Low Income Home Ownership Program

Introduction & Background

The P​ ath to Home Ownership Program is designed for motivated low income individuals and others that will qualify
and be interested in affordable home ownership. This program is not geared toward saving families and not looking to
save the world. That will just be the natural result of the program.

This is a many faceted program. First and foremost this program is about making it possible for low income individuals
to actualize and live the American dream. This country was founded on two very basic principles, freedom of religion
and….. land ownership, nothing else. Many other priorities snuck in as time went by, and we intend to address several
of those through this program as well.

This program is not about relocation. We don't care to relocate anyone from where they are comfortable and know
their neighbors unless that is a desire that they have. It is about education and community revitalization. It is about a
mindset shift. It is about ending or curbing subsidized housing. It is about home ownership. These motivated
individuals will be buying homes in their own neighborhood. The homes will have value built into them which will be
more value than the entire neighborhood holds, at the moment.

So, these people are poor for a reason. They are poor because of the lack of education. Not ABC, 123 education but
vocational education. Education on what it takes to be a productive member of society. Education on what it takes to
make it on your own.

They know how to read and write, count money and add and subtract, but they don’t know what it takes to become a
homeowner. They don’t know what it takes n​ ot to live on subsidized housing. Not to rely on your paycheck showing up
in the mailbox every month, not to live off ADC and Medicaid and food stamps. They know the check shows up in the
mailbox, they know someone pays for the house they reside in. For many this is enough. That is why this program is not
for everyone. This program is for motivated individuals that ​want to live the dream. We will get them on a path to
homeownership.

It is pretty sad in these communities because they have become matriarchal communities, and the reason being is
because predominantly (not always) the male is expendable. If any of them have any entrepreneurial spirit at all, they
resort to questionable means, robbery, drug dealing, prostitution, theft or a myriad number of other illegal activities.
These things have become acceptable in these communities as an alternative way, or an acceptable way to provide for
your family.

You see it all the time and it’s not acceptable, it’s not good for society, it is not good for these communities and not
good for the individuals that live there. A mindset shift has to take place in these neighborhoods, or its only going to get
worse and it is only going to spread.

So, the path to homeownership lays out like this.

Phase I:

Everything must begin with education and training. You have to start with a career path, not a job. JOB is nothing more
than J​ ​ust O​ v​ er B​ r​ oke. That career path must be attached to a passion and they must have the aptitude, qualities and
skill set that it requires. Obviously, many career opportunities will not be available for many of the applicants for the
program.

Although there will be many applicants for this program, many are not going to qualify to be in the insurance, financial
or any Government regulated industry or any fields of that nature. The vast majority, although not all, of the
opportunities will stem from the home improvement and home building sectors, construction trades, things of that
nature, because they do not hold the stigmas that may be attached to many of the applicants against them. We will be
working with small business owners, contractors, non-profits, and other members of the community that are looking to
escalate their activity and scale their businesses, and these applicants will be the individuals that are going to make all
this possible.

We will be helping these businesses scale by referral, marketing on their behalf and by creating work for them to take
on. They are willing to train and certify or license these individuals in order to grow their businesses without having to
do more work themselves. They will pay for the training, certification and licensing, and they will be providing these
individuals the career paths. The reason they will be able to do that is because more and more business will be
generated. Instead of turning business down and/or raising their prices, they'll have an alternative person they can
subcontract the work to. This subcontractor will be someone they have actually trained so won't know another way.
This will assure the quality of work is the same quality that they would give themselves.

Phase II:

Once the career path is established the applicants will be required to put a certain percentage, which will be
determined based on wages, into an investment strategy, not a savings account. At this time savings accounts pay
around 0.05% interest, so we want them to have an investment strategy, whether it be a mutual fund or an annuity
which we can provide through a third party. The purpose of this is to create a strategy for income replacement should
some unforeseen tragedy or unemployment should take place for whatever reason.

Furthermore, a Term Life Insurance policy will be required for any individuals who are taking advantage of the program
before being eligible to purchase their home. This will insure two things, the mortgage will be satisfied and any heirs
will be able to continue to enjoy the benefits of the home should death occur.

Phase III:

The third is they will be required to repair, or establish credit, and that will be done thru our mortgage broker’s

guidance or by other approved means.
Once the initial three phases are initiated there is a high likelihood that the applicant will no longer qualify for
subsidization whatsoever, whether housing or healthcare, etc… This will be one of the major achievements this
program looks to accomplish

Phase IV:

The applicant will need to be able to rent a home. They will lease from us or one of our affiliates. This will serve three
purposes. Initially we will be looking to see if the applicant can be responsible enough to pay their lease on time
monthly and, secondly, is the applicant capable of taking on the responsibilities of home ownership, ie, HVAC filter
changes, yard work, general maintenance, etc…, and lastly, and possibly most importantly, observe their morals and
living standards.
Once we establish that the applicant will responsible, satisfy the standards we require and live by good morals, values
and principles, it will be time to move to the final and most important aspect of the entire program.

Phase V:

At this point in the program the applicant will have established all that it takes to become a homeowner. We will place
them in a newly renovated home, in which they will be able to afford. Our owner financing will be up to a 50 year
mortgage. A strict algorithm will be used to determine what they can afford on a sustainable basis over the
predetermined length of the mortgage. The Interest rate on these mortgages will be a half a point below prime at the
time the mortgage is acquired and will be an adjustable rate mortgage to remain at half a point below prime lending
rates throughout the period of the mortgage.
