region, and seven (7) LGUs garnered High
Functionality Ratings per National Audit Results
released during the recently concluded National
Calibration for the CY 2021 ADAC Performance Audit.
Sixty-five (65) Anti-Drug Abuse Council (ADACs) in the Bicol Region with exemplary efforts in
complementing the national government’s anti-illegal drugs campaign and obtained a High
Functional Rating during the recently conducted 2021 ADAC Performance Audit. The Province of
Catanduanes Anti-Drug Abuse Council and seven (7) Local ADACs notched a high functional
performance in the 2021 Audit which includes the LGU Bagamanoc, Baras, Caramoran, Pandan,
Panganiban, San Andres and Virac.
The DILG conducts annual ADAC Performance Audit to assess the functionality and effectiveness
of Local ADACs based on the existing issuance and policies, determine anti-illegal drug
innovations and practices at all levels and recognize the best performing ADACs. An ADAC may
only be eligible for awards if it garners an overall performance score in the functionality audit of
85 to 100 points.
The Local ADACs was audited based on the following criteria-organized local ADAC; conduct of
quarterly meetings; allocation of funds for the implementation of anti-drug activities; formulation
and implementation of ADAC plans and programs; supervision and support to component ADACs
and; innovation.
The ADAC performance audit team is chaired by the DILG with representatives from the PNP, PDEA,
and civil society organizations (CSOs) as members. The audit was not only done by the DILG, but
also assisted by other government agencies and CSOs to ensure the integrity of the process and
results.
