The DGG to Mambaling 69kV Line project will interconnect the proposed Mambaling Substation to
the existing 69kV Pardo - DGG 69kV subtransmission lines of VECO. The project will construct a
double circuit with 3-Ø 795 MCM ACSR 69 kV circuit with a approximate length of 500 meters.
The subtransmission project had a total cost of Php 17,585,604.00.

The NGCP Umapad to Paknaan 69kV Line project will interconnect the proposed Mambaling

3.1km. The subtransmission project had a total cost of Php 8,347,911.00.

The NGCP Umapad to VECO Tayud Substation 69kV Line project will interconnect the proposed

Tayud to Consolacion Line

The VECO Tayud Substation to VECO Consolacion Substation 69kV Line project will interconnect
the proposed Tayud Substation to the existing subtransmission lines of VECO. The project will
construct a 3-Ø 795 MCM ACSR 69 kV circuit with a approximate length of 6.5km.
The subtransmission project had a total cost of Php 17,503,684.00.

UDS Phase 5

The Underground Distribution Project Phase 5 addresses VECO’s compliance to the statutory
requirement of the city - City Ordinance No. 1894 dated April 25, 2001; in order to improve the
landscape and panorama of the highways and road areas. The UDS Phase 5 is a continuation
project of diverting the overhead wires along the Sinulog route.
The project spanning from Cor. Echavez St. to Cor. Dionisio Jakosalem St., with a total length of
approximately 450m, will be constructed as an underground distribution system. The hybrid
underground distribution system prioritizes the secondary lines and diverts the routes for primary
conductors.
The UDS phase 5 project has a total cost of Php 61,693,581.00.

Tayud Substation

This project involves the installation of a single 25/33 MVA Transformer at Tayud Lot which will
provide additional capacity for the northern cluster. The substation would cater to the increasing
distributed loads and spot loads of northern region.

UDS Phase 6

The Underground Distribution Project Phase 6 addresses VECO’s compliance to the statutory
requirement of the city - City Ordinance No. 1894 dated April 25, 2001; in order to improve the
landscape and panorama of the highways and road areas. The UDS Phase 6 will complete the
whole sinulog route.
The project spanning from Cor. Dionisio Jakosalem St., going back to Fuente Osmena Circle with a
total length of approximately 650m, will be constructed as an underground distribution system.
The hybrid underground distribution system prioritizes the secondary lines and diverts the routes
for primary conductors.
The UDS phase 5 project has a total cost of Php 61,693,581.00.

Rehab: Pardo Substation

The rehabilitation of Pardo substation project involves the redesigning and reconfiguration of the
substation itself. Maintenance of the substation equipments has been difficult because of the
current layout and design of the substation which is quite small.

The Underground Distribution Project addresses VECO’s compliance to the statutory requirement

improves the reliability of the system and the safety of the general public.
The UDS project will be propose at SRP, with an average length of approximately 800m, is
constructed as an underground distribution system.
The UDS phase 7 project has a total cost of Php 127,714,286.00.

The Consolacion substation has an existing transformer which has a maximum rated capacity of
33MVA. With the projected load growth and entry of indicative spot loads in northern region of
the franchise area, VECO expanded the existing substation and added another 33MVA 67/23kV
transformer. The north cluster is composed of 1 x 33MVA Cabancalan, 2 x 33MVA Paknaan, 1 x
33MVA Consolacion. If project is not pursued, the group and individual would be loaded by more
than 70% of its total capacity and transformer capacity optimization will not be achieved.
The substation expansion project had a total cost of Php 99,284,219.00.

Calamba substation has an existing transformer which has a maximum rated capacity of 33MVA.
With the projected spot loads and load growth in the western region of the franchise area, VECO
expanded the existing substation and added another 33MVA 67/23kV transformer. The west
cluster is composed of 2 x 33MVA Camputhaw, 1 x 33MVA Ayala, 2 x 33MVA MVA Lorega and 1 x
33MVA MVA Calamba. Without the project, the group would be loaded greater than 70.0%
The substation expansion project had a total cost of Php 70,982,289.00.

The VECO San Fernando substation and switching station is strategically located to accommodate
the forecasted demand with indicative load growths and spot loads at the southern region. The
southern cluster, involving 1x33MVA Naga, 2x33MVA Talisay, 1x33MVA Pardo and 2x33MVA Don
Gil Garcia substations, will exceed 70% of it inter-cluster loading. This triggered the proposal of
additional capacity, with a maximum rated capacity of 12.5MVA.
The substation expansion project had a total cost of Php 71,471,309.00.

Lot Acquisition: Lahug Lot

The lot acquisition located at La Guardia, Lahug is a prerequisite project to accommodate an
additional substation in the western region of the franchise area. This substation, as forecasted,
will suffice the need for additional transformation capacity. The lot is determined to be located at
Lahug because it is an ideal location to serve the fast growing establishments in the franchise area.
If not implemented, the foreseen substation project will be sited in a different location farther
from the center of the loads to be served which may then result increased losses since there are
scarcely any lot available and viable in constructing a substation near its identified loads.
Furthermore, the existing substation lots adjacent to it, by then, can no longer accommodate an
additional transformer because of the limited in space or area.
The cost of acquisition of the lot is at Php 100,291,500.00.

additional substation in the southern region of the franchise area particularly near South Road
Properties (SRP). The lot is located at Inayawan because it is an ideal location to serve the
indicative spot loads nearer to South Road Properties. Furthermore, the existing substation lots
adjacent to it, by then, can no longer accommodate an additional transformer because of the
limited in space or area.
The cost of acquisition of the lot is at Php 33,299,400.00.

The lot acquisition located at Woolbright Mambaling, Cebu City is a prerequisite project to
accommodate an additional substation in the southern region of the franchise area particularly at
South Road Properties (SRP). The lot is located at Mambaling because it is an ideal location (aside
from Inayawan Lot) for the customers at South Road Properties. With this set-up, system loss due
to line loss is reduced and power quality will improve.
The cost of acquisition of the lot is at Php 115,799,250.00.

NGCP Cebu to Camputhaw Line

Considering the forecasted load of each substation and the proposed additional transformers to
the existing distribution system, the 69kV NGCP Quiot-DGG Line feeding the substations—
Camputhaw (2 x 33MVA), Calamba (1 x 33MVA) and DGG (1 x 33MVA of 2 transformers), is non-
compliant to the single-outage contingency criterion of ERC Resolution 17 of 2011.
The project spanning from NGCP Cebu to VECO Camputhaw substations will string a 3-Ø 795 MCM
ACSR 69 kV circuit. The project will address reliability criterion non-compliance of the
subtransmission system. If project is not pursued, the subtransmission system will not have with
single outage contingency or (N-1) redundancy.
The subtransmission project had a total cost of Php 34,532,213.00.

Expansion: NGCP Cebu Tr4

There is a capacity deficiency in the interconnected group of substations composed of 100 MVA
AYA 1, 2 by 100 MVA NGCP Quiot, and 100 MVA NGCP Cebu. The group would be loaded by more
than 70% of its total capacity.
The project at NGCP Cebu Substation will install a 2nd 100 MVA 138/69 kV power transformer.
The project will address subtransmission capacity deficiency of the interconnected group of
substations composed of 100 MVA AYA 1, 2 by 100 MVA NGCP Quiot, and 100 MVA NGCP Cebu. If
project is not pursued, the group would be loaded by more than 70% of its total capacity.
The substation expansion project had a total cost of Php 82,060,300.00.
