Foreword
For the facilitator:
This module is developed to teach the learners on the basic knowledge about Philippine
Politics and Governance, this module also makes them aware of the need of good governance.
Consequently, such awareness should move them to action. For their continued empowerment and
sustainable development as a young/adult learner.
Start the process by an orientation involving the learner, his or her parent/guardian/sibling
who will assist him or her in the completion of the entire task involved in this module. The learner
should be advised to have record sheet and separate answer sheet (it is preferable to use notebooks
to compile his/her answers with solution every activity). He or she should be well oriented on how
to use this material --from accomplishing the pretest (What I Know) up to the posttest
(Assessment), and Additional Activities. After answering each activity, the learner should be
directed to do self-checking using the answer key at the back part of the module. Remind him or
her to do each task with utmost honesty to ensure that absolute learning takes place.

This Module provides a wide variety of activities to diversify each learners learning capability
and experiences. It will help you to understand the different concepts on politics and governance. It
is written in a manner that will make them uderstand the lessons efficiently.

This course introduces the students to the basic concepts and vital elements of politics and
governance from a historical-institutional persfective. In particular, it attempts to explain how the
important features of our country’s political structures/institutions, process, and relationships
developed across time. In the process, the course helps the learners gain a better appreciation of
other rights and responsibilities as individuals and as members of the larger sociopolitical
community to strengthen their civic conpetence.
This module will discuss the lesson about the meaning of politics and governance and how it can be
studied.

Governance
Note for the Teacher
In order to make this lesson will be easy to teach by the

d. Characteristics of good governance
In this lesson, we learn the concepts of politics and governance so we can understand the meaning
of it and how it can be studied, together with the meaning of governance.

What is It
Politics refers to the state of affairs of a country, including the structure of its government and the
decisions taken by the ruling party, while the term “political science “refers to the theoritical
analysis of all political systems, including their origins, their underlying values and goal.
POLITICS
The actual process of how humans interact in groups thatconstitute man’s activities, in the
real world and topractices the elective and non-elective political systemsby which people try
to influence the government on how to decides which policies will be enacted and alsothe
practice of state and government to addressissues, problems, and activities taking place in
society in aday-to-day actual activities of the government.
The values of politics.

POLITICAL SCIENCE
The systematic study of the state and the government, the practice and theory of politics, the
analysis of political systems, and the study of political behavior.
Some political scientist also includes the study of public policy, political theory and
international relation.
Goal or purpose of studying political science: Education for citizenship which primary objective is to
equip students to discharge the obligations of democratic citizenship, it is also an essential parts of
liberal education to be responsible citizen to save democracy.
Government and Governance
The concept of governance which is defined as the process of decision-making and the process by
which decisions are implemented. While government is defined as the group of people with the
authority to govern a country or state; a particular ministry in office. (Oxford Dictionary)
Governance is the act of governing or ruling. It is the set rulesand laws framed by the government
that are to be implemented through the representatives of the state. On a similar pattern, the
government is a body of elected representatives which is headed by a single person.
Government and governance are interchangeable in the sense the process of governing, but they
differ in other senses. Government often refers to the governing body itself, while governance often
refers to the act of governing. So members of a government are engage in governance.
Meanwhile governance is often the better word for the administration of non-governmental
organization, (corporation for example), while government works better in reference to the public
administration of nations, states, municipalities, etc.(Philippines Politics and Governance Book

Politics denotes social activity and the creation, maintenance and amendment of
social norms or rules.
Governance refers to the manners of steering/governing and or directing and
controlling a group of people.
Government is a higher level of social order that exist primarily for the
maintenance of the community, so government and governance are
interchangeably used, both denothing the exercise of authority in an
organization, institution or states.
