A Message From The

President & CEO

The one word that can describe NAAC’s work this past year is “Transformative”! Our new CDFI
designation served as this catalyst for change – from a primary focus on homeownership counseling
and consumer education, to now actually preparing clients for mortgages and linking qualified
borrowers to loans through our relationship with National Mortgage Collaborative, a coalition of
CDFI nonprofits. This change will enable NAAC to be financially sustainable into the future while still
serving our mission to advocate for and empower low and moderate income Asian Americans.

While undergoing such major internal changes, training staff and strengthening our infrastructure, we
still managed to have a big impact in both Sacramento and Washington, DC.

Last July, the NAAC and two other nonprofit organizations won a resounding victory for low income
and underserved homeowners as the California Third District Court of Appeals affirmed an earlier
ruling by the Sacramento Superior Court that California officials must return $331 million to the National
Mortgage Special Deposit Fund – a special fund created to help financially distressed homeowners
avoid foreclosure and to help solve the housing crisis in California.

However, despite losing twice in the California courts, Governor Brown and his Legislative Democratic
Allies have attempted to circumvent the court rulings by passing trailer budget bills under a cloud
of darkness and with no real public transparency. Even so, the NAAC will never give up fighting for
homeowners!

The NAAC, in partnership with the National Diversity Coalition (NDC) of 26 organizations will continue
to fight the good fight and engage our legislators and the new Governor to do the right thing by
returning the $331 million fund. We will take this fight all the way to the State Supreme Court and the
Federal Courts, if need be, to get these funds into our struggling communities. Governor Brown may
have won the battle, but we will win the war! Just watch!

The NAAC and the NDC were likewise the first community groups to meet with the new Federal
Reserve Chairman, Jerome Powell. He emphasized the importance of the Community Reinvestment
Act (CRA) obligations of the banking industry to underserved communities. Our next stop was the
Office of Comptroller of the Currency (OCC) and the newly appointed Comptroller, Joseph Otting.
We had very thoughtful discussions on the CRA and were able to present our proposed revisions to
the CRA, which Comptroller Otting received favorably. CRA revisions are in fact underway for public
comments, and we are hopeful that most, if not all, of our proposed reforms which will benefit both
banks and low-to-moderate income communities will be included in the final revisions.

We are so proud of our active participation in NDC that is thriving under the leadership of Jin Sung.
Jin has been the driving force of the NDC in our advocacy efforts with legislators and governmental
agencies, and in holding companies accountable to their corporate social responsibility and diversity
and inclusion promises. Jin has also been a big proponent of research to inform our actions and
ensure that our advocacy is always data-driven.

This year I was thrilled to be appointed by President Trump to serve on the CDFI Advisory Council, which
guides the Treasury’s CDFI Fund’s priorities in providing capital to LMI communities. I look forward
to making relationships here that will benefit both NAAC and NDC members. NAAC continues our
outreach activities providing consumer education in 16 ethnic grocery stores, reaching approximately
7,000 people monthly. Our staff continued to hold over 75 workshops & one-on-one counseling to
potential homeowners and to small business owners, but now with the additional ability to prepare
and link them with appropriate capital resources within NAAC.

I want to thank the more than three dozen corporations that continue to support NAAC’s consumer
education outreach, its homeownership & financial literacy workshops, and small business assistance
& microlending programs during this transformative period. A special thanks to all our sponsors of
this conference, our “15 Years Strengthening Communities” celebration. Our platinum sponsors who

Lastly, I need to express my enormous gratitude for the incredible talent and dedication of so many

staff in Daly City, Washington DC and San Diego, especially JoJo, my patient CFO, DebbieLee, who
organizes our session-packed annual conferences every year, and my colleagues and peers who
contribute greatly to the advocacy work of the NDC; and who stand together as the voice of the
voiceless. I’d like for you all to know, we are billing this event also as National Diversity Coalition’s First
Annual Conference. We’re growing in numbers and in strength!

I am especially grateful for the 17 years of mentoring and connections to power made by Bob
Gnaizda, my “Datu” (tribe leader in Tagalog), my friend, my strong shoulder. We honor Bob tonight
at this, our 15th Year Strengthening Communities and shine a little light on his life’s accomplishments.
