Gender and Development (GAD)

The Gender and Development (GAD) formulation Plan of the Department was designed to
empower women and address gender issues in accordance with R.A. 7192 and the Philippine
Plan for Gender-Responsive Development (PPGD) 1995-2025, that directs all agencies to
institutionalize gender and development (GAD) activities in government, and Republic Act No.
9710, otherwise known as the Magna Carta of Women, mandates gender mainstreaming and
gender-responsiveness in all agencies programs, activities, projects and policies.
The Department of Environment and Natural Resources (DENR) Region 2 concern with
gender roles, responsibilities and expectations in the community and analyses the nature of
women’s contribution to meet outcome of every activity undertaken.
The following are the mainstreamed programs and activities of the department:
Hiring of Forest Protection Officers and Extension Officers and Para-Legal
Training/Gun Handling Training to DENR Personnel
For this year, there were 81 Forest Protection Extension Hired for the operations against
illegal logging.
There were also women personnel conducting forest patrolling together with the other male
personnel. Some female personnel also involved in the conduct of education campaign and
consultation meetings on the results of the monitoring of our natural resources.

The forty four (44) selected personnel from Regional Office and provinces participated in the
on-line lecture on law enforcement and gun handling, to equip and capacitate personnel
assigned in forest areas,
Training on Basic Life Support, Self Defense, Jungle Survival and Gun Handling was
conducted thru virtual seminar, composing the Chief, Enforcement and Monitoring Units and
one (1) Forest Rangers from all PENROs and CENROs including two participants from
Enforcement Division.
The learning Service Providers for the said training are personnel from the PNP-RMFB2
SWAT Units of the Police Regional Office 2 (PRO2) based at Camp Adduru in Tuguegarao
City, Cagayan. The actual training on proper gun handling demonstration and practical
shooting and basic life support was conducted in three (3) batches in the Provinces of
Cagayan, Isabela and Quirino.
Enhanced National Greening Program (E-NGP)
For this year there were 5,463,483 seedlings produced with an area planted of 4,870
hectares. This is fully maintained and protected by the concerned beneficiaries/ adoptors and
includes activities on ring weeding/brushing, establishment of firelines/firebreaks, replanting
and application of fertilizer and patrol works for a high survival rate.

For Biodiversity Friendly Enterprise (BDFE) component, appraisal activity was
undertaken for the Infant and Young child Feeding/ Breastfeeding Support Group and United
Sumnanga Civic Organization in Batanes Protected Lanscape and Seascape (BPLS);
Palaui Environmental Protectors Association in Palaui Island Lanscape and Seascape
(PIPLS); Bilai-Ikan Association, Divilacan Handicrafts Association and Sabutan Weavers
Association in Northern Sierra Madre National Park (NSMNP).
Meanwhile, a rapid assessment was conducted to the Baguio Point Upland Farmers and
Forest Protectors Association in Peñablanca Protected Landscape and Seascape (PPLS).
There are meetings and focus group discussions done with the members of the People’s
Organizations (POs) to level-off on BDFE-related concerns while activities such as trainings,
provision of materials for their enterprises were conducted as part of the enhancement of the
PO enterprises.
Issuance of Residential Free Patent and Agricultural Free Patent
Despite the expiration of the law on issuance of agricultural free patents, there is a
notable increase in the issuance following the expiration of acceptance of application last
December 31, 2020.
A total of one thousand eight hundred eighty-five (1,905) Residential Free Patents and
Seven hundred thirty-four (734) Agricultural Free Patents were transmitted to the Register of
Deeds.
As emphasized by Chief of the Licenses, Patents and Deeds Division (LPDD) Engr. Eliseo
Mabasa, Gender Fair Land Titling under homestead patents can already be named after
women. He added, allowing female names in land titles is pursuant to the harmonized
Gender Advocacy and Development (GAD) guidelines applied in Rapid Land Titling
Appraisal. The guidelines co-developed by the Philippine Commission on Women and the
National Economic and Development Authority to ensure that programs and projects of the
government are gender-responsive.
Continuous Information Education Communication (IEC) Campaign
IEC campaign has been used for several activities as primary approach to inform, influence,
motivate, engage and empower stakeholders on the different programs and projects
implemented by this office.
The DENR Cagayan Valley through the Regional Strategic Comunication and Initiatives
Group (RSCIG) maximized the use of social media platforms to create awareness on the
importance of conservation, protection, and sustainable management of the country's
environment and natural resources amid the COVID-19 pandemic.
A total of 115 editorial materials (press and photo releases) were published either in national
and local newspapers or in the regional official facebook page and in the website.
In partnership with the media sector, two press conferences/media briefings were conducted
in support to the launching of the Cagayan River Rehabilitation Project and the Department’s
programs and activities during the culmination of the Philippine Environment Month. The
proceedings of the press conference were aired over national and local radio and television
stations and local publications.
Radio guesting in local radio stations were also conducted to drumbeat environmental events
and celebrations and to inform the public on the accomplishments and activities of DENR
Cagayan Valley.

Conduct of PAMB Meetings on protected area caves and wetlands development
and management
To strengthen the management of the protected area, a Protected Area Management Board
(PAMB) was strengthened and actively involved in policy making for the management of
protected area in accordance with National Integrated Protected Areas System (NIPAS) Act
and its implementing rules and regulations.
For this year there were 65 meetings conducted with a combination of face to face and virtual
meetings consisted of regular, ExeCom and unified. There were PAMB Resolutions approved
and adopted for effective PA management.
Conduct of Learning events conducted for DENR R2 employees (new entrants)
The Orientation for New Entrants aims to provide the newly appointed and promoted employees full
understanding and understanding of their roles, functions and duties as government employees as well
as DENR retrospect, values, ethics and core values.
The onboarding for new entrants and re-orientation for newly promoted personnel on HR Mechanisms
with the theme: Motivational Upliftment Towards “Yes” Attitude in Delivering Excellent Public
Service was conducted and participated by fifty-one (51) new entrants and newly promoted personnel
with salary grades 15 and below and conducted through online learning modality.
GAD Month Celebration
For the GAD month celebration which was conducted every month of March, some activities
was cancelled due to Enhanced Community Quarantine. Still other activities was started
before the ECQ like hanging of streamer in the office fascade indicating the theme, “We Make
Change Work for Women: Juana Laban sa Pandemya: Kaya”.
Through facebook livestreaming hosted by DENR USEC for Climate Change Atty. Rebuelta-
Teh with the guest speaker RED Gwendolyn C. Bambalan, talks on Women Can Make
Change Amidst Climate Crisis and COVID 19.
The One Billion Rising Dance was simultaneously joined by employees thru virtual in the
regional and field offices wearing purple shirt as one of the directives of the Philippine
Commission on Women (PCW).
Quarterly Meeting on GAD program implemented
Quarterly Meeting was done through virtual meeting to update programs, information,
agenda and for supervision , monitoring and validation of GAD activities of the different
services of the Regional office, PENROs and CENROs.
Lactation Station Center improved and maintained
Despite the pandemic, the installed lactation rooms were maintained. The nursing mother
employees and clients who recently gave birth can make use lactation area to provide them
comfort and convenience in breast pumping to store milk in bottle container to sustain and
feed their babies with their breastmilk after day work.
