengthen the implementation of their National Vocational Qualification Systems, an initiative that was started as early as 2018. As for our regular programs, we have continued organizing online In-Country Programs in cooperation with Labtech International Ltd. We have taught virtual TVET to trainers of electrical, automotive and HVAC from Bangladesh, Malaysia and Myanmar, respectively. We also visited the city of Marawi in the Philippines’ Mindanao island to lead the monitoring and evaluation mission of the Future Movers’ Project. During this mission, I have seen the devastation and hardships brought by recent wars, and we hope that this joint project with ASSIST, GPCCI and TUV-Rhineland will make a significant impact on the lives of the internally-displaced persons in the area. As part of our continued commitment to expand our network and establish linkages, we have sparked partnerships with development partners such as Bentley Systems and Toyota Motor Philippines, with the latter evolving into a Regional Program slated to be held in August of this year. Please feel free to browse the rest of the pages of this quarterly for the details of our activities and achievements and we enjoin you and the rest of our stakeholders to continue following CPSC’s activities and plans for its member countries as we all recover from the effects of COVID-19 pandemic in our businesses and personal lives. I n line with the easing of COVID-19 restrictions in the Philippines and the gradual resumption of face-to-face meetings, the CPSC Governing Board Meeting was convened physically after two consecutive years of being organized through online meeting platforms. Held on June 28, 2022, at the Dusit Thani Hotel in Makati City, the Governing Board’s 113th Session was attended by the Heads of Missions of Bangladesh, India, Myanmar, Pakistan, Papua New Guinea, Singapore, and Sri Lanka, with the representative from the United Nations and International Organizations-Department of Foreign Affairs (DFA-UNIO)-Philippines. The Head of Mission of Thailand, as well as the representative of the Technical Education and Skills Development Authority (TESDA) of the Philippines, attended the proceedings virtually via Zoom. Observers from Embassies, DFA-UNIO, as well as from the Office of the Vocational Education Commission (OVEC) in Thailand also attended the meeting in person and online. The Board Members discussed key management activities such as the CPSC Yearly Plan of Operations and Operational Budget for FY 2022-2023, and other routine management activities. In addition, they could give their consent on crucial decisions such as the increase in the budget allocation for programs in anticipation of the resumption of face-to-face implementation in CPSC’s programs and activities, as well as the changes in some of the norms and policies. They also adopted the minutes of the 112th Meeting held in January 2022 and noted the achievements and highlights of CPSC’s operations for FY 2021-2022. The meeting also facilitated the turnover of the Governing Board Chairmanship and Vice-Chairmanship for FY 2022-2023 to H.E. Dr. Imtiaz Ahmad Kazi, Ambassador of Pakistan, and H.E. Betty Palaso, Ambassador of Papua New Guinea, respectively. The Governing Board also recognized the contributions of the outgoing Chairperson, Hon. Prof. Wickramasinghe, together with the Executive Secretary Mr. Jan Michael Marasigan, was welcomed by Ambassador F.M. Borhan Uddin and First Secretary and Head of Chancery Ms. Sayma Razzaki. Prof. Wickramasinghe extended his appreciation to the Ambassador for their consistent support and the Government"of Bangladesh for its continued cooperation and assistance to CPSC. He cited their prompt remittance of the member country contributions and the active participation of their representatives in the capacitybuilding programs organized by CPSC through the years. He also informed the Ambassador of CPSC’s new initiatives such as the additional in-country programs for all member countries, including Bangladesh, in the form of online simulation-based and skill-specific training programs conducted in partnership with Labtech International. In addition, he was able to convey CPSC’s present need for additional members of the professional staff and expressed his hopes that Bangladeshi professionals will avail of this opportunity. The updates were well-received by the Ambassador as he said his commitment to Bangladesh’s continued support to CPSC and its future endeavors. T he CPSC Director General, Prof. G.L.D Wickramasinghe, accompanied by CPSC Executive Secretary Mr. Jan Michael Marasigan, made a courtesy call to the Embassy of the Republic of India in Manila on April 6, 2022. The courtesy call was embarked to meet the head of mission personally and discuss current and future programs of CPSC to its member countries, and express his appreciation for the support given to the Staff College. Special In-Country Program in Bangladesh Held Online, Focuses on Training of Trainers for Electrical Basics In collaboration with Labtech Academy and the Directorate of Technical Education (DTE), Ministry of Education, Bangladesh, the Colombo Plan Staff College successfully organized an online in-country program on virtual TVET for electrical basics from April 25-28, 2022. The program involved a total of 30 electrical technology instructors, lecturers, and officers from different TVET institutes nationwide. Supervising the program was Prof. G.L.D. Wickramasinghe, CPSC Director General, and Dr. Steven McKee, President of Labtech International Ltd; Program coordination and resources were provided by Mr. Brad Ker, General Manager of Labtech Academy. Meanwhile, local supervision of the program was arranged by Dr. Md. Omar Faruque, Director General of the Directorate of Technical Education (DTE), Bangladesh. Local logistics were facilitated by Engr. Md. Aktaruzzaman, Director (Planning & Development) of DTE, Bangladesh. The opening ceremony was held on April 25, 2022, and was attended by the officers from CPSC, Labtech, and DTE. The chief guest of the program was Ms. Sayma Razzaki, Chargé d'affaires, a.i. of the Embassy of the People’s Republic of Bangladesh in the Philippines. During her opening speech, she underscored the importance of this program in further building the confidence of TVET trainers in the country, as well as the urgent need for skilled workers to continue pushing for the country’s continued economic development. She also relayed the message of support on behalf of the Ambassador, H.E. F.M. Borhan Uddin, and the Bangladeshi community in Manila. This 4-day course provided an introduction for teachers/ instructors to a TVET learning management system (LMS) and the Virtual TVET digital learning content. The learning materials or topics were designed to cover the introduction to electrical fundamentals, instruments, and meters, electrical components, power supplies, etc. It also goes into developing the student's knowledge and skills leading to more advanced or practical studies such as residential and commercial wiring systems, electrical machines and their controls, electrical protection systems, etc. In addition, a lecture on the best practices & safety in electrical training, and the use of instructional videos to deliver 21st-century training were delivered by Mr. Antonis Siamas, Head Trainer & SME Superior Training Center Australia, and Mr. Ian Andrew, Consultant and TVET Specialist of Labtech International, respectively. The program ended on a high note on April 28, 2022, as the participants expressed their satisfaction with the program’s organization and appreciation to the organizers for brief but meaningful training. PROGRAM IN-COUNTRY Automotive Trainers in Malaysia Carries Over the Lessons of Virtual TVET from CPSC and Labtech The Colombo Plan Staff College and Labtech International Ltd. extended the benefits of its partnership by holding an online in-country program on Automotive Technology Using Virtual TVET in Malaysia. Held from May 23-26, 2022, the program tapped 29 automotive trainers and instructors for a period of four days. This program of similar nature and modality was previously held in the Philippines, Fiji, Bhutan, and India. Supervising the program is Prof. G.L.D. Wickramasinghe, CPSC Director General; Dr. Steven McKee, President of Labtech International Ltd; and Ms. Zainab Ahmad, Director General of the Department of Polytechnic and Community College Education (DPCCE), Ministry of Higher Education (MoHE), Malaysia. In addition, the program’s resources and logistics were facilitated by Mr. Brad Kerr, General Manager of Labtech Academy while Ms. Nawwar Adibah Binti Wahid provided her support as the local Program Coordinator. Mr. Ian Andrew, Consultant and TVET Specialist at Labtech International, also provided additional resources as a program lecturer. The opening ceremony of the program was held on May 23, 2022, and was graced by the Ambassador of Malaysia to the Philippines, H.E. Norman Bin Muhamad. His speech centered on the friendship between Malaysia and the Philippines and the need for both countries to strengthen their bilateral cooperation for the benefit of their respective economies. Meanwhile, Ms. Zainabl Ahmad, the Director General of DPCCE, outscored the importance of this program as a way for Malaysia to continuously invest in its human resources as a strategy to maintain its economic growth. She also emphasized that despite the pandemic, DPCCE has been very active in the implementation of its activities and implored its continued use of online means to do so. Held via Zoom, the four-day program covered topics related to the introduction to automotive systems such as basic engine fundamentals, electricity, and electronics, braking systems, wheels and drive systems, and steering and suspension systems. It also goes into developing the student's knowledge and skills, leading to more advanced studies such as petrol and diesel fuel, systems, engine management, transmissions, and hybrid vehicles. During his speech, he was able to provide positive feedback regarding the program and looks forward to furthering activities of CPSC that involve Malaysian TVET practitioners, especially in the automotive sector. PROGRAM IN-COUNTRY The Colombo Plan Staff College (CPSC), in partnership with the Department of Technical and Vocational Education and Training (DTVET), Ministry of Science and Technology (MoST)- Myanmar was able to successfully organize an in-country program on “Developing a Modern TVET Curriculum” to Myanmar participants from May 30-June 3, 2022. The program was attended by 30 participants from the country’s TVET sector and was conducted online through Zoom. The rationale for the program’s implementation was to lay the foundations for the mutual recognition of formal and informal learning, which will eventually lead to the free flow of skilled labor within the region. In addition, the program aims to address the challenges in Myanmar’s TVET system by strengthening a new breed of curriculum developers to address the mentioned needs, trends, and issues. The program was supervised by Prof. G.L.D. Wickramasinghe, CPSC Director General and Dr. Pyae Kyaw Thu, Director and Head of Curriculum Development Section, DTVET. Dr. Ligaya Dumaoang, an International TVET Curriculum Specialist, coordinated the program and provided the main resource materials. Local coordination and logistics were facilitated by Dr. Maw Maw Tun, Deputy Director of the Curriculum Development Section, DTVET, The opening ceremony, held on May 30, 2022, was graced by notable officials namely the Director General of the Ministry of Science and Technology (MoST) of the Government of Myanmar, Dr. Sai Kyaw Naing Oo. His speech emphasized the importance of these programs to the development of TVET in the country and encouraged the participants to do their best in the program. Meanwhile, the Charge d’Affaires of the Embassy of Myanmar in the Philippines, H.E. Aung Kyaw Oo, appreciated the fruitful cooperation between Myanmar and CPSC. He also wished the participants the best of luck in their endeavors and looks forward to the future activities of CPSC in Myanmar. The closing ceremony, meanwhile, was held on June 3, 2022 and was attended by DTVET and MoST officials such as Dr. Maw Maw Tun and Mr. Aw Aw Kyaw. The participants and officials are unanimous in saying that the program is relevant and timely in addressing the pressing issues of TVET implementation in the country, particularly on curriculum development. PROGRAM IN-COUNTRY CPSC and Labtech Implement Virtual TVET Training to Myanmar HVAC Participants A joint program co-organized by CPSC and Labtech International was successfully implemented online in Myanmar on June 27-30, 2022. The program involved the participation of 20 TVET instructors and trainers of the HVAC (Heating, Ventilation, and Air Conditioning) sector from the Philippines and Myanmar. This 4-day course provided an introduction for Teachers/ Instructors to a TVET Learning Management System (LMS) and Virtual TVET Digital Learning Content. The objective is to get them up and running on when and how to use Virtual TVET and digital content and TVET LMS to monitor the progress and grades of learners within and across institutions, and how to integrate these into their classroom learning, plus management of courses. The outcome for the teacher/instructor/trainers is that it will be a refresher course on new technology and applying a hybrid approach in the relevant subject area. This is specifically organized for instructors in the HVAC sector. The program was jointly supervised by Dr. Sai Kyaw Naing Oo - Director General of the Department of Technical and Vocational Education and Training (DTVET), Ministry of Science and Technology (MoST), Dr. Myo Min Thant, Principal, Government Technical Institute at Shwe Pyi Thar and Prof. G.L.D. Wickramasinghe, Director General of CPSC. In addition, the program’s resources and logistics were facilitated by Dr. Steven McKee, President Emeritus of WorldDidac Association which is the largest international education industry association, and founder of Labtech International, together with Labtech Academy General Manager Mr. Brad Kerr. Local coordination was facilitated by Dr. Maw Maw Tun - Deputy Director of the Curriculum Development Section, Ministry of Science and Technology. The program was formally opened on June 27, 2022, and was attended by key officials, notably Dr. Myo Min Thant, Principal, Government Technical Institute at Shwe Pyi Thar, and Hon. Aung Kyaw Oo, Chargé d'affaires, a.i. Of the Embassy of the Republic of the Union of Myanmar in the Philippines. Both officials praised CPSC for pushing this program and hoped for more collaboration between the two entities. They also expressed their support for Myanmar’s active participation in CPSC activities, noting that two in-country programs were already organized for Myanmar as of July 2022. PROGRAM CUSTOMIZED CPSC Continues to Contribute to the Establishment of the National Vocational Qualification System in Nepal The Colombo Plan Staff College, in partnership with the Council for Technical Education and Vocational Training (CTEVT) and the National Skill Testing Board (NSTB), organized the Customized Program for Training on Facilitating Development of Competency Standards. The complete duration of the program is from April 4 to July 8, 2022, with a planned onsite consultation for the training manual development and conduct of training in Kathmandu from April 24-May 7, 2022. A total of 40 instructors and facilitators attended the training. The program was organized in order to facilitate the implementation of the National Vocational Qualifications System Project (NVQS-P), which is a joint initiative of both the governments of Nepal and Switzerland. The Swiss Foundation for Technical Cooperation (Swisscontact) provides Technical Assistance to the project on behalf of the Swiss Agency for Development and Cooperation (SDC). Initially, the first phase of the project was implemented from October 2015 until July 2020. The second phase is a nationwide initiative, implemented from 16 July 2020 until 15 July 2024 at the Federal level and gradually in all seven Provinces. CPSC was able to provide the technical expertise to ensure that the planned establishment of a National Vocational Qualifications System (NVQS) in Nepal gains ground. Similarly, the project revolves around its three planned outcomes: (1) Certify Nepali youth through National Vocational Qualifications System and facilitate their employment in domestic and international markets; (2) Ensure that CTEVT/ NSTB, on behalf of the Ministry of Education, Science and Technology (MoEST), implement the National Vocational Qualification System in partnership with the private sector and (3) Ensure that provincial governments implement the Vocational Qualification System (VQS). CUSTOMIZED CPSC Officials Visit Marawi City for the Future Movers Monitoring Mission Key officials from the Colombo Plan Staff College (CPSC) visited the Islamic City of Marawi in the Province of Lanao del Sur, Philippines, to complete the fieldwork and monitoring mission as required by the Future Movers Project (FMP). The visit was held from May 4-6, 2022. The delegation included the CPSC Director General, Prof. G.L.D Wickramasinghe, the Projects and Consultancy Officer, Ms. Arlene Cruz, and the Research Officer, Mr. Rae Emmanuel Echaveria. Also joining the team are the Monitoring and Evaluation Officer and the Assistant Professor at the University of the Philippines Open University (UPOU), Ms. Emely Amoloza. The visit commenced with a tour of the eight (8) Technical and Vocational institutes (TVIs) that took part in the Future Movers Project. The team personally inspected all the participant institutes and interviewed their school heads/ managers. Afterward, the team conducted interviews with the trainers and trainees to document the impact of the Future Movers Project in achieving employability and empowerment in Marawi City. The team conducted focus-group discussions with the stakeholders to know their sentiments about the project, as well as the challenges they faced during the implementation. They were also able to meet the Provincial Director of TESDALanao del Sur, Ms. Aleida Nameera P. Mangata. She was able to provide background information regarding the situation of employability and skills training in the city. The team was able to complete the three-day mission and was able to document the impact of the project on the local communities. They were also able to personally observe the effects of the conflict on the socio-economic landscape of Marawi. In addition to the aforementioned activities, a visit to two TVET institutions was also held in Marawi coinciding with the FMP M&E activities. The visit to these institutions was conducted to initially check potential TVIs to be part of the next CPSC-ASSIST emPower Project crafted with a similar objective: contributing to the socio-economic development of Marawi City and the Philippines by empowering the internally-displaced persons (IDP) and underprivileged youth to become highly-skilled and employable technicians. Launched in February 2020, the Future Movers Project involved the cooperation of several sectors in order to achieve the proposed impact of “up-skilling” and “rightskilling” of internally displaced persons (IDPs) and youths by honing their capability to be employed while adopting a “modular approach to learning” with the aim of replicating the lessons in the future. CPSC, as a part of a consortium composed of Asia Society for Social Improvement and Sustainable Transformation (ASSIST), German-Philippine Chamber of Commerce and Industry (GPCCI), and TÜV Rheinland Philippines Inc., implemented the project with the aim of significantly contributing to rebuilding Marawi City- a predominantly Muslim City located in Northern Mindanao, Philippines which was caught in the middle of an armed conflict in 2017. NEWS Prof. G.L.D. Wickramasinghe embarked on a courtesy visit to the Embassy of the Lao People’s Democratic Republic in Manila on June 10, 2022. He was welcomed by the Ambassador, H.E. Songkane Luangmuninthone. The visit was organized to re-introduce CPSC to Laos through its official mission in the Philippines, inform them of the programs and activities of the Staff College, and explore the possibility of having Laos back as a CPSC Member Country. Accompanied by the Executive Secretary, Mr. Jan Michael Marasigan, Prof. Wickramasinghe apprised the Ambassador of the upcoming activities of CPSC that relevant officials and personnel from Laos can participate on a partial sponsorship basis. He also provided the Ambassador with information on the CPSC membership options should Laos be interested in reactivating its membership with the Staff College. In response, Ambassador Luangmuninthone thanked Prof. Wickramasinghe for taking the time to visit the Embassy. He mentioned that he is aware of the Colombo Plan network's programs, such as scholarships and training programs. He positively received the invitation of having the membership of Laos reactivated, with hopes of the approval of the relevant ministries and departments in his country. Laos is one of the founding members of CPSC and is currently a charter member country. Part of the new Director General’s priorities is to invite and encourage former CPSC Member Countries such as Laos to join the Staff College again to be able to contribute and participate in the programs and activities of CPSC. CPSC Director General Visits the Vietnamese Embassy in the Philippines Embassy of Laos in the Philippines Visited by the CPSC Director General The Director General of the Colombo Plan Staff College, Prof. G.L.D. Wickramasinghe embarked on a visit to the Embassy of the Socialist Republic of Vietnam in the Philippines on May 30, 2022. This is part of his activities to liaise with possible member states and explore opportunities for further collaboration and membership in the CPSC network of nations. He and the Executive Secretary, Mr. Jan Michael Marasigan, was welcomed by the Head of Mission, H.E. Hoang Huy Chung, and the First Secretary for Press, Culture, Education, and Tourism, Mrs. Nguyen Thi Thanh Thuy. During their meeting, Prof. Wickramasinghe informed Ambassador Hoang of the relationship between CPSC and Vietnam which dates back to the inception of CPSC where Vietnam is a founding member and provided financial contribution from 1974 to 1977. He also acquainted the Ambassador with the training programs and activities of CPSC, especially the upcoming ones in which Vietnam may participate. NEWS A Memorandum of Understanding (MoU) was signed between the Colombo Plan Staff College (CPSC) and Bentley Systems, Inc. on May 26, 2022, and was commemorated through a ceremony held virtually via Zoom. The collaboration was intended “to overcome the emerging issues and challenges being faced by TVET, which may include re-training of TVET teachers, new teaching and learning methodology and technology, etc.” Attending the ceremony on behalf of CPSC are all the divisional team leaders together with the Director General, Prof. G.L.D Wickramasinghe. On the other hand, Bentley Education was represented by Mr. Mohit Bradoo, Director of Bentley Education, Mr. Kuthur Sriram, Global Education Programs Manager of Bentley Systems, Inc.; and Mr. Narain Loganathan, Senior Programs Manager for Bentley Systems, Inc. in Southeast Asia. The partnership aims to explore opportunities for collaboration on programs that will equip TVET teachers with digital learning content for infrastructure design and development, as well as the exploration of key software that can be relevant in enhancing the methodological demands of TVET instruction today. Bentley Systems, Inc. is a corporation based in the United States which specializes in creating and managing the world’s civil infrastructure. Its education arm, Bentley Education, is focused on creating programs to help students for careers in engineering, design, and architecture. They are exploring opportunities within the TVET sector to encourage flexibility, innovation, and digitization among the students and educators in the region. As part of its commitment to facilitate the development of TVET in the Asia-Pacific Region, the Colombo Plan Staff College (CPSC) participated in the initial talks between the Technical Education and Skills Development Authority (TESDA) of the Philippines and the State Ministry of Skills Development, Vocational Education, Research & Innovation (MoSTR) of Sri Lanka for possible collaborative activities aimed to improve the employability of their workforce and the TVET system in the long run. The meeting was held at the TESDA Headquarters in Taguig City, Philippines on June 3, 2022. The CPSC Director General, Prof. G.L.D. Wickramasinghe represented CPSC in the meeting and was accompanied by Mr. Vergel dela Paz, CPSC Training Officer. The signing ceremony was held in the Camry Room of the Toyota Motor Philippines Headquarters in Santa Rosa City, Laguna, Philippines on June 24, 2022. The MoU renewed the partnership of the three organizations on key collaborative activities on training, research, information-sharing, linkage, and certification. Meanwhile, the MoA stipulated the necessary requirements for a series of a joint training program on automotive technology designed to be implemented through Phase 1 online/ synchronous theoretical learning session and through Phase 2 face-to-face practical technical training instruction. It also paved the way for the exploration of other joint activities. Accompanied by the Training Officer, Mr. Vergel dela Paz, the Director-General was able to meet with Mr. David T. Go, the President of TMPF and TMPTech as well as other key officials. They were able to exchange their optimism about this partnership and hopes for a successful and productive collaboration between the two entities. Afterward, the officials moved to the TMP Activity Center where they were welcomed by the graduates of the 12th and 13th Batches of the 2-year Automotive Servicing Course. The theme of the event is “Accelerate your Dreams in the New Normal” and it is the first face-to-face graduation that was allowed after two years. Prof. Wickramasinghe addressed the graduates as the Guest of Honor of the event on which he was able to highlight the impact of TVET on nation-building. His speech emphasized the crucial role that TVET plays in economic and social development which are key elements in building a nation that is stable both economically and politically as well. He also emphasized that the skills that they gained during their stint at Toyota are important in the development of the automotive industry in the Philippines, which in turn contribute to its continued industrialization and economic progress. APACC During the meeting, Prof. Wickramasinghe informed the Ambassador of the recent activities of CPSC that benefited India such as the 2 In-Country Programs conducted with the Ministry of Education and NITTTR Kolkata and Chennai, and the online Regional Programs in collaboration with Labtech International and Toyota Motor Philippines, wherein trainers from India participated in. In addition, he also discussed the plans of CPSC in conducting face-to-face training in the future, as well as the need for a seconded faculty consultant, in which he hopes India can provide support as they have in the previous years. He also briefed the Ambassador on his planned meetings with former and potential CPSC members, as a continuation of his courtesy visits to strengthen CPSC’s network. In response, Amb. Kumaran congratulated Prof. Wickramasinghe for his appointment as the 12th CPSC Director General and extended his appreciation for CPSC’s constant connection to the institutions in India. He also expressed his support for the endeavors of the Staff College and his willingness to be of help to CPSC’s plans for the future. In response, Ambassador Hoang expressed his appreciation for the courtesy visit and discussed various issues and concerns in the region. He also took note of the activities mentioned by the Director General and looks forward to receiving further details of them. The Ambassador took note of the option of Vietnam’s re-entry as a member of CPSC and awaits further information regarding the process which shall be sent by CPSC. Both parties expressed their optimism about CPSC and hope that Vietnam will play a major role in CPSC soon. On April 12, 2022, the Asia Pacific Accreditation and Certification Commission (APACC) hosted its first Focal Agencies’ Meeting via Zoom. Albeit virtually, respective National Coordinators for Accreditation (NCAs), APACC Special Officers, TVET Agency Executives, TVET Experts, and Quality Assurance Officials, were convened to present their national TVET/ quality assurance systems and status updates and share benefits for APACC-accredited institutions initiated by their countries. The nine countries represented in the meeting were Fiji, India, Malaysia, Myanmar, Sri Lanka, Pakistan, Philippines, Thailand, and Timor Leste. The meeting was graced by the presence of CPSC Director General and APACC President, Prof. G.L.D. Wickramasinghe who delivered his welcome remarks as the Chairperson of the meeting. He then gave a brief APACC overview and status report. During the meeting, the status of the Memorandum of Understanding with each country was also reviewed and status updates were provided. Afterward, country representatives were given ample time to share their respective presentations on updates in the TVET/quality assurance system and their country-initiated benefits for APACC accredited institutions. Subsequently, the floor was opened for discussion on areas for collaboration and suggestions for APACC’s further improvement of its services. It was a fruitful learning avenue for all to inspire and be motivated by each others' strategies in continuously promoting APACC and implementing quality management systems in the TVET sector. Representatives expressed their willingness to continue their cooperation and some suggestions for further improving APACC services were raised. Prof. Wickramasinghe ended the meeting with a hopeful note for everyone’s continuous support to achieve the shared goals toward TVET advancement. In an effort to develop stronger partnerships and linkages with member governments, boost awareness, and encourage support for APACC activities for the benefit of TVET stakeholders, APACC is planning to conduct meetings with focal agencies biennially or at least once every two years. The Centre for Instructors and Advanced Skills Training (CIAST), located in Shah Alam, Selangor, Malaysia, subjected itself to the Asia Pacific Accreditation and Certification Commission (APACC) institutional evaluation via zoom on May 30 – June 3, 2022. It is the very first institution under the Ministry of Human Resources to undergo an APACC evaluation while there are several institutions which have been accredited by APACC under the purview of Ministry of Higher Education and Ministry of Rural Development. CIAST was established primarily as a training center for instructors. The center offers pre-service and in-service courses in areas including automotive, electronics, computer, mechatronic, welding, and production. It started operating on August 30, 1985 through the ASEAN Human Resource Development Project of the government of Japan. The opening program on May 30 was attended by officials from Skills Development Department, Ministry of Human Resources namely Ts. Dr. Mohamad Sulaiman, Deputy Director General and Madam Molinda Abd Rahman, Director of Planning, Development, and Research Division. In his special remarks, the Deputy Director General expressed his appreciation to CIAST and the APACC team for pursuing the evaluation activities despite the challenges of COVID-19 pandemic. The accreditors were given an opportunity to deliver their special remarks as well. The last agenda item of the opening program is the CIAST introduction by the Director Madam Zuleah Darsong where she mentioned the center’s strategic directions, team members, facilities, core business, and achievements. The online tour of facilities happened on May 30 and 31 with the following facilities toured: classroom, computer laboratory, multimedia center, welding unit, library, auditorium, career guidance and counseling room, dormitory, student council room, cafeteria, sick bay, and activities hall. Confirmation of self-study scores were done systematically whereby the criteria working group representatives discuss the level of compliance with the APACC sub-indicators first followed by the verification of accreditors through interviews of relevant personnel and students. HR NEWS FEEDBACK The Colombo Plan Staff College (CPSC) held its Reassessment Audit on April 8, 2022 with Certification International, with the aim to renew its existing ISO 9001:2015 certification status. The proceedings were conducted online through GoToMeeting. All members of the CPSC staff attended the two-day event which involved a thorough audit of CPSC’s operations. CPSC was able to pass its recertification audit with flying colors, as it was reissued with another ISO 9001:2015 certification on the scope of “organizing demand-driven training programs, projects, accreditation and certification, research, information and communication technology ICT) in TVET and human resources development services”. The certificate, valid until June 2025, strengthens CPSC’s evidence as an organization that adheres to prescribed quality standards and adds another feather in its cap of achievements as a testament of the excellence and trustworthiness of its systems for the service of its member countries. The program covered various topics such as Digital TVET Framework and What is Virtual TVET; Understanding how to Adapt and Adopt Blended Learning; How to use a TVET LMS to Deliver Competency-Based Training; TVET LMS Reporting and Analytics; and Understanding the Technical Operation and Troubleshooting of new modern training system. The HVAC fundamentals such as electrical controls and components, instruments and meters, electric motors, and HVAC components were also introduced and discussed with the participants. The participants were also taught how to incorporate their lesson plans using Virtual TVET and were awarded certificates of completion by Labtech and certified by Worlddidac after the course. The closing ceremony was held on June 30, 2022, and was graced by Dr. Sai Kyaw Naing Oo Director General of DTVET, MoST; Mr. Brad Ker, Program Coordinator, and Resource Person and Prof. G.L.D. Wickramasinghe, Director General of CPSC. Other notable invitees also include Dr. Steven McKee, President of Labtech International, Ltd. and Dr. Myo Min Thant, Principal, Government Technical Institute (ShwePyiThar), DTVET, MOST. The officials agreed on the relevance of this program in further developing Myanmar’s labor force and expressed their gratitude to CPSC and other government agencies in the country for making this program a success. The representatives of the two agencies discussed issues on labor workforce mapping, accreditation and benchmarking, national competency certification, benchmarking of international and national competency certification, standards development, language skills, and soft skills training. CPSC, being a specialized agency for TVET in the Asia-Pacific region, is expected to contribute significantly to this collaboration by organizing special In-Country Programs with Sri Lanka using the expertise of TESDA. The meeting ended on a positive note as both agencies committed to further maintaining closer communication and are expected to formalize this bilateral agreement in an MoU that will be signed in the coming days. This argument divides the “more industrialized economies” of the North (US, Canada, Western Europe, developed countries in Asia, Australia, and New Zealand) versus the relatively “less developed and developing countries” of the global South (Africa, Latin America, and developing countries in Asia including the Middle East). This grounded the idea of a “blame game” over who is responsible for the bulk of the GHG emissions (industrialized North) and who suffers from the consequences of these emissions (developing South). Article 6 of the UN Convention on Climate Change specifies the commitments of UN member countries in education, training, and public awareness on climate change and its negative effects in the future.
