Department of State

Lorraine Hariton was sworn in as the State Department’s Special Representative for Commercial and
Business Affairs on September 14, 2009. Her experience in innovation and entrepreneurship will provide
a unique perspective in addressing our global economic growth challenges. She will be responsible for
State Department outreach to the business community and commercial advocacy efforts. She will work
with the business community worldwide to ensure that commercial diplomacy efforts support U.S.
foreign policy objectives.

Ms. Hariton brings to the State Department more than 25 years of experience in the information
technology sector in Silicon Valley. Throughout her business career Ms. Hariton worked with various
technologies and products including mainframes, thin-client technology, e-commerce financial
infrastructure, internet audio solutions and speech applications. Most recently Hariton worked on Smart
Grid initiatives including advanced metering and intelligent street lighting.

Ms. Hariton served as President and CEO of Apptera from 2003 to 2005 where she brought their first
product to market and raised $8 million in venture capital. She served as the CEO of Beatnik from 1999
to 2002 where she repositioned the company as a leader in the wireless industry and raised more than $40
million in venture capital.

Ms. Hariton also spent 15 years at IBM serving in a number of executive capacities. Ms. Hariton is
Chairman Emeritus of the Forum for Women Entrepreneurs and Executives, served as Treasurer of the
State of California Board of Accountancy, served on the board of the Demand Response Smart Gird
Coalition, served on the National Advisory Board of the Stanford Clayman Institute for Gender Research
and the Executive Committee of the National Center for Women and Information Technology.

Ms. Hariton has an M.B.A. from Harvard Business School and a B.S. in Mathematical Sciences from
Stanford University.

Steven R. Koltai

Senior Advisor & Director, Global Entrepreneurship Program, Department of State
Steven R. Koltai currently serves as Senior Advisor for Entrepreneurship at the State Department,
and is responsible for designing and implementing the Administration‟s interagency initiative to
promote and support entrepreneurs around the world – the Global Entrepreneurship Program. Mr.
Koltai comes to this position from over 30 years‟ experience in international finance, strategic

planning and entrepreneurship gained in the banking, entertainment and Internet industries. Mr.
Koltai „s longest single employment was at Warner Bros in Burbank, California, where over nine
years, he served as the Studio‟s first SVP of Strategy and Corporate Development, a member of and
for 3 years, chair of, the Studio‟s three person operating committee, and in 1993, founder and first

General Manager of Warner Bros Interactive Entertainment and Warner Bros. Online. Mr. Koltai
served as co-founder of Europe's largest private television satellite company, SES/Astra. His second
entrepreneurial effort was as founder and CEO of an online event registration and management
company, Event411. He has also served in various capacities at the Export-import Bank of the United
States, McKinsey & Company, Salomon Bros. and Bankers Trust, and the Council on Foreign
Relations in 1985. Mr. Koltai received a BA from Tufts University, an MA from Tufts University's
Fletcher School of Law and Diplomacy, and was a Fulbright scholar at University Libre de
Bruxelles. He was born in Budapest, Hungary, escaping with his family during the Hungarian
Revolution in 1956. He was raised in Los Angeles, California, spending high school years in Kansas
City, Missouri. He and his partner Ivan Zizek live in Lincolnville, Maine, Los Angeles, California

Anne Park

Presidential Management Fellow, Global Entrepreneurship Program Department of State
Anne Park is a Foreign Affairs Officer at the Department of State working in the Bureau of
Economic Energy and Business Affairs on the Global Entrepreneurship Program team. She manages
the GEP Partner Network and her portfolio includes Indonesia, the angel networks program and the
e-mentor corps program. Anne joined the Department of State as a Presidential Management Fellow
in August of 2010. Prior to working at State, she was a project consultant for the World Bank where
she worked to create alternative livelihoods for waste pickers in the slums of the Philippines. Anne
was a Peace Corps volunteer in the Philippines from 2006-2008 where she built the first community
library in the town of Baclayon and worked as a teacher at the local high school. She also worked
with a local costal resource management NGO to help fisherman develop skills to maximize on the
cities strategy to promote ecotourism. Anne has experience working as a consultant in the
agribusiness field, and has competencies in developing training modules for educators, monitoring
and evaluating programs and developing metrics. She has a Master of Public Administration degree
with a concentration in international development from Cornell University where she was awarded
the Adams Leadership Award for academic excellence and leadership. Anne also holds a Bachelor of
Arts in Global Studies with a concentration in International Political Economics from the University

James Richards (advisor to delegation)

James Richards is the co-founder of Shoutbound, a New York-based technology startup.
James received his J.D. from Columbia Law School at age 20 as a Harlan Fiske Stone Scholar, and
his LL.B. from King‟s College London with First Class Honors. Prior to Shoutbound, James was a

corporate lawyer at Davis Polk & Wardwell, where he advised corporate and institutional clients on
mergers & acquisitions, corporate finance, and securities offerings. James lived in Jakarta from 1992-
2004 and is a graduate of the Jakarta International School.
