SPECIAL WELCOME MESSAGE
Welcome to the Ventura College Foundation’s 33rd Scholarship Awards Ceremony!
It gives us great pleasure to share that the Foundation awarded 446 scholarships to Ventura College
students amounting to $756,908 in support in 2021-2022.
We are proud to walk alongside these students as they overcome tremendous barriers to their
education including food insecurity, housing insecurity, financial need, working multiple jobs, a
virtual learning environment, and a whole host of pandemic challenges.
The Foundation's goal each year is to provide impactful support to students so it might be possible
to eliminate one ten-hour a week part-time job, spend more time focused on their studies and
successfully accomplish their academic pursuits.
None of this would be possible without our remarkable donors! Your generosity and support allow
Ventura College students to break through their barriers to achieve their academic dreams.
Philanthropic investment in community colleges may be the greatest tool we have for increasing
social and economic mobility and ensuring that everyone in our community has access to the life-
changing experiences and opportunities provided by higher education.
It is such a privilege to partner with our visionary and big-hearted donors who believe in the power
of education. Thank you for joining us in recognizing this talented group of Ventura College students
who will achieve their dreams!
With gratitude,

BOARD EMERITI RECOGNITION
Please join the Ventura College Foundation’s Board of
Directors in honoring the service and commitment of
our newest Board Emeriti Members.
On June 30, 2021, the Ventura College Foundation Board of Directors conferred Board
Emeriti status on Dr. Ruth Hemming and Donna Santo, Esquire, for their years of exemplary
leadership and service to thousands of students and alumni of the Ventura County
Community Colleges.
Ruth Hemming, Ed.D
Dr. Hemming served on the Ventura College Foundation board for
seventeen years and gave decades of exemplary service to the Ventura
County Community College District as an English and Journalism
instructor, dean, Vice President at Moorpark, Oxnard, and Ventura
Colleges, and Interim President at Oxnard College. In her retirement, she
joined the Ventura College Foundation board, led its Scholarship and
Grants Committee, and was a board officer for well over a decade.
Notable successes of the foundation under her leadership and tenure
include awarding scholarships to over 4,000 VC students, launching the
VC Textbook Lending program, and creating the VC Promise program. Our
Promise program was the first of its kind in the state and showed that
Promise students were 70% more likely to graduate than students of the
same age who were not in the program. This success propelled the State
of California to create and fund the California Promise Program, which
now serves tens of thousands of community college students across the
state. Her committee's other notable programs include Faculty Education Enhancement grants, Thomas
Fire Emergency Grants, and Basic Needs support.
Her passion for students is deep, constant, and undeniable. Her ethic is that Ventura College students
deserve our effort and responsible consideration.
She is a calm, wise, no-nonsense, common-sense leader who expects that all of us care enough to serve
our students well, especially those students who have been marginalized.
Dr. Hemming leans in when others may not. She is a rock in the storm and a role model for many
education leaders across the county.
Leader, philanthropist, advocate, and friend, today, we honor Dr. Ruth Hemming, Board Emeriti.
6
BOARD EMERITI RECOGNITION
Donna Santo, ESQ
Ms. Santo gave nineteen years of service to the Ventura College
Foundation board and held many titles, including Board Chair. During her
tenure on the Board, Donna also served on a variety of committees to
support the work of the Foundation; she was generous with both her time
and resources.
Furthermore, this family law attorney was a founding donor for our
Phoenix Scholarship Program, whereby a group of female attorneys, spear-
headed by local attorney and Board member Richard Taylor, set out to
support returning students who had taken a break from their education
due to a hardship or their need to support their family. The success of this
support is evidenced in that last year, as over 88% of returning student
scholarship applicants were awarded scholarships to help remove financial
barriers to their success.
Additionally, during her leadership, the Foundation built an Osher
Scholarship Endowment Fund to support students in need and take advantage of a matching funds
opportunity from the Bernard Osher Foundation. Today, this fund is worth $2.4M and supports 50-70
Ventura College students annually.
We honor Donna Santo, Esquire, Board Emeriti, a passionate and devoted leader and philanthropist.

IN MEMORIAM
Larry Baratte (1959-2020)
Larry Baratte was the architect of Ventura College's dominant
men's and women's swimming programs of the early 21st
century and a 2017 inductee into the VC Athletics Hall of Fame.
Coach Baratte, or simply "Coach" to so many, came to Ventura
College in 1988 as an aquatic instructor and assistant to the
men's and women's swim teams and the men's water polo team.
In 1990 Baratte was named head coach of the women's swim
program at VC, and in 1992 was hired to a full-time faculty
position responsible for the entire intercollegiate aquatic
program, directing the men's and women's swimming and diving
teams and the men's water polo team.
On top of his duties as head men's and women's swimming and
diving coach, Baratte was a full-time professor and served as the
department head in the Kinesiology Department.
Coach Baratte retired from his full-time teaching job in the spring of 2016 and officially retired from
coaching in the fall of that same year.
Larry's proudest achievement has always been his family. Spending time with his wife, Beth and his
three sons were his highlights.
Larry’s family established an endowed Larry Baratte Memorial Student Aquatics Athlete Scholarship to be
awarded annually.
Donald R. Belless (1925– 2020)
The late Mr. Don R. Belless was introduced to the foundation by his neighbor, Ventura College
Foundation Emeritus Board Member Richard Taylor, Esq., and his wife Kristin.
According to Mr. Belless, "I chose the city because the post office in Ventura was the only
response I received when inquiring about postal jobs in California in 1959. Thanks to the city, I
was able to move from Iowa, raise my family in a beautiful environment, and gradually accrue
enough to be able to give back in my later years.”
Mr. Belles often gave anonymously and supported all the foundation’s signature initiatives, the
VC Promise, Textbook Lending Library, created a Phoenix Scholarship supporting VC nursing
students, and, ultimately, provided for the work of the Ventura College Foundation with a legacy
gift in his estate plans.

IN MEMORIAM
Doris K. Collin (1934-2021)
Doris was born in Pennsylvania in 1934. Aside from raising two
beautiful children and managing a household, she volunteered with
multiple community and private organizations.
She enjoyed hosting dinners with friends, boating the open seas and
traveling far reaches of the world with her husband of 67 years. Doris
was a dynamic and lively woman who lit up the room with her
extraordinary smile and generous spirit.
She and her husband Ken, who serves on the VC Foundation Board,
have been big supporters of our students. Her legacy will live on in the
many students whose lives will be impacted by support of the
Foundation. They donated over $95,000 to the Foundation and
created the Collin Family Annual Scholarship.
Donald Gloisten (1928 – 2019)
Donald Gerard Gloisten Sr., beloved father, husband, brother,
grandfather, great grandfather, and friend passed away June 10, 2019,
of natural causes at home at the age of 91.
Don was born in NY and attended Seton Hall University and Saint
Francis College, Brooklyn, completing degrees in Bachelor of Arts,
Finance and eventually his JD. After serving in the Army, he hitch-
hiked (Don had an adventurous side) to Mexico City where he used the
GI bill to study for a few years. While in Mexico he climbed several
peaks including Popocatepetl.
He started his financial career as a runner on the floor of the NYSE.
After completing his law degree at night, he became House Counsel
and worked directly with Jack Dreyfus (a financial giant) of the Dreyfus
Fund, NY. Don won many awards for financial achievement including
the prestigious Stockbroker Hall of Fame in 1996. He also ran for
Ventura City Council and was heavily involved in community projects, politics, and philanthropy.
Don and his wife Mary enjoyed travelling the world. Upon her death, Don established the Mary J.
Gloisten Nursing Memorial Scholarship endowment to support VC Nursing students in perpetuity;
Don had a voracious passion for knowledge. He was a student of life and a teacher to many in his over
20 years of teaching at UCLA. He was an accomplished photographer, pianist, painter, fisherman,
philanthropist, father, storyteller, and financier. He was beloved by all and special in so many ways. He
touched many people's lives.
10
IN MEMORIAM
Robert Ingrum (1920-2020)
Bob married his wife Dottie in 1951, and the family grew to include
David, Judy, and Nancy. In later years, he and Dottie traveled
extensively. As time passed, Bob enjoyed spending time with his
grandchildren and great-grandchildren. Bob was an active member of
Coastline Church for over sixty years.
Bob accomplished two, thirty-plus year careers. He was an Assessor for
the County of Ventura, and then most recently, he worked for Hammer
Hewson as a commercial property manager, retiring at the age of ninety
-five.
He was a kind, giving, and gracious man who gave generously with both
time and resources, from various mission projects to adult literacy. He
was also involved with the Kiwanis Club of Ventura for many years.
Bob left an endowment with the Ventura College Foundation for the
Nancy Steward Memorial Scholarship.
Elaine James (1946-2019)
Elaine was raised in Mobile, Alabama, but in the latter season of her life,
Elaine relocated to Oxnard where she would reside until her return to
glory, on August 22, 2019.
Elaine’s most prolific work and passion was in ministry and spanned
more than 40-plus years. She traveled all over the United States
ministering and preaching the gospel. After serving in the capacity of an
evangelist for many years, Ralph, and Elaine co-founded Overcomers
Community Outreach Ministries, where they co-pastored and led a
thriving congregation, as a family. Those of us who are left to cherish
her memory, miss her infectious sense of humor, bold convictions, wise
advice, uncompromising love, and no-nonsense delivery of the Word of
God.
Elaine is survived by her husband, Ralph James. Elaine and Ralph have a
history of generosity with the Ventura College Foundation. They
established scholarships in honor of their mothers, the Marie McNeil Memorial Scholarship (Elaine) and
the Maude A. Broughton Memorial Scholarship endowment (Ralph). Ralph served on the Ventura
College Foundation Board of Directors and retired from his career at Ventura College as a beloved
educational counselor.
11
IN MEMORIAM
Aurora Loss (1918-2020)
Aurora Loss grew up on a farm in a mining town in Montana. She was a
woman ahead of her time. She was an independent, savvy, career-
driven woman.
After years of waitressing, Aurora attended Billings Business College
which launched her into a successful career in the engineering industry
and as a government administrator that took her many places including
the Pentagon in Washington D.C. during WWII.
While in Washington, D.C., Aurora became ill and needed to be
hospitalized. It was an era where women had difficulty advocating for
themselves. When the doctors brushed away her symptoms, she was
shown support and kindness by a nurse. She believed the nurse’s efforts
on her behalf helped save her life.
Aurora eventually relocated to California to be closer to family. Aurora found an opportunity to return the
long-ago kindness she had received by supporting Ventura College nursing students with scholarships and
program support. In doing so, Aurora helped the future by honoring the past.
The benefit of her generosity extends to the community as her giving ensures there is a workforce of
qualified nurses. Aurora’s legacy lives on through her generous bequest of nearly $200,000 to both
establish an endowed scholarship fund for nursing students and to enable the VC Nursing Department to
purchase medical training equipment. Her generosity of spirit will ensure that generations ahead will
receive quality care and caring from Ventura College’s nursing program graduates.
Walter W. Walker (1931-2020)
Walt W. Walker, 'Larry', or 'Triple Dub' as he was known to many, was
born in Anaheim. During World War II Walt enlisted in the Navy,
serving his duty in the Pacific Theater, aboard an Aircraft Carrier as a
mechanic. Upon returning to civilian life, Walt went to Trade School and
learned to be a Tool & Die Maker. Walt's greatest achievement, if you
were to ask him, was meeting the love of his life, Jaqueline Delores
Harsh. They enjoyed nearly 60 years of marriage and raised two
children.
Walt would soon begin a career that was his most beloved, as a
Firefighter. Walt joined the Los Angeles County Fire Dept. in 1951 and
worked his way to the rank of Captain, retiring in 1977.
After Walt's retirement in 1977 and now empty nesters, he and Jackie
took off on an epic odyssey traveling around the world. Some of Walt's
loves, besides family included, travel, golf, fine wine, and volunteering.
Walter established the Jacqueline D. Walker Memorial Scholarship endowment in memory of his late wife.
12
IN MEMORIAM
Stan Weisel (1927-2020)
Stan Weisel was a scholar, humanitarian, philanthropist, and self-made
man. Stan was born in Rochester, New York, and he moved to Los
Angeles in 1928. He graduated from Fairfax High School in 1945 and
was drafted into the army a few months later. When the war ended, he
attended UCLA and put his sight on teaching.
Stan taught Jr. High School math and sciences, and when the
opportunity arose, he taught math at East L.A. College. He moved to
Ventura County in 1982 when he retired from teaching and called the
City of Ventura home for 35 years. He was a walker and a talker, golf
and tennis player, duplicate bridge teacher, and lover of music and
dance. Most of all, his inquiring and curious mind propelled his
exploration for knowledge and wisdom.
His motto was to “pay it forward” and he did so by helping those in
need. In 2011, he created the Stan Weisel Phoenix Endowment Fund which will continue to support about
six student advocates for gender equity annually who have returned to school after their lives were
interrupted by “life.” The Stan Weisel Tutoring Center at Ventura College is dedicated to him.
Stan continues to live through his love and generosity that forever linger in our hearts and minds. We are
each better for having known him, and we miss his quick wit and joyful good humor.
The Honorable Colleen T. White (1944 – 2021)
Born in the small town of Wetumka, OK, Colleen Toy White achieved
more in her lifetime than anyone has a right to expect.
As a young mother, she and her first husband, Dale, lived in Florida
while stationed at Eglin Air Force Base. Their children included Misty,
Christopher Dale (deceased) and Kevin.
After moving to Ventura, Toy attended Ventura College, earning an
associate degree. She later attended Ventura College of Law where she
graduated and was admitted to the California Bar in December 1977.
During her career, Colleen served as a Deputy District Attorney, Chief
Deputy District Attorney, and was ultimately elected to the Superior
Court. She was assigned to Family Law and began a 23-year career on
the bench punctuated by many awards—both local and statewide. In
2007-2008 she was elected by her peers to be Presiding Judge.
Toy will always be remembered for her compassion and fairness on the
bench and her sense of civic duty. She served on the board of the Ventura College Foundation for 10 years
and was the architect of the Phoenix Scholarship program. She also established the Hon. Colleen Toy
White Memorial Scholarship endowment.

LEGACY GIVING
IF YOU DREAM ABOUT MAKING A DIFFERENCE,
A PLANNED GIFT CAN MAKE IT HAPPEN.
Innovative and tax-wise, a planned gift can provide financial security for you and your family,

students.
Talk to your financial or legal advisor to learn which assets will or will not trigger taxable income
when paid to a beneficiary. Donors of planned gifts to the Ventura College Foundation are
members of the George McNeely Legacy Society (GMLS). GMLS membership is one way the
Ventura College Foundation is able to thank you during your lifetime for your planned gift.
If you name the Foundation in your plans, please list Ventura College Foundation,
