1.4 Joint Crediting Mechanism (JCM)

Joint Crediting Mechanism (JCM) is a bilateral mechanism initiated by Japan to help participating countries in
using low carbon technology for the preparation of greenhouse gas reduction project with financial support
of the Japanese government. The JCM project is managed by the Joint Committee consisting of representative
of Japan and the one of participating country.
In the preparation of JCM project, the measurement, reporting and verification (MRV) must be available so that
the amount of greenhouse gas reduction is reliable. The Joint Committee is responsible for certifying the
methodology for greenhouse gas reduction (carbon credit), project registration and certification of the amount
of reduced greenhouse gas. The certified quantity of greenhouse gas which has been reduced can be used to
achieve the country’s target in greenhouse gas reduction under the United Nations Framework Convention on
Climate Change (UNFCCC).
Achievements
From the date when Thailand has signed the Agreement on 19 November 2015, the Japanese government
has provided financial support for the development of 45 model JCM projects comprising 24 projects in
renewable energy and 21 projects in increasing efficiency of energy use. The financial support amounts to
approximately 2.7188 billion Baht.

1.5 Increasing Competitiveness of the Industry by Carbon Label and Carbon Offsetting Program

TGO promotes and supports the private sector which manufactures products and provides services by granting carbon
label certification and carbon footprint assessment. To this end, the private sector will be able to know the amount
of greenhouse gas emitted by their product or their enterprise and the location where the maximum greenhouse gas
is emitted. The information will be useful for them to prepare a plan for greenhouse gas reduction in their enterprise
or throughout the production chain. TGO provides carbon label and promotes carbon offsetting activity.
(1) Carbon footprint of product: the amount of greenhouse gas emitted from each product unit throughout
its life cycle from the acquisition of raw material, transportation, components assembly, usage and
management of product waste after use. The greenhouse gas emission is expressed as carbon dioxide equivalent.

Achievements
The total of 4,509 products of 650 companies have been registered for carbon footprint of
the products. In 2021, 491 products of 87 companies were certified.
2) Carbon footprint label, known in short as “global warming label”
The purpose of certification is to ensure that the product has been subjected to the process which helps
to reduce the greenhouse gas emission throughout its life cycle according to the following criteria:
(2.1) Carbon footprint of the product is reduced more than or equal to 2%, or
(2.2) Carbon footprint of the product is less than or equal to the benchmark of each product group
Achievements
TGO granted global warming label to 756 products of 99 companies. The amount of greenhouse
gas reduction is 4,795,064 tons of carbon dioxide equivalent. In 2021, 127 products of 28 companies
were granted global warming label.
(3) Carbon footprint of organization: the amount of greenhouse gas emissions and removals from the
organization’s operational activities expresses as ton (kilogram) of carbon dioxide equivalent.
Achievements
TGO certified carbon footprint of organization totaling 598 organizations. In 2021,
carbon footprint of 187 organizations were certified.

(4) Carbon footprint of circular economy product (CE-CFP)
The certification mark is given to the “product” which can be finished product, component,
packaging and different kinds of recycled materials according to the principle of circular
economy such as renovation, reproduction, recycling, up-cycling, which includes Business
to Business (B2B) and Business to Consumer (B2C) and has tangible physical characteristics.
The consumers will be ensured that, apart from the recycling of the finished product,
component, packaging and material, the greenhouse gas emissions of product has also been assessed.
(5) “Cool Mode”
“Cool Mode” is the label granted to the garment or product which has special property of sweat
absorbing, cooling and comfortable. It can be worn in the building or air-conditioned room of the
temperature at 25°C without feeling uncomfortable as the material used in preparing the garment has
been treated to be able to absorb sweat from the skin and dry. Thus, the garment is cooling and
comfortable to wear. The “Cool Mode” apparel can accommodate the changing behavior of consumers
who wish to take part in reducing energy from air-conditioner which will result in greenhouse gas reduction.
Achievements
TGO granted certification mark “Cool Mode” to 193 fabric structures from 52 companies.
In 2021, 43 fabric structures from 35 companies were granted certification mark.
(6) Carbon Offsetting Program
The purpose of the Carbon Offsetting Program is to encourage the public, private and industrial sectors
to organize carbon offsetting activities as social responsibility, to create the demand for carbon credit in
order to support and mobilize voluntary carbon markets and to provide knowledge and understanding
to all sectors in the carbon offsetting activities of person, organization, product and service and
organization of event.

“Carbon Offset” is achieved by using the carbon credit purchased to offset the amount
of greenhouse gas emissions from activities of the organization, product, event or person
in order to lessen the greenhouse gas emissions from the organization, product, event
or person.
“Carbon Neutral” is achieved by using carbon credit purchased to offset the total amount
of greenhouse gas emissions from activities of the organization, product, event or person
in order to make the greenhouse gas emissions from the organization, product, event or
person become zero.

Achievements
TGO certified carbon offset totaling 744,272 tons of carbon dioxide equivalent.
In 2021, TGO certified carbon offset of 231,824 tons of carbon dioxide equivalent.
To widen the trading of carbon credit and to create network in the greenhouse gas reduction so as to achieve
the country’s target, the voluntary “Thailand Carbon Neutral Network” (TCNN) has been established by TGO
with the vision of “Being the network leader of Thailand to achieve the target of Carbon Neutrality and Net
Zero”. Members of the network will be provided with knowledge and capacity building in the relevant subjects
such as preparation for carbon footprint of the organization (CFO), science-based targets (SBT), internal carbon
pricing (ICP), etc. Moreover, members of the network will be able to participate in the carbon market for the
carbon credit trading and exchange according to voluntary standard which TGO is responsible for certification
and registration through Thailand Carbon Credit Exchange Platform developed by the Federation of Thai
Industries. Moreover, activities of climate action of the network members will be certified in accordance with
the criteria of “Climate Leading Organization”.
