03 Message from Hon Minister of Transport and Mass Media Bandula Gunawardena Sri Lanka is set to declare 2024 as the "Year of E-Mobility," ushering in a new era of sustainable transportation. Dr. Bandula Gunawardena, the Minister of Transport, Highways, and Mass Media, announced this initiative during a Consultation Meeting in Colombo, where a Draft National Electric Mobility Policy for Sri Lanka was discussed in collaboration with the Economic and Social Commission for Asia and the Pacific (ESCAP). The Minister expressed pride in the successful delivery of the e-mobility policy framework, which was submitted to the Cabinet of Ministers in June 2023. While various initiatives, such as electric vehicle registration, charging infrastructure development, and a subsidy plan, have been undertaken by the government, a comprehensive, long-term vision for electric vehicle policy was lacking until now. The journey towards sustainable transportation gained momentum when Dr. Gunawardena connected with Madan Regmi from UN ESCAP during an international mission to Manila. Regmi's support in drafting a policy framework for the transition to electric mobility for public transport in Sri Lanka has been instrumental. The Minister highlighted the need for a comprehensive document with legal backing to integrate efforts and initiatives related to electric mobility. To showcase these efforts and encourage collaboration, a major Electric Vehicle (EV) exhibition and conference are planned for June 2024. This global initiative aims to promote sustainable and efficient public transportation systems, emphasizing decarbonization, reduced individual vehicle usage, minimized traffic congestion, and a lower environmental impact. The Cabinet of Ministers has already approved the preparation of a policy framework, and Dr. Gunawardena plans to submit the endorsed policy to the Cabinet for final approval. The Minister expressed gratitude to his ministry team, other government agencies, local EV industry stakeholders, and UNESCAP for their contributions in drafting the policy. Madan Bandhu Regmi from UNESCAP commended the Minister's commitment and engagement in navigating the policy drafting process, expressing happiness over the initiative taken by the Ministry of Transport. Policy Objectives: Promote EV Adoption Encourage the widespread adoption of electric vehicles across various sectors, including private, commercial, and public transportation. Infrastructure Development Facilitate the creation of a robust EV charging infrastructure network nationwide to address range anxiety and promote seamless travel for EV users. Incentive Programs Introduce financial and non-financial incentives to encourage consumers and businesses to choose electric vehicles, such as tax credits, reduced registration fees, and subsidies for EV purchases. Research and Development Invest in research and development initiatives to advance EV technologies, battery efficiency, and promote local manufacturing of electric vehicles and components. Public Awareness Campaigns Launch public awareness campaigns to educate citizens about the benefits of electric vehicles, environmental impact, and the long-term advantages of transitioning to clean energy transportation. Fleet Electrification Encourage businesses and government agencies to transition their fleets to electric vehicles, promoting sustainability and setting an example for others.
