The MV YWAM PNG has played a crucial role in community development and capacity building in PNG by providing over two million services to remote and isolated communities. However, it is now being sold to facilitate the expansion of YWAM MS operations, as well as for future development and succession planning.

OF YWAM - 1956 “Suddenly I was looking at a map of the world, only the map was alive and moving! I sat up and shook my head and rubbed my eyes. It was a mental movie. I could see all the continents, and waves were crashing onto their shores. Each wave went onto a continent, then receded, then came up farther until it covered the continent completely. I caught my breath. Then, as I watched, the scene began to change. The waves became young people—kids my age and even younger—covering all the continents of the globe. They were talking to people on street corners and outside bars. They were going from house to house and preaching the Gospel (bringing good news). Everywhere they went they were caring for people just as Dad cared for the little girl reaching out for baksheesh (a small sum of money). An excerpt from the book ‘Is that Really you God?’ by Loren Cunningham - YWAM Founder Youth With A Mission (YWAM) - the name itself, is a call to action! Starting as a movement, today YWAM has operational centres in 190+ nations. The heartbeat is still for young people to make a difference in their world, to understand the ‘why’ of their faith and to learn how to engage locally and internationally. YWAM has a decentralised structure with no international office or centralised funding; the primary onus of leadership and legal entities is placed upon the local YWAM operational centre. The Original Vision YWAM MS helps TO BUILD HEALTHY LIVES, FAMILIES AND COMMUNITIES FOR HEALTHY NATIONS 5

OUR Story In 1992, Ken and Robyn arrived with a small team to pioneer YWAM in Townsville. Their focus was, and continues to be, helping young people find life, love and liberty, to know God and to make Him known. The YWAM MS Seal is to remind us of the heart behind what we do, the practices by which we operate and our vision and mission to help build healthy lives, families and communities for healthy nations. YWAM MS’ sincerely held beliefs are conducted in good faith, aligning with the Australian Fellowship of Missions Centres (AFMC) and the YWAM Statement of Purpose, Core Beliefs, Foundational Values, Legacy Words and Covenants. YWAM’s culture is founded on a Christian ethos which desires to create an environment that would genuinely “Care, Connect, Serve and Build. It’s what we do!” Our hope is to promote positive action in our community for healthy lives, and support responsible freedom of expression, to help people belong, and value individuals and organisations through respectful collaboration and cooperation. We aim to create a safe, caring environment that honours personal choice, while providing opportunities in a manner that is mindful of others and our YWAM MS community. John 10:10 is about living life to the full; it’s a reference from an ancient text in the Bible, written around A.D. 85. “The thief’s purpose is to steal and kill and destroy. My purpose is to give them a rich and satisfying life.” “Just living is not enough,” said the butterfly. “One must have sunshine, freedom, and a little flower.” Hans Christian Andersen Ken and Robyn Mulligan 6

3. Personal Finances All YWAM MS personnel, including the directors, are self-funded volunteers; they typically raise their own support from a network of relationships. Clarity of purpose, financial planning, personal domain, longevity, stewardship, communication skills and faith are key components of every altruistic volunteer’s life. Volunteers agree to serve with an understanding that they give their expertise and goodwill with no expectation of remuneration. At times, there are a limited number of critical positions which are remunerated to maintain operations (e.g. engineer, bookkeeper, etc). 4. Code of Conduct YWAM MS group chooses to shape many of its management practices and behavioural processes from standards of the Australian Charities and Not-for-profits Commission (ACNC) and from the development sector Code of Conduct established by the Australian Council for International Development (ACFID), the peak body for Australian non-government organisations involved in international development. The ACFID Code of Conduct is considered to be best practice in Australia and around the world, focusing on good practices (including a public complaints mechanism) and operational values of integrity, cooperation, transparency, equality of opportunity and accountability. This builds trust and accountability in the communities we support overseas, the communities who support us at home and the partners with whom we collaborate. BEING FIT for Service Being fit for service in the YWAM MS group enables people to carry their responsibilities in a healthy, safe, productive and effective environment. 1. Core Competencies YWAM MS is founded on a Christian ethos, which is conveyed through a culture of ‘Care, Connect, Serve and Build - It’s what we do.’ We help to build healthy lives, families and communities for healthy nations. Formal, informal and nonformal training allows a learner to demonstrate their abilities and develop core competencies that refer to a person’s capabilities, knowledge base, innovation, skills and character. Integrity necessitates the need for consistency between YWAM MS’ practices and its sincerely held beliefs that are conducted in good faith through the Australian Fellowship of Missions Centres (AMFC) and the YWAM Statement of Purpose, Core Beliefs, Foundational Values, Legacy Words and Covenants which helps to prevent ‘Mission Drift.’ 2. Well-being Holistic well-being of personnel in regards to emotional, environmental, financial, intellectual, occupational, physical, social and spiritual needs requires life skills, creativity, fun, resilience and a supportive community that encourages peer-topeer mentoring in a live/learn environment. YWAM MS provides opportunities to belong, as well as an environment where people can reflect on their beliefs and consider their life choices while having purpose. Life skills include strategies and techniques for problem solving, critical thinking, effective communication, decision-making, creative thinking, interpersonal relationships, self-awareness building, empathy and coping with stress and emotions. The YWAM MS community assists by providing training, accountability, resources and referrals that are necessary for healthy pathways. 7

A COMPELLING need for Hope Eighty-four percent of youth in high-income countries are able to complete upper secondary education, while only 14% of youth complete upper secondary education in low-income countries. Additionally, almost 30% of the poorest 12 to 14 year olds have never attended school, and many others do not have access to primary education. As many as 811 million people go to bed hungry each night, but more than enough food is produced to feed the global population. From 2019 to 2020, the number of undernourished people grew by as many as 161 million, a crisis driven largely by conflict, differences in morality, poor leadership, lack of sustainability and the COVID-19 pandemic. The world is full of compelling issues that need hope. These issues are often complex and multifaceted, requiring solutions that are holistic. The United Nations estimate 40.3 million people are in modern slavery, including 24.9 million in forced labour and 15.4 million in forced marriage. Women and girls are disproportionately affected by forced labour, accounting for 99% of victims in the commercial sex industry, and 58% in other sectors. Today, there are 2.6 billion young people under 20 years of age, accounting for 33.2% of the global population. Globally, youth are being left behind in many countries. Educational opportunities continue to be severely lacking, and unemployment, poverty, homelessness and hunger are systemic. Western Province Small boat patrol 8

According to the World Health Organization (WHO), 94 million people experience severe visual deficit or blindness due to cataracts, which can be corrected with a simple, 30-minute surgery. Sexual exploitation and domestic violence run rampant in countries where most might not expect, and inequality and discrimination threaten the prosperity of all people groups. WHO estimates that one in three women worldwide have been victims of gender-based violence. Most of this violence is intimate partner violence. It has been shown that the exposure to pornography increases aggression in men, and nearly 35% of all internet downloads are pornographic. Eighty-eight percent of pornography is violence against women. We are still seeing the overarching effects of COVID-19, including isolation and anxiety. A spike in poor mental health has been observed throughout the world, and people are struggling in ways that they haven’t before. A recent study showed that the global prevalence of anxiety and depression is “very high” since the onset of the global pandemic, which entails special attention. It was reported in 2017 that half the world continues to lack access to essential health services. 94 MILLION PEOPLE EXPERIENCE SEVERE VISUAL DEFICIT OR BLINDNESS DUE TO CATARACTS Cataract surgery aboard the YWAM Medical & Training Ship 9

One in every five Australians — about 4 million people — suffers from a mental illness in a given year, and almost half the population has suffered a mental disorder at some time in their life. Violence against women is a serious and widespread problem in Australia. One in three Australian women have experienced physical violence since the age of 15. One might assume that these problems aren’t prevalent. However, when digging a bit deeper, it’s clear that AUSTRALIA is not immune to struggle. Disparities in education amongst children in different socioeconomic backgrounds is significant throughout the nation. Groups of young people are not well-prepared to participate socially, democratically and economically for adulthood. It has been shown that 15% of all Australian youth are disengaged from any education or training at the age of 24. Rates are much higher among young people from the lowest socioeconomic backgrounds (32%), very remote areas (38%) and among Indigenous young people (45%). ACloser LOOK SUICIDE CONTINUES TO BE THE LEADING CAUSE OF DEATH IN YOUNG AUSTRALIANS. OVER ONE THIRD OF DEATHS IN AUSTRALIANS AGED 15-24 WERE DUE TO SUICIDE IN 2020. ACCORDING TO A REPORT FROM THE AUSTRALIAN INSTITUTE OF HEALTH AND WELFARE, IN 2018, 62 WOMEN WERE KILLED AS A RESULT OF VIOLENCE BY THEIR CURRENT OR FORMER PARTNER IN AUSTRALIA, WHICH IS AN AVERAGE OF MORE THAN ONE WOMAN PER WEEK. 10

PAPUA NEW GUINEA (PNG) is Australia’s nearest neighbour. In fact, on the coast of Western Province, Australia seems so close that you could reach out and touch it. However, the disparities that one can see between the two nations are very evident. Despite the country’s abundant natural resources that have helped fuel the country’s rapid economic growth over the past decade, persistent poverty remains mostly in rural areas, where over 80% of the population lives. There are over 7 million young people under the age of 25 living in PNG, and only one in three children complete primary education. The unemployement rate is estimated to be as high as 90% amongst young people aged 15 to 24 years in the National Capital District. PNG’s maternal mortality rate is the highest in the Pacific region, and immunisation coverage against preventable diseases has plateaued at around 60%. PNG has one of the highest rates of oral cancer in the world per population, with only 62 dentists in the nation. Despite great traditions, gender-based violence in PNG is considered by some to be of epidemic proportions. It is estimated that two-thirds of women are victims of some sort of physical or sexual violence in their lifetime. It has also been noted that the nation has the highest rate of Google pornography searches in the world. OUR TEAM MET BONNIE IN 2010, AND HE BECAME A SPARK THAT HELPED IGNITE HEARTS TO NOT FORGET THE ISOLATED THOUGH HIS LIFE WAS SHORT, HIS LEGACY CONTINUES TO LIVE ON 11

YWAM MS aims to collaborate with visionary decision-makers from various sectors, such as government, business, churches, universities and the wider community, both at the grassroots and strategic levels, to implement innovative ideas. Identifying appropriate partners is crucial to achieving successful community development outcomes. By working together in a culturally respectful manner, partners can strategically plan and efficiently implement programs, while ensuring regulatory compliance. He took great pride in introducing YWAM MS to national and provincial governments, and played a vital role in advancing its work and securing national government funding and financial support from MPs and Governors. 12

OPERATIONAL Integrity “YWAM IS AS MUCH A PART OF TOWNSVILLE AS IS THE ARMY, AS IS THE COUNCIL, AS IS EVERYONE ELSE.” CR JENNY HILL MAYOR OF TOWNSVILLE All YWAM MS group entities are financially and legally autonomous and are audited professionally. Each entity produces an annual financial summary which accounts for any transfer of funds and gives transparency regarding development or non-development activities. A wide range of donors from Australia, PNG and around the world contribute toward the costs associated with the programs delivered by each entity. YWAM MS risk management includes the identification, evaluation and prioritisation of risk, along with economical application of resources, to minimise exposure, while maximising the realisation of opportunities. YWAM TOWNSVILLE CAMPUS Townsville YWAM The YWAM Townsville Campus is a beautiful facility situated in the heart of the city, spanning an entire city block. It boasts a gorgeous courtyard and can accommodate up to 400 individuals for both short and long term housing. The campus provides non-formal, informal, and formal training in a livelearn environment to support the YWAM MS group. Specialised training is also offered, with a focus on community engagement, strategic planning and outreach monitoring, as well as team and field support from the campus to ensure the success of their missions at the local, national and international levels. 16

YWAM MS’ DENTAL TRAILER AND MV YWAM PNG Australia & PNG YWAM MEDICAL SHIPS PNG has a predominantly rural population, with 84% of its people living in remote areas with limited infrastructure, which presents significant challenges for delivering healthcare and training services. To address these challenges, YWAM MS employs a community development approach combining the use of the MV YWAM PNG and land-based teams to deliver medical and training services and to build capacity among local health workers. Through collaborations with these workers, YWAM MS has provided over two million medical and training services to remote communities in PNG. As a mother ship, the MV YWAM PNG helps to strengthen existing services and build capacity while working SELITA AND YWAM MS VOLUNTEER OPHTHALMOLOGIST collaboratively with local health workers in a culturally sensitive and respectful manner. YWAM MS aligns its work with the goals and objectives outlined in the PNG National Department of Health (NDoH) National Health Plan. YWAM MS has seen some incredible moments in the field, such as the story of Selita, a 32-year-old woman who had been blind for seventeen years due to dense cataracts. After a successful operation aboard the MV YWAM PNG, Selita regained her sight and independence for the first time in years. Her story, among others, is a testament to the transformative impact that YWAM MS is making in PNG, as they continue to work collaboratively with local health workers to deliver essential services to remote communities. 17

TAKES YOU PLACES Training that YWAM MS offers an incredible variety of cross-cultural and international live/learn training opportunities, providing support and resources for individuals and teams involved in serving individuals and communities. One of the foundational courses offered by YWAM MS in Australia and PNG is the Discipleship Training School (DTS). Dedicate five and a half months of your life to growing in faith while serving the world around you. The school combines lectures and outreach to give you a hands-on, lifechanging experience! Make a difference and consider joining a DTS: 1. EXPLORE: Join our community and surround yourself with altruistic volunteers, leaders, and friends who seek to put their faith into action. Get equipped to overcome challenges, discover keys for living, and find purpose. 2. PURSUE: In the DTS, you’ll develop friendships, study the Bible and its relevance, have the opportunity to ask questions, explore why and what you believe, learn about prayer and God in all aspects of your life. Experience the reality of your faith and how to hear God’s word and what it may mean for you to follow Jesus. 3. PURPOSE: During the DTS, you will be immersed in an environment that is designed to help you strengthen your unique calling and gifts. You will have opportunities to learn both in class and on outreach, witness the beauty and needs of our broken world, and explore how you can use your skills and passions to make a positive impact in the lives of individuals and communities. YWAM Townsville (RTO Reg. No 30614, CRICOS Provider No. 02205D) is a registered training organisation in Australia and offers a broad range of courses. 18

In 2018, YWAM MS acquired the former Salvation Army ‘Recovery Centre’ located in the Townsville CBD. The site has been renovated extensively and is now called the YWAM Precinct. YWAM MS invested significantly into the property, starting with basic cosmetic updates and then proceeding with a comprehensive refurbishment. The organisation consulted with many other groups during the development process, and the YWAM Precinct is now open to the public. The YWAM Precinct features several amenities, including an adventure-based learning center that focuses on preventative care, intervention and rehabilitation. This center includes high and low ropes courses, as well as a rock climbing wall. Additionally, the site contains a multiactivity center, which is a warehouse that can be used for events and sports. Transitional accommodation is available for young women in need, and a café is on site to complement youth activities across Townsville and beyond. YWAM Precinct ADVENTURE BASED LEARNING - FOCUSING ON PREVENTATIVE CARE, INTERVENTION AND REHABILITATION 19

COMMUNITY RADIO Stations Community radio stations 99.9 LIVE FM Townsville and 91.9 FRESH FM Gladstone are local Christianbased community radio stations aimed at serving their community and its interests. They are dedicated to broadcasting the positive message “It’s Good To Be Alive” to homes through both FM radio and online platforms to a population of over 250,000 Queenslanders. The stations provide formalised training in broadcasting, specifically Cert III in Screen and Media. The stations broadcast popular content relevant to North Queensland region to a specific audience that is often overlooked by commercial or mass-media broadcasters. These community radio stations have broad appeal since they are operated, owned and influenced by the communities they serve. 99.9 Live FM was established as an aspirant community broadcaster in April 1993 and was issued a full-time broadcasting license in August 1998. Plans are currently underway to expand the radio station network into Port Moresby, PNG. Philip Rentsch Darren Raimo 20

YWAM Medical Ships has been engaged in the Gladstone Region since 1992 when Ken and Robyn Mulligan visited with a small team of youth workers. The team presented in schools, youth groups and churches from Gladstone right through to Thursday Island! YWAM has continued to send outreach teams to Gladstone with a focus on school seminars, community engagement and visits from the YWAM Training and Medical Ship. In December 2021, when YWAM Medical Ships was approached by the team at Christian Media and Arts Australia (CMAA) to take a key leadership role in the development of Fresh FM, there was a real excitement about the idea. Part of the invitation was not only to take on the operations of the community radio station, but to bring the registered training from Townsville to Gladstone and engage young people in media, and to have a practical hands-on approach to outreach in the city, engaging listeners to build health lives, families and communities in the Gladstone region. Dan and Tash Coates were the first to move down in January 2024 to continue the work. Fresh FM and YWAM have a beautiful heritage and history with a rich depth of engaging in the community. Moving forward, we look forward to building on that wonderful heritage together, in collaboration with many treasured people across the city. YWAM MS has been operating in PNG for over 13 years and has now established a campus in Port Moresby called ‘The Jetty’. It is situated in a stunning location right on the beach and offers a safe and caring environment for quality training. The outreaches vary from land-based to small boats and dental semi-trailer outreaches, as well as Education for Life and other programs. YWAM Port Moresby There are immense opportunities in PNG, with over 7 million young people under the age of 25 living there, but only one in three children complete primary education. With over a thousand tribes and 858 languages spoken, a significant portion of the population relies on subsistence farming. The country faces a highly complex set of challenges influenced by seven key trends: governance, law and order, a failing health system, a mediocre national education system, continuing reliance on the extractives industry, the unrealised potential of subsistence agriculture and a growing population. Matt and Anna Scott - Campus Managers ‘The Jetty’ and small boats Matt and Anna Scott 22

DENTAL SEMI-Trailer YWAM MS acquired a nearly-new dental semi-trailer refitted by Henry Schein at the end of 2021 and is actively working together with key stakeholders to help establish and implement a sustainable national oral health policy/strategy/action plan, provide dental services, training opportunities and health education to primary and secondary schools in the district. The trailer will be housed at ‘The Jetty’ Port Moresby campus. This multi-use, mobile facility will strengthen existing services and provide an ideal learning environment for local healthcare professionals and students to develop their skills while responding to the critical need for dental services in Port Moresby. With only 62 dentists in the nation and the highest rate per capita of oral cancer in the world, the need for dental services is urgent. The trailer’s visits to schools will be accompanied by interactive and motivational school programs centered around empowering students, helping them understand their value and strengths. With a growing population and over 100 primary and secondary schools in Port Moresby, the demand for dental services is significant. 23

Stephen and Julie Aherne played a key role in founding YWAM Melbourne in 1983. In 2019, under the leadership of Tom Hallas, Ken Mulligan, Jared Hoover, and their team, as well as the impact of COVID-19, some significant decisions were made resulting in the decision to sell YWAM Melbourne with the aim of rebuilding and multiplying YWAM Outreach Houses throughout the city. Melbourne, known for its music, trendy cafes, laneways filled with street art and creative festivals and events, is Australia’s cultural capital. With an abundance of opportunities and a diverse population, it is well-positioned to engage the youth of this multicultural city. It’s worth noting that there are over 500,000 young people and 1,300 schools in Melbourne, making it a significant opportunity for youth engagement and outreach programs. YWAM Melbourne 24

boasts impressive natural landscapes and seascapes such as boulder-strewn headlands, hoop pines, sandy beaches and fringing coral reefs. The largest wild koala colony in Australia is also found on Magnetic Island, and it is home to other mammals and marsupials such as rock wallabies, brush-tailed possums and echidnas. The Magnetic Island Beach Retreat is designed for shortterm stays, retreats, holidays, youth encounters, and events. It provides an opportunity to enjoy the stunning natural beauty of the island and its surroundings, making it an ideal location for those seeking a peaceful and refreshing break from their daily routines. Beach Retreat MAGNETIC ISLAND Magnetic Island, a beautiful location that can be easily accessed by a short ferry ride from Townsville, offers beachfront access and is home to one of the top 10 beaches in Queensland. The proposed retreat, located on this island, was originally known as the ‘Alma Den Beach Resort’ and requires significant renovation work to be revitalised. The facility includes motel-style units, a house, cafe/restaurant, conference area and a pool, making it an ideal location for those seeking a getaway. Notably, Magnetic Island is part of the Great Barrier Reef World Heritage Area, with half of its 5,184 hectares being designated as a national park.
