Provides crisis services and investigates all child abuse and
neglect allegations within Venango County. The agency
also delivers ongoing case management services to all
families open for services, and offers independent living
services to qualified youth. CYFS actively recruits and
maintains licensed resource families for children when
placement is necessary. Venango County Children and
Youth case management services conduct home visits,
assess the safety of children, and refer children/family to
appropriate services within the community while striving

to achieve safety and permanency for all children.

Drug and Alcohol Prevention – Venango County Drug and
Alcohol Program provides school and community-based Alcohol,
Tobacco, and Other Drugs (ATOD) prevention and education
services. These programs are designed to reduce individual and
environmental risk factors and to increase protective factors.

Early Intervention Services – Early Intervention provides
support and services to infants and toddlers from birth to
age three who have special needs due to developmental
delays or disabilities. Early Intervention services occur in
the home or other natural environments. There is no cost
to the family for the evaluation and services if the child
qualifies.

In order to qualify for Early Intervention, an intake and
evaluation are completed with the child and family to
determine strengths, needs, and eligibility. If a child has a
medical diagnosis that puts him/her at risk for
developmental delays or if a delay of at least 25% (-1.5
standard deviation) is exhibited in one or more of five
developmental areas.

Early Intervention services can begin to support the child’s
development. The five areas of development that are
assessed include: physical, communication, cognitive,
adaptive, and social-emotional skills. Along with case
management, Early Intervention can provide other
services as needed; such as physical therapy, occupational
therapy, speech therapy, special instruction, vision,
hearing and nutrition. 814-432-9100

Foster Care Program – Provides licensed homes that

provide temporary shelter and care for children in a
family-like setting. 814-432-9100

Independent Living (IL) – Youth in Foster Care are
provided with supportive services designed to assist them
in preparing for employment, education, and successful
management of adult responsibilities. 814-432-9100

Intellectual Disability/Autism Services: Intellectual
Disability/Autism Services are available to people who
qualify from time of birth through their entire life span.
Services are accessed by enrollment through Venango
County Human Services. Services available for children and
youth range from Respite and In-Home and Community
Supports to Assistive Technology. 814-432-9100

Triple P – Positive Parenting Programs are effective
evidence-based parenting support, backed up by more
than 35 years of ongoing research. Triple P gives parents
simple and practical strategies to help them build strong,
healthy relationships, confidently manage their children’s
behavior, and prevent problems from developing.

Student Assistance Program – Provides screening for
substance abuse and mental health concerns and makes
recommendations to the families and students for
services. Offers on-site crisis intervention. 814-432-9100

Truancy Outreach – Provides preventative and supportive
services to students and their families within the school
district. Truancy Outreach is designed to provide short-
term interventions to alleviate barriers that are affecting
the student’s academic potential. This is done in a
voluntary manner. 814-432-9100

Community Support Services (CSS) – Provides a variety of
services to assist families and individuals in ways that help
them alleviate day-to-day stressors. Support is delivered
through many programs including: nutrition, employment
assistance, scholarships for children’s activities,
transportation, and more. 814-432-9767

Housing Services – The Human Services Housing
Department provides many programs and services for
County residents. There is assistance with rent, utilities,
shelter, and emergency solutions grants. 814-432-9767

Intellectual Disability/Autism Services – Intellectual
Disability/Autism Services are available to people who
qualify from time of birth through their entire life span.
Services available to Emerging Adults and Adults include
In-Home and Community Supports, Community
Participation Supports, Residential Services, and

Life Coach Program – Supports individuals identified as
struggling in building a sustainable lifestyle. This program
supports adults who need help with daily living needs,
employment, education, and housing. 814-432-9200

Mental Health – Venango County provides services to
children and adults with a mental health diagnosis.
Services are available to support individuals without
discrimination. Our agency offers support coordination in
assessing needs and providing referrals for services and by

monitoring the progress of those eligible for services.

Protective/Intake/Crisis Unit (PIC) – Protective, Intake,
and Crisis services for all county programs. Service
coordinators (case workers) investigate allegations of
abuse or neglect for children and older adults. They also
perform mental health and substance use crisis
intervention and delegate functions. 814-432-9111
Venango County Substance Use Disorder – Drug and
alcohol services available to county residents including
assessment and evaluations that are completed at no cost
to the individual. Service Coordination services are in place
to assist and support individuals in referrals to treatment
providers and the coordination of additional services.
Treatment will include all levels of care including
outpatient, intensive outpatient, partial hospitalization,

Older Adult Services –The primary goal is to foster and
maintain independent living for older county residents by
active planning, coordination, and resource management.
Protective services, assessment, and on-going service
coordination are provided to older adults. Additional
services are provided indirectly by subcontracting with
private vendors. 814-432-9711

Adult Daily Living Program – Adult Daily Living facilities
are available to provide a means to improve the older
adult’s level of functioning in order to maintain their
independence in their home and community. Meals and
snacks are provided. 814-432-9711

APPRISE Health Insurance Counseling – Trained
volunteers provide health insurance counseling to older
adults. They also help with problems filing medical claims,
comparing Medigap policies, and more. 814-432-9711

Home Delivered Meals – The program provides one hot
meal per day, five days a week and frozen meals are
available for the weekends. This service is available to
homebound individuals. 814-432-9711

Intellectual Disability/Autism Services – Intellectual
Disability/Autism Services are available to people who
qualify birth through their entire life span. Services
available include In-Home and Community Supports,
Community Participation Supports, Residential Services,

Legal Assistance – This counseling focuses on legal issues
confronting the elderly including: benefits and rights, wills,
taxes, and any miscellaneous services. 814-432-9711

SHARE Housing – SHARE (Shared Housing and Resource
Exchange) is a program available to senior citizens age 60
and older in Venango County. Shared Housing is a housing
option that focuses on the needs of older adults. Since
Venango County is categorized as a mostly rural
community, Shared Housing is a cost-effective, non-
medical housing model to address many of the barriers

Personal Emergency Response System (PERS) – Electronic
device which enables certain high-risk consumers to
receive help in the event of an emergency. 814-432-9711

Venango County Senior Volunteer Program – Provides a
variety of opportunities for older adults to serve their
community by volunteering their time. Volunteer
opportunities are limitless and include a wide variety of
host sites. The Volunteer Program matches potential
volunteers with host sites based on individual interest and
skills. 814-432-9723

Transportation – Enables individuals to travel to and from
community facilities to receive social and medical services,
to promote independent living. The service “escort” can
accommodate individuals who have special needs.
Vehicles equipped with a lift are also available to assist
anyone with wheelchair, walkers, etc. 814-432-9711

Senior Centers

Senior Centers provide recreational, leisure time and
cultural activities for members of the community over the
age of 60. Activities may include planned arts and crafts,
sports, physical fitness, and cultural enrichment to aid in
the development of social skills for individuals with
disabilities by providing opportunities. Additional services
offered at the centers are designed to encourage
functioning in community life. Other activities include:
organizing volunteer community service projects, personal
safety, health programs, and other programs of interest to
participants.

of Venango County. Services are aimed at assisting
individuals and families in overcoming barriers to self-
sufficiency by promoting both individual and family
functioning and stability. It has been determined that
reaching these overall outcomes may be best achieved

All clients served will be verified as having annual incomes
within 125% of the poverty level. Service authorization will

Venango County Mental Health (MH) is a part of County
government and provides services to children and adults
with mental health concerns without discrimination. Our
MH Unit manages the delivery of publicly-funded mental
health services and works collaboratively with agencies
and credentialed/licensed individuals. The unit also
provides information, referral, supports coordination, and
monitoring of progress for those eligible for services.
