Kaiser Permanente National Facilities Services (NFS) Vendor Management Overview


National Facilities Services (NFS) designs, builds, renovates, and expands state-of-the-art hospitals, medical offices
and other administrative and support buildings. We play a key role in providing planning and design expertise,
construction management services, and facilities maintenance support at Kaiser Permanente buildings. We also
manage a real estate portfolio.

NFS creates value and trust through effective and efficient facilities management in support of Kaiser Permanente
clients and the members we serve. We a re a valued and trusted partner in realizing Kaiser Permanente’s mission by
putting patients and members first. We value efficiency and innovation, meeting client expectations through
teamwork, integration, and a drive to improve.

NFS Vendor Management maintains a Master Vendor List (MVL). The MVL is used by the NFS team to select
vendors to perform construction related work and services.

In order to get on the MVL , vendors are sponsored by NFS team members. Sponsored vendors are then invited to
participate in the qualification process. If successful, the vendor is placed on the MVL and the sponsor can consider
them for work.

All vendors must complete a vendor requalification process on an annual basis.

Small Business Certification






Benefits of becoming a California Certified SB or SB-PW

The state of California established the Small Business (SB) and Small Business for
the Purpose of Public Works (SB-PW) certification programs to increase business
opportunities for the SB community.

California state government requires state agencies to award at least 25% of their
annual contracting dollars to certified SBs.


The state may give a 5% bid preference to certified SBs.

As a California certified firm, your business is added to the DGS database that
state agencies and other public agency partners use to find certified businesses.


As a California certified SB, you are eligible, under the Prompt Payment Act,
for higher interest penalties for late, undisputed invoice payments.

All California state agencies and departments may use a streamlined procurement
process known as the SB/DVBE Option by contracting directly with a California-
certified SB or DVBE for goods, services, and information technology goods and
services valued from $5,000.01 to $249,999.99 (up to $314,000 for public works
contracts) after obtaining price quotes from at least two SBs or two DVBEs.


Small Business Eligibility Requirements

To be eligible for SB certification, your business must meet the following criteria:
• Independently owned and operated

• Not dominant in its field of operation
• Principal office located in California
• Owners (or officers in the case of a corporation) domiciled in California and
together with your affiliates, be either:

Leveraged Procurement Agreements (LPAs) allow departments to buy
directly from suppliers through existing contracts and agreements. LPAs are
available to California’s state, county, city, special district, education, and other
government sectors. Examples of LPAs include:

The California Multiple Awards Schedules (CMAS) Program is another type of LPA.

and IT products and services at prices which have been assessed to be fair,
reasonable and competitive.

we hope will make things a little bit easier
on them.


The policy, which takes effect October 1,
2020, provides for payments to Certified VTA’s Office of
Small Business Enterprises (SBEs) that are Business Diversity Programs
prime contractors to VTA within 15 days

Eastridge to BART Regional Connector
(EBRC) Project Update

VTA’s 2.4-mile extension of the light rail system in East San Jose
continues in the planning stages. Individual meetings with prime
contractors to validate the proposed approach and innovative
ways to minimize environmental impacts (noise, dust, traffic
closures) have been very beneficial. VTA still anticipates the
solicitation to be issued in early 2021.

Letter from the Office of Business
Diversity Programs (OBDP)


Greetings from the VTA Office of Business Diversity Programs (OBDP)! My team manages the
Small Business Enterprise (SBE), Disadvantaged Business Enterprise (DBE), Minority and
Woman-owned Business Enterprise (MWBE) and the Lesbian, Gay, Bisexual, Transgender
Business Enterprise (LGBT) Programs. In addition, OBDP also generates the quarterly
newsletter, establishes DBE and SBE goals for VTA’s contracts and performs the subsequent contract monitoring,
trains and certifies SBE’s and DBE’s, coordinates community outreach, and generates reports to various agencies
on a semi-annual basis. OBDP is currently focused on enhancing VTA’s Business Diversity Programs and sharing
new business opportunities designed to help us achieve our 30% SBE and 25% DBE aspirational goals.

Since our last newsletter, VTA helped design and present an on-line DBE Certification Training Program which
can be viewed on our site at vta.org/obdp in the Disadvantaged Business Enterprise Program accordion. Expect
additional training programs to be designed and loaded onto our website in the near future.

John Wesley White, VTA’s Chief Procurement Officer, and I recently presented an overview of VTA and highlighted
upcoming VTA business opportunities to the Silicon Valley Chapter of the National Association of Women Business
Owners (NAWBO). If your organization is interested in a similar presentation, please feel free to contact me.

OBDP has a new online certification application system. All SBE and DBE certification applications joined our
established Minority Women Owned Business Enterprise (MWBE) application protocol on B2GNow. VTA does
not require firms to apply for a DBE certification if they are already certified with the California Unified Certification
Program (CUCP), as our agency is part of the statewide program, a one-stop shop program.

I am excited about the changes VTA has been making and especially the new Net 15 Payment Policy for SBE
Prime Contractors. Innovations like this will continue to keep VTA at the forefront of public sector agencies working

Small Business Success Story:
ITech Solution, Miguel Plascencia, Owner


ITech Solution, a general building contractor, specializes in electrical, fiber optics, security cameras,
concrete framing, trenching and grading. Miguel Plascencia, a Hispanic American owner, has been
in business since 2005 and was certified as a DBE in 2014.

Plascencia started the business by himself, but once he got a VTA contract, he had to hire a part time
employee. He now has four full time employees. “We are doing our first BART project where we are
replacing a dust collector and installing pressure washers,” said Plascencia.


His greatest startup challenges were getting clients and performing “all of the job functions, including
payroll, estimating and accounts receivable.” He maintains that even now he continues performing all roles
except payroll.

When asked about DBE/SBE certification, Plascencia says he would recommend certification to
anyone, “just don’t become my competition,” he said with a laugh. He expressed that “getting certified
has enabled me to secure more contracts and as a subcontractor, it helps get me more projects.”
Plascencia said that he had no difficulties obtaining certification with the help of VTA’s OBDP, “it was
all pretty easy.”


Plascencia says to date, ITech’s greatest victories have been securing “great contracts with VTA. We
now have work for the next four years to maintain all the lights in the facilities. We just finished the bus
stop shelter installation project and this job also got us our third employee.”

“Be ready for all of the emails and calls; you’ll get calls from people you never imagined. A lot of
contractors will find you on the database then reach out to you,” Plascencia said. “As an uncertified prime
contractor, it’s easier to hire certified subcontractors than prove you met the contractual DBE/SBE goals
through a required good faith effort. And, because of my DBE status, I was able to get the BART job as
the prime contractor.”

When asked about how ITech Solutions is weathering the COVID 19 pandemic, Plascencia commented,
“We actually have more work than we can handle right now. All the schools are closed and are getting
things done, the same with the BART project. We only stopped working for a week in April!”

BART Phase II Update

Phase II is a 6-mile, 4-station extension
with an at-grade station at 28th Street/Little
Portugal in East San Jose and continues
into a 5-mile tunnel under downtown
San Jose and terminates back at grade in
Santa Clara.

This is the largest public sector construction
project in Santa Clara County history and
solicitations are currently in development.
