MONTICELLO ASSOCIATION
GENERAL STATEMENT OF ORGANIZATION

The Monticello Association is a non-profit organization of lineal descendants
of Thomas Jefferson, third President of the United States, who was also the
designer, builder, owner and principal resident of Monticello. The Association’s
purposes are stated in Article II of its Constitution. Somewhat abbreviated, they
are:

(A) (first) To preserve and care for the graves and grounds of the Monticello
graveyard, (second) to protect and perpetuate the reputation and fame of Thomas
Jefferson and (third) to encourage association and friendship among Mr.
Jefferson’s descendants;

(B) to defend the property rights of the lineal descendants of Col. T. J.
Randolph as owners of the original Monticello graveyard; and

(C) to affirm the rights of the descendants of Thomas Jefferson to burial in
the addition to the Monticello graveyard as provided in the covenant under which
this property was deeded.

There are two major categories of membership in the Association:
1. Regular Membership is open to any lineal descendant of Mr. Jefferson
upon receipt of a completed application and annual dues. Dues are $40 per year.
Adults aged 18 – 25 are eligible for reduced dues of $25. There are no dues for
children under age 18. Life membership is available for the lump sum of $500.
2. Associate Membership is offered to adopted children and stepchildren,
and to spouses of regular members if such persons show interest in the
Association by attendance at meetings, by correspondence with the Secretary, or
by monetary contributions. No dues are assessed.
Membership application forms may be obtained from the Secretary.
Nominations for election to Associate Membership are to be sent to the
Secretary, preferably in writing and by the concerned regular member. Elections
are held at the Annual Meeting.
Membership is suspended for regular members who fail to pay dues, and for
Associate members who evidence no interest during three consecutive years.
Regular members are reinstated upon payment of current dues; Associate
members must be re-nominated and re-elected.
The Association is qualified to be the recipient and/or the beneficiary of gifts,
estates, trusts, etc. and has had an Endowment Fund since 1953, to be the
receiver of any such funds collected. We are a tax-exempt organization under
Section 501(c)13 of the Internal Revenue Code, and are classified as a non-profit
organization.

Contributions made to the Monticello Association (e.g., annual dues, annual
contributions in excess of dues, and other contributions such as memorials) are
generally deductible when computing your taxable income for federal income tax
purposes. If you wish to make a contribution in an amount larger than usual, the
Association is happy to discuss with you possible methods of doing so in the
most tax effective manner in light of your own circumstances, but members
should discuss all such contributions with their attorneys. Our Federal ID number
is 54-605-2818.

The Annual Report of the Monticello Association is prepared by the Secretary
in consultation with the Executive Committee. The purpose of the Report is to
inform the membership of the activities of the Association, including its financial
affairs and its members’ whereabouts.

2016 Annual Meeting and Reunion

Members and friends gathered at Monticello on the weekend of June 11-12,
2016. While business issues are the focus of the annual Sunday meetings,
Saturdays have traditionally been social. They have included visits to historic
sites, educational programs and other activities related to our Jeffersonian
heritage. Saturday, June 11, 2016 was no exception. While meetings held in April
or May have often been subject to the vagaries of unsettled spring weather, more
stable summer weather has usually descended on Charlottesville by the second
week in June. Such was the case with our last meeting. Saturday turned out to be
a nearly perfect day, a little on the warm side (84 degrees by mid-afternoon), but
bright and sunny.

Family members gathered at the graveyard Saturday morning to scrub
gravestones, pull weeds and to remember those no longer with us. This gathering,
initiated a few years ago by our historian, Meredith Devendorf, has become
annual event. Besides the useful work done, old friendships are renewed and new
ones are formed.

Afternoon activities included a talk by Emilie Johnson on Ann Scott Jefferson
Marks, Thomas Jefferson's younger sister, who was widowed and lived at
Monticello from 1812-1828. Other Monticello staffers lead a scavenger hunt for
younger family members. They had a wonderful time exploring the hilltop.
Certainly it would have delighted Mr. Jefferson to see his grandchildren
exploring his mountaintop!

Mid-afternoon took us down the mountain a bit to Kenwood. The program
focused on family genealogy and was hosted by the Jefferson Library and its
librarian, Jack Robertson. Jack gave members an overview of the library’s
resources that attract Jefferson scholars from around the world. Presentations
were made on the ongoing process of keeping the genealogy up to date. Jack
Taylor prepared individualized pedigree files for all registered attendees and
provided each member with the complete list of descendants of Jefferson through
his daughters Martha and Maria. This is the first time an updated genealogy has
been available to members since the publication of Collected Papers II in 1983. It
was pointed out that the genealogy could only be kept up to date if family
members report births, deaths and marriages to the Monticello Association
Secretary, Patty Salazar ([email protected]) and to the current
keeper of the computerized genealogy, Jack Taylor ([email protected]). In
addition to this basic information, the computerized genealogy is capable of
storing images, biographical information and other relevant records.

As usual, the highlight of our Saturday was the gathering on the Monticello West
Lawn, certainly one of the most beautiful spots one can imagine. The Thomas
Jefferson Foundation docents gave special tours of Monticello and members and
their guests enjoyed wine and hors d'oeuvres. Members gathered on the lawn and
formed a living family tree. Some were surprised to see how closely related they
are to folks they have seen before at our gatherings. This was followed by a
catered dinner in the courtyard of the Monticello Visitor Center, the fitting
conclusion to a near perfect day.
As is custom, the family gathered in the graveyard on Sunday morning to
decorate the graves and honor the departed. David Morgan, President, conducted
a short service and read the names of the people who had died since the last
graveyard ceremony. They are:

Minutes of the Annual Meeting of the Monticello Association
Held at

Monticello, Charlottesville, VA
June 12, 2016

Hugh Randolph, President, reflected on the three purposes of the Association that
are stated in our Constitution.
The purpose of the Association shall be:

(First) to preserve, care for, and adorn the graves and grounds comprising
the Monticello graveyard; and

(Second) to endeavor in every practicable way to protect and perpetuate
the reputation and fame of Thomas Jefferson; and

(Third) to encourage, by means of meetings of the Association, publication
of annual reports, and appropriate activities, bonds of association and
friendship among the descendants of Thomas Jefferson.

Hugh related what a pleasure it was for him to attend a regional family gathering
and discover a young couple with a child (descendants) living only two blocks
away. He also pointed out that we all have personal interests that can support the
organization, whether planning the annual meeting or a regional gathering or
helping on the grounds to maintain the graveyard. He encouraged all to be
involved in anyway they can.

The Secretary, Patty Taylor Salazar, reported that there were 30 voting members
present and we did have a quorum (20).

A motion was made and seconded to approve the minutes as presented in the
2015 report. The motion passed.

SECRETARY’S REPORT
Two mailings were sent and costs were within the budgeted amount. A few
additional emails were sent. If you are not receiving emails, please share an email
address with the Secretary. Email addresses or phone numbers are not shared
with any outside organization but are often crucial to maintain contact with
members who move. The Post Office “Address Service Requested” is utilized to
capture new addresses when mail is forwarded but the cost is 59 cents for every
piece of mail that gets forwarded. Patty commented that the advantage of being a
family organization is that, if we lose track of you, we can call your mother or
your children to track you down. Please share any updates, births, marriages or
passing with the Secretary.

Lucy Taylor Conrad was called on to report on our finances. Lucy reviewed the
variety of accounts that we maintain and also sources of income and categories of

Lucy then presented the proposed budget for 2016 which includes a small
increase to accommodate expected increases in Director’s and Officers Liability
insurance and increases in the cost of our on line database and tax preparation.

The proposed budget was approved by acclimation.

Patty noted that the Secretary and Treasurer work very closely together and Lucy
has been a terrific addition to the Executive Committee.

REPORTS of OTHER OFFICERS and COMMITTEES
James Gillespie, Custodian of the Graveyard, reported he collected coins, and
even some bills, left on Jefferson’s marker by tourists, which amounted to $642.
Expenses were $203. He noted that he already has collected a great deal of
change this year. Hugh pointed out the job of Custodian is very important to the
organization and often requires immediate availability. He thanked James for all
of his hard work on our behalf.

UNFINISHED BUSINESS
Hugh moved on to discuss continuing issues related to our burial policies. He
started by pointing out that all lineal descendants are entitled to burial in the
Monticello Graveyard, regardless of membership in the Association. These
restrictions were established by wills and property deeds that include restrictive
covenants.

The burial policies regarding burial of adopted and stepchildren that were voted
on at the 2014 meeting [2014 Annual Report, pp. 16-17] were reviewed. Hugh
explained that there has been concern that inclusion of spouses of adopted
children or stepchildren may have exceeded what would be allowed under the
covenants. Hugh noted that Tom Ruffin had done extensive research on this issue
and then consulted with Bob Gillespie (member, retired Virginia attorney and
former member of the Membership Advisory Committee). Based on that review,
the Executive Committee advised rescinding those portions of the burial policy
and replacing them with the following language:
Any person adopted by a descendant as a minor child and remains under the
custodial care of the descendant may be buried in the Monticello Graveyard at
the request of the descendant.

There was discussion of the definition of the term “custodial care” (note: this
phrase was included to cover disabled adults that may still be in the care of their
parents and would allow them to be buried in the graveyard with their parents). A
question was raised about the potential of an adoptees parents being deceased and
unable to request burial privilege. It was noted that it has been our tradition to
allow burial of adopted children and the change two years ago related to burial of
spouses of adopted children.

Hugh was asked about the reasoning behind the proposed change. He deferred to
Bob Gillespie who reported that there has been no challenge to the covenants at
this time and that Association has endeavored to honor those restrictions through
the years. He noted that it is in our Constitution that we are obligated to defend
the burial rights of the lineal descendants of Colonel Thomas Jefferson Randolph

and the lineal descendants of Thomas Jefferson. Because there is continuing
concern about getting this policy exactly right, Tom Ruffin suggested we table
this issue until next year for further investigation and possible legal advice. The
members agreed to put the issue aside until next year.

NEW BUSINESS
By-Laws Proposals – Hugh recognized Patty to explain two amendments to the
By-laws proposed by the Executive Committee. The first change is designed to
allow more flexibility in the scheduling of the Annual Meeting. Dates for special
events at Monticello are limited and visiting Monticello tops the list of members’
desired activities. The existing by-law is attached here with words to be deleted
struck through and new words in bold.

3. - Meetings
(A) The annual Meeting of the Association shall be held on a Sunday in May

in April, May or June, as selected by the Executive Committee, at such
hour and place in the City of Charlottesville, Virginia, or in its vicinity,
as may be designated by the President.
(B) Called meetings may be held at such time and place as may be
designated by the President, upon application in writing of ten voting
members of the Association in good standing.
(C) Due notice in writing of all meetings of the Association shall be sent to
members, not less than fifteen days in advance of the designated date.
(D) The rules contained in the 10th edition current edition of Robert’s Rules
of Order, Newly Revised, shall govern the Association in all cases to
which they are applicable and in which they are not inconsistent with the
Constitution, these bylaws or any special rules of order the Association
may adopt.

The only discussion of this proposal was the suggestion to update section D to
reflect updated editions of Robert’s Rules of Order. This change is reflected in
the wording above.

The second proposed change relates to the process for amending the By-laws. At
this time the By-laws may be amended by a 2/3 majority of voting members at
any regular meeting. A quorum for a regular meeting is only 20. Typically only a
small percentage of our members attend regular business meetings. The
Executive Committee feels that it is important for a waiting period and notice to
members be added to this section. The existing by-law is attached here with
words to be deleted struck through and new words in bold.

9. - Amendments
(A) These By-laws may be amended by a two-thirds affirmative vote of the

voting members in good standing at any duly called meetings of the Association
at which a quorum is present. Such amendment shall become effective three
months after such affirmative vote, which shall be announced by the President.

(A) Amendments to these By-laws may be proposed by any voting
member in good standing present at an Annual Meeting. A vote on
such proposal may not be taken before the next Annual Meeting.

(B) All amendments to these By-laws proposed by a voting member in
good standing present at an Annual Meeting shall be included in the
Annual Report that is published after the Annual Meeting at which
the proposal was made.

(C) These By-laws may be amended at an Annual Meeting at which a
quorum is present by a two-thirds vote of the voting members in
good standing in favor of amendments to the By-laws that were
presented at the previous Annual Meeting and thereafter published
in the Annual Report of the Association in accordance with Sections
(A) and (B). Approved amendments shall be announced by the
President and become effective three months after such affirmative
vote of the members.

No concerns were raised about this proposal. Patty noted that there is no motion
for approval at this meeting. These proposals will be printed in the minutes and
presented for a vote next year.

Hugh noted that the Foundation had given us two potential dates for our meeting
next year, May 13-14, 2017 (Mother’s Day weekend) or June 10-11, 2017. He
noted that an on line poll was conducted and asked members present, who had

not already voted, to weigh in by a show of hands. Those few votes were added
to the results of the poll, which were; 70 votes cast, 35.2% favored May 13-14,
2017 and 60.6%, favored June 10-11 2017 the rest were unable to attend. There
was a motion to have the meeting in June, which was seconded and approved by
acclimation.

TRUSTEE’S REPORT
Hugh recognized Randy Lougee, Trustee of our investment accounts to give her
report. Since the annual report at the 1st of the year, both accounts have increased
in value. The current value of the original is $301,422.92 up $9138 this year. The
value of the Wylie trust is $528,212.75 up $17486 this year. There has been some
concern that these accounts aren’t growing or are sometimes shrinking. The
intent of the original trust was that dividends would be sent to the treasurer for
graveyard maintenance. For the past 10 years, monthly disbursement have been
deposited in a Graveyard Maintenance Account which, as Lucy Conrad noted,
has a current balance of close to $200,000. Most of this money is the unspent
accumulation of Trust disbursements.

EXPANSION OF THE GRAVEYARD
Hugh reported that we have a plan for expansion of the graveyard and now is the
time to form a Committee to implement, and fund, the plan. The next step is to
get updated prices on the plan. We reached out to the original designers and their
price was significantly higher than anticipated so we are seeking a second
opinion. We will be forming this new Expansion Committee and are looking for
volunteers to fill specific roles including; someone with the ability to be on site to
deal with contractors, a project supervisor with an understanding of the design
concepts, someone to work on the development (fund raising) side and a finance
person to budget and track expenditures. A member asked if the Foundation had
been involved in the planning process. They are aware of, and support, our plans.
There are portions of the plan that are actually on their property, the walkway
and the circular drive. Implementation of those plans is up to the Foundation. We
may choose to raise the funds to support that part of the plan after the expansion
is funded. Jack Taylor asked that members who are unable to attend the meeting
get an electronic newsletter in the late summer or early fall so they can be
updated on all of these plans. Patty agreed to do so.

MEMBER BIOGRAPHICAL DATA AND PHOTOGRAPHS
Jack Taylor reported that he and our Historian, Meredith Devendorf, have been
developing an outline for biographical essays and are hoping to begin collecting
them to be included in our genealogy database and our archives. The goal is to
distribute the outline to members later this year to begin collecting brief reports

on family members, living or deceased. Hopefully this effort will lead to the third
volume of Collected Papers. We would also like to collect pictures of
descendants and gatherings of family that can be scanned and collected into our
archives.

GRAVEYARD MARKER
Angus Lamond reported that he has had the privilege of representing the family
at the Jefferson Memorial in Washington DC on April 13th, Jefferson’s birthday.
He is Current President of the Virginia State Society of the Descendants of the
Signers of the Declaration of Independence. A project of that organization is to
place a marker at the burial place of all signers recognizing their contributions.
He asked that we consider adding one of these markers recognizing Thomas
Jefferson as the author and signer of the Declaration of Independence between
the obelisk and the fence. There was some discussion of this idea and design
concepts. Hugh volunteered to assist with a design. Jack Taylor noted that
previous Executive Committees have declined additional markers in the
graveyard. The marker would be placed at no cost to our Association. [Note -
The obelisk over Jefferson’s grave reads: “Here was buried Thomas Jefferson,
Author of the Declaration of American Independence, of the Statute of Virginia
For Religious Freedom and Father of the University of Virginia”.]
Angus encouraged members to consider joining local branches of Society of the
Descendants of the Signers of the Declaration of Independence,
www.dsdi1776.com. He also suggested that a member might design a lapel pin
with an emblem of the Monticello Association to be made available to members.

PASSING OF THE GAVEL
Prior to adjourning the meeting Hugh called on David Morgan and passed on the
Association gavel. This gavel was made from the wood of the oak tree that fell in
the graveyard during the 20th century. That was the same tree under which
Jefferson and Dabney Carr used to study and where they agreed that they would
be buried. David thanked Hugh for his leadership and presented a gift from the
Association.

The meeting was adjourned at 1:45pm.

TRUSTEE'S REPORT
Calendar Year 2016

U. S. Trust, the private wealth management division of Bank of America,
maintains the Trustee Accounts. There are two accounts, each of which will be
addressed separately.

From the original Trust, a total of $8,300.15 was disbursed from the Trust to the
Treasurer, compared to $6,830.59 in 2015. The account showed a gain of
approximately 5.5 percent. The bank fees on this account remain low at $356.14
for the year.

The Wiley Trust was established on May 1, 2013. Disbursements to the
Treasurer for 2015 totaled $15,738.86. The value of this Trust suffered a loss of
approximately 4.2 percent. The distribution of investments is shown below in the

Association.

** The Graveyard Savings Account (Maintenance Fund) is listed
separately, below, because it is not part of the regular budget process, but
is intended to allow large repair jobs to be performed expeditiously. Trust
Fund payments, stock dividends, life memberships, and gifts designated
for graveyard maintenance comprise the Graveyard Maintenance Fund
and are or deposited directly or annually transferred into the Fund. In 2016
no funds were used from the Graveyard Maintenance Fund to pay for
planting and watering new trees in the graveyard and for cleaning the
gravestones during the annual meeting weekend.

*** Membership Services has been created to recognize the ongoing
transition to computerized services including the Association website,
membership software, billing and email and similar services. These
electronic services will reduce our use of printed member statements,
postage, etc. They will increase our ability to communicate with most
members through email. We will continue to use US Mail where it is
appropriate.
