Cultivating Tomorrow’s Insurance Leaders

The development of future leaders in the insurance industry is a fierce topic of current conversations.
The “great retirement” is upon us and finding ways to embrace and cultivate the next generation plays
a crucial role in maintaining the longevity of our industry. The main questions at hand are how do we
better prepare for retirements, develop future insurance leaders, and retain and train existing talent
in the industry? Our panel will tackle these types of questions and more from different vantage points.
Drawing upon their experiences and employment trends, the panelists will empower you with tools your
company can use to develop your potential leaders and team as well as attract professionals into the
industry. Don’t miss this chance to hear from both specialists and your peers on strategies to move the
industry forward in cultivating the leaders of tomorrow.

Charlie Makey

Moderator | President, Merchants Insurance Group

Charles E. Makey, III, is the president of Merchants Insurance Group. He was previously
SVP of insurance operations, for the company after serving as VP, and regional
manager of the company’s Central States Strategic Business Center. He began his
career with Merchants in 1996 as director of sales and was promoted in 1998 to AVP/
regional manager of the company’s New England regional office. He has an MBA from
Daniel Webster College, and a bachelor’s degree in Business Administration with a
concentration in Marketing & Management from St. Bonaventure University. He also
holds the following designations from the Insurance Institute of America: Associate in
Insurance Services (AIS), Associate in Management (AIM), and INS (General Insurance).
He currently serves as NYIA’s Chair and has served on its Board of Directors since 2014.

Frank Marullo

Panelist | Director of the McNeil Academy & Professor of Practice in Risk
Management and Insurance, Le Moyne College

Frank Marullo has over 25 years of industry experience working in various positions
related to information system management and enterprise risk management. Frank
worked as an intelligence analyst at the National Security Agency (NSA) managing
risks at the national level and has experience managing enterprise risks for different
corporations.  Frank has experience working as an adjunct professor where he was
awarded the Part Time Professor of the Year Award. Frank is also lead risk officer for the
Central New York Honors Flight program. Frank’s teaching interests include, enterprise
risk management; risk management and insurance; risk and insurance analytics and
trends; risk financing; strategic, operational and environmental risk management; risk
in large scale systems; IT strategic planning; and information system management.

Jessica Schimert

Panelist | Organizational Development Consultant and Coach

Jessica Schimert, owner of Jessica J. Schimert Consulting, LLC, is an experienced
organizational development consultant who is passionate about building engaged
cultures, designing exceptional employee experiences, and optimizing talent. Jessica
leverages her marketing, people operations, and consulting experiences to build and
align people strategy with business strategy to ensure a competitive advantage for her
clients. Jessica works with executive and management teams to measure employee
engagement, map and design exceptional employee experiences, build high-
performing teams, and assess and develop current and future leaders. The ultimate
goal is to harness the talent within an organization to drive bottom-line results. She
is an accomplished facilitator, trainer, and executive coach. She has over 15 years of
experience consulting across a variety of industries. She leads an Executive Exchange
peer coaching group at the Buffalo Niagara Partnership. This program is a forum
for executives to work together to leverage experiences and support one another’s
growing companies. Prior to beginning her consulting practice, Jessica served as VP
of People at Mongoose - a technology startup headquartered in Orchard Park, NY -
where she built and implemented the operating and people processes.

Peter Vercillo

Panelist | President & CEO, Dryden Mutual Insurance Company

Peter Vercillo began his insurance career in 1994 when he was hired by State Farm
Insurance Company as an auto claims representative in Syracuse, New York. After
several years he was able to find his specialty as a casualty claims adjuster. Peter
valued his 10 years at State Farm as he was exposed to quality training and a wide
variety of claims exposures. During his tenure at State Farm, Peter also sought out tools
to aid him as an insurance professional by completing several insurance designations
(AIC, CPCU, AIM) and earning his MBA from Walden University.

After 10 years at State Farm, Peter accepted a senior claims position at Dryden Mutual
Insurance Company. Peter immediately appreciated the practicality, clear direction
and corporate culture that was present at Dryden Mutual. Dryden welcomed the
wealth of experience Peter brought to his position as a senior casualty adjuster and he
quickly moved into a supervisory role. The ability to be directly exposed to every facet
of an insurance company was certainly appreciated and exploited by Peter during his
development as a future leader at Dryden Mutual. He also completed his designation
as a Certified Insurance Counselor (CIC) and was promoted by his predecessor, (Bob
Baxter, CEO of Dryden Mutual 1993-2017), to vice president of operations and again
to executive vice president. During April 2017, Peter was elected president and CEO
by the Board of Directors of Dryden Mutual Insurance Company. Peter is now into
his sixth year as president & CEO role and has successful facilitated succession and
transitions with a continued emphasis on empowering his team, while supporting a
corporate culture that will maintain future growth for Dryden Mutual.

3:30 P.M. RISK-BASED PRICING

In today’s polarized social environment, risk-based pricing – the bedrock that underlies insurance
markets – is under attack. How should companies respond to the latest arguments from industry critics
as they push for unnecessary and harmful public policy? Dr. Powell will review the most recent reports
and presentations that claim to show insurer skullduggery, and expose their shortcomings in plain
language. He will illustrate why risk-based pricing is the time-tested foundation of insurance that benefits
consumers. His colorful presentation will leave ample time for questions, so come prepared to participate.

Lars Powell

Presenter | Dir. of the Center for Risk and Insurance Research, University of Alabama

Lars Powell is director of the Center for Risk and Insurance Research (CRIR) at the
University of Alabama. CRIR identifies and solves risk and insurance problems with
research and education. His formal training is in financial economics and actuarial
science. His research portfolio also includes cross disciplinary work in engineering,
traffic safety, and health care. In academe, Lars has taught classes, published
papers, and won awards for research and service. In the private sector, he has
founded, managed, and consulted for insurance companies. He has also testified
on insurance issues before committees of the United States Congress, as well as
several state legislatures, regulators, and courts of law. Lars is a former editor of
the Journal of Insurance Regulation and a recipient of the NAMIC Service Award.
He earned undergraduate degrees from the University of South Carolina and a PhD
in Risk Management and Insurance from the University of Georgia.

Roundtable Discussion on DFS Climate Guidance

Learning from our peers is one of the insurance industry’s greatest tools and with the DFS climate guidance
deadline approaching on November 30, this regional roundtable is an opportune time for members
to discuss challenges and offer insights. The discussion will focus on managing the climate guidance
specifically from a regional perspective. NYIA has identified key topics, but first on the agenda are always
the items you would like to bring to the conversation.

Siobhan Davey

Moderator | President and CEO, Broome Co-operative Insurance Company

Siobhan Davey was named president and CEO of Broome Co-operative Insurance
Company in March 2018. Davey joined Broome Co-operative in December of
2010 as the vice president of business development, where she implemented a
comprehensive growth strategy utilizing her market expertise to develop specific
business opportunities, niche products and partnerships. In 2013, she was promoted
to COO, managing the operations of the company as well as directly managing both
the underwriting and claims departments. Davey started her insurance career in 1989,
as a reinsurance broker with Willcox Intermediaries, which later merged with Guy
Carpenter where she spent nine years in the New York and London offices. Siobhan
is second vice chair of NYIA and was elected to NYIA’s Board of Directors in 2021.
She currently serves as chair of their Bylaws Review committee and Membership
committee. She serves as a trustee of the New York Insurance Scholarship Foundation.
Davey holds a B.A. in Latin American Studies and History from Rutgers University.

With the pandemic largely behind us, insurance C-Suites are focusing more on understanding the
impact of other externals, such as inflation, ESG/climate change, risk-based rating, third party litigation
funding, flood insurance and federal intervention. Jerry Theodorou, policy director of  the R  Street
Institute’s Finance, Insurance and Trade program, will walk us through this minefield of emerging
trends. Theodorou explores these issues through the twin lenses of public policy and the needs of
insurers wishing to thrive amid the sundry challenges ahead.

Presenter | Director of the Finance, Insurance and Trade Policy Program,
R Street Institute

Jerry Theodorou is the director of the finance, insurance and trade policy program.
He develops and advances effective free market public policy solutions to complex
issues where federal and state governments have intervened. Prior to R Street,
Theodorou was a director in insurance research at Conning in Hartford, Connecticut.

In his 12 years at Conning, a leading insurance asset management and research
firm, he was highly sought after for his insights and publications on a broad range
of matters impacting property and casualty insurers and was in strong demand as

Prior to Conning, Theodorou worked for the global insurance giant American
International Group (AIG) in a variety of global underwriting, operations and strategy
roles, including close to a decade of expatriate managerial assignments in Europe
and the Middle East.

Theodorou holds a master’s degree in political science and public policy from MIT
and a bachelor’s degree from Cornell University.

Tracy Akuoko graduated from Binghamton University in 2021, with a Bachelor’s
of Science degree is Actuarial Science. Tracy is currently pursuing her Master of

New York Insurance Scholar Recipient | Junior Student, Le Moyne College

Elizabeth Morgan is a Junior at LeMoyne College where she is triple majoring in Risk
Management and Insurance, Marketing, and Management Information Systems. Her
interest in Risk Management and Insurance program has led her to join LeMoyne’s
Selective Insurance Competition Team. Elizabeth works as a claims intern at Haylor,
Fryer, & Coon. Her interest in Risk Management and Insurance program stems from
her desire of wanting to perform meaningful work and have the ability to help people
in their greatest time of need. After graduating from LeMoyne she plans to get a job
in Catastrophe Loss and further her career in Risk Management.

Join NYIA as New York welcomes John Finston as executive deputy superintendent of insurance to
the Department of Financial Services (DFS). In what will be one of his first addresses to the property
and casualty industry, this will be a prime opportunity to hear John’s vision for the insurance division
of DFS. John brings  40  years of insurance experience to New York, in both the public and private
sectors, including most recently as senior counsel at McDermott Will & Emery and previously  as
general counsel and deputy insurance commissioner for the State of California. We look forward to
talking with the executive deputy superintendent about DFS’s key priorities going into 2023 and how
the industry and regulators can work together to serve New York consumers.

Keynote | Executive Deputy Superintendent of Insurance,
New York State Department of Financial Services

John Finston currently serves as executive deputy superintendent of insurance to
the New York State Department of Financial Services (DFS), which regulates more
than 1,700 insurance companies with assets of more than $5.5 trillion. In this role, he
oversees the regulation and supervision of the life, property/casualty, health, and
producer insurance industries of New York State.

John was previously general counsel and deputy commissioner for corporate &
regulatory affairs at the California Department of Insurance. During his tenure at the
Department, he was the chair of the Reinsurance Task Force where he acted on behalf
of then-Commissioner David Jones. He also served as board member of the National
Center for International Schools, and board member of Federal Crop Insurance
Corporation for two 4-year terms after being appointed by Secretary of Agriculture,
Tom Vilsack in February 2013.  John also served on the California Liquidation Office
Oversight Board and served as one of the California representatives to the Supervisory
Colleges for Zurich Insurance Group, Amtrust Insurance Group, Farmers Insurance,
and Allianz SE.

Most recently, John was a partner at McDermott Will & Emery LLP. He represented
entities doing business in the insurance sector including representing reinsurance
companies, insurance companies, new entrants into the insurance market and
insurance associations in company formation, licensing, mergers and acquisitions,
transactional business restructuring, alternative risk transfer mechanisms, insolvency,
and regulatory matters.  He received a BES in Engineering from Johns Hopkins
University, and a JD from St. John’s University where he was a St. Thomas More Scholar.
