The Object of Rotary is to encourage and foster the ideal of service as a basis of
worthy enterprise and, in particular, to encourage and foster:
FIRST: The development of acquaintance as an opportunity for service;
SECOND: High ethical standards in business and professions; the recognition of the
worthiness of all useful occupations; and the dignifying of each Rotarian’s
occupation as an opportunity to serve society;
THIRD: The application of the ideal of service in each Rotarian’s personal, business,
and community life;
FOURTH: The advancement of international understanding, goodwill, and peace

AVENUES OF SERVICE
We channel our commitment to service at home and abroad through five Avenues of Service,
which are the foundation of club activity.
Club Service focuses on making clubs strong. A thriving club is anchored by strong
relationships and an active membership development plan.
Vocational Service calls on every Rotarian to work with integrity and contribute their expertise
to the problems and needs of society.
Community Service encourages every Rotarian to find ways to improve the quality of life for
people in their communities and to serve the public interest.
International Service exemplifies our global reach in promoting peace and understanding. We
support this service avenue by sponsoring or volunteering on international projects, seeking
partners abroad, and more.
Youth Service recognizes the importance of empowering youth and young professionals
through leadership development programs such as Rotaract, Interact, Rotary Youth Leadership
Awards, and Rotary Youth Exchange.
AREAS OF FOCUS
PROMOTING PEACE Filipinos in the hundreds of thousand are displaced by armed conflict or
persecution. We develop the skills to strengthen peace efforts, train local leaders to prevent and
mediate conflict, and support long-term peace building in areas affected by conflict.
FIGHTING DISEASE Millions of Filipinos are pushed deeper into poverty because of medical
costs. We aim to improve and expand access to low-cost and free health care in our community.
We educate and mobilize communities to help prevent the spread of major diseases such as
polio, HIV/AIDS, malaria, and dengue.
PROVIDING CLEAN WATER In Marikina, poor communities lack access to adequate sanitation
facilities. Our projects give communities the ability to develop and maintain sustainable water
and sanitation systems.
SAVING MOTHERS AND CHILDREN Children in poor areas suffer malnutrition, poor health care,
and inadequate sanitation. To help reduce this rate, we provide preventive care to babies,
improve access to essential medical services, and support trained health care providers for
mothers and their children. We empower the local community to take ownership of health care
training programs.
SUPPORTING EDUCATION There are thousands of children in our community with no access to
education. Our goal is to strengthen the capacity of communities to support basic education
and literacy, reduce gender disparity in education, and increase adult literacy.
GROWING LOCAL ECONOMIES We still face grinding poverty in our communities. We carry out
service projects that enhance economic and community development and develop
opportunities for decent and productive work for young and old. We also help strengthen local
entrepreneurs and community leaders, particularly women, in impoverished communities.

PRESIDENT’S MESSAGE
World Class Pres. Rodolfo ‘Rudy’ Garcia
Our Board meeting last July 3 made some decisions that will
redound to the good of the Club.
Among the matters taken up were: the form and content of our bulletin “Echoes”, which
will now have a statement on the financial status of the club, and new features that will
make it a more informative and entertaining read.
Another important decision made was on the monthly assessment being paid by our
Charter members. In recognition of their distinct standing in the club, their assessment
was reduced to 50% of the regular member rate. Those who would opt to give more
however are welcome to do so. It is a small gesture of our esteem for and gratitude to our
charter members who founded the club. We would not be celebrating our 27th year
without their pioneering effort. Cheers and resounding applause to our original
Hilltoppers: PP Ros, PP Tady, PP Elmer, PP Rene, PP Jimmy and PP Joey!
The World Class Team of Zone 4 just had a successful conduct of the Grand Welcome
event last Sunday, 5 June. This featured a motorcade around Marikina City and the
holding of a Mega Project at Freedom Park at the City Hall grounds. Proud to say that our
Rotaractors actively participated in the Medical Mission of the Project which also had a
bloodletting drive, dental treatment, legal consultation and a job fair. Kudos to our
Rotaract Club President Justin Gulmatico and his Team for their active involvement and
making Hilltop’s presence felt.
Justin and his set of officers, by the way, have just ended their year term. We
congratulate him, together with his Team, for a job well done and for their enthusiasm
and dedication to live the Rotary ideal of Service. Congrats to you Justin and your
hardworking Team!
We also warmly welcome the new set of officers of our Rotaract Club. We wish them all
the best in this current Year in furthering their commitment to be of service to others.
Tonight we will review very briefly our Goals for the RY 2015-2016. It would be educative
for those who are not yet informed and, for everyone of us, it will be a compass of the
Club’s direction for this Rotary Year. Simply put, we will harness each Hilltopper’s
support to attain our goals. Team effort works!
Tonight is a significant night as we welcome into our fold our newest member Col.
Virgilio “Ver” Fabian. He is a retired police officer and is into the security business. We
know we have a good man in Ver. He will, without doubt, develop into being a worthy
member of Hilltop. Let us give him a warm welcome!

SECRETARY’S REPORT
Sec/PE Viktor “Vik” Varua
The final week of the Light up Rotary Year was capped by a flurry of
awarding and turnover ceremonies in both club and district levels. Our
Club held its own AHA: Awards, Handover and 27th Anniversary ceremony last June 26.
Earlier that day, we had the honor of having the Governor’s Visit. World Class Governor
Alfredo “Jun” Abellar and his team met Hilltop’s board to review the club’s goals and
plans for RY 2015-16. The Governor’s eight person team joined us in celebrating our AHA
and stayed for the fun filled fellowship.
President Mario Legaspi awarded plaques and certificates to club members who brought
honor to the club, actively helped achieve club goals and participated in service projects.
(See the list of awardees on page 13) In the Handover, Best Class President Mario
formally passed the bell and gavel to World Class President (WCP) Rudy. WCP Rudy
awarded a BCP Mario a plaque to honor his leadership.
Five charter members led the Anniversary celebration: Past Presidents Ros Ramos, Rene
Reside, Jimmy Santos, Tady Palma, and Elmer Gamiao. Emotions ran high when PP
Elmer showed for the event in spite of being bound to a wheelchair. PP Polo Barredo led
the blowing of the candle of the anniversary cake. PP Jimmy offered the anniversary
toast in his warm and witty style. The Anniversary celebration culminated with the
inspirational message of Gov. Jun. Members and guests sang and danced till midnight!
The District Awarding was held the following day, June 27, at the Sofitel Philippine Plaza
tent. Hilltop accepted a rich harvest of 12 awards, including Outstanding President - BCP
Mario D. Legaspi, Leadership Award–BCP, Special Public Image Project Award ,Plaque of
Appreciation for District Membership Seminar, Presidential Citation for Light Up Rotary,
Best Club on Vocational Service and Career Development, Every Rotarian Every Year
Award, Certificate of Recognition to BCP Mario D. Legaspi for organizing a Rotaract Club
as new Partner in Service, another Special Public Image Project Award, Loyalty Award to
Philippine Rotary, Golfer of the Year Award District Class C - PP Bobby Leung.
The District Handover was held in the Marikina Convention Center on July 2. The District
Membership Training Seminar was held on July 4 in Sienna College Taytay. Pres. Rudy,
Dir. Mon Timoteo, PP Chuck, and I attended. District Training Executive Director Mon
Dacayo pointed out that Clubs have been focusing on serving the district to the neglect
of serving their members. From this situation arises the challenge in recruiting and
retaining members.
Finally, warm Birthday Wishes this week to our President Rudy who celebrated his natal
day last Tuesday, July 07. Happy Birthday in advance to PP Polo who will be celebrating
his on the 13th. Finally Hilltoppers please wish IPP Mario a speedy recovery from the
surgery he underwent last Tuesday.

Our 1.2 million-member organization started with the vision of
one man—Paul P. Harris. The Chicago attorney formed one of
the world’s first service organizations, the Rotary Club of
Chicago, on 23 February 1905 as a place where professionals with diverse backgrounds
could exchange ideas and form meaningful, lifelong friendships. Rotary’s name came from
the group’s early practice of rotating meetings among the offices of each member.
OUR ONGOING COMMITMENT
Rotarians have not only been present for major events in history—we’ve been a part of
them. From the beginning, three key traits have remained strong throughout Rotary:
We’re truly international. Only 16 years after being founded, Rotary had clubs on six
continents. Today we’re working together from around the globe both digitally and in-person
to solve some of our world’s most challenging problems.
We persevere in tough times. During WWII, Rotary clubs in Germany, Austria, Italy, Spain,
and Japan were forced to disband. Despite the risks, many continued to meet informally
and following the war’s end, Rotary members joined together to rebuild their clubs and their
countries.
Our commitment to service is ongoing. We began our fight against polio in 1979 with a
project to immunize 6 million children in the Philippines. By 2012, only three countries
remain polio-endemic—down from 125 in 1988.

District Governor Alfredo Taguba Abellar, Jr.
Simply known to many as “Pareng Jun”,
he was born in Tondo, Manila on
September 14, 1951. His parents - the
former Socorro Taguba of Aparri, Cagayan
and the late Alfredo Poso Abellar, Sr.,
former Fiscal of Calbayog City, Samar-
were both finishing their college
education then. Being the first grandchild,
he grew up with his grandmother, the late
Marciana Bermudez Taguba and five
Aunties who pampered him with maternal
wealth and affection.
As a college student, Gov. Jun was a
student leader and an activist. This
comes as no surprise since politics runs
in his blood. The late Lope Balao Taguba,
his grandfather, was at one time the
Mayor of Aparri, Cagayan. When World
War II broke out, he was executed by the Japanese Imperial Army when he refused to
serve under them. Gov. Jun started his college education as an Engineering student at
the University of Santo Tomas. He shifted to Business Administration (Major in
Accounting) at the Philippine School of Business Administration. When Martial Law was
declared, Gov. Jun was already involved in the movement. He transferred to the
University of Eastern Philippines, Northern Samar where his mother was a college
professor. As a student leader and editor of the university newsletter, he was marked by
Martial Law authorities. He was detained for two years without formal charges at Camp
Lapu-Lapu in Cebu City. He was pardoned. He returned home to continue his studies. He
graduated in 1975 with a Bachelor’s degree in Accounting and Economics .
He worked for Apex Mining Company for 15 years in financial positions involving
Budgeting and Financial Planning. He got involved in actual mining operations when he
was assigned as Finance Officer and Ore Procurement Head for the tails buying
operation of the company in Mount Diwata, Davao del Norte. He retired in 1991 to be with
his family and growing children. He worked with the Prudential Life Group as Area
Manager. He is currently a consultant of the family-owned real estate company, CHE
Abellar Realty.

Governor Jun is a full-time Rotarian. He began his involvement with Rotary in 1994 when
he joined the Rotary Club of Marikina East upon the invitation of Charter Member CP Boy
Marigza. He held various club positions until he was elected Club President for Rotary
Year 1999-2000 under the term of PDG Pepe Peralta with the theme “Rotary 2000–Act
with Consistency, Credibility, Continuity.” He went on to serve the District in various
capacities: Assistant Governor, Deputy Secretary General for Administration, Editor-in-
Chief of the Governor’s Monthly Letter (GML), District Governor’s Representative to the
Philippine Rotary Magazine (PRM), Vice-Chair of DISCON 2011; District Chair On-to-
Sydney Convention, Member of the 2009 District Nominating Committee; District Chair-
Rotary Community Corps; District Chair-Club Bulletin. Under Gov. Jun’s leadership, RC
Marikina East successfully hosted various District activities such as President Elects
Training Seminar (PETS, two times), District Membership Development Seminar (twice),
and the District Training Assembly (DISTAS) of 1998. For the past twenty years, Gov. Jun
has dedicated his time, talent, treasure and service not only to his club but also to the
District and the community which makes him a well-seasoned and committed Rotarian.
Gov. Jun is married to Nora Fernandez of San Jacinto, Pangasinan and Baguio City. She
is a Psychologist by profession and a Human Resource Executive. She earned a degree
in B. S. Psychology from the University of the Philippines and a Master of Arts in
Industrial Psychology from the Ateneo University. He has three children - Eleanor, the
eldest, is a Lawyer from the UP College of Law who is currently with the legal staff of
Congressman Neil Tupaz of Iloilo; Aaron, the second child, is married to Morena Corsino
and is an IT Professional who works and lives in Sydney, Australia; and Dhanice Ann, the
third child, is a graduate of B. S. Anthropology from UP Diliman and now connected with
J. P. Morgan in Makati. He has only one grandchild, Tiara Miyaka Abellar, who is eight
years old, multi-talented and the apple of both her grandparents’ eye.
A dedicated family man and a highly-motivated Rotarian, Gov. Jun believes that “his term
will not be about him as the District Governor, it will be about the Rotary clubs and the
community we serve, that we are in Rotary to help promote the interests of the clubs and
the communities, not the other way around.” This year’s theme, Be a Gift to the World, is
very appropriate for him as he has given his life to Rotary for the past twenty years and
will continue to do so for the years to come. Serving the people, the oppressed, the
underprivileged, the less-fortunate, and being selfless is a way of life for him. This is his
gift to the world.

PROFILE OF PRESIDENT RODOLFO “RUDY” C. GARCIA
From the University of the Philippines in Diliman, Rudy Garcia embarked on a career of 38 years in the
military by entering the Philippine Military Academy, graduating in 1970.
He spent his career in various Command and Staff positions in the Army. His field assignments
spanned areas in Luzon, Visayas and Mindanao. It was in Mindanao however that he served most of
his combat assignments, spending more than ten years in various combat command positions starting
as a junior/ company- grade officer immediately upon graduation from the PMA.
He commanded an Infantry Battalion in Northern Mindanao, an Army Brigade in North Cotabato and
Maguindanao, two(2) Infantry Divisions: the 6th Infantry Division in Central Mindanao and the 5th
Infantry Division in Cagayan, Ilocos and Cordillera regions. He then led the Northern Luzon Area
Command (NOLCOM). He also was at one time the Chief of Operations (J3) of the Armed Forces and
the Defence and Military Attache to Indonesia. He capped his military service as the AFP Vice Chief of
Staff in 2004, with the rank of Lt General.
During his career he received, among others, the Presidential Legion of Honor (Degree of
Commander), several Distinguished Service Star medals, the Gold Cross Medal for gallantry in combat,
two Bronze Cross Medals for conspicuous courage and several Military Merit Medals (with Bronze
Spearhead Device) also for combat.
Soon after retirement, he was back in harness as Undersecretary of the Office of the Presidential
Adviser for the Peace Process (OPAPP), having been exposed to the peace process as Chairman of the
Government Ceasefire Committee with the Moro Islamic Liberation Front (MILF) while still in active
military service. After a little over a year, however, he left OPAPP to join the private sector as
Assistant to the President of Fortune Tobacco Corp of the Lucio Tan Group. But again the call of duty
beckoned as he was offered and, after much thought, accepted the Chairmanship of the Government
Peace Negotiating Panel with the MILF, where he was given a Cabinet Secretary rank. He completely
retired from Government service in late 2008.
Rudy has made it a point to engage in humanitarian causes, before and after retirement. He was a
Member of the Board of Governors of the Philippine Red Cross; Member, Board of Trustees of
Transparency International and currently as Chairman of the Board and President of International
Social Service-Philippines, the country affiliate of the Geneva-based ISS. He now pursues his
humanitarian service advocacy as a Rotarian.
Rudy, from San Jose del Monte, Bulacan, is married to the former Ma Cecilia Canong Cordero of Iloilo.
Cecille is a registered nurse, a graduate of St Paul’s College Iloilo. They are blessed with three
children: Jose Angelo, a De la Salle University-Dasmarinas graduate of BA Community Development;
Therese Angela, graduate of AB Fashion Design and Marketing at the School of Fashion and Arts (SoFA)
and Isabel Angeline, an incoming freshman at the UP School of Fine Arts.
