ABSTRACT
The English term “mosque” relates to all types of structures devoted to Islamic
worship. Mosques have become the focus or centre of knowledge in
spreading Islamic civilization. Mosques in Malaysia are famous for their
beauty and charming architecture. The design and facilities of the mosque are
important and should be put together practically to ensure its performance
during occupancy. Unfortunately, the needs of the community are sometimes
ignored, when the unique features of the mosque are more important to
assess. Therefore, to meet the needs of the community it is important that the
integration between the mosque and the facilities can create functionality, as
well as add aesthetic value to the mosque. This study attempts to analyze the
physical facilities and condition of selected Malaysian mosques and identify
the Public Sector Conducive Ecosystem (EKSA) factors involved.
EKSA was first introduced by MAMPU in January 2014. It is a rebranding of
5S Public Sector Practices. The five new elements introduced are corporate
image, creativity and innovation, green practices, conducive environment and
agency diversity. EKSA is seen as a program that promotes departments,
faculties, centre, institutions or units to be more creative and innovative to
create a suitable work environment and improve productivity and quality of
service delivery. Also, EKSA can be implemented in a structured manner
through the establishment and management of government actions that
include establish the EKSA Executive Committee, implement a clear action
plan, and define a clear sector or zone area of the workplace, conduct training
programs and to launch an EKSA department or agency.

1. Introduction To EKSA
1.1 Definition of EKSA
EKSA was introduced from January 2014 as an initiative to improve 5S
Practices which is now re-branded to Conducive Public Sector Ecosystem
(EKSA) by maintaining the principles of 5S practices namely Seiri (Sort),
Seiton (Set in Order), Seiso (Sweep), Seiketsu (Standardize) & Shitsuke
(Sustain). EKSA is seen as a program that promotes departments, faculties,
centres, institutions or units to be more creative and innovative to create a
suitable work environment and improve productivity and quality of service
delivery.
Also, EKSA can be implemented in a structured manner through the
establishment and management of government actions that include establish
the EKSA Executive Committee, implement a clear action plan, and define a
clear sector or zone area of the workplace, conduct training programs and to
launch an EKSA department or agency. This measure is in line with efforts to
strengthen the culture of high performance and innovative organizations
among Public Sector agencies through the provision of work culture
environment and values that are the practice of all employees of Public
Sector Agencies based on Public Service Development Circular No. 1 Year
2014: Conducive Public Sector Ecosystem.
Apart from that, EKSA also introduced a new evaluation and auditing model
that includes Generic Criteria and Specific Criteria by taking into account the
diversity of Government agency premises according to the types of services
provided. The one-size-fits-all approach previously practiced was found to be
inadequate to meet the needs of the diversity of Government agencies at
present. The purpose of EKSA branding is to meet current needs, increasing
competition between agencies, your own identity, and stay relevant and new
image.

1.2 Objectives of EKSA
(a) Corporate Image
Corporate Image refers to the identity or perception of customers or
stakeholders towards the environment, actions and achievements of an
organization. Uniform work values, ethics and norms among employees are
essential to create a positive corporate culture.
(b) Creativity and Innovation
In an effort to enhance productivity in the workplace, EKSA encourages
mosque employees to cultivate elements of creativity and innovation while
performing their duties and responsibilities. A work environment that often
changes over time demands the creation of a dynamic organizational culture
based on creativity and innovation. Staffs are encouraged to always think
outside the box to create a conducive work environment.

(c) Green Practices
Emphasis is also given on aspects of Green Practices in and around the
mosque office by implementing programs and activities such as recycling and
improving energy efficiency towards saving resources. It is hoped that Green
Practice activities can be applied to the entire staff as well as those who
perform worship in the mosque towards the optimal use of resources.
(d) Conducive Environment
A conducive environment is important in strengthening a culture of high
performing and innovative organizations. EKSA practices encourage
employees to place emphasis on a customer friendly service delivery system
and provide comfort when dealing. For customers with disabilities (OKU),
appropriate facilities should be provided. Similarly, in the perspective of
mainstreaming the gender element as a new approach that needs to be given
priority.
(e) Agency Diversity
EKSA introduced a new evaluation and auditing model that includes generic
criteria and specific criteria by taking into account the diversity of premises of
Government Departments or Agencies according to the type of services
provided. The approach that was practiced previously, namely, one size fits all
was found to lack the needs of various Government Departments or Agencies
at present.

2. Overview of The Mosque
2.1 Background of The Mosque

Al-Muktafi Billah Shah Mosque (AMBS Mosque) is a royal mosque located in
Ladang, Kuala Terengganu, Terengganu Darul Iman. It is named after the late
Sultan Mahmud Al-Muktafi Billah Shah. The construction of this mosque was
done on 2 May 1981 and was fully completed on 2 November 1984 at a cost
of RM8.2 million. The mosque has an area of 3.3 acres near Jalan Sultan
Mahmud and Sultanah Nur Zahirah Hospital (HSNZ). The laying of the
foundation stone of this mosque was done by Yang Berhormat Mulia Tengku
Razaleigh Hamzah who was the Minister of Finance at that time in early July
1978 AD. The site of the Al-Muktafi Billah Shah Mosque was originally the site
of the public hall and also the Kuala Terengganu Hospital cemetery.
The mosque has a modern design concept based on local features. The
design of this mosque resembles a Middle Eastern mosque, especially the flat
roof. The design of the mosque building was made by Encik Wan Shahriman
and the construction was carried out by Gabungan Pemborong Quarry Sendiri
Berhad. The carvings of Awan Larat and Khat Mimbar that adorn this mosque
have been produced and worked on by Wan Su Carving Art Gallery, Besut.

Apart from being a comfortable place of worship, this mosque also houses a
Royal Tomb of the late Sultan Mahmud Al-Muktafi Billah Shah, the 15th Sultan
of Terengganu. The tomb is located next to the mihrab of the mosque. He was
buried on Friday, May 15, 1998 AD equivalent to 18 Muharam 1419 Hijri. The
mosque was used on 23 November 1984 which began with Friday prayers.
This mosque is one of the main mosques in Kuala Terengganu after the White
Mosque or Zainal Abidin Mosque. If you are having a picnic or relaxing at Batu
Burok Beach, this mosque is the nearest mosque. Apart from congregational
prayers, this mosque is also used as a place for hajj courses.

2.3 Services and Activities
Al Muktafi Billah Shah Mosque is a royal mosque located in Ladang, Kuala
Terengganu, Terengganu Darul Iman. It has sufficient facilities and amenities
to accommodate the congregation at certain times such as room and hall
facilities that can be rented, Al-Ghazali Library and MAMBS Bus Cafe.

ii) Maktabah Al-Ghazali
Maktabah Al-Ghazali or better known as MAMBS Library was
operational on 13 June 2014 with the concept of reference and
research. Maktabah Al-Ghazali was taken in conjunction with the
name of the Hujjatul Islam scholar Al-Imam Al-Ghazali who
contributed many Islamic works. Among the famous books written
by him are Minhajul Abidin, Ihya 'Ulumuddin, Bidayatul Hidayah and
many more. The Maktabah operates from Sunday to Thursday,
10.00 am until 4.00 pm and is closed every Friday, Saturday and
Public Holidays. The Maktabah is also open every night during
Ramadan and during major programs.

iii) MAMBS Café Bus
MAMBS Bus Cafe has been operating since October 30, 2018. It
was introduced as an effort to encourage the community to jointly
generate income for the mosque to carry out activities and dakwah.
Kafe Bas also provides a variety of food and beverages including
various types of rice, laksa and traditional Terengganu cakes that
are ready to be packed and can be taken home. Bus Cafe uses the
concept of eating while donating which should be practiced by all
communities. The Bus Cafe operates Sunday to Thursday, 8.00 am
until 5.00 pm and is closed every Saturday and Public Holidays.

3.1.2 Plans for EKSA activities
a) Corporate image
EKSA should strengthen the use of their image by equalizing the colour of
their uniforms. This is very important because it will cause them to look
more neat and olderly. Other than that, EKSA will help to gain and improve
the motivation of their employees in working by upgrading something new
for the mosque committee.
b) Creativity and innovative
EKSA can create a good service for the people around them. It is to
provide the civil servant for an accommodation around the mosque inside
and outside. EKSA should use their thinking how to make the mosque
becomes a conducive place to make sure the community felt satisfied with
what EKSA provided for the community.
c) Green practices
Eksa need to ensure the environment always clean from the dirty. EKSA
should remind and do their responsibility cleaning up the mosque everyday
by turn. This will make EKSA cultivate the spirit of love for the environment
even more. EKSA also needs to do the environmental programs together
with the community such as planting flowers and so on.

d) Conducive environment
EKSA need to upgrade the place becomes more conducive environment.
They need to build a conducive place such as waiting room or a garden for the
people or committee that will give a good and safe place for those who cannot
prayer or to rest. It will give the great experience for all people because it can
reduce of tired and increase EKSA motivation to do more conducive
environment around the mosque.
e) Agency diversity
EKSA should prepared the audited for each department of the mosque. It is
really important because it can make each department becomes more efficient
and easier to solve any problem that each department had faced up. This will
also be able to make them help each other and can strengthen the
relationship between EKSA committee.

3.2 Layout

1. Prayers Hall
A prayer hall is sometimes assumed as the sacred area. Most of the
time the praying area is large and open where the devotees will perform their
congregational prayers either during daily five-time prayers, festivity prayers or
Friday prayers. This is simply a large hall that the men use for worship. It is a
very important part of the mosque. There are no seats as Muslim’s worship
and pray on the floor. Women will often worship on a balcony at the back of
the prayer hall. The prayer hall is dividing by two parts in ‘diagram 10’ for the
men and women. The queue for men is at the front of the mosque and while
the queue for women is at the back of the men's queue or is at the back and is
on the 2nd floor of the mosque. Duty for cleaning is schedule 3 time a week to
maintain the cleanest in the prayers hall and avoid from discomfort to the
users to perform prayers. The staff of the mosque they make sure the al
Quran in the right place and right positions to make easy people and tourist to
find the al Quran.

2. Library
This library is located beside the prayer hall. The library or kutubkhanah
is a building that stores various collections of information resources and
provides services, is managed for use, and managed by public corporations
(governments), institutions nor in private. If in the past the library was used to
store various collections of printed materials such as books and magazines,
but due to the rapid pace of the information world, the library is now a
warehouse that also gathers various resources that are printed materials,
electronic, and non -printed materials. In fact, most libraries today also provide
internet services for general use. This library is open to public and anyone can
use the library for complete their assignment or research the study. It open
during the working hours which is from 8 a.m. to 5 p.m. every Sunday to
Thursday.

3. Public Hall
This public hall is located behind the prayer’s hall. Public hall is used to
hold donation campaigns and community programs. This public hall is open to
public people to using this hall to do the program by get permissions from the
mosque staff to do the programs.

mosque to avoid from prevent theft and car break -ins. In diagram 13 show the
parking lot at the front of the main gate entering. The car parking spaces are
provided around the mosque area, especially at the entrance of the mosque
area and entrance doors for VIPs such as elected representatives, sultans
and famous people.

3.3.1 Description of the anticipated outcomes after improvement.
Any problems or damage that occurs to the facilities provided must be
immediately repaired and improved to ensure the comfort of the public. This is
because the facilities provided at this mosque are used by the public almost
every day.
1. After damaged or non -functioning facilities such as aircond, fans and lights
are repaired and maintained, it will ensure comfort to the congregation during
prayers. A functioning aircond and fan are capable of producing cool air. So, it
people will feel comfortable and not hot during prayers.
2. After the water pipes are repaired or replaced with new ones, people can
use it to take ablutions.
3. If a shoe rack is provided, the problem of cluttered and disorganized shoes
can be overcome. People can use the rack to place their shoes and it is easy
for them to find when they go home.

lamp, it will be easier to identify the switch to anyone who wants to use the fan
and lamp.

4. Conclusion And Learning Reflections
4.1 Conclusion
a) Benefits of a 5S Program
i. Better time usage
Getting rid of unwanted materials and organizing essential tools and supplies
will eliminate clutter and confusion. Employees spend less time finding and
picking up what they need, and instead can be more productive.

ii. Less wasted space
Eliminating unnecessary material storage and consolidating tool storage will
open up space for more useful applications. Every square foot of floor space
has a cost, and taking full advantage of that investment will maximize the
profits of your facility.
iii. Reduced injury rates
Arranging work areas for efficiency and ease of use will reduce the movement
required for employees to do their jobs. Removing clutter and cleaning up
spills regularly will eliminate travel hazards. As a result, workers will
experience less fatigue and fewer injuries.
iv. Reduced equipment downtime
When tools and equipment are kept clean, inspected regularly, and used in a
standard manner, preventive maintenance is easier, and major failures can
often be completely prevented.

v. Improved consistency and quality
Standardizing work processes will reduce variation and errors. By eliminating
errors and failures, overall productivity can be dramatically increased.
vi. Heightened employee morale
When 5S principles are used effectively, employees see that their input is
valued, and their performance is recognized. This creates an environment
where employees can feel proud of their jobs, and interested in improving their
company.

b) Benefits of EKSA
Practicing EKSA will contribute to the productivity of management as the
benefits of the EKSA are point up, such as boost customer service quality,
exceeding positive working environment, added on innovation and creativity,
an increased level of safety and an improvement in the quality and spirit of
teamwork.
The first benefit of EKSA is to boost customer service quality. Customer
service is referring to the identity or impression of the customer interested in
the environment, actions, behaviours and performances of an organization.
Coordinated values, ethics and labor standards among citizens, work are
important in order to create a positive corporate culture. Furthermore, the
EKSA also promotes the protection aspects of the environment each
department or agency of the public sector for example, most customers does
not expect miracles, but demand they responsibility. If there is a mistake or an
error, take full responsibility for it and solve it. The customer service staff will
have the authority to fix what is incorrect on behalf of the customer. Remove

The second benefits are a more positive working environment. Healthy does
not only constitute as needing medical attention. It could also be the outlook of
the workplace and even the surroundings. Happy and healthy staffs are a
productive worker People who enjoy their jobs are more likely to engage in
their work in depth. The management should play their role therefore to
presence the best interest to keep the employees happy otherwise,
dissatisfaction may have an effect on the quality of their work, or they might
even be bored. For example, take a break. Another great way to create a
healthy working environment is to encourage staff to take a quick 5-minute
break from their desk. Regular breaks can help to alleviate muscle exhaustion,
exercise of the eyes, and improve focus. There are a few apps that you can
permanently install on your employees' desktop, reminding them to take a

The third benefit is increased creativity and innovations. Through the EKSA,
public agencies may also promote creative and innovative activities with the
needs of the community. Customer expectations are that, keeping in mind the
demands of change over time, and every public entity needs to improve its
efficiency and quality. In this context, creativity and innovation are seen as the
best forum for civil servants or organization members always think outside the

The fourth benefit of EKSA is green program government sectors. Identifying
that environmental protection is a shared responsibility. EKSA also supports
initiatives to build a green environment through a green program in
government sectors. Through this initiative, each agency is asked to carry out
activities such as recycling and enhancing energy efficiency order to reduce
the use of raw materials. For any government agencies, FKSA is seen to have
a specific focus on maximizing available resources in order to avoid wasting
space, time or manpower resources, as well as the principle of value for
money. This is not just a save on government spending but can be of great
value and importance to the environment. “CITATION MAM15 1 1033”
The last benefit is conducive surrounding Government agencies that practice
EKSA also emphasize the need for create a conducive working environment
for public servants to people. More over Occupational safety and health
aspects are emphasized in EKSA organizations care about the welfare and
safety of their users can carry out tasks in a safe and conducive environment
In the meantime, the customer also provides convenient facilities and able to
handle all government agencies with generosity, safety and comfort.

4.2 Learning Reflections
I have faced several challenges while completing this project among which is
the difficulty for me to go to the study area. This is because the study area we
chose is the Al Muktafi Billah Shah Mosque located in Terengganu. This was
a challenge for me as I did not have a car license and only had a motorcycle
license and to go to the study area which was a bit far away with the very hot
weather had made it difficult for me to go on a motorcycle but I was thankful
that I had received help from a friend of mine who wanted to help me by taking
me to the study area by car. Also, another challenge I faced was the time
constraint to research longer in the study area.

This is because my friend and I have a very busy class schedule and it just so
happens that I go there during Ramadan, so that causes me to experience
time constraints to research in more depth. I only had time to take pictures in
the study area to be used as evidence for the study but did not have time to
interview the people in the mosque to get additional information about the
mosque.
Not only I did face challenges while completing this project, my team members
also faced challenges as well. The main challenge we face is the problem of
time constraints. This is so because we study full time from home and there
are other commitments at home like completing homework, cooking in
addition we also need to study and complete all the assignments given by the
lecturer. We also experienced a time constraint to conduct an online
discussion session on this project due to the Covid-19 pandemic not gradually
recovering. If Covid-19 gradually recovers, we can do face-to-face discussion
sessions as it is easier than online discussions that sometimes have internet
problems.
Next, members of my group who were far from the study area were unable to
visit the study area due to this increasingly prevalent Covid-19 outbreak. This
is because they could not describe the situation in the mosque area and could
only see the pictures I took while doing the study. How much better they could
see and enjoy the beauty of the mosque area itself but due to this pandemic
they did not cross the state. Therefore, we face difficulties in getting
information and what we need such as mosque construction plans and also
difficulties in communicating with the mosque to know the design of the
mosque. This made our work difficult because the mosque did not have a
copy of the mosque construction plan and I had to deal with other parties to
get the plan. In addition, they also face the challenge of getting a lot of
information from the mosque about the facilities available at the mosque
because the website does not provide too much information related to the
mosque.

Among the lessons I learned from my experience in completing this project
was that I need to be smart in managing the time between education as well
as my responsibilities to the family. I am aware of my responsibility for those
two things. As a student, I have to complete all the assignments given by the
lecturer on the set date as well as I also have to revise to prepare for the test
or quiz. Apart from that, my responsibilities towards my family also cannot be
neglected even though I study full time at home. It was not a hindrance for me
to help my mother complete chores at home such as washing clothes,
cleaning the house and cooking as well as helping my siblings in completing
school assignments. To prevent such problems from happening, I need to
manage my time wisely and divide my time in an orderly manner such as
making a daily schedule. I think my group members felt the same way and
made the lesson a lesson for them.
The second lesson I learned from this experience was that I had to be more
courageous to get things done. This is how I have the attitude and feeling of
being afraid to ask anyone when I want to get something done especially with
people I don’t know or strangers. So I thought until when do I need to keep my
attitude like this and I need to change and make myself brave to ask anyone.
This attitude I need to continue until I enter the world of work which is more
challenging than the world of learning because in the world of work we will
meet many people with different opinions, emotions and behaviors. Because I
did not dare to ask the mosque, so I did not get information or information
related to the mosque. This is also experienced by my group members and I
hope they can overcome the fear of asking questions and turn into a brave
person.
