Re: Premium Payment Process Change for Individual and Family QHP Customers (FAQs)
Week of May 11, 2015

Background:
Starting September 24, 2015, all individual and family customers must make their monthly premium
payments directly to their Qualified Health Plan (QHP) and Dental Plan (QDP). Washington
Healthplanfinder will no longer accept customers’ premium payments for health and dental insurance.
Current customers are encouraged to get started right away paying monthly premium payments directly
to their health and dental insurance company.

In mid-May, a notice about this change will be displayed on QHP customers’ account home screen after
they sign in to their Washington Healthplanfinder account. Starting in June, customers will also receive
alerts about this change on invoices sent by mail and email.

Any financial help (including tax credits or cost-sharing reductions) that customers have been
determined eligible for through Washington Healthplanfinder will not be impacted by this change.

Premium payments will continue to be accepted by Washington Healthplanfinder until 4:59 p.m. on the
23rd of September for coverage for the month of October. As for future monthly payments, deadlines
may vary by insurance company.

This change does not impact Washington Healthplanfinder Business (SHOP) customers. Impacted
customers include individuals or families covered by QHPs and QDPs not offered through the Small
Business Health Options Program.

More information including payment information for all Washington Healthplanfinder health and dental
insurance companies is available at www.wahbexchange.org/payments.

I am an existing QHP customer and I have set up auto pay or automatic funds transfer to process my
health and dental premium(s) each month. How do I cancel my auto pay?
If you have auto pay set up through Washington Healthplanfinder, follow these steps before Sept. 24 to
cancel it:

1. Sign in to your Washington Healthplanfinder account at www.wahealthplanfinder.org
2. Click the "Billing & Payments" tab from your account dashboard
3. Select "Edit/Cancel Auto Pay"
4. Select "Delete payment method"

Remember! After canceling auto pay with Washington Healthplanfinder, set up premium payment
with your insurance company right away!

If you have auto pay or automatic funds transfer set up through your bank, you will need to contact your
bank to redirect your monthly payments to your insurance company before Sept. 24, 2015.

I am an existing QHP customer and I pay my health and dental premium(s) through Washington
Healthplanfinder each month (by electronic check, credit/debit card or money order/paper check).
How do I change my payment method through Washington Healthplanfinder?
You don’t need to take any steps to update information online through Washington Healthplanfinder.
You can immediately begin paying your insurance company directly. Washington Healthplanfinder will
no longer accept payments after Sept. 23.

Are Washington Healthplanfinder Business customers affected by this change?
No. Washington Healthplanfinder will continue to invoice and collect premium payments from
employers who offer Washington Healthplanfinder Business coverage to their employees. Washington
Healthplanfinder Business is also known as the Small Business Health Options Program (SHOP).

Will I continue to receive monthly invoices/bills from Washington Healthplanfinder?
The last bill you will receive from Washington Healthplanfinder will be in early September 2015.
Payment is due by 4:59 p.m. on Sept. 23 for coverage effective October 1. All future bills after Sept. 23
will be sent to you by your health and dental insurance company. Payment deadlines may vary by
insurance company.

As of Sept. 24, when you sign in to your Washington Healthplanfinder account, your payment history
and past bills will be archived through Sept. 23. No payment history or bills after Sept. 23 will display in
the "Billing & Payments" section of your Washington Healthplanfinder account.

After September 23, 2015, what is the deadline for submitting a monthly payment?
As Sept. 23, 2015 approaches, more information regarding payment deadlines will be sent to you from
your health or dental insurance company.

After September 24, 2015, what will happen if my account is past due?
As of Sept. 24, 2015, your health and dental insurance company will manage grace periods and
collection on past due accounts. Please contact your health and dental insurance company for more
information.

The Washington Health Benefit Exchange and Qualified Health Plan insurance companies are obligated
under federal law to terminate coverage for individuals who do not submit full payment for premiums
owed before the end of a federally designated grace period. The grace period is 90 days for Qualified
Health Plan enrollees who are applying monthly advanced payments of premium tax credits, and up to
30 days for Qualified Health Plan enrollees not applying a tax credit. For Qualified Health Plan enrollees
applying monthly advance payments of premium tax credits, health insurance companies must pay all
appropriate claims for services rendered to the enrollee during the first month of the grace period and
may suspend claims for services rendered to the enrollee in the second and third months of the grace
period.
