Sharing a common goal with the provincial government of

Cebu Province took active part in the Caravan of
Provincial Services during the second quarter of 2022.
Provincial Director Atty. Ian Kenneth Lucero joined
Governor Gwendolyn Garcia, local officials, and other
national government agencies during the caravan in
Consolacion on May 31, Camotes Island on June 1, and
Carmen on June 2.

The provincial government distributed assistive devices

The residents also availed of the free medical
consultation, diagnostic services, dental services, eye
examination, and anti-rabies and COVID-19 vaccination,
among others, during the caravan.

that premiered on June 21.

The Department of the Interior and Local Government
(DILG) Cebu Province, under the leadership of Provincial
Director Jhoaden Lucero, gave recognition to its
personnel and clusters for their exemplary performance
and contributions to the Department.
Lucero organized an awarding ceremony, which was held
on April 4 to 6 at the Chateau by the Sea in Lapu-Lapu City,
to uplift the morale and productivity of the workforce
composing the DILG Cebu.
Among the awards given were the Employee Performance
Recognition, Special Award per Cluster per Outcome Area,
Field Officer Special Awardee, Director’s Choice Award,
Most Improved Cluster, and Laban Lang Movers Award for
Project Development Monitoring Unit.
During the same activity, Lucero likewise launched the
sub-regional office’s tagline dubbed as “Serbisyong
Tiunay, Malambuong Sugbo Kanunay. #DILGCebuCares”
to establish the brand identity of DILG Cebu Province.
The tagline represents the unified mantra of the DILG
Cebu personnel to inspire them to deliver genuine quality
service in their everyday dealings and in the long run,

36 LGUs named GFH passers Pangatungdanan

At least 36 local government units in Cebu Province
passed the CY 2021 Good Financial Housekeeping (GFH)
nationwide assessment of the Department of the Interior
and Local Government (DILG).
These LGUs were Alcoy, Alegria, Aloguinsan, Asturias,
Badian, Balamban, Barili, Bogo City, Boljoon, Carcar City,
Catmon, Consolacion, Cordova, Daanbantayan,
Dalaguete, Danao, Dumanjug, Liloan, Madridejos,
Malabuyoc, Medellin, Moalboal, Naga City, Ronda,
Samboan, San Fernando, San Remigio, Santa Fe,
Santander, Sibonga, Sogod, Tabogon, Tabuelan, Talisay
City, Tuburan, and Tudela.
DILG Cebu Provincial Director Atty. Ian Kenneth Lucero
congratulated the LGU passers on their achievement
which he said clearly proves their firm commitment and
strong political will towards financial transparency.
“Continue to champion better fiscal management as it
hopefully translates to enhanced delivery of services to
the communities and eventually solidifies the trust of the
people to the government,” his congratulatory letter read.

were found eligible for the Seal of Child-Friendly Local
Governance.
Passing the 2019 Child-Friendly Local Governance Audit
(CFLGA) were Balamban, Bogo City, Compostela, San
Fernando, San Remigio, Sogod, and Talisay City.
"Your relentless efforts in giving high importance to the
rights and welfare of children in your community have
finally paid off,” reads a portion of Lucero’s
congratulatory letter to the mayors of the said LGUs.
The CFLGA aims to assess performance of the LGU in
the delivery of child-friendly policies, programs and

Four barangays in Cebu Province were
declared national passers in the pilot
implementation of the 2021 Seal of Good
Local Governance for Barangays (SGLGB)
Awards of the Department of the Interior and
Local Goverment (DILG).

These were Barangay Tugas in Madridejos;
Barangays To-ong and Calambua in San
Remigio; and Barangay Mohon in Sogod.

Atty. Ian Kenneth Lucero, who heads the DILG
Cebu Province, commended the outstanding
performance of the said barangays across the
governance areas, putting primacy to integrity
and good performance as pillars of
meaningful autonomy and development.

LGUs with highly functional ADACs
receive markers

During his courtesy visit to the local chief executives in the second Pangatungdanan
quarter this year, Provincial Director Atty. Ian Kenneth Lucero conferred
the markers from the Department of the Interior and Local Government
(DILG) to the local government units in Cebu with highly functional Anti-
Drug Abuse Councils (ADACs).
The DILG, through the Philippine Anti-Illegal Drugs Strategy - Project
Management Office (PADS-PMO) awarded the National ADAC
Performance Award Marker to LGUs that achieved high functional
adjectival ratings or those that garnered 85-100 audit scores during the
2019 and 2020 ADAC Performance Audits.
Lucero handed the marker to Tudela Mayor Greman Solante on June 1
and Samboan Mayor Emerito Calderon, Jr. on June 23, respectively, for
passing the 2019 audit.
Borbon Mayor Noel Dotillos, Alcoy Mayor Michael Angelo Sestoso and
Boljoon Mayor Merlou Derama also received the markers for passing the
2020 audit on June 9 and 22, respectively.
Lucero likewise handed the markers to San Francisco Mayor Alfredo
Arquillano and Poro Mayor Edgar Rama for passing the 2019 and 2020
audits on June 1.
Lucero was accompanied by Cluster Head Roxine Coyoca, the respective
Municipal Local Government Operations Officers, and other local officials
and personnel during these visits.
In February this year, Bogo City LGOO VI Michael Eltanal also turned over

DILG Cebu releases P900k death
benefits

The Department of the Interior and Local Pangatungdanan
Government (DILG) Cebu Province released a total
of P912,000 death benefits to the beneficiaries of
66 deceased barangay officials from January to
June this year.
Of these barangay officials, 12 were punong
barangay (PB), 52 were sangguniang barangay
members (SBM), and two were barangay
secretaries.
DILG Cebu Provincial Director Atty. Ian Kenneth
Lucero, cluster heads, and field officers handed
over the cheques to the beneficiaries.
Pursuant to Executive Order No. 115, series of
2002, the DILG is authorized to determine the
amount and administer the payment of the death
benefits of barangay officials who die during their
term of office.
Beneficiaries of a deceased punong barangay can
receive P20,000 for death benefit and P2,000 for
burial expenses, while beneficiaries of a deceased
member of a sangguniang barangay, including
Sangguniang Kabataan chairpersons as ex-officio
members, barangay secretary and barangay

DILG Cebu Provincial Director Jhoaden Lucero took a
step up the career ladder after having been appointed as
Director III and promoted as the Assistant Regional
Director in DILG Region V.
She took her oath before Undersecretary for Local

Lucero served as the city director of DILG Mandaue City
from 2010 to 2019 and took the helm of DILG Cebu
Province from 2020 to 2022.
Among her major accomplishments and initiatives in
DILG Cebu were the active participation and support of
the provincial government headed by Governor
Gwendolyn Garcia to the programs and activities of the
Department; and the ‘One-Link’ guide to all their
deliverables, deadlines, reporting templates, and
schedule of activities.
Lucero likewise made it a priority under her leadership to
increase the number of LGUs with approved
Comprehensive Development Plan (CDP) by creating a
team that will focus on providing technical assistance to
the LGUs. From only six LGUs with approved CDP when
she assumed office as DILG Cebu Provincial Director, at
least 40 out of the 50 LGUs of the Province already now
have approved CDP as of June 30, 2022.
Her other innovations included the digital attendance
monitoring system at the height of the pandemic;
employee recognition and awards; renovation of office
and procurement of office equipment; and “Pabaon sa
Kinabuhi” takeaway series after every provincial
conference wherein personnel share words of
encouragement and life-changing experiences to uplift
each other amid the ongoing COVID-19 crisis.
Lucero earned her baccalaureate degree in Business
Management and master's degree in Management, both
at the University of the Philippines - Cebu.
She was conferred with the Career Service Executive
Eligibility (CSEE) in 2004 and the Career Executive
Service Eligibility (CESE) in 2012. She was granted the
CESO V rank in 2014 and earned her Environmental

directive of Provincial Director Atty. Ian Kenneth Lucero.
Lucero introduced the reform to strategically strengthen the four
clusters headed by LGOO VII Wyndell Valle, LGOO VII Lanie
Lopez, LGOO VII Roxine Coyoca, and LGOO VI Liza Fernandez.
“This paves the way for easier accessibility and faster
coordination with the field officers and your clients - the LGUs,”
Lucero told the cluster heads.
Valle established his cluster office in Alcantara, while Lopez put
up her cluster office in Asturias.
Fernandez, on the other hand, set up her cluster office in Talisay
City, while Coyoca maintains three offices in Danao City, Borbon
and Cordova.
Meanwhile, Lucero aims to conduct weekly provincial staff
meetings and monthly conferences with the cluster heads to
monitor the compliance and status of programs and projects.
Consequently, the cluster heads shall have their own cluster
conferences or meetings to cascade and discuss those that were
tackled and reported during the said monthly meetings with the

of the 219th PCGA Squadron on July 1.

He started as a Lieutenant Commander of the PCGA in
December 2020 and was designated as the division
director of the 219.2 PCGA Division in 2021.

Management Unit (PDMU) conducted onsite
validation on the self-assessment results of the
Local Road Management Performance Assessment
(LRMPA) of the Provincial Government and the
Municipalities of Alcoy, Dalaguete, and Sogod during
the second quarter of 2022.
The assessment team was composed of LGOO V Iris
Arias, LGOO II Joie Ann Audiencia, Engr. II Blaine Atil,
Engr. II Nicel Libradilla, Engr. II Joseph Jay Nebril,
Engr II Billy Ray Papa, and Engr II Louies Gabutin.
They were likewise assisted by the Municipal Local
Government Operations Officers assigned in the said
municipalities.
An exit conference was also held wherein the ratings
of the LGUs were discussed and presented to the
mayors, municipal officials and personnel, members
of the Technical Working Group of the Local Road
Management Team (LRMT), and other stakeholders.
The LRMPA aims to determine the capacity and
performance of LGUs in their local road management
through the use of the Local Road Management
Performance Assessment Tool (LRMPAT).
The assessment results can be used to formulate
capacity development strategies on the identified
areas for development, leverage the identified
strengths, and serve as basis for allocation of road

CSIS Utilization Conference held

Department heads and personnel of the Municipality Pangatungdanan
of Dumanjug, Cebu participated in the Citizen
Satisfaction Index System (CSIS) utilization
conference on June 15.
Mayor Efren Gica thanked the DILG Regional Office,
DILG Cebu Province, and DILG Dumanjug for
spearheading the conduct of the activity, and vowed
to support the plans and programs under the Citizen-
Driven Action Plan which would be formulated during
the conference.
On behalf of DILG Cebu Provincial Director Atty. Ian
Kenneth Lucero, Cluster Head Roxine Coyoca
expressed hopes that the municipality can come up
with interventions and proposals to improve the
service delivery.
Project Manager Jesse Susada of the University of
San Jose-Recoletos as DILG-7 Local Resource
Institute partner presented the comprehensive CSIS
survey report and turned it over to the Municipality
and DILG.
Also present were the Civil Society
Organization/People’s Participation Partnership
Program (CSO/PPPP) Project Management Office
headed by John Denver Calo, personnel from DILG

At least three resolutions were passed during the first
meeting of the Cebu Provincial Management and
Coordinating Committee (PMCC) on June 29.
During the meeting presided over by PMCC Chair and
DILG Cebu Provincial Director Atty. Ian Kenneth
Lucero, the Committee agreed to institutionalize the
quarterly awarding of the top performing
units/stations and personnel of the member agencies
for their exemplary performance of their official
duties.
It also issued a resolution adopting the provincial
levels of Philippine Drug Enforcement Agency-7, Joint
Task Group Cebu of the Armed Forces of the
Philippines, and Central Visayas-Philippine Coast
Guard as expanded members of the PMCC.
The Committee likewise passed a resolution strongly
supporting the conduct of Caravan of Cebu Provincial
Government Services.
The member-agencies also presented their major
accomplishments during the first semester of 2022.

Members of the Cebu Provincial Project Monitoring
Committee (PPMC) attended the orientation on
project monitoring and evaluation on May 31 and
June 9.
Department of the Interior and Local Government
(DILG) Cebu Provincial Director Atty. Ian Kenneth
Lucero expressed his hopes that the participants
will make use of the knowledge they obtained from
the orientation in properly performing their
respective roles in the PPMC.
Lucero also assured the Capitol officials and
personnel of the continued support of DILG Cebu
Province in the implementation of programs,
projects and activities.

“Dasig Pescador”

Department of the Interior and Local Government (DILG) Cebu
Provincial Director Jhoaden Lucero expressed support for the
launch of “Dasig Pescador”, a volunteer campaign seeking to
expedite the rehabilitation of Pescador Island in Moalboal, Cebu.
To recall, the island was temporarily closed after it was damaged
by Typhoon Odette in December 2021.
The government-led initiative, which was formally launched on
February 27, was spearheaded by Governor Gwendolyn Garcia in
partnership with the Department of Tourism, signaling the
reopening of the famous diving spot to tourists.
Recognizing that Moalboal is one of the most visited tourist
destinations in the province, the Cebu Provincial Tourism Task
Force has come up with intervention measures to speed up coral
recovery and restore tourism livelihood in the area.gml

the Cebu Provincial Tourism Task Force conducted a dialogue on
February 26 in Moalboal, Cebu.
Governor Gwendolyn Garcia, who heads the task force, tackled the
efforts undertaken by the provincial government to revive the
tourism industry following the COVID-19 pandemic and Typhoon
Odette.

CODE team visits Cebu

The National Task Force Against Covid-19
spearheaded the Coordinated Operations to Defeat
Epidemic (CODE) team visit in Cebu to support the
local government units in strengthening their
response to the health crisis as the country gears
toward the new normal.
Health Secretary Francisco Duque III and
designated national testing czar, Secretary
Vivencio Dizon led the CODE Team visit on March
18 in Lapu-Lapu City with the theme “BIDA Tungo
sa New Normal”.
They met with the local chief executives, national
government agencies, and representatives from
tourism, ecozones, business chambers, and
academe in Cebu and Bohol Provinces for a
dialogue to discuss opportunities and measures to
swiftly address pressing issues in their respective
areas of concern.

Batch LGOO Apprenticeship Program.
On April 27, Dir. Jhoaden discussed Module 1: DILG
Programs, Projects, and Activities as (PPAs)
Anchor for Development.
Meanwhile, Atty. Ian discussed the salient features
of Local Government Code of 1991 on May 29
during the final review in preparation for the May
30 Module Examination for the 150 apprentices.
Those who will pass the module examination will
go to Tagaytay City for the face-to-face training of
the 54th Batch of LGOOs II and III which will start
on June 6.

Lucero was invited as the resource speaker during the

SPMS rating orientation held

Local Government (DILG) Cebu gathered on June 22 for the
leveling-off of the Strategic Performance Management System
(SPMS) rating.

Program Manager Blanche Catherine Suan discussed the
guidelines on grading report requirements in terms of quality,
efficiency, and timeliness to ensure uniformity in the standards
of rating submissions with due consideration of the conditions
met.

She said the activity will level off the perspective among the
program coordinators as raters and set the pace for submitting
