In 2010, the City entered into a lease with TFJP, Inc., d/b/a On the Waterfront Restaurant,
for the operation of a restaurant at 2 Pelham Road adjacent to the municipal marina.
The attached letter was received from the attorneys "for TFJP advising the City that they
have obtained licensing rights to open a Patsy's Pizzeria at the site. The original Patsy's
has been located in East Harlem since 1933 and four other locations in Manhattan have
been licensed in recent years (see attached restaurant information).
Since the tenant's corporate name is not changing, a formal lease amendment is not
required. However, the tenant intends to expend an estimated $250,000 to enclose the
outside. deck and has requested a four month rent abatement, valued at $30,000. The
enclosed deck will become a permanent fixture to the building and will therefore
substantially enhance the value of this asset. If approved by the City Counqil, it is
recommended that the abatement not commence until the enclosure work has been
completed and accepted by both the City Engineer and the·suildings Bureau.

Please be advised that this firm represents TFJP, Inc., a New York co..Poration, and tenant ofthe
above-captioned premises.
This letter is to inform the City ofNew Rochelle ofcertain changes that TFJP, Inc. plans to make
to its corporate structure and restaurant at 2 Pelham Road in New Rochelle, With, ofcourse, the
consentofthe City.
TFJP, Inc. will no longer be doing business as RRQ, but as Patsy's, an Italian restaurant and
pizzeria. Our client has acquired the rights to open the restaurant under the Patsy's trade name
with a projected opening date ofJanuary 1, 201S.
TFJP, Inc. will remain as the tenant, but in order to complete certain capital renovations, it will
be receiving a capital infusion by Alex Muscar.ella and Kenneth Hicks. In exchange for their
capital infusion, Mr. Muscarella and Mr. Hicks, through their owri corporation AM & KH, Inc.,
will receive a 45% ownership interest in TFJP, tnc.
The initial renovations to the premises will include the installation of a brick oven, an upgrade of
the furniture and painting throughout. Thereafter, our client will enclose the outside deck at a
cost ofapproximately $250,000 in order to increase the year-round seating capacity from
approximately 80 to 180 !leats. In exchange for our client's improvement to the City' s property,
we respectfully request that the City consider allowing TFJP, Inc. "fTee rent" upon completion of
the renovations. ·

Franc;ls Ford Coppola who used its ambiance to shape his actor's
performances In his blockbuster film The Godfather. As a resul t, the
restaurant has been used numerous times as a period location and
backdrop for many movies, employing many East Harlem residents In
tlie pr,ocess.
Throughout Its long history, Patsy allowed his restaurant to
be used by polltldans to convey their respective messages
to their constituents. In the early days of the depression,
Patsy allowed Fiorello LaGuardia to hold his early
organizational meetings at the resutaurant, Inviting
nelghbort1ood residents to stop In and contribute their Ideas
and support. This tradition has.continued for nearly all of
the 75+ years of Patsy's Pizzeria. Numerous polltldans, on
boths sides, Including Rudy Gull/ani, Mike Bloomberg, Adam
aayton Powell and Spiro Agnew have been able t9 get their
message to the people In an up-close and comfortable
atmosphere.
Patsy also knew the Importance of giving back to the
co.mmun/ty. Throughout their entire history, Patsy Lander/ .
and the subsequent owners have continually donated food and restaurant space for numerous community
groups. Patsy's Pl.zzerla has supplied pizza to countless schools for parties and holiday celebrations,
little league teams on victories, fed electfon volunteers and supplied food to church groups and senior

WHEREAS, the New York Athletic Club ("Applicant") desires ~o construct a new two
story field house/fitness center ("Project") at their Travers Island location; and
WHEREAS, the Project is located within the WR (Waterfront Related) zone where
"Yacht, boat, rowing, beach, and other water dependent membership clubs as regulated by §331-
450" are permitted by special permit under the jurisdiction ofCity Council; and
WHEREAS, the Bureau of Buildings has recommended that the special permit be granted
as the application has been reviewed and it has been determined that it meets the salient features
ofthe zoning ordinance; now, therefore ·
BE IT RESOLVED by the Council ofthe City ofNew Rochelle:
This City Council hereby grants a Special Permit to the New York Athletic Club in
accordance with §331-87A(2) ofthe Zoning Ordinance ofthe City ofNew Rochelle.
