MENTAL HEALTH & RECOVERY BOARD

The Mental Health and Recovery Board (MHRB) is a public agency
organized under Chapter 340 of the Ohio Revised Code and created to
establish a unified system of mental health and addiction recovery
services for citizens of Belmont, Harrison and Monroe Counties.

The Mental Health and Recovery Board (MHRB) is a branch of county
government which is authorized and defined in the Ohio Revised Code,
Section 340. It was created to establish a unified system of mental health
and addiction recovery services for citizens of Belmont, Harrison and
Monroe Counties. County boards do not provide direct clinical services,
but rather purchase those services, primarily from local community
agencies.

County boards are responsible to determine local needs, develop a
community plan, set priorities, direct resources and monitor services in
their district. This provides an opportunity to create integrated systems of
care that are most responsive to the needs and desires of the local
citizens. This is important because characteristics of counties vary widely
and there is a mix of urban, suburban and rural areas in Ohio that makes
a “one-size-fits-all” approach particularly ineffective.

Our Community
The Mental Health and Recovery Board works through community
partnerships to develop prevention, treatment and recovery support
services. Working with our local community providers to develop and
provide services that are outcome oriented and prioritized for individuals
and their family members. Local community partners include:

Find Help

Where you go for help will depend on who has the problem (an adult or
child) and the nature of the problem and/or symptoms. Often, the best
place to start is your local behavioral health organization. Your primary
care doctor is also a good person to talk to if you think you may need to
see somebody about your mental health and/or substance use issues.

partnership with the community, and built upon our collective strengths
and principles of recovery.

The Ohio Department of Mental Health and Addiction Services (OhioMHAS)
has entered into a contract with the national Crisis Text Line to provide
Ohioans with a state-specific keyword to access its free, confidential service
available 24/7 via text on mobile devices. Text the keyword “4hope” to 741
741 and expect a reply from a trained Crisis Counselor within five minutes.
Your message is confidential, anonymous, and secure. Data usage while
texting Crisis Text Line is free, and the number will not appear on a phone bill
with the mobile service carrier. An algorithm reviews text for severity and
messages that are determined to be from someone at imminent risk are placed
at the top of the queue.

The local system of care is a comprehensive network of community-based
services and supports organized to meet the needs of individuals and
their family members to effectively address behavioral health issues.

The Mental Health and Recovery Board funds programs and services
delivered through many provider agencies. If you are looking for help for

Student Services is a school-based agency
that provides prevention, early
intervention, and support services in
Belmont County Schools. These services
are designed to help students develop skills to succeed in school, and
lead healthy, productive, positive lives. These goals are accomplished
through classroom education programs, presentations, small education
groups, student support programs, and referral services for students who
may be in need of counseling or other community services. All of our
services are free and available to any student who attends school in any
of the districts with which Student Services has a contract.

Tri-County Help Center is a trauma informed, mental health agency that
specializes in working with victims/survivors of violence. Our mental
health recovery program believes in a client directed recovery process and
recognizes the need for hope, meaningful activities, spirituality, cultural
understanding, education and socialization.

We provide individual counseling, group counseling, support groups,
case management, psychiatric services, legal advocacy, and a domestic
abuse intervention program (DAIP). We also offer a 24-hour emergency
shelter for survivors of domestic violence and sexual assault. At this
shelter, one can receive support, linkage to needed recourses, legal
advocacy, safety planning, and case management.
