Command Sergeant Major Deedra A. Perez is a native of Greensboro,
North Carolina. She entered the U.S. Army in May 1995 completing
Basic Training at Fort Jackson, SC and Advanced Individual Training at
Fort Rucker, AL as an Air Traffic Controller and upon completion of
AIT she reported to Grafenwohr,, Germany.

Command Sergeant Major Perez has served in numerous Leadership
positions: Air Traffic Control NCOIC, Drill Sergeant, Senior Drill
Sergeant, First Sergeant, Senior Human Resources Sergeant, Brigade
Operations NCOIC, Senior Enlisted Advisor, Deputy Commandant,
Director of Instruction and G1 Sergeant Major.

Additionally, CSM Perez earned a Bachelor of Science in Multidisciplinary Studies from Grantham
University.

Command Sergeant Major Perez’s awards and decorations include; Meritorious Service Medal
(4OLC), Army Commendation Medal (2 OLC), Army Achievement Medal (4 OLC), Army Good
Conduct Medal (3rd Award), Army Reserve Components Achievement Medal (3OLC), Armed
Forces Reserve Medal with ‘M’ Device and Bronze Hourglass, National Defense Service Medal
(2nd Award), Global War on Terrorism Service Medal, Noncommissioned Officers Development
Ribbon (Numeral 5), Overseas Service Ribbon, Army Service Ribbon, Army Superior Unit Award,
Basic Aviation Badge, Driver’s Badge (Wheeled), Drill Sergeant Badge, and Drill Sergeant Hall of
Fame Inductee.

Sergeant Major Perez has a daughter Justyce (25) and a son Jaiden (23).

Command Sergeant Major Santi S. Khoundet

Basic Leader Course Graduation Guest Speaker

Command Sergeant Major Santi S. Khoundet and his family became refugees
when they escaped Laos during the warfare and disruption of the Secret War
in Loas, they entered refugee camps in Thailand across the Mekong River.
His family then emigrated to the United States during the early 1980s and at
the age of 12, he became a U.S. Citizen.
December of 1994, he enlisted in the United States Army Reserve. CSM
Khoundet began his career as a Unit Supply Clerk with the 172D Medical
Logistic Battalion. Subsequently, he was assigned to the 104th Training
Division as a Supply Sergeant, and soon thereafter, became a Senior Supply
Sergeant with the 478th Personnel Services Battalion. As the Senior Supply
Sergeant, Command Sergeant Major Khoundet deployed to Iraq and Kuwait
as part of the Stay Behind Equipment Team, in support of Operation Iraqi Freedom from 2004-2005.
From 2009-2010, he deployed with the 96thSpecial Troops Battalion as the Battalion S-4 Officer/
NCOIC, in support of Operation Iraqi Freedom. Upon his return from deployment, he was assigned as the
Company First Sergeant for HHC, 2D Medical Training Brigade. He then deployed from 2014-2015 with
the 96th Sustainment Brigade to Qatar, Kuwait, and Turkey as the Property Book Team Chief in support
Operation Inherent Resolve.
Before assuming his current duties as the Command Sergeant Major of 2D Medical Brigade, he served as
the 807th Medical Command (Deployment Support) (MC(DS) Med-Log Sergeant Major. Prior to
working as the Med-Log Sergeant Major, he was the Command Sergeant Major of the 145th
Multifunctional Medical Battalion.
CSM Khoundet's civilian education includes a Masters of Business Administration (MBA) from the
University of Phoenix and a Bachelor of General Studies (BGS) with a minor in Business Management
and Criminal Justice from Columbia College. His military education includes Brigade Pre-Command
Course, Battalion Pre-Command Course, Sergeants Major Academy class (67), Master Resilience Trainer
Course, Battle Staff, Structured Self Development 5, USAR Company Team Leader Course, USARC
OPM Anti-Terrorism Officer Course, Medical Supply Course (68J), Advanced Non-Commissioned
Officer Course, Basic Non-Commissioned Officer Course, and Primary Leadership Development Course.
CSM Khoundet’s awards include the Bronze Star, Meritorious Service Medal w/2OLC, Army Commen-
dation Medal with 4 OLC’s, Joint Service Commendation Medal, Army Achievement Medal with 5
OLC’s, Good Conduct Medal, National Defense Service Medal with bronze star, Iraq Campaign Medal,
Global War on Terrorism Service, Armed Forces Reserve medal with “M” Device and silver hour glass,
Non-commissioned Officer Professional Development Ribbon with numeral 5, Army Service Ribbon,
and Overseas Service Ribbon with numeral two, Civilian Service Commendation Medal and Civilian
Service Achievement Medal.
CSM Khoundet currently works at the 807th MC(DS) as the Human Resources Specialist. CSM
Khoundet resides in Tooele, Utah with his wife Sausha, his son Kdin and daughter Zailee. CSM Khoundet
with his wife are owners of Sweet Pickins Milk Paint, Old Fashioned Milk Paint and Santi’s Shutters

Creed of The Noncommissioned Officer

No one is more professional than I. I am a
noncommissioned officer, a leader of Soldiers. As a
noncommissioned officer, I realize that I am a member
of a time honored corps, which is known as "The
Backbone of the Army". I am proud of the Corps of
noncommissioned officers and will at all times conduct
myself so as to bring credit upon the Corps, the military
service and my country regardless of the situation in
which I find myself. I will not use my grade or position
to attain pleasure, profit, or personal safety.
Competence is my watchword. My two basic
responsibilities will always be uppermost in my mind
accomplishment of my mission and the welfare of my
Soldiers. I will strive to remain technically and
tactically proficient. I am aware of my role as a
noncommissioned officer. I will fulfill my
responsibilities inherent in that role. All Soldiers are
entitled to outstanding leadership; I will provide that
leadership. I know my Soldiers and I will always place
their needs above my own. I will communicate
consistently with my Soldiers and never leave them
uninformed. I will be fair and impartial when
recommending both rewards and punishment.
Officers of my unit will have maximum time to
accomplish their duties; they will not have to
accomplish mine. I will earn their respect and
confidence as well as that of my Soldiers. I will be
loyal to those with whom I serve; seniors, peers, and
subordinates alike. I will exercise initiative by taking
appropriate action in the absence of orders. I will not
compromise my integrity, nor my moral courage. I will
not forget, nor will I allow my comrades to forget that
we are professionals, noncommissioned officers,
leaders!

MEMORANDUM FOR Graduating Class of BLC Class 002-23
SUBJECT: Graduation Message

1. Becoming a Noncommissioned Officer (NCO) is a tremendous
accomplishment, but achieving the level of education
commensurate with that rank truly enhances your ability to perform
as an effective leader. You are now a graduate of a very
challenging, demanding and rewarding Basic Leader Course and I
want to personally congratulate each of you on a “JOB WELL
DONE”.
2. As you move forward, a greater challenge awaits implementing
the knowledge and skills you’ve acquired throughout the Basic
Leader Course. Upholding the highest standards of the NCO Corps
and the United States Army are your responsibility at all times. As
graduates of this academy, you are well prepared for greater
responsibility. Your peers, subordinates, and superiors alike will
look to you for sound judgment, increased performance, and
exemplary leadership. Therefore, I charge each of you to practice
what you have learned here and instill into everyone you come in
contact with the zeal for professionalism and mission
accomplishment.
3. Again, I extend my personal congratulations. You may be
justifiably proud of your accomplishment. NCOs MAKE IT
HAPPEN!!
