WHAt We Do
A Community of Friends (ACOF) was founded in 1988 with an approach to collaborate with community- based service agencies to offer tenants a variety of on-site supportive services. Through this model, ACOF has been able to provide housing for people with special needs — seniors, those with developmental disabilities, transition age youth, very low income persons, and those with mental illness — creating affordable, permanent housing and an environment that promotes stability.
With over 1800 units completed in 44 properties, primarily throughout Los Angeles County and with many projects in the pipeline, ACOF is one of the largest nonprofit permanent supportive housing developers in Southern California. Thirty-nine (39) of the buildings are currently in ACOF’s portfolio. Projects include both substantial rehabilitation and new construction and range in size from 9 to 114 units. Total development costs for each project range from $600,000 to $30.2 million. ACOF secures all project financing, performs community outreach, assembles the project team and manages the project through all phases of development, construction and lease-up. Additionally, ACOF is transitioning to in-house management of all of our properties. We currently manage five and co-manage 13 buildings. ACOF also provides service coordination in approximately 16 of its buildings.
ACOF has demonstrated its expertise in affordable housing development by structuring and securing over $425 million in financing. With a reputation for innovation, ACOF was the first nonprofit developer in Los Angeles to implement the permanent supportive housing model, serving both individuals and families, and the first to consistently develop this housing outside of Skid Row.
ACOF serves as developer and owner or managing general partner (in tax credit limited partnerships) for properties in Santa Monica and the Los Angeles communities of Hollywood, Koreatown, North Hills, South Los Angeles, Van Nuys, Willowbrook, San Pedro, Silver Lake, and Boyle Heights, as well direct involvement in two projects in San Diego and four in Orange County. Our mission is now expanding into San Bernardino County with Liberty Lane in the City of Redlands, targeted for veterans and their families.

Message from the Board Chair and the CEO
We are pleased to welcome you to A Community of Friends’ (ACOF) 13th Annual Awards Celebration! Over the last 27 years, ACOF has been the leader in providing permanent supportive housing to over 2,000 men, women, and children in Southern California.
Tonight, we celebrate the commitment, compassion, and courage of three individuals and one organization. In her role as Los Angeles County District Attorney, The Honorable Jackie Lacey truly advocates for the most vulnerable while ensuring our streets are safe. District Attorney Lacey is leading a multidisciplinary effort to develop a comprehensive mental health diversion program for the estimated 17% of inmates in county jails who have a mental illness. William A. Witte, CEO & Chairman of Related California, leads one of the largest multi-family development companies in California. His commitment to affordable housing extends beyond his work as he spends his personal time and resources supporting those in need through nonprofit board leadership for organizations such as Shelter Partnership. To many of those attending tonight’s event, SCANPH is a familiar, yet unsung partner in Southern California’s affordable housing sector. We congratulate them for 30 years of essential advocacy for underserved populations, who indirectly benefit from the staff’s collective efforts. And finally, Victoria Juarez made it to ACOF’s Cornerstone Apartments 10 years ago and has forged a life of stability, a desire to succeed, and gives back to the community who welcomed and nurtured her in her darkest days.
With your partnership tonight, we will continue our work to end homelessness through the provision of safe, quality, affordable housing. Through our model of coordinating services on-site, we provide the support needed to help people with special needs become stabilized in their homes. As we all know, having a home matters. Val Zavala is Vice President of News and Public Affairs at KCET, the largest independent public television station in the U.S. Ms. Zavala, who joined KCET in 1987, is also the anchor of SoCal Connected, KCET’s weekly news magazine. Over its six seasons SoCal Connected has won a Peabody and Columbia University duPont Award for investigative reporting as well as numerous Los Angeles area Emmy awards. Previously, Ms. Zavala anchored and/ or produced the nightly newsmagazine Life & Times. Ms. Zavala has earned 16 Los Angeles area Emmy awards.
Ms. Zavala has covered major issues in Southern California
politics, education, government, demographics, healthcare,
environment, economy, and arts and culture. She has
been honored for her community service by numerous
organizations including the California Chicano News Media
Association, and Hispanic Americans for Fairness in Media for her integrity and longevity in broadcast journalism. She was named one of the 100 most influential Latinas by Hispanic Business Magazine (2006). She was a senior fellow for UCLA’s School of Public Affairs (2007-08). She has been chosen by the California Science Center’s support group as their 2013 “Woman of the Year.” She is also a board member of the Southern California chapter of the Alzheimer’s Association, and a former Trustee of Mount St. Mary’s University where she also received an honorary degree in the humanities.
Ms. Zavala attended Stanford University as a John S. Knight Fellow, a mid-career program for journalists (1992-93). She received her M.A. in journalism from American University in Washington, D.C. and her B.A. in Latin American Studies from Yale University.

Jackie Lacey
A native of Los Angeles, District Attorney Jackie Lacey has spent most of her professional life as a prosecutor, manager and executive in the Los Angeles County District Attorney’s Office. She was sworn into office on Dec. 3, 2012, as the 42nd District Attorney. She is the first woman and first African-American to serve as Los Angeles County District Attorney since the office was established in 1850.
Her top priority is keeping the streets of Los Angeles County safe from violent and dangerous criminals. She is committed to safeguarding our children from human sex traffickers, our seniors from financial elder abuse and our communities from environmental crimes that threaten our health and our livelihood.
As founder and chair of the Los Angeles County Criminal Justice Mental Health Project, District Attorney Lacey is leading a multidisciplinary effort to develop a
comprehensive mental health diversion program. An estimated 17 percent of the inmates in county jails are mentally ill. They often are unable to assist in their legal defense because of mental illness, resulting in longer – and more costly – incarceration and delayed justice.
District Attorney Lacey has been honored by The National Black Prosecutors Association, The Mexican American Bar Association and The Women Lawyers of Los Angeles. She received the Distinguished Professional in Public Service Award from the University of California, Irvine and the Silver Achievement Award from the YWCA of Greater Los Angeles. She is a member of the National District Attorneys Association, the California District Attorneys Association and the National Black Prosecutors Association. She serves on the boards of the Los Angeles County Prosecutors Association and the Peace Officers Association of Los Angeles County.
For five years, District Attorney Lacey dedicated one lunch hour a week to teaching fifth graders at Lorena Street Elementary School in Boyle Heights about the criminal justice system.
A graduate of the University of California, Irvine, and Dorsey High School, District Attorney Lacey began her legal career as an associate in a small civil law firm. She then became a trial deputy in the Santa Monica City Attorney’s Office.

William A. Witte
Mr. Witte is the Chairman and Chief Executive Officer of Related California, one of the largest developers of urban and multifamily housing in the state. Prior to joining The Related Companies in May of 1989, Mr. Witte served as Deputy Mayor for Housing and Neighborhoods under Mayor Art Agnos in San Francisco, where he oversaw all housing, development and redevelopment activities for the City, and from 1981–1988, as Director of Housing and Economic Development under Mayor Dianne Feinstein. He also served as an appointed Commissioner of the San Francisco Housing Authority in 1989-90.
Prior to his tenure in San Francisco, Mr. Witte served in 1980 as Executive Assistant to Assistant Secretary for Housing/Federal Housing Commissioner Lawrence B. Simons at HUD in Washington, as Legislative Director for the National Association of Housing and Redevelopment Officials (1978–1980) and with the Philadelphia Office of Housing and Community Development (1975–1977).
He received a B.A. in Urban Studies and a Masters in City Planning from the University of Pennsylvania. Mr. Witte is a member of the Board of Overseers of the Graduate School of Design at the University of Pennsylvania and is a Policy Advisory Board member of the Fisher Center for Real Estate at UC Berkeley’s Haas School of Business; and a member of the Boards of the Center for Real Estate at the Merage School of Business at UCI, the Lusk Center for Real Estate at USC, and a member of the Community Partner Advisory Board of the Orange County Human Relations Commission. In addition, Mr. Witte sits on the Boards of the Center for Creative Land Recycling in San Francisco and Shelter Partnership in Los Angeles.

SCANPH
Now celebrating 30 years of advocacy, the Southern California Association of Non-Profit Housing (SCANPH) is a trade association that supports and advocates for those dedicated to the development of affordable housing. Serving the Southern California region of Los Angeles, Orange, Ventura, Riverside, and San Bernardino counties, SCANPH’s mission is to facilitate affordable housing development across Southern California by advancing effective public policies, sustainable financial resources, strong member organizations, and beneficial partnerships.
Under Alan Greenlee’s leadership the last three years, SCANPH’s policy work has re-energized the affordable housing industry in Southern California. Whether mobilizing its membership to advocate for a dedicated source of funding at the State level for affordable housing (SB 391) or to protect or allocate resources from former redevelopment funds for affordable housing, SCANPH’s advocacy efforts have resulted in highly successful engagement of its membership and other adjacent
constituencies. Through timely distribution of information and high quality trainings, such as studies, reports, webinars, and technical guides, SCANPH has become a resource for educating and informing policy makers, stakeholders, members, and the general public to the importance of an affordable home. Its annual conference attracts almost 800 people from across the five-county region to share best practices in the field.
SCANPH’s staff of six has helped align messages and voices from across the field, resulting in a highly effective organization whose members deliver permanent affordability, improve the social and physical fabric of the surrounding community, and demonstrate good stewardship of public resources and maximize public benefit.

Victoria Juarez
Victoria Juarez moved into Cornerstone Apartments on December 28, 2004. It is a day she will never forget because it marked the first time she had a stable place to live that she could call her own.
Ms. Juarez grew up in South Gate. Her adoptive family constantly reminded her she was an outsider, telling her she was no good. She was physically, mentally and sexually abused. She joined a gang at a young age, craving the family that she didn’t have at home. But even the gang couldn’t help her gain a sense of belonging. She ran away at the age of 13, terminating her schooling and ending up in the San Fernando Valley. Throughout her teenage years she stayed at people’s homes, in shelters, motels, and on the street. Ironically, she even lived in the courtyard of the State Office Building down the street from Cornerstone Apartments. She drank constantly, and abused drugs. She was arrested for various offenses, including prostitution and armed robbery.
In 2002, Ms. Juarez, tired of life on the streets, attempted suicide. Upon her release from the hospital, she was sent to an outpatient mental health center, where her mental illness was finally diagnosed. She began therapy and attended counselling groups, noticing that those who helped her included people who had similar stories. Seeing people put their lives back together was motivation for Ms. Juarez to stop her continued use of alcohol and drugs.
Upon graduating from peer counselling class in 2013, Ms. Juarez was hired as a peer advocate by San Fernando Valley Community Mental Health Centers, Inc, (Centers, Inc.) where she continues to work. Her growing confidence has led her to set new goals in life. After 30 years without a high school diploma, Ms. Juarez has returned to the classroom to obtain her GED. Every morning, she climbs onto her bicycle and pedals to her job at Centers Inc., and every chance she gets, she meets with a tutor to prepare for the GED exam. Ms. Juarez knows intimately how years of gang involvement, substance abuse, and homelessness can weigh on the human spirit. She now shares her stories of struggle and triumph in hopes of being an inspiration to others by showing them life can get better and there is a community of friends waiting to help.

Cover Artist Melinda Saddler was born in Long Beach and was raised in the foster care system in Central California. Unfortunately, after she was emancipated from foster care with no support or resources, she became homeless. In 2004, Melinda was accepted into ACOF’s transitional age youth (TAY) housing program at Step Out. Currently, she lives at ACOF’s Gower Street
Apartments. Melinda discovered art as a child, drawing cartoons free- hand. Through ACOF’s services staff, she was introduced to Housing Works’ Art Studio, where she learned how to oil paint. Melinda likes the calming feeling she gets from her art, and she finds inspiration through other artists and through music. With support, she has been able to come out of her shell and try new things. Melinda is currently a student at Los Angeles City College, studying to become a Speech Language Pathology Assistant.
SuSAN GibLiN
In 1948, Susan Giblin moved from Dearborn, Michigan to Los Angeles. She first started painting in the late 1960’s, primarily using pen and ink, and watercolor. Due to financial constraints, her artistic career was put on hold when she pursued a career as an accountant. Working in a high paced environment, Susan soon found herself abusing drugs and eventually homeless. After receiving stable supportive housing, Susan reports that it not only
made it possible for her to organize her life and “live like a human being again,” but she is now able to finally live her dream – to be an artist. In pursuit of this
dream, Susan went back to school at Los Angeles Harbor College where she majored in Art. Susan is now a member of the San Pedro Art Association and she was honored by the Port of Los Angeles with an Exceptional Merit Award for her accomplishments. After living at California Hotel for over 10 years, she still credits having a place of her own as the foundation for her success.

Daniel Rivera left home when he was 18 and has been in and out of homelessness his entire life, spending time in Los Angeles, Miami and Orlando. Looking back, Daniel realized that his symptoms of mental illness first surfaced in high school and continued into college. In 2004, Daniel was picked up by a PATH Street Outreach Team and provided an emergency shelter bed where he began receiving services from Gateways Hospital and Mental Health Center. His case

manager eventually referred him to A Community of Friends. In 2006, he finally secured housing at Fox Normandie Apartments. ACOF’s consistent on-site support has allowed for Daniel’s stability, where he could “concentrate on what he needed to do.” Daniel has always been creative, beginning with painting and photography. He loves learning to use new mediums, and in the 1980’s even worked with interior designers and created painted furniture. Living in an ACOF building has allowed Daniel the time to take chances on new and diverse pieces of art, such as the two shown in this year’s silent auction. As his life has stabilized, he has also had the chance to become an actor, having parts in movies and stage shows.

Dean moved into Gower Street Apartments in October 2006 and he gives thanks for all the opportunities that have been presented since. He was born in Culver City and raised in Long Beach. In 2002, Dean uncovered his creativity sparked by his emotions. Though he has never taken an art class, living in supportive housing has given him the freedom to try new mediums and the space within his apartment fosters his creativity. His passion for the arts has manifested through mediums such as photography, clay, wood, marble, water color, pencil, acrylic and his preferred medium, oil. In this year’s submission, Armageddon, Dean made a frame then melted pewter onto oil paint. Dean’s previous submissions to ACOF’s auction have included eyes, saloon ladies and tribal masks. Dean also searches second hand stores and garage sales for unique frames to complete his pieces. Though supplies can get limited quickly, he focuses on what he
has to work with. Dean believes he has much more to learn and senses that a new chapter in his work and expression is ‘around the bend.’
ANNMArie SoCASH
Annmarie Socash has been taking art lessons since her grandmother, Gladys, took her to her first class when she was 13. These classes began her love of anything art related, and prepared her for enrollment at Loyola Marymount University where she received a degree in studio arts.
In 2001 Annmarie produced a sculpture for the “A Community of Angels” sculptural art project in Los Angeles. She submitted a design to the art project using stained glass. Her inspiration was the glass mosaics in churches in Europe, namely the stained glass of Notre Dame. The colored glass with
gold paint beneath was the way she emulated the
Rose window in patterns of circles. Annmarie has also produced close-up photographs of her glass sculpture that are their own pieces of art. At last year’s Beyond Perceptions, one of Annmarie’s glass sculpture photographs was used as ACOF’s cover art. This year, Annmarie’s jewelry is
being displayed.

riCHArd TAyLor
Richard Taylor is a Georgia native with an appreciation for ceramic making. He moved to California in 1983 after taking advantage of an employment opportunity. But by January of 1999, he found himself homeless and living in a motel. In May of that year, he was accepted as an ACOF tenant and moved into the California Hotel in San Pedro. His newfound residential stability allowed him to return to college on a part-time basis to further his education.
On December 14th 2009, Richard lost his vision while attending a math class at Harbor City College. He later learned that diabetic retinopathy played a major role in his impairment. Yet, he was determined to succeed, and continued taking classes at the local college. While working toward his degree, Richard participated in a ceramics class. He decided to tap into his nautical
nature and his love for the ocean. He found the beach to be an escape, and was often soothed by the smell of the sea air and the sounds of crashing waves. He envisioned rocks, soil, and minerals corroding on the beach, and decided to mold a large sea shell. This ceramic piece was a major accomplishment for Richard, and showed him that his visual impairment was a condition, not a hindrance. Richard continues to participate in ceramic making, and finds the classes to be therapeutic, calming, and reassuring.
GeorGe yANCHeNok
George Yanchenok has lived in Los Angeles for over half a century. He studied art and photography at Choinard (Cal Arts) and UCLA and has assisted many professional photographers. He worked as a reporter and photographer for the Citizen News and The Herald Tribute. Once a member of ASMP and PPC, he partnered a photo studio in Santa Ana specializing in portraiture.
An unfortunate turn of events put him on the streets, but he was saved in the nick of time by the Heritage Clinic and has been a tenant at ACOF’s Willis Avenue Apartments since
it opened in 2012.
